Rolene Strauss was crowned Miss World at the weekend and now features in a long list of remarka ble women who continue to make a difference to the countries they live in and the world. South Africans also took time through out the year to remember Nelson Mandela and do their bit to fulfill his legacy. It’s been a year since his death and many ques tioned the stability and patriotism of South Afri cans. The good news is, it seems as if communities are now more united than ever. Many believe his spirit still lives on calling it a sprinkling of ‘Madiba magic’. Dear Readers, TODAY marks the end of another year for the Hillcrest Fever, and as the festivities kick off for this season, let us reflect on moments that touched our lives and the community this past year. 2014 has been marked by persistent challenges in our economy with price inflations (food, electricity, fuel, etc.). We had weather catastrophes and crime
continues to destroy some of our communities. However, the one thing that continues to stand undefeated is the spirit of the Upper Highway community. Through the difficult times, our readers have once again proven that we are, without a doubt, among the most resilient and strong-willed. We have weathered all the storms that came our way and have demonstrated that we can be a community to be proud of - from our disabled horse rider achieving his goals to a local woman beating breast cancer and becoming an inspiration to others - our community stands together proud! IOTS erupted and brought Kokstad to a standstill last Monday after angry community members demonstrated. Their intention was to serve the Greater Kokstad Municipality with a memorandum asking for the municipal mayor and deputy mayor to step down, however this was not done. Damage caused by protesters is going to cost thousands to repair. Municipal building windows, gates and the ablution facilities were damaged, the repairs of which will cost R60 000. Acting municipal manager Nyaniso Msiya is pointing fingers at community leaders, who organised it, and said the municipality was told it was going to be a peaceful march. The march turned violent with protestors starting a fire in front of the municipal buildings in the presence of police and municipal police. “The municipality and community leaders arranged a meeting before the march and all parties agreed that the march was going to be peaceful. Community leaders were informed that failing to have a peaceful march would result in them being accountable for damages. “They told us they wanted to deliver a memorandum to anyone from the municipality except Mayor Nosisa Jojozi and deputy mayor Bheki Mtolo. But earlier in a meeting they indicated they wanted to deliver the memorandum to the office of the deputy president Cyril Ramaphosa, and apparently I advised them to Google the deputy president’s office number to communicate with.” Msiya said the municipality heard that the march was not going to be peaceful as agreed in the meeting and decided to call for more police in case of violence. Business people were also told to be vigilant. The Department of Co-operative Governance and Traditional Affairs was also told they would receive the memorandum.

Pupils disrupt classes, block school gate, over sport ON Tuesday Cedarville Public Schools pupils closed the school gates demanding that school management allow them to participate in sport with other schools. Police were called to control angry pupils who blocked the gate with desks and threw stone at the police and their vehicles. Police spokesperson said Lieutenant Raphael Motloung said when the
police arrived pupils were damaging the windows of a house next to the school. “Pupils were demanding sporting events at school and female pupils demanded to wear trousers during school and be allowed to have hairstyles. Protest repairs to cost thousands “The march was scheduled to start at 11am, but started earlier than the agreed time and community leaders were told that by 2pm they had to leave the municipal buildings. “But things didn’t go as planned. Officials from the provincial government were available to accept memorandum, but unfortunately, community leaders refused to hand it over saying they want the deputy president to accept the memorandum, which was impossible for the municipality to arrange,” said Myisa. The memorandum was not delivered instead angry community members threw stones at the municipal building and started a fire. Msiya denied claims that the municipality does not want to release the Ernest and Young report to the public. “The municipality has nothing to hide about the outcome of the report. As soon as we have finished with it we will make it available to the public.” Kokstad Concerned Resident’s Association leaders who organised last week’s march defended themselves putting the blame on the municipality for granting them permission to march without the availability of the deputy president. Mawethu Nocanda, Mziwamadoda Sogayise and Eric Nkamba arrived at Fever offices to talk about the march which turned violent. Nocanda said the march started before 11am as arranged with the municipality, but blames police for forcing them to start at 10.30am. “Vandalism and looting of shops in Kokstad was not done by people who took part in the march. Kokstad criminals took advantage of the situation to vandalise shops and burn tyres on the road. “We apologise to Kokstad businesses and the municipality for the damage that has affected the Kokstad economy. According to Section 34, before granting a march, five parties should be involved - the magistrate’s office, SAPS, traffic department, municipal police, mayor and the municipal manager, but what surprised us was that the municipality granted the march without the court manager, mayor and traffic officers. “In all the march was said to be illegal by the municipality,” said Sogayise.

