briefly GIANNOULIAS EXPANDS PARENTAL LEAVE TO 12 WEEKS FOR SECRETARY OF STATE EMPLOYEES

Executive Order Includes Flex Time for Parents to Bond with Children Illinois Secretary of State Alexi Giannoulias signed an Executive Order to expand the office’s parental leave policy – from four weeks to twelve weeks – which takes place immediately. Since taking office in January, Giannoulias has worked closely with staff and various unions representing Secretary of State employees to strengthen the office’s paid parental leave. Under the new policy, employees will also have more flexibility with the ability to use their time off intermittently in five-day increments for one year after the child becomes part of their family. It applies to those employees growing their family by birth or adoption. “No working parent should have to choose between paying their bills and the time necessary to bond with their new child and family,” said Giannoulias, the father of three young daughters. “Allowing just four weeks of time off following the birth of a child is not only woefully insufficient, but criminal.” “By signing this order, we’re making a positive impact for working Illinoisans across our state that will result in healthier and more financially stable families,” he added. “It will also create a more effective workplace and position the office to become more competitive when attracting and retaining a talented workforce.” Overhauling the office’s antiquated parental leave policy aligns with Giannoulias’ goals of reducing disparities in maternal and infant health-related issues and addressing gender and racial inequity in accessing quality, good-paying jobs. Under the new policy, as well as through recently enacted union agreements, all of the approximately 4,100 Secretary of State employees will receive up to twelve weeks of paid parental leave regardless of whether they are the birthing or non-birthing parent, who under the previous policy were only given two weeks of paid time off.

LT. GOVERNOR STRATTON HOSTS THE “JUSTICE COLLECTIVE: COMMUNITY CONVERSATIONS” WITH HER OFFICE’S JUSTICE, EQUITY AND OPPORTUNITY INITIATIVE CHICAGO – Lieutenant Governor Juliana Stratton and the Office of the Lieutenant Governor’s Justice, Equity and Opportunity initiative hosted “Justice Collective: Community Conversations” in Chicago. The program centered around holistic approaches to addressing trauma and pain impacting historically disenfranchised communities. The event was attended by more than 100 community members and stakeholders interested in holistic healing of communities and was moderated by Lt. Governor Stratton. Statewide transformative justice efforts discussed included the Restore, Reinvest and Renew (R3) program, the Healing Beyond Harm Restorative Justice Pilot Program, and the State ID program, established in partnership with First Lady MK Pritzker, the Office of the Illinois Secretary of State, the Illinois Departments of Corrections, and the Illinois Department of Juvenile Justice. The event included leaders working to address community safety, Chicago Deputy Mayor of Community Safety, Garien Gatewood, Chief Executive Office of BUILD Inc., Adam Alonso, and the Office of the Lt. Governor’s Deputy Chief of Staff and Director of Justice, Equity, and Opportunity Yaacov Delaney. The Justice, Equity and Opportunity Initiative is a first-of-its-kind effort in Illinois to reshape the justice system. By transitioning away from punitive measures toward equitable, restorative and inclusive practices, it serves as a model for the nation. It’s important to bring the voices of those impacted to the table to better address our state’s most pressing issues and work from a trauma informed lens.

CITY OF CHICAGO SECURES TWO MORE RATING UPGRADES FOR THE CITY’S GENERAL OBLIGATION CREDIT AND SALES TAX SECURITIZATION CORPORATION CHICAGO — Mayor Brandon Johnson announced that Fitch Ratings has upgraded the ratings for the City of Chicago general obligation credit and Sales Tax Securitization Corporation, each by one notch. The general obligation ratings were raised to ‘BBB+’ from ‘BBB’ and the Sales Tax Securitization Corporation ratings were raised to ‘AA+’ from ‘AA.’ Every City credit has received an upgrade in the past year. “These additional upgrades reaffirm the fiscal stability of Chicago,” said Mayor Brandon Johnson. “The ratings not only prove the excellence of our City’s operational and financial management, but also confirm that we have the ability to attract additional investment, boost economic vitality, and further strengthen our City’s finances.” “We are pleased that Fitch Ratings has upgraded the City’s General Obligation rating from BBB to BBB+ and

the Sales Tax Securitization Corporation’s ratings from AA to AA+,” said Chief Financial Officer Jill Jaworski. “The rating upgrades reflect the continued improvement in the City’s finances. The City has aggressively pursued paying down debt and increasing contributions to the City’s four pension systems to manage our long-term liabilities. We are continuing to see the City’s personal income grow as the City attracts new residents to our thriving business and cultural environment. Both of these factors were cited by Fitch Ratings in their upgrades.” According to Fitch Ratings, the rationale for the upgrades includes: Decline in the City’s long-term liability burden, Full funding of the advance and statutory pension contributions, Steady growth in the economic resource base, Improved debt management practices.

