A number of reasons to celebrate MANY people either look forward to the festive pe­ riod and begin their countdown to Christmas in Oc­ tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. As we get ready to wind down and take a breath­ er, we decided to reflect on some of the wonderful reasons to celebrate the year that was. Yes, we can talk about some of the lowlights as well (no pun on the word ‘lights’), but that would not be very festive at all. The team at the Fever has had a wonderful year and has shared some truly remarkable memories with you. We’ve had an action­packed year from meeting wonderful individuals who are slowly changing their communities one step at a time to covering campaigns that shows a proactive community who are willing to fight for their beloved home towns. extra mile to serve others, we would like to salute you and thank you for allowing us to share your sto­ ries. This year South Africans voted hoping for the best – many are now glued to the parliament ses­ sion coverage because you never know what to ex­ pect. In 2015 we will be joining the queues for the by­elections and once again, hoping for positive change. We know we live in a beautiful city and another reason to be a proud Durbanite is Durban has been voted an official new Seven Wonder City of the world. The picturesque beaches, rolling hills and breath­taking skyline together with a host of won­ derful inhabitants, sets us apart from the rest of South Africa. Rolene Strauss was crowned Miss World at the weekend and now features in a long list of remarka­ ble women who continue to make a difference to the countries they live in and the world. South Africans also took time through out the year to remember Nelson Mandela and do their bit to fulfill his legacy. It’s been a year since his death and many ques­ tioned the stability and patriotism of South Afri­ cans. The good news is, it seems as if communities are now more united than ever. Many believe his spirit still lives on calling it a sprinkling of ‘Madiba magic’. Clearly South Africans will continue to make great strides despite the negative news that some­ times comes to the fore. Missing pupil’s body found MAKHOSANDILE ZULU A 13-YEAR-OLD Tugela Secondary School pupil’s decomposing body was found on Friday, 27 May, after she had been reported missing by her mother on Tuesday, 24 May. The deceased, Nandipha Mbatha, is from Hlomendlini, Newark, and the discovery of her body invoked the ire of the community, who believe she was raped and then murdered. Newark SAPS spokesperson Malusi Ngubane said angry community members set alight a house they believe the person who they suspect of raping and killing the pupil was hiding in. “No one was injured when the house was burnt down because we believe the occupants of the house had been informed of the community’s intentions, and made off,” said Ngubane. He said community members did not want to tell the police the name of the person they suspect of the mur-

On Tuesday morning the pupil left for school as usual but when she did not return that day her mother inquired with school officials about her daughter’s whereabouts. “That is when the mother learnt that her child had not attended school that day, and she then reported the matter to the Newark SAPS,” said Ngubane. He said police began searching the area for the missing child on Tuesday evening until her body was found on Friday. “The mother of the deceased was at the police station with a recent photo of her child when she received a phone call informing her that her daughter’s body had been found,” said Ngubane. He said police suspect the child was raped because a used condom was found near her body and that her school tie was used to strangle her to death. KZN SAPS spokesperson, Major Shooz Magudulela said a 41-yearold suspect was arrested on Sunday. “He is expected to appear today [Tuesday] in the KwaDukuza Magistrates Court,” said Magudulela.

More than 1 000 houses WEEKLY to be built in Etete 1 June 2016

MAKHOSANDILE ZULU KWADUKUZA Mayor Ricardo Mthembu officiated at the start of the Etete Housing Project last Monday. “We view this as a giant leap forward in the stream of human settlements for the advancement of the lives of our people. Holding true to our commitment, a month ago I met with the community of Etete and promised to deliver this project according to the determination of council. “The 23rd of May shall remain an historic day, not only to us but for the beneficiaries, who are the people of this community. This determination is also part of our planning process aimed at ensuring that projects are delivered according to council wishes in the best interest of our people,”said Mthembu. The project will be completed within two years. The community has welcomed the move and is looking forward to working with all the parties involved.

One thousand, four hundred and eight housing units, which will accommodate about 6000 people, will be built.

The contractor is already on site and the community was urged to exercise tolerance and restraint so that the project is a success.

