After three heats of spirited racing and a tense final round, the Lilac Laser team took first place, holding the winners’ trophy up high.

REPS. KELLY, KIM, CASTOR, AND JOYCE LEAD SHINE FOR AUTUMN ACT TO REDUCE STILLBIRTHS
WASHINGTON D.C. – U.S. Representatives Robin Kelly (IL-02), Young Kim (CA-40), Kathy Castor (FL-14), and Dave Joyce (OH-14) introduced the bipartisan Stillbirth Health Improvement and Education (SHINE) for Autumn Act.
This bipartisan bill aims to prevent stillbirth through enhanced data collection, research, education, and awareness by creating the first comprehensive, federal-state partnership to reduce stillbirth rates in the United States.
According to the Centers for Disease Control and Prevention, stillbirth affects 1 in 170 pregnancies, with over 21,000 babies born still each year. In the United States, the annual number of stillbirths far exceeds the number of deaths among children aged 0-14 years from accidents, preterm birth, SIDS, drownings, fire, and flu combined.
The SHINE for Autumn Act is named in honor of Autumn Joy, who was born still on July 8, 2011. Her death tragically impacted her family and propelled her mother, Debbie, toward helping others through stillbirth advocacy. She has been working tirelessly to give Autumn’s short life a purpose, and to shed light on this heartbreaking public health crisis.
The SHINE for Autumn Act (H.R. 5487) passed the House with overwhelming bipartisan support in the 117th Congress.
Bank of America helps sustain organization’s senior food program

BY TIA CAROL JONES
Because the needs of communities change from year to year, Cole has learned to adapt as things happen. He enjoys keeping his ear to the streets and learning how to help people. When the Chatham Walmart closed, Cole and My Block My Hood My City were there to provide food for people who were now without a community grocery store.
“When Walmart pulled out of the community we just deployed the same strategy. We wanted to highlight the issue, it’s not fair that corporations are just pulling out of communities and the bottom line is more important than community health.
There’s already no healthy eating options, there’s already no mental health clinics, there’s already no counselors and now they’re pulling out,” he said, adding that the organization distributed thousands of meals in front of Walmart after it closed.
Each week, 50 to 100 meals are distributed to seniors as part of the organization’s Senior Food Program. Every Thursday morning, there is a team of staff and volunteers from My Block My Hood My City that go to Top Box Foods, get food and deliver food to about 50-75 addresses of seniors. Bank of America financially supported Cole and My Block My Hood My City’s endeavors, so they can continue the project throughout the year.
“They recognize that it’s not just enough to help to give out food once a month at Walmart, but we want to make it sustainable. I think Bank of America has a commitment to the community by investing in a program that is sustainable. Every week, we get involved directly with seniors,” Cole said.
Cole said Bank of America was willing to listen and were willing to support My Block My Hood My City’s efforts to provide food for 100 seniors every week. Cole said those are the kinds of partnerships My Block My Hood My City wants, and those are the kind of partnerships that are really needed between nonprofits and corporations. Cole added, long lasting partnerships are better than those where corporations pop in and pop out.
Cole lives in Chatham. He learned a lot from the seniors in the community. He learned how to be a better person, how to a be better organizer and how to be a better Black man. “When there’s issues that are happening, like a snowstorm, I can’t let the seniors on my block or my community, be the last to get help. You can’t wait for the government to step in, you have to do it right away. I’m about rapidly responding to things, rapidly responding to the needs of the community,” he said, adding that once he was able to get sustainable funding for his nonprofit, he made helping support seniors one of the organization’s initiatives.

