Unexpected, but very welcome

IT has been hailed as one of the most closely and hotly contested local government elections since South Africa's first democratic election in 1994. Candidates from 723 political parties are standing throughout the country and the number of Independents is the most ever. A total of 6 014 candidates will be standing in these local government elections. A total of 26,3 million voters are entitled to make their choices at the 133 000 polling stations. In Umvoti four political parties - ANC, DA EFF, IFP - and three Independents, are contesting the election in the 11 "old" wards and the three new wards added through the changes in boundaries by the Demarcation Board. Fourteen councillors and 13 PR councillors will make up the new Umvoti Municipal Council. Umvoti's 58 550 registered voters will make their mark at one of the 90 polling stations in the district. Voting starts at 7am today (Wednesday 3 August) and the stations close at 7pm. Chris Naidoo of Greytown IEC said that everything was going according to the planned schedule and he did not
envisage any problems in the area. Temperature for today is predicted at 23°C and sunny so no excuse not to go out and vote. Voters are reminded they can only vote at the station at which they are registered and must produce an identity document. The Greytown Department of Home Affairs will be open on election day from 7am to 7pm for anyone needing a temporary ID. Greytown office manager Denise Moodley told the Greytown Gazette that there are about 700 IDs waiting to be collected. At the polling station, after your ID has been scanned and checked and a small indelible ink mark made on the left thumb (to prevent voting a second time around) the voter will be given three ballot papers all of which must be stamped on the back. The three are yellow ballot, this is the vote for the political party you support, a representative of which will be a PR councillor in Umvoti: grey and white ballot is the vote for the councillor to represent your ward on Umvoti Council - either from one of the four political parties standing in Umvoti or an Independent candi-

date. Green ballot this is the vote for the political party you support, a representative of which will be a PR councillor on Umzinyathi District Municipality. Please remember that when you make your mark at the ballot booth photographs or selfies of the ballot papers or the ballot booth are strictly not permitted. And most important of all, your vote is secret. Counting of the votes takes place once the stations have closed at 7pm - various legal requirements and guideline have to be adhered to. On completion the result slip is transported to Greytown IEC offices where it is checked, monitored and captured on the system. The results are made public, but are not official until confirmed within 7 days. Any objections have to be lodged by 5pm on Friday 5 August. A special formula is applied to proportional representation votes and the IEC will inform the political parties, once all the votes are in how many PR councillors each party has been allocated. If you are a registered voter, please make your mark today.
FOR a change the weather forecasters actually got it right and last week Greytown and surrounds actually recorded some rain. All right it was cold, miserable and wet, but amounts varying from 50 to 91mms were recorded. An unexpected bonus and hopefully a positive indication for the muchneeded spring rains. Lake Merthley has crept its way up to 15,80% - still a long way to go, but here's hoping. In the meantime, water is on between 5am and 10am. Please continue to save this precious commodity.

Could it be a mystery submarine sailing the huge underground water lake rumoured to exist under Greytown? THIS piece of “whatever” has been poking its head just above street level in Pine Street for several months. Watch the way motorists carefully avoid it because it could cause considerable damage to tyres. It seems to have been accepted as a necessary part of the landscape. But the crucial question is, what is it? Could it be a mystery submarine sailing the huge underground water lake rumoured to exist un-
der Greytown? Maybe the crew got bored and keep the periscope extended 24/7. Maybe its a retired water meter – dehydrated and lonely since there is no one round to check it … and anyway there is no water. Whatever it may be there is a free paddle across Lake Merthley to whomever guesses correctly. Here’s hoping the municipality removes it before someone hits it at speed.

Greytown resident goes extra education mile “EDUCATION is the most powerful weapon you can use to change the world.” This is one of the most frequently quoted statements by the late president, Nelson Mandela. A local resident has taken this to heart and is helping high-school pupils improve their pass rate by providing free evening and weekend classes. Greytonian Siphiwe Mashabela told the Greytown Gazette that having studied mechanical engineering he is now doing his practical with “a great company, John Deere” in Greytown. With the knowledge he has gained through secondary and tertiary education Siphiwe said he wants to pass this on to help pupils

