A BETTER CHICAGO TARGETS SUCCESSFUL YOUTH INVESTMENT AND OUTCOMES THROUGH NEWLY RELEASED YOUTH OPPORTUNITY DASHBOARD

A Better Chicago released the Youth Opportunity Dashboard, a first of its kind tool in Chicago, that will provide city leaders, philanthropists, and youth advocates with a comprehensive and easy to use data tool that provides guidance on how young people are faring – and what resources are needed to ensure they are on a the right track for a bright future. Using information that is publicly available from multiple city, state and national resources, A Better Chicago then compiled the data sets and organized them against six key cradle to career milestones that are among the most determinative in projecting a child’s future. The dashboard provides a district-level snapshot of how young people are measuring up to a series of 26 indicators that indicate progress toward the six life milestones. Including the district-level specificity was particularly important to policymakers and hyper local advocacy organizations who focus on specific neighborhoods. The six milestones included in the dashboard align with the Obama Foundation’s My Brother’s Keeper Alliance which uses a well-researched framework of six milestones, which are: 1. Entering school ready to learn 2. Meeting benchmarks in reading and math 3. Graduating from high school ready for college and career 4. Completing postsecondary education or training 5. Successfully entering the workforce 6. Keeping youth on track and giving them second chances The Youth Opportunity Dashboard is being launched at a critical time for local youth, on the heels of a pandemic that erased important educational gains Chicago youth experienced before the pandemic, and amid significant changes within the education landscape in Chicago including: new leadership in the City, a move to an elected, 21-person school board and significant enrollment declines at CPS. A Better Chicago reviewed similar models across the country to help shape the dashboard, looking for models that resulted in deeper collaboration across policy, philanthropy, nonprofit and academia

MAYOR BRANDON JOHNSON UNVEILS NEW CENTRAL MARKET AT MIDWAY INTERNATIONAL AIRPORT CHICAGO — Mayor Brandon Johnson joined officials from the Chicago Department of Aviation (CDA) and local concessionaires at Midway International Airport to celebrate the reopening of the airport’s Central Market and the completion of the historic Midway Modernization Program (MMP), the most comprehensive investment in Midway’s facilities in more than two decades. “The new concessions in Midway’s reopened Central Market are not just world-class amenities to enhance the passenger experience for Chicagoans and visitors alike,” said Mayor Brandon Johnson. “These improvements are an investment in our City’s communities, creating jobs on the Southwest Side for young people and mid-career professionals while connecting local businesses and entrepreneurs with one of our region’s biggest economic engines.” “I am proud of Midway’s long track record of investing in diverse local businesses, with the highest Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation rate in the nation,” CDA Commissioner Jamie L. Rhee said. “This ribbon-cutting completes our ambitious Midway Modernization Program and underscores Mayor Johnson’s ongoing commitment to supporting our diverse team of airport concessionaires at both airports, which represent a key pillar of Chicago’s economy.” The revamped Central Market, located at the intersection of Concourses A and B, is home to a mix of new and existing brands with diverse ownership teams. The food and beverage locations include: Connie’s Pizza America’s Dog and Burger White Sox Bar and Grill M Burger Beecher’s Handmade Cheese Dunkin’ Reilly’s Daughter Retail locations include:

