We had weather catastrophes and crime

continues to destroy some of our communities. However, the one thing that continues to stand undefeated is the spirit of the Upper Highway community. Through the difficult times, our readers have once again proven that we are, without a doubt, among the most resilient and strong-willed. We have weathered all the storms that came our way and have demonstrated that we can be a community to be proud of - from our disabled horse rider achieving his goals to a local woman beating breast cancer and becoming an inspiration to others - our community stands together proud! death of his two youngest sons, threeyear-old Msizi and eight-year-old Abongile. Speaking to the Maritzburg Echo during a memorial service at Sibongamandla Primary School last Thursday where Abongile was doing his Grade 1, Mtshizana said his family has been torn apart. “We were on our way to church as usual around 9am when a Nissan bakkie came speeding down by the KwaMncwabe tuck shop and swerved onto the wrong side of the road and crashed into us. I remember trying to shout for my boys to get out of the way, but it was too late,” he said. Mtshizana said he can’t remember what happened thereafter as he was knocked unconscious. “When I regained consciousness in hospital I remembered I was with my children and I asked my brother where they were and he just said they were in the children’s ward and that I shouldn’t worry.” Mtshizana, who was released from hospital that same day said, it was only when he got home that his family broke the news to him that his sons had died. “I am very sad but I am trying to be strong for my family as a father.” He said Abongile was a very respectful child and with a bright future. “He loved his school work - he loved to draw and would always ask his mother to help him with spelling.”

He said the youngest, Msizi, was a happy child who was always smiling and loved to play. “Their mother is devastated, I also feel as though I failed them, but we are both trying to be strong for our family.” Abongile’s class teacher Sbahle Khumalo said he was a very clever boy. “He was a respectful boy, but very playful. NE of the whoonga addicts, who was killed in “mob justice” last Tuesday was laid to rest in Edendale. An article in the Maritzburg Echo on 25 August reported on three whoonga addicts Edwin Mazibuko (27), Scelo Ndlela (31) and Siyabonga Mazibuko - who said they were tired of being slaves to whoonga and wanted to quit. Two of the three - Mazibuko and Ndlela - were killed last Tuesday by vigilantes. They accused the pair of stealing a Plasma TV in KwaDambuza. Speaking at Mazibuko’s funeral last Thursday, Linda Mudiliyar from Newday Wellness South Africa said she was supposed to have a second meeting with Mazibuko and Ndlela to help them

fight their whoonga addiction. “They cried their hearts out and expressed a desire to change their lives. When we had the first meeting with them, they were happy and hopeful and promised to return for a second meeting, but that did not happen,” she said. Mudiliyar said when she got details of their murder she was shattered. “How could it be that our children, who were willing to change their lives, were robbed of that opportunity? “No human being deserves to die this way. We as the community need to move forward with a greater mission to support those who need us most.” Mazibuko’s aunt, Gladys Bohloko, said she was thankful to Pastor Magic Khanyile, who had tried to assist her nephew in getting help. “We asked Edwin to get help and we were hopeful that he would turn his life around when he reached out to Pastor Khanyile. “We are very sad he was killed like

UNDREDS of students from the University of KwaZulu-Natal Pietermaritzburg campus on Tuesday marched to the provincial legislature rejecting the tuition fee increase of up to eight percent. The students who dared the scorching sun handed a memorandum of their grievances and gave the provincial legislature seven days to respond failing which they said they will ‘occupy’ legislature. Among some of the grievances stipulated in the memorandum handed over to provincial speaker Lydia Johnson is what they have described as police brutality and sexual assault

of students on campus. Reading the memorandum on behalf of the students, SRC President Sphelele Nguse said they rejected the proposed increment for 2017 and do not recognise the sitting Commission on Higher Education. “As students, we are united in our call for free education and reject any form of increment. The state must begin to implement free quality education; in addition, we want to raise our utter disgust in the manner in which the public order police have recklessly shot at students using rubber bullets and teargas.” Nguse said they have also lodged complaints about police with the office of the speaker in the province. “The provincial government has a responsibility to ensure that it attends to the grievances raised by the students, hear our voice, and hear our demands.”

