briefly GIANNOULIAS EXPANDS PARENTAL LEAVE TO 12 WEEKS FOR SECRETARY OF STATE EMPLOYEES

Executive Order Includes Flex Time for Parents to Bond with Children Illinois Secretary of State Alexi Giannoulias signed an Executive Order to expand the office’s parental leave policy – from four weeks to twelve weeks – which takes place immediately. Since taking office in January, Giannoulias has worked closely with staff and various unions representing Secretary of State employees to strengthen the office’s paid parental leave. Under the new policy, employees will also have more flexibility with the ability to use their time off intermittently in five-day increments for one year after the child becomes part of their family. It applies to those employees growing their family by birth or adoption. “No working parent should have to choose between paying their bills and the time necessary to bond with their new child and family,” said Giannoulias, the father of three young daughters. “Allowing just four weeks of time off following the birth of a child is not only woefully insufficient, but criminal.” “By signing this order, we’re making a positive impact for working Illinoisans across our state that will result in healthier and more financially stable families,” he added. “It will also create a more effective workplace and position the office to become more competitive when attracting and retaining a talented workforce.” Overhauling the office’s antiquated parental leave policy aligns with Giannoulias’ goals of reducing disparities in maternal and infant health-related issues and addressing gender and racial inequity in accessing quality, good-paying jobs. Under the new policy, as well as through recently enacted union agreements, all of the approximately 4,100 Secretary of State employees will receive up to twelve weeks of paid parental leave regardless of whether they are the birthing or non-birthing parent, who under the previous policy were only given two weeks of paid time off.

LT. GOVERNOR STRATTON HOSTS THE “JUSTICE COLLECTIVE: COMMUNITY CONVERSATIONS” WITH HER OFFICE’S JUSTICE, EQUITY AND OPPORTUNITY INITIATIVE CHICAGO – Lieutenant Governor Juliana Stratton and the Office of the Lieutenant Governor’s Justice, Equity and Opportunity initiative hosted “Justice Collective: Community Conversations” in Chicago. The program centered around holistic approaches to addressing trauma and pain impacting historically disenfranchised communities. The event was attended by more than 100 community members and stakeholders interested in holistic healing of communities and was moderated by Lt. Governor Stratton. Statewide transformative justice efforts discussed included the Restore, Reinvest and Renew (R3) program, the Healing Beyond Harm Restorative Justice Pilot Program, and the State ID program, established in partnership with First Lady MK Pritzker, the Office of the Illinois Secretary of State, the Illinois Departments of Corrections, and the Illinois Department of Juvenile Justice. The event included leaders working to address community safety, Chicago Deputy Mayor of Community Safety, Garien Gatewood, Chief Executive Office of BUILD Inc., Adam Alonso, and the Office of the Lt. Governor’s Deputy Chief of Staff and Director of Justice, Equity, and Opportunity Yaacov Delaney. The Justice, Equity and Opportunity Initiative is a first-of-its-kind effort in Illinois to reshape the justice system. By transitioning away from punitive measures toward equitable, restorative and inclusive practices, it serves as a model for the nation. It’s important to bring the voices of those impacted to the table to better address our state’s most pressing issues and work from a trauma informed lens.

Another $86.7 million in gross investment earnings was earned for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool operated by the State Treasurer’s Office. “Every dollar we make through smart, safe investing is a dollar that does not need to be raised in taxes,” Treasurer Frerichs said. “The Treasurer’s Office is part of the solution in Illinois.” Treasurer Frerichs is the state’s Chief Investment and Banking Officer. He is responsible for the state investment portfolio and an investment pool for units of local government called Illinois Funds. Key monthly metrics and more are available in The Vault, the transparency website that allows Illinois residents to see how the State Treasurer’s Office is working for them. The Treasurer’s Office has earned more than $2.54 billion in investment earnings since Treasurer Frerichs took office in January 2015. State legislators budget public money that is collected, but