Evolve Tumi MAC/Jo Malone In 2023, more than 56% of Midway’s concessions were operated by firms with diverse ownership teams, among the highest rates in the Southwest Side airport’s history and the highest reported rate of any airport in the country. The airport’s concessions developer, Midway Partnership, managed Midway’s extensive concessions overhaul. The firm’s contract with the CDA will be extended as part of a broader airport concessions ordinance that also extended some relief measures first implemented during the COVID-19 pandemic to help support local businesses hit hard by the historic disruption of air travel. That ordinance was recently passed by the Chicago City Council with the support of Mayor Johnson and the Committee on Aviation. “Midway Partnership is thrilled to celebrate the opening of the centerpiece of the new guest experience here at Chicago Midway. This milestone almost completes the transformation of the airport’s eating and shopping experience with a private investment of over $75 million. The Central Market features a thoughtfully curated mix of local and national retail brands, and several local Chicago favorites, offered in a welcoming setting here in the center of the airport.” said Sammy Patel, CEO, Midway Partnership. “Thanks to the collaborative partnership between the countless small, local, minority businesses, the Chicago Department of Aviation, and Midway Partnership’s joint venture partners SSP America, Hudson, and Vantage Airport Group, we can deliver an exceptional guest experience and create thousands of jobs and opportunities for the South Side of Chicago.” Additional development is planned by CDA and Midway Partnerships in 2024, including buildouts for several additional retail and food and beverage locations. is sending out the message loud and clear that our state is open for business, and it’s the perfect place for businesses big and small to call home.” The 2023 Illinois Makers class represents the largest class since the start of the program, bringing the Maker total to 276. This year’s class offers products ranging from locally sourced and fermented kombucha to handmade, custom golf clubs. “Small businesses are essential to Illinois’ economy and Illinois Makers not only provide economic impact but also add to our diverse communities, inspiring travel to all corners of the state,” said DCEO Director Kristin Richards. “This year, we are proud to welcome the largest class of Illinois Made Makers to date – a testament to the wide-ranging unique experience and quality products that Illinois small businesses offer.” “The trailblazers at KOVAL -- the first distillery in Chicago since the end of Prohibition -- are stimulating our city’s and state’s economy everyday with the opportunities that they create and the quality products they serve,” said State Representative Hoan Huynh. “Illinois’ innovators will continue to play an important role in our state’s economy, and I’m working every day to build the kind of state that gives them the tools they need to be successful.” “Today, we celebrate the creators, makers and artisans powering Illinois’ economy and bringing us our favorite foods, drinks and products,” said State Senator Sara Feigenholtz (D-Chicago). “Every dollar spent locally on Illinois products helps businesses that are invested in our communities—allowing them to grow, hire more employees, and cultivate a stronger state and local economy.” “Small businesses and manufacturers are the heart and soul of our communities,” said State Senator Mike Simmons (D-Chicago). “I am so proud that the 7th District is home to KOVAL Distillery and countless other small businesses who, day in and day out, work hard to provide a community experience we all enjoy and rely on.” The Illinois Made program encourages residents and visitors to discover the people, products and unparalleled experiences found at small businesses in every region of the state. to open the airport’s first lounge, The Club MDW, in the Central Market next fall. Midway’s concessions redevelopment was the final major phase of the $400 million MMP, which launched in 2015. The airport now boasts more than 45 new and local brands. The expansion increased Midway’s total concessions area from 40,000 square feet to more than 70,000 square feet. The centerpiece of the MMP was an expansion of Midway’s passenger security checkpoint, which dramatically increased the width of the pedestrian bridge over Cicero Avenue and doubled the TSA’s hourly screening capacity and available space for queuing. The new security bridge opened in 2020 with a

virtual commissioning at the height of the COVID-19 pandemic. Modernization work on Midway’s Terminal Parking Garage was completed in 2021, with technological upgrades including elevator modernization, improvements to the exit plaza, a new revenue control system for more efficient entry and exiting, new electric vehicle charging stations, energy-efficient electrical upgrades including LED lighting, drainage upgrades and other civil improvements. The CDA also implemented Americans with Disabilities Act (ADA) improvements at the nearby Midway Kiss ‘n’ Ride, including a designated passenger loading and unloading zone, a raised accessible path, and new signage.

