Executive Order Includes Flex Time for Parents to Bond with Children Illinois Secretary of State Alexi Giannoulias signed an Executive Order to expand the office’s parental leave policy – from four weeks to twelve weeks – which takes place immediately. Since taking office in January, Giannoulias has worked closely with staff and various unions representing Secretary of State employees to strengthen the office’s paid parental leave. Under the new policy, employees will also have more flexibility with the ability to use their time off intermittently in five-day increments for one year after the child becomes part of their family. It applies to those employees growing their family by birth or adoption. “No working parent should have to choose between paying their bills and the time necessary to bond with their new child and family,” said Giannoulias, the father of three young daughters. “Allowing just four weeks of time off following the birth of a child is not only woefully insufficient, but criminal.” “By signing this order, we’re making a positive impact for working Illinoisans across our state that will result in healthier and more financially stable families,” he added. “It will also create a more effective workplace and position the office to become more competitive when attracting and retaining a talented workforce.” Overhauling the office’s antiquated parental leave policy aligns with Giannoulias’ goals of reducing disparities in maternal and infant health-related issues and addressing gender and racial inequity in accessing quality, good-paying jobs. Under the new policy, as well as through recently enacted union agreements, all of the approximately 4,100 Secretary of State employees will receive up to twelve weeks of paid parental leave regardless of whether they are the birthing or non-birthing parent, who under the previous policy were only given two weeks of paid time off.

The program centered around holistic approaches to addressing trauma and pain impacting historically disenfranchised communities. The event was attended by more than 100 community members and stakeholders interested in holistic healing of communities and was moderated by Lt. Governor Stratton. Statewide transformative justice efforts discussed included the Restore, Reinvest and Renew (R3) program, the Healing Beyond Harm Restorative Justice Pilot Program, and the State ID program, established in partnership with First Lady MK Pritzker, the Office of the Illinois Secretary of State, the Illinois Departments of Corrections, and the Illinois Department of Juvenile Justice. The event included leaders working to address community safety, Chicago Deputy Mayor of Community Safety, Garien Gatewood, Chief Executive Office of BUILD Inc., Adam Alonso, and the Office of the Lt. Governor’s Deputy Chief of Staff and Director of Justice, Equity, and Opportunity Yaacov Delaney. The Justice, Equity and Opportunity Initiative is a first-of-its-kind effort in Illinois to reshape the justice system. By transitioning away from punitive measures toward equitable, restorative and inclusive practices, it serves as a model for the nation. It’s important to bring the voices of those impacted to the table to better address our state’s most pressing issues and work from a trauma informed lens.

BRAVE SPACE ALLIANCE ANNOUNCES NEW BOARD MEMBERS, FIRST-EVER UNION CONTRACT CHICAGO, Ill. — Brave Space Alliance (BSA) has announced the appointment of seven new members of its board of directors who bring valuable expertise and diverse perspectives to the organization’s leadership. Brave Space Alliance also has formally recognized the BSA union, and signed the first collective bargaining agreement for its staff in BSA’s history. The agreement, which continues through 2025, provides annual wage increases, generous benefits, and other important terms to sustain equitable working conditions and provide a stronger voice for BSA workers. Brave Space Alliance, the first Black-led, trans-led LGBTQ+ center located on the South Side of Chicago, is committed to providing support, resources, and advocacy for the LGBTQ+ community. BSA has a food and clothing pantry at its Hyde Park office, among other services focused on the dignity of their clients. ATTORNEY GENERAL RAOUL FILES LAWSUIT AGAINST META FOR BUSINESS PRACTICES THAT HARM CHILDREN

Raoul, Bipartisan Coalition Allege Meta Knowingly Targets Youth with Addictive Features That Exacerbate Depression, Anxiety and Thoughts of Self-Harm in Youth

Chicago – Illinois Attorney General Kwame Raoul announced that his office filed a lawsuit against Meta Platforms Inc. (Meta), the company that owns and operates Facebook and Instagram, for its harmful business practices targeting children. The lawsuit, backed by a broad, bipartisan coalition of 33 states, was filed today in the federal district court for the Northern District of California. In their lawsuit, Raoul and the attorneys general allege that Meta’s business model, which seeks to capture as much user time and attention as possible to sell advertising, has targeted youth, including teenagers and even younger children, in ways that take advantage of them.

