A number of reasons to celebrate MANY people either look forward to the festive pe­ riod and begin their countdown to Christmas in Oc­ tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. As we get ready to wind down and take a breath­ er, we decided to reflect on some of the wonderful reasons to celebrate the year that was. Yes, we can talk about some of the lowlights as well (no pun on the word ‘lights’), but that would not be very festive at all. The team at the Fever has had a wonderful year and has shared some truly remarkable memories with you. We’ve had an action­packed year from meeting wonderful individuals who are slowly changing their communities one step at a time to covering campaigns that shows a proactive community who are willing to fight for their beloved home towns. To those people who are continuously going the

extra mile to serve others, we would like to salute you and thank you for allowing us to share your sto­ ries. This year South Africans voted hoping for the best – many are now glued to the parliament ses­ sion coverage because you never know what to ex­ pect. In 2015 we will be joining the queues for the by­elections and once again, hoping for positive change. We know we live in a beautiful city and another reason to be a proud Durbanite is Durban has been voted an official new Seven Wonder City of the world. The picturesque beaches, rolling hills and breath­taking skyline together with a host of won­ derful inhabitants, sets us apart from the rest of South Africa. After 40 years, the Miss World title is held by a South African.

RIBI Gorge will host it’s first farmers’ market this weekend and organisers are very excited about the support and excitement that has been shown towards the event. “The market has been planned for nine months by three women

who live on farms in Oribi Gorge,” said Beth Louw, one of the organisers. “We are passionate about promoting the Oribi community and small businesses on the South Coast.” The market takes place on 16, 17, 18 December from 9am to 5pm. Fredheim Farm in Oribi Gorge is

the venue where over 40 vendors will showcase a variety of products, from home-made crafts and gifts, children’s toys and clothing, preserves, fresh produce, gourmet food and sweet treats, biltong and nuts, beauty products, locally made honey, tea- tree products and more. “We also have lots in store to keep the children entertained - a

bike track, jumping castles, sandpits, petting animals and tractor rides,” said Louw. There will also be live music throughout the day. “Our main sponsors, Toyota and John Deere, will also have a display at the market people to browse around and enjoy. We hope to provide a fun filled weekend for the whole family.”

Road accidents injure many

I One of the accidents that happened on the R61 on Saturday. A NUMBER of accidents were reported on the South Coast roads after last week’s rainy weekend. On Sunday, the driver of a light motor vehicle escaped injury when her vehicle crashed into the back of a truck in Margate. On Saturday morning, two vehicles collided head-on on the R61 at the Southbroom traffic lights, with four people sustaining serious injuries. Paramedics stabilised the patients before transporting them to hospital. Shortly after that, they were called to a second head-on crash also on the R61 near the Ramsgate

off-ramp. One of the vehicles then went through the barriers and rolled about 200 metres down an embankment. A total of nine patients were treated and transported to various hospitals. On Friday, a number of passengers sustained injuries when a taxi rolled on the R61 near Port Edward. All the injured people were stabilised and transported to various hospitals. It is believed that the taxi was travelling from Durban towards Bizana when the driver lost control. - Supplied.

F you’re a motorist and you frequent or live in the St Mike’s area, you will agree that exiting Orange Rock Road to access Marine Drive and travel towards Shelly Beach can be a hellish experience, especially during peak hours and the holiday season. The reason for this is that Marine Drive is busy road with vehicles travelling both ways, either towards Shelly Beach or towards Margate. An accident occurred on Marine Drive on Friday, in the same spot as one motorist tried to exit Orange Rock Road and collided with another travelling from Margate. However, motorists can now have peace of mind that this road and others will be manned by pointsman to ensure the steady flow of traffic this holiday season. “The public safety department is

Man receives another motorist’s fine CANDYCE KRISHNA >>candyce.krishna@media24.com AN 88-year-old Oslo Beach resident says he finds the error on a speeding fine he received both humorous and frustrating. Louis van der Westhuizen was left baffled after opening a fine which stated that he was driving over the speed limit. “The problem is that my vehicle which had number plates almost similar to the one on the ticket was scrapped 10 years ago,” he said. Furthermore the vehicle mentioned in the fine is a Toyota Cressida but the vehicle in the picture is a Nissan bakkie. “I don’t know how the traffic

department could have made this error and not checked before sending out the mail,” he said. Van der Westhuizen said the registration on his scrapped vehicle is only one digit off from the registration number on the bakkie. “Perhaps the wrong registration number was punched into the computer but a simple check could have saved me a lot of trouble,” he said. Van der Westhuizen said he then had to visit the traffic department to get the matter sorted out. “I don’t need a R500 traffic fine on my name.” he said. Ramsgate Court on Monday. The court heard that the man, who was arrested on 1 December, owns six properties, has no passports and therefore has no intention of fleeing the country. He was arrested at his home during a crime intelligence operation by Mar-

HREE men appeared in Ramsgate Court yesterday for three house robberies which took place in Trafalgar in June, July and October. One of the men, Bheki Mlatha (33), is also linked to a murder of a 15year-old girl who was killed on the beach in the area in December last

year. “It appears that all three suspects are involved in the house robberies,” said police spokesperson Captain Gerald Mfeka. “Another girl was with the victim when the murder took place. The witness identified Mlatha,” said Mfeka. Mfeka said the other two are Mbhekeni Shabane (33) and Luke John Lange (33).

