2 NEWS briefly ILLINOIS EARNS CREDIT RATING UPGRADE FROM FITCH Chicago—Governor Pritzker celebrated the state’s ninth credit rating upgrade in just over two years as Fitch Ratings elevated Illinois’ rating for general obligation bonds. This fiscal progress comes as the result of five balanced budgets and years of responsible financial management and discipline under Governor Pritzker and Democrats in the General Assembly. The rating of a state’s bonds is a measure of their credit quality. A higher bond rating generally means the state can borrow at a lower interest rate, saving taxpayers millions of dollars. Between 2015 and 2017, the State of Illinois suffered eight credit rating downgrades and sat at the top of many analysts’ lists of the worst managed states in the nation under the previous administration. At its worst, Illinois’ bill backlog hit nearly $17 billion. Across major credit rating agencies S&P Global Ratings, Fitch Ratings, and Moody’s Investors Service, the state has received nine upgrades since June of 2021. Illinois is now back in the “A” category for all three agencies. Prior to those upgrades, the state had not received an upgrade since June of 2000, over two decades. Agencies have cited the state’s actions in paying down bill backlogs, repaying debts, increased fiscal transparency, building financial reserves, and balancing the state budget as factors in the upgraded ratings.

BULLS PAY HOMAGE TO CHICAGO STADIUM WITH 2023-24 NIKE NBA CITY EDITION UNIFORMS CHICAGO – The Chicago Bulls unveiled their 202324 Nike NBA City Edition uniforms. The uniform is inspired by the rich history of Chicago Stadium and is presented by motorola razr+. SIMS CELEBRATES STATE’S NINTH CREDIT RATING UPGRADE

For the ninth time in just over two years, Illinois has seen another improved bond rating. Fitch Ratings – one of the nation’s major credit rating agencies – announced upgrades Tuesday thanks to the fiscally-responsible decisions made by Illinois Democrats. State Senator Elgie R. Sims, Jr. (D-Chicago) – who serves as the Senate’s Appropriations Leader and Chair of the Senate Appropriations Committee – released the following statement in response: “When I look at the budgets we have passed in recent years, I see the work and years of fiscal responsibility paying off. We were able to pay down our bills and put money back in the pockets of the state’s hardworking families. Illinois is a stand-out state when it comes to putting the needs of our residents first – and we do so in a responsible, equitable way. “The nine upgrades Illinois has seen in recent years shows our fiscally responsible budgeting approach is working and is independent proof that our state is headed in the right direction. REP. FORD SAYS ILLINOIS WILL SOON BE FIRST IN NATION TO OFFER FREE, UNIVERSAL TEST AND LICENSURE PREP FOR PUBLIC UNIVERSITY STUDENTS

State Rep. La Shawn K. Ford, D-Chicago, chair of the Illinois House Higher Education Appropriations Committee, today said the State of Illinois will soon announce a new program to fully provide public university students with free and universal test and licensure preparation classes. Illinois is the first state to offer this benefit to its public university students. The Prepare for Illinois’ Future Program offers comprehensive test preparation and professional licensure preparation at no cost to Illinois public university students. This means all students will have access to key resources, enabling them to best prepare for the required exams needed to advance to graduate school and/or professional exams vital in school-to-work pathways. The fiscal year 2024 State of Illinois budget includes $10 million for free test prep classes for the Medical College Admission Test (MCAT), the Law School Admission Test (LSAT), the Graduate Record Examination (GRE), and the Graduate Management Admission Test (GMAT). The program also offers Free Professional Licensure Preparation for Nursing, Teaching, Real Estate, and Securities Professional Exams. The Prepare for Illinois’ Future Program – sponsored by Rep. Ford -- passed in May as part of the final fiscal year 2024 budget plan. The budget took effect on July 1, 2024, and Ford said he has been collaborating regularly with officials from the Governor’s Bureau of the Budget, the Illinois Student Assistance Commission, and the Chief Procurement Office to implement the program. Ford expects the state will soon officially issue a Request for Proposal. “Because graduate school rolling admissions cycles start in early summer, most students use the winter and spring to study for their respective entrance tests. For example, 57% of first-time LSAT test takers sit for the April exam, and in general, January is the most popular month to sign up for some type of test prep,” Ford said. “Illinois universities tell me they are ready to implement the program in January. “This program will save Illinois public university students hundreds of thousands of dollars and improve their chances to apply and attend professional and graduate school, and ultimately increase the talent and workforce pipelines critical to the State of Illinois,” Ford added. Ford said multiple universities in other states – such as Cleveland State University and a number of Historically Black Colleges and Universities—that have implemented universal, free test preparation have already seen positive results. Students at Cleveland State saved hundreds of thousands of dollars in debt, and actively contributed to minimizing critical workforce shortages.