Feed the Soul Foundation Provides $850K of Support to Culinary Businesses HOUSTON, PRNewswire -- According to the Small-Business Labor Crisis Report by Ramsey Solutions, 42% of small business owners state they have experienced burnout in the past year and 56% small business owners express they feel alone in solving problems and making decisions when faced with current challenges within the culinary industry. In its third year of service, Feed the Soul Foundation, a national non-profit continues to provide financial relief and solutions for marginalized businesses that experienced the hardest constraints by the pandemic. Through the support of Grubhub Community Fund, title sponsor, and Stella Artois*, Feed the Soul Foundation’s 2023 grant program will award 30 marginalized culinary business owners with $25,000.00 in business development and financial support. Bigger, Bolder, and Phatter than ever – The Creeper Phatty has arrived HERZOGENAURACH, Germany, PRNewswire -- Rihanna’s iconic creeper is finally back. But this time, it’s bigger, bolder and phatter than ever. Imagined, designed, and named by Rihanna, the Creeper Phatty takes the classic Creeper to the extreme with an oversized design, stacked gum sole, and bold pops of color. This new twist on the FENTY x PUMA Creeper is available in three colors for all ages and genders, a full family affair. Phatty stands for extra confidence, extra style, extra everything. Rihanna’s vision was to bring the Creeper back but in a bold and culturally relevant way. The original Creeper launched back in September of 2015, a platformed version of PUMA’s iconic Suede sneaker. This silhouette was named Shoe of the Year by Footwear News in 2016 and not only transformed sneaker culture but sparked PUMA’s brand impact and relevance over the past decade. The Crepper Phatty is wrapped in suede, with a padded and debossed formstrip, debossed Fenty logo on the tongue, laces with gold aglets, and a stacked gum sole. This drop offers three distinct colorways – iconic black and white, extra-bright blue and green, and lavender and cherry red. “We took our OG Creeper and made it bigger and badder,” said Rihanna. “When designing the Creeper Phatty we wanted to reinvent the OG Creeper that was loved by so many. It’s a classic silhouette that has been missed, so it’s return had to be bigger.” As Creative Director, Rihanna’s second FENTY x PUMA campaign -- shot by Philippa Price who previously has shot for both Rihanna and PUMA – explores the juxtaposition between a creep and a phatty attitude highlighting the oversized and bright elements of the shoe. “The original Creeper changed the game for us,” said Maria Valdes, Chief Product Officer at PUMA. “We knew it was time to bring it back. This shoe has universal appeal and we’ve seen tremendous consumer excitement for the silhouette to return. We are excited to not only be able to build upon the existing silhouette with the Creeper Phatty but also expand our offering to the entire family.” The FENTY x PUMA Creeper Phatty will be available worldwide on puma.com and global retailers including Foot Locker. PUMA is one of the world’s leading sports brands, designing, developing, selling and marketing footwear, apparel and accessories. For 75 years, PUMA has relentlessly pushed sport and culture forward by creating fast products for the world’s fastest athletes. Biden-Harris Administration Announces Nearly $74 Million to Expand Full-Service Community Schools Grants will drive academic success and provide wraparound supports to students, educators, and families The U.S. Department of Education announced nearly $74 million in new, five-year Full-Service Community Schools (FSCS) grants to support an additional 30 local educational agencies, nonprofits, and other public or private organizations and institutions of higher education working to expand community schools including by making awards in four new states: Idaho, Missouri, New Hampshire, and Ohio. U.S. Secretary of Education Miguel Cardona will highlight this announcement during a FSCS visit to Idaho today. “These new investments support what I’ve heard from parents and families across the country. Additional funding will deepen community partnerships and connect children and families to vital resources that meet their holistic needs. We know that comprehensive, wrap-around approaches—including nutrition assistance; mental health services; early childhood education; and access to high-quality afterschool summer learning, and enrichment programs—all are crucial for accelerating our students’ academic success and their recovery from the pandemic by helping them thrive both inside and outside of school,” said Secretary Cardona. “I am proud that the Biden-Harris Administration is expanding the number of community schools across the country as an evidence-based strategy to Raise the Bar in education and to deliver on our commitment to support students, families, and whole communities.” This investment builds on the Department’s extensive record of supporting academic success, expanding access to mental health and health services, supporting strong family engagement and community partnerships,

and helping schools provide students and families with the resources they need to thrive. Research indicates that positive learning environments where students receive key services—including nutritional, dental, vision, and mental health services— are critical for accelerating academic recovery. Students learn better, have increased attendance, and are more engaged in their learning environment when their whole needs are met. The Biden-Harris Administration has expanded Full-Service Community Schools five-fold, from $25 million in 2020 to $150 million in 2023. Community schools collaborate with local non-profits, health providers, private partners, and other agencies to coordinate and deliver services like health care, mental health and nutrition services, afterschool and summer programming, and high-quality early learning programs. “When I was in graduate school, I worked for a time as a teacher at Conte Community School in Connecticut where I saw firsthand how programs that meet the needs of the whole child support the development of social and emotional skills, promote academic success, and improve overall wellbeing,” said Ranking Member of the House Appropriations Committee Rosa DeLauro. “Over four years as Chair of the Labor, Health and Human Services, Education Appropriations Subcommittee, funding for full-service community schools was one of my top priorities, and I was proud to expand the program nearly tenfold from $17.5 million in fiscal year 2019 to $150 million in fiscal year 2023. I look forward to working with the Biden-Harris Administration to

maintain and expand these investments in future budgets.” This announcement comes as Secretary Cardona is visiting a full-service community school district in Boise, Idaho, that is supported by United Way of Treasure Valley, a recipient of this year’s grant announcement. More information can be found here. This year’s grantees will support 102 school districts, 292 schools, and 229,549 students by providing a range of services, including by increasing early learning opportunities and expanding cross-agency coordination for community violence interventions. The new grantees are committed to implementing the four pillars of evidence-based community schools that improve achievement and other outcomes for students: 1) integrated student supports that address out-of-school barriers to learning through partnerships with social and health service agencies and providers; 2) expanded and enriched learning time and opportunities; 3) active family and community engagement; and 4) collaborative leadership and practices. The awards will help grow local capacity to support community schools (Capacity Building and Development grants); build partnerships across school district lines to implement and sustain community schools (Multi-Local Agency Grants); and expand State-level work to sustain, strengthen, and expand community schools (State Scaling grants). With these new awards, the Biden-Harris Administration has awarded FSCS grants in 30 states and territories.

