briefly COOK COUNTY PASSES PAID LEAVE ORDINANCE, REPLACES EARNED SICK LEAVE
On December 14, 2023, the Cook County Board of Commissioners passed significant amendments to the former Cook County Earned Sick Leave Ordinance, shifting to the Cook County Paid Leave Ordinance. Effective December 31, 2023, the Cook County Paid Leave Ordinance will ensure employees in Cook County: Earn at least one hour of paid leave for every 40 hours worked for your employer in Cook County; and Can use paid leave for any reason of the employee’s choosing. This represents a significant shift, as the Earned Sick Leave Ordinance previously outlined conditions during which earned sick leave could be used (e.g., when you or a family member are ill, receiving medical care, etc.). Paid leave, by contrast, can be used for any reason, providing more flexibility to employees in Cook County to take time off. This change also aligns with the State of Illinois’ Paid Leave for All Workers Act, which will be enforced by the Illinois Department of Labor starting January 1, 2024. The Cook County Commission on Human Rights is the enforcement agency for the Paid Leave Ordinance. Employees who believe their employer is not providing the required hours of paid leave, failing to allow use of paid leave as required by the Ordinance, or is otherwise violating the Ordinance, should contact the Cook County Commission on Human Rights with any questions or to file a complaint. The Paid Leave complaint form and additional information can be accessed on the Commission’s website. Ordinance No. 24-0583 Paid Leave Ordinance (PLO) was passed by the Cook County Board of Commissioners on December 14, 2023. Enforcement of the Cook County Paid Leave Ordinance will begin on February 1, 2024.
ILLINOIS CHAPTER OF THE BLACK PANTHER PARTY DOCUMENTATION APPROVED BY NATIONAL PARK SERVICE
Chicago – An email announcement from the National Park Service listed its approval for a Thematic Listing for the Illinois Chapter of the Black Panther Party. The documentation, available at this link, successfully adds the historical context of the Black Panther Party to the Illinois record and sets the criteria for properties affiliated with the chapter to be added to the National Register of Historic Places. The first property under the Thematic Listing is the Church of the Epiphany, affectionately called the People’s Church. The Church of the Epiphany was landmarked for its stunning architecture in 1998 and the Historical Preservation Society is seeking an amendment to add the ILBPP’s history to the listing. A decision from the National Park Service on the Church of the Epiphany is expected soon. HPS Executive Director Leila Wills: “Our Landmarking Committee could not have accomplished this without the Illinois Chapter. We thank them for their participation and involvement in this three-year process. We also thank Amy Hathaway from the Illinois State Historic Preservation Office for her dedication in helping us cross the finish line. She felt this was an important project and spent countless hours on our documentation. Lisa DiChiera (now retired) of Landmarks Illinois was the first to partner with us and was a powerful ally. The Illinois Historic Advisory Council enthusiastically passed our nomination unanimously, sending it to the National Park Service. We thank them for their passionate and encouraging words during the vote.” The Landmarking Committee of the Historical Preservation Society is Leila Wills, Mikey Spehn, and Adam Yunis. When they came on board, Mikey and Adam were Loyola University Public History students. Both have since graduated and are still actively involved in the process.

Giannoulias Announces New “Senior Only” DMV in South Suburbs Secretary of State Alexi Giannoulias’ office is opening its first Southland-based “Senior Only” Illinois Driver and Motor Vehicle facility (DMV), following the popularity of three other senior-focused facilities that have opened during the past three months. The new Calumet Township pop-up – located at 12633 S. Ashland Ave. – is open from 8 a.m. - 4 p.m. Monday through Friday. This “no-appointment,” walkin facility offers the following Driver and Motor Vehicle Services: driver’s licenses and state identification cards; REAL IDs; vehicle registration stickers; in-car driving tests; organ and tissue donor registration; and voter registration. For information about the Calumet Township DMV or information about online renewals or to schedule an appointment at another facility, call (800) 252-8980 or visit www.ilsos.gov.
