Dozens of state employees across multiple agencies are under investigation by a state watchdog for claims they fraudulently obtained payments from a federal pandemic-era loan program, Capitol News Illinois has learned.

– Minimum
wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.
The law allowing public housing
tenants to keep pets is the result of Senate Bill 154, by Sen. Linda Holmes, D-Aurora, and Rep. Stephanie Kifowit, D-Oswego. It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.

Neil Olson, general counsel at the Illinois Office of the Executive Inspector General, confirmed that “OEIG has been investigating allegations of Paycheck Protection Program fraud by state employees under our jurisdiction.” The review, he said, is “systematic,” involving multiple state agencies and the other governing bodies under OEIG’s jurisdiction, which include state universities, boards and commissions, and regional transit boards.
It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
Congress intended for the loans issued by the U.S. Small Business Administration, most of which were later forgiven, to keep small businesses afloat and their employees on the payroll as COVID-19 resulted in lockdowns and interrupted commerce.
Other new laws include:
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Fraud in the PPP program has been widespread across the United States. In a June report, the inspector general for the SBA estimated that the agency paid out more than $200 billion in “potentially fraudulent” aid during the pandemic – about 17 percent of the $1.2 trillion that was dispersed through the PPP and other similar programs.
In the rush to swiftly disburse funds, the federal agency “weakened or removed the controls necessary to prevent fraudsters from easily gaining access to these programs,” the report stated. “The allure of ‘easy money’ in this pay and chase environment attracted an overwhelming number of fraudsters to the programs.”
The OEIG typically does not comment on ongoing investigations, and Olson declined to say how many employees could face disciplinary action – up to and including termination – as a result of the widespread probe or provide any additional details.

The agency said it will continue to work to detect and punish fraud committed by its workers, in cooperation with the OEIG, law enforcement and federal authorities.
The fraud was not limited to IDHS. Collectively, state employees may have obtained millions of dollars in fraudulent payments. A spokesperson for Gov. JB Pritzker declined to provide specifics about how many employees have faced disciplinary action for PPP fraud, saying that the governor’s office does not comment on ongoing investigations. While some employees have already received notices of their termination, they have a right to appeal that decision.
Not every state employee who claimed a PPP loan committed fraud. Some may have had legitimate outside employment that made them eligible for the federal loan program. Those individuals would not be disciplined.
State policies require employees to disclose secondary income, and certain state employees, such as agency managers and people who are responsible for procurement and other financial dealings, must also file statements of economic interest with the secretary of state’s office that would detail outside income. The investigations may center around whether they filed fraudulent paperwork to obtain the loan, thereby acting in a way unbecoming of a state employee, or failed to follow ethical guidelines disclosing such income – or both.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
The scandal has ensnared numerous employees who work at the Illinois Department of Human Services, including at state-run facilities for people with disabilities that are facing staffing shortages. In late June, a spokesperson for the agency confirmed that at least 30 IDHS employees were in various stages of the disciplinary process for inappropriately taking PPP loans. At the time, eight IDHS employees had been fired, six had resigned and 16 were pending disciplinary action.
In a statement, the agency said that it is “committed to safeguarding the public” and takes the outcomes of the OEIG’s investigations seriously.
The OEIG is not a criminal law enforcement authority. In general, it investigates state employees for breaches of ethics and other misconduct and makes recommendations that could range from retraining to termination, depending on the seriousness of the offense. If conduct is criminal in nature, OEIG has the authority to share its findings with law enforcement.
Other public sector employees in Illinois have also come under scrutiny for PPP fraud. Numerous Cook County government workers have been terminated or resigned for bilking the program of hundreds of thousands of dollars over the past year.

Boeing Announces Scholarships for Pilot Training
ARLINGTON, Va., PRNewswire -- Boeing
[NYSE: BA] is investing $950,000 in scholarships for pilot training to grow and diversify talent required to meet significant long-term demand for commercial airplane pilots.
Boeing is donating $500,000 to fund 25 scholarships with five aviation organizations committed to developing future pilots, including:

Long-term demand for newly qualified aviation personnel remains strong. Boeing projects 602,000 new pilots will be needed to fly and maintain the global commercial