Gov. Pritzker Celebrates Fermilab’s New Superconducting Quantum Materials and System Centers Garage CHICAGO — Governor Pritzker joined international dignitaries and ambassadors, leaders at the Department of Energy and local universities, and other elected officials to celebrate the opening of Fermilab’s new Superconducting Quantum Materials and System Centers (SQMSC) Garage. The SQMSC Garage is one of the five Department of Energy National Quantum Information Science Research Centers, and one of the largest quantum research labs in the world. “The SQMS Quantum Garage signals a new era in this field, and represents the best of our National Quantum Initiative,” said Governor JB Pritzker. “SQMS will accomplish what few other can—building on Fermilab’s unique strengths in related accelerator technology and particle physics, and creating a global partnership which spans across academia, national labs and industry, and federal agencies to reach a new quantum frontier. I’m thrilled to see our state attract the best in quantum science, and I am committed to making Illinois the premier hub of quantum development.” Fermilab’s new SQMSC Lab will bring together a multi-sector coalition, including hundreds of experts from dozens of institutions across four nations, that will collaborate to bring quantum technology to scale. SQMS will be overseen by Director Anna Grasselino, who leads this team of world-renowned scientists and serves on the Illinois State Board of Education (ISBE). The lab contains the first commercial quantum processor deployed on-premise at Fermilab. It has quantum sensors with the potential to discover dark matter and new gravitational waves sources. It also has training platforms dedicated to providing hands-on education for growing the next generation quantum ready workforce. PRITZKER...Continued From Page 8 Located in Batavia, Illinois, the 6,800-acre Fermilab campus is one of the nation’s premier particle physics laboratories, working on the world’s most advanced particle accelerators. Fermilab collaborates with over 50 countries and is in partnership with the University of Chicago and a consortium of 89 other research universities. Governor Pritzker is a champion of quantum technology, and his administration has invested $200 million in the Chicago Quantum Exchange through the Rebuild Illinois capital plan. Illinois is also the only state in the nation to house 2 of 5 National Quantum Labs and its rich quantum ecosystem also includes more than 100 incubators and accelerators, and worldclass research universities with global leadership in business, engineering, and the sciences. Previously, Illinois was named the top recipient for federal quantum research grants in the country when the Argonne National Laboratory and Fermilab each received a $115 M grant from the U.S. Department of Energy (DOE). The University of Illinois and the University of Chicago also each received a $25 million National Science Foundation Quantum Leap Challenge Grant, making Illinois the Illinois state in the nation to receive two of these awards. Last month, the U.S. Economic Development Administration announced that two Illinois programs have been designated as part of 31 Regional Technology and Innovation Hubs (Tech Hubs). The Central Illinois Fermentation and Agriculture Biomanufacturing (iFAB) Hub and the Chicago Area Quantum Tech Hub: The Bloch were selected based on their innovation and economic growth potential—they will now be eligible to apply for the second phase of the Tech Hubs Program to receive between $50 and $75 million in federal funding.

CTA Enhances Rail Station Access With New ADA Faregates The new doors provide better accessibility for people relying on mobility devices and taller, more durable gates to prevent fare evasion As part of ongoing efforts to enhance the customer experience, the Chicago Transit Authority (CTA) is installing new and improved faregates at rail stations across the system that are compliant with the Americans with Disabilities Act (ADA), while being more reliable, taller and more durable. Work to replace existing Special Access Gates (SAGs) across the rail system will continue through early 2024. “The installation of these new ADA faregates balance the agency’s goal of enhancing accessibility throughout the rail system, while also addressing concerns around individuals entering rail stations with the intent to disrupt our service or other riders,” said CTA President Dorval R. Carter, Jr. The new doors include an improved locking mechanism with more reliable hardware and will operate in the same manner as the existing gates. To help reduce fare evasion, the doors are taller, and the exit button will be more difficult to reach from the unpaid side. The new ADA faregates are designed to im-

prove accessible entrances at CTA rail stations and address fare evasion concerns, including those entrances that may not be staffed with a Customer Service Representative (CSR). “As a wheelchair user myself, I am glad that these new doors will be more reliable and durable for those who cannot use turnstiles and are dependent on these gates functioning properly,” said CTA ADA Compliance Programs Manager, Irma Gomez-Fierro. “In addition, these new faregates will serve as an added safety measure, helping deter individuals from misusing the doors and preventing the wrong riders from utilizing an accessible entrance.” CTA’s investment follows similar rail gate infrastructure improvement projects by transit agencies across the country to address fare evasion concerns, including Washington Metropolitan Transit Authority (WMATA), Bay Area Rapid Transit (BART), and Southeastern Pennsylvania Transportation Authority (SEPTA). Currently, 24 of the new ADA doors have already been installed at rail stations across the system. They will replace the remaining 119 SAGs located throughout the CTA rail system by early-2024.
