和馬斯垂克市潘恩市長喝下午茶專欄記者: Kathy Chen 旅居荷蘭二十多年曾多次造訪馬斯垂克，對這個被稱為荷蘭最古老的城市的印象非常好，是個古色古香且充滿中世紀風情的城鎮。這次應邀前去參加馬斯垂克兩天一夜的記者團參訪行程，在主辦單位Connect Limburg 精心的安排下，對馬城的歷史文化、市容及建設規劃，有更進一步的了解。特別是行程最後的高潮，竟然安排與馬斯垂克市長安娜瑪莉潘恩(Annemarie Penn te-Strake) 舉行茶會。茶敘地點選在一家尚未正式開幕的電影院咖啡廳，匠心獨具的安排，引起我的好奇。我問陪同記者團的公關安克：「為什麼選在電影院的咖啡廳舉行？」「這是市長特別指定的地方。她說在這裡和記者聊聊馬斯垂克，別有意義。」

馬斯垂克條約簽約二十五週年馬城隨著時間在改變，但歷史是變不了的。說起馬斯垂克的歷史，那可得需要書寫長長一大篇章。但談談馬斯垂克條約，卻可以把時間限定在二十五年間。 2016年正好是馬斯垂克條約在馬城簽約的第二十五週年。這是這個記者團的主要參訪目的，讓各國記者前來馬城了解為紀念馬斯垂克條約簽約二十五週年所舉辦的系列活動。其中最重要的是即將在十二月九日召開一個齊集政治家、企業家及學者於一堂的 Europe Calling會議，馬斯垂克市長Annemarie Penn te-Strake將會同Theo Bovens主持開幕式，讓政經專家學者一同獻策討論歐盟的未來。與會重要貴賓包括歐盟委員會主席 Jean Claude Juncker, 歐洲議會主席Martin Schulz , 荷蘭財政部長Jeroen Dijsselbloem , 前歐盟專員Neelie Kroes ,歐洲理事會前主席Herman van Rompuy 及匈牙利前總理 Gordon Bajnai.與會知名學者代表為Mathieu Segers , Bruno de Witte, Paul de Grauwe 及Maria João Rodrigues 等多位教授。

側記馬斯垂克條約簽約二十五周年活動馬斯垂克條約 Maastricht Treaty 正式名稱為歐洲聯盟條約（Treaty on European Union）同意以歐洲聯盟（European Union，簡稱「歐盟」EU）作為歐洲共同體（European Community）之承繼組織。馬斯垂克條約賦予加盟會員國的公民具有同等的身分、承認建立一個中央銀行體系且發行共同貨幣（euro），並要求會員國須致力朝向共同的外交及安全政策。馬斯垂克條約在1991年簽署，1993年批准並生效。

馬斯垂克第一台吐出歐元新鈔的提款機在前往市長特別挑選的塲地茶敘以前，早已在緊密的行程安排下，徒步在馬斯垂克街頭轉了一大圈。引領我們參觀市容的導遊是位對馬斯垂克歷史典故、人文地理、市內建築、歐盟地標都十分熟悉的老先生。說他熟悉馬城和馬斯垂克條約可一點也不為過，他如數家珍地帶我們走過馬城大街小巷，甚至連哪一台提款機是吐出第一張歐元新鈔的提款機都知道。那是在二零零零年新年元旦倒數計時的最後一秒，當馬斯垂克天空爆起滿天慶祝焰火時，歡迎新年到來的人們擠滿馬斯垂克大廣場，正在熱烈慶祝新的一年即將開始，一個歐盟官員正緊張地從廣場邊上一台提款機取出第一張歐元現鈔。他緊張，是因為這是歐元取代歐盟會員國各自原本流通的各國貨幣歷史性的一刻。如果他成功地從這台提款機取出歐元現鈔，象徵的意義便是馬斯垂克條約簽訂的目的之一：開啟了歐元時代來臨，象徵著歐盟新紀元的開始。歐元開始流通的那一年是西元兩千年，離馬斯垂克條約在一九九一年簽訂九年後。。在馬城條約簽訂後的第二十五年間，馬城發生怎樣的變化？未來有什麼計畫? 馬斯垂克條約的簽定對馬斯垂克市及其市民又有什麼影響及改變呢? 在沿途造訪馬城的路程中，安克覓了個空問我：「待會兒要和市長會面，市長想先知道：你會提甚麼問題？」我把剛剛心裡想的幾個問題告訴她。安克說：「好極了，我來通知市長發言人。」接著就見她急急忙忙打電話，在這當兒，我們已經穿過一座由教堂改建為書店的古建築，進入馬斯垂克美術館，略休憩停留，便趕往下一個行程。儘管行程安排緊湊，我心心念念的還是