The pop-up facilities are part of Giannoulias’ effort to improve the Skip-the-Line program and eliminate long lines at DMVs. Since launching Sept. 1, Illinois DMVs have seen more than 618,000 customers statewide who are experiencing little to no wait times. “We’re excited to open our first Southland Senior Center specifically geared to serving seniors living in the south suburbs,” Giannoulias said. “Our Skip-the-Line program has been successful in reducing lines and wait times, but we are constantly making improvements so that our DMVs are as convenient and efficient as possible for Illinoisans statewide, especially for our seniors.” “Working closely with Secretary Giannoulias, we now have the first seniors-only DMV service center for the far southside and south suburbs,” said Calumet Township Supervisor Robert “Bob” Rita. “The new Calumet Township seniors-only DMV location will provide

That amount includes the $115 million earned in November. Another $891 million in gross investment earnings was earned for cities, villages, school districts, counties and other units of government that take part in the highly rated Illinois Funds local government investment pool operated by the State Treasurer’s Office. That amount includes $86.6 million earned in November. “Every dollar we make through

smart, safe investing is a dollar that does not need to be raised in taxes,” Treasurer Frerichs said. “The Treasurer’s Office is part of the solution in Illinois.” Treasurer Frerichs is the state’s Chief Investment and Banking Officer. He is responsible for the state investment portfolio and an investment pool for units of local government called Illinois Funds. “We don’t set property tax rates, or collect them, but the millions we earn for our local governments help to reduce residents’ property tax burden,” Frerichs said. “We can’t solve all of the state’s financial issues from the Treasurer’s Office, but we are part of the solution in Illinois.” Key monthly metrics and more are available in The Vault, the transparency website that allows Illinois residents to see how the State Treasurer’s Office is working for them. The site is at iltreasurervault.com. Here’s a detailed look at the investment earnings the State Treasurer’s Office made for November 2023: *State portfolio. The Treasurer’s Office earned more than $115.5 million in earnings for the state investment portfolio in November. The Treasurer’s Office has earned more than $1.2 billion in investment earnings for the state portfolio in 2023. State legislators budget public money that is collected, but that money is not spent all at once. State agencies, boards and commissions require assistance managing their cash and investing all remaining funds. That’s where the Office of the Illinois Treasurer steps in. The interest rate earned for the state investment portfolio was 4.69% for November. *The Illinois Funds. The Treasurer’s Office made $86.6 million in gross investment earnings for the participants in the Illinois Funds investment pool in November. The Treasurer’s Office has
earned more than $890.9 million in gross investment earnings for the Illinois Funds in 2023. The Illinois Public Treasurers’ Investment Pool, called The Illinois Funds, is a local government investment pool the State Treasurer’s Office runs for state and local government agencies. The program enables school districts, park boards, library boards, township governments and others to pool their money and invest in a safe, liquid investment vehicle that exceeds industry benchmarks. The Illinois Funds has received the highest rating of AAA from Fitch, a national credit ratings agency. The interest rate earned for the Illinois Funds was 5.59% for November. The Illinois State Treasurer’s Office is a powerful economic engine that invests in people to drive prosperity, development and growth throughout the state. As State Treasurer, Michael Frerichs (FRAIR’-iks) is the state’s Chief Investment and Banking Officer and actively manages approximately $55 billion. The investments help families pay for college and trade school; workers save for a dignified retirement; and local governments process bill payments more efficiently so they can pass along the savings to taxpayers. The office provides financial institutions money to loan to farmers, small business owners, and qualified individuals at below-market rates because better jobs create stronger communities. The office operates the state’s largest consumer-protection initiative, the unclaimed property I-Cash program, which has returned a record breaking $1.8 billion since Frerichs was elected. HUNTER’S LAW TARGETING SNAP BENEFIT FRAUD EFFECTIVE JAN. 1 The Illinois Department of Human Services will collect data on the frequency of stolen SNAP benefits beginning Jan. 1st after a new law from State Senator Mattie Hunter takes effect. “We have heard from many Illinois residents who have been victims of identity fraud and lost access to their SNAP benefits,” said Hunter (D-Chicago). “By tracking the frequency of these occurrences, IDHS will have a better idea of the scope of the problem and how we can effectively move forward.” Under the new law, IDHS will have the authority to track how often benefits through the Supplemental Nutrition Assistance Program are stolen from their rightful recipients. SNAP participants receive monthly benefits for groceries deposited onto EBT cards, and in the past year, card skimming has increased significantly in many states. IDHS began collecting data on card skimming and other fraud methods in December 2022, making it unclear how much theft had previously occurred. Last year, Congress passed legislation to replace SNAP benefits stolen between Oct. 1, 2022 and Sept. 30, 2024. This new law will serve as a starting point for Illinois to gain a clearer understanding of the scope and frequency of SNAP benefit fraud in the state, allowing for more effective measures to be put in place to combat this issue. “When families lose their benefits —at no fault of their own — they are unable to purchase food until the situation can be resolved,” Hunter said. “We must ensure these benefits remain accessible to those who need them.” House Bill 2214 takes effect Jan. 1.
