“Empowerment Scholarships” for New College Students
GOV. PRITZKER, AFSCME COUNCIL 31 ANNOUNCE CONTRACT RATIFICATION
CHICAGO — Governor JB Pritzker’s administration and AFSCME Council 31— the largest union of frontline Illinois state employees—have announced the ratification of a new contract after membership voted overwhelmingly in favor.
The agreement was tentatively reached by negotiators for the state and the union in the early morning hours of July 1. Over the past two weeks, members of the American Federation of State, County and Municipal Employees (AFSCME) Council 31 attended local union meetings throughout the state to review and vote on its terms. The four-year agreement is now in effect.
The agreement provides for a 4.0% pay increase retroactive to July 1. In all, base wages will rise 17.95% over four years. Other provisions include expanded parental leave to 12 weeks and new joint efforts to improve workplace safety.
The agreement also includes a number of significant actions to expedite the filling of vacancies and improve strategies to recruit, hire, and retain workers, such as:
Modernizing how vacancies with State agencies are filled by updating the contract language to reflect the state’s transition to an electronic hiring process.
A commitment to work together to streamline the State’s hiring process to improve the pace at which vacancies are filled.
Increasing hiring and retention of current employees by forming a joint labormanagement committee that will meet to identify roadblocks to hiring.
Implementing a pilot program for recruitment bonuses for positions that have high vacancy rates.
Ensuring that employees on Parental Leave may still bid on vacancies during their leave.

DEADLINE FOR HOMEOWNERS TO APPLY FOR PROPERTY TAX SAVINGS IS AUG. 4
Cook County -- Cook County Assessor Fritz Kaegi announces that the deadline to apply for exemptions is Friday, Aug. 4. Exemptions are property tax savings that contribute to lowering a homeowner’s property tax bill. The most common is the Homeowner Exemption, saving a property owner an average of $950 dollars each year. The savings from exemptions are reflected on a homeowner’s second installment property tax bill.
Automatic renewals related to COVID-19 ended this year and homeowners need to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans that need to reapply were mailed application booklets, however they can still apply online to make the deadline.
New homeowners, first-time applicants, or those that need to reapply can now do so online by visiting, www.cookcountyassessor. com/exemptions. Applying online is easy, free, and can be done in under ten minutes.
If homeowners are unsure of their existing exemptions, they can check by reviewing their “Property Details” and review the Exemption History & Status section.

Since its inception, Chicago Community Loan Fund has provided more than $314 million in financing to individuals and organizations so they can start businesses.
“On the South and West sides of Chicago, you’ll see vacant lots, you’ll see boarded up buildings, you’ll see debris in those lots and broken glass. We see a lot that can be transformed. It can be a home, it can be a business,” said Juan Calixto, Vice President of External Relations for Chicago Community Loan Fund.
The Chicago Community Loan Fund provides resources to people who have a vision of making their communities better. It does this by serving as a real estate community developer that provides flexible loans for commercial real estate, social enterprises, housing and community facilities. The hope is that by providing these resources the communities where the investments are made will thrive. Some of the funding recipients include the Black Ensemble Theater, Regal Mile Studios, Stony Island Arts Bank, Blacks in Green and XS Tennis, as well as the Jewel in Woodlawn.
Calixto said because the door has been closed on people in low-income communities when it comes to financing, Chicago Community Loan Fund aims to reverse the damage done by discrimination, racial inequity and lack of inclusion. The loans that Chicago Community Loan Fund provide create opportunities for wealth in Black and brown communities.
The Chicago Community Loan Fund is known for its pre-development financing. If someone has a big vision for a development, Chicago Community Loan Fund comes in with that financing so the developer can hire architects, create an environmental study and create plans to take to a bank to get further financing.
People who really want to invest in their community through developing housing, commercial retail, or want to create an nonprofit organization in a neighborhood, Chicago Community Loan Fund will assist.
The Chicago Community Loan Fund is working with the City of Chicago on a program called the Neighborhood Rebuild Program. It includes the development of 50, one to four unit affordable housing properties.
“What’s really great about this particular partnership with the city is that we’re training about 60 to 75 Black developers who want to get into the investment business, so they can start creating wealth,” Calixto said. That group of Black developers are meeting with the Chicago Community Loan Fund on a monthly basis, providing technical assistance to them and targeting neighborhoods that don’t have a lot of investments.
“Chicago Community Loan Fund is here to serve the community. We provide very low interest loans, in this market where interest rates are going higher and higher. We want to invest in these low-income neighborhoods and make them thrive again,” Calixto said.