Mlatha and Shabane were employed by Tower 13 Lifeguard Services at the time of their arrest while Lange had not worked for Tower 13 in two years. “It angers me that two lifeguards were linked to these crimes. These incidents are unfortunate but it has nothing to do with Tower 13. If these two accused are found guilty, they must be punished to the full extent of

the law,” said Sheldon Roux, operations manager for Tower 13 Lifeguard Services. The three men were arrested two weeks ago in different places in Trafalgar, Margate and Marina Beach, where the Trafalgar Sector Police Forum played an instrumental role. Trafalgar Sector Police forum chairman, André Janse van Rensburg said he arrested the first suspect, who

F you put them all together, children who drown each year in South Africa would fit into nine double decker buses. This is according to the National Sea Rescue Institute (NSRI) which together with Tower 13 Lifeguards, have initiated a water safety programme which will be conducted throughout the holiday season at Port Edward beach. A Drowning Prevention pilot project has launched in Port Edward and NSRI volunteers teamed up with Tower 13 Lifeguards with the backing of the Ray Nkonyeni Municipality and the Port Edward Rate Payers Association.

“Port Edward was chosen as it is on the border of the Eastern Cape and KZN. Both provinces have unacceptably high drowning statistics and we feel that this proactive educational lifeguarding that is targeted at the local community will help to combat this,” said NSRI CEO, Dr Cleeve Robertson. “We are confident that teaching people about beach safety before they reach the water will reduce drowning incidents,” said Dr Robertson. NSRI coxswain, Ruahn Beattie, has spent the last days of the 2016 school year teaching local school children about water safety with a specific focus on the Port Edward beach area and rip currents. Over the last month the Tower 13 Lifeguard Services and Sea Rescue volunteers have been training together to make sure that their re-

sponse to any situation is fast and efficient. “Together we can have a far greater impact than we can alone,” said Port Edward Station Commander John Nicholas. “When visitors arrive at the beach, our rescue crew and the lifeguards talk to as many people as possible, teaching them about the rip currents and explaining the reason that they should swim between the lifeguard flags,” said John. Tower 13 manager Sheldon Roux said both teams will be assisting the public by teaching them about beach safety and they will be reminded that drinking alcohol before swimming is extremely dangerous. Justin Mackrory, CEO of Ugu South Coast Tourism said a memorandum of understanding has been drafted between the district and the Eastern Cape Tourism department to make provision for more awareness campaigns.

“Once that is finalised, these campaigns will be spread further into the Eastern Cape,” he said. The Port Edwards Ratepayers Association has sang the praises of both the NRSI and Tower 13 Lifeguards for amalgamating and taking the intiative to conduct this much needed swimming safety campaign. Chairman, Peter Brereton said there had been 18 drowning and 23 near drownings in the past 18 months. “The problem is that we don’t have permanent lifeguards. They’re only there on a weekend and public holidays, yet Port Edward beach is such a busy beach,” he said. “The NSRI has saved many, if not all of those victims of near drownings. We cannot thank them enough for the sterling work they do in the area and that, as a nonprofit organisation. We hope this campaign will save many lives and prevent unnecessary drownings.”

Employee issued with UIF form by employer while working PRECIOUS GUMEDE >>precious.gumede@media24.com AFTER working for a company for over 30 years, complainant Bhekilizwe Mchunu alleges that his employer issued him with a UIF claim form stating that he must submit it to the CCMA. Mchunu said it came as a shock because he is aware that an employee can claim UIF if he has been retrenched. Mchunu alleged his employer told him he would be able to claim over R10 000, but never gave him a reason for this. Mchunu said he went to the CCMA and opened a case against his employer. “A case was registered at the CCMA and my employer was called to attend. On the day of the hearing my employer told the commissioner that I am still his employee and therefore the case should be dropped,” said Mchunu. Mchunu said he failed to understand why the case was dropped. He alleges that the charges were dropped and he was told to sign an agreement and was told never to return to the CCMA again. Mchunu’s employer, Aszal Ally, was contacted for comment and confirmed there was a case registered at the CCMA, however, it was dropped as Mchunu is still his employee and he has not fired him. “I do not know why he says I fired him. He is still my employee and is expected to return to work soon,” Ally did not say why the UIF form was given to Mchunu. He then referred the Fever to the CCMA. The CCMA was contacted for comment on the case and Luyanda Msoli from CCMA said according to their records the case was dropped. “According to our records, the complainant referred an unfair dismissal dispute to the CCMA office in Port Shepstone. The matter was scheduled for the Con/Arb process and a notice of set-down was sent to both parties," said Msoli. Msoli said after the process it transpired that Mchunu was still working for Ally and the commissioner pointed out to Mchunu that it would be difficult for him to prove his dismissal as he was still working. Mchunu withdrew his dispute.