that money is not spent all at once. State agencies, boards and commissions require assistance managing their cash and investing all remaining funds. That’s where the Office of the Illinois Treasurer steps in. The interest rate earned for the state investment portfolio was 4.6% for September. *The Illinois Funds. The Illinois Funds has received the highest rating of AAA from Fitch, a national credit ratings agency. The interest rate earned for the Illinois Funds was 5.58% for September, a record. Gov. Pritzker, Sen. Duckworth, and Sen. Durbin Announce Two Illinois Programs Selected as U.S. EDA Tech Hubs The Tech Hubs will bolster technology developments, innovation, and economic growth in Illinois

CHICAGO — The U.S. Economic Development Administration (EDA) announced that two Illinois programs have been designated as part of 31 Regional Technology and Innovation Hubs (Tech Hubs). The Central Illinois Fermentation and Agriculture Biomanufacturing (iFAB) Hub and the Chicago Area Quantum Tech Hub: The Bloch were selected based on their innovation and economic growth potential—they will now be eligible to apply for the second phase of the Tech Hubs Program to receive between $50 and $75 million in federal funding. “Home to world-class institutions and first-rate research centers, Illinois is transforming technology, biomanufacturing, and innovation at every turn,” said Governor JB Pritzker. “I couldn’t be prouder that the Biden Administration has

selected The Chicago Quantum Exchange’s the Bloch and the University of Illinois at Urbana-Champaign’s iFAB Hub as two of just thirty-one inaugural tech hubs—opening the door for even more investment, advancement, and discovery. There’s no doubt that the rest of the nation have caught on to our great state’s status as an innovation powerhouse—and our future couldn’t be brighter.” “Illinois is already a hub of agriculture, manufacturing, transportation and technology, making our state ideally positioned for these Tech Hub designations and, with them, greater innovation, investment and job creation,” said Senator Tammy Duckworth (D-IL). “Coordination across all levels of government is key to maximizing these generational investments, and I’m proud to have worked closely with Senator Durbin and Governor Pritzker to successfully advocate for our state to win these Hubs. I was proud to help pass the CHIPS and Science Act last year, but today I’m thrilled Illinois is making it clear that we are ready to compete and have the projects and innovation ready to compete for the law’s new investments right here to bring our state, nation and world into the future.” “It’s welcome news that two Illinois proposals—one in quantum and one in advanced biomanufacturing—have been designated as Regional Tech Hubs,” said Senator Dick Durbin (D-IL). “Thanks to the CHIPS and Science Act that we passed last year and President Biden’s leadership, the Tech Hubs program is investing in America, creating good paying jobs, and driving innovation. As a national leader in both quantum and biomanufacturing, Illinois is well-equipped to look beyond existing technologies to capture the next generation of economic opportunities. I look forward to seeing Illinois’ Tech Hubs lead the way in these transformative fields.” The Tech Hubs Program is an economic development initiative designed to drive technology and innovation growth by strengthening a region’s capacity to manufacture, commercialize, and deploy critical technologies. The program was enacted as part of the CHIPS and Science Act of 2022, and will receive $10 billion in funding over the course of five years. The two Illinois Tech Hubs are part of the 31 designees selected from over 198 applicants. The Central Illinois Fermentation and Agriculture Biomanufacturing (iFAB) Hub The iFab Consortium is led by the Integrated Bioprocessing Research Laboratory (IBRL) at the University of Illinois Urbana-Champaign and brings together

