Battery manufacturing plant coming to Illinois – with $530M incentive deal

A new battery manufacturing plant is set to open in northern Illinois next year after the state offered more than $330 million in tax incentives to make it happen.

Gotion, a Chinese battery manufacturing and development company, announced on Friday that it will build a lithium-ion battery manufacturing facility in Manteno, about 50 miles south of Chicago.

The roughly $2 billion project is set to create 2,600 jobs and begin production in 2024. The plant will produce battery cells, battery packs like the kinds used in electric vehicles and large-scale energy storage systems.

Gov. JB Pritzker on Tuesday called the development “the most significant new manufacturing investment in Illinois in decades.”

In total, the state and local governments offered Gotion more than $536 million in incentives and tax breaks, according to Pritzker’s office.

The company is the fifth to make a deal with the state under the twoyear-old Reimagining Energy and Vehicles, or REV, program. Under the deal finalized on Thursday, the state will provide $213 million in tax credits to the company over the next 30 years – nearly nine times more than the previous four deals combined. Gotion’s agreement is contingent on a minimum investment of $1.9 billion among other stipulations.

Illinois Senate President Don Harmon, D-Oak Park, used Friday’s announcement ceremony to advertise Illinois to other companies looking to select locations for new developments, declaring that “Illinois is open for business.”

“We are a leader in the Midwest of clean energy job creation, putting us on the forefront of a rapidly expanding industry,” Harmon said.

Another player in the deal announced Friday was Intersect Illinois, a public-private partnership set up by former-Gov. Bruce Rauner to attract businesses to Illinois. The group’s CEO, Dan Seals, said his organization helped Gotion with site selection for its Manteno project.

“This is the biggest project I’ve seen in my years of economic development,” he told Capitol News Illinois. “It’s a big deal for the electric vehicle industry, it’s a big deal for Manteno, it’s a big deal for Illinois.”

The company is the fifth to make a deal with the state under the two-year-old Reimagining Energy and Vehicles, or REV, program. Gotion is also set to receive $125 million for capital funds from a $400 million pot of money overseen by Pritzker’s office that is sometimes referred to as a “closing fund.” This discretionary fund was approved by lawmakers for the current budget year, giving Pritzker the authority to offer businesses incentives to relocate to Illinois beyond those offered in other state programs.

A Pritzker spokesperson said the negotiations between the state and Gotion started approximately 2 years ago.

The company also worked out a deal with Kankakee County to cap the taxes paid on the approximately 150-acre property at $2 million per year for the next 30 years, according to Kankakee County Board Chair Andrew Wheeler.

The chairman of Gotion’s parent company in a statement on Friday said that the group was drawn to Illinois because of “an enabling business environment” and “a supportive state government.”

The company produces lithium iron phosphate cells for groups like Volkswagen. The German automotive manufacturer is the largest single shareholder in Gotion’s parent company, Gotion High-tech, and the two companies share a strategic framework for developing battery cells, according to Volkswagen’s 2022 annual report.

Gotion is also in the process of setting up a plant in Michigan. This has sparked controversy from Republicans in that state, who cite concerns about the company’s Chinese ownership.

Seals said the Manteno project’s central location in the U.S. is a key selling point for EV companies.

“Batteries have strategic value to the electric vehicle industry,” Seals said. “Batteries are heavy. Auto manufacturers don’t want to be too far and have to ship them.”

Earlier this summer, Canadian manufacturer Lion Electric opened a 900,000 square foot factory in Joliet. The plant will focus on building electric buses and trucks and the company says it will eventually have a production capacity of 20,000 vehicles per year.

But the state has also had some misses when it comes to battery manufacturing. U.S. Senator Dick Durbin, a Democrat from Springfield, told reporters in 2021 that there were talks with Samsung to bring a battery manufacturing plant to Bloomington-Normal.

But that plant, a partnership between Samsung and automotive company Stellantis, eventually went to central Indiana. Stellantis later “idled” its Jeep manufacturing plant in Belvidere, citing the rising costs of EV manufacturing as a contributing factor.

In addition to state efforts to court manufacturers, consumers in Illinois are increasingly turning to EVs and other battery-powered cars.

Since 2018, more than 186,000 EVs and hybrid vehicles have been licensed in Illinois, according to data from the secretary of state’s office. There were about 80,000 fully electric cars on Illinois roads as of August 15, about eight times as many as there were at the same time in 2018.

The state of Illinois offers support on the consumer side of the EV equation as well. As part of the 2021 Climate and Equitable Jobs Act, the state gives $4,000 tax rebates for EVs and $1,500 on electric motorcycles.

After the successful launch of his latest sneaker boutique in Hyde Park, Chicago entrepreneur, and businessman James Denman is using his venture to bring people together through a new podcast. The Sneakerville 88 podcast features athletes, entertainers, artists, and even politicians. Even better, each podcast coincides with a new drop. The goal is to restore a sense of community and belonging over a shared love of sneakers.

