A number of reasons to celebrate MANY people either look forward to the festive pe riod and begin their countdown to Christmas in Oc tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. As we get ready to wind down and take a breath er, we decided to reflect on some of the wonderful reasons to celebrate the year that was. Yes, we can talk about some of the lowlights as well (no pun on the word ‘lights’), but that would not be very festive at all. The team at the Fever has had a wonderful year and has shared some truly remarkable memories with you. We’ve had an actionpacked year from meeting wonderful individuals who are slowly changing their communities one step at a time to covering campaigns that shows a proactive community who are willing to fight for their beloved home towns. To those people who are continuously going the
extra mile to serve others, we would like to salute you and thank you for allowing us to share your sto ries. This year South Africans voted hoping for the best – many are now glued to the parliament ses sion coverage because you never know what to ex pect. In 2015 we will be joining the queues for the byelections and once again, hoping for positive change. We know we live in a beautiful city and another reason to be a proud Durbanite is Durban has been voted an official new Seven Wonder City of the world. The picturesque beaches, rolling hills and breathtaking skyline together with a host of won derful inhabitants, sets us apart from the rest of South Africa. After 40 years, the Miss World title is held by a South African.

T’S less than two weeks before the local government elections and the Kwa Sani Municipal Mayor Mdu Banda has already given his support to the next incoming mayor. On Tuesday Banda and the ANC mayoral candidate, Ngeneleni Mncwabe, met with journalists at the municipal offices in Underberg before he leaves office. “I was appointed mayor in 2011 and now I am leaving as the new mayor will come in, with the municipality having a good financial record,” said Banda, who said he doesn’t know what he will told after elections. The Kwa Sani and Ingwe Local municipalities will merge after elections

and will be named Dr Nkosazana Dlamini Zuma Municipality. Four wards in Kwa Sani will join 11 Ingwe
wards to make 15 wards for the new municipality. Ingwe Municipality in Creighton
has political problems and as a result was put under administration. Banda said he is confident there will be no squabbles under the new administration and council after elections. “Council will draft new municipal policies and by-laws. “No administration staff will lose their job. Political and administration structures will talk about the new offices for the new municipality.”

Parolees invited to share challenges SIPHELELE NKETO Siphelele@media24.com MANY Kokstad parolees are not accepted in certain areas, however, they are accepted in other areas. On Wednesday the Department of Correctional Services under Kokstad Management Area held a dialogue where parolees spoke
about their feelings and the challenges they experienced in their families. The meeting was attended by stakeholders, community members, families and correctional services staff. Nceba Paraffin (38) is a parolee and a pastor at Ark of Restoration Church in Kokstad. “During my incarceration I studied theology. Now I spread the word of God. It was difficult for people to accept me, but now people believe in me. “Being called an inmate changed after I joined church to be a pastor.” Bajabulile Mpisi, head of community corrections of Kokstad Management Area said families and the community should accept parolees in their community. “The purpose of having this dialogue is to check challenges faced by them.”

SIPHELELE NKETO Siphelele@media24.com THE case of nine community members, accused of throwing stones at ward committee’s house in Horseshoe, was postponed to next month by the Kokstad Magistrate’s Court. All the accused appeared in court last Thursday, but magistrate was unable to attend because of ill health. In May they all pleaded not guilty to charges of assault and damage to property after nine windows of ward committee member, Maggie Njangwini’s house were stoned on the evening of 25 January. At the time tension was high between com-
munity members because they were preparing to elect an ANC ward candidate for the upcoming local government elections. During cross examination Njangwini claimed she saw accused number one to six during the attack, but could not identify accused number seven to nine because she didn’t see them in the attack. Speaking to Fever she said the case is moving slowly and wants to know why they attacked her house. “I want the court to speed up this trial, find the accused guilty and make them pay for the repairs. “My windows are still broken.” The case has been postponed to 15 August.

EOPLE working at a busy Kokstad bus rank have to clean human faeces that is scattered next to their vendor stands every morning. This has resulted in hawkers refusing to pay rent for their stand place as agreed to. Fever visited the bus rank of Kokstad and human faeces was everywhere, and it is worse right next to the toilers. Sbusiso Nxangashe, who sells food to bus and taxi commuters spoke to Fever. “Every day I have to sweep away the faeces next to my place before I start cooking. The situation is unbearable but we can’t leave because people want our food.” Those who sell fruit there have said they will no longer pay rent for their stands if their area is not cleaned by the municipality. Inside the toilets the mess is the same and the sinks are broken and the outside tap is also broken. “Commuters and residents pee next to our stands. I don’t blame them because the old toilet is full of human faeces and people can’t go inside,” said a woman who sells sweets at the rank. Masinama Godlimpi, who also selling sweets blamed

sure that this place is clean all the time and build us new toilets.” Greater Kokstad Municipal spokesperson Sabelo Ncwane said the municipality is going to attend the problem. “The municipality asks the public to be responsible and not to relieve themselves just anywhere.”