“Our children are in crisis, and we need to act,” Raoul said. “The addictive features on Meta’s social media platforms interfere with sleep and education, enable cyberbullying, and contribute to depression, anxiety, body dysmorphia and thoughts of self-harm. I believe the action we are taking today against Meta is one of – if not the most – important consumer protection actions my office will take. The consequences will affect an entire generation of young people. I am committed to holding Meta, and any other responsible actors, accountable for putting profits ahead of our children.” According to the Centers for Disease Control and Prevention (CDC), suicide is the second-leading cause of death among youth between the ages of 10 and 14. During the decade since Instagram’s rise in popularity, the CDC reported that the number of high school students who experience feelings of persistent sadness and hopelessness, and suicidal thoughts and ideation increased by 40%. In that same time period, there was a 30% increase in the rate of high school girls who attempted suicide. Raoul and the coalition allege that Meta designed its social media platforms to include features that exploit young users’ psychological vulnerabilities to keep them using the platforms longer, and that many of these product features are strongly linked to damaging psychological outcomes. The attorneys general allege that Meta is aware of the potential harms its products cause youth, including driving impulsive behavior; interfering with sleep and education; and exacerbating issues young people have with depression, anxiety, body dysmorphia and thoughts of self-harm. Meta’s own research confirmed that its social media platforms are among the worst in harming young users. “Our son, Nate Bronstein, forever 15, is no longer with us because social media platforms have for far too long placed profits over children’s safety,” said Rose and Rob Bronstein, whose son, died in 2022. “Nate, a super-sharp, funny kid who loved making others laugh, was cyberbullied by fellow students at the Latin School of Chicago. These teens, blinded by the drive to get shares and views, and emboldened by features like self-deleting messages, relied on social media to send vile, threatening messages to Nate, leading to his tragic passing. Reasonable people everywhere have long realized the

danger that social media poses to our children, yet the unsafe features remain, and the harm continues, while the profits grow. Thank you to our courageous elected leaders for holding the social media platforms accountable for this reprehensible behavior and protecting other families from having to endure the worst imaginable tragedy.” “Smartphones and social media are almost universally in every young person’s hand and have the capacity to deeply harm and exacerbate mental health challenges for young people,” said NAMI Illinois CEO Alexa James. “This is a serious public health issue complicating a deeply serious mental health crisis our children and their families are already facing.” According to the surgeon general, eighth and tenth graders now spend an average of three-and-a-half hours per day on social media. In Illinois, nearly a million Illinois teenagers between the ages of 13 and 17 access Instagram every month. From 2020 to 2021 in Illinois alone, over half a million Illinois teenagers between the ages of 13 and 17 accessed Instagram every day. Raoul’s lawsuit alleges that Meta violated the federal Children’s Online Privacy Protection Act (COPPA) by collecting the personal information of children under the age of 13 without obtaining parental permission as required by that statute. The coalition is asking the court to enter an injunction stopping Meta from continuing these unlawful practices. The lawsuit stems from a bipartisan nationwide investigation announced by Raoul in November 2021, and is part of the Attorney General’s efforts to protect children online and address the negative impacts of social media platforms on young Illinois residents. In May 2021, Raoul joined a bipartisan coalition of 44 attorneys general urging Facebook to abandon its plans to launch a version of Instagram for children under the age of 13. In March 2022, Raoul also announced a bipartisan nationwide investigation into TikTok for providing and promoting its social media platform to children and young adults despite its use being associated with physical and mental health harms. Attorney General Raoul is reminding young people who are struggling that they are not alone and should talk to friends or trusted adults. HOMEOWNERS MAY BE ELIGIBLE FOR PROPERTY TAX SAVINGS ON THEIR PROPERTY TAX BILL

Cook County – Property tax exemptions can lower a homeowner’s Second Installment Property Tax Bill (tax bill). Homeowners are encouraged to review the bottom left corner of the tax bill to review exemption deductions. Most homeowners are eligible for the Homeowner Exemption, which saves an average of approximately $950 dollars. Senior homeowners over 65 are likely eligible for additional property tax savings with the Senior Exemption. The automatic renewals related to COVID-19 ended this year and many homeowners needed to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans are encouraged to carefully review their tax bills to ensure they have the correct exemption deductions applied. View the full list of property tax exemptions administered by the Assessor’s Office at cookcountyassessor.com/exemptions. If a homeowner believes they are eligible for an exemption, they can apply for their missing property tax savings by completing a Certificate of Error application. The Certificate of Error process provides homeowners with an opportunity to redeem missing exemptions for the 2022, 2021, 2020, 2019, and 2018 tax years. Homeowners are encouraged to submit an online application immediately or make an appointment to apply for missing exemptions. Accepted photo IDs and documents required to apply are listed on the Assessor’s website. As a reminder, homeowners are responsible for paying the entire tax bill to the Cook County Treasurer’s Office by Friday, December 1, 2023. JOYCE ANNOUNCES FUNDING FOR TWO LOCAL SCHOOLS FOR INCREASED MENTAL HEALTH SERVICES KANKAKEE – Two schools in the 40th District are set to receive funding to strengthen mental health services for youth, thanks to support from State Senator Patrick Joyce. “Many children have struggled with their mental health in recent years,” said Joyce (D-Essex). “As legislators, it is important we are providing the help and support that children need.” The funding is being offered to help schools and local agencies improve student care through workforce enhancements, developing frameworks to prevent adverse childhood experiences, interventions to assist children suffering from trauma and training for medical and school staff to expand adolescent mental health resources. A total of $9.5 million in funding will be awarded to 40 different applicants across the state. The funding is primarily from the CDC’s COVID-19 Public Health Workforce Supplemental Funding program authorized by the American Rescue Plan Act plus $500,000 in state dollars. Joyce’s district has two schools set to receive funding: Bourbonnais Elementary School District 53, $313,341; and Chicago Heights School District 170, $342,674. “Our children’s mental health is a top priority,” said Joyce. “This funding will be a significant step toward ensuring students in our community are receiving needed resources.” To see a full list of grantees, visit Illinois Department of Public Health’s website.

