‘The killings will continue’ SABELO NSELE IS the assassination of ANC councillor candidates and high ranking members the work of well trained operatives sent by “dark forces”? That is the fear of the KZN ANC, who are worried about the recent murders of its candidates. The party said the killings appear to have been carried out by “well-trained operatives whose re-emergence in KZN harks back to the political violence of the 1980s and 1990s”. With elections due in less than two weeks, the party revealed that more of its members have now received death threats. Analysts have warned that the violence might persist even after the elections if the ANC does not stop “imposing” candidates. Political analyst Protas Madlala said the continued imposing of candidates by the ANC on communities will lead to more politically linked deaths. “The common denominator here is that people are disgruntled about the imposed candidates and I think, because of that, the killings will continue,” said Madlala. Madlala said some politicians had become greedy and only think about their pockets. “At the centre of this is poverty and greed. They put candidates in so that they can get tenders,” said Madlala. Violence monitor Mary de Haas said it was concerning that people were still being killed, despite nominations being finalised. “There may well be inter-party incidents and tensions in strongly contested areas, for example the ANC versus the IFP, the ANC versus Independent candidates or the EFF.” She said the crux of the problem was that there were few

convictions. “So people get away with it. And because hit men are generally used, it becomes even more difficult to get a conviction of whoever sent the hit men, especially if witnesses die. “As long as people keep getting away with murder, those who want to kill political or other enemies will continue doing so,” she said. De Haas expressed fears of more violence in the by-elections to be held after the elections should the slain ANC candidates win their wards. The names of the slain candidates would still be on the ballot paper as they died after parties had already signed off on the ballot paper. “There would be more competition, which will lead to tensions. Protests would also continue after the elections,” she said. The ANC in the province has called for Premier Willies Mchunu to establish a Commission of Inquiry to probe these killings. “The ANC is also calling for an urgent meeting with the provincial and national ministers of safety and security to deal with these killings,” said provincial secretary Super Zuma. Zuma warned the killings could plunge the province into chaos and instability ahead of the 3 August elections. “The ANC in KZN is raising alarm bells in response to what appears to be a deliberate and well-orchestrated campaign to cull the party’s candidates for councillors ahead of the upcoming local government elections. “As the ANC we are concerned about the slow progress in apprehending the perpetrators and in identifying the dark forces that apparently stand behind this carnage,” said Zuma.

TOTAL of 10 co-operatives, under Msunduzi Municipality, were given a head start last Wednesday after receiving starter packs to assist in fuelling their businesses at the co-operatives summit in the city. Msunduzi Mayor Chris Ndlela said the summit was hosted with the aim of achieving radical economic transformation in the municipality through sustainable co-operatives. “Economic development is the heart and soul of any municipality, the purpose of the summit was to showcase the various co-operatives within Msunduzi Municipality. Empowering these co-operatives not only benefits the members but employment for other people especially the youth

Council tenants feel ‘bullied’ Municipality switches off electricity for ‘non­payment’ KAILENE PILLAY

HE Msunduzi Municipality is giving a lifeline to pensioners renting council flats, but says it will deal harshly with illegal tenants and those unwilling to prove their indigent status. The council’s comments come after residents of the Manor Flats complained that the municipality was using strong-arm tactics to coerce them into signing new leases with higher rentals. However, municipal spokeswoman Nqobile Madonda said they can help tenants who prove their low-income status by bringing relevant documentation. She added tenants had no choice but to sign the new leases in order to continue living in the council flats. The good news was that the council had discussed the situation with all its rental stock and resolved that a standard R500 a month rental would be set for state pensioners. In addition, they would have their debts written off. Madonda said tenants who claim to be lowincome earners must come with their documentation to prove their income so the municipality can determine the category into which they fall. However, only four tenants had come forward with documentation so far. “In general, people do not want to comply and continue not to pay rent. “The poor tenants must advise what they can afford to pay towards their debt, and we can request the council to consider their plight. “Various options are available, but people must come forward as individual tenants.” The municipality started disconnecting electricity for the non-payment of rent and electricity at a block of flats in Manor last week. “Once they complete their new lease and comply with the municipality’s requirements, we will inform the electricity department to reconnect them. They have to sign the lease as it is a council resolution, and that is legal and binding,” Madonda said. But tearful residents claim council was “heartless” to disconnect their electricity during winter, resulting in their children suffering. “I had my baby outside in the cold until 11pm, waiting for my electricity to be reconnected,” said one. Although many residents agreed that their electricity accounts were in arrears, they said