WO prisoners escaped from KwaDukuza SAPS custody on Sunday afternoon injuring a police officer during their escape. KZN SAPS spokesperson, Major Shooz Magudulela said cases of escaping from lawful custody and malicious damage to property are being investigated by the KwaDukuza SAPS. The two escapees - Snowy Maharaj (28) and Xolani Ngubane (25) – who were detained for robbery and theft – escaped through the roof of a storeroom after attacking a police officer, who was locking up after giving the prisoners food.

“It is alleged that yesterday at approximately 5pm, the prisoners attacked and overpowered a police officer in the cells while he was trying to lock up after feeding them,” said Magudulela. He said the officer sustained bruises on the left arm. Police have described the suspects as dangerous and are urging anyone with information to come forward. “No arrests have been made. “Police are making an urgent appeal to anyone that can assist with any information regarding their whereabouts to contact KwaDukuza SAPS on 032 551 8229 or Crime Stop on 08600 10111,” said Magudulela.

KDM billion­rand budget approved

“On the home front, the political landscape has its own challenges which have the potential to threaten stability in our communities. The recent protests have involved communities demanding houses and also raising issues related to the nominations of councillors, a matter that has nothing to do with the Municipality”, said Mthembu. The Democratic Alliance (DA) raised several concerns including the increase of employee costs from R294 million in the previous year to R323 million, an unadjusted amount for debt impairment which remains at R35 million; the budget not keeping line to cost containment measures according to circular 82 of the Municipal Financial Management Act, among other concerns. HE KwaDukuza Council approved the 2016/17 budget at its last full council sitting for the current term of office last Thursday, 26 May. An amount of R1,6 billion was approved, the biggest budget to be adopted by council, according to the municipality’s communications officer Sphelelo Ngobese. “A total R1,3 billion has been apportioned for operational expenses and a balance of R300 million towards capital expenditure,” he said. He said it is in the best interest of council to approve a budget he described as being people-centred and that will help advance the delivery of services. Tabling his budget presentation at the council chambers, KwaDukuza Mayor Ricardo Mthembu thanked

members of council for their contributions over the years. He said KwaDukuza Municipality remains a victim of its own successes when it comes to protests over human settlements or housing needs. “In the current term, since 2011, council has addressed a number of issues relating to human settlements projects. The projects which we see in our areas bear testimony to this. Council has engaged communities on various occasions to inform them about the progress and challenges we face with regard to service delivery related projects, yet when people engage in protests it is as though they are not informed. In the process those who have their own political agendas use the concerns of the citizens for their own political gains,” said Mthembu He said the country is faced with serious economic and political challenges, adding that international and na-

tional trends do not present a bright picture about the future. “Global growth was estimated at 3.1% in 2015 with a projected growth of 3.4% in 2016 and 3.6% in 2017. The picture is not good for emerging economies such as ours as the world faces lower commodity prices and strains in some large emerging market economies which will continue to impact negatively on growth prospects in 2016-2017. As a result of this slower economic performance the domestic economy is under severe pressure,” said Mthembu. He said due to such economic challenges the KZN Provincial Treasury issued Circular PT (10) of 2016/2017 relating to cost containment measures came into effect on 1 April 2016. Mthembu said council will have to revise its own cost containment measures to be in line with the ones issued by the province.

Speaking about the R650 000 spent by the municipality for the Africa Day celebrations held last Wednesday, Sing said: “We must be frugal and not frivolous with ratepayers’ money and I believe that kind of money could have well been spent on clean-up operations in our town and wards.”

Police contain protesters at Sadtu Park MAKHOSANDILE ZULU A GROUP of residents from different wards throughout KwaDukuza gathered at Sadtu Park on Monday with the intention of march­ ing to the ANC regional offices to lay a com­ plaint about candidate lists in certain bran­ ches in the region. Police and other law enforcement were present and monitored the situation, man­ aging to contain the protesters at the park until they were addressed by two ANC offi­ cials reportedly deployed to the scene by the regional leadership. The group made several claims and alle­ gations against the ruling party and its re­ gional leadership, with their main gripe being that processes were not followed when can­ didate lists were drawn up in certain bran­ ches. The group constituted individuals who said they represent Nkobongo, Melville and Shakaville. This follows protests that rocked Kwa­ Dukuza over the past few weeks with resi­ dents from different areas raising similar complaints. The group gathered at Sadtu Park on Monday threatened not to vote during local government elections on 3 August 2016 should their complaints not be resolved to their satisfaction. ANC Greater KwaDukuza regional spokesperson Lucky Makhathini said party processes would be followed with regards to receiving and dealing with complaints.

