Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds.
- Millions of children across the nation will be able to do their homework at home during the upcoming school year, thanks to strong leaders on both sides of the aisle who recognize that broadband has become a necessity. But that could soon end if Congress doesn’t quickly take action.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
Indeed, the affordability gap is much larger than the availability gap, which makes the Affordable Connectivity Program just as important as the Broadband Equity, Access, and Deployment (BEAD) Program, which is primarily focused on broadband infrastructure deployment. Recognizing the criticality of the ACP, Black religious leaders have also organized and appealed to the President to continue funding the nearly two-year-old program—even make it permanent.
A federal initiative aimed at bridging the digital divide—the gap between those who have internet access and those who do not—could lose funding as soon as next spring if Congress doesn’t add more dollars to the program. The Affordable Connectivity Program (or the ACP, as it is called) provides crucial online access to people who might otherwise be unable to afford it. And it’s not just helping to level the playing field with education; it’s transforming the lives of more than 20 million households by expanding access to job opportunities, e-commerce, entertainment, political participation, communication with loved ones and more.
Other new laws include:
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

Weems, then Coalition Leader for Black Churches 4 Broadband, wrote during the height of the pandemic: “We can end the digital divide once and for all with a permanent subsidy. We have subsidies to feed those who are food insecure. We have subsidies for those who need help with childcare, home energy and other essential needs. We need a similar program for the internet. We now stand ready to help the Biden team mobilize our communities around digital and information literacy. The future of our families and community depends upon it.”
The ACP, administered through the Federal Communications Commission (FCC), was funded through the 2021 Infrastructure Investment and Jobs Act. It provides a discount of up to $30 per month toward internet service for eligible households and up to $75 per month for households in qualifying high-cost areas and on qualifying Tribal lands, as well as a one-time discount on the purchase of a laptop, desktop computer, or tablet.
The program’s participation rate, which now exceeds one-third of eligible households, far outweighs that of the Lifeline program, which offers a $9.25 discount on phone or internet service and has attracted less than one-in-five (19%) eligible households to enroll. Because of the program’s success, education, civil/human rights, religious and civically conscious groups are imploring the powers that be to not cast the 20 million participating households into the digital dark…to not allow the ACP to end.
College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
The support for the ACP also dips deeply into the civil rights community, evidenced by an August 3 letter from the Multicultural Media, Telecom and Internet Council (MMTC) to congressional leaders. It was co-signed by many well-known and respected organizations in the Black community, including the A. Philip Randolph Educational Fund, Black Economic Alliance, Black Women’s Roundtable, and the National Action Network. The letter stated its mission as advocating for “equitable access to essential resources and services, including broadband connectivity for African Americans” and called the ACP “a lifeline for marginalized communities.”
The takeaway of this collective action is that the Black community agrees: Allowing the Affordable Connectivity Program’s money to run out would be catastrophic. The progress toward digital equity that’s been made with the help of the ACP would be rolled back, and millions of Black Americans would soon be left behind. Therefore, the Black community cannot back down on broadband.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