over 30 partners representing Central Illinois’ leading academic, industry, and government organizations to address the growing demand for fermentation in biomanufacturing. Precision fermentation is critical for the sustainable production of the nutritional components that will feed the growing global population. The precision fermentation-derived proteins market is growing by almost 40% every year and is expected to represent a $30 billion industry by 2030. Illinois is the largest state for soy production and the second largest for corn production, which ensures the state’s agricultural industry has the necessary assets needed to transform Central Illinois into a global leader in biomanufacturing. The Tech Hub award for iFAB will have profound benefits for the nation’s food security, increase supply chain resilience, and boost Illinois’ decarbonization efforts and global competitiveness. The Chicago Area Quantum Tech Hub: The Bloch The Bloch brings together public, private, and academic partners from throughout the Chicago metropolitan statistical area (MSA), to advance the regional adoption of quantum information science and technology (QIST) by building a framework that can be used across a variety of industries. The QIST enabled solution framework will initially target the financial sector and will later be adapted to meet the needs of other consortia partners in industries such as transportation, manufacturing, healthcare, and defense. The Bloch will positively impact the local economy, and by 2035, can generate an estimated $8.7 billion in annual economic output and create up to 8,000 high paying jobs. “The Chicago region is a major player driving US leadership in quantum, in part because of the deep partnerships we have fostered among leading research institutions and industry partners—and in part because of strong federal and state government support,” said David Awschalom, the University of Chicago’s Liew Family Professor of Molecular Engineering and the director of the Chicago Quantum Exchange (CQE). “This designation speaks not only to our promising future but to the collaborative, cross-sector work we are already doing to advance research, build a future quantum workforce, and drive the quantum economy, efforts that have been catalyzed by the CQE and its members and partners.”

HOMEOWNERS MAY BE ELIGIBLE FOR PROPERTY TAX SAVINGS ON THEIR PROPERTY TAX BILL

Cook County – Property tax exemptions can lower a homeowner’s Second Installment Property Tax Bill (tax bill). Homeowners are encouraged to review the bottom left corner of the tax bill to review exemption deductions. Most homeowners are eligible for the Homeowner Exemption, which saves an average of approximately $950 dollars. Senior homeowners over 65 are likely eligible for additional property tax savings with the Senior Exemption. The automatic renewals related to COVID-19 ended this year and many homeowners needed to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans are encouraged to carefully review their tax bills to ensure they have the correct exemption deductions applied. View the full list of property tax exemptions administered by the Assessor’s Office at cookcountyassessor.com/exemptions. If a homeowner believes they are eligible for an exemption, they can apply for their missing property tax savings by completing a Certificate of Error application. The Certificate of Error process provides homeowners with an opportunity to redeem missing exemptions for the 2022, 2021, 2020, 2019, and 2018 tax years. Homeowners are encouraged to submit an online application immediately or make an appointment to apply for missing exemptions. Accepted photo IDs and documents required to apply are listed on the Assessor’s website. As a reminder, homeowners are responsible for paying the entire tax bill to the Cook County Treasurer’s Office by Friday, December 1, 2023. If a homeowner paid the original amount due, they would receive a refund check from the Cook County Treasurer’s Office in the mail once the application is processed by the Assessor’s Office. To learn more about missing exemptions, join a virtual workshop on Facebook or YouTube on the following dates. • Monday, November 6, 2023, at 6:00 p.m. in English • Tuesday, November 7, 2023, at 6:00 p.m. in Spanish

JOYCE ANNOUNCES FUNDING FOR TWO LOCAL SCHOOLS FOR INCREASED MENTAL HEALTH SERVICES KANKAKEE – Two schools in the 40th District are set to receive funding to strengthen mental health services for youth, thanks to support from State Senator Patrick Joyce. “Many children have struggled with their mental health in recent years,” said Joyce (D-Essex). “As legislators, it is important we are providing the help and support that children need.” The funding is being offered to help schools and local agencies improve student care through workforce enhancements, developing frameworks to prevent adverse childhood experiences, interventions to assist children suffering from trauma and training for medical and school staff to expand adolescent mental health resources. A total of $9.5 million in funding will be awarded to 40 different applicants across the state. The funding is primarily from the CDC’s COVID-19 Public Health Workforce Supplemental Funding program authorized by the American Rescue Plan Act plus $500,000 in state dollars. Joyce’s district has two schools set to receive funding: Bourbonnais Elementary School District 53, $313,341; and Chicago Heights School District 170, $342,674. “Our children’s mental health is a top priority,” said Joyce. “This funding will be a significant step toward ensuring students in our community are receiving needed resources.” To see a full list of grantees, visit Illinois Department of Public Health’s website.

