Executive Order Includes Flex Time for Parents to Bond with Children Illinois Secretary of State Alexi Giannoulias signed an Executive Order to expand the office’s parental leave policy – from four weeks to twelve weeks – which takes place immediately.

Since taking office in January, Giannoulias has worked closely with staff and various unions representing Secretary of State employees to strengthen the office’s paid parental leave.

Under the new policy, employees will also have more flexibility with the ability to use their time off intermittently in five-day increments for one year after the child becomes part of their family. It applies to those employees growing their family by birth or adoption.

“No working parent should have to choose between paying their bills and the time necessary to bond with their new child and family,” said Giannoulias, the father of three young daughters. “Allowing just four weeks of time off following the birth of a child is not only woefully insufficient, but criminal.”

“By signing this order, we’re making a positive impact for working Illinoisans across our state that will result in healthier and more financially stable families,” he added. “It will also create a more effective workplace and position the office to become more competitive when attracting and retaining a talented workforce.”

Overhauling the office’s antiquated parental leave policy aligns with Giannoulias’ goals of reducing disparities in maternal and infant health-related issues and addressing gender and racial inequity in accessing quality, good-paying jobs.

Under the new policy, as well as through recently enacted union agreements, all of the approximately 4,100 Secretary of State employees will receive up to twelve weeks of paid parental leave regardless of whether they are the birthing or non-birthing parent, who under the previous policy were only given two weeks of paid time off.

The event included leaders working to address community safety, Chicago Deputy Mayor of Community Safety, Garien Gatewood, Chief Executive Office of BUILD Inc., Adam Alonso, and the Office of the Lt. Governor’s Deputy Chief of Staff and Director of Justice, Equity, and Opportunity Yaacov Delaney.

The Justice, Equity and Opportunity Initiative is a first-of-its-kind effort in Illinois to reshape the justice system. By transitioning away from punitive measures toward equitable, restorative and inclusive practices, it serves as a model for the nation. Driehaus Museum announces “Glass to Garden: Tiffany Inspired Floral Designs” CHICAGO - The Richard H. Driehaus Museum announces Glass to Garden: Tiffany Inspired Floral Designs, an exhibition showcasing newly commissioned floral design installations from four local floral designers in dialogue with work by Louis Comfort Tiffany and Tiffany Studios. The exhibition is curated by Elizabeth Cronin, the founder and Creative Director of Chicago’s Asrai Garden—and widely known as one of the judges on HBO Max’s competition program, “Full Bloom”— who has selected and worked closely with each of the florists to create works inspired by the Tiffany pieces they in turn chose. From Glass to Garden will be on view at the Driehaus Museum (40 East Erie) from Nov. 30 to Jan. 7.

A seminal artist of the Gilded Age, Louis Comfort Tiffany is the best known and most widely collected figure in late nineteenth and early twentieth century American decorative arts. Tiffany relied on forms and colors inspired by nature to create a virtuosic array of windows, lamps, vases, and accessories. By bringing contemporary floral installations together with Tiffany objects, the exhibition will demonstrate a new way of seeing these works—taking them beyond their more traditional pre-

sentation and vividly connecting them with the natural forms that so inspired their creation. Glass to Garden will feature a total of eight Tiffany works, including vases and lamps drawn from the Driehaus Museum and the private collection of Richard H. Driehaus.

The floral designers participating in the exhibition include Angelica Rivera Varela from Semillas Plant Studio; John Caleb Pendleton from Planks & Pistils; Taylor Amilas Bates from Dusk Lily Floral; and Serena Madrigal from Espinas. This diverse group of emerging designers will draw on their own backgrounds as further sources of inspiration for their designs.

“Nature was Tiffany’s muse,’ says Executive Director, Lisa M. Key. “And so we’re having a bit of fun with this idea in Glass to Garden. Now contemporary floral artists— who work directly with nature—are letting Tiffany be their muse. SPRINGFIELD – More than 73,000 people are in line to receive up to $5,000 from the state’s Unclaimed Property program and all they have to do is open their mailbox, Illinois State Treasurer Michael Frerichs said.

The checks are part of the latest round of the Enhanced Money Match program that allows the Treasurer’s Office to automatically return money to individuals without the need to file a claim. Frerichs worked with the General Assembly to raise the limit on the amount of money that can be returned this way to $5,000. It’s the latest improvement that leverages technology to return money to individuals quickly and efficiently through I-Cash.

“Making life a little bit better and a little bit easier for people is the driving force behind all of our programs,” Frerichs said. “It simply makes a lot of sense and is the right thing to do.”

The Enhanced Money Match Program leverages data already collected by the state and crossmatches it with the treasurer’s unclaimed property database.

When a matching name and mailing address is identified and confirmed, the unclaimed property owner will receive a letter from the Treasurer’s Office that describes the amount and source of the money.

After one additional security step is concluded, a check simply is issued to the owner. All they have to do is watch for it in the mail.

The latest round of Enhanced Money Match letters started hit-

ting mailboxes over the weekend to an estimated 73,000 individuals.

Checks could be issued in November before Thanksgiving. The total to be returned is $28.8 million.

“We will be putting money in people’s pockets ahead of the holiday shopping season,” Frerichs said. “This money might mean more presents under the tree for some.

For others, it will help with making rent or provide a cushion for unexpected expenses.”

The first round of Money Match in August has returned nearly $45 million to almost 62,000 people so far.

Enhanced Money Match focuses on simple claims: Cash owed to a single person. Not included is cash owned by multiple parties, including a joint holding of a parent and minor child, as well as shares of stocks and bonds, escrow accounts, and the contents of bank safe deposit boxes. That part does not change, but the limit is raised to $5,000 from $2,000.