they had arranged with the municipality in 2014 to pay what they could afford. “We have been paying the municipality according to the arrangements we made. Everything was going fine until these new leases came about. Now they are bulling us into signing the leases by cutting our lights,” said Banu Vally. However, Madonda said most tenants were paying less than what they had agreed to pay, “and that is unacceptable”. A number of families had receipts proving they had made a payment last week. “It came as a shock to us because we paid toward our accounts. When we called to query why we were being disconnected, we were told to go to [municipal offices] Gallwey Lane to sort out the issue,” said resident, Bridget Phillips. Madonda said that no threats were made to the tenants, but council asked them to come forward and discuss their situation. “Tenants must understand that municipal employees have to implement the resolution, and that non-payment is unacceptable. people not want to verify their information?” Madonda added that the tenants should seek alternative accommodation if they could not comply with the municipality’s requirements. DA mayoral candidate Mergan Chetty, who assisted the Manor residents, deemed Msunduzi municipality’s actions “unforgivable”. He said the residents had called him around midday on the Tuesday for help in getting their electricity reconnected. “When they showed me their receipts for what they had paid towards their accounts as recently as this week, I knew they had been dealt the short end of the stick. I had to help,” he said. Chetty made numerous calls to council members and municipal managers, and waited until 10.30pm with the residents until their electricity was reconnected. “The council is losing the battle against the tenants, and now they are using underhanded tactics against them. This is not fair,” he said. Chetty said the fact that tenants had receipts showed that although they “battle to make ends meet, they still made payment”. He called on the municipality to be open with residents and tell them what is really going on. “They are people too and we cannot treat people like this. They will have nowhere to go if they are kicked out of Manor,” he said.

USINESSES were called upon for help in funding and driving initiatives in the fight against Aids after it was revealed that of the 36,9 million people living with HIV/ Aids worldwide, 25,8 million are in sub-Saharan Africa. A business breakfast, hosted by the Durban Chamber Foundation, Durban Chamber of Commerce, the Department of Health and the Department of Environmental Affairs at the Hilton Hotel in Durban, called for businesses to work with government in fighting the Aids crisis in South Africa and KwaZulu-Natal. Programme director and Durban chamber director Dumile Cele said that 2,6 million children in sub-Saharan Africa were living with HIV and that bringing business into the Aids fight would help “push back on the devastation of the disease”. KZN Health MEC Dr Sibongiseni Dhlomo also attended the breakfast and said he had seen that India had taken great strides in involving businesses in the Aids crisis and that they had “put their money where their mouth is”. “It helps the government in the fight against the disease if government has a strong bond with business,” he said. Dhlomo said that 3,4 million South Africans were on treatment, but

more needed to be done in terms of support from businesses and industries. He said an industry for manufacturing ARVs and condoms for the country would be opened in KZN at the Dube TradePort. “It has to be in KZN, and we will be starting the process of condom manufacturing in Durban.” Dhlomo said they would be visiting the site later that afternoon (Tuesday). UNAids director Michel Sidibé said new energy and innovation was needed to address the Aids crisis. “A few years ago, a person who had been diagnosed as HIV positive would have to take 18 pills and now they are only taking one,” he said. “The dream now is to inject the patient with treatment once every

four months.” However, he said the fight against Aids was failing children and that less than 15% of children who were HIV positive had access to treatment. “... It is therefore important that industry also looks at treatments for children.” Former Nelson Mandela School of Medicine principal and chair of the Durban Chamber Foundation Professor Nceba Gqaleni said that in the early days, having Aids was a death sentence and businesses and industries suffered because staff would often be off sick because management did not understand the “animal that is Aids”. “We put a call out to global funders as the Durban chamber is made up of mostly smaller enterprises. We need to keep people healthy otherwise we will see a fall in the economy, and after the conference is over, there needs to be a discussion on how we can translate all we have learnt and put it into practice.” Internationally renowned singer and human rights activist Yvonne Chaka Chaka attended the breakfast, gracing delegates with a song after speaking on the issue of the Aids crisis. “Business people have been helping with Aids funding and we thank you for that,” she said. “But KZN has a huge problem with Aids so I am appealing to businesses to help the province as there is no health without wealth,” she said.

