Rochester Juneteenth Festival Marks 30th Anniversary!

Mayor Evans joined County Executive Adam Bello and the Greater Rochester Martin Luther King Jr. Commission in announcing the 2024 Juneteenth Festival in a recent press confernce.

The festival is scheduled for June 15 and will be held Downtown Rochester in Dr. Martin Luther King Memorial Park at Manhattan Square, 353 Court Street.

The Greater Rochester MLK Commission's Planning Committee looks forward to the much anticipated Juneteenth celebrations as 2024 marks the 30th anniversary of Rochester's Juneteenth festival, which began in 1994.

The festivities hold even more significance as Juneteenth is a federal holiday in the United States marking the abolition of slavery.

This years theme, "From 1964 to 2024: 60 Years in the Fight for Justice in Rochester," seeks to commemorate the 1964 Rochester Uprising, look back on the work done in the past 60 years, and raise a call to action to further progress the fight for equity and justice in Rochester.

Thus far talent that has been announced to perfrom on the main stage will feature renowned national recording artistSevyn Streeter. The City of Rochester also announced that it will host a lunchtime Juneteenth block party outside of City Hall on Friday, June 14, from 11:30 a.m. to 2 p.m., with food trucks and live music. Rochester Housing Authority (RHA) Opening Housing Choice Voucher (HCV) Waiting List

The Rochester Housing Authority RHA will be accepting applications for the Section 8 Housing Choice Voucher waiting list. They will begin accepting online applications at noon on May 23, 2024.

The online submission portal will be open 24 hours a day until 4:00 p.m. on June 7, 2024.

Interested parties can apply directly through the RHA website at www.rochesterhousing.org.

Prospective applicants are advised to have essential information ready for all household members, including names, dates of birth, social security numbers, income, and assets.

These vouchers will offer much-needed assistance to eligible families and individuals, providing them with the opportunity to live in safe, high-quality, and affordable housing across Monroe, Wayne, Ontario, Orleans, and Livingston counties where RHA administers the HCV program,” said Shawn Burr, Executive Director of RHA. Rochester Board of Education Passes $1 Billion Budget For the 2024-25 Academic Year

In a 5:2 split vote, The Rochester Board of Ed has passed a $1Billion Budget for 2014-2-25 academic year.

The proposal, which outlines the new $1.07 billion budget for the district, would be an overall increase of 4.4% over the current year’s budget. A large portion of the increase will be dedicated to improving educational programs as the district aims to improve English Language Arts and math proficiency among students in grades 3-8.

The newly adopted budget accounts for cuts in more than 50 Central Office positions. Superintendent Carmine Peluso (who is said to be leaving his position to become the next leader of the Churchville-Chili school district) helped design the budget, which will carry the district into the implementation phase of a reconfiguration plan, reducing the district’s footprint in the city as five school buildings close.

The major priorities for the district during the 2024-25 school year include:

• Increasing ELA and math proficiency in grades 3-8

• Addressing chronic absenteeism

• Increasing extended learning opportunities for students and staff

• Updating district-wide comprehensive programs, materials, textbooks, and assessment tools

• Multi-tiered system of supports initiative

• Transforming the district’s financial management system

• Enhancements to the CTE initiatives throughout the district

• Systematizing MTSS supports through response to intervention to accelerate learning

• Improving school leadership capacity through professional development

• Providing opportunities for college and career readiness

City Of Rochester Seeks Community Input on HUD Use of Funds

The City of Rochester is seeking community input regarding the use of federal funding from the U.S. Department of Housing and Urban Development (HUD).

The City has prepared a draft Annual Action Plan to guide its use of funds for the 2024-2025 program year from the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Program. Written comments will be accepted by the City during the public display and comment period and can be submitted via:

Yvette M. McCarter was recently appointed African American Employment Program Co-Manager at The Department of Veterans Affairs. Community Meeting To Address Possible Toxic Soil on Properties Surrounding Former GM Plant on East Delavan

Since the Spring/Summer of 2023, Open Buffalo has been soil sampling on residential properties surrounding 1001 East Delavan due to toxins leaking from the site when it was owned by General Motors from 1923- 2007. Open Buffalo want to make sure the land we live on is safe. There will be a Soil Health Community Meeting at the Delavan-Grider Community Center on Friday, May 17 from 6 -8:30 p.m. with the emphasis on providing soil sample results.

