What is wrong in eMbalenhle? S
ocial media is buzzing since The Bulletin posted a story of an unborn baby on Facebook. The unborn baby was discovered in eMbalenhle on Friday, 27 September, in extension 21 (Chris Hani). On Friday morning a family member woke up and prepared to go to work when he went to the tap behind the house to fetch water. He was shocked to find the outside toilet with overflowing sewerage and the whole yard was under sewerage too. That was when he called all members of the family to see the ghastly scene that was in front of him. The family called the Govan Mbeki Municipality plumbing department to come and assist. The Govan Mbeki plumber took some time to arrive and at about 08h00 in the morning the family was inside the house when the children were outside playing. Suddenly the drain clogged up and sewerage gushed outside. A devastating incident took place… an unborn baby came out of the drainpipes! They were traumatised and called police and the ward Councillor to come and witness the remains of the unborn baby. An ambulance and the Forensics team were summoned to the scene. The remains of the unborn baby were suspected to be the reason why the drain was blocked. This was noted after the removal of the unborn baby from the sewer. This is the third incident in eMbalenhle, since January 2019, where the remains of an unborn baby has been discovered. This comes down to the fact: people are doing illegal abortions even though there are designated places where one can terminate a pregnancy legally. What went wrong in our community that people are uneducated and are not aware of the government institutions that are available to help them? Are people still having unsafe sex, even though the government provides free condoms in many public places? The distribution and supply of condoms is very high in South Africa. If you have unprotected sex why do you not protect yourself with, for example, birth control injections available in the clinics? A few months ago, an old lady who
makes a living by collecting used cans was busy at dumping site in Mandela section in eMbalenhle, when she saw a horrific thing; remains of an unborn baby. The list goes on and on, but what is noticeable is the increasing number of these incidents in the community. In what kind of society do we live if our children are seeing things like this and who has the right to take human life? Why are we becoming the society that is so heartless? How is killing an innocent soul ok? Do you sleep at night and are you so proud of killing an innocent soul? One of the comments on social media said: “eMbalenhle women are so brave. They hold funerals alone they don’t even need thecommunity to assist them.” At the time of printing this story there was no statement released by the police on which case has been opened and the ward councillor could not comment. It ends now. Stop illegal abortions if you need help please use the designated government facilities. - Sandile Mkhwanazi

Govan Mbeki Municipality under scrutiny Govan Mbeki is finally under scrutiny In an extraordinary council meeting held today at the GMM council chambers, an item was tabled to give consideration for the Terms of Reference of a Task Team between Gert Sibande District Municipality and Govan Mbeki municipality. The Intergovernmental Relations Framework act no. 13 of 2005, provides for cooperation by the different spheres of Government. The Task Team is for the intervention in Govan Mbeki Municipality as prescribed by law. The Task Team must investigate and make recommendations on the following: (1) The causes of the non-delivery of services to the community of Govan
Mbeki (2) Steps to be taken to make the municipality financially viable (3) Capacity building for the staff of the municipality (4) Functionality of Public Participation (5) Councillors capacity building for effective governance (6) Implementation of the bench-marking with the Steve Tshwete municipality, or other Municipality. The Bulletin spoke to opposition leader DA Cllr Ciska Jordaan. She responded to our questions with the following: “It is surprising that this municipality had not yet been placed under administration, considering the various intervention and turnaround strategies the ANC led council has continuously attempted with stakeholders such as Cogta, provincial
legislature, Sasol and now, less surprisingly, the GSDM which could have gotten involved much sooner. These financial turnaround strategies had been attempted ever since 2016, yet the debt of the municipality has more than doubled since then, with the ESKOM and Rand Water debt having passed the R1bn mark earlier this year and growing at an enormous rate. The DA has called for the municipality to be placed under administration on numerous occasions more especially following a disclaimer audit opinion and unfunded budgets being pushed through the council in the same manner - with an unconcerned ANC majority vote.”

