The deadline for the Chicago United for Equity 2024 Fellowship application is approaching soon. Now in its sixth year, the CUE Fellowship focuses on enhancing local leaders’ understanding, tools, and skill sets to build equity across Chicago. The program has mobilized nearly 200 leaders across various sectors, harnessing their collective power and civic love to enact transformational change. The CUE Fellowship is a year-long program that brings together 15-20 leaders across identities, neighborhoods, and perspectives in government, media, research, storytelling, organizing, advocacy, and philanthropy, strengthening their racial equity practice. CUE Fellows are leaders, innovators, disruptors, and healers of all different kinds. We look for Fellows to come into this work with: 1. Creativity: The ability to imagine, create and collectively envision a better future. 2. Strength: Possess a strong foundation in racial equity with an understanding that transformation work is rooted in the collective. 3. Commitment: Building relationships by sharing the work and moving at the pace of trust. 4. Courage: Putting values into action to challenge systems that have brought us to this point. 5. Connection: Affiliated with an organization that believes in and is committed to equity work and transformational change. Fellows are expected to define a Racial Equity Project that redesigns a structure, policy or practice through a racial equity lens. The deadline is Monday, Dec. 18. A BETTER CHICAGO TARGETS SUCCESSFUL YOUTH INVESTMENT AND OUTCOMES THROUGH NEWLY RELEASED YOUTH OPPORTUNITY DASHBOARD
A Better Chicago released the Youth Opportunity Dashboard, a first of its kind tool in Chicago, that will provide city leaders, philanthropists, and youth advocates with a comprehensive and easy to use data tool that provides guidance on how young people are faring – and what resources are needed to ensure they are on a the right track for a bright future. Using information that is publicly available from multiple city, state and national resources, A Better Chicago then compiled the data sets and organized them against six key cradle to career milestones that are among the most determinative in projecting a child’s future. The dashboard provides a district-level snapshot of how young people are measuring up to a series of 26 indicators that indicate progress toward the six life milestones. Including the district-level specificity was particularly important to policymakers and hyper local advocacy organizations who focus on specific neighborhoods. The six milestones included in the dashboard align with the Obama Foundation’s My Brother’s Keeper Alliance which uses a well-researched framework of six milestones, which are: 1. Entering school ready to learn 2. Meeting benchmarks in reading and math 3. Graduating from high school ready for college and career 4. Completing postsecondary education or training 5. Successfully entering the workforce 6. Keeping youth on track and giving them second chances The Youth Opportunity Dashboard is being launched at a critical time for local youth, on the heels of a pandemic that erased important educational gains Chicago youth experienced before the pandemic, and amid significant changes within the education landscape in Chicago including: new leadership in the City, a move to an elected, 21-person school board and significant enrollment declines at CPS. A Better Chicago reviewed similar models across the country to help shape the dashboard, looking for models that resulted in deeper collaboration across policy, philanthropy, nonprofit and academia

The food pantry is the idea of Betsy Williams, Director of the Food Service Department for Rich Township High School District 227. Williams said the opening of the food pantry was the culmination of a dream. She started giving away food during the holidays 25 years ago. Williams said she was inspired to do the food pantry by Elmer Washington and his wife. She called them inspirational people. The Washingtons also gave a $500 donation to start the food pantry. Cook County Board of Commissioners Pass Budget Amendments Sponsored by Commissioner Donna Miller to Support Veterans, Address Maternal Mortality Cook County, Ill. - The Cook County Board of Commissioners passed the FY2024 budget, which included two amendments championed by Commissioner Donna Miller to secure funding and support for veterans and pregnant women to reduce maternal mortality rates. One amendment, Number 9, provides funding for increased benefits for Cook County veterans to address the increased need for aid and support services. Amendment Number 19 will fund doula and social support services in the Ambulatory and Community Health Network and Stroger Hospital to help improve maternal mortality and morbidity rates in Cook County.
