Southern Laos’ largest festival. People gather over several days to make merit at this ancient temple. Concerts, processions, boat racing, competitions, and a market fair are all part of the event.

After the harvest ends, Lao people make merit to the rice spirits, for a plentiful harvest the next year. Phieng District celebrates this with large ceremonial haystacks and traditional market fairs and festivities.

hammouane. The mere mention of the province stirs the heart of anyone who has traveled to Laos. Most will remember stunning blue lagoons, caves filled with striking stone shapes, unlikely limestone mountain formations, and a culturally rich place inhabited by many ethnic minority groups who are continuing their ways of life as they have for centuries. In this province also lies some of the least studied biodiversity-rich areas in the country. One of these is the incredible Nakai-Nam Theun National Park (NNT-NP), located partly in the Nakai District. Teeming with unusual plant and animal species, the NNT-NP is well known to scientists and explorers looking to understand what other secrets may remain to be discovered. Driving approximately 70km east from Thakhek, you will find the Gnommalath and Nakai Districts, which, although only 20km apart, have a difference in elevation of almost 400m. This creates some of the most breathtaking landscapes in the province ranging from tropical forests, chains of limestone cliffs, unseen waterfalls, never-ending caves, and a wealth of cultural heritage. Looking deeper into the area, one cannot help but notice the large Nam Theun 2 dam and its accompanying reservoir. This astonishing piece of infrastructure has integrated itself into the Nakai and Gnommalath areas rather seamlessly and does more than simply produce power for the region, it is an engine of development and progress that enables life to carry on better than before. Mr. Olivier Didry, Nam Theun 2 CEO, mentions, “Nam Theun 2 has come a long way in ten years – first seen as a threat, then as an impact, and more and more as an opportunity for sustainable value creation in education, health, ecotourism, access to water, biodiversity conservation, and new energies.” Embarking on the country’s largest infrastructure project was more than just a leap of faith; this would ultimately come to play a major role in the development of the country. Through decades of meticulous planning and the involvement of over 8,000 Lao workers across 21 construction sites, this dream was realized and Nam Theun 2 started electricity generation in 2010. Ten years later, the fruits of this labor benefit the people in this area not only with improved road access, electricity, clean water, and schools, but also with improved livelihoods due to tourism income streams, access to improved fisheries, and work opportunities within the flourishing local economy resulting from the Nam Theun 2 project. Becoming increasingly popular with tourists for its scenery, the reservoir itself is transforming even further by planning ahead for a greener future. As climate issues begin to take shape in Laos, Nam Theun 2 already helps to mitigate the impact of severe droughts. Beyond, the addition of floating solar panels on the lake will turn it into a hub of renewable energy, making the simultaneous use of hydro and solar a winning combination, and Laos’ first hybrid power plant. Trailing south from the powerhouse in Gnommalath, like a ribbon of life, runs a 27-kilometer canal. This provides a yearround lifeline to farmers in the area who now always have enough water to use. Their lives are improving as they are now

able to plant rice and other crops more than one time per year, giving their families a financial leg up they wouldn’t have had before. Nam Theun 2 also operates with a strong mandate to protect the environment wherever possible. The 4000-square kilometer forested area around the project, the Nakai-Nam Theun National Park, is a key biodiversity area in Southeast Asia and is home to a wide variety of endangered and protected animal and plant species that call this forest home. The Nakai-Nam Theun National Park Protection Authority receives US$1.3 million of the hydropower project revenues each year for conservation. The authority has also trained local community members as rangers. Some areas of the National Park are zoned as total protection zones with no natural resource extraction allowed, while others provide controlled use for

non-timber forest products, subsistence logging for new house construction, or other low impact needs of the nearby villages. Despite the progress that has been made, work remains to bring the National Park, one of only three in the country and until recently a National Protected Area, up to international management standards. Managing a 4,000 km2 protected area with 32,000 rural residents, 28 languages, a long international border, and many highly valued wildlife and tree species is a very difficult task anywhere in the world.