The Blue State Challenge: Gifts from 36 states
NASHVILLE, Tenn., PRNewswire -- The Frist Art Museum presents Multiplicity: Blackness in Contemporary American Collage, the first major museum exhibition devoted to the rich yet understudied subject. Featuring approximately 80 collage works, Multiplicity explores the breadth and complexity of Black identity and experiences in the United States. Conceived and organized by Frist Art Museum senior curator Katie Delmez, the exhibition will be on view in the museum’s Ingram Gallery from September 15 through December 31, 2023, before traveling to the Museum of Fine Arts Houston and an additional venue to be announced.
With an intergenerational group of 52 living artists, Multiplicity examines how concepts such as cultural hybridity, notions of beauty, gender fluidity, and historical memory are expressed in the practice of collage. By assembling pieces of paper, fabric, and other often-salvaged or repurposed materials, the artists in this exhibition create unified compositions that express the endless possibilities of Black-constructed narratives despite our fragmented society. The artists range from
established luminaries to emerging and midcareer figures, including Mark Bradford, Lauren Halsey, Rashid Johnson, Kerry James Marshall, Wangechi Mutu, Jamea Richmond-Edwards, Deborah Roberts, Tschabalala Self, Lorna Simpson, Devan Shimoyama, and Mickalene Thomas.
Multiplicity is structured broadly around seven themes that foreground personal and collective history, regional or national heritage, and gender and sexual orientation, in addition to racial constructs. “Although it is a nearly ubiquitous art form used by elementary school students to the biggest names in modern art history—Pablo Picasso, Georges Braque, Hannah Höch, Max Ernst, and Robert Rauschenberg—twenty-first century collage is an arguably understudied and undervalued medium, especially in museum exhibitions,” notes Delmez in her exhibition catalogue introduction. “Multiplicity is an opportunity to spotlight the formal complexity and vibrancy of the technique and to assert its contributions to the field through the lens of some of today’s leading artists.”
Like the exhibition itself, the broader project layers together many different participants. Contributors to the
accompanying catalogue range from senior scholars to honors students at Fisk University. Collaborators such as Tennessee State University, Fisk University, William Edmondson Park in Historic Edgehill Neighborhood, and Artville in Wedgewood-Houston are featuring reproductions of work by exhibited artists outside the museum walls. Related exhibitions will be held across Nashville at places like Fisk’s Carl Van Vechten Art Gallery, Tinney Contemporary, and Julia Martin Gallery.
The artists featured in Multiplicity build upon the rich legacy of African American artists such as Romare Bearden, who received considerable critical attention as he experimented with collage in the 1960s to inspire collaboration and community. “Although Bearden is the most well-known, other African American artists making collages in the mid-twentieth century include David C. Driskell, Loïs Mailou Jones, Jacob Lawrence, Sam Middleton, Faith Ringgold, Betye Saar, and many more,” writes Delmez. Drawing upon the work these foundational figures, contemporary artists are making collages in an array of different ways, from traditional cutting and pasting to complexly layering materials, to creating works digitally. For some, collage is their principal strategy; for others, it represents a branch or chapter in their wider practice.

During the Tang Dynasty, Han Shanzi, a poet, and Shi De, a monk of Guoqing Temple, once lived in seclusion here. The former’s poems were translated into many languages and were once a hit in Japan, Europe and America.
Although they are not from a family, they have
developed brotherly relations, leaving many moving poems and legends. They have been named Hehe Gods by a Qing Dynasty emperor, which later became the symbol of the Hehe culture with far-reaching influence at home and abroad.
Meanwhile, Taizhou is known for a rich poetry legacy. In the Tang Dynasty (618-907), one of the peaks of Chinese poetry culture, more than 300 poets came here, either asking for meditation or seclusion. They sang their aspirations and expressed their feelings by depicting local scenery, leaving behind more than 1,400 majestic poems, leaving a historic “Tang Dynasty poetry corridor” in eastern Zhejiang.

5. Check fields for dips, divots and holes. Ninety percent of ankle sprains are due to poor playing conditions. That’s why some surgeons recommend walking the field, especially in non-professional settings like public parks, looking for spots that could catch a player’s foot. “The back-to-school season is prime time for foot and ankle injuries from fall sports like soccer, football and cross country,” says Richard Baker, DPM, FACFAS, a foot and ankle surgeon and Fellow Member of the American College of Foot and Ankle Surgeons (ACFAS). “Fortunately, there are many steps parents, coaches and young athletes can take to prevent injuries from occurring in the first place and to discourage kids from playing through pain.”
Here are eight play-it-safe tips from the foot and ankle surgeon members of ACFAS to help prevent injuries and to treat them properly when they do occur.
1. Get a pre-season checkup. Apre-season medical evaluation can help identify whether your child could possibly benefit from using an orthotic or wearing a supportive ankle brace while playing. This is especially important for those with previous sprains and injuries.
2. Start the season with new shoes. Old shoes can wear down and become uneven, causing the ankle to tilt. And, as your child’s feet may have grown between seasons, their old

6. Watch their technique. Adifference in the way your child is moving is often a tell-tale sign that something is wrong. Playing with pain is never a winning strategy so encourage kids to be honest about pain or discomfort.7. Be mindful of other physical activities. Your child doesn’t need to be involved in a formalized athletic program to be vulnerable to sports-related injuries. Foot and ankle surgeons warn of common injuries like plantar fasciitis, bone spurs, fractures and Achilles tendonitis due to repetitive, forceful motions, which can occur in activities such as skateboarding. When skateboarding or engaged in other non-formal activities, always wear protective gear, including supportive shoes, and seek treatment when there is pain or injury.
8. Remember RICE. Often, an injured foot or ankle can be treated with rest, ice, compression and elevation. Those with foot or ankle pain should take a break from playing and allow time for recovery. If pain persists, something more serious may be happening, such as cartilage injuries or broken bones in the foot.