“Our budget should reflect our values, and that’s why I was proud to sponsor amendments to this year’s Cook County budget that support our veterans and invest in lowering our maternal mortality rate,” said Cook County Commissioner Donna Miller. “Our veterans have put their lives on the line for our country, and deserve access to resources for them and their families. This additional funding will help us fill gaps that currently exist in the services we provide. were enthusiastic in their praise of Dr. Mays’ accomplishments for the K-8 school, which she has led for the past four years. An experienced educator for 36 years, Dr. Mays has taught in the public and private sectors at the elementary, high school and university levels. She has served as a teacher, assistant and associate principal and a principal of several schools. Dr. Mays earned a Bachelor of Science degree in education at Eastern Illinois University where she was president of the Black Student Union and president of the Presidential Search Committee. She received a master’s degree in school leadership from Concordia University and a Ph.D. in counseling from Jacksonville Theological School. Jeffrey Johnson, vice president of the Matteson District 162 Board, put the Illinois School’s honor in perspective. “Of the 3,168 public elementary schools in the state of Illinois, only 303, some 10 percent, earned the top designation of exemplary and of those K-8 schools, 23 are from the Chicago metropolitan area but only one represented the south suburbs of Chicago—Illinois School,” he said. Noting that “excellence is the expectation,” in Matteson District 162, Johnson cited many of Dr. Mays’ initiatives that contribute to the Illinois School’s ability to help its students attain high achievements. Among those Johnson noted are a Book Vending project which rewards students for good behavior with ‘golden coins’ to acquire books for their home library. Dr. Mays also encourages her students to participate in numerous community projects, such as the Walk of Hope at a community Cancer Support Center and collect-
ing food and clothing for groups in need, Johnson said. Local civic leaders, including Illinois State Representative Debbie Meyers-Martin (D. 38th), Richton Park Mayor Rick Reinbold and Anthony Burton, Administrator of the Village of Matteson Illinois, presented Dr. Mays with resolutions passed by their respective organizations. Former longtime Illinois School principal, Dr. Carl Cogar, now the District’s Director of Fine Arts and Brenda Calvin, principal of O. W. Huth School, representing the District’s other four principals, spoke about Dr. Mays’ high energy, innovative approaches to education and her tenacious spirit which helped set the stage for the exemplary designation. “My passion has always been children. I believe that all children can learn but it is important that they all feel safe, loved, and secure,” said Dr. Mays. “At Illinois School, we make every effort to ensure that learning is explorative, creative and innovative,” Dr. Mays said. “I am honored and humbled to serve as principal of the Illinois School as it earns the Illinois State Board of Education’s highest designation of exemplary,” Dr. Mays said. “This should be a career goal for every principal. I am grateful to the Illinois School faculty, teachers, our kitchen and maintenance staff, our families and most importantly, my students.” Dr. Mays attributed Illinois School’s success to having a school-wide approach to teaching and learning that involves all staff and parents. “It’s a culture of high expectations that include work ethics and behavior.” she said.

She has championed the issue of maternal mortality as reports show that in 2020, Illinois had a maternal mortality rate of 23 deaths per 100,000 live
births. For Black women, that rate was six times higher — surpassing the national average. Commissioner Miller has also prioritized supporting veterans in Cook County as the Chairwoman of the Veterans Committee. In March, she joined forces with former Governor Pat Quinn to bring the Portrait of a Soldier exhibit to the Cook County Building, a local artist’s work showcasing Illinois service members who have been killed since September 11, 2001.

