GOV. PRITZKER, AFSCME COUNCIL 31 ANNOUNCE CONTRACT RATIFICATION
CHICAGO — Governor JB Pritzker’s administration and AFSCME Council 31— the largest union of frontline Illinois state employees—have announced the ratification of a new contract after membership voted overwhelmingly in favor.
The agreement was tentatively reached by negotiators for the state and the union in the early morning hours of July 1. Over the past two weeks, members of the American Federation of State, County and Municipal Employees (AFSCME) Council 31 attended local union meetings throughout the state to review and vote on its terms. The four-year agreement is now in effect.
The agreement provides for a 4.0% pay increase retroactive to July 1. In all, base wages will rise 17.95% over four years. Other provisions include expanded parental leave to 12 weeks and new joint efforts to improve workplace safety.
The agreement also includes a number of significant actions to expedite the filling of vacancies and improve strategies to recruit, hire, and retain workers, such as:
Modernizing how vacancies with State agencies are filled by updating the contract language to reflect the state’s transition to an electronic hiring process.
A commitment to work together to streamline the State’s hiring process to improve the pace at which vacancies are filled.
Increasing hiring and retention of current employees by forming a joint labormanagement committee that will meet to identify roadblocks to hiring.
Implementing a pilot program for recruitment bonuses for positions that have high vacancy rates.
Ensuring that employees on Parental Leave may still bid on vacancies during their leave.
AFSCME represents some 35,000 state employees who work to provide the essential public services our communities need in every part of Illinois, every day. They protect children, care for veterans and people with disabilities, help struggling families, keep prisons safe and much more.
DEADLINE FOR HOMEOWNERS TO APPLY FOR PROPERTY
TAX
SAVINGS IS AUG. 4
Cook County -- Cook County Assessor Fritz Kaegi announces that the deadline to apply for exemptions is Friday, Aug. 4. Exemptions are property tax savings that contribute to lowering a homeowner’s property tax bill. The most common is the Homeowner Exemption, saving a property owner an average of $950 dollars each year. The savings from exemptions are reflected on a homeowner’s second installment property tax bill.
Automatic renewals related to COVID-19 ended this year and homeowners need to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans that need to reapply were mailed application booklets, however they can still apply online to make the deadline.
New homeowners, first-time applicants, or those that need to reapply can now do so online by visiting, www.cookcountyassessor. com/exemptions. Applying online is easy, free, and can be done in under ten minutes.
If homeowners are unsure of their existing exemptions, they can check by reviewing their “Property Details” and review the Exemption History & Status section.
The Assessor’s Office is proud to announce that exemption forms are available in Spanish, Polish, and simplified Chinese languages. Applications can be downloaded at www.cookcountyassessor.com/exemptions.
Local Actress to Portray Calpurnia in ‘To Kill A Mockingbird’
Continued from page 1
BY TIA CAROL JONES
Jacqueline Williams portrays Calpurnia in the National Broadway
Tour of Harper Lee’s To Kill A Mockingbird, opposite Richard Thomas, who portrays Atticus Finch. The play will run from Aug. 8th through August 13th at the CIBC Theatre, which is located at 18 W. Monroe St.
“Aaron Sorkin has written this adaptation and the world knows how brilliant of a writer he is. He has truly done a masterful job of this adaptation. He has remained true to Miss Harper Lee’s story and intent and has masterfully also made it even more relevant today and fleshed out the roles of Calpurnia and Tom,” Williams said.
With the Aaron Sorkin version of “To Kill A Mockingbird,” the audience gets to hear from Calpurnia and Tom in a way they didn’t get to hear from them in the book or in the film. Williams described Calpurnia as smart, wise and funny, and added, “she’s the truth.” She called it a “joyful blessing” to play the role opposite Richard Thomas.
Williams said she prepared for the role being Black in America, and her family is from Mississippi. Rehearsals were all about connections for Williams, the connection to Thomas and developing their relationship. She also focused on her relationship with Maeve Moynihan, who portrays Scout, and Justin Mark, who portrays Jem.
“I didn’t have to go back and find out history or dig up history. Fortunately, it’s out there and unfortunately, we’re still dealing with it today,” Williams said. Jacqueline Williams got her start in theater as a young child in grade school performing in the annual Christmas play. Williams, who is from the Chicagoland area, went on to act in community theater, and graduated from the Theatre School at DePaul University.
Williams has performed on stage and for film and televi-
sion. She said while it is fundamentally the same process, acting for theatre and acting for stage and film, the skills are a little different. With television and film, it is more intimate, with the camera right on the person. With theatre, an actor has to project to fill a theater of a thousand people.