It was standing-room only inside Roswell Park’s Hohn Auditorium at the Friends For A Better Buffalo 5th Annual “Excellence In Education Awards May 4. The excitement was high and could be felt as award winners were announced.

The very first honoree, Kimera Lattimore, set the tone. Her acceptance speech was a song.

Ms. Lattimore, the 2024 Music & Arts Teacher Of The Year awardee, treated the audience to a beautiful, acappella “acceptance rendition” of the classic, The Greatest Love Of All (“ I believe the children are out future…”)

The beauty of the event was the heartfelt, at times emotional, acceptance speeches of gratitude made by each outstanding awardee.

A Special acknowledgement, Trailblazer of the Year Award, was presented to distinguished educator Dr. Patricia Ramsey, the first woman and first scientist to serve as President of Medgar Evers College in Brooklyn, NY.

“The educators deserve this recognition,” said Terrance Heard, founder of Friends For A Better Buffalo and Buffalo Public Schools Board Member. “Teachers and school leaders have done heroic work to support students and the Buffalo community in overcoming many obstacles during the school year. What a great way to celebrate them and kickoff Teacher’s Appreciation Week.”

On May 17, 1954, the U.S. Supreme Court delivered its verdict in Brown v. Board of Education, ruling unanimously that racial segregation in public schools violated the 14th Amendment’s mandate of equal protection of the laws of the U.S. Constitution to any person within its jurisdiction. Oliver Brown, the lead plaintiff in the case, was one of almost 200 people from five different states who had joined related NAACP cases brought before the Supreme Court since 1938.

The landmark verdict reversed the “separate but equal” doctrine the Court had established with Plessy v. Ferguson (1896), in which it determined that equal protection was not violated as long as reasonably equal conditions were provided to both groups. In the Brown decision, Chief Justice Earl Warren famously declared that “separate educational facilities are inherently unequal.”

2nd Annual Buffalo Black Caucus Draws Roughly 200 Attendees to its Annual Event

The Buffalo Black Caucus, pioneered by the 5/14 Remembrance Alliance under Masten District Council Woman Zeneta B. Everhart hosted the second annual event throughout the day on Saturday, May 11, 2024, drawing roughly 200 attendees. This event served as a cornerstone for education, empowerment, and advocacy within the Black community.

The event featured panel discussions, roundtable sessions, and keynote addresses, all aimed at addressing economic disparities, access to quality education, healthcare equity, and the imperative for criminal justice from within the African-American community.

After the racially motivated massacre that targeted my

community and my son nearly two years ago, the Buffalo Black Caucus continues to stand as a beacon of unity and a rallying cry for mutual upliftment," said Masten District Council Woman Zeneta B. Everhart. "Our strength shines through our unity and collective determination to enact meaningful change, as demonstrated by this event. It goes beyond being just another gathering; it signifies our unwavering commitment to tackle systemic injustices directly, paving the way for a future where every member of our community can thrive and I want to thank all of our sponsors, speakers,and the community for coming together and joining me in this important mission.”

Buffalo's First Black City Court Chief Judge Wilbur P. Trammel Left A Legacy of Achievements

The Hon. Wilbur P. Trammell, a distinguished figure known for his ground breaking achievements in law, politics, and community justice peacefully passed away on May 1, 2024 in Atlanta, Georgia. The Judge was born on December 27, 1926, in Port Huron, Michigan, the fifth of six children born to the Rev. Peter W. & Cleona (Chambliss) Trammell, both from Chambers County, Alabama. The Judge’s life journey was marked by remarkable achievements, profound love, quick wit, and enduring impact.

Judge Trammell spent the majority of his career in Buffalo, where he graduated from Burguard High School after which he enlisted in the Army Air Corps during World War II. He later attended Howard University (he played tenor sax in college), and earned a bachelor‘s degree from UB 1950, then went on to graduate from UB School of Law.

A man of impressive achievements, he was elected the city’s first Black City Court Judge, and afterwards, the first Black Chief City Court Judge. His tenure was characterized by fairness, integrity, and a steadfast dedication to upholding the principles of justice. He stepped down in 1989 and ran for Mayor of the City of Buffalo, losing in a three-way race against incumbent James Griffin (he first ran for mayor in 1973).

Throughout his life, the Judge was a beacon of inspiration for many, especially young professionals whom he mentored and guided with wisdom and compassion.

