briefly ILLINOIS EARNS CREDIT RATING UPGRADE FROM FITCH Chicago—Governor Pritzker celebrated the state’s ninth credit rating upgrade in just over two years as Fitch Ratings elevated Illinois’ rating for general obligation bonds. This fiscal progress comes as the result of five balanced budgets and years of responsible financial management and discipline under Governor Pritzker and Democrats in the General Assembly. The rating of a state’s bonds is a measure of their credit quality. A higher bond rating generally means the state can borrow at a lower interest rate, saving taxpayers millions of dollars. Between 2015 and 2017, the State of Illinois suffered eight credit rating downgrades and sat at the top of many analysts’ lists of the worst managed states in the nation under the previous administration. At its worst, Illinois’ bill backlog hit nearly $17 billion. Across major credit rating agencies S&P Global Ratings, Fitch Ratings, and Moody’s Investors Service, the state has received nine upgrades since June of 2021. Illinois is now back in the “A” category for all three agencies. Prior to those upgrades, the state had not received an upgrade since June of 2000, over two decades. Agencies have cited the state’s actions in paying down bill backlogs, repaying debts, increased fiscal transparency, building financial reserves, and balancing the state budget as factors in the upgraded ratings.
CHICAGO BULLS, WORLD BUSINESS CHICAGO AND DION DAWSON WERE HONORED FOR THEIR COMMITMENT TO CHICAGO TEENS The Chicago Bulls were awarded the prestigious Corporate Leadership award by Gray Matter Experience. Also honored was economic development agency, World Business Chicago with the Community Commitment award. Dion Dawson, Founder of Dion’s Chicago Dream, a fresh produce delivery program based in Englewood, received the #GMEChanger award. Yahriel Walton, Gray Matter alum and entrepreneur, was presented with the UNTAPPED award. Honorees received these awards in recognition of their leadership and commitment to empowering Chicago youth at the 3rd annual fundraiser event, UNTAPPED held on Thursday, November 2nd, 2023 at the historical Old Post Office in Chicago. The event was attended by over 100 industry executives, community leaders, young entrepreneurs and professionals supporting youth entrepreneurship and leadership development programs. Guests experienced live art paintings from KALIEF and Ewrks, music by DJ A-Lot, and a live raffle all while contributing to transforming the lives of Chicago youth. The Gray Matter Experience’s programming powered thru this event has had a significant and lasting impact on Chicago’s youth, transforming the lives of young individuals and creating a ripple effect of positive change throughout the community. All proceeds from the event will directly support entrepreneurship programs and educational opportunities for young adults in Chicago to thrive as the next generation of leaders and entrepreneurs. “With all the challenges we continue to see with securing funding for Black entrepreneurs, as well as the lack of quality business education programs, it has been difficult for Black Founders to succeed. Without Gray Matter Experience to fill that gap, Kargo Kangaroo and several other youth businesses would not be here today serving the community,” Britney Robbins, CEO and founder of Gray Matter Experience. The Gray Matter Experience empowers young Black people (ages 14-24) to disrupt the status quo, mobilize innovative ideas, and champion their communities. Since 2016, they’ve supported more than 1,000 young people through personal development, business education, and nurturing their commitment to social impact. For TGME, entrepreneurship is not just a career.

SIMS CELEBRATES STATE’S NINTH CREDIT RATING UPGRADE
For the ninth time in just over two years, Illinois has seen another improved bond rating. Fitch Ratings – one of the nation’s major credit rating agencies – announced upgrades Tuesday thanks to the fiscally-responsible decisions made by Illinois Democrats. State Senator Elgie R. Sims, Jr. (D-Chicago) – who serves as the Senate’s Appropriations Leader and Chair of the Senate Appropriations Committee – released the following statement in response: “When I look at the budgets we have passed in recent years, I see the work and years of fiscal responsibility paying off. We were able to pay down our bills and put money back in the pockets of the state’s hardworking families. Illinois is a stand-out state when it comes to putting the needs of our residents first – and we do so in a responsible, equitable way. “The nine upgrades Illinois has seen in recent years shows our fiscally responsible budgeting approach is working and is independent proof that our state is headed in the right direction. Our future looks bright and I look forward to continued collaborative efforts with my colleagues to keep Illinois on this upward economic trajectory.”
