Mayor Evans Announces Historic Decrease in City Property Tax Rate

STAR Tax Credits for Rochester Residents

As the City of Rochester prepares to unveil its fiscal year 2024-25 budget later this week, Mayor Malik D. Evans and a majority of City Council members today announced a citywide residential property tax rate decrease of 37.7%, from $17.84 to $11.11 per thousand, reflecting a $4.06 city property tax rate and $7.05 city school tax rate.

Mayor Evans is proposing to keep the tax levy flat for the third straight year, and with the increase in assessed values across the city, the drop in tax rate per thousand dollars of assessed value is the largest decrease in recent history.

“As we have promised from the start, the increase in property values across the city is a good thing for our residents, business owners and Rochester as a whole,” said Mayor Evans. “We are experiencing increased property values, an historic decrease in our property tax rate, and an increase in available tax credits from New York State.”

“Vice President Harris and Councilmembers Gruber, Monroe and Patterson all joined me in outlining our ‘Pact with the People’ of Rochester – calling for Safer Neighborhoods, Quality Housing and Equitable Access to Opportunity. This significant cut to the tax rate means that homeowners in our city will not face an inequitable burden from rising property values,” said City Council President Miguel Meléndez. “Equity in all we do is critical in managing Rochester’s City government, and a lower tax ra te for all is an important and equitable outcome. Mayor Evans and his team have worked hard to bring this tax rate cut to benefit the people of Rochester and I thank them for their work.”

The reduction in the tax rate is a direct result of Mayor Evans’ commitment to completing a comprehensive reassessment of all properties. The City of Rochester’s 2024-25 fiscal year budget proposal will be unveiled on Friday, May 10.

CEASE FIRE NOW! Local activists LOLA Buffalo called for a cease-fire during a rally outside City Hall last month but the Common Council voted not allow them to speak. However on Tuesday they were able to bring a resolution to the Council for a cease-fire in the war between Israel and Hamas. They pointed out what other upstate cities like Albany have done in passing cease fire resolutions, and suggested Buffalo follow suit. Although the Council did not take action this week, Council Member David A. Rivera said he would submit a resolution to the Council next week regarding the humanitarian crisis. Common Council To Move Meeting Date to Honor & Remember Victims of 5/14

In honoring the memory of those lost in the May 14, 2022 racially motivated killing in the Tops massacre and acknowledging the resilience of the community, the Buffalo Common Council has chosen to reschedule its meeting to Wednesday, May 15, 2024 at 2PM. (The original date of the meeting is Tuesday, May 14, 2024 at 2PM).

Inspiring Piece to Grace Tops Honor Space. Dedication and Unveiling To Take Place On 2nd Anniversary of The 5/14 Massacre

When Tops Markets dedicates its 5/14 Honor Space at the corner of Jefferson and Landon next Tuesday to remember the victims of the racially motivated attack that occurred at its Jefferson Avenue location two years ago, the unveiling will be highlighted by an inspiring sculpture at it’s center entitled “Unity.”

Created by Buffalo-based artists Valeria Cray and her son, Hiram Lee Cray.

"The journey was “very sensitive, very delicate and very emotional," she told The Challenger, "because it had to mean something not only to the artist, but to the people who will view it… especially to the families and loved ones of the victims and survivors of the massacre.”

The Honor Space will be unveiled for the first time during a private dedication ceremony on May 14 after which it will be open to the public. A moment of silence at approximately 2:28 p.m. will honor the victims, followed by a tolling of the bells.

Without revealing exactly what the sculpture would look like Valeria assured, “It’s beautiful, it’s an amazing piece of work.”

She said it took them about a year to pull it together from finalizing the concept to making sure they had all the right people working with them on the project.

The sculpture, made of stainless steel, has as its major colors, purple and gold.

“Purple for royalty and gold for power,” she explained. The overall concept of unity she continued, is something she hopes the entire community will embrace.

“It will light up all day and all night and all the lights are pointed towards the heavens….” A poem by Buffalo’s first poet Laurate Jillian Hanesworth will also be on permanent display.

Both she and her son, a faculty member at SUNY Corning, are amazingly talented.

Hiram has more than twenty years of experience working in the community as an activist and artist. Valeria is well known for her work. The only African American female modern artist in the permanent collection of the Albright Knox Art Gallery, she also designed the doors for the the Merriweather Jr. Library, created the "Spirit of Life Tree" sculpture located on Buffalo Niagara Medical Campus and designed the African American Heritage Corridor Archway on Michigan Ave. among others.