improve their pass rate and knowledge. He is working with a small group of pupils from various local high schools giving them free evening and weekend study classes at his home. However, to ensure the safety of the pupils after the evening classes there is a monthly fee for transport that will drop the youths off at their home at night. Classes are from 6pm to 9.30pm. “I hope to see more new faces during study because I believe that together we can make it happen your future is in your hands,” said Siphiwe. Church of Scotland Hospital fights against teenage pregnancy A CAMPAIGN to raise awareness in the community about the increasing rate of teenage pregnancies was hosted by the Church of Scotland Hospital on 21 July. Teenage pregnancies negatively impacts on many aspects, particularly education. About 900 people from the community and Zenzele and Mbonja High School pupils were present as the Department of Health launched the programme, in conjunction with other departments covering various services that are youthfriendly. Department of Health personnel highlighted various methods and services which can be accessed at local clinics or government health facility, free of charge to prevent teenage and/or unplanned pregnancies. A “Happy Hour” initiative was established at clinics to provide the youth with a platform where they can empower each other and al-

Teenage pregnancy is recognised as a serious problem among young people and pupils should not allow poverty and age-disparate relationships to unwanted pregnancies.
Little Elephant school turns 25 THERE was much joy and happiness on Saturday 23 July as Little Elephant eNdlovana Diocesan School celebrated its 25th birthday at a special service in St James Anglican Church, Greytown. There was a good turn-out with members of St James's parish, other Anglican schools and parents attending. The Bishop of Natal, Bishop Dino and his wife Elizabeth, also joined in. BOTH the junior and senior primary phases were treated to a power-saving talk from Eskom on Tuesday, 26 July. This talk taught pupils the importance of spreading the word about power alert and that you can see the power alert on your TV. When the alert is green you should switch off all unnecessary lights. If it is orange switch off geyser and pool pumps, and if red all of these, plus appliances not in use. When the power alert meter shows black then, unfortunately, we experience load shedding.
Wembley Old Pupils have again participated in the local league and we have been fortunate to have two pupils participating in the men’s team - Michael Chiazzari and Marc Barber. They have both proved to be invaluable members of our team with Michael scoring two goals throughout the season and Marc holding steady at both right half and link positions. The team agree that having the two young men participating in the league was great for the team and for them as players as they were able to improve their skills.

Fun on Shalom Farm IT was a happy day of fun, laughter and lots of activities when the Izingane Zethu youth group spent the day at Shalom and commented as follows: “The youth group of Izingane Zethu Centre (run by Letcee) wants to tell everyone about our recent outing. Our group consists of youth between the ages of 13 and 19 and we all regularly attend activities at the centre. “Last Saturday we went on an excursion to Shalom Farm and spent the whole day there. We planned some activities for the day, including volleyball, board games and charades. We loved playing these games and also being on the farm.
“We had so much fun and the day was filled with laughter. After a morning of fun, we prepared lunch and had a delicious meal together. With full tummies and happy hearts we sat in the sun for some more board games before returning home later in the afternoon. “We would like to thank the Izingane Zethu Centre and Letcee for the time, money and effort you put into organising this special trip. We would also like to thank Shalom for allowing us to use their farm and facilities. “We look forward to our next planned outing in December.”

LAST term the Little Oaks started to collect plastic milk bottles with the goal of having environmentally friendly benches made for the primary school and Kindergarten playgrounds. It is a wonderful project as it will not only make our school grounds look beautiful with all eco-friendly benches and tables, but we will also have helped reduce plastic waste in our community - and in South Africa. Each ton of plastic that is recycled saves nearly six cubic metres of landfill space. We are proud to be an ecoschool, and with this new project, we continue to improve our school’s environment.
A TEAM of talented Emagaga Primary School pupils did well at district level at the language festival competition held during the July school holidays. The youngest, Grade R, were placed second in the drama category and Grade 3 to Grade 5 also achieved a second in story-telling. Grade 3 to Grade 5 pupils came third in drama.

