A number of reasons to celebrate MANY people either look forward to the festive pe riod and begin their countdown to Christmas in Oc tober, while others are left running for the hills to avoid the ‘silliness’ that comes with the season. As we get ready to wind down and take a breath er, we decided to reflect on some of the wonderful reasons to celebrate the year that was. Yes, we can talk about some of the lowlights as well (no pun on the word ‘lights’), but that would not be very festive at all. The team at the Fever has had a wonderful year and has shared some truly remarkable memories with you. We’ve had an actionpacked year from meeting wonderful individuals who are slowly changing their communities one step at a time to covering campaigns that shows a proactive community who are willing to fight for their beloved home towns. To those people who are continuously going the

extra mile to serve others, we would like to salute you and thank you for allowing us to share your sto ries. This year South Africans voted hoping for the best – many are now glued to the parliament ses sion coverage because you never know what to ex pect. In 2015 we will be joining the queues for the byelections and once again, hoping for positive change. We know we live in a beautiful city and another reason to be a proud Durbanite is Durban has been voted an official new Seven Wonder City of the world. The picturesque beaches, rolling hills and breathtaking skyline together with a host of won derful inhabitants, sets us apart from the rest of South Africa. After 40 years, the Miss World title is held by a South African.

Rolene Strauss was crowned Miss World at the weekend and now features in a long list of remarka ble women who continue to make a difference to the countries they live in and the world. South Africans also took time through out the year to remember Nelson Mandela and do their bit to fulfill his legacy. It’s been a year since his death and many ques tioned the stability and patriotism of South Afri cans. The good news is, it seems as if communities are now more united than ever. Many believe his spirit still lives on calling it a sprinkling of ‘Madiba magic’. Clearly South Africans will continue to make great strides despite the negative news that some times comes to the fore. The Fever would like to wish all our fantastic cli ents and readers a wonderfully happy festive sea son and here’s to welcoming 2015 in style.

HE iLembe District Municipality has been forced to reduce its fleet of hired water tankers from 41 to 20 due to increased financial constraints. This does not however, translate to there being any further water cuts or restrictions enforced in the district, as many rumors suggest. District mayor Welcome Mdabe announced this at a press briefing on Monday, 4 April. He said the tankers had cost the municipality R120 million since July 2014 to-date. Mdabe said R37 million of that amount had been contributed by the Department of Water and Sanitation with R20 million of that used for hiring tankers, and R3, 9 million for refurbishing water sources and infrastructure. He said the balance was used for drilling boreholes – which in certain areas further increased costs if the topography of the land required deeper drilling. CHILD Welfare SA: KwaDukuza initiated its inaugural fund raising Project L3 Live, Love, Learn on 18 March. The event created awareness on child abuse and child protection - a critical social issue in the community and the country. Welfare staff and management wore the Project L3 t-shirts on this day to commemorate the event. Wrist bands and badges depicting

the child protection theme were sold to the community as part of the fund raising venture. Community members who purchased the items wore them to show their support for victims of child abuse. Welfare senior social work manager Penny Dhaver said although Project L3 coincides with Human Rights Day, children must be protected every day. “Badges and wrist bands with the child protection theme will be sold

throughout the year. “Remember child abuse is everybody’s business!” She added, Project L3 was a resounding success with Child Welfare South Africa and Child Welfare societies in KwaZulu –Natal and business houses supporting this initiative. The project was given national status by the National Executive Director of Child Welfare South Africa. Project L3 will also be showcased at the Winter Fair from 1 to 3 July 2016

anonymous, said he usually purchases his stock from Dukuza Supermarket and had not paid any attention to the best before dates. He said when purchasing the products he had not been informed that they had passed the best before date. Kharodia admitted to removing the dates on the 500ml bottles and said they had passed the dates by an estimated 25 days. He claimed this was the first time he had sold a product which had passed its best before date and said there were several other cooldrinks still in stock. The Weekly confirmed this by visiting the shop and found a fridge full of

500ml cooldrinks which had no best before dates. An official with the health department, who asked to speak on anonymity, said the best before and expiry dates are guides and do not mean that the food is harmful to the consumer. He said these dates mean the products may begin to lose their quality but people can still consume them. This, however, is not applicable to all products, he said. The official said perishable foods deteriorate quickly while other products may take up to three months. Bottled and canned foods are some examples of products that have a longer The 500ml cooldrinks from Duku za Super market which had reached and passed their best before dates with shop owner Salim Khar odia looking on in the background.