Buckner Asks Commuter Transit Authorities to Expand Public Transit Access CHICAGO – State Rep. Kam Buckner, D-Chicago, is reaching out to leaders of the Northern Indiana Commuter Transportation District (NICTD) and Metra Metropolitan Rail as well as the Illinois Department of Transportation (IDOT) and the Regional Transportation Authority (RTA) to expand access to public transit in the greater Chicago area. “Whether commuting to work or getting to school, public transit provides vital transportation to countless Illinoisans every day. However, currently, the service available isn’t adequate to meet the needs of travelers,” Buckner said. “There are simple, cost-effective steps we can take to substantially increase service options. For example, restrictions on outbound South Shore Line trains often leave Chicagoans waiting on platforms for trains that stop but won’t allow them on. Easing restrictions to allow new outbound riders would not require any new infrastructure while simultaneously increasing the frequency of trains, especially for those often forgotten on Chicago’s southside. I am eager to work with IDOT, NICTD, the RTA and the Metra to instate smart solutions such as this.” Buckner is interested in filing legislation that will require outbound trains on the South Shore Line to pick up riders at all stops. Currently, riders are not allowed to disembark or embark within Chicago, even when there is sufficient room for new people to get on the trains. Buckner has spearheaded numerous laws to improve transportation through Illinois for years during his time as a lawmaker, which have resulted in safer commutes, environmentally sustainable buses, and more affordable fares. “Greater access to public transit will bring Illinois closer to its vital environmental goals and grow economic opportunities for local businesses by increasing their customer pools. For those reasons alone, this measure is the smart move. However, this is also an equity measure,” Buckner said. “All people should have freedom of movement in their city, and we are taking a step closer to ensuring that.”

Gov. Pritzker Celebrates Completion of I-280 Over Mississippi River in Quad Cities ROCK ISLAND— Governor JB Pritzker and the Illinois Department of Transportation (IDOT) were joined by local officials and community leaders to announce the completion of a multiyear project to install a new deck on the Interstate 280 Sgt. John F. Baker Jr. Mississippi River Bridge in Rock Island County, an improvement that will result in a smoother, safer ride on one of the state’s key travel corridors. Made possible by Gov. Pritzker’s historic, bipartisan Rebuild Illinois capital program and a partnership with Iowa, the project included patching and resurfacing east of the bridge for a combined investment of $65.7 million. “This is exactly what Rebuild Illinois, our state’s massive infrastructure modernization program, is all about: to make life better and easier for our people,” said Governor JB Pritzker. “When we make smart investments in the roadways that working families and businesses rely on, we’re constructing a better future for the entire region — one where parents and their children can commute with confidence and where new factories and distribution centers are choosing to locate in Illinois, so they can reliably ship their products across the nation.” The Baker Bridge opened in 1973 and today carries more than 28,000 vehicles a day, almost 20% of which are trucks. The new deck is the first replacement since the bridge opened. A $49.7 million project began in 2021 with the demolition and replacement of the westbound bridge deck, followed by the eastbound bridge deck in 2022. The final stage of the project, which patched and resurfaced I-280 from the bridge to the Illinois 92 interchange, was combined with another $16 million improvement that

extended the work from the Illinois 92 interchange to east of the Milan Beltway. Additional work included bridge painting and lighting upgrades at Illinois 92. The Iowa Department of Transportation contributed $18.9 million to the bridge improvements. The combined projects improved more than 6.5 miles of I-280 through the Illinois communities of Coal Valley, Moline, Milan, and Rock Island. The interstate also serves the Quad City International Airport, which is estimated to generate almost $650 million in economic impact annually and supports nearly 4,400 jobs, according to an IDOT analysis of the state’s airports. “These investments in I-280 will extend the life of another critical border bridge and strengthen the robust multimodal infrastructure system in the Quad Cities,” said Illinois Transportation Secretary Omer Osman. “I’m proud that we could make these improvements with our partners in Iowa. Working together, we have improved safety, mobility, and commerce between our two states and throughout the Midwest.” “I am grateful for the leaders that prioritized this funding and helped make this bridge a reality,” said State Sen. Mike Halpin (D-Rock Island). “But I want to offer a special ‘thank you’ to the skilled tradesmen and women that built this bridge from the riverbed up. We are lucky to have an amazing workforce in Illinois and we are a better state because of it.” “We call it the Quad Cities for a reason: every town on both sides of the river needs one another to thrive,” said State Rep. Gregg Johnson (D-East Moline). “This bridge is not just connecting two neighboring states, it is connecting one community split by a mighty river.”