HILDREN at the Child Welfare Port Shepstone will be given plenty of reasons to smile this Christmas after a generous outpouring of support from the community. The South Coast community is so impressed with the novel Toys R Us, Gift of Awwwesome initiative, they opened their hearts by donating new toys to less fortunate children. The call to action was put out in a bid to spread festive cheer to local children who faced the possibility of not having a single present to open. With the generous support of customers, the Toys R Us store at South Coast Mall exceeded expectations by collecting 154 toys for Child Welfare Port Shepstone – beating their target by more than 50 in a record time of two weeks. The initiative, which was launched three years ago, encourages customers to purchase and donate toys for underprivileged children at Toys R Us and Babies R Us stores nationwide. “Our customers’ response to the initiative was so positive, some even posted details on their social media accounts to encourage others to get

ICE President of the motorcycle club The Kin, South Coast Chapter, Clifton “Shmeecal” Colyn, was laid to rest recently after battling an illness. Bikers from various clubs took part in a mass ride and funeral service in Margate where they paid their last respects. Petra Bikers Fellowship secretary Char Inglethorpe-Brown said for a number of years, Colyn was a respected and much-loved member of the motorcycling fraternity. “As we said our goodbyes to Cliffy, most of the bikers revved the bikers anthem with their bikes and others held up their helmets in respect and remembrance of a fallen biker,” said Inglethorpe-Brown. Colyn had previously lost a leg in an accident

and after more than a year of unsuccessful medical treatment his leg was amputated and fitted with a prosthesis. His love for biking had him back on his bike to participate in several events with fellow bikers. “What is a biker, people ask? We are not hooligans on two wheels who make a lot of noise. Real bikers are all members of a kinship with no concern for status or wealth. Somehow, this two-wheeled piece of steel has become a catalyst for bringing out realness in people. Cliffy was a real biker and is going to be sorely missed,” said Inglethorpe-Brown. The foundation donates sanitary packs to girls from poor backgrounds. Manawer said sometimes these girls miss school when they get their period because they have no money to buy sanitary towels. “Some resort to using old rags and other things they are not supposed to be using,” said Manawer. She said R180 is what is needed to supply one girl with enough sanitary towels to last her an entire year. She asks local business and the community to donate towards this drive. “Its gives me great honour to assist underprivileged girls to retain their dignity and accept menstruation as a natural part of a woman’s life,” said Akira. HE Margate Central SeventhDay Adventist (SDA) Church hosted a graduation for its members who were doing the Voice of Prophecy Bible course on Saturday. Yandisa Nkalane who co-ordinated

the graduation said all the candidates had to complete a series of Bible lessons in their native languages. “The course runs through correspondence with the Voice of Prophecy whose headquarters are in Cape Town. The Margate Central SDA Church then serves as the local facilitator for

the course,” said Nkalane. A total of 24 candidates graduated and the lessons are offered for free. They are now moving to the next level as they seek to tackle a new higher level course. Nkalane said the church will continue building the relationship it has with the Masinenge community.

I DON’T know who the person was who decided that raves are a fabulous idea. I understand the whole concept of being a child. Since 2008, the growing popularity with the rave scene has picked up immensely among teens as young as 13. Electronic dance music festivals, better known as raves, have become a very dangerous place for young teens. Today’s children have so much against them already; they live in a society where the motto is “work less, play hard, party like there’s no tomorrow”. It frustrates me, as a parent, to watch today’s youth pour their troubles down the drain with a drink, with a smoke, with a line or two of coke. While the music and video moguls are making millions off lyrics that could be spewed in a drunken stupor, our children are paying the price. There are other dangerous things about raves. Since they often lack security, sex offenders often try to slip “date-rape” drugs into drinks. Promoters sell water, energy drinks and other liquids at raves to numb the effects of ecstasy and alcohol. The thinking behind this is that the longer ravers stay hydrated, the longer they’ll stay at the party. But the longer ravers use drugs and drink alcohol, the more danger they’re putting themselves in. We should monitor our children. To hell with the idea, “they’re children, they’re only young once”. Being young, in this day and age, could find you very dead, or very near it, which is even worse. M. Naicker

Water essential for life WATER sustains life. Like the air we breathe, food and a few other things, what could be more essential than water? Many are considering finding and drilling boreholes and other means to store water as a contingency measure because the municipality is unreliable. How did the frail, patients, children and the elderly cope without water last week? What were the losses suffered by businesses, workers and the negative effect on tourism? Section 10 and 11 of our constitution clearly protects the right to human dignity and the right to life which was blatantly disrespected. Legal experts are well aware of the laws being broken. If legal action is necessary to correct, protect and prevent us from future injustice and suffering, then so be it.

