A number of reasons to celebrate MANY people either look forward to the festive pe­ riod and begin their countdown to Christmas in Oc­ tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. Rolene Strauss was crowned Miss World at the weekend and now features in a long list of remarka­ ble women who continue to make a difference to the countries they live in and the world. South Africans also took time through out the year to remember Nelson Mandela and do their bit to fulfill his legacy. It’s been a year since his death and many ques­ tioned the stability and patriotism of South Afri­ cans. The good news is, it seems as if communities are now more united than ever. Many believe his spirit still lives on calling it a sprinkling of ‘Madiba magic’. Clearly South Africans will continue to make great strides despite the negative news that some­ times comes to the fore. The Fever would like to wish all our fantastic cli­ ents and readers a wonderfully happy festive sea­ son and here’s to welcoming 2015 in style.

Dear Readers, TODAY marks the end of another year for the Hillcrest Fever, and as the festivities kick off for this season, let us reflect on moments that touched our lives and the community this past year. 2014 has been marked by persistent challenges in our economy with price inflations (food, electricity, fuel, etc.). We had weather catastrophes and crime

continues to destroy some of our communities. However, the one thing that continues to stand undefeated is the spirit of the Upper Highway community. Through the difficult times, our readers have once again proven that we are, without a doubt, among the most resilient and strong-willed. We have weathered all the storms that came our way and have demonstrated that we can be a community to be proud of - from our disabled horse rider achieving his goals to a local woman beating breast cancer and becoming an inspiration to others - our community stands together proud! We are confident that 2015 will be better than ever. We, at The Hillcrest Fever, have faced our

own challenges this year, but as we enter 2015 we renew our pledge to you to do our very best to continue to be the most accurate, fair and balanced source of news, opinion, features, sports and entertainment in the Upper Highway Area. We will continue to be open and honest with our readers and we assure you that the new year will be one never to be forgotten. ORMER KwaDukuza Municipality mayor Sduduzo Gumede is the iLembe District mayoral candidate for the 2016 municipal elections. Gumede made it to the final list of mayoral candidates that was announced by the African National Congress (ANC) during the weekend following a special National Executive Committee (NEC) meeting convened to select candidates. The ANC Greater KwaDukuza Regional spokesperson Lucky Makhathini said Gumede was chosen out of three names submitted by the region to the party’s PEC. The other two candidates were Makhathini and current iLembe deputy mayor Dolly Shandu. He said a number of factors were considered before a candidate was announced including experience in local governance and seniority. “Gumede has been a mayor, councillor and member of exco which makes him well versed on local governance.”

Gumede will take over from current iLembe District mayor Welcome Mdabe who has been at the helm of the district municipality for two terms – eight years – should the ruling party retain the district municipality. Outgoing iLembe mayor, Mdabe said he is grateful for the opportunity the ANC afforded him to serve the people of iLembe District on behalf of the organisation. He said legally one cannot serve for more than two terms. “One is deployed for a particular period and I have served for two terms, which have come to an end. I wrote to the ANC thanking the organisation for the opportunity. I did what I was able to do according to my capabilities.” On the ANC’s website it says individuals with criminal convictions or pending cases were not considered.

Driver caught speeding near Ballito MAKHOSANDILE ZULU A 27­year­old suspect was arrested for exceeding the speed limit on the N2 near Ballito last Tuesday, 14 June. The motorist was nabbed reportedly doing 202km per hour in a 120km per hour zone. He was detained at Umhlali SAPS and later appeared in court for a bail application. The Weekly could not confirm whether the motor­ ist was driving under the influence of alcohol and whether there were any other passengers in the vehi­ cle. KZN MEC for Transport, Community Safety and Li­ aison Mxolisi Kaunda commended the provincial traf­ fic officials who made the arrest. Kaunda urged all motorists using provincial roads to comply with the law and refrain from speeding. “Lawbreakers will not be tolerated. This arrest must be a lesson to all motorists who we are getting tough on offenders. As the government we cannot win the fight against the scourge of road fatalities alone, therefore, we urge road users to work with us by doing the right thing, which is obeying the law,” he said. Kaunda said an increased number of traffic officers were on the roads throughout the province during the long weekend to ensuring motorists adhered to road rules.