ANY pupils go to school barefoot, with some wearing old shoes and torn uniforms because of their poor backgrounds, which often means they perform badly at school. An 11-year-old Grade 4 Kokstad Public School pupil, who lives in Horseshoe with his unemployed mother, was seen by Fever journalist wearing old shoes and torn trousers. During Mandela Day celebrations Greater Kokstad Municipality workers under Independent Municipal and Allied Trade Union handed over full uniforms to five pupils identified by the school.
Principal Aubrey Mkhize said 80% of young pupils have low self-esteem because of their poor background. “Many of them come from homes where there is no income. Others come from disadvantaged homes that depend on social grants.” IMATU chairperson Nonzukiso Juqu told Fever that the union is not only oncerned about labour issues, it has a responsibility to change people’s lives. She said the uniforms given to pupils were donated by union members. “As the union we know that there are children who go to school without shoes. “We have decided to do something to change people’s lives.” IMATU also donated school uniform to 10 Shayamoya School pupils.

‘Pittoilet baby’ doing well THE newborn baby who was saved from a pit toilet is doing well at his home village of Jabulani. On Monday the baby has received clothes and food from Matatiele Correctional Centre staff. Last month Fever published
the story about the newborn baby who was retrieved from a pit toilet by wardens. The baby was allegedly thrown into the pit toilet by its 24-year-old mother. Correctional services officers visited the baby this week and said the child is doing well
under the care of community members and the mother of the baby. Community leader Mohau Mafisa said the work done by correctional services staff to help the baby is appreciated. - Supplied.

No arrest in traditional surgeon’s murder SIPHELELE NKETO Siphelel@media24.com THE murder of Matatiele traditional surgeon, Mzuvelile Mvimbi (45), remains a mystery to his wife Nobulelani and three children. According to SAPS Mzuvelile’s body was discovered in a pool of blood next to a donga at Pholile village on 26 June. Spokesperson Captain Raphael Motoung said: “Mvimbi’s throat was slit, and his tongue was cut our and is missing. Police suspect that a knife was used and it is also suspected that the murderer was trying to remove the penis because there were wounds around it.” Mvimbi’s wife told Fever that on 24 June her husband was called to heal initiates at Mount Frere and never returned.
Be aware at ATM MANY cases of ATM fraud have recently been reported by the Kokstad community. Strangers at AMTs pretend to help people who struggle at ATMs, but their intention is to rob them. They steal bank cards and withdraw money and pensioners are especially targeted. People are warned not to accept any assistance from strangers at an AMT, except bank employees or security people with ID tags or those in uniform. Motloung confirmed that a suspect had been arrested earlier, but released due to the lack of evidence. Mzuvelilewas buried two weeks ago. Motloung appeals to anyone with information that may lead to the arrest of a suspect to come forward. The investigation is still under way.

DISABLED woman from Mateleng village outside Matatiele received a three-room house from the Eastern Cape Department of Human Settlements last Thursday. Mathsidiso Thani (74), burnt her foot when she was three years old, resulting in her being unable properly. The unemployed Thani lost her parents and her child years ago and was forced to live in a shack because she had no place to “hide” herself and two grandchildren. Thani’s shack was a nightmare to live in. “On rainy days I had to put containers on my bed to catch the wa-
ter so it wouldn’t wet my blankets.” In the village 27 houses were given to poor people, part of the 500 that were given to Thaba-Chicha villagers this month. Ward councillor Sibongiseni Baba said the village is in the Drakensberg and has no electricity. “At the moment people are using solar systems for cooking and lights. Poverty is high and most people depend on social grants.” MEC of Human Settlements Helen Sauls-August said government is aware that there are people who live in poor conditions. A neighbour Manapu Thani (66), told Fever that Thani’s living situation was known to everyone in the village, but they couldn’t help because of their own poverty.

The day was officially declared by the United Nations in November 2009, with the first UN Mandela Day held on 18 July, 2010. However, other groups began cele brating Mandela Day on 18 July, 2009. Kokstad Management Area wardens spent their 67 minutes donating toys and food to children in EG and Usher Memorial Hospital. The head of Ebongweni Correctional Centre, Zacharius Zimema, said correc tional services partnered with Nando’s to bring change to the children’s ward and toys and Nando’s snacks were given to the children.