of collaborating with artists both locally and around the world. For the past two years, the Bulls have hosted the Art of the Game, an immersive art show at Bulls Fest, and for six years, they have given out a series of limited-edition hats designed by artists around the globe as part of their BMO Hat Series. Most recently, the Bulls teamed up with Yollicalli Art Reach and their Summer Street Art program to support 15 Latiné highschool students who were prompted to design and paint a mural that represents both Bulls and Latiné culture. Artist, Kate Lewis, shared what fans should look for in her mural, saying, “There’s a lot going on in this mural, so it might be easy to overlook that the far-left side filled with geometric designs is actually the layout of a basketball court.” She continued, “The basketballs on the bottom right are rolling forward to symbolize the ‘future,’ as is the young Bulls fan growing into a Bulls

player. There are boundary breaks where the players are shooting their basketballs into the hoop centered over the entire design, and where the CTA train plows forward through the mural.” Artist, Max Sansing, shared how, “The spirit of competition and determination to push yourself to the limit” was his inspiration for this Chicago Bulls mural. He added that the mural connects with the spirit of Chicago because, “We are a tough, no-nonsense people who take every obstacle head on.” The Pilsen mural created by Fedz was inspired by the raw emotion and support of the Chicago Bulls fanbase. Fedz believes that his mural will connect with the people of Chicago because, “The Chicago Bulls have always been a staple in the community with an extraordinarily diverse fanbase, which I feel are represented within the piece. From children to men and women, we all carry that Bulls spirit inside.”

The dish, which comes as a part of Marisol’s Chef Collaborative Series, was created by Chef James Martin of Bocadillo Market in Lincoln Park. The sandwich will be served during Marisol’s lunch hours. The Chef Collaborative Series officially launched in May, presenting Thattu Chef Margaret Pak’s cuisine through July. Museum admission is not required to eat at Marisol. Chef James Martin is the chef and owner of Bocadillo Market, inspired by the ingredients & history of Spain in Chicago featuring a range of traditional and seasonal bocadillos during the day and a full service, farm to table, anchored by traditional dishes at night. As a child, Martin fell in love with the food and culture his family shared on trips to visit relatives in South Carolina. During travel

to Spain as an adult, Martin was surprised by the similarities between the dishes and ingredients of Spain and the dishes and ingredients he was familiar with from the American South—prepared rice dishes like Spain’s paella to South Carolina’s perloo and Spanish prepared fava beans to low-country style lima beans. Starting as a teenager at Five Guys, followed by stints at storied restaurants like Chicago’s Northpond, New York’s Jean George’s, and DC’s Vidalia, he has set out to carve a new space in the culinary industry. Now with his team at Bocadillo Market, Martin explores the culinary traditions behind Spanish cuisine and hopes to share a bit of that culinary history with guests through each bite. HOMEOWNERS MAY BE ELIGIBLE FOR PROPERTY TAX SAVINGS ON THEIR PROPERTY TAX BILL

Cook County – Property tax exemptions can lower a homeowner’s Second Installment Property Tax Bill (tax bill). Homeowners are encouraged to review the bottom left corner of the tax bill to review exemption deductions. Most homeowners are eligible for the Homeowner Exemption, which saves an average of approximately $950 dollars. Senior homeowners over 65 are likely eligible for additional property tax savings with the Senior Exemption. The automatic renewals related to COVID-19 ended this year and many homeowners needed to resume annual filings for the Low-Income Senior Citizens Assessment Freeze “Senior Freeze” and Veterans with Disabilities Exemptions. Seniors and Veterans are encouraged to carefully review their tax bills to ensure they have the correct exemption deductions applied. View the full list of property tax exemptions administered by the Assessor’s Office at cookcountyassessor.com/exemptions. If a homeowner believes they are eligible for an exemption, they can apply for their missing property tax savings by completing a Certificate of Error application. The Certificate of Error process provides homeowners with an opportunity to redeem missing exemptions for the 2022, 2021, 2020, 2019, and 2018 tax years. Homeowners are encouraged to submit an online application immediately or make an appointment to apply for missing exemptions. Accepted photo IDs and documents required to apply are listed on the Assessor’s website. As a reminder, homeowners are responsible for paying the entire tax bill to the Cook County Treasurer’s Office by Friday, December 1, 2023. If a homeowner paid the original amount due, they would receive a refund check from the Cook County Treasurer’s Office in the mail once the application is processed by the Assessor’s Office. To learn more about missing exemptions, join a virtual workshop on Facebook or YouTube on the following dates. • Monday, November 6, 2023, at 6:00 p.m. in English • Tuesday, November 7, 2023, at 6:00 p.m. in Spanish