He said locals will get first preference when it comes to employment with outsourcing only being necessary when the needed skills cannot be offered by residents. He said women and youth should benefit from the project, advising the latter group, especially those with a minimal education, to ensure that they upskill themselves during the course of the construction. Mthembu made it clear to community members in attendance that the project is part of the municipality’s development and service delivery plan and has nothing to do with matters related to politics. T was a great relief that our sovereign credit ratings were not downgraded to junk status. After a period of political and economic turbulence, South Africa was viewed as a risky destination for foreign investors. The government, business and labour worked together to reassure the three international ratings agencies, Moody’s, S&P Global and Fitch, that South Africa has turned the corner and will focus on economic growth and fiscal targets. Now that we have jumped the hurdle, there is a danger that it will be business as usual until the ratings agencies look our way again in December. Finance Minister Pravin Gordhan says there should be greater cohesion in our society around building the economy and more positive narratives to talk our economy up. Scams, spams and other things VALENE GOVENDER I HAVE won the lottery in unknown countries, received inheritances from distant relatives in the UK and have won tons of SMS competitions I have never entered. I am officially a “scam and spam” billionaire. I receive at least one SMS a month informing me that I have won R250 000 in a washing powder draw. I have at least five emails from “relatives” in the UK asking me for banking details as I have inherited one million pounds, and I have also won lotteries in countries I have never heard of. Most of these emails and SMSes come with a link. When you click on the link it takes you to a foreign website and your information is being downloaded by scammers. People have lost airtime and money from their bank accounts believing these messages to be true. It surprises me that people think they can win competitions they never entered. I am also surprised that people think they can become rich overnight. I recently read a story about a woman who trusted a “spiritual healer” with R50 000. She was told to put the money in a suitcase and bury it somewhere and to her surprise (really?) the money was stolen the next morning. The man, being the magician that he is, disappeared and could not be reached. She opened a case at the police station, but I would hate to be the investigating officer on a case like this. In my quest to understand the

Maverick last week, Gordhan said there is a need for greater co-operation from all sectors of society, and even between the government and the opposition, to turn around the negative trend. “Confidence plays a big part in whether we get investments going and business activity going in our country,” Gordhan said. “Confidence is also about building trust and building understanding, and having a shared idea of where we want to take this country.” I was thinking about this while travelling by train between Bonn and Berlin in Germany this week. Instead of enjoying the idyllic countryside whooshing by, I was fascinated by the fast and efficient rail system that allows people to travel around the country cheaply and comfortably, and without much effort. In the cities, there are so many transport options to get around, including cycling. I kept thinking how difficult life is in South Africa, with just the com-

thinking behind making a decision to trust an unbelievable mission, I ask the following questions … Firstly, if you have R50 000 lying around, why not talk to a legitimate source about investments? Why would you give it to a “suitcase man” and bury your hard-earned cash? Secondly, if that man could turn R50 000 into R100 000, why is he not the richest man on Earth by now? Thirdly, is desperation to make a quick buck shadowing common sense? Another scheme-making headlines this year is a “money sharing” one where residents “lend” money to each other while earning ridiculous interest rates on the initial sum pledged. There is one scam (the name escapes me, but a case was reported) where you pledge R1 000 and the next day you receive R1 500. I do not understand how this works, but this should be screaming “scam”the minute you read about the returns. To be honest, when investigating one of these schemes I signed up and wanted to see why people are so naive. During this time I chatted to a woman who was making so much money from one of these schemes that she quit her job and was earning R15 000 a month while being a stayat-home mom. The prospect of becoming rich overnight scared me to the point that I left that scheme as I am not sure what I would do with all that money. Also I work way too hard to be taking a chance with my salary. I do understand that poverty and desperation plays a big role in people making foolish decisions, but surely if you have spare money there are other things you can do with it. ing the economy, so that jobs are created and the cycle of poverty is reversed. Instead, alliance tensions, ANC factional interests and the lack of political will inhibited the implementation of numerous policies and plans developed over the years. The ANC missed its window to implement its development plans aggressively and unchallenged, and must now compete with growing opposition influence and an increasingly disillusioned society. There really should not be conflicts over certain issues — education, health care, transportation and water and electricity management. Other issues are more complex, such as land and mining, but if we do not get the basics right, what chance do we have of tackling the others? With resources going to waste through inefficiency, poor management and corruption, it is difficult just to keep the wheels turning. The situation is made even worse when there are factional battles at play and the government system is used to serve certain groups’ interests rather than the citizenry. Our country clearly needs strong

iLembe fails its residents once more THE iLembe District Municipality informed the ACDP recently of their decision to increase the water tariff by 10%. This is way above inflation which stands at 6%. The ACDP finds this increase appalling. Residents are sure to be up in arms with the decision taken by iLembe. Recently the ACDP, together with many residents, made written appeals to iLembe District Municipality requesting that they keep the water increase on the same level as inflation. However at a meeting for the adoption of the final budget for 2016/17 financial year, the municipality re-