PETERS’ NEW CIVIL RIGHTS REMEDIES RESTORATION ACT TAKES EFFECT ON JAN. 1 Financial penalties for civil rights violations will increase starting Jan. 1st under the new Civil Rights Remedies Restoration Act that State Senator Robert Peters championed. “In previous court rulings, Illinois has been prevented from intervening in discriminatory damages and relief – this measure eliminates the red tape,” said Peters (D-Chicago). “We can’t put a price on mending the emotional trauma endured as a result of discrimination but we can ensure we provide substantial support to enable those suffering a firm financial footing on their restorative journey.” This act was created in response to the 2022 U.S. Supreme Court decision in Cummings v. Premier Rehab Keller, P.L.L.C. that ruled emotional distress damages are not recoverable in a private action under the anti-discrimination provisions of either the Rehabilitation Act of 1973 or the Patient Protection and Affordable Care Act. Peters’ new law allows state claims for violations of federal civil rights laws to be heard in any court with jurisdiction. The measure also allows Illinois courts to award no less than $4,000 in damages or other relief for violations, including damages for past, current and future monetary losses, emotional pain, suffering, inconvenience, mental anguish, loss of enjoyment of life and other non-monetary losses. “The Civil Rights Remedies Restoration Act restores the rights first won 50 years ago for people with disabilities within Illinois,” said Senior Attorney Charles Petrof of Access Living. “The passage of this act demonstrates that Illinois is committed to honoring and continuing the legacy of the disability rights movement.” House Bill 2248 takes effect Jan. 1, 2024.

Marcelo Claure to Co-Lead and Co-Own Open Opportunity Fund in Partnership with Paul Judge Marcelo Claure to become Vice Chairman and General Partner alongside Dr. Paul Judge as Chairman and Managing Partner Claure joins Judge and affiliated entities in previously announced agreement to acquire an ownership stake in the $100 million Fund 1 of the Opportunity Fund from SoftBank Group Open Opportunity Fund is now raising Fund 2 to continue to back exceptional Black and Latino tech founders NEW YORK, PRNewswire -- Open Opportunity Fund, a venture capital fund dedicated to funding Black- and Latino-founded technology companies, is announcing two significant advancements within the fund. Marcelo Claure, a technology entrepreneur and investor, is returning to the Open Opportunity Fund as Vice Chairman and General Partner. In June 2020, SoftBank Group (“SoftBank”) launched the SB Opportunity Fund to invest in underrepresented founders. Claure was a founding member of the fund while he was CEO of SoftBank Group International. In less than three years, SoftBank successfully incubated the Opportunity Fund and deployed the initial $100 million into 75 Black- and Latino-led companies. Two of SoftBank Group’s core growth funds—Vision Fund 2 and the Latin America Fund—separately invested nearly $600 million in Opportunity Fund portfolio companies, for a total of nearly $700 million invested across SoftBank’s funds. In addition, Claure joins Open Opportunity Fund Chairman, Paul Judge, in the previously announced agreement to acquire an ownership stake in the $100 million Opportunity Fund 1 portfolio from SoftBank. SoftBank remains committed to building a community of diverse founders and continues to support the fund as an investor in Fund 2. Open Opportunity Fund aims to double in size, raising Fund
2 to a $200 million fund open to LPs and other investors. Claure is the founder & CEO of Claure Group, a multi-billion-dollar global investment firm. He is also Chairman and Managing Partner at growth equity firm Bicycle Capital as well as Group Vice Chairman of SHEIN. After building his first business, Brightstar, into the world’s largest global wireless distribution and services company, Claure became CEO of Sprint. He later became CEO of SoftBank Group International, where he oversaw strategy alongside SoftBank CEO Masayoshi Son, and launched SoftBank’s $8 billion Latin America Fund. Claure’s return to Open Opportunity Fund is part of a personal mission, shared with Judge, to provide equal opportunity for Black and Latino entrepreneurs like themselves – entrepreneurs who struggle to get access to capital to grow their businesses. “As a Latino and Hispanic entrepreneur who was successful in growing businesses, I still had to fight harder to get funding,” said Open Opportunity Fund Vice Chairman and General