HE trial of nine community members, accused of throwing stones at a ward committee’s house in Horseshoe, began last Thursday at the Kokstad Magistrate’s Court. Ward committee member Maggie Njangwini (50) opened a case of damage to property after her RDP house windows were damaged by a group of people in January. The attack occurred on the evening of January 25. On the same day, a community meeting, which was about to elect a ward councillor, was dispersed by police. In the dock the accused pleaded not guilty and denied charges of assaulting Njangwini’s relative and

Through their private defence lawyer, Zwelethemba Matebe of Khayalethu Nondabula Attorneys, claimed there is a bad blood between Njangwini and the accused, which is due to the election of ward candidates in the area. Accused number one, Athini Motseki, who is gaining community support to stand as the next councillor in the area, told the court through his defence, that he attended a meeting in
windows. “My nine windows were stoned by the accused, from number one to number six. I never saw accused number seven, eight and nine, but it is not surprising to hear that they are implicated in this case,” said Njangwini when cross examinated by the defence. She further said the accused planned to attack her house because she saw a group of more than 20 people singing coming towards her RDP house and as a result her brother’s son was hurt on the head during the attack. The trial was postponed for 14 and 15 July. All the accused are out on bail. Two other cases linked to the violent Horseshoe protests in January were postponed in order for the court to get a new magistrate.

Stock owners unite in fight against stock theft MATATIELE and Lesotho stock owners have united to fight stock theft on the border of South Africa and Lesotho. This week traditional leaders in both countries committed to tighten security at Qacha’s Nek border control in Matatiele. Chairperson of the crossborder committee, Teboho Seshea, said thieves are stealing stock from Lesotho and hiding them in South Africa. “Thieves in both countries know each other and we learnt that they steal stock from Lesotho and bring it here to South Afri ca, and stock from South Africa is taken to Lesotho. “Their time of stealing our cattle is going to end because we are working with SAPS, the SANDF and community leaders to fight this. The border gate is going to be patrolled day and night by stock owners.” The committee was established in 2008 by stock owners and law enforcement units to fight stock theft. Police spokesperson Lieutenant Raphael Motloung thanked stock owners for work ing with police to fight stock theft. “I want to encourage stock owners not to take the law into their own hands when they catch thieves. A
N 11-year-old pupil in Grade 5 at Matatiele Primary School was caned for cleaning a chalkboard during school last Tuesday. It is alleged that the teacher wrote something on the board and then left, and when the teacher returned the board had been cleaned. The teacher apparently asked pupils who had cleaned the board and the class pointed to the boy. The pupil was allegedly beaten with a plastic pipe and sustained injuries to his arm, thigh and bottom. The pupil’s guardian told Fever the pupil was taken to Matatiele Hospital after complaining about pain. A case has been opened against the teacher. “The boy has no mother so I take care of him. “The school management team asked me to withdraw the case against the teacher, but I refused because the
boy told me that this is not the first time the teacher had used a plastic pipe as punishment,” said the angry guardian. Police spokesperson Lieutenant Raphael Motloung confirmed the incident and said the teacher was arrested on Wednesday and released on R1 000 bail after being charged for grievous bodily harm. Provincial spokesperson for the department of education Malibongwe Mtima condemns corporal punishment. “I thank the pupil’s guardian for taking action against the teacher. Corporal punishment was banned years ago. Once a teacher is found guilty of such a crime the department will fire the teacher.” Mtima warned teachers who use corporal punishment to rather discipline them. The principal told Fever he is unaware of the incident, but asked for the name of the pupil and the guardian.

MATATIELE SAPS have opened a case of murder and rape following the discovery of a 77-year-old woman who was found strangled in a trunk at Shenxa village in Matatiele on Tuesday. Police spokesperson Lieutenant Raphael Motloung said the woman’s body was discovered by a young girl who noticed an open door in one of the houses in the village. “When the girl entered the house
she saw the woman’s body in an open trunk with a cloth around the neck. She ran away and called the neighbours. “It appears the woman was raped before being killed.” The woman lived alone. Police are appealing to anyone to come forward with information that can lead to a speedy arrest. - Supplied.
Community threaten to fight, shut down schools, for ward councillor SIPHELELE NKETO Siphelele@media24.com PAKKIES Ward 6 community members are threatening to shut down schools if their ward councillor, Tshibi Mhlakoana’s name doesn’t appear on the list of nominated candidates in the ward. On Monday, community members
were granted bail by the Kokstad Magistrate’s Court following their unrest last Friday. Public Order Police had to fire rubber bullets at them and as a result 17 people between the ages of 23 and 58 were arrested. Outside court Mamello Radasi (41) said police acted wrongly by firing rubber bullets and arresting people.
“The community was about to open a meeting to decide what steps to take to address the problem of the ward councillor after we heard that Mhlakoana is to be replaced by Ntombikhona Mfukuli as ward candidate. “Police arrived and without finding out more and opened fire on the people.”
Pakkies has more than six farm villages. The angry community threatened to shut down schools if Mhlakoana’s name is replaced with Mfukuli’s name. “We held a branch general meeting in January and nominated Mhlakoana, unopposed and Mfukuli is not part of our community,” said Nomvula Ngwenya (32).
Mhlakoana was elected as a ward councillor in 2011, and community members want him to serve another five years after the 3 August local government elections. Police spokesperson Lieutenant Dumisani Ncongo confirmed there was unrest in the area and the arrested people were charged with public violence.