HE Gay and Lesbian Network were shocked and despondent when only one political party attended the recent public meeting which was held for major political parties to engage with the lesbian, gay, bisexual, transgender, intersex (LGBTI) community. The aim was to engage with political parties on issues of concern to the LGBTI community regarding service delivery issues and hate crimes and allow interaction of marginalised and vulnerable groups in Pietermaritzburg. The Independent Electoral Commission (IEC) was also invited to provide an overview of the election processes and voter education. According to GLN all major parties were invited to attend and various party representatives expected, however, only Martin Meyer from the Democratic Alliance was present. “The lack of commitment shown by

GLN political party meeting unsuccessful a failure to attend gives the impression that politicians and their respective parties do not care about the LGBTI electorate and, possibly, the other vulnerable and marginalised sectors of the local population. “The level of civil unrest in the country is unsurprising given the failure to engage with the electorate when suitable platforms are provided prior to the elections. It would therefore seem that the DA is the only party willing to engage with the LGBTI electorate ahead of the local government elections scheduled for 3 August” said Anthony Waldhausen, director of the GLN. Waldhausen said that with South Africa’s abstention from the UN Human Rights Council in respect of the protection against violence and discrimination based on sexual orientation, and gender identity resolution, is a disappointing blow to organisations that are working for the protection of lives of LGBTI people in South Africa. “We will keep attempting to engage

Honest ones not yet elected

I

N recent months I have been preoccupied about the subject of corruption. As such, I devoted time studying and making sense of the dialectics of corruption in South Africa. Corruption is not novel to us, we talk about it, read about it, hear about it, are victimised by it, benefit from it, but many are deprived by it, etc. However, the irony about corruption is that those who conduct and benefit directly or indirectly from it do not perceive it as corruption. Instead, they enjoy and to some extent, there is that sense of entitlement or the exchange of favours. The foregoing assertion immediately qualifies the subject as a conundrum, a conundrum worth debunking. Contrary to popular belief, corruption in not unique to African leadership dynasty, even during colonisation there were conspicuous acts of corruption we are aware of. I could name a few groups and individuals who embezzled exorbitant amounts of state money during the apartheid regime, such groups as the “Broederbond”, who had influence in shaping the policies of the National Party government, thus securing their interest. The likes of C.F. Eloff (one of President Paul Kruger’s sons), a business man, clandestinely granted several government concessions, who was reported to have been made a millionaire several times over. Also, mining companies like