Chicago Public Schools Prioritizes Transportation for Diverse Learners Amid Ongoing National Bus Driver Shortage
CHICAGO – Chicago Public Schools (CPS) announced today (Monday) that it has confirmed school transportation to date for more than 7,000 priority students - Diverse Learners and Students in Temporary Living Situations (STLS), and that these students, who most need support, will remain the priority this school year amid the ongoing nationwide bus driver shortage. All CPS Pre-K-12th grade classes begin on Aug. 21 for the 2023-24 school year.
Moving forward, the District will process new requests on an ongoing, or rolling, basis, and continue to prioritize our Diverse Learners and Students in Temporary Living Situations (STLS) to ensure they will have transportation within two weeks of the start of school, while also keeping a focus on reducing route travel times. Families in those two categories can continue to decline transportation and opt to receive an up-to $500 monthly stipend, ($25 per day and contingent on school days) as an alternative to CPS-provided transportation. Families of more than 3,000 students have already accepted the stipend in addition to the more than 7,000 students who are confirmed for transportation.
General education students in selective enrollment or magnet programs will not have access to school bus transportation on the first day of school but free CTA cards will be available for those students for as long as they are without school bus transportation this school year. Parents/guardians can also request a CTA companion pass to cover the transportation costs of an additional person who may need to accompany a child to and from school. State law requires that Diverse Learners whose IEP requires transportation as a related service and Students in Temporary Living Situations receive transporta-
tion. Amidst the school bus driver shortage, the Chicago Board of Education outlined a framework prioritizing those who are legally required to receive transportation and then, if there is capacity, transportation owed to general education students, selective enrollment or magnet programs.
CPS does not own or operate its own fleet of school buses but contracts with 13 school bus companies, including one additional school bus company and five alternative modes of transportation (such as vans and taxis) added over the past couple years to help address the nationwide bus driver shortage. More than 17,000 of the District’s 320,000-plus students are eligible for bus transportation; most students can walk to school. Last year, the District transported more than 17,275 students, including 8,659 Diverse Learner students, while families of another 2,037 Diverse Learners accepted the stipend.
To date, the District’s contracted transportation companies have just slightly over half the approximate 1,300 drivers needed to transport all students. In the past year, those companies have increased wages with drivers earning between $20 to $25 an hour and many of the companies have increased their recruitment fairs and added referral bonuses.
The following priorities and accommodations have been set for providing student transportation:
All Diverse Learners and Students in Temporary Living situations who are eligible for transportation and have opted in for student transportation by July 28, will have service on Aug. 21, the first day of school. The July 28th deadline was set after offering two prior deadline extensions in an effort to ensure as many families as possible can be part of the complex routing process needed to

guarantee transportation on the first day of school.
While the District works on the routing process, families of Diverse Learners and Students in Temporary Living Situations who have not yet been routed will receive $25 per school day, starting Aug. 21 and continuing until transportation services are provided.
Families with students who are enrolled and identified as Diverse Learners after July 28 can continue to choose the option of receiving an up-to $500 monthly stipend if they do not want to opt into CPS transportation. Payment is issued monthly in arrears and payments are delivered by the U.S. Postal Service to schools.
For general education students eligible for transportation and in magnet or selective enrollment programs, CPS is providing FREE Chicago Transit Authority (CTA) Ventra cards for eligible students and one parent or guardian who may need to accompany a student(s) on the CTA. In order to receive a Ventra card, families must submit a completed CPS form by Aug. 11. The CTA is free for all CPS students on the first day of school, Aug. 21.
The only general education students in magnet or selective programs who will be routed for school bus transportation by the first day of school are siblings of Diverse Learners who attend the same school.
The District shared transportation updates with families on Monday, CPS urged all families who need transportation to submit the necessary applications and District and school officials will continue to update families, the Board of Education, and our community on student transportation up until and through the beginning of the school year.