to commemorate Child Protection Week. The community is urged to support Project L3 at the Winter Fair. shelf life, he said. Asked what recourse consumers can take in instances where products they purchased and consumed caused them ill-health, the official said it would have to be medically proven first before the customers can pursue legal action. He said it is not illegal to sell products that have passed their best before or sell by dates and that the shop owner can reduce the price to ensure that the product is sold quickly. However, the official stated that it is illegal for the shop owner to alter the best before dates because that constitutes misleading the customer. According to the official, inspectors from the health department do perform regular inspections to ensure that shops comply with prescribed standards. The official said instances where products are found to have reached or passed the best before date the manager is advised to either remove or sell the products within a time period where they are still safe to consume. However, the manager has to clearly indicate to customers that the product has reached its best before date and that the price reduction is the cause of that. He said the main issue is to educate managers on how to handle such matters. Kharodia later claimed that the cooldrinks that had passed their best before dates had been discarded. He said he had put up a sign notifying customers that the cooldrinks had passed their best before dates. Customers are urged to be on the look out for best before, or expiry, dates that have been tampered with.

SELECTIVE Laser Trabeculoplasty, or SLT, is a form of laser therapy that is used to lower intraocular pressure in glaucoma. It is used when eye drop medications are not lowering the eye pressure enough or are causing significant side effects. It may some times be used as initial treatment in glauco ma. SLT has been used for 12 years in the USA and around the world.

DR.L.NAIDOO MBChB, DTM&H, FC Ophth (SA)

Tongaat Eye centre has introduced the first SLT machine to Tongaat in the north coast. Who is a candidate for SLT? Patients who have openangle glauco ma, with high intraocular pressure (IOP). How does it work? Laser energy is applied to drain the tissue in the eye, which starts a chemical and bio logical change in the tissue that results in

better drainage through the drain and out the eye. This eventually results in lowering of IOP. Why is it called selective? The type of laser used has minimal heat energy absorption because it is only taken up by selected pigmented tissue in the eye. Sometimes it is referred to as a “cold laser”, because this procedure produces less scar tis sue and has minimal pain. Will you still need to use glaucoma medi cation? Some patients can be controlled with just the laser treatment. Others may require ad ditional IOP lowering therefore need to use glaucoma medication as well. Think of SLT as equivalent to one glauco ma medication, some patients may require laser plus one or more glaucoma medica tions. It is important to remember that SLT is not a cure for glaucoma, just as medication and surgery are not. Whatever method is used to treat glaucoma, appropriate follow up and testing with your ophthalmologist is critical. We have been offering the treatment to all of our glaucoma patients and the out comes have been very favourable. M

andeni mayor Siphesihle Zulu launched a multi - pronged plan of action last Thursday, 31 March, to address the material and "psychological" impact the recent violent protests in the Isithebe Industrial Area had on the local community. "The Mandeni municipal council has developed a programme of action in response to the Isithebe violent protest march, aimed at accelerating community engagement as stipulated in our Mandeni Public Participation Strategy and the Constitution of the Republic," said Zulu. The programme of action includes the Lower Tugela Bulk Water Supply launched last Tuesday, 22 March and a prayer meeting for peace and stability which was held at eMakhempini Sports Ground, in Isithebe, later on the same day. Zulu said, among other issues of importance, the municipality is tasked with ensuring that funds investors inject in Isithebe are secure. He said the labour disputes raised during the protests would be handled by trade unions. Zulu said it is also important that a cordial and lasting relationship between the community and business owners operating in the area be established. After the press briefing and launch of the programme and during its second phase – the prayer meeting - the Weekly spoke to several locals and business owners who were affected by the protests. Cornett Mathenjwa, who is employed as a security guard in the area, said he does not believe the issues involving labour brokers would be resolved anytime soon. His companion, Xolani Seme, who is also employed in Isithebe, said: “Labour brokers take almost half of what should be paid to the workers and that is too much. Government should do something about this and remove them [labour brokers].” While some factories are still not operational others have gone back to normal. Office manager at Premier Waste Recyclers Ashleigh Bugwandeen said the plant lost an estimate of R1 million in damages when two vehicles – bakkies, stock and a trailer were set alight. She said a week after the protests all the 70 employees were back at the plant and as of Monday, 21 March, operations had returned to normal. However, other locals are forced to wait without receiving any pay. Sihle Mchunu, Stanley Fakudze and Musawenkosi Nhleko are some of the estimated 2000 workers who are waiting for Distinctive Choice to resume operations following a section of the factory being set ablaze during the protests. Fakudze said, the weeks of no-work-no-pay have been difficult. He said during the start of the Easter long weekend workers did receive wages that were due to them before the protests commenced. “For now we are surviving on that, we managed to buy some food using last week’s pay but once that runs out I do not know how we will survive,” he said. He said most Distinctive Choice employees are turned down by other factories whenever they seek temporary positions once the potential employers learn that they worked for Distinctive Choice. Mchunu said what is worrying is that locals have spotted several trucks transporting material away from the Distinctive Choice plant meaning, he said, the material is being worked elsewhere. Distinctive Choice production manager Shadrack Shange said the clients are taking away material because they cannot afford to wait whilst the factory is non-operational. “We are all in the dark until the insurance company and head office tell us when the damage is going to be fixed,” he said. Speaking during the launch of the programme, mayor Zulu said although the social challenges in Isithebe cannot be said to have caused the protests, addressing the situation would require a holistic approach that factors in these challenges. “It is therefore paramount that as the government, civil society, business and the community when we attempt to restore order at Isithebe we bear in mind the triple challenges of poverty, unemployment and underdevelopment,” he said. The programme – spanning several weeks – will include an Integrated Development Programme meeting for ward 10; a peaceful march against abortion – which, Zulu said, would be attended by KZN MEC for Health Dr Sibongiseni Dhlomo and a social and economic development plan.