Enhanced Money Match is part of the office’s Unclaimed Property program, also known as I-Cash. It is one of the state’s oldest consumer protection initiatives. In Illinois, the state treasurer is tasked with safeguarding unclaimed property, such as the contents of overlooked safe deposit boxes, unpaid life insurance benefits, forgotten bank accounts and unused rebate cards. Illinois holds more than $5 billion in unclaimed property. The state treasurer is legally required to return unclaimed property to its owners or heirs, no matter how long it takes.

HOMEOWNERS MAY BE ELIGIBLE FOR PROPERTY TAX SAVINGS ON THEIR PROPERTY TAX BILL

Cook County – Property tax exemptions can lower a homeowner’s Second Installment Property Tax Bill (tax bill). Homeowners are encouraged to review the bottom left corner of the tax bill to review exemption deductions. Most homeowners are eligible for the Homeowner Exemption, which saves an average of approximately $950 dollars. Senior homeowners over 65 are likely eligible for additional property tax savings with the Senior Exemption.

The automatic renewals related to COVID-19 ended this year and many homeowners needed to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans are encouraged to carefully review their tax bills to ensure they have the correct exemption deductions applied.

If a homeowner believes they are eligible for an exemption, they can apply for their missing property tax savings by completing a Certificate of Error application. The Certificate of Error process provides homeowners with an opportunity to redeem missing exemptions for the 2022, 2021, 2020, 2019, and 2018 tax years.

Homeowners are encouraged to submit an online application immediately or make an appointment to apply for missing exemptions.

Accepted photo IDs and documents required to apply are listed on the Assessor’s website.

As a reminder, homeowners are responsible for paying the entire tax bill to the Cook County Treasurer’s Office by Friday, December 1, 2023.

If a homeowner paid the original amount due, they would receive a refund check from the Cook County Treasurer’s Office in the mail once the application is processed by the Assessor’s Office.

JOYCE ANNOUNCES FUNDING FOR TWO LOCAL SCHOOLS FOR INCREASED MENTAL HEALTH SERVICES KANKAKEE – Two schools in the 40th District are set to receive funding to strengthen mental health services for youth, thanks to support from State Senator Patrick Joyce.

“Many children have struggled with their mental health in recent years,” said Joyce (D-Essex). “As legislators, it is important we are providing the help and support that children need.”

The funding is being offered to help schools and local agencies improve student care through workforce enhancements, developing frameworks to prevent adverse childhood experiences, interventions to assist children suffering from trauma and training for medical and school staff to expand adolescent mental health resources.

A total of $9.5 million in funding will be awarded to 40 different applicants across the state. The funding is primarily from the CDC’s COVID-19 Public Health Workforce Supplemental Funding program authorized by the American Rescue Plan Act plus $500,000 in state dollars.

Joyce’s district has two schools set to receive funding: Bourbonnais Elementary School District 53, $313,341; and Chicago Heights School District 170, $342,674.

“Our children’s mental health is a top priority,” said Joyce. “This funding will be a significant step toward ensuring students in our community are receiving needed resources.”

In Indianapolis, Instacart partnered Partnership for Healthier America (PHA) to compare the impact of pre-packaged produce box deliveries with produce credits delivered through Fresh Funds digital grocery stipends. The results showed that Fresh Funds supported significant improvements in food security for families and that 80 percent of respondents preferred the Fresh Funds produce credits over pre-packaged produce boxes. How Families Can Protect Generational Wealth (StatePoint) A home is often the most valuable asset a family can own. It serves as a wealth-generating opportunity for current and future generations as the home’s value appreciates over time.

Yet, for hundreds of thousands of people who inherited their land and homes from family members, these assets could be at risk.

Many families have experienced problems with properties that have been passed down without a will or estate plan. These properties are referred to as heirs’ property. If the deed for a property is in the name of the deceased relative and a will does not exist, it results in a “fractured” or “tangled” title shared among all multiple family members or “heirs.” This makes it difficult for heirs to maintain and manage the property in several ways, like securing a loan or selling the property. Additionally, heirs’ property owners are often cut off from accessing governmental repair and rebuilding programs and property tax relief programs.

A key driver of heirs’ property is a lack of formal estate planning. Unfortunately this issue disproportionately impacts Black and Latino Americans.

According to a 2023 national survey from Caring.com, only 29% of Black and 23% of Hispanic respondents had a will or other estate planning document, compared to 39% of white respondents.

“In some families, money, and particularly estate planning, is a taboo subject, but it needs to be discussed. Assets can easily be lost if steps aren’t taken to protect them,” says Stacy Spann, head of Housing Access and Affordability Philanthropy at Wells Fargo. “One of the ways we can help close the wealth gap in many communities is by empowering people to maintain home ownership from one generation to the next.”

Here are some tips to get you started: 1. Start planning today. You do not have to be older or wealthy to create an estate plan.

2. Take an inventory of all your assets.

3. Create a will. You will want to provide specific instructions on your wishes for all your assets.

4. Designate beneficiaries. You can set up beneficiary designations for your banking and investment accounts, personal property and real estate.

Wells Fargo’s Heirs Property Initiative is providing $3.6 million in grant funding to 20 organizations across the country to support work addressing issues of fractured or tangled titles. Housing and legal assistance nonprofits are offering free access to resources designed to keep families in their homes and on their land so that homeownership is preserved for future generations. These resources include legal assistance for people who need help creating a will or who are already facing heirs’ property challenges, as well as expert advice about tangled titles, estate planning, real estate taxes and more.

Beyond building generational wealth, taking steps to protect it is essential. With proper planning, diligence and time, you can pass down assets to loved ones that will open the door to new opportunities and advantages. _______________________________________