REP. FORD SAYS ILLINOIS WILL SOON BE FIRST IN NATION TO OFFER FREE, UNIVERSAL TEST AND LICENSURE PREP FOR PUBLIC UNIVERSITY STUDENTS
State Rep. La Shawn K. Ford, D-Chicago, chair of the Illinois House Higher Education Appropriations Committee, today said the State of Illinois will soon announce a new program to fully provide public university students with free and universal test and licensure preparation classes. Illinois is the first state to offer this benefit to its public university students. The Prepare for Illinois’ Future Program offers comprehensive test preparation and professional licensure preparation at no cost to Illinois public university students. This means all students will have access to key resources, enabling them to best prepare for the required exams needed to advance to graduate school and/or professional exams vital in school-to-work pathways. The fiscal year 2024 State of Illinois budget includes $10 million for free test prep classes for the Medical College Admission Test (MCAT), the Law School Admission Test (LSAT), the Graduate Record Examination (GRE), and the Graduate Management Admission Test (GMAT). The program also offers Free Professional Licensure Preparation for Nursing, Teaching, Real Estate, and Securities Professional Exams. The Prepare for Illinois’ Future Program – sponsored by Rep. Ford -- passed in May as part of the final fiscal year 2024 budget plan. The budget took effect on July 1, 2024, and Ford said he has been collaborating regularly with officials from the Governor’s Bureau of the Budget, the Illinois Student Assistance Commission, and the Chief Procurement Office to implement the program. Ford expects the state will soon officially issue a Request for Proposal. “Because graduate school rolling admissions cycles start in early summer, most students use the winter and spring to study for their respective entrance tests. For example, 57% of first-time LSAT test takers sit for the April exam, and in general, January is the most popular month to sign up for some type of test prep,” Ford said. “Illinois universities tell me they are ready to implement the program in January. “This program will save Illinois public university students hundreds of thousands of dollars and improve their chances to apply and attend professional and graduate school, and ultimately increase the talent and workforce pipelines critical to the State of Illinois,” Ford added. Ford said multiple universities in other states – such as Cleveland State University and a number of Historically Black Colleges and Universities—that have implemented universal, free test preparation have already seen positive results. Students at Cleveland State saved hundreds of thousands of dollars in debt, and actively contributed to minimizing critical workforce shortages.

Burrell Communications Group Acquired By FVLCRUM CHICAGO, Ill. – After leading the agency to sustained growth and success since purchasing a majority stake from founder Tom Burrell in 2004, Burrell Communications Group’s Co-CEOs McGhee Osse and Fay Ferguson have announced a transition to new ownership. Burrell, one of the most highly regarded multicultural advertising agencies in the world, was acquired by an equity consortium led by FVLCRUM Funds (“FVLCRUM”) and Channing Johnson. FVLCRUM is a minority-owned private equity firm based in FVLCRUM Rockville, MD that specializes in impact and growth investments, while Johnson is a Los Angeles corporate attorney with decades of experience in media and entertainment. Johnson will serve as Chairman. Tara DeVeaux, the former CMO of Los Angeles-based Wild Card Creative Group and Managing Director of its creative content division, 3AM, has been named the incoming CEO. Tara has a multifaceted background in advertising, media, and entertainment, with her agency foundation established at Y&R, SpikeDDB, and BBDO where she rose to CMO of the New York office. “We are truly excited for Burrell’s next chapter,” states Osse. “It was pivotal to Fay and me to transition the company to a team that would be committed to investing in the agency, growing its capabilities and reach in the