“It’s innovative infrastructure projects like these that do so much for the local community and the Midwest overall. I’m pleased that this project not only creates jobs and makes the roadway safer, but also helps our economy grow,” said Mike Thoms, Rock Island Mayor. “Moline is thankful for each and every investment in its critical infrastructure as well as investments in our regional infrastructure,” said Mayor Sangeetha Rayapati of Moline. “Support from Springfield is critical in our no-state region and we appreciate it.” The I-280 repairs were one of several made possible by Rebuild Illinois this construction season in the Illinois Quad Cities, including: $7 million to patch and resurface Illinois 5 (John Deere Road) in Moline between 16th and 35th streets as well as a $1.3 million project completed in September to patch and resurface Illinois 92 from Turkey Hollow Road to Illinois 192. Across the state, Rebuild Illinois is investing a total of $33.2 billion over six years, creating jobs and promoting economic growth. Rebuild Illinois is not only the largest capital program in state history, but also the first that touches all modes of transportation: roads and bridges, transit, waterways, freight and passenger rail, aviation, and bicycle and pedestrian accommodations. Accomplishments through Year Four of Rebuild Illinois include approximately $12.1 billion of improvements statewide on 5,339 miles of highway, 533 bridges, and 762 additional safety improvements. TECHNOLOGY Y Tips to Protect Yourself From Text Message Cyberattacks self. Here’s what to know:

(StatePoint) Every day, cybercriminals create new methods of obtaining private financial information from unsuspecting individuals, most commonly employing tactics like emailing strangers and convincing them to either share personal information or take an action that compromises their systems and devices. Known as “phishing,” these cybercrime attempts can also come by way of short

message service (SMS) or text messaging, and when they do, it’s called “smishing.” Scammers use smishing to prompt victims to click on internet links or send classified or personal information through texts and other messaging apps, making individuals vulnerable to identity theft and even extortion. However, understanding their methods can help you protect your-

Attacks Are Getting More Sophisticated Cybercriminals often use a tactic called spoofing, where they impersonate a known sender or transmit messages from a legitimate number. Even if you know the sender, it’s still important to verify the message’s legitimacy before responding, opening an attachment, or clicking on a link that could potentially compromise your device. Cybercriminals also share stolen credentials and personal information more readily now and work in gangs, ultimately amplifying the threat. Through social engineering of your publicly available information — often gleaned from social media — and private data procured illicitly, scammers are able to craft text messages specifically designed to lower your defenses. This means, communication may look like it’s being sent from a known person or number, possibly making reference to shared knowledge. Fraudsters may apply a sense of urgency or other scare tactic that prompts you to react quickly instead of taking the time to scrutinize a request. Additionally, the ever-growing capabilities of generative artificial intelligence (AI) tools have made it easier for scammers to develop smishing attempts that closely mirror conversation, making it simpler and more affordable to distribute cyberattacks successfully to a large audience. “Whereas previous smishing and phishing messages often didn’t make sense, as generative AI advances, these messages contain fewer grammatical or spelling mistakes. As a result, users are less able to distinguish them from legitimate communications,” says Raina Kanakis, a security specialist with PNC’s Global Security Fusion Center. Vigilance is key, especially as attacks become more sophisticated. One way to verify senders’ identities is by cross-checking short codes — the five- or six-digit number used by companies to deliver text messages to your phone. Each of these unique codes is used for certain purposes — to transmit card activity alerts, for instance. Many companies, such as PNC Bank, have established resources to enable cus-

tomers to verify the legitimacy of text messages appearing to come from them. By referencing PNC’s Short Codes page for example, you can verify whether a text message originated from a legitimate short code, helping you detect and avoid possible impersonation fraud. Use these additional strategies to help thwart smishing attempts: 1. If you are not expecting the message, proceed with caution. 2. Do not immediately respond. 3. Do not click on any links within a text message. Navigate to the URL using a different means to validate it. 4. If the message appears to come from a familiar

company, contact them on a different channel to confirm legitimacy. 5. Getting a text and subsequent call does not increase legitimacy. Hang up and call the company or financial institution directly using a known telephone number. 6. Screenshot and send any suspicious messages appearing to come from a company to them to verify and alert. 7. To report smishing to all mobile telecom carriers, screenshot and send the message to 7726. For added protection, use the “Report Junk” feature on your mobile carrier’s system. 8. Visit the FCC website for more information on how to avoid smishing scams.