ANC regional chair urges people to register to vote MAKHOSANDILE ZULU THE Greater KwaDukuza ANC Region held a mini-rally at Isithebe, eMakhempini Sports Ground in Mandeni, on Sunday. The rally was attended by provincial and regional leaders including ANC provincial chairperson Sihle Zikalala and regional chairperson Ricardo Mthembu. Mthembu said the mini-rally was a

success as locals – young and old – came out by their numbers to show support for the organisation. He said the organisation was able to clearly send out its message to the masses that they should defend democracy by registering to vote and casting their votes come local elections. Secondly, he said, people were warned about individuals who sought to tarnish the image of the ANC and its

national President Jacob Zuma and that they should not allow a situation where such individuals confuse them and deter them from their support of the ANC. Mthembu said the attendees pledged their full support for the ANC. With regards to the progress on the process of nominating candidates, he said 70% of the branches had successfully completed their nominations and that they had received reports that

some processes had been disrupted. Mthembu said he believes, however, that the disruptions would not persist and whatever issues which may have caused these disruptions would be resolved. He said it is not easy to plan for avoiding such disruptions – in particular ones that become violent – adding that the organisation does not wish to involve the police in instances where meetings are interrupted but rather wished that members – and those attending meetings – could understand, respect and adhere to the organisation’s processes. He said in some cases the meetings are interrupted by people who are not part of the ANC. “We are the only party that introduces its candidates to the community and the community should appreciate that our organisation is transparent. People must not be violent when expressing their views but they must sincerely advise the organisation and share their views in a constructive manner,” said Mthembu. Mthembu urged people to refrain from fighting over nominations for candidacy and councillorship as doing so tarnishes the dignity of the ANC.

Lighting up blue for autism

JYOTHI LALDAS

N

ETCARE Alberlito Hospital, the King Shaka International Airport and Lifestyle Shopping Centre joined the Connect Special Needs and Au tism Forum of the Imbalito Hope College to light up blue to show support for World Autism Day 2016. This year marks the 7th annual “light it up

blue” autism awareness campaign where more than 3000 iconic buildings and land marks in over 50 countries on six conti nents turn their lights blue for world au tism awareness. The Connect Special Needs and Autism Forum has been at the forefront of raising awareness for autism over the past dec ade. “We need to do more so that parents and the society as a whole get to know

more about autism. We are very grateful to our community partners for their ongo ing support and getting the message out there,” said Nirasha Dhaniram, psycholo gist and director of Connect Special Needs. Lifestyle Centre manager Mark Pearse, Netcare Alberlito Hospital manager Sara Nayaga and ACSA representatives Colin Naidoo and Terence Delomoney said that the Connect Forum and Imbalito Hope

College are doing great work in raising awareness about autism and they fully supported the cause. It is important to note that one in 68 in the US and one in 88 in South Africa, at least 300 000, have autism. Autism is prevalent four to five times more in boys than in girls. The United Nations declared 2

April World Autism Day to highlight the need to help improve the quality of life with those with autism. For more information on special needs and autism treatments and education contact Nirasha Dhaniram on 032 5860200 or visit www.connectspecial needs. co.za or facebook Imbalito Hope College.