The mayors and their leaders are clearly powerless puppets, having no remedy and control over this situation. Why did they take so long to restore the water supply or provide alternative supply? On the second issue, the Bhoyibhoyi dam is not a proper catchment dam. As mentioned by the municipality in earlier articles, the water is being pumped from the Umzimkhulu river into the Bhoyi-bhoyi dam. The municipality had mentioned in the past that, lack of rainfall was their reason for the shortage of water. There is no major catchment dam that is collecting this rainfall from our greater region. Therefore most of our rainfall is being washed away into the sea and not collected. How can the municipality use the drought as their reason for water short-

age when they don’t even have a proper system of collecting and storing most of the rainfall in our greater area? The people of Ugu must take responsibility, ownership and get involved in addressing and resolving our water problems or we will suffer major consequences in the near future because of our ignorance, complacency and oversight. As we are not getting clear, honest and sincere answers and explanations from the municipality, we the people of Ugu need to demand from local, provincial and national government spheres, that a study be conducted and a long term budget be created over the upcoming years to secure our future water supply needs. We as South Africans have become numb to the wrongs being committed in our society. We are, if not, already

end their lives for fear of being a financial, emotional or care burden upon others. This would especially affect people who are disabled, elderly, sick or depressed. Some would face the added risk of pressure by others who might stand to gain from their deaths. Moreover, euthanasia undermines our trust in the medical profession. When we support euthanasia,

Dit is dikwels ook hoe mens dit wat met en om jou gebeur of afspeel, interpreteer. Donker wolke kan byvoorbeeld vir die een boer heerlike reën voorspel, terwyl die ander een groot hael verwag. Een wolkformasie maar twee interpretasies. Ons sien almal die werklikheid deur ‘n ander bril. Dit is net belangrik dat ons sal erken dat ons persepsies oor die lewe, oor mense, oor God of selfs oor die politiek, deur die lense van ons persepsie brille gekleur word, by wyse van spreke. Die antwoord word bepaal deur die persepsie bril wat jy dra. Hoe sien jy ander mense en die toekoms van ons land? Watter persepsie bril het jy op? Petrus die bekende dissipel van Jesus, het uiteindelik sy mening oor Jesus Christus uitgespreek: “U is die Christus die Seun van die Lewende God,” sê hy in Markus 16. Dit was ‘n antwoord wat van Bo, deur God self, aan hom ingegee is. Dalk is dit die kuur vir ons skeefgetrekte persepsies. HRISTMAS cake is an English tradition that began as plum porridge. People ate the porridge on Christmas Eve, using it to line their stomachs after a day of fasting. Soon dried fruit, spices and honey were added to the porridge mixture and eventually it turned into Christmas pudding. In the 16th century, oatmeal was removed from the original recipe and butter, wheat flour and eggs were added. These ingredients helped hold the mixture together, resulting in a boiled plum cake, sugar paste, for Easter. For Christmas, they made a similar cake using seasonal dried fruit and spices. The spices represented the exotic eastern spices brought by the Wise Men. This cake became known as ‘Christmas cake’. Christmas cakes are made in many different ways, but generally they are variations on classic fruitcake. They can be light, dark, moist, dry,

The traditional Scottish Christmas cake, also known as the Whisky Dundee, is very popular. It is a light crumbly cake with currants, raisins, cherries and Scotch whisky. Other types of Christmas cakes include an apple crème cake and a mincemeat cake. The apple crème cake is made with apples, other fruit, raisins, eggs, cream cheese and whipping cream. The mincemeat cake is made with traditional mincemeat or vegetarian mincemeat, flour, eggs, etc. It can also be steamed as a Christmas pudding. The trick with a great Christmas cake is in the timing. A small amount of brandy, sherry or whisky is poured into holes in the cake every week until Christmas. This process is called ‘feeding’ the cake. In Japan, Christmas cake is a frosted sponge cake with strawberries, chocolates or seasonal fruit and in the Philippines, Christmas cake is a yellow pound cake with nuts or the traditional British fruitcake. Christmas Greetings No­bake Christmas fruit cake Ingredients • 2 cups dried fruit cake mix (raisins, currants, sultanas, orange peel, cranberries) • 2 knobs preserved ginger, finely chopped • 45 ml brandy or sherry • 100 g raw walnuts • 100 g raw pecan nuts • 150 g Medjool dates, pitted • 1 1/2 tsp ground cinnamon • 1/2 tsp ground ginger • 1/4 tsp mixed spice a generous pinch of nutmeg • 45 ml cocoa powder pinch of salt • 1 Tbs coconut oil • 1­2 Tbs maple syrup preserved fruit or fresh fruit, for finishing