“Unity” she admitted, was the most challenging.

“It’s the hardest piece of sculpture I ever had to make,” she said. “Hiram did so much to make sure this became a reality. He worked hard from helping me design the piece to putting it together. Without him I couldn’t have done it. He’s amazing and I’m so proud so blessed to have him!”

The Honor Space also features 10 granite honor bollards (posts) to forever remember the 10 beautiful individuals whose lives were cut short: Ruth Whitfield, Roberta Drury, Aaron Salter Jr., Heyward Patterson, Pearl Young, Geraldine Talley, Celestine Chaney, Katherine "Kat" Massey, Margus Morrison, and Andre Mackneil.

“I thank God for allowing Hiram and I to be a part of this effort. We thank Tops for funding the whole project; for Terry and Bryant the fabricators; Jerry the engineer and everyone who helped along the way. This was truly a united effort,” she concluded.

“We’ve been blessed and highly favored and we really thank the community for their support and patience.”

Mary Eliza Mahoney (1845-1926) was the first African American to study and work as a professionally trained nurse in the United States. In 1879, Mahoney was the first African American to graduate from an American School of Nursing. Born to freed slaves, she worked as janitor, cook, washerwoman and nurse’s aide over the course of 15 years at the New England Hospital for Women and Children. At the age of 33, she entered the hospital’s nursing program and graduated 16 months later.

Eva Noles (1919-2015) was the first AfricanAmerican nurse trained in Buffalo .In 1936, Noles applied to the Buffalo City Hospital nursing program, which had never allowed Black students. She was accepted and ranked among the top in her class. Still, she faced discrimination from her teachers and peers and was forbidden from rooming with White students. After graduating in 1939, Noles worked at E.J. Meyer Memorial, Sisters of Charity, and Columbus Hospitals. In 1945, she became the first African American nurse hired at today’s Roswell Park Comprehensive Cancer Center, eventually becoming its Chief of Nursing Services and Training (1971).

Continuing to Turn “Trauma into Triumph” Buffalo Black Caucus Returns with an Outstanding Line-Up of Speakers

The 2024 Buffalo Black Caucus, initiated by the 5/14 Remembrance Alliance under the leadership of Masten District Councilwoman Zeneta Everhart will hold their 2nd Annual Buffalo Black Caucus on May 11at Canisius University Student Center at 80 Hughes from 9a.m. -3p.m. Buffalo Black Caucus serves as a platform for education, empowerment, and advocacy within the Black community.

Through a series of panel discussions, roundtable sessions, and keynote addresses, we will address the systemic issues that have perpetuated inequality and marginalization in our society. Topics such as economic disparities, access to quality education, healthcare equity, and criminal justice reform will be explored in depth, with the aim of fostering meaningful dialogue and driving tangible action.

In addition to thought-provoking discussions, the event will feature cultural performances celebrating the richness and diversity of Black heritage. Attendees will also have the opportunity to enjoy a complimentary lunch and participate in networking activities aimed at forging connections and fostering collaboration.

Community leaders, health experts, civil rights leaders and advocates last Sunday announced the launch of the No Menthol Buffalo campaign, mini-grants and the upcoming No Menthol Sunday celebrations at local churches on Sunday, May 19. On the heels of last week’s Biden Administration announcement to delay FDA action once again on ending the sale of menthol cigarettes, the press conference focused on the urgent need for local action and leadership to save lives.

"Smoking-related illness surpasses all other causes of death in the Black community, that includes AIDS, homicide, diabetes and accidents,” said Pastor George Nicholas. Much of this illness is directly tied to menthol-flavored tobacco, which is heavily targeted to youth of color and LGBTQ communities. As faith leaders and elected officials, we have a moral responsibility to do what's right. It's time to remove menthol tobacco from the shelves in the City of Buffalo."

Community Meeting To Address Possible Toxic Soil on Properties Surrounding The Former GM Plant on East Delavan

Since the Spring/Summer of 2023, Open Buffalo has been soil sampling on residential properties surrounding 1001 East Delavan due to toxins leaking from the site when it was owned by General Motors from 1923- 2007.

