Mock budget set for iLembe JYOTHI LALDAS

MOCK budget will be used as a monitoring tool to ensure that the iLembe District’s budget remains credible under the cash flow constraints the municipality is currently experiencing. This was revealed to council for noting at a special meeting last week. After council tabled and approved the annual budget for 2016/2017, the Provincial Treasury Office assessed iLembe’s annual budget for credibility and funding and requested a meeting with the municipality to discuss a way forward. The preparation of a mock budget is one of the resolutions taken during a meeting with the Treasury office. Mayor of iLembe District Municipality Sduduzo Gumede, the chairperson of the Finance Portfolio Committee councillor Sandeep Oudhram, the municipal manager Nonhlanhla Gamede and management were all part of the important meeting. “This mock budget will assist us in formulating the adjustment budget which will be tabled in February next year as per the requirements of the Municipal Finances Management Act,” said the mayor.

The district municipality is currently fully implementing austerity measures – which is also another resolution of the meeting with province, he added. “We indicated to Treasury that as part of ensuring that cash flow challenges do not persist we will fully implement the measures. This will not be impossible for us, as we have already started partly implementing austerity measures,” said Gumede. The council of iLembe has also adopted the policy on austerity measures. Some of the notable measures the municipality has implemented include paying Project Management Unit employee related costs out of the Municipal Infrastructure Grant (MIG) instead of the operational budget. “We have reviewed contracts with external service providers and lessened dependency on service providers by making use of internal resources. The cost saving based on the project management unit business plan is R4.97 million based on the 2015/2016 financial year and the budgeted cost saving for 2016/17 financial year is R9.3 million,” said Gumede. The mayor said, however, that the effects of the austerity measures will take some time to bear fruit, stating

that decent savings had been made to date on printing costs alone. “We have consolidated and improved on our printing including contracting a single service provider for the supply and maintenance of printing, copying and faxing equipment at a monthly fixed cost of R133 501.40 compared to a monthly averaged cost of R332 469.91 that was previously spent. This is a saving of R2.4 million a year.” Another cost cutting measure used to save council money is the distribution of meeting agendas for councillors and officials via an electronic system. “Previously agendas were often distributed to councillors during weekends which meant that a driver assigned with this task claimed overtime. Distribution of agendas electronically means less printing and a reduction on the purchase of printing paper,” said the mayor. “The municipality continues with its vigorous efforts in exploring further cost cutting measures focusing on transport costs, overtime and travel claims. “We have initiated a financial turnaround strategy and developed a comprehensive financial recovery plan in support of the strategy which will fo-

S Grade 12 pupils wrote their final examinations last Friday, a local non-profit organisation, Izwi Lothando Home and Communitybased Services, sought to steer this year’s matriculants away from the norm of tearing up their school uniforms or using permanent markers to write farewell messages on them as a way of celebrating their final exams. The organisation approached Tshelenkosi High School pupils and urged them to donate their school uniforms after they had written their final examination rather than adhering to the popular practice of tearing it up or

writing farewell messages on it. “We want to promote a culture of giving and the spirit of Ubuntu among school pupils. There are many school pupils who are in lower grades who need these uniforms. As an organisation, we also wish to promote a different way of celebrating their final exams rather the norm of partying,” the organisation's founder Phila Zulu said. up in a predicament as they cannot afford the uniform of their new school. “This act of kindness makes those pupils who cannot afford the new uniforms feel welcomed in the new school and this is important for their self-esteem that is why we are so proud of our pupils for doing this,” Mpanza. She said 89 matric pupils had pledged to donate their school uniforms and that she hopes next year more pupils will pledge to do the same. She said some of the recipients had pledged to pay it forward once they reach their final year of schooling. A mother of one the recipients, Makhosi Mweli, whose son will be in Grade 8 in the school in 2017, said she is very grateful for the donation as she was worried about what she would do to ensure that her son, Nhlakanipho, has the uniform. “God bless all the pupils who donated their uniforms. Education is very important that is why I am grateful for this because now my son can continue with his schooling,” Mweli said. The Lindelani based mother of three who depends on a social grant said she urged her own son to take good care of the uniform so that he too could hand it over to someone who needs it.