Method Combine the dried fruit mix and preserved ginger pie­ ces with the brandy in a bowl. Set aside to macerate for an hour or to speed up the process, heat in the microwave for 40 seconds. Toast the nuts in a pan over a medium heat until they smell fragrant and nutty. Set aside to cool. Place the pitted dates in a food processor and blitz until broken down. Add all the spices, cocoa powder, salt, coconut oil and maple syrup to the dates and pulse to combine. Transfer the date mixture to a mixing bowl. Pulse the nuts and all the macerated fruit until fine, but still with some texture. Add the nut mixture to the dates and work together by hand until all the ingredients are incorporated. If your food processor is large enough, add all the ingredients at once and pulse to combine. Press the cake mixture into a greased 15 cm round cake tin, cover with foil and freeze until firm, about three hours. To un­mould, run a smooth­bladed knife around the sides and turn out onto a cake stand. Top with pre­ served or fresh fruit just before serving. Keep the cake chilled in the fridge. It can also be frozen for up to three weeks ahead of time. Defrost in the fridge overnight.

HE festive season has arrived. Take note of the following emergency tips issued by KZN EMS. They are handy, not only during the holidays, but for every day of the year as accidents occur at any time.

When requesting for an ambulance from Emergency Medical Services (EMS), the following information is required by the emergency call centre to assess and prioritise patients and send an appropriately staffed ambu­ lance: • Caller’s name and phone number. • Gender or patient (male or female). • Age of patient. • Current medical emergency of patient, • Relevant medical history. • Correct address or pick up point of patient (identifiable land marking, school, shop, tavern, etc.). An appeal is made to the community to assist us by: • Preventing hoax (prank) calls to the emergency call centre. • Providing clear and accurate directions and location. KZN EMS would

not only for holidays appreciate someone to direct the ambulance in areas where there are no street names and house numbers. • Providing correct contact numbers as this allows the emergency call centre to keep the caller updated. • If other transport arrangements for the patient have been made or the patient’s condition improves and an ambulance is no longer required, please inform the emergency call centre and cancel your request for an ambulance. The numbers are 10177 (toll free) or 112 (free from a cellphone). The holiday season is extra ordinarily busy for KZN EMS. “Sadly many of the tragedies and incidents that our paramedics and hospital staff have to deal with over this festive season are preventable,” said KZN EMS spokesperson Robert McKenzie. “We would like to ask the assistance

from drivers, that when they see emergency vehicles responding they move over and allow the emergency vehicles to pass quickly and easy. We also ask that motorist don’t drive in the emergency lane when there is traffic congestion.” Prevention of road crashes: • Never exceed the speed limit and only drive as fast as the driving conditions allow, which may be below the posted speed limit. • Make sure there is enough distance between vehicles to stop your vehicle if there is an emergency. • Don’t overload with passengers or cargo. This alters the vehicles centre of gravity and handling dynamics and increases stress on vehicle components which can cause critical failures like brake failure, suspension

AMALAKHE - born designer Revival Hlongwa of Rebel of Zion hosted a very successful event in Florida on Saturday 10 December. She partnered with well-known designers Mxo of House of St Luke Uzalo actor “Nkosinathi” Nay Maps Maphalala of Nay Mas Clothing. Fever spoke to Hlongwa about her life. EE: Where and when were you born? RH: Gamalakhe Clinic on 3 May, 1989. EE: What childhood memories do you have? RH: I was brought up in the church and some of my earliest childhood memories were singing in the church choir in my Sunday “best” and dressing up was one of my highlights of going to church. EE: Where do you live? RH: Durban, Mayville EE: Where did you study? RH: I started at Siyakhula-Hlanganani Primary School, and later moved to Marburg Primary School. I matriculated at Marburg Secondary and went to varsity at AAA School of Advertising in Johannesburg EE: Tell me a bit about your family. RH: I’m an only child raised by my mother, with the help of my fashionable grandmother. I’m one of 15 grandchildren. I come from a very complex family, who love church and food. Water supply disruption