The five teachers who received the funding include:
Ashley Bobak and Angeline Ogean, respectively serving as fourth and fifth-grade teachers at Liberty Elementary School in Orland Park, who each received matching grants of $3,178 to add class sets of 15 Sphero BOLT robots and a Sphero Code Mat to their classrooms, allowing them to teach coding and robotics to their students.
Madisyn Clarida, a first-grade teacher at Lakeview Elementary School in Hoffman Estates, who received an $800 grant to add wobble seats, lap desks and other flexible seating options to her firstgrade classroom to accommodate the different learning needs of her students.

through its “Fund My Classroom” initiative. Nearly 80 nominations were received statewide. Most grants were awarded during Teacher Appreciation Week, which ran from May 8-12.
“We received so many great nominations this year, and we are thrilled to be able to fund dozens of innovative projects that will play a role in setting up our children for success later in life,” said Dr. Terrance Hopson, Regional Vice President of Western Governors University. “K-12 teachers are often limited by the costs associated with providing impactful educational learning and end up spending money out of their own pockets. The ‘Fund My Classroom’ initiative is an opportunity for us to help make a difference in classrooms across the state and show appreciation for our teachers, who work tirelessly to educate young minds.”

PRESTON CHAMPIONS LAW TO SUPPORT AUTISM AWARENESS EFFORTS ACROSSTHE STATE State Senator Willie Preston’s plan to issue special Autism Awareness license plate decalswas signed into law by the governor.
“Having optimal options for Illinoisans to show their support of and raise awareness for autism awareness efforts is important,” said Preston (D-Chicago). “As a state we should prioritize raising funds for awareness, research and services. These plates will now contribute to that mission.”
Preston’s law allows the Illinois Department of Public Health to issue special autism awareness decals that are designed with input from autism advocacy organizations. The decal plate compliments an existing autism awareness license plate offered by the Illinois Secretary of State. Like the existing plate, a portion of proceeds from the decal purchase and renewal will go toward supporting the Autism Awareness Fund.
“The impact of autism awareness plates will greatly benefit early intervention efforts for children,” said Preston. “Moreover, these decals emphasize the support we have for each other in this state and speak to the value we see in comradery.”
House Bill 42 was signed into law on Friday.

“Civil rights violations are serious—especially if they are committed by a business that receives federal funding,” said Peters (D-Chicago). “The way we handle civil rights violations as a state plays a critical role in the message we are sending to Illinoisans, businesses and our neighboring states.”
Peters’ new law allows state claims for violations of federal civil rights laws to be heard in any court with jurisdiction. The new law allows Illinois courts to award no less than $4,000 in damages or other relief for violations, including damages for past, current, and future monetary losses, emotional pain, suffering, inconvenience, mental anguish, loss of enjoyment of life, and other non-monetary losses.
“By eliminating barriers preventing Illinois courts from intervening in these cases and increasing the financial penalties for civil rights violations, we are reinforcing Illinois’ commitment of being a welcoming state for people of all backgrounds,” said Peters. “We are a state that puts action behind our commitments. This new law is another example of that.” House Bill 2248 was signed into law Friday.
BELT MEASURE TO ADDRESS TEACHER SHORTAGE SIGNED INTO LAW
Illinois has faced a teacher shortage in recent years, which encouraged State Senator Christopher Belt to champion a new law to address this ongoing issue.
“As an advocate for quality education and the wellbeing of our students, I am always looking for ways to confront issues that negatively affect our state’s schools,” said Belt (D-Swansea). “We should be attracting educators to our schools, not pushing them away. They deserve more from us.”
The new law will provide retention bonuses of $4,000 per year, for two consecutive years to teachers who are National Board Certified and are employed in hard-to-staff schools. A hard-to-staff school is a public school that no less than 30% of the student enrollment is considered low-income. Becoming a National Board Certified teacher is a career continuum for those who start in pre-service teacher preparation, leading aspiring teachers to pursue and achieve National Board Certification.
The law aims to provide an incentive for teachers to work in underserved areas, as these are the areas that are most affected by the current teacher shortage.
“Teachers play an irreplaceable role in shaping the minds and futures of our children,” said Belt. “By prioritizing measures that attract, retain and support qualified teachers, we are investing in the success of our students and empowering educators while doing so.”
House Bill 3801 was signed Friday and takes effect Jan. 1, 2024.