Child Welfare SA: KwaDukuza talks 16 Days of Activism JYOTHI LALDAS IMAGINE if, for 16 days, there was no rape and no child abuse. The 16 Days of Activism for No violence against Women and Children cam paign challenges South Africans to declare a truce on violence against women and children and ultimately make it a permanent one. This campaign runs from 25 November to 10 December. The theme is Count me in: Together moving a nonviolent South Africa forward. While the campaign runs for only 16 days each year, its objectives are reinforced by a yearlong programme and a national plan combat abuse. South Africa is still home to high levels of violence against its women and children, despite a worldrenowned Constitution and a legislative overhaul that safeguards women’s and children’s rights. The government, business, civil society organisations, faith based organisations and the media are all participating in the drive to increase awareness of the negative impact of violence and abuse on women and children. The campaign also aims to: * Challenge the perpetrators of violence to change their behav iour. * Involve men in helping to eradicate violence. * Provide survivors with information on services and organisations that can help lessen the impact of violence in their lives. To commemorate 16 Days of Activism Child Welfare SA: KwaDuku za will embark on the following programmes to educate the commu

nity to prevent violence against women and children. As part of the society’s programme to commemorate 16 Days of No Violence Against Women and Children, a workshop was held on the different acts for all social workers. The workshop was conducted by Advocate Ronita Lutchman from the KwaDukuza Department of Justice the workshop focused on the Sexual Offence Act, Older Person’s Act the Children’s Act and the Child Justice Act. Social workers were equipped with knowledge on these acts to enable them to render more effective services to the community. The society commenced with activities to commemorate 16 Days of Activism Against Child and Women Abuse last week with a child abuse prevention programme at a local school for both children and parents. A team of five social workers headed by social worker Mr N. Bhen gu, conducted the programme. The aim of the programme was to educate parents and pupils on child abuse and the resources available in the community to deal with victims of child abuse and neglect. The parenting programme was aimed at equipping parents with the necessary skills to care adequately for children. Films on child abuse and domestic violence During 16 Days of Activism, movies on child abuse and domestic violence will be shown to clients at the office to educate them on child abuse and domestic violence prevention. Awareness programmes on child abuse and domestic violence Awareness programmes will be held in areas with high incidence of child abuse and domestic violence. Pamphlets outlining details on child abuse, do mestic violence and the services rendered by the socie ty will be distributed in the community. Ward councillors, community workers and volun teers will be approached to assist. HE swift reaction of police units along with a security company led to the arrest of six suspects who were allegedly in possession of a stolen vehicle. This is according to KwaZulu-Natal SAPS spokesperson Lieutenant Colonel Thulani Zwane. He said the suspects were arrested near the Blythedale off-ramp and they are expected to appear in the KwaDukuza Magistrate’s Court soon facing charges of being in possession of property suspected to be stolen. “On 24 November 2016, the Durban K9 Unit and Durban Flying Squad received information about a Toyota double cab bakkie which was stolen in the Berea area, Durban. The said vehicle was spotted and the members gave chase towards the North Coast on the N2 freeway. Back-up was called and KwaDukuza Task Team and a security company joined the chase and the vehicle was intercepted near the Blythedale off-ramp, KwaDukuza. Six suspects, aged between 30 and 35, were arrested and the vehicle was also recovered,” Zwane said.

He said it is believed that the owner parked his vehicle in the Berea area, but he returned to where he had parked his car he noticed that his vehicle was not there. Zwane said the description of the stolen vehicle was cir-

culated and police began tracing it and that the victim was also assisting during the chase. KwaZulu-Natal acting provincial commissioner, Major General Bheki Langa praised the members for their

swift reaction that led to the arrest of the suspects. “The arrested suspects will be profiled to establish if they are not wanted for any other crimes in the province. The vehicle was recovered a few hours after it was stolen which shows the commitment by the team while performing their duties,” he said.

In a separate incident, a 44-yearold man was arrested last Tuesday in Hlomendlini, New Ark, for being in possession of an illegal firearm. “A case of possession of an unlicensed firearm is being investigated by Newark SAPS. The members acted on intelligence-driven information where a 44-year-old man was found in possession of a 9mm pistol with a live round of ammunition while at his house in Hlomendlini area. He appeared in court last Wednesday,” Zwane said. Newark SAPS spokesperson, Malusi Ngubane said the suspect is in custody as the case has been remanded for next month.

ESEARCH suggests more than 11 500 000 stokvel members in South Africa have an estimated R49 billion in savings. While traditionally stokvels – typically informal savings vehicles consisting of members’ pooled contributions – have been used for short-term savings such as groceries or school fees, evidence suggests that many stokvels are now becoming more formal, upmarket saving schemes. “There are two things driving this trend: people who can’t afford monthly investment minimums, yet want to earn long-term return on their savings, are doing so through a stokvel that invests. Secondly, stokvels who have saved up a considerable lump sum decide to invest as a group in order to earn higher returns,” explains Thandi Ngwane, head of strategic markets at Allan Gray. She says bank accounts are suitable for stokvels with short-term objectives. But once the objectives take a longerterm focus - between three and five years - stokvels should consider looking for alternatives.