HUNTER APPOINTED TO MEDICAID MANAGED CARE OVERSIGHT COMMISSION
SPRINGFIELD — State Senator Mattie Hunter has been appointed co-chair of the state’s Medicaid Managed Care Oversight Commission to ensure Medicaid beneficiaries receive high-quality and affordable care. “Medicaid is a vital lifeline for many Illinoisans that provides access to essential health care services,” said Hunter (D-Chicago). “This commission will play a critical role in addressing systemic challenges, upholding the integrity of the program and promoting equitable health care access for all Medicaid beneficiaries.” With Hunter’s leadership, the Medicaid Managed Care Oversight Commission was established through the Illinois Legislative Black Caucus’ Health and Human Services Pillar in 2021. The commission is tasked with evaluating the effectiveness of the state’s Medicaid program including reviewing health outcome data and diversity contracting goals, expanding care coordination with a focus on social determinants of health, and assessing culturally competent services. The panel will submit an annual report of its findings and recommendations to the General Assembly.
BELT HIGHLIGHTS JARROT MANSION STATE HISTORIC SITE TOURS
CAHOKIA – State Senator Christopher Belt is encouraging families to take a tour of the Jarrot Mansion State Historic Site on Saturday to see the home decorated for the holidays and learn the story of St. Nicholas. “The Jarrot Mansion is a beautiful home, and there’s no better way to see it than when it’s decorated for the holidays,” said Belt (D-Swansea). “This is a great chance to visit the historic site and help children get excited for Christmas.” St. Nicholas will visit Jarrot Mansion to greet families and share treats with children amid candlelight and traditional holiday decorations. The site is usually open by appointment only, but it will be open for free tours from 11 a.m. to 2 p.m. on Dec. 2. Visitors are encouraged to donate a nonperishable food item for families in need. All donations will be distributed to Cahokia food pantries. The mansion, located at 124 E. First St. in Cahokia, was built around 1810 by merchant Nicholas Jarrot, one of many French settlers who prospered in early Illinois. His home is one of the oldest brick buildings in Illinois. JOYCE ENCOURAGES RESIDENTS TO WRITE HOLIDAY LETTERS FOR ILLINOIS VETERANS
KANKAKEE — During this holiday season, State Senator Patrick Joyce is encouraging people to write uplifting notes to veterans as part of the Illinois Department of Veterans’ Affairs 2023 Operation Rising Spirit campaign. “It is the little notes and gestures like this that help uplift our veterans during the holiday season,” said Joyce (D-Essex). “This campaign continues to provide our former service members with comfort and a sense of appreciation this time of year.” Operation Rising Spirit launched in 2020 during the height of the COVID-19 pandemic to support residents who were unable to visit friends and family. The campaign was successful in encouraging veterans and facilitated their connection with the community. During the 2022 holiday season, IDVA distributed over 5,000 letters to veterans in the state’s care. “I encourage all individuals and organizations to participate in this year’s campaign so we can provide our veterans with joy and support,” said Joyce. To participate, people can mail letters directly to IDVA, or submit on the IDVA website. Letters will be divided equally between the state’s five veterans’ homes. Biden-Harris Administration Announces Nearly $74 Million to Expand Full-Service Community Schools Grants will drive academic success and provide wraparound supports to students, educators, and families The U.S. Department of Education announced nearly $74 million in new, five-year Full-Service Community Schools (FSCS) grants to support an additional 30 local educational agencies, nonprofits, and other public or private organizations and institutions of higher education working to expand community schools including by making awards in four new states: Idaho, Missouri, New Hampshire, and Ohio. U.S. Secretary of Education Miguel Cardona will highlight this announcement during a FSCS visit to Idaho today. “These new investments support what I’ve heard from parents and families across the country. Additional funding will deepen community partnerships and connect children and families to vital resources that meet their holistic needs. We know that comprehensive, wrap-around approaches—including nutrition assistance; mental health services; early childhood education; and access to high-quality afterschool summer learning, and enrichment programs—all are crucial for accelerating our students’ academic success and their recovery from the pandemic by helping them thrive both inside and outside of school,” said Secretary Cardona. “I am proud that the Biden-Harris Administration is expanding the number of community schools across the country as an evidence-based strategy to Raise the Bar in education and to deliver on our commitment to support students, families, and whole communities.” This investment builds on the Department’s extensive record of supporting academic success, expanding access to mental health and health services, supporting strong family engagement and community partnerships,