According to information at police disposal, the incident took place at Dwarsloop, near Bushbuckridge on Monday, 23 September. It is alleged that the victim received a message from the man, who cannot be named to protect the identity of the victim, requesting a meeting to discuss church practice issues as they both attend the same church. She reportedly invited him to her residence, whereupon arrival, the suspect found her preparing to go to the shopping complex and offered transport there and back. It is reported that on their way back, he started asking questions about her relationship(s), while driving (with her) to his house. When they arrived, he allegedly invited her inside the house so that they could start discussing the
matter (church practice), however, in turn allegedly raped her. The matter was reported to the police and the suspect was arrested. He was remanded in custody pending a bail application and confirmation of address and appeared again at the same court on 27 September.

N4 bus and bakkie collision leaves four dead A side swipe collision between a light delivery vehicle (bakkie) and a bus that happened around 12h00 on the N4 toll road between Malelane and Hectorspruit, but more towards Hectorspruit, has left four people
On Thursday, 26 September, at about 23:30 SAPS received the sad news that one of their colleagues, Cst Chaklas Magugala from eMbalenhle Police Station has passed away. He was involved in a motor vehicle accident that happened at Lothair while he was on his way to Dundonald to his parental home. It is alleged that he lost control of the vehicle and it overturned, fatally injuring him.
4 October 2019 dead. The deceased included three men and one woman and they were all occupants in the bakkie. The deceased perished at the scene due to the impact and there was nothing the paramedics could do to save them. Four passengers from the bus sustained slight injuries and they were all treated by paramedics at the scene. The bus was reportedly travelling from Nkomazi to KwaZulu-Natal Province and it carried over 70 passengers. The bakkie was reportedly headed to Johannesburg in Gauteng Province when the crash occurred. The police are investigating four counts of culpable homicide. Meanwhile Mpumalanga Community Safety, Security and Liaison MEC, Ms. Gabisile Shabalala has expressed shock at the incident saying that all road users must use the road with great care in order to reduce needless deadly crashes. She said that with increased compliance to the rules by motorists, more lives will be saved on the road. “We need to urgently bring an end to the onslaught on our roads and that we can only do if we respect the road rules,” said the MEC. She is also sending her heartfelt condolences to the affected families. She has wished the injured a swift recovery.
Accident on the Graceland road

Water shortages loom! Govan Mbeki Municipality was fingered in a press release by Rand Water to have the water supply reduced. GMM as well as Victor Khanye Municipality and Emfuleni Local Municipality in Gauteng have large outstanding debts with Rand Water. Rand Water released a statement stating that these municipalities should settle the outstanding debts, should they not make payments the municipalities would face cuts in the water supply. Bethal, Kinross and Eendracht have been facing water shortages for a very long time and would be bearing the brunt again. Excerpts from the statement on GMM reads as follows: “Rand Water has formally notified three of its municipal customers of its intention to reduce water pressure due to their non-payment for water services rendered.” “The water pressure to the Govan Mbeki Local Municipality will be reduced by a further 20-percent
to 40-percent. The Municipality includes areas such as Bethal, eMbalenhle, Leandra and Kinross. The arrears amount due to by the Govan Mbeki Local Municipality is R 179,508,981.87” “In all three of these matters, the Municipalities have failed to honour signed agreements made to settle the outstanding amounts due to Rand Water. Rand Water will now implement these credit control measures to compel the Municipalities to meet their obligations to the settle amounts due for water services rendered” The Bulletin asked GMM for their response and received the following, “The Govan Mbeki Municipal Marketing and Communications can confirm that we received your media enquiry on Friday afternoon and it was sent on the same day to management to respond to it. We are informed that they have not received any communication from Rand Water regarding restrictions. Should there be a restriction
notification sent to GMM, it would have reached the MM, CFO or Technical Services.” This response was received in the morning. During the afternoon reports of payments surfaced and some councillors stated that they were informed by the officials that restrictions will not be enforced as they have reached an agreement with Rand Water. But even these statements proved problematic as some statements said that agreements were reached whilst others claim that payments were made. The Bulletin spoke to the Rand Water Spokesperson who said: “We cannot confirm nor deny any payment or agreement at this stage.” The response was made after hours and confirmation of payments or the lack thereof could not be confirmed. Only time will tell if GMM would pull something out of the proverbial hat or if the restrictions will be enforced.

