District 152.5 proudly hosts the Jesse White Learning Academy and the Barack Obama Learning Academy, both institutions that provide an exceptional educational experience to our community’s young learners. This year, the foremost goal is to tailor the academic approach to meet each student’s unique learning needs and overcome any barriers they may face, both inside and outside the classroom.

It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

As Superintendent Spells passionately puts it, “Every decision from the board room to the classroom this year is about the students. Our children deserve to have no barriers.”

“We understand that the past year presented challenges due to the pandemic, but we are heartened to see our students better acclimated to being back in the physical school environment. With unwavering support from our dedicated staff and the resilient spirit of our students, we are confident that this school year will be marked by growth, achievement, and success,” says Superintendent Spells.

In an effort to enhance parent involvement, the district is pleased to introduce a Parent Coordinator who will facilitate direct engagement with parents. This initiative will allow the faculty to gather valuable input from parents about the programming they would like to see, ensuring a more collaborative and tailored approach to education. School Board President Dean Barnett is hopeful that this school year will be the best experience yet.

Hazel Crest School District 152.5 offers education to students ranging from Pre-K to 8th grade, ensuring a comprehensive and nurturing environment throughout their formative years.

One of the exciting additions this school year is the implementation of a Rapid Response Team dedicated to assisting students and their families. Families in need will have access to essential resources, including grocery items, emphasizing the commitment to ensuring that students can focus on their education.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

GLENVIEW— Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced that UPSIDE Foods – a leading cultivated meat, poultry and seafood company will locate its first commercial-scale production facility in Glenview. As the first cultivated meat company to receive FDA approval, UPSIDE’s new Glenview facility marks a major milestone for cultivated meat production – supporting Illinois’ ecosystem and adding to the state’s dominance in the food processing industry. Bolstered by one of the first EDGE for Start Ups agreements, the company will invest at least $141 million and create a minimum of 75 new jobs.

UPSIDE Foods selected Glenview to locate its new facility due to Illinois’ pro-innovation business environment, shared commitment to innovation and sustainability, talented workforce, and vibrant innovation landscape. Illinois’ strategic location and the state’s longstanding leadership in the meat and food production industry was also a key factor. Additionally, the company was supported by the new EDGE for Start Ups program – which tailors incentives to start-up companies.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

As part of the State’s comprehensive incentive package, the company received one of the first Economic Development for a Growing Economy (EDGE) for Startups tax credits, which stipulates a goal of making a $141 million investment and creating 75 new full-time jobs. The EDGE program was expanded to include startups in 2022 to spur additional investment for newer companies that are in their growth stage. In order to do this, EDGE for Start Ups provides a benefit that allow companies to reduce their payroll withholding instead of their Illinois corporate income tax credit. This enables start-up companies without corporate income tax liabilities to maximize their incentive to reinvest into their expansion project.

The Executive Leadership Council to Honor Mellody Hobson,

Co-CEO and President of Ariel Investments and Chair of Ariel Investment Trust, with 2023 ELC Achievement Award

WASHINGTON, PRNewswire -- The Executive Leadership Council (ELC), the preeminent global membership organization for Black CEOs, senior executives, corporate board directors , top-tier entrepreneurs, and global thought leaders, announced today it will honor Mellody Hobson, co-CEO and President of Ariel Investments and Chair of Ariel Investment Trust, with the 2023 ELC Achievement Award during its 37th Anniversary Recognition Gala. The event will take place 6 p.m. Thursday, Oct. 5, at the Gaylord National Resort & Convention Center, 201 Waterfront Street, National Harbor, Maryland.

The Achievement Award is presented to Black corporate executives whose business career achievements highlight personal and professional excellence.

In her role at Ariel Investments, Hobson is responsible for management, strategic planning and growth for all areas of the company exclusive of research and portfolio management. In 2021, she co-founded Ariel Alternatives, a private equity firm and home to Ariel’s Project Black Fund. The $1.45 billion fund is focused on creating minority-owned businesses of scale, and seeking to provide Fortune 500 companies with diverse vendors.

“The mission of The ELC and its members to develop our future leaders and help them reach their highest potential is tantamount to changing the Black experience in corporate America,” Hobson said. “I am pleased to receive this recognition. Outside of her work with Ariel, Hobson serves on various boards in both a professional and philanthropic capacity, including Chairwoman of the Board of Starbucks Corporation and as a director of JPMorgan Chase. Previously, she served as Chairman of DreamWorks Animation, helping to facilitate the company’s sale in 2016 and was a long-standing board member of the Estée Lauder Companies.