maintain and expand these investments in future budgets.” This announcement comes as Secretary Cardona is visiting a full-service community school district in Boise, Idaho, that is supported by United Way of Treasure Valley, a recipient of this year’s grant announcement. Buckner Asks Commuter Transit Authorities to Expand Public Transit Access CHICAGO – State Rep. Kam Buckner, D-Chicago, is reaching out to leaders of the Northern Indiana Commuter Transportation District (NICTD) and Metra Metropolitan Rail as well as the Illinois Department of Transportation (IDOT) and the Regional Transportation Authority (RTA) to expand access to public transit in the greater Chicago area. “Whether commuting to work or getting to school, public transit provides vital transportation to countless Illinoisans every day. However, currently, the service available isn’t adequate to meet the needs of travelers,” Buckner said. “There are simple, cost-effective steps we can take to substantially increase service options. For example, restrictions on outbound South Shore Line trains often leave Chicagoans waiting on platforms for trains that stop but won’t allow them on. Easing restrictions to allow new outbound riders would not require any new infrastructure while simultaneously increasing the frequency of trains, especially for those often forgotten on Chicago’s southside. I am eager to work with IDOT, NICTD, the RTA and the Metra to instate smart solutions such as this.” Buckner is interested in filing legislation that will require outbound trains on the South Shore Line to pick up riders at all stops. Currently, riders are not allowed to disembark or embark within Chicago, even when there is sufficient room for new people to get on the trains. Buckner has spearheaded numerous laws to improve transportation through Illinois for years during his time as a lawmaker, which have resulted in safer commutes, environmentally sustainable buses, and more affordable fares. “Greater access to public transit will bring Illinois closer to its vital environmental goals and grow economic opportunities for local businesses by increasing their customer pools. For those reasons alone, this measure is the smart move. However, this is also an equity measure,” Buckner said. “All people should have freedom of movement in their city, and we are taking a step closer to ensuring that.”

Gov. Pritzker Celebrates Completion of I-280 Over Mississippi River in Quad Cities ROCK ISLAND— Governor JB Pritzker and the Illinois Department of Transportation (IDOT) were joined by local officials and community leaders to announce the completion of a multiyear project to install a new deck on the Interstate 280 Sgt. John F. Baker Jr. Mississippi River Bridge in Rock Island County, an improvement that will result in a smoother, safer ride on one of the state’s key travel corridors. Made possible by Gov. Pritzker’s historic, bipartisan Rebuild Illinois capital program and a partnership with Iowa, the project included patching and resurfacing east of the bridge for a combined investment of $65.7 million. “This is exactly what Rebuild Illinois, our state’s massive infrastructure modernization program, is all about: to make life better and easier for our people,” said Governor JB Pritzker. “When we make smart investments in the roadways that working families and businesses rely on, we’re constructing a better future for the entire region — one where parents and their children can commute with confidence and where new factories and distribution centers are choosing to locate in Illinois, so they can reliably ship their products across the nation.” The Baker Bridge opened in 1973 and today carries more than 28,000 vehicles a day, almost 20% of which are trucks. The new deck is the first replacement since the bridge opened. A $49.7 million project began in 2021 with the demolition and replacement of the westbound bridge deck, followed by the eastbound bridge deck in 2022. The final stage of the project, which patched and resurfaced I-280 from the bridge to the Illinois 92 interchange, was combined with another $16 million improvement that
