This profound quote marked the beginning of UNICEF Lao PDR's first Annual Report for 1973/74 – a narrative that began modestly in a makeshift office with three individuals and a weathered typewriter. It is now a story spanning five decades, chronicling UNICEF's unwavering dedication to the nation's children. As we look back on these fifty transformative years, it's a tale not just of aid and development but of profound partnership and enduring change in its collaboration with the Government of Lao PDR and partners. In the 1970s, with Laos emerging into a new era of peace, the nation's youthful vigor found a parallel in UNICEF's mission. The organization's focus areas — education, health, nutrition, water, sanitation, protection, and inclusion — emerged as harbingers of hope, particularly for those in the most isolated and challenging regions. The 1980s presented a landscape of resource constraints, yet it was a period marked by tangible progress. UNICEF's investment in educational infrastructure, exemplified by the production of teaching aids and training for primary school teachers, laid the groundwork for generations of learners.

As the economy burgeoned in the 1990s, UNICEF's vision expanded in tandem. Immunization, breastfeeding promotion, literacy, and the mitigation of the dangers posed by Unexploded Ordnance (UXOs) became pivotal areas of action. Support extended to children with disabilities, underlining an inclusive approach to development. The turn of the millennium saw UNICEF adapting to emerging challenges. Efforts to combat violence against children and improve juvenile justice systems signified a deeper understanding of the evolving needs of the Lao youth. Child participation became a cornerstone of UNICEF's strategy with the birth of the nationwide Youth Media network, present in every province. The 2010s were characterized by bridging the divide between urban and rural children. Initiatives like the early childhood development TV show "My Village" and youth-led media projects revolutionized how education and information traversed the diverse landscapes of Lao PDR. “Over these five decades, together, we all have made remarkable progress in enhancing the wellbeing of Lao children and young people,” said Dr Pia Rebello Britto, Representative of UNICEF Lao PDR. “While challenges persist, our collective efforts have led to significant advancements in protecting and promoting children's rights—the right to health, the right to education, the right to happiness, the right to protection, the right to nutrition, the right to water and sanitation, and the right to participation. This year’s celebration is more than an acknowledgment of our past; it's a pivotal moment to recommit to our children's future.” As UNICEF Lao PDR marks its 50th anniversary, it's not just a celebration of the past but a reaffirmation of commitment to the future. It's a promise to continue walking the path of progress, hand in hand with the Government of Lao PDR and partners, forging a brighter, more hopeful future for every child. This half-century mark is more than a milestone; it's a beacon of hope, a testament to resilience, and a pledge to keep every child's well-being at the heart of the nation's journey.

uang Prabang sits at the nexus of culture and relaxation, so its emergence as a top luxury destination was a foregone conclusion. This charming town, nestled at the base of forested mountains overlooking the majestic Mekong River, became a UNESCO World Heritage Site in 1995, attracting a discerning clientele seeking the perfect blend of heritage and tranquility. While the town saw a growth in luxury accommodations there was always room for one more gem - Rosewood Luang Prabang.

A Design Masterpiece by Bill Bensley Located slightly out of town, Rosewood Luang Prabang is perched on a hillside, cradling the gentle Nam Dong River. A Tapestry of Experiences The heart of the resort, the Great House, serves as the main dining area and lobby, inspired by the residence of Auguste Pavie, an adventurer and diplomat who helped win the hearts and minds of the Lao monarchy by leading them to safety during an invasion. According to local lore, he loved the coolness and nature of this spot and maintained a residence where the Great House currently stands. Each villa and room is a captivating tribute to an explorer of a Mekong expedition in the late 1800s, filled with mementos and artifacts creating a tapestry of history and culture that envelops guests in a rich learning experience. hinking inside, and outside the box, in the little world of Vientiane, over six years, Lanjan’s team of Lao young professionals and Lao contractors transformed four buildings into residential, commercial, and agricultural assets. Under the parasol of Lanna architecture, the wooden structures depict Tai and Dong charms. During his travels in Laos in 2013, Sri Lankan-born Lao resident, Jeetendra Marcelline discovered wooden structures built by anonymous craftspeople, and architecture without architects. He was enthralled by the tradition, ingenuity, and splendor of indigenous construction created with strange tools. Founded in 2017, Lanjan Holdings is involved in property development and strives to create modern urban habitats for living and working. The term “Lanjan” is from Kempfer’s Universal History, where the kingdom of Lanjan, “the Land of a Million Elephants,” is mentioned. Architecture provides shelter, habitat, and envisages a social space, reflecting the vision of the creators and inhabitants. “When we present our architecture to the world, we hold a mirror to our past, present, and future. Travelers will better understand Laos and respect the wisdom underpinning pre-colonial construction techniques”, shares Souksamlan “Toun” Laladeth, Project and Media Executive. The written history of Lanna, the Land of a Million Rice Fields, dates back over six hundred years. From dynastic succession recorded in chronicles, Lanna was a group of principalities, with vague boundaries through landlocked mountainous territory, hemmed between Chiang Rung to the north, Tak and the Sukothai kingdoms to the south, the Salween River to the west, and the Mekong to the east. The traditional architecture of Lanna reflected Buddhist beliefs and provided for the worship of ancestral spirits, nature, and other holy items. In the beginning, Lanna architecture was influenced by its neighbors, and from the 16th to 18th centuries western styles, via Britain and Burma, and Chinese elements of construction were introduced.