solved to increase the tariff by 10%. This municipality has once again failed the residents, as it has done with its substandard water services in recent years. The municipality didn’t even have the decency to explain the reasons behind their decision. This is unacceptable. They have become notorious for poor service delivery and no accountability when it comes to water. Everybody recalls that we never had such putrid water services prior to iLembe taking over. The ACDP believes that the municipality failed to take into consideration the low growth of the economy cur-

rently as well as the above-inflation electricity tariff increase of 9.4% imposed by Nersa, besides the numerous other electricity increases over the years. Understandably, Nersa increases countered and curbed Eskom’s serious energy crisis on a national scale. The same cannot be said for iLembe District Municipality who we believe are merely exploiting cashstrapped residents to pay for their inefficiency. THE leader of the Minority Front, Mrs Shameen Thakur Rajbansi, has pledged an amount of R15 000 to the CONCERNED CITIZENS GROUP (CCG), towards legal fees who intend challenging the KwaDukuza Municipality legally in disposing the golf course, recreation grounds and all associated sporting facilities to Double Ring Trading. The leader of the Minority Front has displayed an act of faith, belief and trust in MF Councillor, Mr Bikrum Bharat Sing who has objected to the sale of these municipal assets at the relevant council meeting. The objection was substantiated by the following: 1. In the item presented before council it was stated that initially the golf course was to be sold, however due to the presence of Protected Wetland the area could not be fully developed and the recreation ground, country club grounds and associated sporting facilities were now included. Councillor Sing believes that this was a deviation from the original ten-

der thus making the process unprocedural. 2. The recreation grounds and all associated sporting facilities are a regional sporting facility. It is incumbent and a legislative requirement to the municipality for the provision of such facilities. 3. In disposing the existing facilities the municipality has made no alternate provision in building a new regional sporting facility. However Double Ring Trading, who were the successful bidders, have promised to upgrade various existing ward facilities. With this regard I would like to emphasise that ward facilities are more specifically meant for the use of ward residents thus it cannot be a replacement for a regional sporting facility. 4. The land in question is being sold for a meagre R8 million. This is not the true value of the property. The true value of the property would be fully realised had the property been rezoned to the bidders intended usage before selling.

5. There has been insufficient public consultation which also is a legislative requirement. The Municipal Finance Management Act states that prior to disposal of any state property the municipality must ascertain whether the said property is required for present municipal use and in the future. Only if the property is not required the property may be disposed in accordance to Supply Chain Management Processes which requires amongst others that there be public consultation. The fact that the municipality intends relocating its offices to the recreation grounds is evidence that the property is required for future municipal use. The municipality has only consulted with the representatives of the various sporting codes, this is insufficient consultation as the representatives of these bodies do not represent the entire community. 6. Finally the MF has put its money where its mouth is by pledging the R15 000 and Sing places on record his sincere thanks to the leader of the Minority Front for her support. Refurbished multi­ purpose room unveiled

Pupils to learn about personal hygiene

TRANSNET in partnership with Ikusasa Le Africa Foundation (ILAF) chaired by the ANC’s treasurer general Dr Zweli Mkhize and the KwaDukuza Municipality launched the Transnet Boy-Girl child programme last Friday as part of celebrating Youth Month. Over 1000 pupils from 13 local schools located in impoverished or previously disadvantaged communities will benefit from this programme. The programme will offer the pupils – focusing mainly on the girl pupils – life skills education and training about personal hygiene. Executive Director at ILAF Bheki Zulu said the foundation is involved in agriculture, education and youth development with this programme falling under the latter sector. A senior portfolio manager at Transnet Shamona Kandia said the programme will enable pupils to

school. “I am ecstatic of the progress the school has made over the years. The improved building will help with teaching and learning from which both the school and community will benefit. “I have no doubt that all associated with the school and the community will be justly proud of this refurbished historic building since it was built during painful times at great personal sacrifice by the community,” he said. On behalf of the school and the community, Tulsee applauded Joosab for his vision, foresight, and the donation, calling it a social investment. “Your commitment to our school is laudable. There is no doubt in our minds that you have a social con-

OWER Tugela Primary School recently unveiled their refurbished multi-purpose room at a function attended by school staff and community members. School principal Hans Tulsee said: “For us at Lower Tugela Primary, the multi-purpose room holds a rich history and is of sentimental value as it was built by the community in 1954 at a tremendous sacrifice to provide education for their children during difficult times.” Speaking about the longest serving education community champion SV Naicker, deputy principal Saras Padayachee said: “Given Mr. Naicker’s understanding and insight into education, he took the initiative to visit our school to gain a hands-on understanding of the needs of the school, and the projects that we as a school had identified. “He was drawn to the project of restoring the three classroom building – multi-purpose room. He took the initiative to assist us in accessing funding. Consequently, he put in valuable personal time to facilitate the process of securing the funding. Hence, through his efforts Mr. Haroon Joosab of Jackson Motors, a former resident and expupil of the school, spontaneously and generously made a sponsorship of R63 000 on behalf of his brothers and the Joosab family for the refurbishment of the multi-purpose room.” Joosab has had close links with the school and fondly spoke of the various people in the community that had assisted selflessly in establishing the