extended the work from the Illinois 92 interchange to east of the Milan Beltway. Additional work included bridge painting and lighting upgrades at Illinois 92. The Iowa Department of Transportation contributed $18.9 million to the bridge improvements. The combined projects improved more than 6.5 miles of I-280 through the Illinois communities of Coal Valley, Moline, Milan, and Rock Island. The interstate also serves the Quad City International Airport, which is estimated to generate almost $650 million in economic impact annually and supports nearly 4,400 jobs, according to an IDOT analysis of the state’s airports. “These investments in I-280 will extend the life of another critical border bridge and strengthen the robust multimodal infrastructure system in the Quad Cities,” said Illinois Transportation Secretary Omer Osman. “I’m proud that we could make these improvements with our partners in Iowa. Working together, we have improved safety, mobility, and commerce between our two states and throughout the Midwest.” “I am grateful for the leaders that prioritized this funding and helped make this bridge a reality,” said State Sen. Across the state, Rebuild Illinois is investing a total of $33.2 billion over six years, creating jobs and promoting economic growth. Rebuild Illinois is not only the largest capital program in state history, but also the first that touches all modes of transportation: roads and bridges, transit, waterways, freight and passenger rail, aviation, and bicycle and pedestrian accommodations. Fraudsters may apply a sense of urgency or other scare tactic that prompts you to react quickly instead of taking the time to scrutinize a request. Additionally, the ever-growing capabilities of generative artificial intelligence (AI) tools have made it easier for scammers to develop smishing attempts that closely mirror conversation, making it simpler and more affordable to distribute cyberattacks successfully to a large audience. “Whereas previous smishing and phishing messages often didn’t make sense, as generative AI advances, these messages contain fewer grammatical or spelling mistakes. As a result, users are less able to distinguish them from legitimate communications,” says Raina Kanakis, a security specialist with PNC’s Global Security Fusion Center. Simple Precautions Can Mitigate Risk
(StatePoint) Every day, cybercriminals create new methods of obtaining private financial information from unsuspecting individuals, most commonly employing tactics like emailing strangers and convincing them to either share personal information or take an action that compromises their systems and devices. Known as “phishing,” these cybercrime attempts can also come by way of short message service (SMS) or text messaging, and when they do, it’s called “smishing.” Scammers use smishing to prompt victims to click on internet links or send classified or personal information through texts and other messaging apps, making individuals vulnerable to identity theft and even extortion. However, understanding their methods can help you protect yourself. Here’s what to know:
Attacks Are Getting More Sophisticated Cybercriminals often use a tactic called spoofing, where they impersonate a known sender or transmit messages from a legitimate number. Even if you know the sender, it’s still important to verify the message’s legitimacy before responding, opening an attachment, or clicking on a link that could potentially compromise your device. Cybercriminals also share stolen credentials and personal information more readily now and work in gangs, ultimately amplifying the threat. Through social engineering of your publicly available information — often gleaned from social media — and private data procured illicitly, scammers are able to craft text messages specifically designed to lower your defenses. This means, communication may

Vigilance is key, especially as attacks become more sophisticated. One way to verify senders’ identities is by cross-checking short codes — the five- or six-digit number used by companies to deliver text messages to your phone. Each of these unique codes is used for certain purposes — to transmit card activity alerts, for instance. Many companies, such as PNC Bank, have established resources to enable customers to verify the legitimacy of text messages appearing to come from them. By referencing PNC’s Short Codes page for example, you can verify whether a text message originated from a legitimate short code, helping you detect and avoid possible impersonation
fraud.
Use these additional strategies to help thwart smishing attempts: 1. If you are not expecting the message, proceed with caution. 2. Do not immediately respond. 3. Do not click on any links within a text message. Navigate to the URL using a different means to validate it. 4. If the message appears to come from a familiar company, contact them on a different channel to confirm legitimacy. 5. Getting a text and subsequent call does not increase legitimacy. Hang up and call the company or financial institution directly using a known telephone number. 6. Screenshot and send any suspicious messages appearing to come from a company to them to verify and alert. 7. To report smishing to all mobile telecom carriers, screenshot and send the message to 7726. For added protection, use the “Report Junk” feature on your mobile carrier’s system. 8. Visit the FCC website for more information on how to avoid smishing scams.