City Treasurer Launches “Empowerment Scholarships” for New College Students
Chicago City Treasurer Melissa Conyears-Ervin announced the Chicago Treasurer’s Office (CTO) will award its first-ever Empowerment Scholarships to first-year students entering a two or four-year accredited institution in the fall of 2023. The one-time, $5,000 award to students residing in Chicago will be presented during the CTO’s “Financial Youth Symposium and Step Show” program at Chicago State University on August 31.
“The Empowerment Scholarship program reflects our commitment to education, which is an important pathway to build confidence, break down barriers, and open doors to a better life and a brighter future,” said Treasurer Conyears-Ervin.
The Empowerment Scholarship is the first being awarded to Chicago students as part of the CTO’s
2023-2024 college scholarship program sponsored by community partners BMO, Discover, and Providence Bank & Trust. To be eligible for the $5,000 award, which can be used to pay for any education-related expenses, a student must be enrolled in an institution of higher learning in the fall of 2023 and submit a completed application, including an essay, high school transcripts and other materials, to monique.cook-bey@ cityofchicago.org by 11:59 pm on Sunday, August 6.

FOSTER STATEMENT ON FAA REAUTHORIZATION

My colleagues and I will continue addressing these concerns and ensuring that aviation safety and workers’ rights are paramount.”
HUNTER: $71.5 MILLION IN INFRASTRUCTURE IMPROVEMENTS COMING TO 3RD DISTRICT
Building on the smart infrastructure investments supported by State Senator Mattie Hunter, the Illinois Department of Transportation announced an investment of more than $71.5 million in road and bridge improvement projects.
“These projects will upgrade and repair our infrastructure while bringing jobs to the 3rd District,” said Hunter (D-Chicago). “By revitalizing our roads and bridges, we are strengthening our local economy and making it safer for everyone to travel.”
As part of IDOT’s latest Multi-Year Plan under Rebuild Illinois, Hunter’s district will see six infrastructure projects totaling $71,553,000 over the next six years.
These projects are part of IDOT’s Multi-Year Plan, a $40 billion investment in construction projects for the next six fiscal years. The project invests in all modes of transportation: roads and bridges, aviation, transit, freight and passenger rail, waterways, as well as bicycle and pedestrian accommodations.

U.S. Department of Education Strengthens Guidance to Improve Equal Educational Opportunity for Children with Disabilities
The U.S. Department of Education’s Office of Special Education Programs (OSEP) released updated policy guidance, which takes immediate effect, to ensure and strengthen the rights and protections guaranteed to children with disabilities and their families under the Individuals with Disabilities Education Act (IDEA).
The guidance and accompanying Dear Colleague Letter address the IDEA’s “general supervision” requirement, which necessitates states monitor local educational agencies (LEAs) as required by IDEA Part B, and early intervention service (EIS) programs and providers as required by IDEA Part C to ensure children with disabilities and their families access their rights under IDEA.
“As a former special education teacher, administrator, and state special education director, I’ve experienced implementation of IDEA’s general supervision requirements at the state and local level and recognize the need to fortify the policy guidance,” said Glenna Wright-Gallo, Assistant Secretary for the Office of Special Education and Rehabilitation (OSERS), under which OSEP sits. “We must continue to Raise the Bar for all children. One vital component of this effort is to ensure children with disabilities, birth through age 21, receive the early intervention services and a free appropriate public education (FAPE) that meets their unique needs and prepares them for further education, employment, and independent living.”
OSEP’s updated guidance will: Provide states with accessible and actionable information necessary to timely identify and correct noncompliance; Help ensure the rights guaranteed under the IDEA to children with disabilities and their families are protected; and Reaffirm expectations across states to help ensure consistent
implementation of IDEA.
“While the federal government provides grants to states under IDEA, it is the state’s responsibility to educate students with disabilities in accordance with the law. This guidance underscores each state’s general supervision responsibility to meet the purpose of IDEA and ensure that all school-age children, regardless of the nature or severity of their disability, can access FAPE in the least restrictive environment and that infants and toddlers with disabilities and their families receive appropriate early intervention services to the maximum extent appropriate,” said OSEP Director Valerie C. Williams.
Through various OSEP monitoring activities and information received in the State Performance Plan/Annual Performance Report (SPP/APR) submissions, OSEP has observed the need for updated guidance to ensure states have the information needed to build robust general supervision systems. Such systems should ensure statewide accountability that swiftly identifies and corrects noncompliance, increases accountability through the collection of timely and accurate data, and ensures the full implementation of IDEA to improve functional outcomes, and early intervention and educational results for children with disabilities.
Additionally, OSEP received requests to clarify for all state education administrators the roles and responsibilities needed to satisfy the IDEA’s general supervision requirements. OSEP is further clarifying or expanding positions in the following areas:
A state must not ignore credible allegations of noncompliance made outside its formal monitoring visit cycle;States must monitor each LEA or EIS program at least once within the six-year cycle of the state’s SPP/APR; States must issue a
timely finding of noncompliance, generally within three months of the state’s identification of the noncompliance; and States,
LEAs, and EIS programs or providers must correct each individual case of identified noncompliance, rather than a subset.