Youth Day celebrated at Harry Pupils say Happy Father’s Day Bodasing Primary JYOTHI LALDAS PUPILS of Harry Bodasing Primary School last week acknowledged and thanked the youth of 1976 for their bravery in fighting the apartheid government. Pupils were enlightened on the true significance of June 16. They commemorated the role the youth played in the Soweto protests of 1976, many of whom were shot by the apartheid police while protesting against the sub-standard education in black schools in South Africa.

Teacher Shane Hanuman showed them a picture of the protest, and the famous picture of 13-year-old Hector Pieterson. “I also spoke to them about their method of protest being a peaceful one compared to the youth of today.” Pupils danced and sang the song “Freedom is coming tomorrow”. They then did a candle and shouted in the crowd “Mayibuye, iAfrika, iAfrika Mayibuye”. Finally, the entire school closed the programme with the national anthem.

Kandia said over 32 000 youth have benefitted from the programme since its inception in 2012. KwaDukuza Municipality deputy mayor Dolly Govender thanked Transnet and ILAF for assisting the government with helping communities, especially those in need. Speaking to the pupils attending the launch, ILAF chairperson Dr Zweli Mkhize said: “We are investing in your own knowledge. We are investing in your capacity to look after yourself.” He said the programme is intended to teach the pupils about self-love, love for fellow beings and patriotism and love for the continent at large. Pupils received a school bag and toiletries.

Tia Moonsamy is Stanger Manor’s star WEEKLY REPORTER

IA Moonsamy, a Grade 9 pupil at Stanger Manor Secondary School, will be jetting off to Switzerland on 7 July. Tia will be undertaking her grading examinations to Shodan – 1st Dan Black Belt. The aspiring black belt will be in training for the first week before the examination gets underway in Locarno, Switzerland. Mervin Gounden, principal of Stanger Manor Secondary, said it was indeed a pleasure to know and be associated with Tia. He went on to say that she has performed exceptionally well both in the classroom and the community. “Tia is always eager to learn and improve her performance and works hard to achieve her goals. “The school wishes her well in her examination.” She also has the potential and determination to succeed in all other spheres of life, Gounden stated. Best wishes were the order of the day as well wishers called and

bestowed messages of goodwill on the young lass who has become one of iLembe’s rising stars in the sporting fraternity. Her journey began when she was an anti-social preschooler. Her mom, Mogie enrolled her for karate to boost her self-confidence and change her perception of socialising. In January 2009, Tia enrolled with Sensei Sherwin Hooblall at the Stanger Dojo. Since then her journey to achieving her goals were mapped out in front of her. Tia astounded herself as she went through the process of selfdiscipline, self-control and respect through karate with the leadership of Sensei Hooblall. Karate and school became her main focal points, training hard to do her best and studying just as hard to achieve academic excellence. Tia was placed first in her grade at North Coast Primary from Grade 4 to 7 and was named the first female head prefect in 2015.

Having graded through the ranks and participating in just as many competitions Tia has learnt that to succeed in karate, a person must be prepared to make sacrifices along the journey as a karateka. Through the many injuries and even being knocked unconscious for more than 20 minutes, Tia was back on the mat training and preparing for the ultimate grading, the goal she had set when she began, the 1st black belt.

Her dad, Derek, has been her avid supporter together with her mom and two sisters. Tia has had the support of her loving family and friends. They together with the members of her dojo and the principal, staff and pupils of the Stanger Manor Secondary School join hands in wishing Tia of the Shotokan Kokusai Karatedo South Africa well as she prepares for her 1st Dan black belt examination.

It was also noted that equal opportunities are required in our rural areas where people struggled to get from one venue to another as there is no transport to get them to the local games. It is not going to happen in one day but it was noted for fu­ ture plans.” Nkululeko Khumalo, who is the director umpire in KZN, facilitated the workshop and was very informative. The main goal for the course was to in­ crease the number of umpires in the district and get updated knowledge that will assist them with their umpiring to perform better and participate at higher levels. “The approach was ideal for our umpires. The feedback received from participants was that the workshop was very useful and Nkul­ uleko’s approach served as motivation for continuing to umpire in the future,” said Khu­ malo.