Williams is able to leave the show in the theatre. Fortunately, the story doesn’t end on a deep downer. So, she doesn’t have an issue with playing the role of a Black woman living in the South and working for a white lawyer on a case of a Black man accused of rape.
“I know exactly who I am as a Black woman in America. As a mother, sister, an aunt and all the roles I am in my real life. I know how I have lived and walked through my life and have treated others. I know the energy and the good I’ve tried to put out each day of my life. I’m a praying woman and I have faith in the way I will continue to walk and grow through this life, tomorrow and the next day and the next day,” she said.
Williams hopes people have conversations with people in their lives, also with God, about what they’ve done in their lives to make things better. Also, she wants people who see the play to think about what they can do, moving forward, to help make things better.
“I also hope, for those who haven’t been practicing this, do try to proceed in life with some respect and understanding of others. If we do that, we can really start to make some progress,” she said.
Mary Badham who played Scout in the film is also part of the cast. Williams said it feels as if they have a good luck charm on tour.

Gov. Pritzker Expands Disaster Proclamation to Additional Counties Following Severe Weather
SPRINGFIELD - Governor JB Pritzker has now expanded the original Disaster Proclamation to 13 additional counties based on the severe weather, tornadoes, and derecho that affected communities across the state from June 29-July 2. The disaster proclamation now includes Coles, Cook, Edgar, Hancock, McDonough, Morgan, Sangamon, and Washington Counties, will now include Calhoun, Christian, Clark, Cumberland, DeWitt, Douglas, Logan, Macon, Monroe, Moultrie, Pike, Scott, and Vermillion Counties. This new declaration is the result of the detailed work by the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) with local governments to assess the impacts of the storms on the communities in these 20 impacted counties.
State officials have been closely coordinating with local and county agencies and providing resources to impacted communities. This new proclamation allows additional local entities increased access to state resources and emergency personnel who can assist in response and recovery efforts.
“My administration stands with communities across the state in the work to recover from recent severe weather,” said
Governor JB Pritzker. “To continue to support those impacted, I have signed a broader disaster proclamation to mobilize every available resource, accelerating the recovery process and providing relief for our residents. I want to thank IEMA-OHS and local officials for their ongoing coordination.”
Beginning June 29, several rounds of severe storms passed through Illinois producing heavy rainfall, flash flooding, hail, tornadoes, and straight-line winds. Central Illinois experienced a derecho that brought damaging straight-line winds resulting in five confirmed tornadoes, along with wind gusts in excess of 100 miles per hour across multiple counties. The tornados and straight-line winds resulted in large debris fields, affecting homeowners, businesses, utilities, and local governments. The storms also caused disruptions to transportation due to flash flooding and debris on the roadways.
On July 2nd, additional severe storms dropped eight inches of water in a short period of time in a historic rainfall total. This caused flash flooding in and around the Chicago area. The storms also downed numerous trees and caused widespread power outages in northern Illinois.

“County Emergency Management Agencies continue to share damage assessments with our Recovery Division from each of the affected communities,” said Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) Director Alicia Tate-Nadeau. “These damage reports allow us to verify and validate information which shows an increase in communities who were impacted by the severe weather on June 29th through July 2nd.”

FOSTER STATEMENT ON FAA REAUTHORIZATION
Congressman Bill Foster (D-IL) issued the following statement after the House passed the bipartisan Securing Growth and Robust Leadership in American Aviation Act to reauthorize the Federal Aviation Administration (FAA) for five years:
“Today, I voted to reauthorize the FAA and preserve America’s position as the global leader in aerospace innovation, address workforce shortages, and improve consumer protections and accessibility. I’m pleased that both parties came together to reject a variety of unwarranted and extreme proposals from far-right Republicans to produce a bill that a strong majority could vote for.
“I’m also proud we fought off attempts to micromanage flight schedules to cater to the whims of individual Members, which would have compromised O’Hare and Midway’s status as global hubs and economic engines for our region.
“This legislation is not perfect; for example, I’m disappointed that it raises the pilot retirement age without more thoughtful consideration of the potential disruption and safety risks. My colleagues and I will continue addressing these concerns and ensuring that aviation safety and workers’ rights are paramount.”
HUNTER: $71.5 MILLION IN INFRASTRUCTURE IMPROVEMENTS COMING TO 3RD DISTRICT
Building on the smart infrastructure investments supported by State Senator Mattie Hunter, the Illinois Department of Transportation announced an investment of more than $71.5 million in road and bridge improvement projects.