years ahead and maintaining the talent and culture that makes Burrell special.” “Having jointly led Burrell for nearly two decades,” added Ferguson, “McGhee and I sought to ensure that the new ownership shared our vision, standard of values, and maintained Burrell’s Minority Business Enterprise (MBE) designation. We are also thrilled about their selection of Tara as CEO. We’ve gotten to know her throughout this process, and she has shown tremendous energy and enthusiasm coupled with a commitment to the agency’s future.” “I am excited and inspired by the opportunity to take on this role at what is a pivotal time in Burrell’s history,” says DeVeaux. “With multicultural consumers driving most general market trends, the line between general market and multicultural advertising has never been grayer. Understanding where these consumers are now helps brands to project where they need to be in the near future, and that’s always been Burrell’s strength. I plan to build upon that legacy through a concentrated focus on data to deliver fresh insights and renewed creativity across all platforms so we can continue to be a vital partner in growing our clients’ business.” Johnson thanked FVLCRUM for sharing his vision and emphasized his key goals are for “Burrell to become the ‘go-to’ agency for brands who recognize the importance of speaking authentically to our growing transcultural world, and to become the destination agency for new talent in the
business.” Chijioke Asomugha, Partner of FVLCRUM stated, “Burrell is an iconic company that has helped tell the diverse stories of many respected brands for more than 50 years. FVLCRUM is eager to build upon the impactful legacy of Burrell through this significant equity investment.”

Gov. Pritzker Celebrates Fermilab’s New Superconducting Quantum Materials and System Centers Garage CHICAGO — Governor Pritzker joined international dignitaries and ambassadors, leaders at the Department of Energy and local universities, and other elected officials to celebrate the opening of Fermilab’s new Superconducting Quantum Materials and System Centers (SQMSC) Garage. The SQMSC Garage is one of the five Department of Energy National Quantum Information Science Research Centers, and one of the largest quantum research labs in the world. “The SQMS Quantum Garage signals a new era in this field, and represents the best of our National Quantum Initiative,” said Governor JB Pritzker. “SQMS will accomplish what few other can—building on Fermilab’s unique strengths in related accelerator technology and particle physics, and creating a global partnership which spans across academia, national labs and industry, and federal agencies to reach a new quantum frontier. I’m thrilled to see our state attract the best in quantum science, and I am committed to making Illinois the premier hub of quantum development.” Fermilab’s new SQMSC Lab will bring together a multi-sector coalition, including hundreds of experts from dozens of institutions across four nations, that will collaborate to bring quantum technology to scale. SQMS will be overseen by Director Anna Grasselino, who leads this team of world-renowned scientists and serves on the Illinois State Board of Education (ISBE). The lab contains the first commercial quantum processor deployed on-premise at Fermilab. It has quantum sensors with the potential to discover dark matter and new gravitational waves sources. It also has training platforms dedicated to providing hands-on education for growing the next generation quantum ready workforce. These platforms will enable scientists, industry, and start-ups to advance quantum technology and help solve challenges in fundamental science.

GOV. PRITZKER...Continued From Page 8 Located in Batavia, Illinois, the 6,800-acre Fermilab campus is one of the nation’s premier particle physics laboratories, working on the world’s most advanced particle accelerators. Fermilab collaborates with over 50 countries and is in partnership with the University of Chicago and a consortium of 89 other research universities. Governor Pritzker is a champion of quantum technology, and his administration has invested $200 million in the Chicago Quantum Exchange through the Rebuild Illinois capital plan. Illinois is also the only state in the nation to house 2 of 5 National Quantum Labs and its rich quantum ecosystem also includes more than 100 incubators and accelerators, and worldclass research universities with global leadership in business, engineering, and the sciences. Previously, Illinois was named the top recipient for federal quantum research grants in the country when the Argonne National Laboratory and Fermilab each received a $115 M grant from the U.S. Department of Energy (DOE). The University of Illinois and the University of Chicago also each received a $25 million National Science Foundation Quantum Leap Challenge Grant, making Illinois the Illinois state in the nation to receive two of these awards. Last month, the U.S. Economic Development Administration announced that two Illinois programs have been designated as part of 31 Regional Technology and Innovation Hubs (Tech Hubs). The Central Illinois Fermentation and Agriculture Biomanufacturing (iFAB) Hub and the Chicago Area Quantum Tech Hub: The Bloch were selected based on their innovation and economic growth potential—they will now be eligible to apply for the second phase of the Tech Hubs Program to receive between $50 and $75 million in federal funding.