In her philanthropic endeavors, Hobson is a nationally recognized voice on financial literacy and is a committed advocate for education and the arts. As part of her community outreach she serves as chairman of After School Matters, a Chicago non-profit that provides area teens with high-quality after school and summer programs; vice chair of World Business Chicago; co-chair of the Lucas Museum of Narrative Art; and a board member of the George Lucas Education Foundation and Bloomberg Philanthropies. She also serves on the board at the Los Angeles County Museum of Art (LACMA). Mellody is a member of the American Academy of Arts and Sciences, The Rockefeller Foundation Board of Trustees, and serves on the executive committee of the Investment Company Institute.

Hobson’s career spans more than three decades, beginning at Ariel Investments with a summer internship, then a full-time role after she graduated from Princeton in 1991. Ariel founder, John W. Rogers, Jr. met Hobson as a student and recognized her charisma and enthusiasm, leading to a long partnership. In 2019, she was appointed Co-CEO of Ariel alongside Rogers. Hobson has received recognition from dozens of organizations including being named to TIME Magazine’s 2015 TIME 100 List and one of the World Economic Forum’s “Global Leaders of Tomorrow” in 2001.

Secretaries of Education, Agriculture Call on Governors to Equitably Fund Land-Grant HBCUs

U.S. Secretary of Education Miguel Cardona and U.S. Secretary of Agriculture Thomas Vilsack sent letters to 16 governors emphasizing the over $12 billion disparity in funding between land-grant Historically Black Colleges and Universities (HBCUs) and their non-HBCU land-grant peers in their states. The 16 governors receiving the letter are:

There are HBCU land-grant institutions in 18 states; however, Delaware and Ohio have equitably funded their respective universities.

“Unacceptable funding inequities have forced many of our nation’s distinguished Historically Black Colleges and Universities to operate with inadequate resources and delay critical investments in everything from campus infrastructure to research and development to student support services,” said U.S.

Our HBCUs graduate a huge share of our nation’s Black educators, doctors, engineers, judges, and lawyers. The Biden-Harris Administration is proud to have made record investments in our HBCUs, but to compete in the 21st century we need state leaders to step up and live up to their legally required obligations to our historically Black land-grant institutions.”

We need governors to help us invest in their states’ HBCU’s at the equitable level their students deserve, and reflective of all they contribute to our society and economy,” said Agriculture Secretary Tom Vilsack. “The documented discrepancies are a clarion call for governors to act without delay to provide significant support for the 1890 land-grant institutions in their respective states. Failing to do so will have severe and lasting consequences to the agriculture and food industry at a time when it must remain resilient and competitive.”

Under the Second Morrill Act of 1890, states choosing to open a second land-grant university to serve Black students were required to provide an eq-

uitable distribution of state funds between their 1862 and 1890 land-grant institutions. 1862 land-grant universities were founded through the First Morrill Act of 1862 which provided states with federal land that could be sold to support the colleges.

Using data from the National Center for Education Statistics (NCES) Integrated Postsecondary Education Survey (IPEDS) that ranges from 1987 to 2020, the departments were able to calculate the amount that these institutions would have received if their state funding per student was equal to that of 1862 institutions. Unequitable appropriated funding of the 1890 institutions in the states ranges from $172 million to $2.1 billion, causing severe financial gaps. In the last 30 years alone, these funds could have supported vital and much-needed infrastructure and student services and would have better positioned the recipient universities to compete for grants to increase educational opportunity for students.

Noting that it is more important than ever to compete at a high level and remain the world’s top producer of talent and innovation, the Departments of Education and Agriculture have offered to work with each state’s budget office to examine the funding data to bring balance to investments in 1890 HBCUs that have been severely underfunded.

Each letter outlined the amount each state’s 1890 HBCU has been underfunded per student in state appropriated funds between 1987 and 2020 and offers a suggestion on possible remedies. To view the letters, click here.

CHICAGO – Suicide is a leading cause of death in the United States, and the 3rd leading cause of death among youth ages 10-19 in Illinois. September is Suicide Prevention Awareness Month. With the school year underway for Illinois students, the Illinois Poison Center (IPC) is offering tips to teachers, parents, and caregivers to help prevent suicide attempts.

“Suicide attempts by overdose rise during the back-to-school period and throughout the school year,” said IPC Medical Director Michael Wahl, M.D. “For some students, going back to school appears to trigger stress and anxiety, making it even more important that teachers, parents and caregivers are on the lookout for behavioral changes.”