Taking Your Small Business to the Next Level
After a long period of planning and hard work, you’ve finally turned your dream of starting a small business into reality.
As many business owners soon recognize, however, the launch is just the beginning of their entrepreneurship journey. Once you’re open for business, it’s time to start thinking about how to grow and scale your company for longer-term success.
Many small businesses are very young -- over half are less than 10 years old and nearly half of small businesses exit within the first five years. The smallest businesses have relatively diverse ownership, and the smaller the business, the more likely it is to be owned by a woman or minority.
Consider these steps to begin taking your small business to the next level:
• Secure additional financing. Future financing plans could include applying for more loans, grants or investor funding. It’s helpful to build a strong relationship with a bank you trust, which will play a critical role in supporting your small business’ growth, as well as connect you to other resources. For instance, JPMorgan Chase’s Special Purpose Credit Program helps expand credit access in majority Black, Hispanic and Latino communities for business owners who otherwise might not be approved or receive it on less favorable terms. Through the Global Supplier Diversity Grant Initiative qualified and certified diverse businesses have access
to affordable growth capital to cover costs including technology, cyber or networking remediation; operational control enhancements, among other costs.
• Streamline operations. Investing now in operations processes could pay off in the long run, such as using digital tools to simplify and automate processes like invoicing, approvals and payments. You can move money faster with real-time payments, which can improve your cash flow while minimizing the risk of fraud.
• Build your team. While many small businesses
are solo operations, adding team members to manage the workload can help make your business run more smoothly. If you already have an accountant or bookkeeper, build from there and add other employees who have the industry expertise to help put your business on the path for lasting success.
• Expand your network. You’ll need advisors, consultants and experts who have seen it all, or who know someone who has. Spend time identifying events, like trade shows and expos, informational sessions, and networking receptions with buyers and potential suppliers, as well as programs you may qualify for that offer additional support. Making these connections can also open your business to new customers. JPMorgan Chase offers a free one-on-one coaching program across 21 U.S. cities, featuring 45 trained Senior Business Consultants to mentor and coach small business owners so they can better run their business. Since 2020, the program has helped more than 2,800 minority owned businesses grow.
The operations and methods you used to get your business started may not be the same ones you need to scale it. Focusing on your future and investing in your facilities, teams and processes can get your organization oriented toward growth and help minimize business interruptions down the road.

Chicago Public Schools Prioritizes Transportation for Diverse Learners Amid Ongoing National Bus Driver Shortage
CHICAGO – Chicago Public Schools announced that it has confirmed school transportation to date for Diverse Learners and Students in Temporary Living Situations (STLS), and that these students will remain the priority this school year amid the ongoing nationwide bus driver shortage.
Moving forward, the District will process new requests on an ongoing, or rolling, basis, and continue to prioritize our Diverse Learners and Students in Temporary Living Situations (STLS).
General education students in selective enrollment or magnet programs will not have access to school bus transportation on the first day of school but free CTA cards will be available for those students.
CPS does not own or operate its own fleet of school buses but contracts with 13 school bus companies, including one additional school bus company and five alternative modes of transportation.
The following priorities and accommodations have been set for providing student transportation:
All Diverse Learners and Students in Temporary Living situations who are eligible for transportation and have opted in for student transportation by July 28, will have service on Aug. 21, the first day of school.
While the District works on the routing process, families of Diverse Learners and Students in Temporary Living Situations who have not yet been routed will receive $25 per school day, starting Aug. 21 and continuing until transportation services are provided.
Families with students who are enrolled and identified as Diverse Learners after July 28 can continue to choose the option of receiving an upto $500 monthly stipend if they do not want to opt into CPS transportation. Payment is issued monthly in arrears and payments are delivered by the U.S. Postal Service to schools.
For general education students eligible for transportation and in magnet or selective enrollment programs, CPS is providing FREE Chicago Transit Authority (CTA) Ventra cards for eligible students and one parent or guardian who may need to accompany a student(s) on the CTA. In order to receive a Ventra card, families must submit a completed CPS form by Aug. 11. The CTA is free for all CPS students on the first day of school, Aug. 21.

