ASSESSOR’S OFFICE HONORED WITH NATIONAL ASSOCIATION OF COUNTIES ACHIEVEMENT AWARD
Cook County – The Cook County Assessor’s Office (CCAO) received a National Association of Counties Achievement Award for the creation of a tool called the Property Tax Simulator, also known as PTAXSIM. This is a software code package implemented in the coding language R and is designed to recalculate changes to Cook County property tax bills. It uses real assessment, exemption, TIF, and levy data to generate historic, line-by-line tax bills for properties in Cook County from tax years 2006 to 2020. Why is this important? Policy makers, researchers, and journalists can now create historical counterfactual scenarios to determine how policy changes could impact the property tax system.
“This award is a testament to our continued commitment to using modern tools to build transparency, trust, and educate stakeholders throughout the County,” said Assessor Fritz Kaegi. “Researchers and policymakers can use PTAXSIM to analyze the whole system of appeals, exemptions, and tax levies – an unprecedented resource for academics, journalists, and policymakers.”Since its publication, PTAXSIM has been featured in a recorded talk for civic tech enthusiasts, received public suggestions for added data, used to produce five counterfactual analyses, and is currently in use by external policy researchers. “I find that the people that I meet in the disability community are so nice. It gives me freedom to do whatever I want. Not only that, it’s something new and I feel comfortable doing it,” Harris said.
Harris has been named a 2023 Leader for a New Chicago by the Field Foundation, in collaboration with the MacArthur Foundation. Since 2019, 55 individuals have been recognized for their work in arts, justice, media and storytelling. The organization’s mission, which became a nonprofit in 2019, is to ensure Chicago becomes known Internationally as a Disability-Friendly City.
The first documentary Harris made was about an art exhibit at the Hyde Park Art Center, “Color Cast,” that featured the work of Anna Kunz. It showed how wheelchair and stroller users could interact with the multidimensional exhibit. Since the organization started, Harris has created 100 documentaries detailing activities that are accessible for those with disabilities. The organization also connects people with disabilities to events, organizations and programs that are fun and accessible.

justice space. While she has received awards for her work in engineering, she hasn’t received as many awards in the disability industry. She knows her work in space is necessary and important.
“People with disabilities are very marginalized and the media doesn’t spend that much time paying any attention to them. We have a lot to offer, we’re problem solvers,” she said. Harris added that oftentimes, people with disabilities have to solve their own problems, because most people don’t consider those with disabilities until they become disabled. Harris wants to use the money she received to go toward a project she wants to do. The project involves making sure the 2024 Democratic Convention is accessible to everyone.
Harris believes it is a good idea for philanthropic organizations like the Field and MacArthur Foundations to give grants to individuals and their organizations in the way it is doing with Leaders for a New Chicago. Sometimes organizations have to jump through hoops to receive funding and once they do receive the funding it is restricted or requires organizations to use their money and receive reimbursement. Smaller organizations might not be able to participate in grants where funds must be matched because they don’t have access to those funds.

celebrates 25th Anniversary of producing transformative Black theater in 2023-24 Season
CHICAGO — Founded in 1999, Congo Square Theatre Company (Congo Square), one of the nation’s premier African American ensemble theater companies, celebrates its 25th Anniversary in 2023-2024 with a powerful theatrical season honoring the myriad experiences that make up Black culture. Anchored by two live performances, the season begins with the Rolling World Premiere of Inda Craig-Galván’s dark comedy about housing inequality in a Chicago suburb, WELCOME TO MATTESON!, and closes with the Chicago Premiere of August Wilson’s autobiographical one-man show, How I Learned What I Learned, starring Chicago’s own Harry Lennix. Congo Square’s popular digital shows continue with the third and final season of the old-fashioned radio melodrama, The Clinic, and the fourth season of the hit online sketch comedy show, The Blackside. Congo Square will officially celebrate its milestone anniversary with a bigger-than-ever 25th Anniversary Homecoming celebration and its annual free Festival on the Square.