De Beers and Anglo America benefited immensely from cheap labour and land that was precipitated mostly by the 1912 Land Act. However, we should not find solace in the fact that even white colonisers were just as corrupt. Similarly, our post-independence government followed suit. South Africa has lost R700 billion to corruption since independence (1994). While annually, the country loses R30 billion, corruption perpetuated by government officials and the public. For example, the “Travelgate scandal” in which Parliament and cabinet ministers were found to have misused their travel vouchers. ANC LPs Nathi Mthemthwa, Lindiwe Sisulu, Nosiviwe Mapisa-Nqakula, Ruth Bengu, Julius Malema and Dali Mpofu all found to have misused their travel vouchers. One also observed corruption in the form of false qualifications, Parlor Jordan lying about holding a PhD, Carlos Niehaus, former ANC spokesperson, also claiming non-existing qualifications. One cannot forget the R620 million spent by Prasa on unsuitable locomotives. Local government has also been engulfed by corruption in the form of maladministration, mismanagement of public funds and blatant abuse of state resources. Bribery cases are on the rise implicating the South African Police Services and the Metro Police and our Department of Home Affairs is no exception. One cannot leave out the illegal awarding of tenders which is on a rise as well. And of course, the “Arms deal”, to which we were recently told there was nothing untoward about, around R140 millions of taxpayers’ money wasted on the Arms deal adjudication processes. What is even more perturbing is that these incidents and allegations of corruption take place in the presence of institutions and units that are meant to combat or prevent corruption. A prevailing impression is that in Africa as a whole one must appear to be fighting corruption as opposed to actually fight corruption. Once you start fighting corruption you get excommunicated unceremoniously from your duties or disbanded. We observed this disturbing pattern here with the dismantling of the Scorpions, Kenyan Anti-Corruption Commission in Kenya, also in Nigeria, Malawi and Zambia, etc. Lest we forget the repercussions of corruption in South Africa leading to unemployment, poor service delivery, nepotism, poverty, famine, our African brothers and sisters who die daily in the oceans while crossing overseas, running away from Africa. As we near the local municipal elections, I plead that we make sagacious choices as to who we put in power. Let us veer away from the stupidity of electing hyenas to take care of goats, and when goats are eaten we wonder why. Let us not confirm one Greek philosopher’s statement when he said: “It is in a nature of men to hang small thieves and elect the great ones into public office.” • Zipho Makhoba is an author, research consultant and a social justice advocate.

Violent protests need to be stopped THE recent spate of violent protest action is giving South Africa a poor image abroad. This destruction and mayhem seems to continue unabated with no end in sight and South Africa has been accorded the dubious title of protest capital of the world. Never a day passes without the mention of violent protest action in some corner of the country. Hearing of protesters blocking roads, burning tyres and cars and causing damage to proper­ ty has become the order of the day. The security personnel either do not have a clear­cut strategy or they are not equipped adequately to deal with these volatile situations. This is a dangerous path to follow, especially when suspects are appre­ hended and released on warnings. This is ultimately sending out the wrong message to people who want to indulge in violent acts. New stricter legislation with severe sanctions needs to be drafted to arrest the situation. Intervention is required immediately to put South Africa back on a positive road to recovery.

PUBLIC ANNOUNCEMENT Issued by Msunduzi Local Municipality and Umgeni Water

On the evening of 12th July 2016 a break occurred on 53 pipeline that carries bulk potable water (drinking water) from DV Harris Water Treatment Plant (WTP) to Umlaas Road for supply to eThekwini Metro and uMgungundlovu District Municipality. This pipeline belongs to Umgeni Water and as a result of the rupture, had been out of commission for two (2) days. Umgeni Water unreservedly apologises for the pipeline being unable to provide water to uMgungundlovu District Municipality and eThekwini Metro. The break on the pipe has since been repaired and it is currently operational. When the break was discovered, Umgeni Water took a decision to shut down 53 pipeline and allow the water to drain naturally into Umlaas Road Reservoir. If this was not done, the water in 53 pipeline would have been lost through scouring, at a time when there are serious water shortages throughout Umgeni Water’s supply area, including Msunduzi. The water load that was to have gone through 53 pipeline was then shifted to 61 pipeline, feeding reservoirs within Msunduzi Local Municipality and ultimately Umlaas Road. The increase in load, therefore, allowed the 61 pipeline system to be pressurised, causing an increased flow through ED2 and ED4 and, therefore, Msunduzi reservoirs F and Azalea and the subsequent areas receiving water. This occurred at the expense of water supply to eThekwini Metro and uMgungundlovu District Municipality. This situation was preceded by an engagement that took place on 13th July 2016 between officials of Msunduzi Local Municipality, a Ward Councillor and residents of Ward 17. This engagement pertained to water shortages and planned water supply shutdowns in the supply area of ED4. The meeting ended on an unpleasant note after employees of Msunduzi Local Municipality were threatened and had to be escorted by police to safety. Umgeni Water and Msunduzi Local Municipality condemn in the strongest possible terms the threats issued against employees of Msunduzi Local Municipality and appeal to communities to utilise recognised structures that have been established to communicate on all matters relating to water and sanitation. The increased flow of water into 61 pipeline resulted in Ward 17 receiving water overnight. Following the Ward 17 meeting, more water than its normal quota was given to Msunduzi Local Municipality. In this unplanned event, eThekwini Metro experienced water shortages at its supply point. It has since come our attention that a dangerous perception has arisen among various communities that only threats or use of violence would influence the provision of uninterrupted supply of water by Umgeni Water and Msunduzi Local Municipality. This is incorrect, misinformed and has no factual basis. By law, water boards and Water Services Authorities (municipalities) have a responsibility for water services provision and this responsibility is underpinned by the Constitution of South Africa. Water boards and Water Services Authorities know and understand their roles and are not influenced by external factors, such as intimidation, in decisions they take. It is important to put matters in their proper perspective. The entire Umgeni Water operational area is currently in the grip of a prolonged drought, described as the worst in living memory. This drought has caused severe water shortages in all the major catchments of Mgeni system (Mearns, Spring Grove and Midmar dams). In an endeavour to ensure that water resources in Midmar Dam last until the next rains, three (3) measures have been implemented: • Umgeni Water has reduced potable water production by 15% • It has been gazetted that municipalities implement 15% water restrictions to customers • Water rationing has been implemented These measures collectively translate into water supply interruptions, water shutdowns for several hours in a day and the use of pressure reducing valves in infrastructure that supply consumers. Nobody, domestic or business, is being treated favourably or unfavourably in the application of measures to conserve water. And nobody is receiving preferential treatment in the allocation and receipt of water. High-lying areas are worst affected – meaning they have not received water for extended periods – because of reduced volume and pressure.