下午的重頭戲：「和市長的下午茶敘。」和市長在盧米埃戲院咖啡廳喝下午茶終於在一整天緊湊的行程後，我們穿過還在整建中的工地，進入盧米埃戲院。這是一座由廢棄工廠改建的戲院，牆上掛著黑白電影劇照及海報，頗有六零年代的味道。戲院共有六間放映室，市長的下午茶會就安排在電影館的咖啡廳。下午四點，穿著一身白色套裝的馬斯垂克市長安娜瑪莉潘恩優雅地抵達下午茶會。用”優雅”兩字來形容馬斯垂克市長潘恩，一點也不為過，她的高雅氣質確實與眾不同，帶著從容與自信的笑容和我們一一握手寒暄。作為馬斯垂克有史以來的首位女市長，安娜瑪莉潘恩自有她過人之處。她說：「馬斯垂克沒有賭場，沒有五光十色的夜生活，但我們有無數家咖啡廳和餐館，還有許多懂得享受生活的市民。」這個現象，我從這家還未正式開張便已高朋滿座的電影院咖啡館中察覺到了。一邊喝茶，一邊閒聊，一邊提問。「馬斯垂克條約的簽定，帶給馬斯垂克的變化是甚麼？」市長望著我，笑著問：「妳指的是馬斯垂克這個城市？還是市民？」都有吧！我心裡這麼想，但回答卻是：「城市。」沒想到市長卻說：「我本身就是馬斯垂克人，生長在此地，確實見到馬城條約帶給馬斯垂克的變化。只是在今天，馬斯垂克條約簽約的第二十五週年，我們卻不想用＂慶祝＂這個字眼。也就是說，我們不想慶祝，只是紀念。當然我們有一系列活動讓大家記得二十五年前簽定馬斯垂克條約的那一個歷史性一刻，比如在十二月九日將舉辦的Europe Calling 峰會，明年二月也將舉行一個青年辯論會，邀請歐盟會員國青年學子來馬城參加活動，一起參與及討論歐盟的未來。」據市長在茶會中所說，馬斯垂克條約帶給馬斯垂克的變化有下面幾項：它讓馬斯垂克這個荷蘭最南方的小城鎮一夕之間突然成了國際矚目的焦點。也因為如此，馬斯垂克在這簽約的二十五年間，因為成為歐盟重點城市，城市本身也從小城鎮逐漸蛻變成一個國際都會。此外它也讓馬斯垂克人慢慢建立起自己的自信與國際觀。如此說來，馬城條約確有其正面意義。可是，市長為何用" 不想慶祝" 這個詞句呢? 她解釋道：「因為歐盟還有很多事沒完

成,還有很多事待處理。所以我們不想用慶祝這個字眼。」也就是說，馬斯垂克條約簽訂以來不能算失敗，但也不算成功。所以不予慶祝，只能記住：今年是歐盟在馬斯垂克條約簽訂的第二十五週年。這是我心裡的解讀。廢棄工廠變身第八藝術殿堂「我剛聽說：您特別選擇這個尚未開幕的電影廳作為今天的下午茶會地點，有甚麼特殊意義嗎？」市長微笑道：「這是馬斯垂克的變化之一，我們正在進行一系列城市建築的改造，將廢棄工廠轉為人文藝術的殿堂，我覺得特別有意義。」將原本是一個已廢棄的瓷器廠變身為一座不僅包括第八藝術在內的電影廳，同時也將成為另類人文藝術殿堂，確實獨具匠心及創意。類似此城市改造計畫的大項目，還有將高速公路地下化，將路面改建為公園綠地及住家的 A2高速公路綠化項目，也很令人驚嘆。馬斯垂克市政府有其雄心與作為，要將馬斯垂克的生活朝高品質化方向推進。