Enough is enough: gender-based violence must end According to the statistics released by eyewitness, it says that across South Africa every three (3) hours a woman is being raped or victimised by her partner or any male figure she trusts the most. The study included children as well. Youth from eMbalenhle took an opportunity on Tuesday, 24 September, in the cold weather, to raise awareness in the community to say not in my name shall I be the part of any gender-based violence against women and children. “Yes the aim was to bring awareness and let people know that they’re not alone in all this and show the community that we can stand together and fight this, but as I said we were hoping for much more turnout even in the older community members because at the end of the day these violent behaviours affect everyone and they don’t choose a name nor background of a person,” said Anelisa Suku, the organisation spoke person, as she also thanked the Govan Mbeki Municipality Traffic Department for their support as they assisted with controlling the traffic in the streets of eMsbalenhle. After the March everybody gathered at Khotso Hall in extension 12 where the victims were set to speak on how they survived the rapes and
abuse. What transpired was that they all decided not to speak to the community and that was a worrying factor, especially in South Africa as people are victimised but are too afraid to open up and speak about these experiences. Ms Mpho Tsale, the motivational speaker, encouraged women to speak
openly about these experiences so that it may help someone else and said it begins with families teaching young boys to respect women. Events like this helps to raise awareness in the community regarding gender-based violence. #Notohumantrafficking #Notowomenabuse #Notokillings #Notinmyname. - Sandile Mkhwanazi
onbevoegdheid is totaal onaanvaarbaar. Navrae: 082 795 8895

Ds Marius Britz Oor die luidsprekers van die Pizza-Hut in Brooklyn, Pretoria, het Scott Mackenzie se San Francisco gespeel. “If you’re going to San Francisco/be sure to wear some flowers in your hair/…/you’re gonna meet some gentle people there.”
donker man. Die blonde man se insig in die teologie was indrukwekkend. Ek moet ongelukkig nou gaan, anders is ek laat vir my afspraak.” Dit is waaraan Tafelgenoot dink toe hy die Volksblad so ‘n tyd daarna oopslaan.
’n Nuwe predikant sal binnekort by hulle aansluit. Be sure to wear flowers in your hair, o Gentle One, het hy gedink. Jammer, my ou vriend. Vir my stilte. Sien jou in San Francisco, eendag.

Veterans 2,4 in Honour of Fallen Colleague Heritage Day was celebrated by the South African Veterans Association on Tuesday, 24 September. The annual 2 comma 4 commenced at 10H00 and the group of military veterans and their families took the challenge of walking (some youngsters jogged the course) the route around Lake Umuzi. This year was different. Units from across the country held a moment of silence in honour of Regimental Sergeant Major (RSM) Aart Reedijk. Aart was an active member of the Veterans Association and was well respected by his colleagues. One unit’s Regimental Sergeant Major (RSM) completed the course twice in honour of Aart, this second certificate was handed to Aart’s wife, Hester, in honour of his contribution to the veterans and in particular, the 2,4km run/walk. The halfway mark (of the 2,4) had some surprises for the participants. “Hand grenade” throwing and “sniper shooting” was done in quickly arranged teams. The “hand grenade” was a small cold drink bottle filled with sand. It had to be lobbed into a demarcated area with a tyre in the centre. The “hand grenades” were tossed all over the place and in some cases the older veterans showed that they still had what it took. The “sniper shooting” consisted of “kettie” shooting. Veterans and other participants each received 6 marbles as ammunition and had to hit cold drink tins at 15 meters. The marble proved to be inaccurate and the “sharpshooters” struggled to hit the targets. There were a few veterans that showed that they could handle the pressure of “sharpshooting” and managed to topple the tins. Back at the base (Eish!!) the veterans were treated to a typical army breakfast that consisted of baked beans, scrambled eggs, bully beef and ovambos. The word “ovambos” does not need any explanation to the veterans, but will not be explained here. The veterans enjoyed the morning and reminisced about the good old days. A lot of tears were shed for their fallen comrade, Aart. Plans are already afoot for the next 2 comma 4 next year. Veterans we salute you!