Partner Marcelo Claure. “Paul fought those same battles as a Black entrepreneur. Together through the Open Opportunity Fund, we are investing back into our communities, ensuring that Black and Latino innovators have the capital they need to grow profitable businesses. We are grateful to SoftBank for investing in Black- and Latino-led companies through the initial fund, and we appreciate their commitment to Fund 2 as we build on that legacy.” “I’m excited to work alongside Marcelo again. It is a full-circle moment to have him back as a partner. Beyond our work as investors and advisors, I believe our position as an independently-owned fund led by a Black American and a Bolivian immigrant is a powerful statement that I hope will inspire future leaders,” said Open Opportunity Fund
Chairman Paul Judge. “As the founding LP and an investor in Fund 2, SoftBank remains committed to building a community of diverse founders,” said Brett Rochkind, Managing Partner of SoftBank Investment Advisers. We believe that under Marcelo and Paul’s leadership, the Open Opportunity Fund is strongly positioned to enter its next chapter, and we look forward to our continued support of its important mission.” Opportunity Fund 1 invested $100 million into 75 Black- and Latino-led tech companies, with a portfolio that includes Atomic, Brex, Career Karma, Cityblock Health, Eight Sleep, Esusu, Lendtable, Lumu, Mayvenn, Paystand, Praxis Labs, QuickNode, Squire, and Subject. The fund has had seven exits. In 2022, Black and Latino founders received less than 3% of venture capital funding, despite comprising over 30% of the United States population. Research has consistently shown that diverse companies yield greater results, such as producing higher profits and exit multiples. Open Opportunity Fund is now raising Fund 2 with the aim of continuing to deliver strong financial performance by backing Black and Latino tech founders. The fund is open to other corporations, institutions, qualified individuals, and other LPs who are committed to this cause. Open Opportunity Fund is a technology venture capital fund focused on investing in and partnering with outstanding Black and Latino founders. Fund 1 was a $100 million fund with SoftBank as an LP. In 2023, the team led by Paul Judge and Marcelo Claure acquired the Fund from SoftBank and announced Fund 2 to continue to execute the thesis. The event, held at THEARC Black Box Theater in Southeast Washington, was a huge success, with Denise Rolark Barnes, publisher and second-generation owner of The Washington Informer, serving as Mistress of Ceremonies. “Launched in 2019 as an initiative of the Jane Bancroft Robinson Foundation, this organization (Black Women Thriving East of the River) is a beacon of hope for Wards 7 & 8,” said Rolark Barnes. “It focuses on empowering Black women through lasting change to healthcare and workforce systems that result in optimal health and economic success.” Lori Jackson, president of the Jane Bancroft Robinson Foundation, said its mission is to empower communities, foster positive change, and address critical issues faced by underrepresented groups in the District. “The genesis of Black Women Thriving East of the River came from our commitment to this community,” Jackson said. “Recognizing the unique challenges faced by Black women in these wards, we embarked on a mission to design and implement a funding strategy that would significantly improve lives. We…collaborated with community residents and leaders for nearly four years. Our goal was to develop holistic solutions addressing workforce
development and cancer survival – two critical areas affecting the health and economic stability of Black women east of the river.” The organization has launched a scholarship fund for Black women interested in health-related careers east of the river. They are considering a wide range of applicants, from those seeking training to become nursing assistants or community health workers to those who aspire to be doctors and surgeons or hold other healthcare system roles. Thus far, nearly $50,000 in scholarships have been awarded. The goal is to increase the number of Black women health providers and their ability to influence decisions in healthcare systems. Further, they meet with human resources departments of healthcare facilities to learn what posts will be filed now and in the future so a pipeline of community talent can be steered to these positions. The organization was awarded a $1 million grant from the Greater Washington Community Foundation’s Health Equity Fund to use