This opportunity was awarded to 480 pupils who will be taught about hygiene cleaning, hygiene supervision, business administration and new venture creation. WARM greetings to all readers of this viewpoint. Government ready for local elections Government has confirmed that its plans are in place to hold free and fair municipal elections. In 12 days, on 3 August, South Africans go to the polls for the fourth democratic local government elections. There are only 10 days left before the casting of special votes for home visitation and at voting stations. On Tuesday, the inter-ministerial committee (IMC) on elections, led by the Department of Co-operative Governance and Traditional Affairs, met in Pretoria to take final stock of preparations. “The IMC discussion also brought into sharp focus the readiness of the Electoral Commission, issues of security during elections and an overview of the local government transition after the elections,” said
Cogta spokesperson Legadima Leso on Tuesday. To ensure a safe environment, the national joint operational and intelligence structure has been convened and its sub-committee on elections is co-ordinating safety and security planning for the elections. A series of outreach activities will be conducted in various municipalities across the country to ensure a safe election. Citizens urged to collect IDs The Department of Home Affairs is reminding citizens to ensure they have a valid identity document which will enable them to vote. The department’s working hours have been extended ahead of elections. New working hours across
the country: Saturday, 30 July – 8.30am to 5pm. Monday, 1 August – 8.30am to 6pm. Tuesday, 2 August – 8.30am to 6pm. Wednesday, 3 August – 7am to 7pm This will allow citizens to collect their green bar-coded ID books, smart ID cards or temporary ID certificates. Nelson Mandela’s legacy AS we celebrate the life of Dr Nelson Mandela and what he stood for I’d like to warn you about campaigns being led by prophets out to morph history and the legacy into barbaric and unthinkable behaviour that can’t match the one that can be displayed by wild animals in a zoo. These self-centered power mongers are seeking to tarnish the gains made by the ANC-led government. Instead of entertaining this behaviour we ought to celebrate the advances made by ANC. The legacy of Madiba is characterised by his love of the people and the soil and he stood firm against the spirit of aggression. The sacrifices that he and other heroes made
should be our inspiration and not a means to satisfy our narrow interests. The triumph of narrow interests proves that we need change of opposition. Since the inception of local government structures in the democratic dispensation our beloved Kokstad has transformed drastically. Major strides in the historic mission of liberating ourselves from poverty and underdevelopment have been made. As the country we are affected by the global economic crunch and recession, but the ANC-led council in our town has ensured the delivery of basic services. I can site examples of what I am talking about, but we know and see the transformation with
our eyes. It is high time that we put our collective efforts behind the development of society. On that note we need to internalise that it is only through the ANC that we can change the world. As we embark on activities of goodwill and gearing up for the 67 minutes for Mandela we must know that his legacy is on our shoulders. We all have a responsibility to move with a vision of Nelson Mandela. IR Stirling Moss, the great racing driver, once asked the question: “Why do people buy coupés?” He felt they are restricted to two doors, which are usually wide to facilitate rear seat access, and so exit is difficult in parking lots. He then went on to answer his own question by saying: “Coupés are among the world’s best looking cars and a tribute to their owner’s taste and discernment.” Enter the BMW 420d Coupé. In 2013 BMW discovered the joy of even numbers and displayed the 420 Coupe at the Detroit Motor Show. We were told that it would replace the 3-Series Coupé and it was likely that there would be any further models in the range. BMW however, could not resist competing with the Audi A5 Coupe Hatch and a four-door 4-Series
Grand Coupé followed soon Styling This is a really good looking car which turns heads as you drive by. At the front it is typically BMW, with a large, double kidney grill and swept back headlamps on either side, all underlined by a dark air intake flanked by two fog lamps. However, the implementation of this system has again been delayed, a delay that is doing more harm than good, said the Au tomobile Association (AA) said. Originally, the system was to be imple mented in 2011, but this was delayed indefi nitely. A new implementation date of April 2012 was suggested but again this was de layed. In 2015, Deputy Transport Minister Sin disiwe Chikunga announced that Aarto would be implemented in April 2016, but this date has also slipped past quietly. “Since 1998, a lot of time, effort and money has gone into developing and imple menting Aarto. Despite this, we still don’t have a workable system, which is lamenta ble,” the AA said. A key objective for the implementation of Aarto is to effect behavioural change among drivers in order to curb the growing number of road deaths. According to the Road Traffic Manage ment Corporation (RTMC), about 13 000 people died on the country’s roads last year alone. The AA has supported many of the pro
posals relating to Aarto since they were first mooted in 1998, through the establishment of the Road Traffic Infringement Agency (RTIA), which was created specifically to roll out and administer Aarto. Apart from creating the RTIA, the legis lation on Aarto also: • established the concept of an “infringe ment” as a traffic violation which can be dealt with administratively (such as speed ing or talking on your cellphone while driv ing), as opposed to an “offence”, which re mains a criminal offence (such as drunk driving, which is indistinguishable from any other criminal offence, and which requires a court appearance); and • provided for the implementation of a points demerit system which punishes re peated violations by suspending or cancel ling a motorist’s driving licence. According to the RTIA, the system will mean drivers accumulate points for in fringements they commit. Every person starts with zero points, and the maximum permissible number of points is 12. A person is allowed to drive until he or she has 12 points. Every point exceeding 12 points results in a threemonth licence suspension. One point is reduced every three months if no further contraventions occur. A licence is
owner’s taste and discernment”. Interior The interior of our car was finished in soft touch plastics and black leather. It is much like the 3-series interior, comfortable, solid and a very pleasant place to be. The control ergonomics are excellent. The instruments are clear and easy to read while driving. The main instrument cluster has four analogue displays, speedometer, rev counter, fuel gauge, temperature, as well as digital computer functions. The i-drive and its rotary selector are placed centrally and are easy to operate. The rear seats offer a surprising amount of space and can take two adults in comfort over long distances. For a large man like me it is still a bit of a scramble to get in and out but, once
cancelled when it has been suspended for the third time. Aarto has been piloted in Tshwane since 2008, and Johannesburg since 2009, but the points demerit system has not been im plemented. This will not happen until Aarto is implemented nationally. However, the delays are cause for great concern, and will ultimately lead to the per petuation of road offences which Aarto is designed to address. Among the reasons for these delays are issues relating to the delivery of infringe ment notices. While this still needs to be resolved, the act does allow for infringement notices to be delivered via registered post and as such can be implemented at any time. In its 2014/2015 annual report, the RTIA said that certain aspects of the Aarto Act are undergoing a parliamentary process but that the Department of Transport envis aged these to be complete by the end of the fourth quarter of the 2015/2016 financial year. This has not happened. The AA said: “We believe the time has come for hard decisions on the future of Aar to to be made. Our concern is that almost two decades after it was first proposed, no significant steps forward have been taken towards final implementation of the de merit system. We therefore call on the De partment of Transport to give South Afri cans a firm and concrete date for the imple mentation of Aarto, and to stick to it. Their