THIS year 16 June was the 40th anniversary of the Soweto tragedy and violent unrest of 1976, involving black school children protesting against the use of Afrikaans in their schools as a medium of instruction. The draconian apartheid regime, as it did with those who protested at Sharpeville in March 1960, dealt ruthlessly with any dissent in the form of peaceful process. The brutality of the killings that occurred at Sharpeville and Soweto have left us with an inordinately painful and lasting legacy. We need both recognition of moral liability by the perpetrators and forgiveness by the victims, resulting in genuine reconciliation, as was demonstrated by the Truth and Reconciliation Commission. However, as a nation, we are, as a result of our traumatic and tragic past, still in need of profound healing. In this regard, we need to be mercilessly frank. We need to confront honestly our past and ensure that we are committed and continue with a process of healing, which started with the inception of democracy in 1994. A profound change in attitude is also essential for the process of healing. Although in the more than 20 years of our democracy significant progress has been made, inter alia, in relation to the provision of social grants, the provision of housing, water, electricity and sanitation, sensitivity to the needs and suffering of the disadvantaged is needed. There is far too much grumbling by privileged individuals about crime and related problems, formidable as these problems are. We need to be looking and recognising the many good things that are occurring. If people merely grumble they become part of the problem. If, on the other hand, they contribute by their positive attitude and conduct to solving problems, they begin to build bridges and become part of the solution. This is what is required for healing. What is desperately needed are attitudes and conduct that reflect a maturity of thought and deed as well as a sensitivity in relation to the current deprivations of those who are struggling because of poverty, homelessness and unemployment. Our democracy is more than 21 years old, and we as a nation have therefore come of age. We need as a nation and as communities to reflect attitudes of maturity and empathy for the disadvantaged in our country. South Africa and its people have infinite potential. This is a singular challenge that faces us as a people and by which realisation we can become a winning nation. We need to rise to the occasion. GEORGE DEVENISH Via email

SPORTS REPORTER ARITZBURG United did their bit for Nelson Mandela Day recently when five senior players visited Siyaphilisa Home Based Care Centre at Imbali to hand over food to the home for the elderly. The players included captain Kurt Lentjies, Philani Zulu, Evans Rusike, and new signings, Bevan Fransman and Bryce Moon, who interacted with the patients and residents of the centre, run by former uMgungundlovu District Municipality deputy mayor, Tu Zondi. After receiving food from the players Zondi said she was grateful to the club, and the late former president Nelson Mandela, for the

ECHO help they were getting. “We are very thankful because we do not get any support, or receive any funds to look after the elderly, we have to survive on donations. “Everything we have has been donated to us,” she said. She opened the centre when she was a ward councillor in 2000, and her aim was to help the elderly and the terminally ill. “When I first started the centre, we had many HIV-positive patients, but as time went on, we began accepting those who were terminally ill, and those who had suffered a stroke. We also accepted those who did not have anyone to help them at home, so we help them and do everything for them,” she added.