“These projects will upgrade and repair our infrastructure while bringing jobs to the 3rd District,” said Hunter (D-Chicago). “By revitalizing our roads and bridges, we are strengthening our local economy and making it safer for everyone to travel.”
As part of IDOT’s latest Multi-Year Plan under Rebuild Illinois, Hunter’s district will see six infrastructure projects totaling $71,553,000 over the next six years.
These projects are part of IDOT’s Multi-Year Plan, a $40 billion investment in construction projects for the next six fiscal years. The project invests in all modes of transportation: roads and bridges, aviation, transit, freight and passenger rail, waterways, as well as bicycle and pedestrian accommodations.
“Chicago welcomes thousands of daily travelers,” added Hunter. “Whether you’re commuting to work, running errands or exploring the diverse offerings of our great city, improved infrastructure ensures you do so safely.”

CLERK OF THE CIRCUIT COURT OF COOK COUNTY IRIS Y. MARTINEZ’S STATEMENT ON ILLINOIS SUPREME COURT RULING UPHOLDING PRETRAIL FAIRNESS ACT
July 18th marked a significant victory for justice across Illinois as the state takes a meaningful step towards ending money bond cash bails. This transformative decision represents a milestone in pursuing a fair and equitable criminal justice system for all.
By eliminating the reliance on money bail, Illinois has taken substantial strides toward addressing the implicit biases and inequalities that have plagued the system for far too long. This move recognizes that one’s financial resources should not determine the ability to secure pretrial release but rather by assessing the risk posed to public safety and the likelihood of appearance in court.
Furthermore, this victory reflects our society’s growing awareness and dedication to criminal reform. It acknowledges the imperative to reevaluate and dismantle harmful practices that disproportionately affect marginalized communities, particularly people of color. By ending money-bond cash bails, Illinois is demonstrating a commitment to upholding the principles of fairness, compassion, and due process in the legal system.
The path ahead may be challenging, but the end goal of a more equitable and compassionate Illinois is worth every effort.

U.S. Department of Education Strengthens Guidance to Improve Equal Educational Opportunity for Children with Disabilities
The U.S. Department of Education’s Office of Special Education Programs (OSEP) released updated policy guidance, which takes immediate effect, to ensure and strengthen the rights and protections guaranteed to children with disabilities and their families under the Individuals with Disabilities Education Act (IDEA).
The guidance and accompanying Dear Colleague Letter address the IDEA’s “general supervision” requirement, which necessitates states monitor local educational agencies (LEAs) as required by IDEA Part B, and early intervention service (EIS) programs and providers as required by IDEA Part C to ensure children with disabilities and their families access their rights under IDEA.
“As a former special education teacher, administrator, and state special education director, I’ve experienced implementation of IDEA’s general supervision requirements at the state and local level and recognize the need to fortify the policy guidance,” said Glenna Wright-Gallo, Assistant Secretary for the Office of Special Education and Rehabilitation (OSERS), under which OSEP sits. “We must continue to Raise the Bar for all children. One vital component of this effort is to ensure children with disabilities, birth through age 21, receive the early intervention services and a free appropriate public education (FAPE) that meets their unique needs and prepares them for further education, employment, and independent living.”
OSEP’s updated guidance will: Provide states with accessible and actionable information necessary to timely identify and correct noncompliance; Help ensure the rights guaranteed under the IDEA to children with disabilities and their families are protected; and Reaffirm expectations across states to help ensure consistent
implementation of IDEA.
“While the federal government provides grants to states under IDEA, it is the state’s responsibility to educate students with disabilities in accordance with the law. This guidance underscores each state’s general supervision responsibility to meet the purpose of IDEA and ensure that all school-age children, regardless of the nature or severity of their disability, can access FAPE in the least restrictive environment and that infants and toddlers with disabilities and their families receive appropriate early intervention services to the maximum extent appropriate,” said OSEP Director Valerie C. Williams.
Through various OSEP monitoring activities and information received in the State Performance Plan/Annual Performance Report (SPP/APR) submissions, OSEP has observed the need for updated guidance to ensure states have the information needed to build robust general supervision systems. Such systems should ensure statewide accountability that swiftly identifies and corrects noncompliance, increases accountability through the collection of timely and accurate data, and ensures the full implementation of IDEA to improve functional outcomes, and early intervention and educational results for children with disabilities.