Performance The 420d has BMW’s four-cylinder, Twin Power Turbo diesel engine, which features Common Rail direct injection and variable turbine geometry. The engine puts out 135 kW of power and 400 Nm of torque. The eightspeed auto gearbox in our car changed swiftly and smartly; and is an obviously sophisticated system. 0-100 km/h comes up in around 7,5 seconds and, if you are in suicide mode, top speed is claimed at 240 km/h.
Fuel consumption is difficult to predict in a fast car but, if you are over 50 and driving sensibly you should achieve around 5 l/100 km. The 4-series Coupe is wider and 45kg lighter than the 3-Series it replaced and also has a lower centre of gravity. Combined with a sharpened steering and the adaptive drive system, the car handles superbly on good roads and bad. Sport mode makes a real difference to performance. And throttle response is crisp and power delivery impressive. It corners well at speed and lives up to its fast image. Costs and competition There are 28 models in the 4-Series line-up. The 420d comes in at around R570 000 new, but don’t forget the demos and year-olds, or even two-yearolds. The car comes with a five-year or 100 000 km extendable maintenance plan, which covers everything but tyres, while BMW’s roadside assistance plan is excellent. It’s a buyer’s market at present so also look at Audi A5/SS/RSS, Mercedes C class coupé, Lexus RC and even the Ford Mustang. - Supplied.

T a ceremony at the Kokstad town hall last Sunday, the Greater Kokstad Local Football Association awarded 14 teams that participated in the association’s league. Bhubesi Football Club took top spot and walked away with R2 000 and the trophy, and layers received medals for participating in the last league. The association’s secretary Lubabalo Gugwana said the prize money was raised by the association. South African Football Association regional president Thozamile Lugayeni said awarding football teams boosts team confidence and encourages them to continue playing and encourages girls to play sport, especially soccer. “Participating in sport helps to prevent people taking part in crime. These awards will encourage young people to play sport and Harry Gwala is going to award football teams as a way of absorbing young people into sport.” Lugayeni encouraged former

Kokstad pupil chosen for prestigous sports school SIPHELELE NKETO Siphelele@media24.com KOKSTAD pupil Sisipho Motsa (15), is reaching high after being selected as the U15 goalkeeper at Rosina Sidibane Sport Focus School in Pretoria. Sisipho was part of 400 pupils who entered the school’s competition in March, of whom 20 were selected.