DENTITY or Belief”, a solo exhibition by Muzi Ndlela, based on his spiritual journey and life experiences, can be seen at Tatham Art Gallery. Ndlela used the goat as a symbol of his Nguni culture and Zulu identity, and as affirmation of his beliefs. The Nguni culture is synonymous with sacrificial offerings and the goat

is a mediator between man and ancestors. However, the goat image does not only encompass or affirm his statement about identity or belief, it is also a symbol of wealth. “‘Identity or Belief’ brings forth more questions than answers, and a new perspective on what we have been accustomed to and what we believe is righteous or the norm,” said Pinky Madlabane-Nkabinde, an education officer at Tatham Art Gallery.

Ndlela, a self-taught artist from the Midlands, primarily works in pastel and charcoal, and challenges viewers to consider the possible conflict between identity and belief. His work is on view at the Schreiner Gallery until Sunday. Opening in the Main Room at the Tatham Art Gallery on Sunday at 10.30am, is “Thunga Uthimule: The Art and Times of Ben Nsusha”. The opening speaker is Professor Pitika Ntuli. Nsusha, born in Umzumbe in KwaZulu-Natal and now living in Dobsonville in Gauteng, is an artist with a 40-year career in which his work has been exhibited locally and abroad. He is renowned for his skill in mixing materials and techniques, and for his attention to detail. His exhibition “Thunga Uthimule” is a reflection of his observations of people and society

and includes ceramics, sculpture, printmaking and painting. Nsusha trained at Edendale Technical College, Rorke’s Drift, and the Chelsea and Slade Schools of Art in London. He taught at a number of art institutions in South Africa, including Fuba Academy (Federated Union of Black

Artists), Adams College of Education, the University of Durban-Westville, and Walter Sisulu University of Technology. He has participated in numerous group and solo shows in South Africa and abroad, and his works are represented in many public, corporate and private collections. A full educational programme has been planned around “Thunga Uthimule”. Nsusha will be at the Tatham Art Gallery on 26 July and 27 July, from 10am to 4pm. Bisley is a designated hockey development school that has shown outstanding progress over the season with players selected for provincial squads. “Now is the time to pit their skills against stronger competition. Spar ladies race next month

HE annual Spar Women’s 10km and five-kilometre race will take place on Sunday, 7 August. Settling back into its usual winter date, the race will have a field of green flowing along the roads in and around The Oval where an expected 4 000 athletes will be taking the challenge of the two distances. The event is the biggest women’s athletic event in the city. Both the routes will remain unchanged, with the start line set adjacent to Maritzburg College’s main rugby field, Goldstones, and the finish line in The Oval cricket stadium. Both races will start at 8am. The 10km and five-kilometre participants will set off together with the first half of the race looping around the outskirt of the CBD, with the five-kilometre race turning into The Oval and the 10km athletes doing another loop around the schools’ precinct, before returning back to The Oval. A strong field of local runners is expected to compete this year with the defending champion, Tebogo Masehla rumoured to be back. The big names in this year’s Spar Grand Prix will be flying the South African flag at the Rio

Olympics which leaves a win and the R8 000 winner’s purse open to the remaining local contenders. Entries are open, with two options to enter. The first is online at www.sparwomensrace.co.za where you can either pay by Credit Card or by EFT. The second option is a Manual Entry at Race Registration on Friday, 5 August and Saturday, 6 August at The Oval cricket stadium in Alexandra Park. Companies, running clubs and groups of 10 or more can enter through the Bulk Entries option, email bulk@sparwomensrace.co.za for more information. Entries to the 10km distance are open from age 14 and to the 5km from age nine, the age restrictions being applicable on the day of the competition. Entry fees are R90 for the 10km licensed athletes and for the 5km runners. The entry fee for the non-licensed athletes is R100, the extra R10 includes a temporary licence for the day.