Nguse said they also want the university in collaboration with government and other stakeholders to find means to write off historical student debt. “We further demand that police officials involved in the case of rape and sexual assault at the Pietermaritzburg campus are brought to book and the law takes it course,” he said. Water levy implemented by Umgeni

SUNDUZI residents are paying more for less water as from 1 September in order to help Umgeni Water further manage the crippling effects the prolonged drought is causing. The drought levy was approved by the minister of water and sanitation in July and has only now been implemented. According to Umgeni Water the need to intro­ duce the levy is based on the fact that more water needs to be conserved in order to supply

Levy or stepped tariffs are not a new phenomenon in KwaZulu­Natal. In the mid eighties, when parts of KZN faced severe water shortages, a stepped tariff­ levy was introduced with the intention of reducing water demand. In terms of this model, the more water a consumer used, the more expensive it became. Conversely reduced usage meant a smaller levy.

The levy is based on water volumes and will result in increasing stepped tariff, with minimum of 0,35 cents per kilolitre for the first 5% restriction of water volume, 0,64 cents for 10% restriction of water volume, 0,95 cents for 15% restriction of water vol­ ume, R1,31 for 20% restriction of water vol­ ume and R1,84 for 30% restriction of water volume.

The primary factor to determine rand amount to be charged as a levy is based on volumes consumed by customers. What this translates into in the end is that the less the customer uses, the less the rand value of the levy.

The water system has been se­ verely affected by the drought and has not received sufficient rainfall in a 30­month period. “This has resulted in Midmar Dam and Albert Falls Dam remaining consistently at below 50% and 30% respectively. These dams supply all of uMgungundlovu District, Pietermaritzburg and about 80% of eThekwini. The amount of water in them is not sufficient to meet full demand which has resulted in Umgeni Water having to reduce potable water production by 15% at its water treatment plants within the Mgeni system and the introduction of mandatory water restrictions of 15%. “These measures were introduced to prevent possible failure of Midmar and Albert Falls dams and ensure that the water currently available lasts until the drought breaks,” said Shami Harichunder, Corporate Stakeholder Manager at Umgeni Water. He said that the idea behind the water levy is to ensure a curtailment of water usage resulting in more water being saved thus enabling Umgeni to supply water in the months to come. The factor that determines the rand amount charged is the volume of water used. “Umgeni Water wants to create increased awareness that water is a finite resource and, therefore, encourages the sparing use of it and the adoption of water conser­ vation as an every­day activity.” Following the announcement of the

water levy Harichunder said that Ungeni have received and noted correspondence from eThek­ wini Metro and Msunduzi Local Municipality. As part of its commitment to remain custom­ er­focused and continue to maintain cordial relations, Umgeni Water has regular engage­ ments with its customers and other stakeholders through various forums where the correspond­ ence from eThekwini Metro and Msunduzi Local Municipality will be discussed. Harichunder said that water usage and the state of dams are monitored by the Joint Operations Committee (JOC) comprising Umgeni Water regional managers, Umgeni Water customers, Department of Water and Sanitation and Department of Co­operative Governance and Traditional Affairs. Based on water resource availability, conclusions made by the JOC motivate for Gazet­ ting either an increase or easing of restrictions. “The water resource situation in the Mgeni system, on which an estimated four million consumers are dependent for water, has unfortunately not changed. The introduction of a drought levy, approved by the minister of water and sanitation, is an additional measure to manage water resources and also contribute to the resiliency of this resource during the drought. “Failure of major dams, among them Midmar and Albert Falls, will have serious implications for domestic users of water and the economy. “It is a risk Umgeni Water cannot and will not take, therefore, a levy as a catalyst for curtailment of water use is highly effective,” said Harichunder.

Mandoza ­ ‘real­life rock star’ KAILENE PILLAY

S

OUTH African Kwaito legend Mandoza may have performed on the biggest stages in the country, but it was his performances in Pietermaritzburg that locals said they will never forget. Mandoza - real name Mduduzi Edmund Tshabalala - delivered one of his most “unforgettable and enthralling” performances at the Love to Live 2015 event held at the Protea Grounds in Northdale. Event organiser, Dr Dan Moodley, said Mandoza, who became famous after his 2001 hit Nkalakatha, was invited to perform with a host of South African soapie stars at Love to Live’s 15th anniversary. “He was the highlight of the event. “He enthralled the audience and was among the most easy-to-please celebrities I have come across. “The children were also blown away by his performance,” Moodley said. He said one of the most heartwarming moments