JOYCE ANNOUNCES FUNDING FOR TWO LOCAL SCHOOLS FOR INCREASED MENTAL HEALTH SERVICES KANKAKEE – Two schools in the 40th District are set to receive funding to strengthen mental health services for youth, thanks to support from State Senator Patrick Joyce. “Many children have struggled with their mental health in recent years,” said Joyce (D-Essex). “As legislators, it is important we are providing the help and support that children need.” The funding is being offered to help schools and local agencies improve student care through workforce enhancements, developing frameworks to prevent adverse childhood experiences, interventions to assist children suffering from trauma and training for medical and school staff to expand adolescent mental health resources. A total of $9.5 million in funding will be awarded to 40 different applicants across the state. w The Food Empowerment Project reports that more than 500,000 Chicago residents live in food deserts with the vast majority of those living on the South and West Sides.[3] w In the last year, Wellness West has completed over 15,000 Health Risk Assessments of vulnerable populations on the West Side. [4] w 34% of those surveyed reported running out of food or were worried about running out of food in the last year for lack of money. [5] w 25% reported needing transportation assistance, which is also an important variable to food access.[6] Research published by the University of Kentucky, No Kid Hungry and Instacart found that online grocery shopping helps low-income families – including SNAP households – stretch their food budgets, overcome transportation barriers, assist with meal planning, and save time and money. The study also found that families that shopped online purchased more fruits and vegetables than in-store shoppers, without increasing their total grocery bill.[7] “For too many Chicagoans, choices about what to eat are limited by access and affordability,” said Chicago Mayor Brandon Johnson. “My admin“My administration is istration is committed to advancing committed to advancing innovative solutions and supporting public-private partnerships to address innovative solutions these food inequities. Nutrition: The Key to Stabilize Hypertension and Diabetes

The new Food Connections program with Instacart is one piece of a broader strategy by Wellness West to stabilize hypertension and diabetes among its participant populations. Both chronic diseases disproportionately impact poor and minority communities. Nutrition and diet have a significant role to play in fighting these diseases, and Instacart will provide one more option to support people who are struggling with healthy food access.

An Impactful Model

Instacart Health Fresh Funds have been successfully implemented in communities across the country through Instacart’s partnerships with healthcare and nonprofit organizations. In Indianapolis, Instacart partnered Partnership for Healthier America (PHA) to compare the impact of pre-packaged produce box deliveries with produce credits delivered through Fresh Funds digital grocery stipends. The results showed that Fresh Funds supported significant improvements in food security for families and that 80 percent of respondents preferred the Fresh Funds produce credits over pre-packaged produce boxes. Participants noted that they favored the selection and choice available on Instacart as well as the dignity of choice to purchase groceries that meet their unique tastes, needs and budgets. 78 percent of program participants also said that produce credits helped their family build a healthy habit, and 79 percent reported they planned to continue to eat more produce moving forward.[8

Engaging Small and Family-owned Grocery Stores

Through the partnership, Wellness West will also work closely with Instacart to identify and engage small, local grocery stores on the West Side that are well-suited to launch online grocery ordering and delivery through Instacart. For Wellness West members, this means more local shopping choices, and for small grocery operators on the West Side, this means new potential revenue streams to help them stay competitive. Grocery retailers of all sizes have struggled lately to build sustainable business models in underserved areas throughout Chicago, as evidenced by recent closures of well-known grocery brands on Chicago’s West and South Sides. “We applaud this new initiative and the grocers who have chosen to participate,” said Rob Karr, President and CEO, Illinois Retail Merchants Association. “Wellness West’s Food Connections program, in partnership with Instacart, comes at a crucial time as SNAP households have seen a significant cut in monthly allotments this past year. This program will provide additional relief to help many families purchase nutritious foods, which helps lower the risk of serious health-related issues for Chicago’s West Side residents.”

