ccording to letsmove.gov, over the past three decades, childhood obesity rates in America have tripled, and today, nearly one in three children are overweight or obese. The numbers are even higher in African American and Hispanic communities, where nearly 40% of the children are overweight or obese. If these statistics aren’t motivation enough to get kids moving, then maybe an analysis of the end result might be a pause for cause. ICC Holds Third Annual Supplier Diversity Policy Session
New Procedures Implemented to Protect Taxpayers
CHICAGO – The Illinois Commerce Commission hosted its third annual supplier diversity policy session recently with a focus on encouraging Illinois utilities to work with more diverse businesses, including those owned by minorities, women, and veterans. All five ICC Commissioners were in attendance, and Commissioners Miguel del Valle, Sherina Maye Edwards and John Rosales led the session. Participants included State Representative William Davis (D-30), Ralph G. Each utility presented an overview of its actual spend in 2015 with women-owned, minority-owned and veteran-owned businesses, as well as goals for future procurement opportunities. The participants also highlighted current outreach programs designed to identify, promote and increase engagement with diverse businesses. The utilities’ reports can be found here on the ICC’s website. “Illinois’ utility infrastructure and industries in electricity, gas, and water are going through a transformation, and this means there is more opportunity for the utilities and diverse suppliers,” Commissioner del Valle said. “I want to see more ambitious goals and efforts to increase opportunities for diverse suppliers in all (of the utilities) projects. This requires the utilities to be more aggressive and willing to go beyond their comfort zone in terms of their efforts to identify and grow the pool of diverse vendors in all product and service categories,” del Valle added.

Changes in lifestyle over the years have only compounded the problem, the website further reports. “Thirty years ago, most people led lives that kept them at a healthy weight. Kids walked to and from school every day, ran around at recess, participated in gym class, and played for hours after school and before dinner. Meals were home-cooked with reasonable portion sizes and there was always a vegetable on the plate. Eating fast food was rare and snacking between meals was an occasional treat. Today, children experience a very different lifestyle. Walks to and from school have been replaced by car and bus rides. Gym class and afterschool sports have been cut; afternoons are now spent with TV, video games, and the internet. Parents are busier than ever and families eat fewer home-cooked meals. Chicago – Cook County Assessor Joseph Berrios is applauding the re-apprehension of David Sipich, a former non-attorney private property tax representative. Sipich had been indicted on charges of stealing from taxpayers more than $125,000 in property tax exemption refund checks before Assessor Berrios was elected. In 2011, after less than six months in office, Assessor Berrios noted flaws in procedures allowed by previous administrations which made such theft possible. New policy and procedures were immediately implemented by Assessor Berrios and key staff members, despite industry opposition. This action prevented future problems such as those with Mr. Sipich. “Everyone in my office believes protecting taxpayers is equal in importance to the fair and equitable assessment of property and getting tax bills out on time. We’re committed to those practices and have accomplished this by being vigilant every day,” said Assessor Berrios. “It was clear that changes were needed to avoid what happened prior to my becoming Assessor. It was my obligation to make those changes five years ago and to do so quickly. I thank my staff for continuing to guarantee Cook County Assessor Joseph there is no recurrence,” he added. Berrios Sipich was arrested in Chicago on May 29, 2016, eight months after failing to appear subsequent to posting bail for one of several arrests. In this case, he is charged with continuing financial crime enterprises for not turning over to clients their exemption refunds issued via Certificate of Error (C of E) from the Assessor’s Office. C of E is used to ensure proper retroactive savings are paid to exemption-eligible homeowners who were in error by not applying for their exemptions or didn’t receive them due to other error. Previous administrations allowed C of E exemption refund checks to be made out to both taxpayer and representative. Sipich used Power(s) of Attorney given by clients to endorse checks for both payees and failed to turn over amounts due those clients. Taxpayers do not need an attorney or tax representative to file a Certificate of Error or to appeal an assessed valuation with the Assessor’s Office, and there is no fee involved. Bail for Sipich has been set at $500,000.
