SPRINGFIELD
– Minimum
wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.
The law allowing public housing
tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

SPRINGFIELD – Gov. JB Pritzker and the state’s largest public employee union announced Tuesday that they have agreed on a new contract that will provide a nearly 18 percent pay raise over four years, including a 4 percent raise this year.
The contract also expands parental leave to 12 weeks and calls for new joint efforts to improve workplace safety.
It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
A spokesperson for the governor’s office said in an email that the contract is projected to cost an additional $204 million in the first year and $625 million over four years.
Other new laws include:
Members of the American Federation of State, County and Municipal Employees Council 31, which represents about 35,000 state employees, voted in local union meetings over the last two weeks to ratify the contract, which negotiators had tentatively agreed to on July 1.
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
The announcement came on the same day Pritzker, leaders of the Democratic National Committee, and Chicago labor leaders announced they had reached a “labor peace agreement” covering the 2024 Democratic National Convention to ensure there will be no labor disruptions during that event.
“Illinois is a pro-worker state — and when it comes to workers’ rights, my administration is committed to ensuring that every Illinoisan has access to good-paying opportunities,” Pritzker said in a joint statement with AFSCME Council 31 announcing the state con-
tract. “This contract represents a partnership that won’t just expand our pool of state employees — it will strengthen our state’s workforce and provide opportunity for employees and their families.”
AFSCME Council 31 Executive Director Roberta Lynch said the contract “helps to address the toll that inflation has taken on state employee incomes and keeps health care affordable.”
The joint statement said the agreement contains other provisions intended to streamline the filling of vacancies and to help recruit, hire and retain workers.
That includes new contract language “to reflect the state’s transition to an electronic hiring process,” forming a joint labor-management committee that will meet to identify roadblocks to hiring, establishing a pilot program for recruitment bonuses for positions with high vacancy rates, and ensuring employees who are on parental leave can still bid on vacancies during their leave.
Negotiations over a new contract were taking place at the same time state lawmakers were negotiating a $50.4 billion budget package for fiscal year 2024, which began July 1.
Democrats, who hold supermajorities in both chambers of the General Assembly, said during those negotiations there were enough resources in the budget to pay for the new contract.

Appropriately, the gift was presented at the University’s 34th Annual Commencement held in CAU’s Panther Stadium on May 20, 2023, when more than 600 scholars received doctoral, master’s and bachelor’s degrees across multiple disciplines.
Carol Waddy, a 1992 CAU graduate and the director of community affairs for corporate social responsibility at Chick-fil-A, Inc., presented the
gift, which will be dispersed over two years.
CAU President Dr. George T. French, Jr. said the investment helps the University to broaden and deepen its services available to students.

The commencement address was delivered by Christopher “Chris” Womack, the first African American to serve as CEO and president of the Southern Company.
The University presented an honorary doctorate degree to its former board of trustee member, Thomas W. Dortch, Jr., a trailblazing entrepreneur and community activist who rose to become chairman of the 100 Black Men of America.

“The 1MBB Initiative is more than just about creating businesses. It is about breaking down barriers and empowering Black entrepreneurs to build generational wealth,” said John Hope Bryant, Founder, Chairman and CEO of Operation HOPE. “Through this initiative, we are nurturing a culture of financial literacy, encouraging smart
entrepreneurial financing, and driving long-term economic empowerment.”
In 2023, the 1MBB Initiative was also named one of the winners of Fast Company’s 2023 World Changing Ideas Awards. In conjunction with 1MBB HOPE also launched The 1865 Project, an initiative designed to help level the economic playing field for underserved Americans.
Operation HOPE’s 1MBB Initiative stands as a beacon of hope, driving economic development, increasing financial literacy, and building generational wealth for underserved Black communities in America. By empowering Black entrepreneurs and individuals with the knowledge, resources, and support they need, the initiative not only fosters economic growth but also challenges the structural inequalities that have held back communities for far too long. As the 1MBB Initiative continues to make strides in creating one million new Black-owned businesses, it paves the way for a more equitable and prosperous future for all.
As 1MBB continues to grow, the program will continue to leverage the following:
Public-Private Partnerships: Operation HOPE collaborates with government agencies, including the Small Business Association (SBA), the Coalition of the Willing, financial institutions, and corporate partners to maximize the reach and impact of the 1MBB Initiative. Public-private
partnerships ensure a coordinated approach to addressing economic disparities and create a more robust support system for Black entrepreneurs.
Community Engagement: The 1MBB Initiative is deeply rooted in community engagement. By actively involving local organizations and leaders, the initiative tailors its efforts to address specific community needs, ensuring that economic empowerment reaches the grassroots level.
Key community stakeholders and 1MBB partners include Shopify, the NFL, Wells Fargo, Nasdaq, Truist, First Horizon Bank, FICO, Uber, Comcast, iHeart Media and Kappa Alpha Psi, to name a few. In partnership with other resource partners, HOPE is also currently engaged in cities across multiple states including California, Georgia, Michigan, Missouri, Tennessee and Texas.
The wealth gap in the U.S. is staggering and felt most acutely within communities of color. According to a recent Bloomberg report, eight of 10 Black-owned businesses fail within the first 18 months. 1MBB acknowledges the urgency of addressing these barriers to unleash the potential of Black entrepreneurship fully. Through strategic partnerships, 1MBB is committed to implementing strategies that level the playing field and foster a supportive ecosystem for minority-owned start-ups. All equipment, including a climbing harness, helmet and via ferrata lanyard, will be provided during the program by Metro Parks. Online registration is expected to begin in July on Metro Parks’ official website.