He said the call for the regional chairper­ son, who is also the mayor of KwaDukuza, Ri­ cardo Mthembu, to step down is one that is made by the disgruntled group as part of tar­ geting political leaders throughout the re­ gion. Makhathini said the group that gathered on Monday “failed to mobilise significant numbers because the community has been made aware that certain individuals use money to fuel such protests for personal in­ terests”. He said only Ward 11 had issues which had not been resolved accordingly, however, he said the party’s leadership in the upper eche­ lons would send a delegation that would meet with regional leadership structures to offer a resolution which would further be communicated with the affected communi­ ty. Makhathini said a candidate list would be finalised on Tuesday and regional leadership does anticipate that some would not be sat­

isfied and some would. The last day for submitting names of can­ didates to contest elections at the Independ­ ent Electoral Commission is Thursday, 2 June. It is believed that the KwaDukuza Munici­ pality erected a fence around its premises after having received threats that protesters would cause instability at the offices during working hours on Monday. A different group of protesters gathered out­ side the municipal offices on Tuesday. This group said they are opposed to violent pro­ tests that result in the burning down of public buildings and that police should deal with those guilty of this, adding that the fence should be removed immediately. This group said it is opposed to people who mobilise res­ idents to protest for the sake of furthering personal interests. Some among this group carried placards with the words “Down with Ricaphobia”, possibly a reference speaking out against the call for regional chairperson, Ricardo Mthembu, to step down.

JYOTHI LALDAS THE KwaDukuza Medico-Legal Mortuary held its 10th birthday celebration recently. Forensic pathology services has been under the Department of Health since 2006, with 2016 marking a decade of

rendering service. Speaking at the event, forensic facility manager Mr C.K. Mdletshe said: “It has been a long journey for us as KwaDukuza Medico-Legal Mortuary. “It is therefore my pleasure to celebrate with KwaDukuza forensic staff members and to

acknowledge the hard work and dedication of those who began this journey in 2006. “I wish to extend a big thank you to the staff, keep up the good work and continue to serve the community of iLembe District.”

HE generosity of the KwaDukuza community and well-wishers of the Child Welfare SA: KwaDukuza saw the society raise R225 500 in pledges at the annual winter fair launch last Wednesday. The usually extravagant launch was scaled down this year in an effort to cut costs and make sure as much of their available funds go towards the smooth functioning of the society. Billionaire businessman and longtime Child Welfare SA: KwaDukuza benefactor, Vivian Reddy contributed largely to the pledges of the evening, increasing his donation from R100 000 last year to R150 000 this year. Reddy said he had to take into consideration the rate of inflation, which led him to believe the donation should be significantly increased this year. “We support the society here in KwaDukuza because we know the money we give them is going to good use. “We know that they do their work diligently and the children who need the assistance are getting it. “As businesspeople we cannot live on an island surrounded by poverty and child abuse and just sit back and watch, we have to get involved in making a change. This is just one of our many efforts.” Society president Sandeep Oudhram thanked those who work tirelessly to make the

Commercial Growers with the development of their farms to maximum potential. Commercial Grower financial needs and completing and motivating loan finance applications to Management & Finance Committee.  Ensure all procedures governing the lending of monies to growers for planting & ratoon management are strictly observed and is backed up by adequate farm / field inspections.  Promote good husbandry, agronomic practices and use of correct varieties amongst growers, in order to maximize farm production potential and enhance vertical and horizontal cane growth.  Maintain on-going liaison with Industry structures e.g. Sasri, Sasa, Canegrowers, Gledhow Farmers’ Association to ensure that sound technical knowledge is passed on to supplying Commercial growers.  Establish close communication links with supplying growers and ensure that sound and harmonious working relationships are established and maintained.  Monitoring the quality of cane being received and actively working with growers to improve same.  Manage the filter cake disposal operations and ensure that growers requiring filter cake are supplied same timeously.  Manage the cane delivery, vehicle scheduling and weighbridge operations during periods when the Cane Supply Officer (Operations) is away, and to work on a standby basis every alternate week during the cane crushing season.  Identifying