According to the latest Illinois Department of Public Health (IDPH) data, 186 Illinois youth and young adults died by suicide in 2022; over 9% of these deaths were from intentional self-poisonings.

A 2023 study published in the Centers for Disease Prevention and Control’s Morbidity and Mortality Weekly Report examined trends in suspected suicide attempts by self-poisoning among persons aged 10-19 before and during the pandemic. Data showed that the rate of suspected suicide attempts by self-poisoning among persons aged 10 - 19 years increased 30% in 2021 as compared with pre-pandemic rates (2019), with a 73% increase among children aged 10 - 12 years. Approximately 49% were among adolescents aged 13 - 15 years, and 37% among females. Middle school and the first two

years of high school showed the largest increases in suicide attempts reported to poison centers.

Studies also show that suicidal overdose attempts in children and teenagers increase while school is in session. A study published in Clinical Toxicology concluded there was a significant increase in the number of suicide attempts by self-poisoning cases in age groups of 10-18 years during the traditional school months of September-May compared with June-August.

“Back to school is an exciting time for many students, but peer pressure, bullying, and academic expectations can lead to symptoms of depression or anxiety,” said IPC Assistant Vice President Carol DesLauriers, Pharm.D. “IPC is here to help and encourages you to access the resources available to keep the loved ones in your life happy and healthy.”

As suicide continues to be a growing public health problem, IPC is sharing the following resources to help prevent suicide and how to look for warning signs:

Take all threats seriously. Signs that children and adolescents may be thinking of suicide could include sadness (with or without crying), anxiety, lack of energy and/or motivation, temper outbursts and/ or violent episode, withdrawal from friends and family, skipping school or classes, increased use of drugs and/or alcohol, comments about death or dying, or even threatening suicide. Call 988 Suicide & Crisis Lifeline for 24/7, free and confidential support for anyone experiencing thoughts of suicide or experiencing a mental health or substance use crisis, including family, friends, and/or caregivers. Callers will receive specialized, individualized support from certified crisis workers trained in suicide prevention, de-escalation and stabilization, and resources. Text 988 to chat with a crisis counselor or access the chat at 988lifeline.org/ chat/.

To specifically address the suicide crisis among young people, the American Academy of Pediatrics issued recommendations in 2022 for pediatric health providers to screen everyone ages 12 and older for suicide risk at least once a year.

IPC’s toxicology specialists provided consultations to hospital staff for almost 12,000 suicidal overdoses (all ages) in 2022. IPC staff serve as toxicology consultants to Illinois healthcare professionals, whose inquiries represent nearly one-third of yearly poisoning cases reported to IPC. Calls to the IPC helpline (1-800-222-1222) are free and confidential. IPC experts are available to provide information and treatment advice 24 hours per day, 365 days per year, including holidays.

Teach Kids Kindness and Gratitude With Thank You Notes

(StatePoint) Nearly 60% of Americans say they send thank you notes at least occasionally to show their appreciation for a gift or favor, according to a recent poll from AmericanGreetings.com. While writing thank yous might seem time consuming, it’s actually a wonderful opportunity to teach children important life lessons such as kindness, gratitude and empathy.

Whether they are thanking their new teacher, their favorite fall sports coach, or a friend or family member, here are a few tips and tricks for creating meaningful – yet simple – thank yous with kids this back-to-school season and beyond.

Focus on the Positive

It’s important to give children a “why.”

Parents should explain that when people receive a thank you note, it not only makes them feel good, but it lets them know that the gift arrived safely and was appreciated. By placing the emphasis on the person who gave them the gift – rather than on themselves – it changes thank yous from a pain-point to a positive.

Make it a Fun with Devices

Will they use the check or money for a specific purpose? Spending a few extra minutes personalizing each note will go a long way to show their sincere appreciation.

Timing is Everything – The Sooner the Better!

It’s proper etiquette to be timely in sending thank you notes. In fact, 54% of Americans say they should be sent within one week of receiving a gift. Build good habits with kids by sending thank yous as soon as possible. It may be helpful to plan ahead and establish a set time within a week of the celebration for children to create and send their cards. And luckily, if you’re sending digital greetings, they’ll arrive instantly, save money on postage, and save time by eliminating the need to find current street addresses.

Teaching kids the importance of properly showing gratitude is a life skill they can take with them as they grow older. Starting small with thank you notes can be an invaluable step to becoming a kinder and more gracious person.