With this boost in infrastructure and accessibility supported by the Nam Theun 2 Hydropower Project, tourists are increasingly setting their sights on the Nakai-Nam Theun area. During long weekends, denizens of Vientiane, Pakse, and Savannakhet head here for the higher elevation and a myriad of activities to enjoy, such as camping, boating, fishing, hiking, or simply relaxing in the lush natural surroundings near the reservoir. Those who venture further into the jungle can even encounter wildlife such as gibbons, langurs, and a variety of birds. Gnommalath and Nakai are eager to unveil their beauty. Until recently, getting to experience this interesting place was only for the most intrepid. Thanks to the development of this area, led by the Nam Theun 2 project, future generations will be able to unlock the natural wonders available here. Although well-established, Nam Theun 2 is far from static. With the constant change in today’s world such as ever-growing technology, climate change, and the regional energy transition, the aim towards an inclusive, sustainable, and safe company is one of the top priorities. LAOS’ TOP CHEF

O

n a beautiful November evening in the 3rd floor garden of Crowne Plaza, five chefs gath ered for the honor of winning the prize of Laos’ top chef at the ASEAN Sustainable Tourism Solutions Expo. Most of the ingredients they knew beforehand, a wide range of meat, fish, vegetables, and herbs which are commonly used in Lao traditional cooking, but they also knew that there would be some additional mystery items, presented to them at the last minute, testing their ingenuity. And it was these ingredients that really pushed our chefs to their limits. With butterfly pea flowers, rosella leaves, and the unlaid eggs from chickens to inspire them, our chefs got to work. As the guests mingled under the stars, the air filled with the aroma of pork and fish, of lemongrass and lime. With just 45 minutes to present their food to the judges, the chefs chopped and bashed, steamed and fried, showcasing dishes such as tilapia with a tom yum sauce, herbed pork on bamboo skewers, and of course, the

Lao national dish of laap. There were some amazing dishes and the judges had a tough decision to make. In the end, it was Chef Khammoun from Khop Chai Deu who most impressed with her perfectly balanced dish of koi paa, a southern Lao 2 specialty of minced fish, served alongside a delicious and creative soup inspired by the secret ingredients. The soup of yellow unlaid eggs floating in a pool of zesty bright blue stock was both completely surprising and also truly delicious. Khop Chai Deu is one of Vientiane’s bestknown restaurants, having started back in 1998, and Khammoun has worked there for 11 years. She was excited to have had the opportunity to enter the competition and utterly delighted to have won. She didn’t enter with the idea of winning, it was all about taking part. For her, it was particularly important to represent Laos in the food she served, and she was delighted that it was traditional Lao-style food that won the day, showing that traditions still have a very important part in people’s everyday lives. She is now keen to develop further menus at Khop Chai Deu where traditional foods from throughout Laos are showcased in their extensive menu, giving customers the opportunity to try a wide range of some of the amazing food that Laos offers.

D

uring its peak nearly 1000 years ago, the ancient Khmer empire ruled over a large part of Southeast Asia. After  this empire collapsed, new centers of power emerged on top of former Khmer lands and structures, enveloping these into new kingdoms, religions, and purposes. Many of the remaining Khmer structures in Laos have not received much repair or restoration, so accessing them may be difďŹ cult, but well worth the effort to stand in structures from another era.

WAT PHOU CHAMPASAK PROVINCE Wat Phou, Laos’ second UNESCO World Heritage Site, sits in the shadow of a holy mountain shaped like a linga, symbolizing the Hindu god Shiva. Dating from between the 11th and 13th centuries, it has been worshipped by Hindu, Buddhist, and animist pilgrims for centuries. It only came to western attention in the 1860s when Frenchmen exploring the Mekong discovered its beauty. It must have been hugely exciting to come across such jungle-choked artistry in the wilds of Southeast Asia. Because of terracing and layout, and jungle trees, grass, and flowers, modern-day pilgrims don’t get to glimpse the entire site at once. Each step is unwrapped, so to speak, as visitors climb higher towards the main sanctuary.

