In 2015 we will be joining the queues for the by­elections and once again, hoping for positive change. We know we live in a beautiful city and another reason to be a proud Durbanite is Durban has been voted an official new Seven Wonder City of the world. The picturesque beaches, rolling hills and breath­taking skyline together with a host of won­ derful inhabitants, sets us apart from the rest of South Africa. The occupants said the municipality should stop painting everyone on the site with the same brush, indicating that they are criminals and sell drugs. Moreover, they feel that public consultation on the renovation plans have been hazy, which includes the start and end dates of such plans. Wati Sikhakhane, who has been selling cooked food and cool drinks since the eighties there said the money he makes enables him to take care of his family, including his nine children. “Not everyone at eMatsheni sells drugs. The drugs are not manufactured at eMatsheni. As occupants we contribute towards end-of-year stokvels. How will we manage that if they chase us away?” eMatsheni spokesperson Sfiso Mtshali said it is ironic that the munici-

F the eMatsheni beer hall closes about 200 people will be without jobs, which means that more than 400 people will go hungry. This is according to concerned occupants at this Retief Street beer hall, who were served a notice of eviction, which stated they had until last Friday to vacate the premises. Part of the notice, dated 1 April, from the Msunduzi Municipality reads: “As per the Full Council Resolution dated the 9th of September 2015, it is the intention of the Municipality to: a) Shut down the beer halls on Erf 2246 Pietermaritzburg being 74 Retief Street to allow for the re-planning of the area b) All illegal occupants have until the 30th of April to vacate the property.”

The responsibility vested on us, as entrepreneurs not as employees, is huge. “With the money we make we are able to pay debts including house bonds, car instalments, university fees, school fees and mostly we put food on the table, as it is a basic need that has no alternative. “If the municipality accuses us of criminal activities, the government must treat us equally or our right to equality is being infringed. “The fact that government had a meeting about us and excluded us means that our right to information was infringed. We were never given a chance to speak about this as our right to freedom of expression. “Drugs are a national issue, not only at eMatsheni. The remedy to it will be to demand a national response. The manner in which the government has done this is not transparent. “It is the municipality’s responsibility to create a tourism site since eMatsheni is older than 60. By law it is recorded as heritage site. With that said the municipality should clean the place and allow tourism activities,” Ngubane said. The beer hall chairman, Dumisani Mdlangathi, said on 21 April they met

with municipal officials to negotiate the resolutions made at the full council meeting. “We are still negotiating with the municipality. As far as we know, it is still business as usual at eMatsheni. We are not against development, but we are just not clear on what the municipality intends to do with this place. “Municipal officials should do their research to find out what exactly happens at eMatsheni. They can then decide what needs to stay and what needs to be removed. The national government must intervene. In the end they will need our vote.” A lecturer at the Durban University of Technology Department of Architecture, Debbie Whelan, has done research on the eMatsheni beer hall. She said the beer hall has opportunity for reuse, has good space and has viable potential. Her 16-page research titled “The beer hall fracas and contested social infrastructure in Pietermaritzburg in the 20th century” explains this phenomenon. Two weeks ago the Msunduzi Municipality was approached for comment on development plans for the beer hall, the costs, the start dates and where the current occupants will be placed, however at the time of going to print they did had not responded.

‘Giver’ ­ a true humanitarian

MTIAZ Sooliman gave an inspirational speech at the recent 23rd Alan Paton Lecture at the University of KwaZulu-Natal. The Alan Paton Centre & Struggle Archives have hosted numerous guest speakers over the years including, Archbishop Desmond Tutu. This year the theme was “Human Rights and Humanitarianism” and Sooliman provided insight into the work his organisation, Gift of the Giver (GoG), has done over the years. GoG was established more than 20 years ago and is the largest disaster response organisation on the African continent. It has offered support to people in need across the globe to the tune of R1.4 billion in 41 countries.

Sooliman, a qualified medical doctor, explained that before he began his organisation in 1992 he was given a task by a spiritual leader in Turkey who told him to form an organisation that helps all people. “He told me that I will serve all people, irrespective of race, religion, culture, creed or geographical location.” So when he returned to South Africa he did exactly that. His organisation made history in numerous sectors and boasts 101 awards. However through all this Sooliman said his workers look at every individual with “love, kindness, compassion and mercy” regardless of where in the world they are from. “We don’t see anything, but a human being. We all bleed the same blood. Problems come in when you start to think in boxes and put labels

on groups of people,” he said. GoG workers are dedicated to responding as quickly as possible to every corner of the world where there is a need. Sooliman said the work they do is not done so that it can be reported about, and teams have often found themselves in places where no other disaster relief teams have been to before. “We go where the need is greatest, not where the flock runs,” he said. Sooliman explained that when he was given the task to start this organisation he was told the work will be done through him not by him. “The spiritual leader told me that I am just the vessel to get the work done. I don’t do any of this work on my own. “It’s through the help from South Africa and through the grace of God Almighty,” he said.