Gov. Pritzker Signs Slate of Bills Expanding Supports for Active Military Members, Veterans, and Military Families
CHICAGO — Governor Pritzker signed five bills expanding protections for veterans, active-duty soldiers, and military dependents.
“The men and women of this state and this country who heed the call to serve deserve every possible support and protection during and after their time in the military,” said Governor JB Pritzker. “These bills weave together a more comprehensive safety net to protect and uplift veterans and service members dealing with the complexities of life in the military, including the many ways in which service can impact someone’s family and loved ones. HB0925: House Bill 0925 creates the “Veteran Service Organization State Charter Act.” This act lays out specific requirements organizations must meet in order to be considered state-chartered veterans service organizations. This is a voluntary process that includes demonstrating that an organization must be formed by and for veterans with a majority of board members who are veterans, alongside other financial and legal qualifications.
HB3103: House Bill 3103 eases the process of obtaining a civil no contact order of protection for victims and survivors of military sexual assault. In 2022, Governor Pritzker signed into law SB257, ensuring military sexual assault victims were able to access the same rights and protections as their civilian counterparts. SB 257 allowed Military Protective Orders to be used as a basis for the issuing of criminal domestic violence orders of protection, stalking no contact orders, and gave local law enforcement the ability to enforce a military protective order. This act expands on those efforts to ensure victims and survivors of military sexual assault have access to all necessary resources for protection. The U.S. Department of Defense has cited Illinois’ work in this area as a model for national reform.
HB3295: House Bill 3295 requires the military liaison for the Illinois Department of Financial and Professional Regulation (IDFPR) to notify service members’ spouses of federal assistance programs to reimburse licensing fees when they apply to transfer a professional license to Illinois. Under federal law, military spouses may be reimbursed up to $1,000 for obtaining a professional license required when moving to a new state for military relocation. This includes exam and registration fees. Governor Pritzker has previously prioritized aiding military spouses with relocation by creating a liaison to assist eligible members and their spouses, and by expediting certain applications for review. The licensing reimbursement will be paid by the branch of the military the individual serves in.
HB2856: House Bill 2856 amends the Vital Records Act by adding that the death certificate for an individual who has history of military service may include or be amended to include whether or not a military service-related injury contributed to the cause of death. Having such a classification can expand and expedite access to benefits for the spouse or dependents of the deceased.
SB1072: Senate Bill 1072 designated the Honor and Remember flag as the specific symbol to acknowledge American service men and women who lost their lives in the line of duty. The flag was created by the father of Cpl. George ‘Tony’ Lutz II who was killed in action while on patrol in Fallujah, Iraq. The bill creates a mandate on public entities that would then be required to purchase the flag, which cost $55 each. Twenty other states officially recognize this flag.

HOW TO CARE FOR AN
ROSEMONT, Ill., PRNewswire -- It’s easy to injure a nail by slamming a finger in a car door, wearing the wrong shoes, or getting a sports injury. While these common accidents can happen throughout our life, a board-certified dermatologist from the American Academy of Dermatology (AAD) is providing tips to help you treat an injured nail at home, so you’re prepared if it happens.
1. “To prevent a nail injury, I tell my patients to keep their nails short, so they do not bend or catch on objects,” said Shari Lipner MD, PhD, FAAD, associate professor of clinical dermatology at Weill Cornell Medicine in New York. “Not only do short nails stay cleaner and break less often, they’re also good for your overall health because they are less likely to harbor dirt and bacteria, which can lead to an infection. It’s also important to make sure your shoes fit well and have a wide toe box to prevent rubbing. If you play sports, make sure to wear the proper gear to protect your nails.”
2. If you do get a nail injury, Dr. Lipner and the AAD recommend these tips:

3. Treat your wound. If any part of your nail is hanging off, gently trim away the part not connected to your skin. Then, gently clean the wound using soap and water. If the wound is bleeding, don’t put a dry bandage or gauze on top — once the bleeding stops, this will stick. Instead, apply petroleum jelly to keep your wound moist and then cover with gauze or a bandage. Repeat these steps every day while your wound heals.
4. Do not put sticky products on your nail. Make sure to only apply sticky products, such as an adhesive bandage or medical tape, to the skin around your nail on your finger or toe, so you don’t irritate the injury further. Wrapping your wound with an elastic bandage is another good option.
5. Get relief. Apply a cool, damp washcloth to your wound to reduce swelling. Prop the arm or leg with an injured nail on pillows so the nail is higher than your heart. This helps reduce swelling. Taking ibuprofen or acetaminophen can help relieve pain and reduce swelling when your nail injury is new.
6. Protect your nail while it heals. A nail injury can take several weeks to feel completely better. Even after your wound stops bleeding, keeping a light dressing on the nail, such as an adhesive bandage or a small piece of gauze, provides padding and protection.
7. “While nail injuries can be treated at home, some injuries may require you to be seen by a medical professional,” said Dr. Lipner. “If you can’t bend your finger or toe, if blood covers more than half your nail, if your nail is black or purple, or if your injury is particularly painful, see a board-certified dermatologist or get emergency medical care.”

Myth: Hospice means giving up.
Fact: The primary goal of hospice is delivering comfort, support and specialized medical care to those ready to forgo curative treatment. Research has shown that a person who spends time on hospice has a greater quality of life at the end of their life.