How to Overcome Job Hunt Burnout in Today’s Tough Market (StatePoint) As the job search continues for unemployed Americans, a new national survey reveals a massive case of job hunt burnout. The Insight Global survey, conducted among recently unemployed American adults actively seeking employment, found that a competitive job market, a lack of applicable jobs, low self-confidence and an inability to interview well are all contributing factors in job candidates’ lack of success in securing employment. Fifty-five percent of respondents have been searching for a new job for so long that they are completely burnt out, and many are willing to take drastic measures to save and make money in the meantime: More than 2 in 5 would live at home with their parents; the same amount would rather create an Etsy business or thrift flip than send out another blast of resumes, and of Gen Z respondents, 44% admit they would rather get a sugar daddy or sugar mommy than apply to more jobs. “It’s no wonder that so many unemployed Americans are feeling unmotivated – between several years of a volatile job market, headcount reductions, budget cuts, hiring freezes and a total overhaul of the way companies are running their businesses, it can feel downright impossible to get back on track,” says Bert Bean, CEO of Insight Global, a leading national staffing company. To beat job hunting burnout and get back in the game, Bean recommends the following tips: • Rethink Remote: Of millennials surveyed, 21% feel they’re still unemployed because they will only apply to remote job opportunities. To greatly expand your options, be open to hybrid and on-site work opportunities. • Stand Out: Over a quarter of those seeking full-time work feel that there are no jobs available for their skill set or there is too much competition for available jobs. To stand out in the crowd, get creative. Whether it’s creating an interactive resume, dropping by the office for a quick hello, or just not stopping until you hear back, doing whatever it takes to get your foot in the door improves your chances of success.

exhausting and disheartening. Find things you can accomplish that help you feel productive and remind you what it feels like to win again. It could be getting in shape, completing a 5K, journaling for a month, or making five new daily connections on LinkedIn. • Don’t Write Anything Off: Interestingly, 26% of men surveyed said they are still unemployed because the jobs they hear back from are beneath them. Leave preconceived notions like this at the door. Many companies offer opportunities for promotions and upskilling, so look past the specific outlined role and imagine future possibilities with that organization.

MONEY How Families Can Protect Generational Wealth

(StatePoint) A home is often the most valuable asset

a family can own. It serves as a wealth-generating opportunity for current and future generations as the home’s value appreciates over time. Yet, for hundreds of thousands of people who inherited their land and homes from family members, these assets could be at risk. Many families have experienced problems with properties that have been passed down without a will or estate plan. These properties are referred to as heirs’ property. If the deed for a property is in the name of the deceased relative and a will does not exist, it results in a “fractured” or “tangled” title shared among all multiple family members or “heirs.” This makes it difficult for heirs to maintain and manage the property in several ways, like securing a loan or selling the property. Additionally, heirs’ property owners are often cut off from accessing governmental repair and rebuilding programs and property tax relief programs. A key driver of heirs’ property is a lack of formal estate planning. Unfortunately this issue disproportionately impacts Black and Latino Americans. According to a 2023 national survey from Caring.com, only 29% of Black and 23% of Hispanic respondents had a will or other estate planning document, compared to 39% of white respondents. “In some families, money, and particularly estate planning, is a taboo subject, but it needs to be discussed. Assets can easily be lost if steps aren’t taken to protect them,” says Stacy Spann, head of Housing Access and Affordability

Philanthropy at Wells Fargo. “One of the ways we can help close the wealth gap in many communities is by empowering people to maintain home ownership from one generation to the next.” Here are some tips to get you started: 1. Start planning today. You do not have to be older or wealthy to create an estate plan. 2. Take an inventory of all your assets. 3. Create a will. You will want to provide specific instructions on your wishes for all your assets. 4. Designate beneficiaries. You can set up beneficiary designations for your banking and investment accounts, personal property and real estate. Wells Fargo’s Heirs Property Initiative is providing $3.6 million in grant funding to 20 organizations across the country to support work addressing issues of fractured or tangled titles. Housing and legal assistance nonprofits are offering free access to resources designed to keep families in their homes and on their land so that homeownership is preserved for future generations. These resources include legal assistance for people who need help creating a will or who are already facing heirs’ property challenges, as well as expert advice about tangled titles, estate planning, real estate taxes and more. Beyond building generational wealth, taking steps to protect it is essential. With proper planning, diligence and time, you can pass down assets to loved ones that will open the door to new opportunities and advantages.