DENDALE Hospital staff, Dr Sibongiseni Dhlomo and the family of the slain nursing sister Thabisa Daysen Doyisa, paid their last respects at a memorial service for her. Doyisa (46), was shot dead by an assailant using a high calibre shotgun as she arrived at her home last Friday in Naperville. Edendale Hospital CEO, Zanele Ndwandwe, who arrived at the scene shortly afterwards, says she will forever be haunted by the cries of Doyisa’s 11-year-old son who said he felt bad that he could not do anything to save his mother’s life. Ndwandwe described Doyisa as a woman of few words, humble, respectful, honest and an industrious person who always smiled. She said the fact that all hospital components converged for the service shows she was a people’s person. She reminded everyone that Doyisa was the third female nurse who was violently killed in the Umgungundlovu District since the beginning of the year. The CEO said Doyisa was taken in the prime of her life and at the peak of her career. She says the department had invested much in her when she started her career as a student nurse in 1992. Doyisa became an enrolled nursing assistant and underwent comprehensive training for general, psychiatric, community and midwife nursing. In December

Barnes, in conjunction with Eastwood Clinic, Msunduzi Traffic Department and Gift of Givers joined hands in educating communities from Panorama, Esitimeleni and Jesmondene about road safety and health awareness. Barnes said there are many children from these areas who walk or play on the road. “It is really worrying to see small children playing on the road or walking to tuck shops without their parents. We also get a lot of adults walking on road unsafely because they are under influence of alcohol. On this one there is no need to point fingers, but a platform to educate each other is needed,” said Barnes. Eastwood Clinic staff offered advice about health care and also tested community members for illness. “In areas such as Esitimeleni and Jesmondene (Emikhukhwini) some community members are too old or too sick to walk to the Eastwood Clinic. We also identified children who are in need of vitamins,” said Barnes. Raj from Msunduzi Traffic Department warned children about playing on the road and warned parents about walking on the road after drinking alcohol. “To you my children, it’s a big no, no. You must rather play in the yard at home or in the grounds otherwise you will be exposed to danger. To our uncles, big brothers or sisters, remember that jay walking under the influence of alcohol is not good and is unsafe for everybody.” Gift of the Givers donated soup and personal hygiene packs to community members who attended the event. - Supplied.

MGENI Water is juggling the supply of water in dams in the KZN Midlands to ensure they do not reach dead storage levels. Spokesperson Shami Harichunder said to stabilise the level of Midmar Dam, water is being transferred from Mearns and Spring Grove dams into Lions River, from where it makes its way into Midmar Dam. In the upper Umgeni system the following dam levels were recorded this week - Mearns (26,33%); Spring Grove (81,72%) and Midmar (45,89%).

“Although the level of Spring Grove Dam is high, it must be remembered that this is a small dam, compared to Midmar, and its water resource depletes quickly as it fills up.” In the lower Umgeni system, which comprises Albert Falls Dam, Nagle Dam and Inanda Dam, the levels of these dams as of this week were, Albert Falls (33,91%); Nagle (81,35%) and Inanda (77,86%). “The Umgeni system remains of great concern to Umgeni Water. As a result of limited water resources within it, Umgeni Water has begun reducing potable water production by 10% at its water treatment plants and

the municipalities that receive water from this system are applying mandatory water curtailment of 15%. “The restrictions in place are necessary to ensure that Midmar and Albert Fall dams do not reach dead storage - a situation that could have dire consequences for business, industry and domestic users of water. “An estimated four million users and/or consumers ultimately receive water from this system. Projections by Umgeni Water are that if rains do not materialise and demand continues unchanged, both dams could have reached dead storage by end 2016,” he said.

Harichunder said the levels of all of the major dams within the Umgeni Water operational area are still below the levels they had been at a year ago. Harichunder said the water situation in KZN remains of grave concern due to the protracted drought in the province. He said the current situation is being “exacerbated” by high temperatures, which cause evaporation of dam surface water. Rainfall predictions for the next four months, as provided by the Council for Scientific and Industrial Research (CSIR), remain unchanged. Information released by the CSIR suggests that a below-average rainfall

pattern is expected to continue until the end of August. “This means that the amount of water currently available in dams that are owned or operated by Umgeni Water will have to be carefully managed in order to ensure that available water lasts until the next good rains arrive. “Management of water resources at times of absence of rainfall and simultaneous reduction of dam levels involves the application of cuts in potable water production at water treatment plants and introduction of restrictions by water services authorities [municipalities],” Harichunder said.