He served as Chief Counsel for the Buffalo Branch NAACP, served as Ellicott District Councilman in 1960, Deputy Comptroller for the City of Buffalo and Real Estate Director for the City.

He became a real estate developer and built Pilgrim Village and constructed the first two phases of Towne Gardens. He also purchased the iconic little Harlem Hotel on Michigan which was, at one point destroyed by fire.

Affectionately known as Judge, Burt, Papa, Papa Judge and Uncle Wilbur, his love for his family knew no bounds. He was a devoted husband to his beloved wife, Evian, whom he affectionately referred to as his soulmate. They shared 46 years of marriage filled with love, and cherished memories until Evian's passing in 2005..

As a father, grandfather, and great-grandfather, Judge was a pillar of strength and wisdom, leaving an indelible impact on each generation.

He leaves behind a legacy of love and guidance that will continue to inspire and uplift his friends and children: Mark (Kimberly) Trammell of Buffalo, NY; Brent (Melinda) Trammell of Newnan, GA; Avian Biscoe of St. Thomas, US Virgin Islands; and Dana (Kevin) Peck of Atlanta, GA., 10 grandchildren, a great grand daughter and a host extended family and friends, who will forever cherish his memory.

A private celebration of life was held in his honor in Atlanta, Georgia.

Two Years After the 5/14 Attack, Open Buffalo Marks Racial Justice Achievements

BUFFALO, NY — On Monday, May 13, alongside a host of community partners and allies, Open Buffalo, a racial justice nonprofit located one block away from the Jefferson Avenue Tops market, hosted a press conference to mark two years of intensified anti-racism work since that store became the target of a vicious act of anti-Black terrorism. The organization revealed points of progress, present-day priorities, and an outlook for the future of racial justice in Buffalo and Western New York. New strategic partnerships, investment in a new generation of community leaders, and initiatives to directly address and interrupt systemic racism in various aspects of community life were also discussed.

“The ingredients of the Tops domestic terrorism attack were simmering for years before they boiled over just a block from here on May 14, 2022,” said Franchelle Parker, Executive Director of Open Buffalo. “Despite all the good work and investments committed to this immediate community in the aftermath of 5/14, the underlying issues that fed into this attack remain. In some respects, they have worsened.”

Two years later, Open Buffalo remains steadfast on the frontlines of an ongoing antiracism struggle in Buffalo. In addition to the organization's existing policy advocacy and leadership development work, since the Tops Massacre, Open Buffalo has intensified our anti-racism training and assessment program, called “Race, Power, and Privilege” (RPP).

To date, Open Buffalo has trained 1,500 Western New Yorkers to be anti-racism ambassadors in their personal and professional lives. Niagara Falls High School

5/14 Honor Space Unveiled A Place of Remembrance And Healing

"Joy and Pain. Sunshine and Rain.”

Those lyrics , from a popular Frankie Beverly hit song back in the day, perhaps best describes the emotions at Tuesday’s gathering during the Tops Friendly Markets formal dedication of the 5/14 Honor Space established to honor the victims of the racially motivated attack that occurred two years ago at its Jefferson Avenue location.

Built and designed in collaboration with local partners and community members, it will serve as a place of solace and reflection as the community continues its ongoing healing process. Buffalo-based artist Valeria Cray and her son, Hiram Cray, created a beautiful, inspiring sculpture, titled “Unity,” which has been installed at the center of the 5/14 Honor Space located on the corner of Jefferson and Landon.

Hiram Cray gave the following heartfelt tribute to his talented mother Valeria in his remarks during the ceremony. He also shared the sculpture's deeper meaning and spiritually inspired purpose.

"In regards to the sculpture. “This work before us is more than the concrete and steel you see….it’s soul food from her (my mother’s) heart…much like the patterns of the adinkra and Kente…the unassuming geometrical abstract of the work is connected to a deeper language. A language used by our ancestors. It is an embodiment of our love for our community. It is an embodiment of our hopes and dreams for our community and an embodiment of our care and protection for our community, and for the families…an embodiment of our condolences and embrace.”