“No matter your story or background, our common love of sneakers binds us together. It’s a conversation starter and something that we can use to begin to heal the deep divide that our country is in right now,” said entrepreneur and business owner, James Denman.

Healing the country? That may seem like a far-fetched idea in our current political climate, but maybe not. Research from the global nonprofit Points of Light shows that 73% of people believe that volunteering is more important than ever, yet 66% think they can’t make a big impact in their communities. Activists on the ground prove otherwise. That’s why Points of Light, which is dedicated to inspiring and equipping people to take action, has recognized thousands of volunteers for their contributions to their communities through The Daily Point of Light Award.

“Points of Light’s research found that Gen Z is the most civically engaged generation to date. Our youth honorees demonstrate that people of all ages can strengthen communities and solve persistent problems,” says Diane Quest, interim CEO, Points of Light.

To inspire you to action, the organization is sharing the stories of youth honorees, along with three elements from The Points of Light Civic Circle®, a framework for helping individuals get civically engaged:

Volunteer

Nonprofit organizations and NGOs need volunteer

power to deliver support to the communities they collaborate with. If you’re an adult wanting to facilitate youth volunteerism, consider organizing a youth-specific event or helping transport the young people in your life to an event. To find a volunteer opportunity that aligns with your interests and availability, check out Points of Light Engage, a database with hundreds of thousands of in-person and virtual volunteer opportunities. The power of volunteering is apparent when considering Daily Point of Light Award honoree Nate Buescher, a high schooler who prepares food for a local food pantry and distributes home-cooked meals to tent cities around Chicago. Buescher began fighting food insecurity at age 7 with the Honeycomb Project. Today, he mentors younger volunteers while maintaining his own service projects.

Voice

The youth voice is vital, pointing us to which concerns are most important to future world leaders and helping broaden perspectives. Use your voice to advocate for causes you care about by posting on social media, attending a rally or contacting a government leader. Adults can amplify youth voices

by sharing with their networks, or organizing forums for youth to be seen and heard.

honoree Maanit Goel used his voice when organizing a rally of fellow activists on the Washington State Capitol steps to support legislation protecting the Chinook salmon and orca populations. He also regularly addresses state legislators, and travels statewide to speak to K-12 students about environmental issues.

Listen and Learn

Social justice and environmental issues are nuanced, involving many people with different perspectives shaped by their own experiences. Listening and learning is one way to honor others’lived experiences and get a fuller scope of an issue. Young people can commit to thoroughly researching causes they care about, talking to those working toward solutions and holding space for those impacted. What Every Parent or Caregiver With Kids in Childcare Needs to Know

(StatePoint) Childcare is essential for families across the United States. Millions of children attend childcare every day, and millions of parents and caregivers rely on it. While advocates and many Americans agree that care should be accessible and affordable to all who need it, there’s a fast-approaching deadline that could put that at risk.

During the height of the COVID19 pandemic, childcare providers were under enormous strain. The federal government responded with a nearly $24 billion investment to support providers. This investment enabled them to pay workers, buy cleaning supplies, pay mortgages and respond to rising food costs. But those additional investments are ending on September 30.

According to recent research, this so-called “childcare cliff” could mean 70,000 childcare programs close, and approximately 3.2 million children lose their care spots. The country could lose 232,000 childcare jobs. In short, a collapse of a system that families across the country rely on daily.

This near-term cliff is consistent with longerterm lack of investment. More than half of the U.S. population lives in a childcare desert. Working families with the lowest wages spend up to one-third of their income on childcare, a significantly higher percentage than families at other income levels. The median wage for a childcare worker is less than $12 an hour, consigning many to poverty and food insecurity. Even before the pandemic, the childcare system was falling short, despite the best efforts of many workers, providers and advocates.

But childcare has a huge positive impact. Childcare can set children up for success: improved physical, mental, social and emotional health

and wellbeing as well as stronger academic performance. It can also ensure stability for families. Few supports have such a profound impact on families’ability to thrive.

If you are a parent or guardian with a child in a care setting, talk to your provider. Ask them if they are aware of the September 30 deadline, and how they think it might impact them as a provider or participating families.

the work of high schooler Kristie To, who became a leading force in Asian American racial justice when she founded Hearts Against Hate. Among the initiatives of her nonprofit is distributing Asian history and Asian American Pacific Islander civil rights curriculum to children.

“Cultural sensitivity starts with exposure, and that’s what we’re trying to do with these elementary schoolers,” says To.

“There are many formal channels for civic engagement, but simple actions make a difference too,” says Quest. “Whether it’s carrying groceries in for a neighbor or donating books to the library, the important thing is to get started when you see a need in your community.”