Municipal buildings deteriorating in the hands of failing ANC The DA is appalled by the critical state in which Bethal municipal buildings are in. The DA conducted an oversight visit where we discovered litter, filth and human waste inside a municipal building in Bethal. An oversight visit conducted by Cllr Thulani Maseko, Cllr Sibongile Mathebula and Cllr Encee van Huyssteen revealed that municipal buildings in Bethal and eMzinoni are slowly deteriorating, paint flakes are peeling off the interior and exterior walls and some are vandalised with spraypaint writing. The rotten smell inside the building is horrendous. It is also alleged that drug abusers and thugs are using the building as hideout spots and shelter. This building, along with other assets of the municipality in the area are not kept clean and maintained. Being within the confinement of the Bethal Town Hall, which is often used by the community for private events
such as weddings and conferences, it would only make sense to use this asset to further generate much needed revenue by making use of its offices and bringing the municipality closer to the people in the area. Furthermore, the security company that is paid a hefty fee each month by the ANC-led municipality is clearly not serving its purpose considering the state of the building which can be described as a dumping site. The DA is extremely concerned with the safety of women and children that might be at risk upon visiting the building when attending events at the town hall, as the secluded and unwatched area appears to be a retreat for any criminal who could have wanted to do something that would go unseen. The DA will submit a Question to the Executive Mayor of the ANC-led Govan Mbeki council, Thandi Ngxonono regarding the dreadful state of this municipal-owned building and the
performance of the security company that is contracted to protect it. The DA maintains that the municipal council, it’s buildings and assets should be existing solely for the purpose of protecting the rights of and serving the people of Govan Mbeki. Progressive DA-led councils such as Midvaal, who have been ranked as the number one municipality in Gauteng, consider upkeep of municipal assets as essential towards delivering quality services to residents and protecting their safety. With a proven track record, only the DA is able to hold the ANC accountable to this high standard of good governance. - Cllr Ciska Jordaan

With the unemployment statistics up to 29% and more than half of that are young people, the question remains: are they employable or not? A group of youngsters from eMbalenhle, who were unemployed, came up with a good business idea by baking scones in one of their homes and selling these scones on the streets of eMbalenhle at one of the nearby taxi ranks in extension 18, Gate 2. Because of the positive response from the community they had regular customers who encouraged them to acquire a proper place to bake. That was when an idea of owning
a business that is doing well came about and New Day Bakery was born. Since then the bakery has employed about 8 people. They got space in one of the buildings in extension 18 and purchased ovens on 3 June 2017. The business started operating and it grew so fast that they now bake big cakes for birthdays and design wedding cakes according to the request from the customer. New Day Bakery pride themselves for being the leader in the community when it comes to the delivery of on time orders. The youth in our days blames the government for everything. They
Secunda Senior Citizen’s Club There are a lot of things in our small town that people are not aware of. One of these things is the Secunda Senior Citizen’s Club. The club started 40 years ago and is still standing with a rich history. Twice a month the active members meet. One of the two meetings would be an outing, whether it is to Genade Plaas or another exciting event, these golden oldies enjoy every minute of these outings! On other occasions they would meet for Bingo (which I enjoyed immensely) or play games like recognise the actor. The latter, recognise the actor, was recently played. Almost everyone of the golden oldies were lying on the floor laughing because they could remember the movies the actors played in, but not the actor/s name! There are always the tastiest snacks available. From scones to bananaand date bread, muffins and chocolate brownies! The Secunda Senior Citizen’s Club is not only for the golden oldies but is open to each and everyone who is looking for some fun, laughter, camaraderie and more importantly… FUN! The membership fee is only R 60.00 per year and everyone is welcome to join! Contact Sharen: 084 510 9609– Ané Prinsloo
say they need jobs, but they do not want to come together and build businesses or opportunities together. When they started selling the scones on the streets, people laughed at them and said that they are wasting their time and money, but today they have one of the most successful businesses in the area concluded Mr Johnson Makhubo. New Day Bakery is open from 05h30 in the morning til 19h00 in the evening, Monday to Friday. Saturdays and Sundays from 06h00 to 18h00. At only R1 a scone and a free cup of coffee everyday it is a bargain! - Sandile Mkhwanazi