Cars can make a cacophony of sounds. While some sounds are normal and many harmless, some need immediate attention. • Grinding in the engine: this isn't necessarily your engine. It could be your front brakes. • Any sound when turning a corner: likely to be connected to your steering column that could be damaged or needs to be replaced. • Grinding gears: the clutch is either worn or needs to be adjusted. It can also indicate a more serious problem with the transmission. • Knocking: if it's a knocking noise from
deep inside the engine, it's usually not a good sign. It could be your rod bearings which are worn out or loose and on the verge of failure. Contact a workshop immediately and get the noise properly diagnosed. • Squealing when you accelerate: you won't miss this high-pitched noise and it's more than likely your fan belt is loose. It may also be worn through and need to be replaced. • Hissing under the bonnet: you'd usually hear this when you switch the car off. UMVOTI MUNICIPAL PROPERTY RATES BY-LAW
Umvoti Municipality, hereby, in terms of section 6 of the Local Government: Municipal Property Rates Act, 2004, has by way of resolution no UMS 114 (2) adopted the Municipality’s Property Rates By-law set out hereunder. PREAMBLE WHEREAS section 229(1) of the Constitution requires a municipality to impose rates on property and surcharges on fees for the services provided by or on behalf of the municipality. AND WHEREAS section 13 of the Municipal Systems Act read with section 162 of the Constitution require a municipality to promulgate municipal by-laws by publishing them in the gazette of the relevant province. AND WHEREAS section 6 of the Local Government: Municipal Property Rates Act, 2004 requires a municipality to adopt by-laws to give effect to the implementation of its property rates policy; the by-laws may differentiate between the different categories of properties and different categories of owners of properties liable for the payment of rates; NOW THEREFORE BE IT ENACTED by the Council of the Umvoti Municipality, as follows: 1. DEFINITIONS In this by-law, any word or expression to which a meaning has been assigned in the Local Government: Municipal Property Rates Act, 2004 (Act No. 6 of 2004), shall bear the same meaning unless the context indicates otherwise. ‘Municipality’ means UMvoti Municipality; ‘Property Rates Act’ means the Local Government: Municipal Property Rates Act, 2004 (Act No 6 of 2004); ‘Rates Policy’ means the policy on the levying of rates on rateable properties of the (name of municipality), contemplated in chapter 2 of the Municipal Property Rates Act. 2. OBJECTS The object of this by-law is to give effect to the implementation of the Rates Policy as contemplated in section 6 of the Municipal Property Rates Act. 3. ADOPTION AND IMPLEMENTATION OF RATES POLICY 3.1. The Municipality shall adopt and implement its Rates Policy consistent with the Municipal Property Rates Act on the levying of rates on rateable property within the jurisdiction of the municipality; and 3.2. The Municipality shall not be entitled to levy rates other than in terms of its Rates Policy. 4. CONTENTS OF A RATE POLICY The Rates Policy shall, inter alia: 4.1. Apply to all rates levied by the Municipality pursuant to the adoption of its Annual Budget; 4.2. Comply with the requirements for: 4.2.1. the adoption and contents of a rates policy specified in section 3 of the Act; 4.2.2. the process of community participation specified in section 4 of the Act; and 4.2.3. the annual review of a Rates Policy specified in section 5 of the Act. 4.3. Provide for principles, criteria and implementation measures that are consistent with the Municipal Property Rates Act for the levying of rates which the Council may adopt; and 4.4. Provide for enforcement mechanisms that are consistent with the Municipal Property Rates Act and the Local Government: Municipal Systems Act, 2000 (Act No. 32 of 2000). 5. ENFORCEMENT OF THE RATES POLICY The Municipality’s Rates Policy shall be enforced through the Credit Control and Debt Collection Policy and any further enforcement mechanisms stipulated in the Act and the Municipality’s Rates Policy. 6. SHORT TITLE AND COMMENCEMENT This By-law is called the Municipal Property Rates By-law, and takes effect on the date of publication in the Provincial Gazette. Wartburg Kirchdorf hockey team do well PERHAPS the surprise of the Spar KZN tournament was how well the hard-working hockey team from Wartburg Kirchdorf School played in this year’s hockey challenge. Finishing fifth overall and improving one position from last year, the young team from Wartburg impressed on the turf. In their first game they drew against Ballito’s Ashton International College with the score 0-0. Their next two games were against hockey giants St Anne’s College and Pietermaritzburg Girls’ High School. Going down 4-0 against Saints did not disappoint the girls, and they held Girls’ High to a 1-0 loss. Learning from these two losses, the team
then went on to beat Amanzimtoti High in their final pool game. Going through to their first play-off, they met Grantleigh College from Richards Bay trouncing them 6-0 with goals by Michelle Engelbrecht, Kirsty Uhlmann, Liya Tyali, Captain Elke Engelbrecht, Erin Jarvie and Elona Engelbrecht. This incredible win took them to the playoff for fifth and sixth where they met Matatiele’s King Edward High School. After half an hour of well played hockey, the scoreline was in favour of Wartburg Kirchdorf with Elke Engelbrecht ending her school playing hockey career slotting one in. - Sophie Thompson: The Elf.