was watching Mandoza mingle with the children and sign autographs. “His death is a big loss to South Africa and the music industry. He did a wonderful job when it came to social cohesion,” Moodley added. Collaborative Entertainment director Sash Preamchand said he was blessed to have worked with Mandoza on a number of occasions. The first was during an appearance on Yo-TV on SABC 1 in 2012. In 2013 Preamchand again worked alongside Mandoza during the filming of his reality show Rolling with Mandoza. “I did some of his public relations and booked a few events for him, one of which was at Sticky Fingers nightclub here in Pietermaritzburg,” he said. Describing him as “one of the coolest guys ever”, Preamchand said Mandoza taught him one of life’s biggest lessons. “We were doing an event in Durban and were sitting at the hotel when Mandoza told me there was only one thing that kept him focused and that was his family. “He told me family first, business second,” he said. Preamchand described the Kwaito star as “humble” and “a real-life rock star”. Another local production company, KIT Productions, also shared the stage with Mandoza. Kerooshan Pather said they were privileged to perform alongside the Kwaito star at the Love to Live event. “He was so humble and friendly, and mingled with everyone,” Pather said. The Kwaito star lost his battle with brain cancer on Sunday morning. He was 38. It was the singer’s hit Nkalakatha that made him a household name in South Africa. The track became one of the most recognised songs on radio in the country and won the Song of the Year category at the South African Music Awards in 2001.

WO Pietermaritzburg Department of Health employees were among three awarded certificates for 40 years of service by MEC Sibongiseni Dhlomo. Jabulani Gumede (64), from Imbali and Prasheeka Padayachee (59), each received accolades last Tuesday for their passion, selfless dedication and an unwavering will to always serve the public with distinction. Gumede who joined the department in 1976, as a general worker and became a driver five years later. He is a stickler for time management, and says he has never been involved in a motor vehicle accident in his career - except for minor fender-benders, which were caused by other drivers. “Time is everything,” he said in Zulu. “You have to be on time. It’s a mark of respect for other people. When you are late, you end up making mistakes. You must also give people your time. My job has often entailed working away from home, ferrying people to conferences, sometimes during weekends. You can’t be in a rush. You can’t just leave people, you have to wait.” A devout man of God, he adds:“My maker has been good to me. It is not of my own doing that I’ve had such a long career without accidents. God has been protecting me all this time.” He is just as meticulous when it comes to ensuring the roadworthiness of all vehicles that he uses. “You have to check the vehicle thoroughly before using it, and be convinced that it has no problems. If there are, then you must get them fixed, or you don’t use it. That way, everything will always go smoothly.” Gumede said that when he retires next year he will spend most of his spare time preaching the word of God.

THE people arrested in connection with public violence in Willowfontein were released on warning to appear in court on 7 October. The 20 were arrested on 9 September following a water protest in the area where they barricaded the road with burning tyres and rocks. During the protest Skhumbuzo Soni (10), was seriously injured after being shot in the mouth by police who were firing rubber bullets to disperse a crowd. The 20 people appeared before the Pietermaritzburg Magistrate’s Court on Monday and 19 were released on warning, while one received R500 bail. The state said it was not opposed to the suspects being granted bail as they were not a threat to anybody. Magistrate M. Boikhutso, however, refused to release Jabulani Mkhize, who is accused three in the matter, on warning. This after it emerged that Mkhize currently had another pending case against him. The suspects, who were appearing in court for the second time, were released on condition they do not gather unlawfully or obstruct peace in the community. Other supporters who packed the public gallery during the bail hearing had to be asked to leave as it was full and no persons were allowed to stand during the court proceedings. A police officer stood guard by the door to make ensure no more people came in. Magistrate Boikhutso said police were the only witnesses in this case and that as part of the investigation the court was still waiting for video footage taken on the day of the protest. The case was adjourned for further investigation. Residents in Willowfontein say they have not had water for over six months.