Gov. Pritzker Signs Slate of Bills Expanding Supports for Active Military Members, Veterans, and Military Families
CHICAGO — Governor Pritzker signed five bills expanding protections for veterans, active-duty soldiers, and military dependents.
“The men and women of this state and this country who heed the call to serve deserve every possible support and protection during and after their time in the military,” said Governor JB Pritzker. “These bills weave together a more comprehensive safety net to protect and uplift veterans and service members dealing with the complexities of life in the military, including the many ways in which service can impact someone’s family and loved ones. To the service members recognized by our newly designed Honor and Remember flag, we thank you for your ultimate sacrifice and mourn with your families and the rest of the state.”
HB0925: House Bill 0925 creates the “Veteran Service Organization State Charter Act.” This act lays out specific requirements organizations must meet in order to be considered state-chartered veterans service organizations. This is a voluntary process that includes demonstrating that an organization must be formed by and for veterans with a majority of board members who are veterans, alongside other financial and legal qualifications.
HB3103: House Bill 3103 eases the process of obtaining a civil no contact order of protection for victims and survivors of military sexual assault. In 2022, Governor Pritzker signed into law SB257, ensuring military sexual assault victims were able to access the same rights and protections as their civilian counterparts. SB 257 allowed Military Protective Orders to be used as a basis for the issuing of criminal domestic violence orders of protection, stalking no contact orders, and gave local law enforcement the ability to enforce a military protective order. This act expands on those efforts to ensure victims and survivors of military sexual assault have access to all necessary resources for protection. The U.S. Department of Defense has cited Illinois’ work in this area as a model for national reform.
HB3295: House Bill 3295 requires the military liaison for the Illinois Department of Financial and Professional Regulation (IDFPR) to notify service members’ spouses of federal assistance programs to reimburse licensing fees when they apply to transfer a professional license to Illinois. Under federal law, military spouses may be reimbursed up to $1,000 for obtaining a professional license required when moving to a new state for military relocation. This includes exam and registration fees. Governor Pritzker has previously prioritized aiding military spouses with relocation by creating a liaison to assist eligible members and their spouses, and by expediting certain applications for review. The licensing reimbursement will be paid by the branch of the military the individual serves in.
HB2856: House Bill 2856 amends the Vital Records Act by adding that the death certificate for an individual who has history of military service may include or be amended to include whether or not a military service-related injury contributed to the cause of death. Having such a classification can expand and expedite access to benefits for the spouse or dependents of the deceased.
SB1072: Senate Bill 1072 designated the Honor and Remember flag as the specific symbol to acknowledge American service men and women who lost their lives in the line of duty. The flag was created by the father of Cpl. George ‘Tony’ Lutz II who was killed in action while on patrol in Fallujah, Iraq. The bill creates a mandate on public entities that would then be required to purchase the flag, which cost $55 each. Twenty other states officially recognize this flag.

AMERICAN ACADEMY OF DERMATOLOGY: HOW TO CARE FOR AN INJURED NAIL
ROSEMONT, Ill., PRNewswire -- It’s easy to injure a nail by slamming a finger in a car door, wearing the wrong shoes, or getting a sports injury. While these common accidents can happen throughout our life, a board-certified dermatologist from the American Academy of Dermatology (AAD) is providing tips to help you treat an injured nail at home, so you’re prepared if it happens.
1. “To prevent a nail injury, I tell my patients to keep their nails short, so they do not bend or catch on objects,” said Shari Lipner MD, PhD, FAAD, associate professor of clinical dermatology at Weill Cornell Medicine in New York. “Not only do short nails stay cleaner and break less often, they’re also good for your overall health because they are less likely to harbor dirt and bacteria, which can lead to an infection. It’s also important to make sure your shoes fit well and have a wide toe box to prevent rubbing. If you play sports, make sure to wear the proper gear to protect your nails.”
2. If you do get a nail injury, Dr. Lipner and the AAD recommend these tips:
3. Treat your wound. If any part of your nail is hanging off, gently trim away the part not connected to your skin. Then, gently clean the wound using soap and water. If the wound is bleeding, don’t put a dry bandage or gauze on top — once the bleeding stops, this will stick. Instead, apply petroleum jelly to keep your wound moist and then cover with gauze or a bandage. Repeat these steps every day while your wound heals.
4. Do not put sticky products on your nail. Make sure to only apply sticky products, such as an adhesive bandage or medical tape, to the skin around your nail on your finger or toe, so you don’t irritate the injury further. Wrapping your wound with an elastic bandage is another good option.
5. Get relief. Apply a cool, damp washcloth to your wound to reduce swelling. Prop the arm or leg with an injured nail on pillows so the nail is higher than your heart. This helps reduce swelling. Taking ibuprofen or acetaminophen can help relieve pain and reduce swelling when your nail injury is new.
6. Protect your nail while it heals. A nail injury can take several weeks to feel completely better. Even after your wound stops bleeding, keeping a light dressing on the nail, such as an adhesive bandage or a small piece of gauze, provides padding and protection.
7. “While nail injuries can be treated at home, some injuries may require you to be seen by a medical professional,” said Dr. Lipner. “If you can’t bend your finger or toe, if blood covers more than half your nail, if your nail is black or purple, or if your injury is particularly painful, see a board-certified dermatologist or get emergency medical care.”
8.These tips are demonstrated in “How to Care for an Injured Nail,” a video posted to the AAD website and YouTube channel. This video is part of the AAD’s “Your Dermatologist Knows” series, which offers tips people can use to properly care for their skin, hair, and nails.