CTA Enhances Rail Station Access With New ADA Faregates The new doors provide better accessibility for people relying on mobility devices and taller, more durable gates to prevent fare evasion As part of ongoing efforts to enhance the customer experience, the Chicago Transit Authority (CTA) is installing new and improved faregates at rail stations across the system that are compliant with the Americans with Disabilities Act (ADA), while being more reliable, taller and more durable. Work to replace existing Special Access Gates (SAGs) across the rail system will continue through early 2024. “The installation of these new ADA faregates balance the agency’s goal of enhancing accessibility throughout the rail system, while also addressing concerns around individuals entering rail stations with the intent to disrupt our service or other riders,” said CTA President Dorval R. Carter, Jr. The new doors include an improved locking mechanism with more reliable hardware and will operate in the same manner as the existing gates. To help reduce fare evasion, the doors are taller, and the exit button will be more difficult to reach from the unpaid side. The new ADA faregates are designed to im-
prove accessible entrances at CTA rail stations and address fare evasion concerns, including those entrances that may not be staffed with a Customer Service Representative (CSR). “As a wheelchair user myself, I am glad that these new doors will be more reliable and durable for those who cannot use turnstiles and are dependent on these gates functioning properly,” said CTA ADA Compliance Programs Manager, Irma Gomez-Fierro. “In addition, these new faregates will serve as an added safety measure, helping deter individuals from misusing the doors and preventing the wrong riders from utilizing an accessible entrance.” CTA’s investment follows similar rail gate infrastructure improvement projects by transit agencies across the country to address fare evasion concerns, including Washington Metropolitan Transit Authority (WMATA), Bay Area Rapid Transit (BART), and Southeastern Pennsylvania Transportation Authority (SEPTA). Currently, 24 of the new ADA doors have already been installed at rail stations across the system. They will replace the remaining 119 SAGs located throughout the CTA rail system by early-2024.

PepsiCo Donating $250,000 to Help Tackle Food Insecurity at Historically Black Colleges and Universities PURCHASE, N.Y., PRNewswire -- As part of PepsiCo’s ongoing efforts to support and elevate Historically Black Colleges and Universities (HBCU), the company has announced $250,000 in grants towards tackling food insecurity at HBCU campuses, as the student attendance rates at these institutions continue to rise. Five universities will receive $50,000 each, kicking off with Morgan State University and Prairie View A&M University this weekend and also including Florida A&M University, Jackson State University, and Bethune-Cookman University. Tailored to each university’s needs, the donation from PepsiCo is designed to support each campus’s unique efforts to help students that struggle to balance the cost of their education and their next meal. With the rate of food insecurity among college students growing nationally, those at HBCUs are historically impacted the most. According to data released this year from the National Postsecondary Student Aid Study, almost 40% of HBCU students report being food insecure, a stat that carries more weight as many campuses encounter record attendance rates this semester. The universities selected each take different approaches to remove the burden of where students’ next meal is coming from and return the focus to their education. The funds will support existing on-campus efforts, from expanding food pantry capacities to arming students with the long-term skills to avoid pitfalls of food insecurity in the future. “As a longtime supporter of HBCUs, PepsiCo has always
aimed to help students thrive, both on campus and beyond. This year, our HBCU Tour continues to celebrate each universities’ rich culture and recognize the wealth of talent on campus, while also addressing the barriers students can face in completing their education,” said Kent Montgomery, Senior Vice President, Industry Relations and Multicultural Development, PepsiCo. “Our donation to tackle food insecurity is another example of our commitment to empower students and ensure their success in every aspect of their educational journey.” Across the five campuses, the grants will go to support more than 37,500 students facing food insecurity by funding on campus food pantry supplies and groceries, meal plans for