N a bid to revive tourism in Msunduzi, the Msunduzi Pietermaritzburg Tourism Association (MPTA) will host a series of events aimed at promoting Pietermaritzburg as a destination of choice. This year’s theme, in line with World Tourism Day on 27 September, is “Tourism for all” and MPTA has localised the theme to encourage people to embark on leisure activities locally. PRESIDENT Jacob Zuma has declared 27 December 27 a public holiday after an appeal by the Federation of Unions of South Africa (Fedusa). A recent Presidency statement said the day, a Tuesday, was being declared a public holiday in terms of Section 2A of the Public Holidays Act. “The request by Fedusa was motivated by the fact that this year workers in the country will only have 11 public holidays instead of 12 due to the fact that Christmas Day falls on a Sunday,” the statement said. According to Section 2(1) of the Public Holidays Act, 1994, “whenever a public holiday falls on a Sunday, the following Monday shall be a public holiday. However, this year the Monday following December 25 is another public holiday, the Day of Goodwill. ESIDENTS at Ali’s Informal Settlement in East Street received some reprieve over the cold weekend when Ward 33 councillor Uraisha Haswell delivered food and clothing to residents who were victims of a fire that burnt all their belongings. Last Thursday night a fire broke out at the informal settlement leaving 13 informal dwellings gutted and 30 residents displaced. Disaster management were on site and provided the homeless with tents for the night. One of the casualties, a four month old baby was taken to the Boom Street Clinic for smoke inhalation. “I visited the victims of the fire early the next morning to assess their needs and how we could provide assistance. “A plea was communicated to the residents of Pietermaritzburg to assist in any way possible. On Sunday morning [18 September], food, clothes, blankets and baby supplies were distributed to the residents, all donated by concerned community members.”

She added that the cause of the fire is alleged to have been a candle that fell over. It is highly doubtful that a candle could gut so many dwellings so quickly. “There has been an ongoing issue regarding illegal connections which needs to be addressed as a matter of urgency by the municipality. This is a major issue affecting the residents.” Haswell said that the rate of continuous power outages caused by the illegal connections has become cause for serious concern as this is also affecting the formal residents resulting in strained community relations. “I have engaged with municipality departments concerned and requested the issue be resolved urgently to prevent further protests by the informal residents who lack access to basic electricity and the formal residents who are affected by power outages for days due to the illegal connections. Council’s delay in prioritising this issue is resulting in the community suffering,” said Haswell.

Support Doctors Without Borders A TEAM of Doctors Without Borders/ Medecins Sans Frontieres (MSF) fund-raisers will wind up its threeweek tour of KwaZulu-Natal by visiting Liberty Midlands Mall from today until 24 September to raise awareness and funds for the organisation’s work in South Africa and the world. Doctors Without Borders is an independent international medical

humanitarian organisation working to bring emergency medical care to people caught in conflict, crises and disasters in more than 65 countries around the world including South Africa. I am the councillor for Ward 33 in Msunduzi Municipality where the University of KwaZulu­Natal is based. I am sure you are aware of the student protests and riots at this campus, which have escalated over the past week. The protests and riots are affecting the entire neighbourhood, in so far that primary school pupils walking home from school and residents visiting the shops were exposed to the tear gas from police trying to disperse and control the students. The recent burning of a hall at one of the university residences resulted in mayhem in the neighbourhood, as the fire brigade had to block off the road to access the fire and

this affected residents getting out of the area. There are also quite a few pre­primary and primary schools around UKZN, and the potential danger that these young children are exposed is frankly unacceptable. The university management has decid­ ed to close the university due to the disrup­ tions, and now some final­year students are in danger of not completing their degrees. The Democratic Alliance condemns in no uncertain terms the burning of UKZN facilities, and calls for police to arrest the perpetrators. We are also concerned by claims of police brutality. We call upon the students who were allegedly attacked by the police to come forward and report these incidents. The

THE KZN Philharmonic Orchestra, led by Naum Rousine and an array of South African talent, will render a musical tribute to the 200th anniversary of the Zulu monarchy with pieces composed by, among others, Mzilikazi Khumalo, Phelelani Mnomiya, Newman Sibisi and Hendrik Hofmeyr. The programme will also include the world premiere of music specifically dedicated to this event by Warren Bessey and Naum Rousine. The tribute is on 22 September at the Durban City Hall at 7.30pm and will begin with work by Rousine called Warriors, a music dedication that adulates the Zulu nation. This will be followed by operatic excerpts from uZiyankomo by Phelelani Mnomiya, which highlight the virtues of morality contemporal in the life and the reign of the Zulu king, Mpande kaSenzangakhona. OUNG Lady with Heart 2016 semi-finalists will perform a flash mob dance at Liberty Midlands Mall this Heritage Day on Saturday, 24 September. The group of Grade 11 girls from 15 local schools hope to inspire the public to participate in their sanitary towel drive for a local high school where adolescent girls are absent from school during their menstrual cycle because they cannot afford these basic hygiene products. The YLWH group will be at the Liberty Midlands Mall until 11am and thereafter will visit Copesville Secondary, the school they are assisting, with treats for 20 girls. The sanitary towel drive ends on 22 October at a gala awards dinner at Victoria Country Club.