Stroke Rising in Young Populations: Here’s What You Needto Know
(StatePoint) Often times stroke is associated with older populations, but many people are unaware that it can occur at any age. In fact, one out of five people who have a stroke are under age 55. A stroke is a brain attack that occurs when blood vessels in the brain are blocked or burst. Strokes can cause long-term disability, impair a person’s ability to speak, see or move, and can even result in death. While you can lose everything to stroke, taking quick action at the first sign can help with recovery and have a lasting impact. Unfortunately, almost 30% of adults younger than 45 don’t know the five most common symptoms of a stroke, according to research published in The American Heart Association’s “Stroke.” At the same time, stroke is on the rise in that age group.
“Young people who are not familiar with the most common signs of stroke are at risk of inaction at a time when every second matters,” says Sheryl Martin-Schild, MD, PhD, stroke medical director at Touro Infirmary. “Both stroke survival and recovery are possible with the right care at the right time.”
Immediate medical attention is dependent on everyone learning and being able to recognize the sudden onset of the BE FAST signs and symptoms of a stroke in themselves and others and calling 911 immediately. BE FAST stands for Balance, Eyes, Face, Arm, Speech, Time and refers to these signs of

• Balance: Sudden loss of balance
• Eyes: Loss of vision in one or both eyes
• Face: Face looks uneven or droopy
• Arm: Arm or leg is weak or hanging down
• Speech: Slurred speech, trouble speaking or seems confused
• Time: Immediately call 911 No matter a person’s age, understanding stroke risk factors is also vital, as some factors can be managed with lifestyle changes. These risk factors include high blood pressure, atrial fibrillation, high cholesterol, smoking, diabetes, poor circulation, lack of physical activity and obesity.
It’s important for everyone to talk to their health care provider about safely managing these factors through diet, exercise and smoking cessation, particularly for those at higher risk due to age (risk increases as you get older), race (African-Americans, Hispanics, and Asian/Pacific Islanders have a higher risk of stroke than people of other races), sex (more women have strokes than men) and family history (risk is greater if a family member has had a stroke).
“According to the CDC, stroke is a
leading cause of serious long-term disability. Therefore, it’s critical to learn the signs and take action right away,” says Dr. Martin-Schild. “It is far better to react than to regret.”

(StatePoint) The state of mental health among youth continues to be of public concern. According to the latest Centers for Disease Control and Prevention Youth Risk Behavior Survey, youth mental health problems have increased significantly over the past decade, reaching an all-time high.
For instance, from 2011 to 2021, the rate of female high school students saying they feel sad or hopeless increased from 36% to 57%; for male students this rate increased from 21% to 29%.
Stressors at school, home or elsewhere can cause mental health disorders to arise, leading to negative impacts on how children learn and build relationships with others. If your child may need mental health support and doesn’t currently have health coverage, you have options.
Free or low-cost coverage through Medicaid and the Children’s Health Insurance Program (CHIP) offers many benefits, including doctor’s visits, prescriptions, emergencies and the coverage of behavioral health services, including mental health services through pediatricians, mental health professionals, local community providers and organizations, as well as school systems.
People who are pregnant or postpartum may also be eligible for this health coverage and mental and
behavioral health services.
Who qualifies for Medicaid or CHIP? Eligibility varies by state and is determined by how many people are in a household and household income. For instance, in most states, a family of four with household income up to $60,000 per year may qualify for Medicaid, CHIP or both. To learn more about state-specific options, visit InsureKidsNow.gov or call 1-877-KIDS-NOW. Enrollment is open year-round. What if my child currently has Medicaid or CHIP coverage? Medicaid and CHIP coverage must be renewed annually. If you or your children have Medicaid or CHIP, it’s time to pay attention to your health coverage. Keep an eye on the mail for renewal information from your state. When it comes, complete the forms and send them back right away. Failure or delay in responding can result in you losing coverage, even if you are eligible for Medicaid and CHIP. If you have lost coverage, go to HealthCare.gov to find quality plans and help paying costs.
What types of services are covered through Medicaid and CHIP? To help care for all parts of a child’s health, Medicaid and CHIP also cover routine health care visits, like preventive care, dental and vision checkups, specialist visits, physical, speech and occupational therapies, and
emergency services. These programs also cover a wide range of mental health and substance use services such as counseling, peer support services, inpatient psychiatric services and case management services for needed medical, educational and social services. Services are covered through Medicaid for children and teens up to age 21 and through CHIP up to age 19.
States have flexibility to determine if services may be delivered using telehealth. These services are necessary to prevent, diagnose and treat a broad range of mental health symptoms and disorders, as well as substance use disor-