U.S. Department of Education Strengthens Guidance to Improve Equal Educational Opportunity for Children with Disabilities
The U.S. Department of Education’s Office of Special Education Programs (OSEP) released updated policy guidance, which takes immediate effect, to ensure and strengthen the rights and protections guaranteed to children with disabilities and their families under the Individuals with Disabilities Education Act (IDEA).
The guidance and accompanying Dear Colleague Letter address the IDEA’s “general supervision” requirement, which necessitates states monitor local educational agencies (LEAs) as required by IDEA Part B, and early intervention service (EIS) programs and providers as required by IDEA Part C to ensure children with disabilities and their families access their rights under IDEA.
“As a former special education teacher, administrator, and state special education director, I’ve experienced implementation of IDEA’s general supervision requirements at the state and local level and recognize the need to fortify the policy guidance,” said Glenna Wright-Gallo, Assistant Secretary for the Office of Special Education and Rehabilitation (OSERS), under which OSEP sits. “We must continue to Raise the Bar for all children. One vital component of this effort is to ensure children with disabilities, birth through age 21, receive the early intervention services and a free appropriate public education (FAPE) that meets their unique needs and prepares them for further education, employment, and independent living.”
OSEP’s updated guidance will: Provide states with accessible and actionable information necessary to timely identify and correct noncompliance; Help ensure the rights guaranteed under the IDEA to children with disabilities and their families are protected; and Reaffirm expectations across states to help ensure consistent
implementation of IDEA.
“While the federal government provides grants to states under IDEA, it is the state’s responsibility to educate students with disabilities in accordance with the law. This guidance underscores each state’s general supervision responsibility to meet the purpose of IDEA and ensure that all school-age children, regardless of the nature or severity of their disability, can access FAPE in the least restrictive environment and that infants and toddlers with disabilities and their families receive appropriate early intervention services to the maximum extent appropriate,” said OSEP Director Valerie C. Williams.
Through various OSEP monitoring activities and information received in the State Performance Plan/Annual Performance Report (SPP/APR) submissions, OSEP has observed the need for updated guidance to ensure states have the information needed to build robust general supervision systems. Such systems should ensure statewide accountability that swiftly identifies and corrects noncompliance, increases accountability through the collection of timely and accurate data, and ensures the full implementation of IDEA to improve functional outcomes, and early intervention and educational results for children with disabilities.
Additionally, OSEP received requests to clarify for all state education administrators the roles and responsibilities needed to satisfy the IDEA’s general supervision requirements. OSEP is further clarifying or expanding positions in the following areas:
A state must not ignore credible allegations of noncompliance made outside its formal monitoring visit cycle;States must monitor each LEA or EIS program at least once within the six-year cycle of the state’s SPP/APR; States must issue a
timely finding of noncompliance, generally within three months of the state’s identification of the noncompliance; and States,
LEAs, and EIS programs or providers must correct each individual case of identified noncompliance, rather than a subset.