w The Food Empowerment Project reports that more than 500,000 Chicago residents live in food deserts with the vast majority of those living on the South and West Sides.[3] w In the last year, Wellness West has completed over 15,000 Health Risk Assessments of vulnerable populations on the West Side. [4] w 34% of those surveyed reported running out of food or were worried about running out of food in the last year for lack of money. [5] w 25% reported needing transportation assistance, which is also an important variable to food access.[6] Research published by the University of Kentucky, No Kid Hungry and Instacart found that online grocery shopping helps low-income families – including SNAP households – stretch their food budgets, overcome transportation barriers, assist with meal planning, and save time and money. The study also found that families that shopped online purchased more fruits and vegetables than in-store shoppers, without increasing their total grocery bill.[7] “For too many Chicagoans, choices about what to eat are limited by access and affordability,” said Chicago Mayor Brandon Johnson. “My admin“My administration is istration is committed to advancing committed to advancing innovative solutions and supporting public-private partnerships to address innovative solutions these food inequities. Nutrition: The Key to Stabilize Hypertension and Diabetes

The new Food Connections program with Instacart is one piece of a broader strategy by Wellness West to stabilize hypertension and diabetes among its participant populations. Both chronic diseases disproportionately impact poor and minority communities. Nutrition and diet have a significant role to play in fighting these diseases, and Instacart will provide one more option to support people who are struggling with healthy food access.

An Impactful Model

Instacart Health Fresh Funds have been successfully implemented in communities across the country through Instacart’s partnerships with healthcare and nonprofit organizations. In Indianapolis, Instacart partnered Partnership for Healthier America (PHA) to compare the impact of pre-packaged produce box deliveries with produce credits delivered through Fresh Funds digital grocery stipends. The results showed that Fresh Funds supported significant improvements in food security for families and that 80 percent of respondents preferred the Fresh Funds produce credits over pre-packaged produce boxes. Participants noted that they favored the selection and choice available on Instacart as well as the dignity of choice to purchase groceries that meet their unique tastes, needs and budgets. 78 percent of program participants also said that produce credits helped their family build a healthy habit, and 79 percent reported they planned to continue to eat more produce moving forward.[8

Engaging Small and Family-owned Grocery Stores

Through the partnership, Wellness West will also work closely with Instacart to identify and engage small, local grocery stores on the West Side that are well-suited to launch online grocery ordering and delivery through Instacart. For Wellness West members, this means more local shopping choices, and for small grocery operators on the West Side, this means new potential revenue streams to help them stay competitive. Grocery retailers of all sizes have struggled lately to build sustainable business models in underserved areas throughout Chicago, as evidenced by recent closures of well-known grocery brands on Chicago’s West and South Sides. “We applaud this new initiative and the grocers who have chosen to participate,” said Rob Karr, President and CEO, Illinois Retail Merchants Association. “Wellness West’s Food Connections program, in partnership with Instacart, comes at a crucial time as SNAP households have seen a significant cut in monthly allotments this past year. This program will provide additional relief to help many families purchase nutritious foods, which helps lower the risk of serious health-related issues for Chicago’s West Side residents.”

