CHICAGO—Governor JB Pritzker joined U.S. Department of Labor Acting Secretary Julie Su and regional stakeholders for the USDOL’s Employment and Training Administration (ETA) Vision 2030 Conference: Investing in America’s Workforce. The plenary session, “Setting the Vision,” involved discussion of current workforce development landscapes by industry leaders, workers, and private and public sector partners. During the session, the Governor remarked on Illinois’ workforce and apprenticeship accomplishments. He highlighted the administration’s passing of the Climate and Equitable Jobs Act and Reimagining Energy and Vehicles Act, which have created thousands of jobs across Illinois. Governor Pritzker also emphasized the workforce development programs launched during his administration as well as the downstate manufacturing training academies. “President Biden is ‘Investing in America’ to build new roads and bridges, to make sure that clean drinking water flows from every faucet and high-speech, reliable, affordable internet reaches every home, and to protect our climate so every child breathes clean air,” said Acting Labor Secretary Julie Su. “And this isn’t just an opportunity to build new infrastructure. It’s an opportunity to create good-paying, union jobs, whenever possible. REP. ROBIN KELLY CELEBRATES 40 STATES EXTENDING MEDICAID POSTPARTUM COVERAGE

WASHINGTON, DC – Congresswoman Robin Kelly (IL-02) celebrated the approval of Missouri’s plan to offer a full year of Medicaid coverage after pregnancy by the Centers for Medicare and Medicaid Services. Missouri is the 40th state to extend such coverage from 60 days to a full year postpartum. Congresswoman Robin Kelly has been working to combat the maternal mortality crisis, particularly among Black women, for nearly her entire tenure in Congress. Rep. Kelly initially secured the inclusion of the Medicaid postpartum extension option in the American Rescue Plan - and secured the permanent option in December 2022. Rep. Kelly’s home state of Illinois was the first to implement the extension. Rep. Kelly’s proposed CARE For Moms Act requires every state to implement the one-year extension. Rep. Kelly has led numerous bipartisan legislative initiatives supporting maternal health care that have been signed into law including the Maternal Health Quality Improvement Act, the PREEMIE Act, and the Preventing Maternal Deaths Act. Gov. Pritzker Announces Plan to Improve Asylum Seeker Emergency Response Chicago—Governor JB Pritzker announced that the State will invest an additional $160 million via the Illinois Department of Human Services (IDHS) to address the ongoing humanitarian crisis presented by the arrival of over 24,000 asylum seekers from the U.S. Southern Border. The State, alongside our local partners, has led a comprehensive data driven analysis of the ongoing asylum seeker response, rooted in not only data but also input from frontline partners and new arrivals, which identified several “bottlenecks” where services and resettlement tended to slow. These bottlenecks included delays in initial intake at landing sites, access to shelter, and the transition to independent living. This has led to backlogs and capacity issues, most visible in individuals sleeping outside police stations, but more broadly across the process.

THE PLAN

The State is deploying targeted additional funding through a data-driven approach that will address these bottlenecks in all stages of the current asylum seeker response. This includes: WELCOME: $30 million to stand up a large intake center to centrally welcome and comprehensively coordinate new arrivals, prioritizing onward movement. This investment will ensure both a more integrated approach across state, county, city, and community-based organizations but will also ensure better support for those coming to Chicago who are seeking another final destination, or who have sponsors in Illinois and don’t require shelter, thereby better maintaining shelter capacity as a whole. With this approach, data indicates the number of new arrivals requiring shelter can be reduced by 10%. More immediately, in partnership with the City of Chicago, the State has funded a New Life Centers of Chicagoland team to deploy to the City bus landing zone to ensure every new arrival is supported in a choice to seek alternative arrangements outside the City shelter system. SHELTER: $65 million to help the City of Chicago launch a winterized soft shelter site providing temporary housing for up to 2,000 people at any given time for six months. These beds will be prioritized for families and individuals with disabilities currently sleeping outdoors, on police station floors, and at the airport. This will ensure a safe and warm place to live during the winter months and allow for the provision of the wraparound services the State currently funds at City shelters. This site will operate as part of the existing City of Chicago shelter system. INDEPENDENCE: $65 million in increased funding to expand the wraparound services the State currently provides at City shelters which enable new arrivals to live independently as they await asylum hearings, including case management, legal services, work permit processing, and workforce development support. The State will continue to provide the rental assistance that allows asylum seekers to transition from shelters to independent living. This announcement builds on $478 million in state funding that has been provided or committed to the asylum seeker response over FY 2023 and 2024. This includes direct funding to the City of Chicago and other municipalities assisting asylum seekers as well as substantial State funding for shelter, food, medical care, rental assistance, and wraparound casework and services. A cornerstone of this plan is a Stateled effort to move thousands of individuals through the federal Temporary Protect Status (TPS) and Employment Authorization Document (EAD) processes as quickly as possible. This will allow asylum seekers to gain employment and achieve self-sufficiency, thereby alleviating the strain on state resources. In the weeks and months ahead, the State will stand-up large-scale workshops