Dispelling Common Misconceptions About Hospice Care
(StatePoint) Hospice is intended to provide comfort and support to patients at the end of their life so that they can experience their remaining time in the best ways possible. Experts say that unfortunately, misconceptions about hospice often lead people to make uninformed decisions at a critical, complex juncture in their lives.
“There is often an idea that hospice equates to giving up. But hospice is actually about taking control,” says Paul Mastrapa, president and chief executive officer of Interim HealthCare Inc. “It’s the job of the hospice team to understand what a patient’s goals for end-of-life care are, and help them live that last trajectory of their life the way they want to.”
To help patients, their caregivers and family members, and those in the healthcare industry better understand the services and benefits hospice provides, Interim HealthCare is dispelling some of the most common misconceptions:
Myth: Hospice means giving up.
Fact: The primary goal of hospice is delivering comfort, support and specialized medical care to those ready to forgo curative treatment. Research has shown that a person who spends time on hospice has a greater quality of life at the end of their life. And while the goal is not to prolong life, there are statistics that show that hospice gives patients more time compared to patients who had the same disease trajectory and didn’t receive hospice.
Myth: Hospice is only appropriate for the last few days of life.
Fact: Hospice can actually last for months, and entering hospice sooner rather than later translates to fewer hospitalizations, better symptom relief and greater comfort.
Myth: You must give up all your medications.
Fact: While the hospice care team will make recommendations about which medications are still
beneficial to a patient at their stage of illness, patients and families get the final say.
Myth: Hospice is a place.
Fact: Hospice can entail in-patient care, but more typically, services are delivered wherever a patient calls home. The nurse, social worker, spiritual care provider, aide and other members of the hospice care team meet the patient where they are, be that in a residential home, an assisted living community or in another institutional setting.
Myth: Hospice is only for patients with specific diseases.
Fact: Anyone with a life-limiting chronic disease, from congestive heart failure to pulmonary disease
to Alzheimer’s, can choose hospice.
Myth: Hospice ends when the patient dies
Fact: Hospice providers often offer support to those who have lost a loved one. In the case of
Interim HealthCare, bereavement services are offered for 13 months.
Myth: Hospice work is draining.
Fact: When done right, hospice work can be extremely rewarding. Hospice care workers help patients and families find peace of mind, and reach a place of acceptance during a complicated and emotional time in their lives. Hospice workers believe in the mission of providing compassionate, patient-centric medical care and support to those at the end of their life, and they’re given a voice in the individualized care they provide.
The hospice market is the second-fastest growing healthcare segment nationwide, according to Bank of America research, which translates to a growing number of job opportunities. Hospice providers are currently recruiting candidates just starting out in their career and those looking to make a change. To learn more, visit careers.interimhealthcare.com. For more information about hospice care services for yourself or a family member, visit https://www.interimhealthcare.com/services/hospice/.
“Although people don’t always feel comfortable talking about end-of-life care, having these conversations can ensure one’s final days are peaceful and fulfilling,” says Mastrapa.