Delta Dental of Illinois Foundations’ Land of Smiles® Brightens Student Smiles SPRINGFIELD, Ill. – On Monday, Oct. 23, Delta Dental of Illinois Foundation Land of Smiles program visited 100 pre-kindergarteners through third grade students at Laketown Elementary School. Land of Smiles is a free, dynamic educational initiative that aims to empower children with essential oral health habits. The program has been designed not just to educate, but also to entertain. Characters like Captain Super Grin, Terri Tooth Fairy, Toothpick, and their playful nemesis, Caz Cavity, captivate young audiences while delivering crucial messages about oral hygiene, nutrition, and regular dental check-ups. Tooth decay remains the leading chronic disease affecting our children, and the statistics in Illinois are particularly alarming. Research shows that 22% of Illinois third graders have untreated tooth decay.1 In a steadfast effort to address and curb this growing concern, the Delta Dental of Illinois Foundation has introduced the Land of Smiles program. Reaching more than 30,000 children annually, the Land of Smiles program is a testament to Delta Dental of Illinois’ commitment and drive to improve the

oral health landscape of the state’s younger generation. Delta Dental of Illinois Foundation partners with school administrators and nurses to bring the free Land of Smiles program to Illinois elementary schools each spring and fall. The program has reached 524,078 students at 983 Illinois elementary schools over the past 13 years. This fall, it is reaching 24,674 pre-kindergarten through third-grade students in 119 Illinois schools. Every student at a Land of Smiles performance receives a kit with a free toothbrush, toothpaste, and floss, along with bilingual oral health tips outlining how students should care for their teeth. The Delta Dental of Illinois Foundation was formed in March 2008 by Delta Dental of Illinois, a not-for-profit dental service corporation with a mission to improve the oral health of the communities it serves. Delta Dental of Illinois Foundation is the 501(c)(3) charitable arm of Delta Dental of Illinois and works to support and improve the oral health of people in Illinois. In the past decade, combined efforts of Delta Dental of Illinois and Delta Dental of Illinois Foundation have

MONEY

How Families Can Protect Generational Wealth (StatePoint) A home is often the most valuable asset a family can own. It serves as a wealth-generating opportunity for current and future generations as the home’s value appreciates over time. Yet, for hundreds of thousands of people who inherited their land and homes from family members, these assets could be at risk. Many families have experienced problems with properties that have been passed down without a will or estate plan. These properties are referred to as heirs’ property. If the deed for a property is in the name of the deceased relative and a will does not exist, it results in a “fractured” or “tangled” title shared among all multiple family members or “heirs.” This makes it difficult for heirs to maintain and manage the property in several ways, like securing a loan or selling the property. Additionally, heirs’ property owners are often cut off from accessing governmental repair and rebuilding programs and property tax relief programs. A key driver of heirs’ property is a lack of formal estate planning. Unfortunately this issue disproportionately impacts Black and Latino Americans. According to a 2023 national survey from Caring.com, only 29% of Black and 23% of Hispanic respondents had a will or other estate planning document, compared to 39% of white respondents. “In some families, money, and particularly estate planning, is a taboo subject, but it needs to be discussed. Assets can easily be lost if steps aren’t taken to protect them,” says Stacy Spann, head of Housing Access and Affordability Philanthropy at Wells Fargo. “One of the ways we can help close the wealth gap in many communities is by empowering people to maintain home ownership from one generation to the next.” Here are some tips to get you started: 1. Start planning today. You do not have to be older or wealthy to create an estate plan. 2. Take an inventory of all your assets. 3. Create a will. You will want to provide specific instructions on your wishes for all your assets. 4. Designate beneficiaries. You can set up beneficiary designations for your banking and investment accounts, personal property and real estate. Wells Fargo’s Heirs Property Initiative is providing $3.6 million in grant funding to 20 organizations across the country to support work addressing issues of fractured or tangled titles. Housing and legal assistance nonprofits are offering free access to resources designed to keep families in their homes and on their land so that homeownership is preserved for future generations. These resources include legal assistance for people who need help creating a will or who are already facing heirs’ property challenges, as well as expert advice about tangled titles, estate planning, real estate taxes and more. Beyond building generational wealth, taking steps to protect it is essential. With proper planning, diligence and time, you can pass down assets to loved ones that will open the door to new opportunities and advantages. _______________________________________