Celebrating 55 years as the pioneering, influential and legendary 1960’s and 70’s American R&B/Soul Girl Group HONEY CONE who were recently inducted into the Soul Music Hall of Fame, we would love to set up an interview with you and founding member Shelly Clark as they reunite to embark on a new U.S. tour at an astonishing 80 years old. Honey Cone were the first girl group to usher in a new, more assertive era lyrically with their strong messages about female empowerment. They weren’t singing about just love this time like their idol girl groups of the 1960s, they wrote lyrics that were a rallying call to women everywhere to stand up for themselves as they entered into the 1970’s. The iconic group formed by Shelly Clark, Edna Wright, and Carolyn Willis in 1968 were the premier female group for Hot Wax Records, operated by the famed writing team Holland–Dozier–Holland. This trio wrote, arranged and produced the songs that helped define the Motown sound in the 1960s, and Honey Cone was the first band they signed and produced after they departed from Motown in 1968. An original member and co-founder of The Honey Cone, Shelly Clark has an extensive and diverse career in the entertainment industry. She recorded and toured with Dusty Springfield, Tom Jones, and Little Richard. She also toured nationally with The Ike & Tina Turner Revue as one of the storied Ikettes. With Honey Cone, Shelly was part of creating an enduring legacy of Billboard No. 1 and Top 10 hits that garnered numerous gold records and esteemed industry awards. How to Overcome Job Hunt Burnout in Today’s Tough Market (StatePoint) As the job search continues for unemployed Americans, a new national survey reveals a massive case of job hunt burnout. The Insight Global survey, conducted among recently unemployed American adults actively seeking employment, found that a competitive job market, a lack of applicable jobs, low self-confidence and an inability to interview well are all contributing factors in job candidates’ lack of success in securing employment. Fifty-five percent of respondents have been searching for a new job for so long that they are completely burnt out, and many are willing to take drastic measures to save and make money in the meantime: More than 2 in 5 would live at home with their parents; the same amount would rather create an Etsy business or thrift flip than send out another blast of resumes, and of Gen Z respondents, 44% admit they would rather get a sugar daddy or sugar mommy than apply to more jobs. “It’s no wonder that so many unemployed Americans are feeling unmotivated – between several years of a volatile job market, headcount reductions, budget cuts, hiring freezes and a total overhaul of the way companies are running their businesses, it can feel downright impossible to get back on track,” says Bert Bean, CEO of Insight Global, a leading national staffing company. To beat job hunting burnout and get back in the game, Bean recommends the following tips: • Rethink Remote: Of millennials surveyed, 21% feel they’re still unemployed because they will only apply to remote job opportunities. a family can own. It serves as a wealth-generating opportunity for current and future generations as the home’s value appreciates over time. Yet, for hundreds of thousands of people who inherited their land and homes from family members, these assets could be at risk. Many families have experienced problems with properties that have been passed down without a will or estate plan. These properties are referred to as heirs’ property. If the deed for a property is in the name of the deceased relative and a will does not exist, it results in a “fractured” or “tangled” title shared among all multiple family members or “heirs.” This makes it difficult for heirs to maintain and manage the property in several ways, like securing a loan or selling the property. Additionally, heirs’ property owners are often cut off from accessing governmental repair and rebuilding programs and property tax relief programs. A key driver of heirs’ property is a lack of formal estate planning. Unfortunately this issue disproportionately impacts Black and Latino Americans. According to a 2023 national survey from Caring.com, only 29% of Black and 23% of Hispanic respondents had a will or other estate planning document, compared to 39% of white respondents. “In some families, money, and particularly estate planning, is a taboo subject, but it needs to be discussed. Assets can easily be lost if steps aren’t taken to protect them,” says Stacy Spann, head of Housing Access and Affordability

These resources include legal assistance for people who need help creating a will or who are already facing heirs’ property challenges, as well as expert advice about tangled titles, estate planning, real estate taxes and more. Beyond building generational wealth, taking steps to protect it is essential. With proper planning, diligence and time, you can pass down assets to loved ones that will open the door to new opportunities and advantages.