homeless students, workshops for cooking and meal prep, stipends for student staff within the pantries, and more. In addition, PepsiCo will also supply free meals for approximately 2,000 students at select universities during their respective winter finals weeks in December. The funds will be distributed to Prairie View A&M University, Florida A&M University, Morgan State University, Jackson State University and Bethune-Cookman University during key university events throughout November, including the SWAC and Florida Classic games on November 18. The donation is part of PepsiCo’s larger HBCU Tour to support HBCU students and celebrate the legacy of these universities. Driven by Pepsi Zero Sugar and Doritos SOLID BLACK, the tour correlates with the brands’ ongoing initiatives to provide resources and a platform for elevating
Changemakers in local communities. How to Improve the Functionality and Charm of Your Home With Windows • Hopper windows: Do you have spaces that could use a bit of sunlight and ventilation, but are areas where you don’t necessarily need people looking back in? Such rooms – think basements and bathrooms – are great places to install hopper windows, which are singlesash windows that open inward from the top. Doing so can improve home value by adding light to rooms that otherwise might be very dark. And in the laundry room, a hopper window can be used as the exterior outlet for dryer vents when mulled to a small, insulated picture window or other window type.

• Garden windows: While most often associated with Victorian-style architecture, garden windows can be added to any style home. The three-dimensional design helps open up a room while providing an eye-catching boost of curb appeal. A long-standing favorite in kitchens behind the sink, garden windows are ideal for bringing in extra light and providing a space to grow small plants or herbs. They can also be used in a bathroom or den as an alcove for decorative accents. When adding garden windows, consider turning to a manufacturer that provides the option to include adjustable shelves. This will help you maximize the space best.

Need some inspiration? Use ProVia’s Window Configurator tool in its online design center, found at provia.com/design-center/envision, to try different window styles, grid options, colors and glass designs to create the perfect look for your home. Windows are more customizable than you may realize, with many aesthetic and performance factors to consider. Before making this home upgrade, do some research to ensure your selections improve the charm and functionality of your home. (StatePoint) New windows can increase curb appeal, providing the finishing touch on an exterior home improvement project. They can also reduce energy bills, provide ventilation and impact your view, making it important to choose your products and placement carefully. Here’s what to know: Performance As we head into the coolest months of the year, it’s important to remember that windows are a point of heat transfer. For optimal energy efficiency this winter and beyond, work with a manufacturer that offers ENERGY STAR-certified windows and insulated glass options. Likewise, investigate ratings for weatherability, durability and color retention. That’s where materials can come into play. Products made from vinyl have these common qualities: strength, durability, and abrasion-, moisture-, rust- and corrosion-resistance. They are also electrically non-conductive and have excellent fire performance properties. Style Double hung and sliding windows are some of the most common window types nationwide. If you’re looking for a change, here are some other types to consider: • Architectural windows: Custom window shapes, typically called architectural windows, come in a variety of profiles and sizes. Whether you’re partial to arch windows, octagonal windows or something else, custom window shapes can be used alone as a single focal point or in combination with other windows to create a show-stopping view. Online resources, such as ProVia’s window shape guide, found at provia.com/windows/shapes, can help you select shapes to complement your home’s architecture. • Bay and bow windows: Most often seen on Victorian and classic/colonial style homes, bay and bow windows are a beautiful way to draw attention to your home’s exterior, while inside, providing a cozy place to sit and read or just enjoy the view. Constructed of double hung, casement or picture windows set side-by-side at varying angles, bay and bow windows can be customized to include stained glass, tinted glass and other decorative options to further amp up curb appeal.