Medical malpractice rife INGRID OELLERMANN

A JUDGE has expressed concern about escalating medical malpractice law suits in KwaZulu-Natal, their impact on the public purse and potential to further compromise efficient provincial health services. Judge Daya Pillay said in a reserved judgment it was “no secret” that medical malpractice suits “now occupy the space on the court roll vacated by RAF (Road Accident Fund) claims”. RAF claims had been much abused, and a similar experience could be replicated in medical negligence suits, she warned. “When commercial interests become entrenched, change will be harder to implement”, as experience with RAF matters showed. She warned that failure to solve “institutional problems” and the drain on the health budget would further compromise the efficiency of health services in KZN. A recurring feature in medical malpractice cases that resulted in adjournments and “extraordinary waste of legal and expert costs at the expense of the public purse” was that medical and hospital records were unavailable. Pillay said the Health MEC should look at holding the custodians of these records (the health department’s employees) personally accountable for this, “if necessary on pain of discipline, criminal prosecution or both”. Pillay found that staff at Eshowe Hospital were negligent the night Nompumelelo Madida gave birth to her baby girl, Sbahle, on 29 January, 2009, and the MEC is liable to pay proven damages. The amount will be determined at a future hearing, but Madida’s initial claim was for R12 500 000. Sbahle was born with spastic quadriplegic cerebral palsy and will be totally dependent on others for all her needs for the rest of her life. Judge Pillay had refused to adjourn the trial at the request of the department, which claimed not to have complete medical records. Judge Pillay said it was not explained why the Legal Services Unit could not get records from the hospital. She had refused the

requested adjournment because the department’s employees were the custodians of the records. Under the National Health Act, the employees have a statutory duty to “preserve and protect” hospital and medical records, and failure to comply opened them up to possible criminal prosecution, a fine or imprisonment. In addition, the Health Professions Council has set out guidelines for the keeping of patient records, the judge said. Just days before this case, she had dealt with another involving a child who suffered brain damage, seizures and was mentally handicapped, allegedly due to medical negligence by state employees. In that matter the department secured an adjournment with an order to “pay huge wasted costs” because its officials claimed not to have medical reports, only to discover days before the trial that they in fact had the reports. The judge said a “quick survey” of claims enrolled against the Health MEC from August 2015 to February this year revealed that 58 matters were set down for pre-trial, trial and/ or applications to compel the department to produce documents. Of the 15 matters set down for trial, four were adjourned with the department paying costs, and in three of these the department agreed or was ordered to pay the whole, or a portion of the claim plus costs. Costs had been reserved, not ordered or were undecided in 35 of the cases. The judge said the claimants in 10 matters were born severely mentally and physically handicapped, and the claims ranged between R11 million and R20 million. In only one case was the action withdrawn and costs tendered in favour of the department. Judge Pillay said a “disturbingly large” number of matters were postponed, with the MEC having to pay costs. It had not been possible to assess the amount of costs awarded, but considering that on average claimants would consult three experts and two counsel, the costs were “huge”. She said medical malpractice cases were escalating rapidly, but warned that a “knee-jerk resolution response instead of a problem-solving approach” was unlikely to yield institutional reform. Instead, it was likely to increasingly compromise the delivery of efficient health services as the health budget was drained to meet malpractice claims and costs, the judge said. She said long-term sustainable solutions should be found. “Litigation resolves the dispute, but not the institutional problems.”

Jaguar's ultraexclusive Project 7 is in SA and it sounds incredible! I

sion for our cars. “F-TYPE Project 7 is a perfect example of one such product.” The Project 7’s distinctive roadster body pays homage to Jaguar’s classic race cars - the three-time Le Manswinning (1965, 1966 and 1967) Jaguar D-Type. Why the number 7? It’s in reference to Jaguar’s seven wins at the 24-hour race. Jaguar SA said: “We were able to secure five orders, giving a select number of customers an opportunity to own a piece of history. The limited-run cars are a true rarity in this era of mass produced cars.” The Project 7 uses the automaker’s familiar 5.0-litre supercharged V8 engine, producing 423kW (an increase of 19kW over the F-Type R Coupé) and 680Nm, the all-alumini-

um-bodied car weighs just 1585kg. 0-100km/h is dispatched in a rapid 3.9 seconds and top speed is limited to 300km/h. Power is sent to the rear wheels through Jaguar’s eight-speed Quickshift transmission and secondgeneration electronic active differential. Carbon ceramic matrix brakes, fitted as standard. Another standard feature is torque vectoring. Torque vectoring applies precise amounts of braking force to individual wheels to accurately sharpen the car’s line through a corner. It works with the electronic differential (which can open or fully locking torque in 200 milliseconds). Bespoke carbon-fibred aerodynamic aids and a unique suspension set-up. Key design elements include the