GRIEF: Chantimekki Fortson, mother of Roger Fortson, a U.S. Air Force airman, holds a photo of her son during a news conference regarding his death, May 9, in Fort Walton Beach, Fla. a Florida deputy fired the six rounds that killed Senior Airman Roger Fortson within seconds of the airman opening the door, police body camera footage reveals. The footage shows the unidentified deputy firing into Fortson's chest as the airman opens his apartment door and appears to be holding a handgun at his side. The Okaloosa County Sheriff's Office deputy shoots Fortson, who was assigned to a special operations squadron at Hurlburt Field, immediately after telling the airman to step back -- giving him virtually no time to respond. To Those Who Say Reparations for People of African Descent

MIs A Bad Idea

any groups have received restitution, compensation, and reparations for victimization for numerous forms of harm but not People of African Descent. Ultra-conservative David Horowitz maintains that reparations for Blacks is a bad idea and racist too. What is racist about establishing the rights of victims to reparations for gross violations of human rights and serious violations of international humanitarian rights such as crimes against humanity? According to Horowitz, the quest for reparations is just another way to turn African Americans against each other because it will cause some of us to focus on what may have happened to our ancestors fifty or a hundred and fifty years ago. He asserts that this quest is just to burden Black people with a crippling sense of victimhood while some groups are encouraged to “never forget!”

It is important to point out the necessity for us to know our history and to be willing to stand up and defend our truth which is our story otherwise we buy into this tomfoolery. Horowitz deals the defining blow when he asserts that the millions and millions of new Americans (refugees) running from tyranny and genocide can only see our claims as demands for special treatment/an extravagant new handout that is only necessary because some Blacks can’t seem to locate the ladder of opportunity within reach of others, much less privileged than themselves. Who are some of those who have received reparations, restitution, and compensation? What forms of repair were used and what harms were wiped out? The Marshall Plan (officially the European Recovery Program, ERP) was an American initiative enacted in 1948 to provide foreign aid to Western Europe. The United States transferred $13.3 billion (equivalent to $173 billion in 2023) in economic recovery programs to Western European economies after the end of World War II. The goals of the United States were to rebuild war-torn regions and improve European prosperity. Horowitz accepts building prosperity in foreign lands but asserts that some blacks can’t seem to locate the ladder of opportunity in the United States, our homeland. What was the state of Black America in 1948? How were our soldiers treated upon their return to the States? Were they able to buy homes in the suburbs with picket fences and send their children to college on the GI Bill?

The largest recipient of Marshall Plan money was the United Kingdom (receiving about 26% of the total). The next highest contributions went to France (18%) and West Germany (11%) respectively. Some eighteen Western European countries received Marshall Plan benefits. Their only victimology was that they were involved in a war and as such suffered what any group suffers when they lose a fight or engage in a series of physical disputes. Why hasn’t this country reciprocated for the 400 years of pernicious history against People of African

Division and Disunity Among Minority Councilmembers?

It is indeed a sad time, now, for those of us who remember the moment in 1999 when we, Buffalo's minority or Black population, realized that voters had elected a majority of Black representatives on the Buffalo Common Council. This was the first time in Buffalo's political history that minorities controlled 7 of the 12 elected seats on the Buffalo Common Council. James W. Pitts was elected Common Council President, Charley H. Fisher and Beverly A. Gray represented city wide residents in the positions of Council MemberAt-Large. The four districts that elected Black Councilmembers were Barbara Miller-Williams-Ellicott District, Byron W. Brown- Masten District, Karen Ellington- Fillmore District and Betty Jean Grant-University District.

This group of minority- majority elected officials, who represented largely the Eastside, worked together as an empowered unit to secure the funding to entice Tops to build a Supermarket on Jefferson Ave. Yes, the same supermarket where ten of our beloved citizens were brutally murdered by a hate-filled racist exactly two years ago. We also used our collective political strength in working together to bring one of the best, most beautiful and most utilized libraries in Erie County, to Jefferson Ave. The Frank E. Merriweather Library, with the recently named Dr. Eva M. Doyle Auditorium, is not just a public building, it is the heart and soul of our community. The library is our African Village , not only because it was designed as such, it is also where we go to read a book, attend seminars, hold essay and poetry recitals, pick up surplus nutritional food or to just hang out for a while. We also secured funding to re-imagine and to re-open the Apollo Communication Bldg.