Beating hearts pump up virtual reality for pre-surgery planning
PEORIA, Ill., PRNewswire -- Imagine being a surgeon who can plan a surgery in virtual reality (VR) by seeing the beating heart of a patient before walking into an operating room. Researchers at Peoria, Illinois-based OSF HealthCare and Bradley University believe they can make this vision a reality.
Matthew Bramlet, MD, is a pediatric cardiologist at the University of Illinois College of Medicine at Peoria who specializes in congenital cardiac MRI for OSF Children’s Hospital of Illinois. His Advanced Imaging and Modeling (AIM) lab at Jump Trading Simulation & Education Center is focused on translation of medical images into 3D and 4D interactive models (for 3D printing for virtual reality) to assist in pre-surgical planning of complex cardiac and cancer cases.
According to Dr. Bramlet, the heart is a unique organ because it changes shape as it expands and contracts to pump blood through the body. This change in shape becomes a problem when the muscle of the heart grows abnormally and obstructs its own ability to pump blood out of the heart. This is a problem, because no current technology exists that allows a surgeon to view this 4D, dynamic obstruction.
Rather than relying on years of trial and error of surgical expertise to determine the correct way to cut out muscle to relieve the obstruction, this project seeks to provide the surgeon with a VR view of their next patient’s beating heart in 4D.
The Innovation for Health (IFH) grant program with Bradley University in Peoria, Illinois is designed to inject funding ($50,000) to combine clinical problems with computer science expertise. Assistant Professor Sam
Hawkins, PhD, and graduate students at Bradley University plan to utilize machine learning to convert standard medical images into a sequence of 3D models, that when played sequentially create a 3D beating heart; the “4D heart.”
This concept has been previously demonstrated by Dr. Bramlet’s AIM lab, but it took an entire summer to convert images to a 4D heart, showing both the expansion and contraction of the heart that could be viewed through a virtual reality headset. Dr. Bramlet says that’s not a sustainable approach.
“How do we put the CT data into a computer and slice by slice, say this is the myocardial tissue so we get an exact replica of the heart. But I don’t need just one (3D replica of a heart); I need 20 to make each phase of that heart (he simulates the sound of repetitive beats) into a 4D heart.”
Assistant professor Hawkins believes machine learning can be leveraged to perform the labor-intensive process of converting images. Hawkins explains computer science graduate students at Bradley are part of the research effort.
“First, we need to figure out what part of the image is the heart and what part is not. And then we need to combine these tiny images into a 3D image. And then we need to do that many times to get the 4D.”
The solution should allow surgeons to virtually preview the beating heart of their patient, showing the obstruction in 4D, therefore providing a new pre-surgical analysis tool. The multidimensional view allows surgeons to zero in on structures of the heart, significantly enlarge elements and get a much better view of the anatomy. This machine learned 4D generation of a beating heart will be a
first of its kind technology.
Technology could expand use of VR for surgery planning
Researchers believe creating an automated solution can reduce the manual process of converting images from months to hours, and eventually perhaps minutes. That option could be applied to images for other types of complex medical cases in adults, children and the smallest infants.
Dr. Bramlet says new AI-supported software could provide a scaled solution for surgeons everywhere.
“The most immediate impact isn’t going to be the 4D heart. The impact at a grander scale will be the scalability of how any program will be able to create models for pre-surgical planning; 3D printed or for VR with this technology.” -Dr. Matthew Bramlet, pediatric cardiologist
Hawkins believes the technology will lead to other hospitals adopting the approach for pre-surgery planning.
“It has the potential to really remove the barrier of entry for institutions that don’t have the expertise or the time but do have images they wanted to view (more intricately).”
This entire machine learning project has been made possible by Jump Simulation’s long-term investment in sharing 3D insights. Since, 2014, Jump has contributed 3D models of congenital heart disease to Dr. Fauci’s 3D database at the NIH. This library of annotated 3D models provides the rich dataset of raw material needed for machine learned insights into automated segmentation of patient specific 3D models.
Within a year, this project aims to automate, through machine learned algorithms, the conversion of cardiac CTs into virtual reality. The 4D view will enable surgeons to see the beating hearts specific to individual patients.
Northwestern Mutual kicks off #LemonTopChallenge in honor of childhood cancer patients and survivors
MILWAUKEE, PRNewswire -- Northwestern Mutual is kicking off a unique social media challenge to generate awareness for a cause the company has been supporting for more than a decade – finding better treatments and cures for childhood cancer. For consumers who share a photo or video featuring themselves or someone else balancing a lemon on their head posted to social media through August 6, 2023, the company will make a $10 donation to Alex’s Lemonade Stand Foundation (ALSF), up to $100,000.
Northwestern Mutual’s Childhood Cancer Program is devoted to accelerating the search for better treatments and cures for childhood cancer, while also supporting families undergoing treatment and survivors struggling with lasting effects. Since 2012, Northwestern Mutual has donated more than $50 million to the cause overall, which includes more than $30 million towards funding more than 600,000 hours of research through their partnership with Alex’s Lemonade Stand Foundation.
“At Northwestern Mutual, we are inspired by the ongoing strides in cancer research as a result of the grants we’ve helped fund for Alex’s Lemonade Stand Foundation. We continue to find opportunities to donate funding to aide in their pursuit of finding a cure,” said Northwestern Mutual Foundation president Steve Radke. “In honor of Alex Scott’s wish to help every child battling cancer, we’re excited to announce this challenge and make an additional donation towards continued advancements in research and treatment.”
The #LemonTopChallenge will run across LinkedIn, Twitter, Facebook, Instagram and TikTok. Participants are tasked with uploading a video, photo or story to social media showcasing someone balancing a lemon on their heads and challenging their friends to do the same. Participants must also add the hashtag #LemonTopChallenge and tag @alexslemonade and @northwesternmutual.
“Northwestern Mutual has supported our mission to find a cure for childhood cancer for more than a decade,” said Liz Scott, co-executive director of Alex’s Lemonade Stand Foundation and Alex’s mom. “The #LemonTopChallenge is a creative way to activate support throughout the country and we’re grateful for Northwestern Mutual’s generous contribution.”
Alex’s Lemonade Stand Foundation (ALSF) emerged from the front yard lemonade stand of 4-year-old Alexandra “Alex” Scott, who was fighting cancer and wanted to raise money to find cures for all children with cancer. Her spirit and determination inspired others to support her cause, and when she passed away at the age of 8, she had raised $1 million. Since then, the Foundation bearing her name has evolved into a national fundraising movement. Today, ALSF is one of the leading funders of pediatric cancer research in the U.S. and Canada raising more than $250 million so far, funding over 1,000 research projects and providing programs to families affected by childhood cancer.