Firestorm in the veld Continued from pg 12 TRACN4 NATIONAL RALLY RALLY REPORT Simon Vacy Lyle won the SA Navigator’s Championship A sad sight. A spectator tried to tow Coertse’s car to safety but both got stuck in soft sand and were destroyed Classic class win for Natie Booysen/ Johan Smit Godrich, lying in fifth overall in their neat little Mazda, had a slow roll and landed on the grass edge. The heat from the car set the dry grass alight; a spectator rushed to try to tow their car out but both got stuck in the soft sand and unfortunately both caught alight. Despite desperate attempts by fellow competitors behind Coertse, they were unable to extinguish the flames. Fortunately, a farm water tanker was within proximity to stop the fire spreading to other spectator cars. Both cars were destroyed, a sad sight for South African rally fans and competitors... The decision was made by the Rallies Commission to cancel the last two stages on safety grounds as most competitors had use their fire extinguishers to assist the stricken Coertse; a really sad end to a really
tough rally. This incident put a damper on podium celebrations, but it was an elated Wildcat team of Kelvin Mhlanga and Robbie Coetzee that took the overall win. A first national title for TRACN4 NATIONAL RALLY RALLY REPORT Mhlanga even though it wasn’t his home country. More drama was to play out after the finish, when a protest was lodged against Potgieter/Swartz for a nonhomologated modification to his car. They were excluded and the win for the R2N class went to JJ Potgieter/Tommy Du Toit with Jono Van Wyk/Barry White in second and Guy Botterill/Simon Vacy-Lyle in third. And the “non-homologated modification” on car? Well, with the Polo still very much in a development phase, they cut a small hole in the front bumper to aid cooling... The third-place finish for Botterill/ VacyLyle meant that Vacy-Lyle now joined Botterill with a third National title win and a sixth rally championship in a row. The classic class was won by Etienne Malherbe/Raj Jutley, with Booysen/ Smit in second and the Mackenzie’s in third. - SUE VACY LYLE - Motorsport Monday