During the past week, our communities who reside in areas under the Ray Nkonyeni Municipality have endured days of water supply disruption following a system failure supplying these areas resulting from the recently held labour unrest. The Municipality has implemented various remedial measures aimed at remedying the situation through our team of experienced technicians that are working tirelessly around the clock to fully restore supply in the most affected areas. These measures are yielding positive results towards ensuring that normal water supply resumes in all affected areas. The system is currently under strict supervision to monitor its recovering progress for full restoration of

supply. Normal water supply has been fully restored in all the affected areas. Other system interruptions will only be due to normal operational challenges. As a Water Services Authority in the district, we shall forever be obligated to our communities in providing them with this basic right. And our determination towards fulfilling this noble cause has enabled us not to be deterred by anything seeking to derail us from fulfilling our ordained mandate, that of providing an uninterrupted supply of water to our communities. We will also be engaging in all legal processes at our disposal to identify any illegal and unlawful acts that contributed to the disruptions in water supply.

Those responsible will be fully dealt with in terms of the law. We do however wish to extend our sincere apology for the inconvenience caused to our communities during the water supply disruptions. We continue to plead for the community’s understanding while we continue to work towards resolving any resultant challenges. HEN purchasing a commercial property from a legal entity, there is a common misconception that no transfer fees, or alternatively, any costs linked to transfer are applicable. “Buyers often confuse transfer fees as a whole with VAT when they are in the process of conducting a commercial property purchase,” says Jason Gregoriades, a member of Rawson Property Group. Although it is possible to own commercial property in one’s personal capacity, it is more common that a commercial property is owned by a legal entity. This being so, one must always keep in mind the difference between the actual transfer fee

payable and the other costs linked to the transfer process of a commercial property, collectively known as the transfer costs. It is, at all times, necessary for the purchasing party to pay the usual set costs, such as the conveyancers’ fee, the administration fee and the Deeds Office fee, all of which are required as part of the transfer of a commercial property. Therefore, one must not assume that when purchasing a commercial property from a legal entity there will be no costs linked to the transfer. There is the likely possibility that along with the collective costs linked to the transfer, the individual transfer fee or VAT may also be applicable. Transfer fees versus VAT By illustrating three possible scenarios, Gregoriades offers clarification of whether the transfer fee or VAT is payable on the sale of a commercial property. “A transfer fee is applicable to a commercial property sale when the selling entity is not VAT registered and the purchase price is greater than the stipulated threshold of R750,000,” he explains. “Transfer fees are not applicable to a commercial property sale when the selling entity is VAT registered, in this case, VAT is applicable”, says Gregoriades. “However, neither a transfer fee nor VAT is applicable when the entity is not VAT registered and the purchase price is R750,000 and below.” Calculating the fees “The transfer fees are calculated according to a tiered scale which begins at 3% of the purchase price,” says Gregoriades. “At no stage will the transfer fee equal or exceed 14% of the purchase price,” he adds. VAT, when applicable, requires no minimum price to be in effect and is calculated as 14% of the selling price. It is necessary for both the purchaser and seller to familiarise themselves with the various transfer costs applicable to the sale of a commercial property, in order to avoid presumptions, incorrect calculations or potential delays. - Supplied.

N

O matter how frustrated you may be with your landlord over a maintenance problem, you can’t as a tenant just decide not to pay your rent - or to pay only part of it - to try to “force” the issue. The Rental Housing Act requires all tenants to pay their rent on time and in full, and it says that not doing so is a violation of the rental agreement, which may entitle the landlord to cancel the lease, says Schaefer. “The Rental Housing Act is very clear on this,” says Andrew Schaefer, MD of national property management company, Trafalgar. “It requires all tenants to pay their rent on time and in full, and it says that not doing so is a violation of the rental agreement, which may entitle the landlord to cancel the lease.” However, Schaefer says in return for this obligation on the tenant’s part, the Act also provides that the landlord must: - Hand the premises over to the tenant in a reasonable condition and in a good state of repair. - Ensure that the tenant has “undisturbed use and enjoyment” of the premises, and that the electricity, plumbing, ventilation, doors, windows, air-conditioning, and any appliances on the premises are kept in good working order. - Maintain the property at all times - although sometimes the tenant will agree to take on certain responsibili-

ties such as mowing the lawn or cleaning the pool, and this should be detailed in the maintenance clause of the rental agreement. “And tenants are not helpless to do anything about it if the landlord does not hold up his end of this bargain, although in order for them to take action, there must be a problem that is not merely inconvenient, but actually interferes with their proper use and enjoyment of the property,” says Schaefer. “If there is such an issue, the first thing the tenant needs to do is advise the landlord - directly or through the managing agent - in writing, and give him or her a reasonable period to rectify the problem or get someone to carry out whatever work is needed. A good rule-of-thumb is to allow 14 working days.” Schaefer says if the landlord does not attend to the problem within this time, the tenant then has a choice of whether to cancel the lease or attend to the problem themselves, keep all the receipts and cash slips as proof of cost, and deduct this amount from the rent due. However, he cautions, such decisions should never be made arbitrarily and without proper communication. “Tenants should really try to let the landlord or his agent know what they intend doing, and hopefully get him to agree before they go ahead, as there is