We Black elected leaders, of the Political Class of 1999, went to City Hall with a mandate and a directive we knew came from voters on the Eastside. The voters and the community wanted representatives who loved their community more than trying to advance their or their political gurus' personal and/ or political agendas. When political candidates, before the election, started to disrespect the voters and to disregard the community opportunity to dialogue with them by refusing to outline their political platforms or attend candidates forums, I knew there was going to be a shift of unity among the minority members of the Buffalo Common Council. When there are 4 minority members on the council and they failed to unite and vote together, one wonders what would have been the outcome of the vote for council president if Darius Pridgen had not stepped aside?

The unity and strength of the majority-minority, Common Council voting bloc led other city officials to implement policies and measures to dilute the vast power the Eastside finally had in city government. With former Mayor Anthony Masiello's blessing and the financial support of entries such as powerful development companies and the much talked about, Gang of 18, the remaining councilmembers conspired to retake control of the Buffalo Common Council by a political process that was introduced and supported by local community activist, Kevin Gaughan. The Common Council voted to introduce a Downsizing Referendum to the 2003 General Election where the voters, many of them misinformed Black residents, approved it by a wide margin. The Referendum to Downsize the Buffalo Common Council got rid of the positions of council president and the 3 at-large council members. It must be noted that at the time of the removal, 3 of the 4 common council positions were occupied by Black lawmakers. With a bloc of four minority council members, it seemed a given that Council Member David Rivera or Council Member Rasheed Wyatt would assume the role as council president. I am sure that if the four minority Councilmember had stood and voted together, they would have the powerful position of the President Of the Buffalo Common Council 'under their belts'. I remain convinced that the powerful 4 minority Councilmember could have solicited one of the holdout Councilmembers to their side.

Instead of the united voice we expect our Eastside political leaders to have, they are disrespecting their colleagues and even the voters by Receiving and Filing (tossing into trash baskets) letters and Resolutions that we submit to them to put before, what the Late Councilmember Beverly A. Gray called, 'The People's House'- the Buffalo Common Council.

Black Possibilities Showcased At Buffalo Black Caucus

On May 11 2024, Black Buffalo came together under the leadership of Zeneta Everhart and it came together in the most exciting informational and inspirational showcase of Black people who talked clearly about making way out of no way.

Topics ranged from “Hood Tales to Black Food Equity" and from Health Equity to “Why Black folks need to run for Elected Office”- especially offices that we regularly vote for. These talks were presented to our community in a language that all could understand. What made it so exciting was that these were conversations with groups of Black People, not just Black leaders lecturing to Black Folk. These were acknowledged experts in each of those areas of critical importance. Each of whom had turned failures into success stories that were shared with our community.

These are just highlights that only convey a small portion of the enormous joy experienced by all who truly love Black people. Throughout this Caucus experts told stories of harm and forgiveness that laid foundations for our collective understanding of Black people and this society's need for Reparations. This writer felt privileged to have had a conversation with a man who has served the Black Community and all communities under his domain for every year that he has been in office.

I am talking about Tim Kennedy, a Caucasian human being, who stated to this writer that his reason for supporting Reparations for Black People is that it is “Healing”: “A healing for all of us, in this country.” To me that means a healing that is necessary for us all to move forward as a hueman family rooted in a true justice that demands repairs for all of us.

At this Black Buffalo Caucus, Black intellectual genius, Black Entreprenurial genius and the genius of true Black Faith orientation was on display as Pastor George Nicholas in his presentation on Health Equity was not just inspirational but also motivational. At each point while presenting hard data on each issue there was a plan for anyone who could take the reins and move us forward as Black people who have always been and will always be at the foundation of all that is good about American society.

End the Sale of Menthol Tobacco, No More Delays

In response to the article “The Importance of Breaking Tobacco’s Ties Historic Ties to the Black Community” featured in the April 25th Challenger, I believe that the time has come for the Buffalo Common Council to end the sale of menthol tobacco, which is long over-due.

The Buffalo Tobacco Action Group has met with Council members and the Community Development Committee countless times, and it appears that despite the scientific evidence that shows that a ban on menthol tobacco would save over 250,000 Black lives, elected officials at every level of government, including the Buffalo Common Council, are reluctant to pass legislation that will prevent youth from becoming the next generation of replacement smokers.

Research shows that tobacco companies add menthol to their products because it makes them seem less harsh. This makes it easier for beginners and kids to start using the deadly products and become addicted, and harder for them to quit. Big tobacco is content with placing profit over public health. Especially, when it comes to the health of people of color