Museum of Contemporary Art (MCA) Chicago and Professor Romi Crawford Announce Inaugural New Art School Modality Program
CHICAGO— MCA Chicago, in partnership with SAIC Professor Romi Crawford, announced the New Art School Modality. The educational institution, founded by Crawford, is aimed at democratizing art schooling systems for active problem-solvers and visionary doers.
“There’s intentionally less handholding, and the art school apparatus is reduced,” Professor Crawford said of the program. “All of this is a nod to prior historical moments when making art and being an artist was less reliant on costly infrastructures. Equally important is that it has ‘other’ knowledge forms and methods in its DNA. These are at the ground floor and coursing through all aspects of the institution.”
Evolving from Crawford’s previous Black Arts Movement School Modality, which partnered with Yale School of Art and MUDEC in Milan, among others, the New Art School Modality will connect students directly with industry leaders.
Students will explore art making and art histories with an intergenerational community of artists, scholars, and arts professionals as faculty. Tuition for the inaugural phase of the program will be free to students, after Crawford secured $250,000 in seed funding from the Terra Foundation of American Art.
“It’s a responsibility of cultural and artistic institutions—like the MCA—to ensure that the art world is accessible to all,” Pritzker Director Madeleine Grynsztejn said. “Shining a spotlight on the good work of Professor Romi Crawford, who is closing the gap between art education and those who seek it, is a privilege, and I have confidence we will see results from the inaugural year that impact pedagogy moving forward.”
“The course topics and approaches are actively grounded in a revised set of values for arts education and learning: underrecognized art histories; intergenerational and collaborative methods; and outcome projects that live in the world, rather than course credit,” Crawford added. “The primary currency is not the course credit or degree. Instead, the New Art School Modality offers opportunities to take part in and produce a course outcome, such as being part of an exhibition, publication, or civic project that lives in the world.”
The inaugural courses will address a range of subjects and forms and will draw undervalued artists and educators into the art school setting. The Fall 2023 course, titled FESTAC ’77: Witnesses, Art Histories, and Documents, will explore the Second World Black and African Festival of Arts and Culture (FESTAC ’77), which took place in Lagos, Nigeria, in 1977.
A team of faculty will feature those with firsthand FESTAC ’77 experience, as well as artists and art historians with expertise in related subjects. Faculty and visiting artists include:

HUNTER INVITES PUBLIC TO OUTREACH EVENT TARGETING OPIOID ADDICTION
State Senator Mattie Hunter, convener of the South Side Heroin/Opioid Task Force, is inviting the community to the task force’s inaugural street outreach event, which will provide information and support to those affected by substance use.
“We want to make sure that everyone has access to the tools and information they need to stay safe,” said Hunter (D-Chicago). “This event is a great opportunity for those struggling with substance abuse to learn about the resources available to them and will help equip our community with the knowledge and supplies they need to save lives.”
The event will be held Thursday, July 20 from 10 a.m. to 2 p.m. at the corner of 112th Street and Michigan Avenue. Hunter and members of the task force will be distributing Narcan, fentanyl test strips, opioid addiction resources and other harm reduction materials. Naloxone, commonly known as Narcan, is used to reverse the effects of an opioid overdose, whereas fentanyl test strips can detect the presence of fentanyl in other drugs.
The South Side Heroin/Opioid Task Force is comprised of community-based agencies, health care providers and governmental agencies to address the opioid epidemic facing those who reside on the city’s South Side. Over the last decade, Blackowned fintech company Novae has won numerous awards for customer experience, rapid growth, and innovation in the direct sales and finance space. Now they have a new offering: a program to help consumers get out of debt by obtaining partial debt forgiveness and more favorable repayment terms. Novae and its CEO, Reco McCambry, have been honored with numerous awards in the fintech space in recent years.
While the new Novae product may sound too good to be true, it’s based on longstanding practices within the debt resolution industry. Creditors often agree to accept less than the original amount of a debt in hopes of getting some payment rather than no payment from financially strapped consumers.
These agreements often involve creditors selling debt to a debt collection agency for a fraction of the amount the consumer originally owed. Novae is now seeking to
provide similar negotiations on behalf of consumers, rather than debt collectors.

Prospective customers can book a consultation on Novae’s website and a debt consultant will reach out to speak to them about their situation. If the customer has qualifying debts, Novae will tell them how much their monthly payments can be reduced, and the program can be initiated after this 30-minute phone call. The goal is a 40-50% reduction in monthly unsecured debt payments for those who enter the program.
Helping people with these debt types is important to CEO McCambry, who seeks to use Novae’s resources to empower those facing unfair financial circumstances.

CHICAGO -- Festival season is in full gear, and Chicago’s favorite pop-up bar Replay Lincoln Park, 2833 N.