N August 2015, Wheels24 reported that the ultra-cool Project 7 would arrive in 2016, since then received spy photographs of the sports car, snapped by a reader, seen for the first time in South Africa. After all the teasing and spy images, Wheels24’s Sean Parker was invited by Jaguar to view the unveiling of the special car by the British (and Indian) automaker in Gauteng in March 2016. The Project 7 forms part of an SV0 (Special Vehicle Operations) line-up unleashed in South Africa. John Edwards, managing director Jaguar Land Rover (JLR), said: “Special Operations exists to develop a suite of products and services that enable our most discerning and enthusiastic customers to indulge their pas-

D-Type-inspired fairing behind the driver’s head, shorter windshield, new front bumper, and downforce-increasing aerodynamic modifications – including a carbon-fibred front splitter, side skirts, rear diffuser and adjustable rear spoiler. To keep with the times, the singleseater concept has been transformed into a two-seater, with rollover hoops for both driver and passenger now integrated into the design – as well as a removable roof and 196 litres of stowage space. A switchable Active Sports Exhaust system with quad, matt-black ceramic coated exhausts are standard - it uses electronically-controlled bypass valves in the rear section of the exhaust which are mapped to open according to a range of parameters. This

alters the exhaust gas routing into a free-flowing straight-through arrangement to both reduce back pressure and make it, well sound good. The Project 7 rides on 20” alloys in gloss black and customers can opt to have fitted with high-performance Continental ForceContact tyres. SV0 has engineered new front suspension knuckles, which, Jaguar says, allow for increased negative camber, as well as revised top mounts and new front/rear antiroll bars. The front and rear spring and damper units are height adjustable, and both spring rates and damper internals have been tailored specifically to Project 7. Engaging Dynamic Mode delivers enhanced body control through firmer damping rates, increased steering weighting, faster gear changes and sharper throttle response. Dynamic mode is configurable as standard via the central 8” touchscreen, allowing the driver to select and save settings according to their preference. The interior is dominated by lightweight race-inspired bucket seats, finished in a quilted racingstyle diamond pattern. Four-point racing harnesses are available as an accessory. The interior features carbon-fibred veneer inserts on the console, an Alcantara steering wheel (with leather option), machined aluminium gearshift paddles and bespoke treadplates with the Project 7 logo. Enhancing its unique appeal, the F-Type Project 7 will be hand-built to exacting standards by Special Operations, and offered in an exclusive, limited-edition production run of up to 250 units globally. - Wheels24

Shocks beat Current F.C. >> Tournament organiser wants to develop local talent MAKHOSANDILE ZULU

T

HE final of the Siyanqoba Youth in Action Games – a soccer tournament organised by Groutville resident Nqobile Mthembu – was played this past Saturday at the Mar-

ket Sports Field, in Groutville, and saw Shocks F.C. crowned the maiden champions after beating their opponents Current F.C. 5 – 4 on penalties. The two sides ended their 90 minute tussle with a one all draw which meant the final had to be decided on

penalties. Current were the first to score when their jersey number 5 Neh Chili netted a goal in the 54th minute but Shocks were not to be outdone, scoring an equaliser just minutes before the final whistle. Shocks F.C. were crowned the maiden champs of the local tournament Siyanqoba Youth in Action Games played this past Satur day at Mar ket Sports Field in Groutville PHOTO: SUPPLIED

The organiser, Mthembu, said the idea behind hosting this tourney was to get local youth involved in sports so they could have the opportunity to develop their skills. “It is a form of social development and I do not want our youth to be idle because that could lead to them engaging in unlawful activities,” he said. The first leg of the tournament kicked off on 28 March when the semi-finals were played by local sides and culminated with this past weekend’s encounter. Mthembu said in future he hopes to incorporate other sporting codes into the tournament such

as Netball. “I want to grow this tournament and I humbly request that business people and other organisations sponsor our future games with things such as trophies or medals or any other thing that could enhance the tournament,” he said.