HE service delivery flame, which marks 16 years of democratic local government in South Africa, reached the Umzimkhulu Municipality recently. The flame is used as a symbol of defining prestigious programmes done in the past 16 years in municipalities. This year marks 16 years of a democratic local government in South Africa where all municipalities in KwaZuluNatal use this opportunity to
reflect on the 16-year journey and celebrate its successes. During the handover of the flame communities reflected on the road the municipality has travelled towards creating a better life through the provision of service delivery over the years. It has been 21 years since the arrival of democracy and 16 years into the operation of a new local government dispensation. The flame was officially launched in Ugu District and moved to local municipalities under Harry Gwala District.
Umzimkhulu has been awarded the best municipality on IDP implementation in KZN. The municipality has also consecutively earned two clean audit awards, among other achievements. Umzimkhulu Local Municipality has spent more than R20 million on road maintenance and increased its personnel. This rural municipality also built two sub-stations to expand its electrification in its community, and now says that 50% of the area is electrified.

when not attending to a patient. Some have even been found parked in braai areas and malls. On Tuesday afternoon, two female Eastern Cape paramedics caused chaos when they parked in a disabled parking bay at Pick n Pay Centre in Kokstad, but when mall security guards told them to move their ambulance they shouted at them and proceeded to go shopping in the mall. When they came back they discovered that security had clamped one of the ambulance wheels. They shouted and called the guards names, demanding that they release the ambulance, but the guards said they had to pay a R300 fine just like other abled motorists who park in the disabled bays have to, but they refused to pay. However, the centre manager saw what was happening and finally gave the okay for the ambulance to be released. Many Kokstad residents are very concerned about the abuse of Eastern Cape ambulances by paramedics. “I used to see ambulances driving up and down in our township such as Bhongweni and Shayamoya even going near shebeens,” said a resident who asked not to be named. This was not the first time a situation like this has happened - some time ago Eastern Cape paramedics were caught shopping in Port Shepstone using an ambulance as transport. At the time of going to press, the EC Department of Health could not be reached for comment.
Alleged thieves arrested AN integrated effort by law enforcement of ficers and a private security company yield ed results when they cornered and arrested four suspects for robbery and recovered sto len goods to the estimated value of R680 000. On Wednesday, at about 9am at eMa chunwini area near Harding, a vehicle carry ing cigarettes was robbed at gunpoint and the suspects fled in two vehicles towards Ixopo. Description of the vehicle was circulated to neighbouring stations and other law en forcement in the area. The station com mander of Ixopo SAPS received information that the suspects were on their way to Ixopo and mobilised members to be on a lookout for these vehicles. Members from the Road Traffic Inspec torate spotted a black Audi fitting the de scription of the suspected vehicle driven by the suspects and pulled it over. The vehicle had three occupants inside and the driver jumped out as instructed by the members who wanted to search the boot of the vehi cle. As the members were busy with the driv er, the passenger quickly jumped into the driver’s seat and sped off leaving their friend behind with police. The getaway suspects did not get far, they were cornered by the Ixopo SAPS shortly thereafter.

Realising there was no way out they drove their vehicle into the bush and alighted hid ing inside the bush. Pietermaritzburg K9 members were summoned and as soon as they entered the bush with the dogs one suspect jumped out and was arrested. The second vehicle, a Ford Ranger, was intercepted by Magma Security guards in Creighton and arrested two sus pects. Further investigation led the members back to house at eMachunwini where they dis covered 23 boxes of stolen cigarettes. The arrested suspects will be charged with armed robbery and appeared at the Harding Magistrate’s Court today. The acting KwaZuluNatal Provincial Commissioner, Major General Bhekinkosi Langa commended the members for their hard work that led to the arrest and the re covery of stolen goods. “The detectives and crime intelligence members will trace the outstanding sus pect, who disappeared in the bushes in the Ixopo area. “We believe that these suspects might be involved in other hijackings where vehicles transporting cigarettes were robbed,” he said. Eastern Cape Provincial Department of Human Settlements MEC Helen Sauls-August has released a fiveyear human settlements delivery report covering the period 2011-2016. Housing is a basic human right, which is enshrined in the Constitution. The department, through the informal settlements upgrading programme, has reduced the housing backlog in KZN from 750 854 in 2001 to 606 616 in 2011. According to THE Census 2011 report, 7.7% of people in Eastern Cape live in informal settlements (vs South Africa: 13,6%) a reduction from
11,5% in 2007). The reports contains the exact number of units built, the number of rectified defective houses, number of title deeds and total budget expenditure on human settlements development between 2011 and 2016. The municipality is willing to deal with the issues raised by the community, but circumstances made it impossible for us to receive the memorandum and it will be dif ficult for us to deal with the con cerns if we do not have the memo