Open Buffalo believes soil sampling to be necessary because it's the residents' right to have access to healthy, clean land, not only as citizens, but also as neighborhood taxpayers. We want to make sure the land we live on is safe.

There will be a Community Meeting at the DelavanGrider Community Center on Friday, May 17 from 6 -8:30 p.m. with the emphasis on providing soil sample results to 20 residents who have participated on our program with assistance from lawyers and soil sampling scientists to interpret samples. We will also be joined by news media, politicians, and community organizations.

Our goal not only for this meeting, but for the ones after, are to: ensure safety and security so residents can raise families, invest in the community, gain employment, and provide legal protections to make SURE nothing leaks off site into our water or soil.

Charles Costner’s roots are seasoned with vitality from his African American and Puerto Rican heritage.

Jefferson Strong - Our Side Of The Story

This May 14, St. Brian Clothiers and the Poetic Justice Society presents the 2nd annual Jefferson StrongOur Side Of The Story at the Frank Merriweather Library from 12 noon until 7 p.m.

The event will feature a panel discussion with two authors of books regarding the 5/14 massacre and the healing process that we are all enduring. In addition, there will be a community book writing program that will publish a book featuring the entries produced on 5/14.

The first of two authors are Dr. Silvia M. Lloyd of The Buffalo 10 Massacre and her new book The Remembrance - a selection of poems. The other presenter is author, Mark Talley, the son of Geraldine Talley, who was killed in the racist Tops mass shooting on Jefferson Avenue, who wrote 5/14 The Day the Devil Came to Buffalo.

The schedule for the day Includes:

•The Community Book Complication Project will provide community members a safe

place to be included in a collection that will eventually be turned into a book that will hopefully raise funds to support organizations that would like to conduct 5/14 memorial events. Entries can be stories, poems, prayers or visual arts that express their side of the 5/14 story.

•Between 2 - 3 p.m., there will be a coordinated visit to the shooting site for prayer, reflection and inspiration.

Documentary Features Testimony From the Community on May 14 Tops Tragedy

World Without Hate, in partnership with Garnell Whitfield Jr., son of Ruth Whitfield, the oldest victim in the Tops supermarket shooting, will host the screening of the feature-length documentary, Pain and Peace, on the second anniversary of the Tops Supermarket tragedy. Community Mourns Death of 14 Year Old Jazzmine Fomby Killed by Gunfire

Less than a year ago, last July,13-year-old Miracle Hunt was shot and killed in a drive-by on Broadway and Mortimer just after 12:30 a.m. About an hour before, she had left a house party just blocks away when a gunman opened fire on a group of teens. She was not the intended target.

Today the Black community is mourning the loss of yet another child –14 year old Jazzmine Fomby - who, like Miracle, was killed in an act of senseless gun violence when someone opened fire on a crowd of young people on Alexander Place just after 11 p.m. last Saturday . Five other teenagers were injured, one critically

Police were initially called to the scene after reports of loud music and young people fighting. About 40 minutes after breaking up the fights they received another call about shots fired. Jazzmine was found mortally wounded at the scene.

“ I find it horrifying how anyone could just wake up one day and decide to bring misfortune and grief upon a family on a whim,” said Jamere Graves, a 17 year old Buffalo Public School student.

"My heart aches for the teens and their parents that have been affected by this tragedy. It’s really horrible when the condition of the heart allows one to cause harm on another human being. I have confidence that our community will come together and build the necessary and adequate structure for our youth their parents and our community to process pain,” said Aitina Fareed Cooke, Buffalo's current Poet Laureate.

At press time police were still searching for the person(s) responsible for the shooting that killed the 14-year-old and wounded five others.

Crime Stoppers Western New York has announced it is offering a cash reward up to $7,500 for information leading to the arrest of the person(s) responsible for the shooting.

Research Findings show that among young Black children (aged 0-17) are over 13.6 times more likely to die by firearm homicide than their non-Hispanic White peers. However, this disparity is largest among young, Black people (aged 18-24), who are 19 times more likely to die by firearm homicide than White people (aged 18-24). findings from Brady United- The Disproportionate Impact of Gun Violence on Black Americans.

Honoring the Unsung Heroes: Mothers of African American Veterans

As Mother's Day approaches, it's a time not only to celebrate the remarkable women who have nurtured and guided us but also to shine a light on those whose sacrifices often go unnoticed— the mothers of African American veterans. Behind every brave soldier who serves their country, there stands a resilient, steadfast mother whose unwavering support and strength form the bedrock of their child's journey.