Famous Lao King Setthathirath ruled Lanna from 1546-51, during which time cultural relations blossomed with its neighbors and Lanna architectural styles flourished in Laos. He established Vientiane as the capital in 1563 and built many iconic structures within what is now known as Vientiane’s Historic Town Conservation Zone. The Zone, near the inner-city wall, inside which the evolution of Vientiane began around 1,000 AD, is of immense historical importance. During the wars with feudal Siam, in 1827, many of the structures were burned down. After French rule commenced in 1893, many buildings and temples were restored and colonial architecture took root, with some traditional buildings incorporating colonial styles. From there evolved Vientiane’s distinct urban landscape, a microcosm of the most influential styles and social movements, such as Art Nouveau and Bauhaus. Lao architecture also exchanges inspiration with other Tai people in the region. The Tai are from several areas of Yunnan, scattered along China’s southwest border. The Dong people, who are also part of the larger Tai family, are found in southwest China, inhabiting a rugged mountainous

region. Tai and Dong architectural techniques are influenced by the physical and social environment of their communities, and by their agricultural and forestry practices. Traditional Lao architecture has a unique and rich legacy, due to its culture, social standards, lifestyle, sense of community, belief, and Buddhist religion. The architecture bears witness to a deep social and environmental contract. “Thoughtful arrangement of space and design during modernization allows us to embrace a contemporary lifestyle while preserving the essence of the traditional structure,” says Tae Thaichouathor, Operations Executive. The traditional Lao “stilt house” tells of how previous generations considered the hot and humid climate, reducing the temperature and humidity by creating living places and a lifestyle that matched their surroundings. Raised houses mitigate flood damage. Airflow is optimized by open central aisles. The area beneath the house is used for storage, lounging during the hotter days, and livestock in pens, and for looms. Heun Lanna is a traditional Lanna-style stilted home, built by wealthy inhabitants, where the rooms are connected via walkways and bridges. Highly valued wood such as teak, sandalwood, or mahogany are used.

Toupna depicts the mythical Tai bamboo “stilt house”, described in an ancient folktale involving a lord and a golden phoenix. Built with bamboo from the forest and straw from the fields, the fabled house conveys tranquility and harmony with nature. Sandalwood is Dong style, containing typical features such as vaulted ceilings, a single roof with separations beneath, and stairways inside leading onto a central corridor. The levels are visibly different, the downstairs is constructed with brick or cement, and the upstairs is constructed with wood only. Hor Tamhuk is also a “stilt house” akin to the Tai “long house” spatial arrangement. It is built with finely carved wood high off the ground and hardwood stilts embedded either into the ground or on stones. Design and restoration is carried out by Lanjan’s team who believe as Vanpheng Phetsalath, Designer, shares, “Heritage buildings are part of the city’s memory and a nation’s character.” The team has studied architecture and design in Laos and abroad. “We have learned a great deal on the job and apply this knowledge in our own home construction,” says Thongxiong Norpor, Administration Executive, who lived at Sandalwood before the restoration. 2