‘Ghost delegate’ disrupts ruling party conference SABELO NSELE DISGRUNTLED ANC branches in Harry Gwala have appealed for the party’s regional list conference to be reconvened. The party held the conference on 19 April at the Peace Initiative Hall in Ixopo, to nominate its PR councillor candidates to represent the party in the Harry Gwala Municipality. However, conference delegates said proceedings finished prematurely after provincial secretary Super Zuma apparently refused to the verification of delegates’ credentials at the request of the delegates after a “ghost delegate” was discovered in the venue. The ghost delegate was asked to leave, but delegates wanted all other delegates to be verified, believing more “ghosts” would be discovered. In a letter addressed to the provincial chairperson (dated 22 April), delegates called on the provincial list committee to revoke the legitimacy of the conference. Mzolisi Ndobe, who attended the conference, said delegates had started heckling Zuma when he refused to do the verification.

“Zuma took a decision to declare the conference closed and reiterated that he would take the names appearing in the list as they were to the provincial list committee to decide. “But the conference had not discussed those names and put them to vote. The candidates needed 60% of votes for their names to make it on that final list,” he said. Ndobe also highlighted other issues which arose at the conference. “The branches from Umzimkhulu sub-region in wards 8, 21 and 22 had lodged appeals prior to the conference, and the verdicts had not been finalised. “The branches were allowed to participate although there was an ongoing appeal,” he said. Ndobe said branches also raised concerns about the district list. He said there was evidence that the names that appeared on the district list presented at the conference differed from those reflected in the records of the branch nominations. ANC provincial spokesperson Mdumiseni Ntuli confirmed that the provincial chairperson Sihle Zikalala, received the appeal from the Harry Gwala region.

Slindile Manzini, project manager of Isaac Gold, said their responsibility is to plant behaviour change when pupils finish matric. “When they go to the next level of their life, they should be focused. They must make the right choices so they can achieve their goals. In Pietermaritzburg we provide mentorship programmes to four high schools - KwaPata, Esiqongweni, Zamazulu and Mehlokazulu. Our programme is an international programme, but due to funding we are unable to expand this to other schools,” said Manzini.

Basic needs in poor communities not met TWENTY-TWO years into democracy and yet our people still fight for dignity of having their own home. The government has turned a blind eye to this important basic human right for many South Africans.

The relationship between these socioeconomic conditions basically led to what we have seen lately at Copesville. It is sad that our people have to take to the streets 22 years later for their basic human rights and service delivery issues. A fair society cannot exist without a capable, service-orientated and clean government. All we ask is for basic services to be provided, we are done with empty promises and the only way we can make a change is on 3 August. The City of Cape Town spent 67% of its budget on poor communities. Cape Town is one of the best managed municipalities in South Africa. Consequences of ignoring water leaks serious WE are experiencing the worst drought in decades. Water-saving measures and community awareness via this newspaper have highlighted the seriousness of the problems we face. Msunduzi’s situation is worsened by ongoing mismanagement and corruption that saw infrastructure neglected, an always challenged call centre and a customer service delivery charter (2013-2030) not adhered to. Primary culprit is the New Prison failing to address water leaks due to incapacity. This ineffectiveness is a direct result of the ANC prioritising the deployment of cadres who repeatedly reveal incompetence. The municipality conveniently insulates itself from any liability,

not realising that alert ratepayers know of wastages where leaks were ignored for years, a public pool repeatedly emptied and refilled and leaks in at least two swimming pools not addressed or in the midst of being attended to. Swimming pools close at the end of the month and it is trusted that the millions of litres of precious water will be creatively recycled instead of flushed down the drain pipes. Restriction washers are normally fitted to meters of defaulting consumers to safeguard their constitutional right to water - this is not a time to cry foul but accept the punitive measures as responsible folk who care for the city and the planet. T is with a sense of exasperation and deep concern that one takes note of the wastage of water due to the poor infrastructure and excessive water leaks in and around the city. How can a resident log a complaint when the call centre is not functioning? The municipality’s messages about the need to save water during this dire drought has been well advertised, but unfortunately, does not seem to be prioritised. Our municipality’s service delivery charter, which states that telephonic calls will be answered within five rings is a blatant lie. Futhermore, the charter states that contact is made with the complainants when left on voicemail (24 hours response to queries) is totally untrue - it does not happen. The charter further states that the turnaround response time to