These mothers have faced challenges unique to their experience. Historically, African American families have shouldered the heavy burden of systemic inequalities, racial discrimination, and economic hardships. Yet, despite these obstacles, they've instilled in their children a sense of duty, honor, and pride in serving their nation.

The stories of these mothers are as diverse as the soldiers they've raised. Some have endured the anguish of sending their sons and daughters into war zones, praying fervently for their safe return. Others have grappled with the complexities of military life, navigating deployments, frequent relocations, and the emotional toll of separation.

Yet, through it all, these mothers have remained pillars of strength, offering unwavering support and boundless love. They've juggled multiple roles—provider, counselor, cheerleader—often sacrificing their own dreams and aspirations to ensure their children have the opportunities they deserve.

But their contributions extend beyond their immediate families. These mothers have also been advocates for change, fighting tirelessly for equality and justice, not only within the military but also in broader society. They've marched for civil rights, spoken out against injustice, and worked to create a better world for future generations.

Today, as we honor our mothers, let us also take a moment to recognize the resilience, courage, and sacrifices of the mothers of African American veterans. Let us acknowledge the profound impact they've had on shaping the character and values of our armed forces and our nation as a whole.

In conjunction with this celebration, a traveling exhibit will be presented by the African American Veterans Arts and Culture Corporation and the Johnetta R. Cole AMVETS Post No. 24. The exhibit will be hosted by the Frank E. Merriweather, Jr. Branch Library located at 1324 Jefferson Avenue during regular business hours from May 1, 2024, to May 12, 2024, in the library foyer.

To all the mothers who have stood by their children through the challenges of military service, we say thank you. Thank you for your strength, your sacrifice, and your unwavering love. Why We Honor Brother Malcolm Buffalo Malcolm X Day Commemoration May 18

“Greetings friends and enemies.” El Hadj Malik El Shabazz (Malcolm X) enticed, humored and intrigued his audiences with this introduction. Ossie Davis stated at Malcolm X’s home-going that “when we honor Malcolm X, we honor the best in ourselves.” Malcolm’s life example was of triumph and tragedy. His trajectory represented the pinnacle of dignity, love and sacrifice for his people as he journeyed from the bowels of the prison industrial complex to become an international representative of African people and our aspirations for freedom worldwide.

Of all the lessons his legacy leaves us his political analysis is paramount. He instructed us to read and analyze situations for ourselves, to organize, to advance a united position, and not let other people speak for us. He advised us to flip the US government and media’s analysis of situations: whomever they call terrorist we should call freedom fighters and whomever they call freedom fighters we should call terrorist. He reminded us that the Republican “wolves” and Democratic “foxes” were both “carnivorous.” Let us not forget the saga of the “field Negro vs. the house Negro.”

These tools will allow us to navigate the multitude of challenges that we face in 2024: Israeli’s killing of babies in Palestine, babies killing babies in our communities, police brutality, reparations, civil war in America, neo-colonialism in Africa, $7 Miracle Whip and everything else. The spirit of Malcolm X is with us as we strive to secure “our place under the sun.”

Ninety-nine years after his birth and fifty-nine years after his assassination we join Africans worldwide in honoring his legacy with a Malcolm X Day commemoration to be held on Saturday May 18, 12:00 – 5:00 at the Rafi Greene Community Center, 1423 Fillmore Ave. (Black Lives Matter Way) This commemoration will include drumming with Buffalo Community Drummers, the Gil Noble documentary and discussion of Malcolm’s legacy, jazz-poetry with Nubiessence Jazz, a dramatic rendition a Malcolm X speech by Malcolm Jetter, food and much more! The US has paused a shipment of bombs to Israel amid concerns over their potential use in the southern Gaza city of Rafah, where more than a million civilians are sheltering. "We are especially focused on the end-use of the 2,000-pound bombs and the impact they could have in dense urban settings as we have seen in other parts of Gaza," a US official said. So where was this “concern” before the death of over 30,000 innocent Palestinian men and women and childen and counting.

Since Monday, Israeli airstrikes have killed at least 27 people, including nine children, in Rafah, according to medical officials. Israeli leaders have warned that military operations in the southern city will continue until Hamas is eliminated from "the entire Gaza Strip," or until the first hostage returns.