with legal aid providers and pro-bono attorneys to facilitate the application process. Workshops will be co-located with United States Citizenship and Immigration Services (USCIS) and Illinois Department of Commerce and Economic Opportunity (DCEO) workforce programming to provide federal assistance and job search resources simultaneously. By February, the State aims to have submitted the applications of the roughly 11,000 TPS and/or EAD eligible asylum seekers residing in City of Chicago shelters, with thousands more to be completed in the months that follow.

POLICY CHANGES

To further address bottlenecks, the City and State are pairing these new investments with changes to existing policy to ensure as many people as possible receive services. The City has announced policy changes related to shelter stay duration for all asylum seekers in city shelters, which will be paired with intensified case management and housing assistance from the State. This will ensure individuals get the services they need while also quickly connecting to community and transitioning to independent living, which then opens space for additional new arrivals requiring immediate shelter. The State is also adjusting its Asylum Seeker Emergency Rental Assistance Program (ASERAP) to extend its reach to support onward movement. The program will now cover three-months of rent, instead of up to six-months, which will allow all current shelter residents to access the program. For all new shelter arrivals, ASERAP will no longer be available, but housing assistance will still be provided to support the housing search process, tenant rights, and landlord-tenant communications.

FEDERAL SUPPORT

Governor Pritzker has repeatedly urged federal intervention to aid in managing the ongoing humanitarian crisis, which has been exacerbated by GOP governors sending buses of migrants to Democrat-run cities, often without any information or warning to human services agencies in Illinois. Only the federal government and U.S. Congress can provide the coordination and funding needed to truly address this crisis. However, with the approaching Midwestern winter and continued influx of asylum seekers, the City and State are committed to taking the necessary action to keep people safe. In early October, Governor Pritzker sent a letter to President Biden requesting significant expansion in federal government support, including coordination efforts at the border, funding, data collection, fee waivers, and Medicaid and housing vouchers. In response, the Biden administration has taken steps to accelerate the work authorization process for new arrivals. The Governor continues to be in constant contact with the White House to discuss ongoing needs for coordination and support.

HARRIS’ NEW LAW SUPPORTS ILLINOIS’ FARMERS AND SMALL BUSINESSES

SPRINGFIELD – A measure that preserves insurance choices for rural farmers in Illinois is now law, thanks to State Senator Napoleon Harris, III. Harris’ initiative – which was signed into law Friday – modernizes coverage requirements for farm mutual insurance companies to allow them to adapt to changes in the insurance marketplace and continue to provide coverage to farmers across Illinois. “Illinois’ farmers drive our economy,” said Harris (D-Harvey). “It is important that we update the state’s provisions to allow these community insurance companies to keep their doors open and preserve choice in the insurance marketplace.” Farm mutual insurance companies typically started off as small community-based organizations, but over time many have grown and began to offer insurance to more members in more diverse communities. Currently, there are 44 farm mutual companies that provide more than 50,000 policy holders with insurance coverage. Harris, who started his legislative career as the Senate’s Agriculture Committee Chair, is now leading the Senate Insurance Committee. In this role, he saw the need to update this law to ensure farm mutual insurance companies have options while securing reinsurance contracts from larger insurance entities. If action was not taken by Harris, the remaining farm mutual companies in Illinois could have been cut in half and thousands of farmers would be forced to find different insurance coverage. Proponents of this new law believe this will allow the insurance marketplace to correct itself and set appropriate coverage options and pricing for farm mutual insurance companies and its policy holders. Previously, Illinois was only one of five states that had not updated the law. “If the state had not acted swiftly, we would have been eliminating choices for our smaller insurance companies and specifically for a large amount of farmers in our state,” said Harris. “We instituted this change for five years to provide small business owners with the support to provide farmers with suitable coverage. We will reevaluate in a few years to ensure we are, in fact, providing our agribusiness sector with the resources to continue to grow and be successful in Illinois.” Senate Bill 765 passed the General Assembly with bipartisan support and goes into effect immediately.

SPRINGFIELD – State Senator Patrick Joyce supported a new law signed Friday that will strengthen regulations for farm mutual insurance companies. “Our farm mutual insurance companies need to have access to reinsurance in order to keep them up and running effectively,” said Joyce (D-Essex). “This new law takes policyholders into consideration because they could also be at risk if catastrophe strikes.” Prior to this new law, the Illinois Department of Insurance required unlimited catastrophic aggregate reinsurance coverage. Currently, only one company offers contracts that meet the DOI’s requirements, and as a result, many farm mutual insurance companies struggle to find reinsurance coverage. Farm mutual insurance companies will now be required to have and maintain adequate catastrophic reinsurance rather than unlimited catastrophic reinsurance. This change ensures farm mutual insurance companies and their policyholders can continue to be protected from financial losses in the event of a natural disaster or other costly incident. “This legislation strikes the right balance between protecting policyholders and ensuring the financial health of farm mutual companies,” said Joyce. Senate Bill 765 was signed Friday and takes effect immediately.