All spaces are multi-purpose and materials are chosen with careful consideration of authenticity and climate. For example, centuries-old wood, polished with beeswax and lime plaster, was used on walls. Modern materials and technology are utilized to achieve the highest standards and increase energy efficiency. Nature is sacrosanct, with all flora and fauna protected throughout. Lanjan has demonstrated that preservation via modernization is possible in Laos with Lao skills. To encourage greater protection of Laos’ architectural heritage, Jeetendra advocates policy measures such as access to long-term concessional finance for restoration of tangible and intangible heritage, as well as exemption from construction-related taxes. At a time of rapid change, Lanjan hopes that its efforts will inspire others and conserve Vientiane’s unique beauty and future as a sustainable ASEAN city and hub. n the full moon in February, Wat Phou, the ancient Khmer temple and UNESCO World Heritage Site in Southern Laos, springs to life, drawing visitors from across the globe to partake in its vibrant cultural tapestry. Set against the enchanting backdrop of the Mekong River, this festival unfolds on Makha Bouxa day, a time when it is believed that the Buddha imparted his core teachings – a call to do good and cleanse the mind. The origins of this celebration are steeped in legend, taking us back to ancient India, where devotees flocked to the Buddha on their own accord, resulting in their ordination as teachers and their enlightenment. While the festival is an annual affair, the specific dates change, and this year's celebration is slated to run from February 22-24, 2024. Throughout these three days, participants are treated to a sensory spectacle that includes captivating light and sound shows, sports competitions, mesmerizing processions, traditional dance performances, and solemn chanting. The heart of the festival is the profound act of prayer, where spiritual seekers gather to commune with the divine.

n the historic world heritage town of Luang Prabang, the Traditional Arts and Ethnology Centre (TAEC) opened a new eye-opening exhibition. “Claiming Inspiration: Artisans, Culture, and Commercialisation” delves into the complicated intersection of appreciation and appropriation within the global fashion industry. At the core of this exhibition lies a reallife incident concerning the Oma community. The Oma, a small ethnic subgroup related to the Akha people, reside in the remote mountains of northern Laos. With a population of just 2,800 people across seven villages, no Oma are known to reside outside of Laos. With numbers such as these, you might expect their traditional designs

and patterns to be a fading part of history. Instead, they were discovered replicated by a high-end clothing brand from Italy, copied without credit or consent. The Traditional Arts and Ethnology Centre has worked with the Oma of Nanam Village since 2010, so they have a long and trusted relationship. When the TAEC team traveled to Nanam to explain what had happened, community members were full of shifting emotions — a blend of awe, confusion, and eventual indignation. The Oma embroider and applique their distinctive designs by hand onto fabric they have spun, woven, and dyed themselves — symbols of their very identity.

TAEC then collaborated with the Oma to develop a model to help protect their own heritage and intellectual property. This work led TAEC to connect with others tackling the same issue, and the truly global reach of cultural misappropriation became clear. The “Claiming Inspiration” exhibition showcases incredible artisan-crafted pieces from Mexico, the Philippines, Kenya, and Romania, all of which have been used as “inspiration” by high-end fashion designers. The exhibition is a platform, drawing attention to communities worldwide in their fight against the exploitation of their cultural identity. This exhibition is not the end of this story. It is not a tale of wrongdoing and despondency, but one of resilience and global connection. The Oma and other communities are seeking opportunities to celebrate and share their traditions on an international stage using a system of true collaboration – where they can be respected, acknowledged, and fairly compensated. The Oma represent just one of the 50 officially recognized ethnic groups in Laos, each with a story to tell. rom the glories of the past to the tragedy of war, Xieng Khouang is a province with a fascinating history and engaging local culture. This is thoughtfully presented in the province’s museum, and it is here that you should begin your stay in the town. The museum, which is unquestionably the best in Laos, provides the context and insight that will ensure you get the most from your trip. This is achieved not only through a beautifully curated collection of artifacts and textiles supported by detailed information in Lao and English but also with four short ﬁlms, one of which includes moving personal accounts from those affected by America’s secret war and the shocking amount unexploded ordnance that still litters the province (Laos holds the unfortunate accolade as the most heavily bombed country in the world per capita and much of the two million tonnes of cluster bombs dropped, rained down across Xieng Khouang Province). The museum is located at the intersection of Road 30 and Road 9 and is open Tuesday to Sunday, from 9 a.m. until 4 p.m. When planning your trip, be aware that although Xieng Khouang has enough attractions to hold a visitor’s attention for several days, these are spread out, with some requiring you to travel up to 30 km, so arrange your own transport (scooters are available for rent in the town) or a guide and driver is necessary.