water bursts must be restored within four hours, failing which water tankers shall be provided and residents informed through the call centre, loud speakers or notices - yet another fallacy. It is obvious that during the past year or warnings, there has been no forward planning to ensure that basic infrastructure was being planned for, despite the DA mentioning this time and time again. We need to implement a computerised water management device to for quick repairs and to detect leaks aiding with reduced consumption as done in the City of Cape Town. Misuse of municipal resources a concern AT 7.30pm on April 15, an Mpofana municipal employee was seen and heard driving through Tendele village loud-haling an invitation to the community to attend a meeting at Dabulamanzi Combined School the following day at 10am, so they can be introduced to the candidate for the local government elections on 3 August. As a DA candidate in the election, I was not informed of this meeting, so I understand it to be an ANC meeting at the school. After 22 years of rule, the ANC continues to flaunt legislation by using municipal property for political party purposes. In the interest of clean govern-

ance and councillors’ oversight responsibilities, I have requested the municipal manager to investigate and report back to me as to who authorised this municipal employee to use a municipal vehicle for political party purposes. Copesville unrest reflects on ruling party THE unrest in Copesville and the torching of a much­ needed clinic which was struggled for, has exposed the ANC’s intransigence to the valid concerns of an impoverished community. The internal factionalism and power struggles resulted in our people being the casualty. Simply, the ANC has no time for the public in need of long overdue service delivery and this unacceptable attitude is, to put it mildly, an insult, 21 years into our democracy. Casualties also echo the vacuum in the ruling party for there is a lack of strong leadership ­ Zuma’s weak leadership aggravates the sufferings in Copesville; the local cadres under the president’s umbrella merely prioritise party ahead of people and worsen poverty, resulting in anger. Despite the unrest sounding the dissatisfaction of the people, it is business as usual in the ivory towers of the city hall. Nothing has changed for the struggling people in Copesville since the 2014 uprising. The identical response is exploited by the ANC, where officials are dispatched to placate the irate community. Under the DA, Msunduzi will benefit from strong interactive leadership where communities will not be neglected; a sense of belonging, empathy and trust will always be prioritised ahead of corruption and general malfeasance witnessed in the city. The Copesville tragedy now gives the electorate another good reason to punish the ANC at the ballot box. It’s only our residents that can save our City of Choice from falling apart. St Charles hosts busy family fun day F

REEDOM Day was all about family for the St Charles College Preparatory School. The morning was busy with various activities taking place for the pre-primary, junior primary, senior primary and parents. The Scrummies boys and their families took part in an “amazing race”. The junior primary boys had fun football fixtures where they wore their favourite football

team’s jersey. The senior primary kicked things off with an inter-house cross-country race, and then took part in a football festival. Parents also took part in the parents’ hockey on the astro. The Grade 7 parents worked hard making and selling food to satisfy the hungry crowds. It was a fun-filled day, with the idea of family being at the centre of it all.

Name: Sibusiso Mkhize Age: 18 Sport: rugby Ambition: to play provincial rugby ST Charles’s 1st XV rugby player Sibusiso Mkhize is proof that with the right attitude and given an opportunity, children from disadvantaged backgrounds can excel. Sibusiso attends St Charles College on a Jolivet Legacy Award, which is offered to boys who ordinarily would not have access to an independent school education to attend St Charles College. Rugby for the 1st XV flanker began at the age of nine in the Ashdown township. His mother, concerned for her son’s health in the rugged game, discouraged him at first, but that soon changed. “As time went by and I sneaked off to play rugby and was enjoying it, she saw me improving and she liked that.” His talent and ability was soon recognised and he was rewarded with selection to the Pietermaritzburg Districts team. “My game kept growing after that,” Sibusiso smiled.

Being offered a place at St Charles was life-changing, he said. “It was like a dream come true to me. When I first came to St Charles, I was concerned about there being a new dynamic to deal with, but my first day here I was warmly welcomed. It was exciting. Even today, I can’t say there is ever a boring day.” In 2014, Sibusiso made his debut for the first team. That same season he played in a match he will never forget, he said. “We lost 21-22 to Hilton College. However, I was really impressed by the way we played. From the start to the finish, everyone gave their best. Afterwards, everyone was cramping up. That was a rugby game!” A ball-winning flank, Sibusiso is stocky and on the short side. Therefore it shouldn’t come as any surprise that he names Heinrich Brussouw as one of his role models. His favourite player, however, is Zimbabwean-born Australian international David Pocock. “I’m a specialist. I believe what David Pocock can do, I can also do. I want to master it. That’s my main aim.”