Update on Ingeli Mall The acting municipal manag er has met Walter Dooghe, who deals with the company that was supposed to develop the Ingeli Mall. You will remember this de velopment was meant to take place a long time ago, however, there were challenges facing the developer, which included con cerns about the Sanral road devel opment project that will take place around the mall. The acting munic ipal manager escalated the matter to the province and they have of fered to assist the developer to re solve the matter with Sanral. The acting municipal manager is going to meet the developer before the end of June for an update. Cleanup campaign under way The municipality is noting the slow pace of the cleaning campaign, es pecially in locations. XCITEMENT was in the air as pupils from St Monica’s school, Focused High School and Bergview College took part in the second annual 10s Rugby Tournament hosted by St Monica’s at the Matatiele Country Club recently. Pupils performed well and St Monica’s reached the finals, however, the boys fell in the finals to Focused High. The Focused High won the Darryn Pretorius floating trophy. St Monica’s thanks the country club, pupils and staff involved in making the day a success. A big thank you also goes to Pick n Pay for sponsoring the event. AFTER more than 10 800 people showed interest on line in buying the new Ford GT, Ford received 6 506 ap plications from people around the world, in the one month window, wanting to buy the new EcoBoost powered, carbonfibre supercar during its first application window. The number of applicants spiked in the past six days during which 32% of the total applications were completed before the window closed. “We’re excited by the amount of enthusiasm fans are showing for the new Ford GT,” says Dave Pericak, director, Global Ford Performance. “This initial application window is just one of many ways fans and potential owners will have to connect with our new supercar even before it hits the streets.” Ford is now reviewing applications from the 6 506
potential supercar buyers and will start notifying po tential owners in the next 90 days. To resolve unrest in Kokstad Nxumalo said re gional leadership held a meeting with all 10 branches in Kokstad on Tuesday. “The meeting was fruitful and all bran ches were told to campaign for the ruling par ty, not to focus on who is elected.” He said there are councillors who didn’t complain when the ruling party removed them as candidates for 2011 local govern ment elections. Nxumalo said party members were told not to cry about not being elected, instead they should campaign for the party on 3 Au gust. Chairperson of the unhappy branches in Kokstad, Sihle Mbabala, said they are going to arrange another meeting next week to meet with ANC provincial leadership. He de nied claims that there are people in the ruling party who want to score their political goals through protest.
Kokstad colonel promoted to brigadier POLICE officer, Colonel Ntombivelile Veronica Xhelithole (48), a station commander in Kokstad has been promoted to brigadier and will now be stationed in Durban. Xhelithole has 18 years service in the SAPS and through dedication and hard work has been promoted. OME Kokstad runners are nervous, others are more than ready for the 90km Comrades Marathon, starting in Pietermaritzburg on Sunday. The 2016 Comrades is a down-run starting in Pietermaritzburg. Bailey Kroutz from Kokstad will be running for the first time and says he is nervous. Cyril Van Wyhe says is feeling confident about this year’s Comrades because he has run it for the past 12 years. Sabelo Ncwane, a Greater Kokstad Municipality spokesperson, told Fever that Sunday it is going to be a dream come true for him. “I was so excited to qualify for the marathon this year. I am feeling nervous.” Zinyuse Steve Maka is going to run

Preparation for weekend sport action
KENAN Classen, the youngest member of the Alzu men’s team, is looking forward to the inaugural Land Rover Durban Highgoal at Durban Shongweni Club from 27 to 29 May. Kenan plays for Paddock Polocrosse Club and the tournament is his first High Goal tourney. South Africa’s top polocrosse players are also ready to deliver some of the best action and excitement in the event. “This fast-paced high-intensity sport is such a pleasure for spectators and players. The High Goal is the pinnacle on the polocrosse calendar. “We are so excited to bring polocrosse to KwaZulu-Natal and look forward to this becoming an annual fixture at Shongweni, KZN’s premiere equestrian club,” said event organiser and Shongweni Polocrosse Club chairman, Brent Von Benecke.