Additionally, OSEP received requests to clarify for all state education administrators the roles and responsibilities needed to satisfy the IDEA’s general supervision requirements. OSEP is further clarifying or expanding positions in the following areas:
A state must not ignore credible allegations of noncompliance made outside its formal monitoring visit cycle;States must monitor each LEA or EIS program at least once within the six-year cycle of the state’s SPP/APR; States must issue a
timely finding of noncompliance, generally within three months of the state’s identification of the noncompliance; and States,
LEAs, and EIS programs or providers must correct each individual case of identified noncompliance, rather than a subset.

Beating hearts pump up virtual reality for pre-surgery planning
PEORIA, Ill., PRNewswire -- Imagine being a surgeon who can plan a surgery in virtual reality (VR) by seeing the beating heart of a patient before walking into an operating room. Researchers at Peoria, Illinois-based OSF HealthCare and Bradley University believe they can make this vision a reality.
Matthew Bramlet, MD, is a pediatric cardiologist at the University of Illinois College of Medicine at Peoria who specializes in congenital cardiac MRI for OSF Children’s Hospital of Illinois. His Advanced Imaging and Modeling (AIM) lab at Jump Trading Simulation & Education Center is focused on translation of medical images into 3D and 4D interactive models (for 3D printing for virtual reality) to assist in pre-surgical planning of complex cardiac and cancer cases.
According to Dr. Bramlet, the heart is a unique organ because it changes shape as it expands and contracts to pump blood through the body. This change in shape becomes a problem when the muscle of the heart grows abnormally and obstructs its own ability to pump blood out of the heart. This is a problem, because no current technology exists that allows a surgeon to view this 4D, dynamic obstruction.
Rather than relying on years of trial and error of surgical expertise to determine the correct way to cut out muscle to relieve the obstruction, this project seeks to provide the surgeon with a VR view of their next patient’s beating heart in 4D.
The Innovation for Health (IFH) grant program with Bradley University in Peoria, Illinois is designed to inject funding ($50,000) to combine clinical problems with computer science expertise. Assistant Professor Sam
Hawkins, PhD, and graduate students at Bradley University plan to utilize machine learning to convert standard medical images into a sequence of 3D models, that when played sequentially create a 3D beating heart; the “4D heart.”
This concept has been previously demonstrated by Dr. Bramlet’s AIM lab, but it took an entire summer to convert images to a 4D heart, showing both the expansion and contraction of the heart that could be viewed through a virtual reality headset. Dr. Bramlet says that’s not a sustainable approach.
“How do we put the CT data into a computer and slice by slice, say this is the myocardial tissue so we get an exact replica of the heart. But I don’t need just one (3D replica of a heart); I need 20 to make each phase of that heart (he simulates the sound of repetitive beats) into a 4D heart.”
Assistant professor Hawkins believes machine learning can be leveraged to perform the labor-intensive process of converting images. Hawkins explains computer science graduate students at Bradley are part of the research effort.
“First, we need to figure out what part of the image is the heart and what part is not. And then we need to combine these tiny images into a 3D image. And then we need to do that many times to get the 4D.”
The solution should allow surgeons to virtually preview the beating heart of their patient, showing the obstruction in 4D, therefore providing a new pre-surgical analysis tool. The multidimensional view allows surgeons to zero in on structures of the heart, significantly enlarge elements and get a much better view of the anatomy. This machine learned 4D generation of a beating heart will be a
first of its kind technology.
Technology could expand use of VR for surgery planning
Researchers believe creating an automated solution can reduce the manual process of converting images from months to hours, and eventually perhaps minutes. That option could be applied to images for other types of complex medical cases in adults, children and the smallest infants.
Dr. Bramlet says new AI-supported software could provide a scaled solution for surgeons everywhere.
“The most immediate impact isn’t going to be the 4D heart. The impact at a grander scale will be the scalability of how any program will be able to create models for pre-surgical planning; 3D printed or for VR with this technology.” -Dr. Matthew Bramlet, pediatric cardiologist
Hawkins believes the technology will lead to other hospitals adopting the approach for pre-surgery planning.
“It has the potential to really remove the barrier of entry for institutions that don’t have the expertise or the time but do have images they wanted to view (more intricately).”
This entire machine learning project has been made possible by Jump Simulation’s long-term investment in sharing 3D insights. Since, 2014, Jump has contributed 3D models of congenital heart disease to Dr. Fauci’s 3D database at the NIH. This library of annotated 3D models provides the rich dataset of raw material needed for machine learned insights into automated segmentation of patient specific 3D models.
Within a year, this project aims to automate, through machine learned algorithms, the conversion of cardiac CTs into virtual reality. The 4D view will enable surgeons to see the beating hearts specific to individual patients.