“If a stokvel wants to achieve real growth that beats the eroding effect of inflation, the cash that a stokvel puts away each month must grow by at least the inflation rate. For example, if your bank offers you an interest rate of 5%, this may sound attractive. But, if inflation is higher than 5%, your money will be losing value,” says Ngwane. She says a unit trust is a great option for stokvels that have a long-term savings objective, as the investment management decisions are left to qualified professionals. “Unit trusts offer an affordable way to invest in a wide variety of investments. You would need a large amount of money to buy the same range of investments yourself. The investment manager decides which companies, stocks or shares to invest in and the unit trust’s returns are based on these underlying investments. There are different types of unit trusts, depending on how long you want to invest, and how much money you want to earn.” Ngwane’s five key reasons to consider unit trusts: Access to experts You don’t have to make all the investment decisions on your own. Skilled investment managers will make investment decisions on your behalf. Your investment is safe If you have money invested in a unit trust you are invested in a protected fund and not in the financial institution itself, so if anything goes wrong with the investment management company your money is safe from the company’s creditors. Better longterm returns than having all the money in cash Unit trusts have the ability to invest your money in different underlying investments, meaning that if one investment isn’t doing well you have the potential to earn return from another. Plain old corruption relationship with President Jacob Zuma and members of his Cabinet, the State of Capture report by former public protector Thuli Madonsela presented an overview of how the integrity of the state is being compromised. The report shows that Co-operative Governance Minister Des van Rooyen visited Saxonwold, where the Gupta compound is located, seven times prior to his appointment as Finance minister last December. Van Rooyen, who tried to block the release of the report, has not provided an explanation of what he was doing there, including on the day before Zuma fired the former Finance minister, Nhlanhla Nene, and appointed him. It would appear that there was quite a lot of activity during Van Rooyen’s four-day stint as Finance minister. The Sunday Times reported that his advisers allegedly leaked a confidential government document to associates of the Guptas during that period. The public protector’s report showed that Mineral Resources Minister Mosebenzi Zwane was involved in business negotiations on behalf of the Guptas. It confirmed that Zwane trav-

When Madonsela asked Zuma about the Guptas’ alleged offer to promote Deputy Finance Minister Mcebisi Jonas, his response was perplexing. “I mean when the Jonas thing came I did not know I will ever have to answer any questions, because it had nothing to do with me, because people meeting and talking about whatever they talk about and I would have thought the matters get to those people, deal with them and the matter is over, but if I have got to answer the question, I have to have given it a good thought, what does this mean?” Zuma said, according to the transcript. It is obvious, including from his performance in the National Assembly this week, that the president learnt nothing from the Nkandla fiasco and does not take seriously his constitutional obligation to be accountable. This farce has gone on long enough. We should stop seeing state capture as a blurry phenomenon. A GROUP of ardent Duguza Golf Club patrons have come together to orga nise a reunion of all the faithful mem bers of the Duguza Golf Club. The club was a hub of activity over a long period and many friendships and camaraderie was fostered during this period. Sadly, the club had to close its doors some 12 years ago, forcing the members to ply their trade in other areas. Falling into a maintenance rut can be expensive in some situa tions, really expensive by causing many common car problems. HE Links Naidoo Memorial League was well contested over two rounds with three clubs chasing the title. The games were played on a 11 points system with three teams challenging one another. The Sundowner team - Paddy Padayachee, Len Naidoo, Darrel Shanmugum, Neeran Somnath, Terrence Pillay and Terrence Subban - kept their tempo high and beat Neelans Auto with a 6-5 victory. Neelans Auto started the game like a house on fire winning the two team games 2-0. In the doubles game Sundowner team Darrel and Neeran won the first set but Neelan's Auto stepped to the lead winning the next two sets to make the score 4-1. With six singles game to play, the Sundowner team won five games and shocked the Neelan's Auto team with a close 6-5 victory. In the other game between Kwafel Darts Club and Neelan's Auto, the Neelan's team out played the Kwafel team winning the two team games 2-0. In the doubles game Justin Naidoo and Navern Coopsamy out played Vinesh and Jerry in the first set. T’S that time of year again! The festive season is here and we are all finishing off projects at work, school is almost out and everybody wants to take a well-deserved break. Shopping malls are decorated for Christmas and BIG shopping lies ahead. Keep in mind that criminals love Christmas as much as we do, except they do not use their credit cards or cash. Read through the following safety tips for festive season shopping and make sure that you stay alert. You do not want all your Christmas shopping stolen before you even get home. Safety Tips for Festive Season Shopping #1: Shopping Mall Parking Most shopping mall parking lots have security guards and car guards, but there are a few things that you still have to be aware of when you park your car to spend the rest of the day shopping to your heart’s content. Damage to your car by other shoppers can result in the following: Shopping trolleys: Small dents and scratch marks can damage the paintwork of your car when negligent shoppers do not steer their trolleys properly.