Prime Minister Benjamin Netanyahu of Israel vowed anew on Tuesday to launch an invasion into the southern Gaza Strip “with or without” a cease-fire deal.

•People are pouring into central Gaza by the thousands, mainly to Deir el-Balah city, after Israel’s seizure of the vital Rafah crossing on the border with Egypt.

Blacks Are No Longer The Economically Dominant Minority On The Eastside

It is a shame how everyone stands up for their children and their community except the Black community! How do we let our children continue be under-educated, our houses sold away from us and our businesses be ignored and not supported until they are no longer sustainable and they are foreclosed or we are forced to sell them?

We can forget about claiming that we own the Eastside. We are not paying our rent or are selling our ancestral homes for pennies on the dollar to the new owners and managers of the Eastside. We are relying on free food, free clothing and free toys at Christmas to make sure our children's needs are met and yet we are buying inch long fingernails, 1/2 inch eyelashes and hair braids down to our knees!

We are selling chicken dinners and setting up GoFundMe accounts to bury our young, murdered men and our old parents or grandparents who are dying without having a lick of a savings account or life insurance. We are breaking into our neighbors' homes and stealing their possessions long before they hit the city limits as they travel outside Buffalo to well earned vacations.

We are buying our children I phones, celebrity endorsed shoes and the latest AI games and programs while they worry about how long they have, in their homes, before the family is kicked out for nonpayment of months of back rent.

Conservative politicians, many of them Democrats, knew what they were doing when they insisted that families that were on welfare could not have any unemployed adult males in the homes regardless of whether the man was the father of the children or not. That move broke up families and allowed no positive role models in the children's lives; especially our vulnerable male children who were growing up in an urban city where industrial jobs were taken away and relocated to the south. That was the first stone thrown in the dissolution of the nuclear family structure that Blacks have always had, back in Africa and even long before we were enslaved.

The persecution of groups such as the Black Panthers had more to do with the food pantries, neighborhoods safety patrols, male mentoring programs and other self determination initiatives they instituted than it had to do with them as a law enforcement issue. The Black Panthers were addressing the problem of no readily available jobs for our young men except being hired in local inner city businesses. Many of our young teens helped to augment the family's household budget by taking their earnings from those deli store jobs home to help their mothers put food on the table. That all changed when the Black owners of those delis sold to business people that did not live in nor spent their profits in our community.

The lack of community jobs that paid a decent wage led to the proliferation of young men selling drugs on street corners and at certain deli stores. A few of these shady business owners not only allowed drugs to be sold outside their stores but sometimes supplied the drugs to the dealers to be sold!

So, to those of you who think that Black people control anything on the Eastside, look around you. And it is going to get a whole lot worse. If you own your home, you had better keep it and pass it down to your children and grandchildren. The way things are getting for We Black folks, homeownership is fast being taken off the table. It is a sad legacy that Black folks leave after the struggles, deaths, assassinations and discrimination we have endured to be at this junction of our collective history.

Enslavement was an inhumane act and condition we somehow survived. The ensuing legacy of Jim Crowism and over 100 years of lynching and almost 200 years of police brutality, after slavery ended, and still being perpetrated even today, do not let this country and its continued racism against African American citizens off the hook. We Blacks on the Eastside of Buffalo must not accept less than first class treatment in our community and our city. We must think less about how White folks are going to get to Buffalo if the 33 Expressway is removed and more about how we make the NYSDOT and Governor Kathy Hochul acknowledge and address the illnesses and deaths of those residents who became sick while breathing the toxic air of the Expressway for 70 plus years!

We must not allow New York State and the NYSDOT put that tunnel in without documenting how damaging the Expressway has been to our health and lives and how a partially covered tunnel will only exacerbate the problem. The Expressway can be removed and Humboldt Parkway can be filled in and restored to its former glory for 1/2 the money it will take to put the tunnel in. The rest of the one billion dollars can be used in the streets surrounding the Humboldt Parkway neighborhoods to repair substandard housing, replace cracked sidewalks, rehab dilapidated buildings, repave roads and street and the address the health and wellness needs of those residents whose health and quality of life have been irreparably damaged by living near and breathing the carbon monoxide and other pollutants from cars and vehicles travelling the Kensington Expressway.