Northwestern Mutual kicks off #LemonTopChallenge in honor of childhood cancer patients and survivors
MILWAUKEE, PRNewswire -- Northwestern Mutual is kicking off a unique social media challenge to generate awareness for a cause the company has been supporting for more than a decade – finding better treatments and cures for childhood cancer. For consumers who share a photo or video featuring themselves or someone else balancing a lemon on their head posted to social media through August 6, 2023, the company will make a $10 donation to Alex’s Lemonade Stand Foundation (ALSF), up to $100,000.
Northwestern Mutual’s Childhood Cancer Program is devoted to accelerating the search for better treatments and cures for childhood cancer, while also supporting families undergoing treatment and survivors struggling with lasting effects. Since 2012, Northwestern Mutual has donated more than $50 million to the cause overall, which includes more than $30 million towards funding more than 600,000 hours of research through their partnership with Alex’s Lemonade Stand Foundation.
“At Northwestern Mutual, we are inspired by the ongoing strides in cancer research as a result of the grants we’ve helped fund for Alex’s Lemonade Stand Foundation. We continue to find opportunities to donate funding to aide in their pursuit of finding a cure,” said Northwestern Mutual Foundation president Steve Radke. “In honor of Alex Scott’s wish to help every child battling cancer, we’re excited to announce this challenge and make an additional donation towards continued advancements in research and treatment.”
The #LemonTopChallenge will run across LinkedIn, Twitter, Facebook, Instagram and TikTok. Participants are tasked with uploading a video, photo or story to social media showcasing someone balancing a lemon on their heads and challenging their friends to do the same. Participants must also add the hashtag #LemonTopChallenge and tag @alexslemonade and @northwesternmutual.
“Northwestern Mutual has supported our mission to find a cure for childhood cancer for more than a decade,” said Liz Scott, co-executive director of Alex’s Lemonade Stand Foundation and Alex’s mom. “The #LemonTopChallenge is a creative way to activate support throughout the country and we’re grateful for Northwestern Mutual’s generous contribution.”
Alex’s Lemonade Stand Foundation (ALSF) emerged from the front yard lemonade stand of 4-year-old Alexandra “Alex” Scott, who was fighting cancer and wanted to raise money to find cures for all children with cancer. Her spirit and determination inspired others to support her cause, and when she passed away at the age of 8, she had raised $1 million. Since then, the Foundation bearing her name has evolved into a national fundraising movement. Today, ALSF is one of the leading funders of pediatric cancer research in the U.S. and Canada raising more than $250 million so far, funding over 1,000 research projects and providing programs to families affected by childhood cancer. Searching for Sustainable, Convenient Coffee? Here’s What to Know
(StatePoint) Music, hairstyles and fashions may change over time but one thing remains constant: Americans love their coffee and it seems, will continue to do so for the foreseeable future. In fact, the number of Americans who drank coffee in the past day (65%) -- more than any other beverage -- is on the rise, according to the latest “Atlas of American Coffee.” And Market Research Future predicts that the global coffee market will be worth $112.8 billion by the year 2030.
If you’re like many coffee drinkers these days, you may find yourself preferring your daily dose of caffeine come in the form of specialty coffee. At a time when many consumers are cutting back in discretionary spending, 2023 data from the National Coffee Association of USA shows that the specialty coffee market continues to thrive.
At the same time, you likely also prioritize both sustainability and convenience. As with many products, you may be doing your research about your coffee, looking into your brand of choice’s manufacturing and production processes to see how eco-friendly they are, while continuing to expect a quick and handy cup of coffee.
With these values in mind, coffee technology companies are working to innovate the game. For example, NuZee Inc., a leading coffee technology and co-packing company, recognized the growing popularity of single-serve coffee and has made brewing just one cup of coffee as convenient as preparing a cup of tea.
“We saw a need to bring highquality, single-serve coffee options to the market that are also more sustainable and ecofriendly,” says Masa Higashida, CEO of NuZee Inc.
The brand sells both single serving pour over kits and coffee brew bag filters that make it possible to prepare a cup of coffee from anywhere you have access to hot water, including your home, the workplace and when traveling. And because NuZee will soon be rolling out industrially compostable brew bag filters, and the company uses recyclable foil boxes for its single-serve coffee products, it’s also an eco-conscious way to enjoy a fresh, single serving of coffee. To learn more, visit mynuzee.com.
When it comes to your cup of joe, convenience and sustainability don’t have to be at odds. Thanks to recent innovations, you can enjoy a fresh-brewed cup of coffee at home or on-the-go that you can feel good about.