then much less likelihood of a monthend or ongoing dispute about the rent,” says Schaefer. “The exception, obviously, is if there is an emergency like a burst geyser or an electrical fault and the tenant needs to take immediate action to prevent further damage to the property -

but again, they will need to produce receipts to justify any deduction from the rent or claim for reimbursement from the landlord.” Schaefer says the nearest Rental Housing Tribunal is the appropriate escalation channel for any dispute that

Amakhosi are willing to release land for this purpose. Mutually beneficial partnerships between Amakhosi and private commercial farmers when well-nourished do come to fruition. The good work done by the Peckhams in Southbroom with the nearby Gcilima community under lnkosi Xolo in creating a number of sustainable small scale African commercial sugar cane farmers is commendable and a model worth replicating elsewhere. Other similar initiatives within our area which l may not be aware of are also highly appreciated. 5) Margate airport redevelopment together with complementary land uses. Margate airport must rise to the occasion and it’s expansion is a matter of urgency. 6) Property development (mixed use) on tribal land and as mentioned, Amakhosi are willing to release land for this purpose. For interested developers the Agency can facilitate outright purchase or long term leases with Ingonyama Trust. Some viable and buzzing rural nodes are ready for uptake - Mandawe, Mthwalume, Bhomela, Ezingolweni, & KwaMachi. Over and above there are tremendous opportunities ushered in by the proposed re-routing of the N2 away from the hinterland to traverse along the coastal belt. A stretch of the road (about 600kms) connecting Port Edward and East London along the pristine and scenic wild Coast, with two of the country’s most expensive bridges yet to be built in post 1994 South Africa, calls for smart minds in changing the economic fortunes of the South Coast around. Construction is scheduled to start in 2017/2018. It is worth mentioning the Development Agency is working hand in glove with South Coast Tourism in developing and marketing high quality tourism products in the hinterland. The aim is to attract groups of tourists (domestic and international) to the traditional areas to taste authentic Zulu culture and true African hospitality. A Canadian tour operator has already committed in marketing this initiative in Canada. 1) Umzumbe River Trail A 74 kilometre stretch of hiking, walking, jogging and a horse riding trail interspersed with seven (7) Zulu themed accommodation establishments located equidistant from each other, along the Mzumbe river while appreciating the scenic and undisturbed undulating valleys will leave you asking for more. The aim is to connect the coastal belt with the hinterland while also allowing tourists to explore authentic Zulu culture. It is a bird lover’s paradise. 2) KwaXolo Caves & Outdoor Adventure Centre Only 15 kilometres inland of Southbroom, a retreat and adventure centre interlinked with a visit to the caves with rock art, is planned. A suspended walkway is at design stage and complementary activities are also planned - paragliding, horse riding, a hiking trail and possibly a private investor operating a zip-line. An ideal venue for team building and negotiations have commenced with top private schools in the country to send their kids at least for a day trip to the centre. In the midst of all this the Agency is mindful of challenges faced by young people. To this and it is hard at work nourishing youth owned enterprises by offering establishment support while simultaneously facilitating match-making with established businesses. What to do when your car overheats >> ‘Its important to check coolant level’

W

ITH most of the country experiencing unusually high temperatures this week, it’s inevitable that many of us will have to deal with a car overheating. “While it is rare for modern vehicles to overheat in hot weather, the two most common reasons for overheating are low water and coolant levels in the radiator or a leak in the cooling system,“ says Les Mc Master, Motor Industry Workshop Association (MIWA) chairman. He says it’s important to check the coolant level. “If you aren’t sure where to look for the reservoir, check the owner’s manual. If the level is normal, you might just have a malfunctioning temperature gauge. However, if it’s low or empty there’s probably a coolant leak.