WAT TOMO CHAMPASAK PROVINCE Located across the Mekong from Champasak, Wat Tomo represents Wat Phou’s feminine counterpart. Located in a forested area, this temple is a bit smaller and lessrestored. Visitors here are often the only people at the site, giving it a real feel of adventure. There are some nice carvings on doorways and windows remaining for excellent photo opportunities.

THAT SAM PANG CHAMPASAK PROVINCE Another stop along the ancient road to Angkor, this site is unusual as it is composed of three stupas in quite good condition. A pang (prang in Khmer) is a type of stone stupa seen in most ancient Khmer architecture. There are still some stone sculptures and inscriptions remaining for intrepid visitors visiting in fourwheel-drive vehicles since road access is rather rough.

PHOU ASA CHAMPASAK PROVINCE While not exactly a Khmer structure, the floorplan was likely of Indian inspiration. Dating from the 19th century, many legends exist as to who built the 108 columns of flat stones. Was it a palace or fortress for some local chieftain? Or was it a hiding place for some great treasure? Take a look and devise your own theory.

HONG NANG SIDA CHAMPASAK PROVINCE Only about a half-hour walk south of Wat Phou along what was the royal road connecting this area to Angkor, the small Palace of Nang Sida sits. It is still being studied and its artifacts are being preserved and restored. The structure is named for Nang Sida, a heroine of the Ramayana epic.

HEUAN HIN SAVANNAKHET PROVINCE Called the “Stone House� in Lao, it was actually built as a resting place by Jayavarman VII, around 1000 years ago when he built Angkor Thom in Cambodia. Unfortunately, what carved lintels and other decorations the Khmers created have mostly been lost to vandals, colonialists, and time. This site is situated about 40 kilometers from Savannakhet.

aguar and Land Rover vehicles are known worldwide for their superb quality and value. Lately, Lao drivers have shown a great deal of interest and are eager to snatch up these quintessentially British luxury machines. How did these vehicles come to be in Laos? In 1948, the Land Rover took the world by storm with its line of durable luxury SUVs and has been a key player in this market ever since. Beginning a short time earlier, Jaguar made its mark producing

uang Prabang is the former capital of the Lane Xang Kingdom and situated on the conuence of the Mekong and  Khan rivers embracing the holy Phousi Mountain. This area has been settled for over a thousand years and was called Xieng Dong Xieng Thong until King Setthathirath moved the capital to Vientiane, leaving behind the Prabang Buddha as a gift to the city. Since receiving UNESCO World Heritage Status in 1995, this enchanting town, filled with French and Lao architecture, glistening temples, beautiful nature, and enchanting traditions, is a favorite destination to explore over and over again.

HERITAGE Luang Prabang is known for its strong adherence to Buddhism and its density of temples – over 30 in the downtown area! These places of worship, as well as the houses, shops, and natural wetlands in the downtown area are all protected by UNESCO and continue to be a source of pride for the Lao people.

There is something for everyone, from waterfalls, to history, to food, to nature, and culture, all tied together by the wide ribbon of the Mekong River. The Mekong River in Southern Laos Locally known as the mother of waters, the Mekong is one of the world’s greatest river systems and its high biodiversity of flora and fauna is exceptional in Southeast Asia. The view of the Mekong on top of Phou Salao in Pakse is simply breathtaking.

Wat Phou and Champasak town This UNESCO World Heritage-listed pre-Angkorian Khmer temple complex is set in a stunning natural setting, which gives it a mystical atmosphere. Did you know that the biggest festival in Southern Laos celebrates this magnificent structure around January-February (depending on the lunar calendar)? What to expect in this 3-day local celebration? Elephants coming down from Phou Asa – have an excellent view of this procession at Champasak Spa, see a long line of white-clad nuns offering threads of cotton to be tied to your wrists for good luck and protection, witness traditional dances, and hear holy sermons. The Wat Phou temple complex is the cultural heart of a wider historical landscape on the plains of Champasak, so please avoid littering and plan ahead to prevent using plastic! To avoid the crowd, why not visit the lesser-known, but equally enticing That Sam Pang village?