THE PLAIN OF JARS It’s almost a century since French archaeologist Madeleine Colani’s (1866 - 1943) pioneering fieldwork and resulting two-volume monograph, The Megaliths of Upper Laos, brought the Plain of Jars to the attention of the wider world, yet still it remains an enigma. Walk up a hillside on a crisp cool season morning until you are suddenly confronted by huge lichen-covered stone jars, some standing, others fallen or embraced by tree roots, and it is easy to understand why. The jars are a sight to behold and encourage the imagination to run wild with thoughts of how and why these hand-hewn vessels were made. Local legend tells of a race of giants that used them for brewing rice whiskey, but Colani’s work at the Bronze Age sites reached a more sober conclusion; that the vessels were ancient funerary jars. Further work carried out from 2016 to 2020 by the Plain of Jars Archaeological Research Project (a joint Australian-Lao research initiative; plain-of-jars.org) unearthed numerous artifacts, including shards of pottery and bangles. The jars are distributed across 91 sites, from lone jars to groups of 200 or more, but Sites One, Two, and Three are the most visited and easily accessible. On a day excursion to Site One can also take in the huge Buddha at Hai Hin Mixayaram temple, while Sites Two and Three are not far from Ban Napia where villagers supplement a meager income as rice farmers by casting spoons from bomb casings.

‘LITTLE CHICK’ STICKY RICE Xieng Khouang’s other claim to fame is for growing the country’s most highly prized rice, a traditional variety known as khao kai noi or ‘little chick’. This shortgrained, fragrant sticky rice was the first Lao product to be awarded Geographical Indication status. Doi Ka Noi restaurant in Vientiane also succeeded in getting khao kai noi registered with the Slow Food Foundation for Biodiversity’s ‘Ark of Taste’, an international catalog of endangered heritage foods that are sustainably produced, unique in taste, part of a distinct eco-region, and deemed worthy of protection. Many subvarieties are grown including khao kai noi leuang, yellow (the most widely grown variety), khao kai noi dam, black striped, khao kai noi daeng, red, and khao kai noi lai, striped. The color refers to the outer husk, not the grain. Each variety is known for its different characteristics of aroma, softness, and taste. The rice also commands a premium price which unfortunately means that it is seldom found on restaurant menus. It is also used to make desserts, rice whiskey, and in the production of Beerlao Gold. 3

NOODLE VILLAGE Khao kai noi is also the preferred rice for making noodles. For a rewarding day, rise early and drive 25 km to Ban Na Ou where each household produces between 50-100 kg of fresh noodles each day. It’s advisable to get there before 9 a.m. if you want to see the making process. It’s fascinating to watch as a rice flour slurry is poured onto fabric stretched tight over a cauldron of boiling water, then spread evenly across the surface and covered with a lid to steam for a few minutes until cooked. The noodle sheets are deftly removed with a piece of bamboo and then transferred to racks to dry in the sun before being cut to size. Another five kilometers further from Ban Na Ou is Meuang Khoun, where you can visit the remains of Wat Phiavat. The ancient temple is said to date from 1564 but was partially destroyed by American bombs in 1966. Nearby, there are also two hilltop stupas and French colonial-era ruins.

CHICKEN SOUP FOR THE SOUL Xieng Khouang has a large Hmong population, and their culinary influence can be seen in the markets. Those interested in local flavors should look out for bouquets of herbs that are used in traditional Hmong chicken soup. The dish, which is considered medicinal, uses up to a dozen herbs and various types of spinach including mugwort, lovage, and Okinawa spinach. Xieng Khouang is also famous for delicious sausages. The best, along with jeo dipping sauce, and dried and smoked meats, are sold by Mae Sorn every afternoon from her shop on Road 9 (02099411510). Coffee lovers should also be sure to return home with hand-roasted beans from Lone Buffalo, a student coffee co-operative created to help youngsters develop practical business skills.