In that case call roadside assistance, but if you have to keep driving, make sure the engine is cool, and protect your hand with a glove or a rag, then twist off the radiator cap. Refill the radiator and the reservoir, using coolant or if necessary, water. This should bring the temperature down once you’re underway, but stay vigilant as you most probably have a serious leak somewhere.” If the temperature starts rising again, pull over and repeat the process. But this is by no means a long-term solution. “Get to an accredited MIWA workshop as soon as possible for the professional help your engine needs,” he says. To prevent overheating, Mc

Master advises regularly checking that your car has fresh coolant in its radiator, not just water, and also have the radiator checked for corrosion. However, he cautions that even a well-tuned car may start to sizzle in hot conditions, particularly in stop-and-go traffic or when climbing a steep incline. The first sign that your car is overheating will be your dashboard temperature indicator starting to rise or a malfunction indicator coming on. “The first thing you need to do is shut off the air conditioner and open the windows. This will help lessen the load on the engine and help it cool off. Although it sounds odd, it will also help to turn on the

heater as this draws excess heat from the engine.” If you’re in heavy traffic when this happens, shift into neutral or park and rev the engine a little. This will make the water pump and fan speed up, drawing more liquid and air through the radiator. The increased air and liquid circulation helps cool the engine off. Mc Master says brake drag also increases the load on the engine making it heat up. “If you are in traffic, rather crawl along slowly on little more than idle, than move up and brake repeatedly. Or move up only when the gap between you and the vehicle in front of you gets too large.” The most serious indication that

your car has already overheated is when the needle hits the red zone or you see steam coming from the engine. If this is the case, immediately find a safe place to stop, pull over and turn off the engine. “Just pulling over but still idling the engine is not enough. Engines have to work harder to keep cool at idle than at cruising speed, so turn it off as soon as you can.” Ideally you should then open the hood and wait for at least half an hour for the engine to cool off. “However, be careful when doing so, as it will be extremely hot underneath and you may need to wait for it to cool off a little first. Only then it’s safe to check the coolant level.” - Supplied

EING stranded by a flat battery can ruin a holiday roadtrip. Even worse, incorrectly jump-starting your car can result in disaster. Motor Industry Workshop Association chairman Les McMaster advises on the correct way to way to “jump” your car, bakkie or motorbike. Linking up McMaster said: “While the jump-starting procedure is relatively standard for all vehicles on the road today boost-starting can cause serious damage to the vehicle’s electrical system and computer if done carelessly or incorrectly. “It’s important first to first the car’s manual for any specific booststarting instructions and to ensure that the various locations are identified for the jump-start terminals in your car. In many modern cars these terminals are placed at strategic places in the vehicle due to the battery being in a hard-to-reach place.” Once the terminals are located and jumper cables made available he advises lining up another car as close as close as possible. Make sure the handbrake in each is on, that the gear selector is in neutralpark and that both cars are turned off and not touching before you connect the batteries-poles. “It’s important to remember that more than 300 volts goes through your system when the two batteries are connected and can destroy equipment. To prevent that, make sure all headlights, indicators, car radios and air-conditioners are off and radar detectors and cell phones are unplugged. “Also unplug all accessories from cigarette lighters and other power sockets from both cars and remove the keys from the flat car’s ignition until the jumper cables are hooked up.” A battery with a crack will ex-

NEW athletics club was launched in Albersville on Saturday to cater for runners in the Ugu district. The Ugu Athletics Club launch was attended by well known athletes, including Blanche “Queen of the Road” Moila and legendary Comrades Marathon runner Tiger Gono. Club chairman Pardon Mathebula said the club came as a result of a call made by athletes in the community. “This is a result of the community and in particular the people of Port Shepstone and Marburg,” he said. “The call was for a home with an environment in which athletes can rediscover their lost active lifestyle. As a result we have developed a vision that says this organisation must be well managed, especially professionally for the benefit of all who live in it,” said Mathebula. He said the club will focus on road running, walking, cross country and youth development. Club president Adam Moosa said he is confident that the club will grow from strength to strength and he endorses the progressive move.

THE World Karate Federation (WKF) Ugu semi-contact karate team participated in the Salga DSR 2016 games at Ugu Sports and Leisure Centre this past weekend. These kareteka worked hard, winning medals in individual kata and team kumite, placing first against 11 KwaZulu-Natal municipalities. This was a first for Ugu Municipality and an outstanding result, combining both full contact and semi-contact points to achieve this winning result.

Trials for this team were held in July in the Ugu karate region and six kareteka were selected. This selection was required by the Salga DSR games officials to promote development and transparency in semi-contact karate. Only Ugu region, Karate KwaZulu-Natal and Karate South Africa affiliated dojos and students were allowed to be selected and participate in the games. - Supplied.

AIN over the weekend did not put a damper on the KZN Salga DSR 2016 games . Athletes from 11 district and metro municipalities around the province participated in sporting codes that included boxing, netball, basketball, chess, cricket, dance, football, karate, golf, indigenous games, rugby, tennis, table tennis, volleyball and swimming. The top five final results were: 1st: Ethekwini - nine gold medals, four silver and two bronze 2nd: Umgungundlovu - three gold, two silver and three bronze 3rd: King Cetshwayo - four silver, and five bronze 4th: Ilembe - two golds, two silver and 2 bronze 5th: Ugu - one gold, two silver and three bronze.