data, training, and advocacy to improve workforce development systems impacting Black women. The organization also established a Patients Bill of Rights to help Black women access high-quality healthcare. It will make Black women more aware of high-quality care, help them access that care, and identify ways for them to be treated more equitably. Six Community Ambassadors (CAs)are helping increase awareness of the Bill of Rights among the community, family, friends, peers, and networks. The CAs are cancer survivors and caregivers, ranging from early 20s to 60s, helping promote focus groups, provide feedback, and connect the team to community groups and other potential stakeholders in their T:10.75"

Hypertension Control Program Aims to Tackle Major Driver of Health Disparities for Black Americans WASHINGTON, PRNewswire -- The Association of Black Cardiologists announced the launch of its Hypertension Control Program. The program will offer 50 member clinicians the opportunity to receive American Hypertension Specialist Certification in clinical hypertension care. Certification will provide clinicians with an independent validation Association of Black Cardiologists of their expertise in diagnosing and treating hypertension. Early diagnosis and treatment are incredibly helpful in improving cardiovascular patients’ health outcomes. Now, more than ever, clinicians have an array of treatment options for their patients, including renal denervation, a novel device-based procedure recently approved by the FDA. Clinicians selected for the program will be chosen according to their potential to provide culturally conscious care to traditionally underserved Americans, particularly Black Americans. Black patients are distinctly impacted by hypertension. According to the National Institute of Health, Black patients are diagnosed with hypertension earlier in life and experience greater hypertension-related morbidity and mortality. Compared to their white peers, Black patients have a 30% higher risk of fatal stroke and a 50% higher risk of CVD mortality. “Hypertension is a significant driver of our community’s health disparities,” Anekwe Onwuanyi, MD,
President of ABC, said. “The Hypertension Control Program,” he added, “aims to improve hypertension health in the Black community by targeting clinicians who are uniquely positioned to make an impact. We are particularly thankful to Medtronic for supporting this program and their commitment to helping our community.” Nationwide recruitment for clinicians will begin in January 2024. All those selected will receive individual test preparation for certification from the ABC team. Jason Weidman, senior vice president and president of the Coronary and Renal Denervation business within the Cardiovascular Portfolio at Medtronic, expressed the company’s enthusiasm for sponsoring the forthcoming program: “We are honored to support such an impactful initiative, especially following the recent FDA approval of Medtronic’s new breakthrough device for the treatment of hypertension, the Symplicity Spyral renal denervation (RDN) system. This program not only helps support additional equity, but it also aligns with our goal to help bring hypertension awareness to many more patients, especially those in the Black community, which is disproportionately impacted by the condition. Medtronic remains focused on our mission of alleviating pain, restoring health and extending life for more people.”

6 Things HBCU Students Can Do Now to Build Financial Health
2. Commit to a monthly savings goal. • This is a habit that’s never too early to start! Setting a monthly savings goal during the college years – when student income varies, and tuition costs loom overhead – is a crucial best practice. 3. Monitor spending. • You may think you know where your money goes each month, but the truth is, many people grossly underestimate their spending. Busy students are no exception. It’s important to get in the habit of monitoring your bank accounts and credit cards for fraud, available balances, and spending to avoid unpleasant surprises. 4. Get financially engaged. • Students can keep their finances in shape by tapping into mobile and online interactive tools and resources available to them. Wells Fargo customers, for example, can access predictive banking, an artificial intelligence feature that provides insights into spending patterns and delivers prompts to save. 5. Know your credit score. • Your credit score plays a critical role in your ability to get a loan or credit card, and yet many students don’t know their credit score.