ATTORNEY GENERAL RAOUL REACHES OVER $1 MILLION SETTLEMENT WITH MANUFACTURING COMPANY OVER USE OF NO-POACH AGREEMENTS “We will not tolerate companies collaborating to take advantage of workers, and my office is committed to enforcing laws that protect workers’ rights and access to fair wages and opportunities to better provide for their families.”

Chicago – Attorney General Kwame Raoul announced a settlement with Colony Display LLC (Colony) that resolves allegations Colony entered into no-poach agreements and engaged in wage fixing with three staffing agencies. The settlement requires Colony to pay more than $1 million to compensate temporary workers who were impacted by the unlawful activity. “Illinois workers ultimately pay when employers collude to keep wages down. I am pleased that this settlement includes compensation for workers who were impacted by unlawful activity that limited wages and job opportunities,” Raoul said. “We will not tolerate companies collaborating to take advantage of workers, and my office is committed to enforcing laws that protect workers’ rights and access to fair wages and opportunities to better provide for their families.” In 2020, Raoul’s office filed a lawsuit against three staffing agencies – Elite Staffing Inc., Metro Staff Inc., and Midway Staffing Inc. – and Colony. Raoul alleged the staffing agencies formed an unlawful agreement to refuse to solicit or hire each other’s employees (commonly known as “no-poach” agreements), and to fix the wages paid to employees. Colony allegedly facilitated the unlawful agreements by act-

MCA Chicago announces Resonance Spring Performance Series CHICAGO—Each spring the MCA presents a series of performances that are shaped by a curatorial theme reflecting our contemporary moment. The 2024 series, which takes place from March 28 through May 12, focuses on the theme of “resonance” through works by four artists who explore the physicality of sound and voice: Anna Martine Whitehead, Samita Sinha, Laura Ortman, and 7NMS | Marjani Forté-Saunders and Everett Saunders. Together, the artists and their respective pieces form voices expressing the present power of protest. Resonance is organized by Tara Aisha Willis, Former Curator in Performance, with Laura Paige Resonance Programming Anna Martine Whitehead FORCE! An opera in three acts March 28–30, 7:30 pm Edlis Neeson Theater FORCE! is a sprawling, surrealist opera from artist Anna Martine Whitehead that blends experimental dance with the sounds of gospel, folk, pop, and contemporary experimental jazz. Opening upon a group of Black women and femmes as they realize they must enter a prison to escape the rapidly deteriorating society outside, FORCE! uses silence, sound, and rhythm to question who truly has control over how their time is spent. Black Girls Golf Elevates Diverse Women in Golf at

This Year’s Executive Member Retreat LAPORTE, Ind., PRNewswire -- When diverse female professionals are brought together in sisterhood, amazing things happen. Through the long weekend, members participated in golf clinics, panel discussions, and networking events. Each event fostered opportunity for the diverse group of women to connect over navigating the complex experience of being a female professional. Though their varied experiences stem from a variety of

industries and environments, their shared identities as women of color and golf enthusiasts provided them with a significant commonality: the understanding of the work and support required to achieve more diversity and inclusion in the golf industry, and beyond. “I walked away with not just improved golf skills and knowledge but a greater sense of community and a renewed appreciation for the brands that stand beside us in supporting diversity and inclusion in golf. America Rallies for Afterschool Programs

There is an urgent need for greater investments in these programs, as U.S. children and youth try to recover academically and socially from the pandemic. Studies show there aren’t nearly enough afterschool and summer learning programs. For every child in an afterschool program, four more are waiting to get in. Some 24.7 million U.S. children not in an afterschool program would be enrolled if a program were available to them. Additionally, there are significant inequities, with unmet demand for afterschool programs significantly higher among Latino and Black children than children overall. Each year, “Lights On Afterschool” celebrates the achievements of afterschool students and draws attention to the need for more afterschool programs. A million people are participating in more than 8,000 “Lights On Afterschool” events around the country this fall. Organized by the Afterschool Alliance, this year’s events include academic contests, STEM (science, technology, engineering and math) demonstrations, community service events, debates and discussions, student art shows and performances, family fun nights, runs and walks, and much more. Events are focused on academics, health and well-being, the arts, civic engagement, STEM learning, fitness and healthy eating, cyberbullying prevention and more.