Empowers Cancer Patients
New reports reveal treating cancer could be just a click away. It all comes down to two webbased cancer initiatives that show the internet has the potential to give patients more power over the research and treatment of their diseases. Researchers believe it empowers patients and helps them track their symptoms in a more calculated ways. In fact, French researchers say in one study, advanced lungcancer patients who submitted weekly reports of their symptoms to doctors Rafael Lugo, MD via a smartphone app lived substantially longer than those who had their disease checked in the normal way with a CT scan every 12 weeks or 24 weeks. After one year, 75% of patients using the app were alive compared with 49% of those who had standard doctor visits. “It is not a surprise that patients that communicate with their doctors more frequently fair better. This helps in getting therapies and other medications better integrated, making the treatments more effective and less toxic. From the research standpoint this is a tremendous tool to help understand on a real time basis how the body is reacting,” Houston Surgeon Dr. Rafael Lugo said. Researchers at Dana-Farber Cancer Institute and the Broad Institute at Harvard University and Massachusetts Institute of Technology say more than 2000 women and men are providing medical records, tumor tissue and saliva samples to the big-data study. The hope is it will speed the development of more effective treatments for those with advanced disease. Metastatic breast cancer—also known as stage 4 breast cancer, when the disease has traveled to other parts of the body—causes nearly 100% of breast-cancer deaths, but only about 7% of research dollars are dedicated to this stage of the disease. “Educating the patients about their condition and communicating more frequently and effectively helps guide therapy more effectively and use a laser type
approach. This, in turn, will help stop disease processes like cancer more effectively and also hopefully prevent reoccurrence or catch them early,” he said. Reports on both studies were presented Monday at the meeting of the American Society of Clinical Oncology in Chicago. The news comes amid surging interest in patient-driven research facilitated by social-media technology and such datagathering tools as Fitbit step-trackers and wearable sensors. Apple Inc.’s ResearchKit, released last year, for instance, has spawned smartphone-enabled clinical trials in a variety of diseases, reflecting the belief that real-time data reported by or gathered from the patient hold important but often missed clues about what drives health or disease and how the body responds to or resists treatment. In the French study, 133 patients from five cancer centers in France were randomized to either reporting symptoms weekly with the app or the standard CT scan every three months. The app participants recorded their status on 12 symptoms including fatigue, pain, cough frequency and weight loss. An algorithm in the app analyzes the responses and sends an alert to the doctor if it senses a likely relapse. That prompts a call to the patient to come in for a checkup and possible changes in care. Dr. Lugo says, “For a doctor, either in research or in clinical practice, information and data about a patient’s well being and symptoms, or psychological responses, is invaluable. In order to personalize and improve the efficiency of treatments, we need to get as much feedback as possible from the individual. Instead of the shot gun approach, it will be much more personalized to the individual needs and their genetic make up. This is all very exciting and promising.”

Money MATTERS Social Security Benefits Lose 23% of Buying Power Since 2000 Social Security beneficiaries have lost 23 percent of their buying power since 2000, according to the 2016 Survey of Senior Costs released recently by The Senior Citizens League (TSCL). The findings indicate that except for higher medical and prescription drug costs, overall prices have changed relatively little over the past year. Inflation remains very low, almost nil, mainly due to the dramatic drop in oil prices. “TSCL is concerned,” says TSCL Chairman Ed Cates. “There appears to be a high risk of either an extremely low annual cost - of - living adjustment (COLA) next year, or worse — none at all,” he says. Older Americans and disabled Social Security beneficiaries received no cost-ofliving adjustment (COLA) in 2016 due to low inflation last year, but TSCL’s new survey found that lower inflation didn’t translate into lower household expenses in 2015. In fact, nearly 1,200 survey respondents recently said that monthly household expenses made steep increases in 2015. The majority, 72%, indicated their monthly expenses went up by more than $79. “With
today’s Social Security benefit averaging $1,230 per month, that’s an unsustainable level when there’s no benefit increase to match,” Cates says. In most years, Social Security beneficiaries receive a small increase in their Social Security checks, intended to help them keep up with rising costs. But since 2000, the COLAs rose a total of just 36.3 percentage points while typical senior expenses have jumped 75.3 percent. “Going without any COLA in 2016 has longterm consequences for retirees when real costs continue to climb,” Cates says. “People must spend down retirement savings more quickly than expected, and those without savings are either going into debt, or going without,” he says. A person with average Social Security benefits in 2000 received $816 per month, a figure that rose to $1,166.30 by 2016. However, according to the survey, that individual would require a Social Security benefit of $1,430.50 per month in 2016 just to maintain his or her 2000 buying power, the study found. The study examined the increase in costs of 38 key items between 2000 and January 2016.
The items were chosen because they are typical of the costs that most Social Security recipients must bear. Of the 38 costs analyzed, 29 exceeded the amount of increase in the COLA over the same period. The selected items represent eight categories, weighted by approximate expenditure. “This study illustrates why Congress should enact legislation to provide an emergency COLA this year,” says Cates. “To put it in perspective, for every $100 worth of expenses seniors could afford in 2000, they can afford just $77.00 today,” Cates adds. A majority of the 57 million senior and disabled Americans who receive Social Security depend on it for at least 50 percent of their total income, and one in four beneficiaries relies on it for 90 percent or more of his or her total income. To help protect buying power of benefits, TSCL supports legislation that would base COLAs on the Consumer Price Index for the Elderly. Giving Back to the Industry He Loves (NewsUSA) - There’s something to be said for the media gurus who immerse themselves in the whole industry. Multi-media mogul Armstrong Williams began as a South Carolina high schooler with an aptitude for public speaking and wound up hosting a daily radio show and nationally syndicated TV program, “The Right Side With Armstrong Williams.” The 51-year-old entrepreneur has never shown signs of slowing down. His early PR work turned into a full-fledged devotion to broadcasting, and now he’s a regular conservative columnist for publications like Newsmax and the Washington Times. Williams is also frequently invited as a guest commentator on networks such as MSNBC, Washington Watch, C-SPAN, Sky news and Joy Behar’s “Say Anything.”
The Washington Post describes the radio host as “one of the most recognized conservative voices in America.” He’s also a provocative voice who doesn’t believe in partisan politics and isn’t afraid to challenge anyone, be they representatives or their constituents. “Although my fundamental values haven’t changed, my perspective has broadened. Above all, I do not delve into partisan politics,” says Williams, who’s always willing to take on legislators.