Like Brussouw, Sibusiso wants to play his rugby in the Free State. “I believe Free State has everything that you need as a young player. The universities are good-quality institutions,” he explained. Looking towards his tertiary education, he added: “I’ve got a dream to be a lawyer, but teaching is my thing. I like giving back to society. I would like my future to include teaching kids. I would like to focus on PE and the sports side of things.” Before then, however, Sibusiso said he will continue to enjoy his time at St Charles: “I’m in the boarding establishment and the boarders are the heartbeat of St Charles. The way the boys believe that things can happen is different. We are optimistic. The way we play comes from our belief. I believe if the 470 boys of St Charles come together as one, we can achieve anything and be amazing.” That’s a sentiment that relies on every individual and in Sibusiso, St Charles has a young man who has shown that dreams can be turned into reality.

Court case ­Sasfa challenges Safa ON 26 April South African Schools’ Football Associa­ tion (Sasfa) challenged South African Football Asso­ ciation’s (Safa) decision of 29 March, 2015 and 26 September, 2015, respectively to withdraw its recogni­ tion of Sasfa, and to withdraw Safa’s mandate to Sasfa to administer schools’ football in the country. The matter was heard by acting judge, Justice Nkosi. At the commencement of the hearing, Sasfa with­ drew the relief which sought to declare the Safa deci­ sions aforementioned, unlawful. The matter was thus argued only in relation to Sasfa’s claim that the al­ leged dispute between Sasfa and Safa arising from the aforesaid decisions, be referred to independent ar­ bitration. In relation to the merits, Safa contended that its statutes authorised it to withdraw its recognition of Sasfa, and to terminate Sasfa’s mandate to adminis­ ter schools’ football. Safa’s authority to do so was not contested by Sasfa. Sasfa’s main claim was that there was allegedly an agreement reached prior to the 29 March, 2015 meeting that the matter would be held in abeyance for 21 days. However, Safa pointed out that Sasfa was repre­ sented in the meeting on 29 March, 2015, and that the Sasfa representative did not object to the passing of the resolution, and in fact did not vote against it. The rationale for Safa taking over the administra­ tion of schools’ football is that Sasfa administers schools’ football only for some 3 000 in knock­out competitions, and does not administer schools for the 27 000 throughout the country. Safa was thus required by the Department of Sport and Recreation SA to take over the running of schools’ football throughout the country. In relation to the request for arbitration, Safa and Sasfa had agreed to refer the matter to arbitration, but when it came before the independent arbitrator in September 2015, Sasfa objected to the appoint­ ment of the arbitrator, insisting that the parties must agree on the name of the arbitrator. Accordingly, the arbitration did not take place, and Safa’s offer to arbitrate the alleged dispute expired. In regard to Sasfa’s press release that certain concessions were made by Safa’s counsel during the hearing, Safa rejects these contentions not only because they are inappropriate given that the matter is pending before a court of law, but also because it is entirely incorrect. Sasfa, in its founding affidavit, had alleged that Safa had “dissolved Sasfa”. What Safa’s counsel pointed out was that Safa had not been dissolved, but had its recognition withdrawn by Safa, and that ac­ cordingly Sasfa may continue to exist as an entity. We wish to point out that Safa’s decisions aforementioned take effect immediately, and that accordingly, since 26 September, 2015, Safa administers all schools’ football. ­ Supplied.

The vice-chairperson of the South African Table Tennis uMgungundlovu branch, Sandy Naidoo, said they are expecting 400 participants to compete. “We anticipate 12 regions taking part from South Africa. We are also expecting African countries to participate in the singles event. Approximately 400 participants are expected to participate. “There are two sections to the tournament. Team events are boys and girls U13, U15 and U18, as well as senior men and women. The second section is the open event. It includes boys and girls U13, U15, U18, the senior men and women singles teams. All these divisions also include doubles and mixed doubles,” explained Naidoo. The competition has already been hosted twice in Pietermaritzburg. In 2005 it took place at Epworth School sports complex and in 2008 it took place at the YMCA. “In terms of the tournament taking place in Pietermaritzburg it will be a good way for the city’s finances to blossom. “Tourists will be visiting places in Pietermaritzburg and surrounding areas, and that will boost the economy,” said Naidoo.