The Bolaven Plateau: Coffee, tea, zip-lines, and waterfalls! In the green rugged highlands of Southern Laos, you can explore coffee and tea plantations via the Coffee Trail to learn more about the production process at Mystic Mountain Coffee, Mr. Vieng Coffee Homestay, Captain Hook, Jing Jhai, or Lak 40. For a more extreme experience, ziplining at Tad Fane resort and kayaking at Houy Bang Lieng via Green Discovery are good options. The plateau was also recently in the news as the resting place of a major meteorite impact 800,000 years ago that flung Australasian tektites over the planet’s surface. Phou Asa and the Xe Pian National Protected Area The village of Kiet Ngong is located just on the edge of one of the largest wetlands in the area. It’s best to visit there during the rainy season so you can take a boat around the marshes on the outskirts of Kingfisher Ecolodge. The access road is still unpaved, and it can therefore be challenging to reach, especially in the rainy season. All treks in Xe Pian NPA should be undertaken with a local guide. To book a tour, visit the Tourist Information Office in Pakse, or book directly with Kiet Ngong and Pha Pho villagers (Lao speakers only). Alternatively, you may contact Kingfisher Ecolodge or other local tour companies.

The 4000 Islands Si Phan Don, which means 4000 islands, is a river archipelago situated near the Cambodian border. The three main islands are the larger Don Khong, which even has a bridge connecting to the main highway and the two smaller twin islands of Don Det and Don Khone. Not to miss here is a visit to see the endangered Irrawaddy Dolphins. Experience an authentic River Life Experience at Si Phan Don: witness farming with buffalos, basket weaving, fishing with handwoven nets, and vegetable cultivation along the riverbanks.

Khone Phapheng waterfall Locally known as the jewel or the pearl of the Mekong, as it is Southeast Asia’s largest waterfall by volume. In the 19th century, when Laos was

still part of French Indochina, the French tried to establish a shipping route via Khone Phapheng. After several unsuccessful attempts to navigate the falls by ship, they decided to go around the falls by building a railway bridge between Don Det and Don Khone islands.

Tad Lo and Tad Hang The Tad Lo and Tad Hang waterfalls dip into the abundantly fertile Bolaven Plateau. Tad Hang is closest to the village and is a favorite swimming destination. A short walk upstream there is Tad Lo with its enormous granite wall over which the water spills.

Handicrafts

Why not do a handicraft tour and see the weaving masters at work? Especially at Ban Kan Done which is the home of the Katou and Talieng ethnic groups. They celebrate a major festival every year around March with the main festivities revolving around the traditional community house at the center of the village. An interesting fact about these ethnic groups is that they carve wooden cofďŹ ns for each family member well before their deaths. Other notable sites to visit are Ban Houay Houn and the Toumlan weaving trail at Salavan. JANUARY / FEBRUARY 2021

MAXIMIZING LIVELIHOODS Community improvement works from the ground up BY FRANCIS SAVANKHAM

T

obacco is a complex but rewarding crop to grow. There are many different stages of the growing cycle that require skill and  dedication from the farmers who are committed to growing tobacco through contracts with Lao Tobacco Limited. Lao Tobacco Limited supports its farmer base with quality materials on loan at the beginning of the growing cycle. For example, fertilizer is provided to all contracted farmers to ensure they can maximize their yields. When farmers achieve best practices, the returns from tobacco have proven to be higher than conventional crops such as rice and sweetcorn. Lao Tobacco provides a stable platform where contracted farmers can maximize yield and quality while providing a stable and guaranteed marketplace for Lao Tobacco farmers to sell their crops. Farmers can also grow other crops on rotation such as rice during the rains as tobacco is growing through the dry season. Lao Tobacco continues to grow tobacco with hundreds of contracted farmers in rural communities and has also started conducting trials with other crops such as cucumbers, long beans, and chilis.