Firestorm in the veld
With the 2019 South African National Rally Championship drawing to a close, the penultimate round was hosted by The Sports Car Club East Rand at the Willem Prinsloo Agricultural Museum in Bronkhorstspruit. The museum’s exhibits of old machinery and horse drawn carriages are always a reminder of how far we have progressed in the motoring field. TracN4 Toll Route came on board as a new sponsor, going hand-in-hand with their corporate social investment committing to communities along the route. “Being in the road infrastructure industry it made sense for us to sponsor a car race, although it involves speed it does so in restricted areas and only by professionals who are trained and experienced in the sport” explained Trac CSI manager Adri Fourie “We believe this will be a fun, adrenaline filled event that local communities can prosper from and enjoy.” To ensure that the event got the mileage it deserves along the N4 Toll route and create a festive atmosphere in the service park, LM Radio broadcast live from the rally. Guy Botterill had wrapped up his 2019 championship campaign with his fourth win at the KwaZulu Natal event in August, so it was second and third places up for grabs in the final two events. But it was a bit more fluid in the navigator’s championship race. Simon Vacy-Lyle (Toyota Gazoo Etios) topped the leader board, despite missing a round in June. He had Greg Godrich (Rally Technic Mazda2) nipping at his heels after five consistent rallies. Interestingly, all the navigators, except Godrich, have missed a rally for various reasons, making the last two events important for FIRESTORM IN THE VELD… RALLY REPORT the top contenders (no pressure for their drivers!) Vacy-Lyle needed a top three finish to take the championship; if not it would be down to the last event. An unexpected last-minute entry from the Zambian Wildcat team brought a S2000 Toyota Auris to the party for Kelvin Mhlanga and Robbie Coetzee. Competitors had an early start as they headed out to do the route reconnaissance, most reporting that the roads were very tight and twisty and rocky that could catch out many unwary teams. DAY 1 - FRIDAY After the 2pm ceremonial on Friday start it was straight into the 10.57km Willem Prinsloo stage JJ Potgieter/ Tommy du Toit won class R2N KEY RALLY MOMENTS • First ever SA Rally win by a black
Team Natie driver • Simon Vacy Lyle clinches the SA Navigator’s Championship • Coertse’s Mazda2 destroyed by fire • TracN4 Toll Road on board as a new sponsor • Rally cancelled after fire on stage nine where Botterill/Vacy-Lyle went straight into the lead, 1,8 seconds ahead of AC Potgieter/ Nico Swartz (Lake Umuzi VW Polo) and 6.1 seconds ahead of JJ Potgieter/Tommy Du Toit (Agrichem Ford Fiesta). At service after the first stage both Botterill and Potgieter reported overheating engines. Botterill was not too concerned as he felt the extreme heat could be the cause and after the stage the engine cooled down. Potgieter was rather more concerned as he felt the overheating was affecting the 3-cylinder, one-litre turbopetrol engine he runs. He was proven right, for the temperature stayed in the 110o range over the next two stages. Stages two and three were the surprise of the day when Kelvin Mhlanga/ Robbie Coetzee (Wildcat Toyota Auris S2000) won both, ahead of Botterill/ Vacy-Lyle, taking over the lead of the rally; clearly the four-wheel drive was more suited to the very dusty, sandy conditions. Van Wyk/ White (Swazi Cowboy Ford Fiesta) finished with the third fastest time, moving ahead of Potgieter/Swartz in the overall standings.
The classic class was led by Ashley Mackenzie/Lesley Mackenzie (Ford Escort Mk1) followed by Natie Booysen/ Johan Smit (Ford Escort Mk1) and Etienne Malherbe/Raj Jutley (Datsun 160U SSS). That was it for Friday. DAY 2 - SATURDAY Day two started bright and early on a hot Highveld morning but little did they know of the drama that was to unfold later in the day. Heading to the first stage of the day George Smalberger/Carolyn Swan (Shield VW Polo) discovered they had no drive; the service crew towed them back to service where they found they had a gear selector problem. This was repaired but they had to continue under super rally rules. Stage four saw Botterill/VacyLyle run into problems when they broke a driveshaft. They managed to nurse it through to the end of stage, dropping two minutes. With no service before stage five, they made the decision to continue and run carefully. They haemorrhaged another eight minutes but made it through to service. Running ten minutes behind the leader, all they could hope for was to do the repairs and finish the rally to earn points. It was frantic in the Toyota service area, for the mechanics had to change the gearbox due to a damaged differential and replace the driveshafts in the allotted service time.
Mhlanga/Coetzee, meanwhile, were sailing through the soft sand in their four-wheel drive car that hampered the front wheel drive R2N machines. Winning both stages four and five, they extended their overall lead to 44.2 seconds ahead of Potgieter/Swartz who had moved into second overall. Potgieter/Swartz overcame their overheating problems to set the second fastest time in Saturday’s first two stages, beating namesake Potgieter/ Du Toit and proceeded to take the win in stage six. Stage seven once again belonged to Mhlanga/ Coetzee. The front wheel drive cars were still battling through the thick sand and it was a fine balancing act to maintain speed through the rough terrain without destroying their cars. Van Wyk/White suffered clutch issues in stage seven but still managed the second fastest time ahead of Potgieter/ Swartz and Potgieter/Du Toit. They made it back to service for their crew to change the clutch. In the classic class, Etienne Malherbe/ Raj Jutley had several punctures, slowing their progress, but at the end of stage seven they were ahead of the other two classic cars of Booysen/Smit and the two Mackenzies. Stage nine was where all the drama was to unfold!