提及馬斯垂克為了遏止軟性毒品，大刀闊斧地下令關閉市內原本多家準許販賣軟性毒品的咖啡館(Coffee shop), 潘恩市長說：「我們覺得很具成效，因為確實減少許多從鄰國特別前來馬斯垂克購買軟性毒品的遊客。」與馬斯垂克女市長潘恩的下午茶會雖然時間不長，但印象卻十分深刻。凡事見微知著，僅僅由馬斯垂克市長特別選擇在一座由廢棄工廠蛻變為人文殿堂的電影廳咖啡館舉行下午茶會這個細致安排，我看出一個市長心中的宏偉構圖。她不僅想把馬斯垂克朝更國際化、更藝術化方向推進，她也更期許馬斯垂克能與歐盟的未來有更深且密的連結。

tricht Treaty 25th Anniversary programme. In this programme, Maastricht and Limburg not only consider the twenty-fifth anniversary of the European Union, but also the current state of Europe and the prospects for the future. This is taking place on the basis of a varied programme in Maastricht and the region, with the debate about Europe being central. Participants at EU & ME will include Jean Claude Juncker (President of the European Commission), Martin Schulz (President of the European Parliament), Jeroen Dijsselbloem (Dutch Minister of Finance and President of the Eurogroup),

Neelie Kroes (former EU Commissioner), Herman van Rompuy (Former President of the European Council) and Gordon Bajnai (former Prime Minister of Hungary). Professors Mathieu Segers, Bruno de Witte, Paul de Grauwe and Maria João Rodrigues will represent the academic world. Various signatories to the Treaty will also be present. The event will be opened by Theo Bovens, the King’s Commissioner for Limburg, and Annemarie Penn-Te Strake, the Mayor of Maastricht. The conference, which will feature keynote speeches, panel discussions, appearances by signatories to the Treaty in 1992 and a debate among

young people, will be chaired by Jacki Davis. EU & ME will also feature music and theatre presentations by students from the United World College in Maastricht. The event will be held in the MECC exhibition and convention centre. The fact that EU & ME is being held on 9 December is no accident. This is the date of the European Council meeting in 1991 that finally led to the signing of the Maastricht Treaty on 7 February 1992. The event will be concluded in the Provincial Government Buildings on the River Meuse at the location where it all started twenty-five years ago.

踏過風霜：Herman Smit 打造海上的夢想樂園專欄記者: Annie Hsieh

Hello everybody, this is Panda! I will be giving a special report on CSA recent activities. October has been a quiet transition month for CSA. You might not have seen us doing many activities, nor have you seen your friends who are active in CSA lately. This is because we were busy preparing for some awesome and grand event that you would definitely love. The line-up is amazing: Blend Me In, Christmas trip, Christmas Gala, China in Focus and Study Trip. My team and I are trying our bests to bring you unforgettable experiences, so do come and join us. Even though this year Study Trip is happening in March 2017, applications are due November so you should secure your spot soon. We are going to Beijing and Shanghai. Unfortunately, I will not be able to come, but we have planned many company visits as well as social and cultural activities for you to enjoy. Time to climb the Great Wall and challenge your business/language skills! An extensive guide on ordering bubble tea Bubble tea in China is like Starbucks in the West. They are custom made and highly addictive. When you order bubble tea in China, you can specify the amount of sugar, ice, and what to order. After the ordering, the cashier gives you a receipt with an order number on top. The store will call out the number (in Mandarin of course) when your tea is ready. To start, we will introduce the size of the cup: 大杯 big cup (dà bēi) 中杯 middle cup (zhōng bēi) 小杯 small cup (xiǎo bēi) Depending on the store, they might only offer two sizes of cup, or just one size. To indicate the amount of sugar: 全糖 full amount of sugar (quán táng) 7分糖 70% sugar (qī fēn táng) 半糖 half sugar (bàn táng) 3分糖 30% sugar (sān fēn táng) 无糖 no sugar (wú táng) It is unheard of that people order 60% sugar or 20% sugar. Plus, the bubble tea maker really don’t measure to to the tenth decimal precision. 30% sugar basically means “I want my tea to be less sweet than half sugar, but still sweet”. I usually take my order at 30% sugar. Full sugar tastes like syrup. No sugar brings out the bitterness in the tea. To indicate the amount of ice: 正常冰 normal amount of ice (zhèng cháng bīng) 半冰 half ice (bàn bīng) 少冰 little ice (shǎo bīng) 去冰 no ice/cold (qù bīng) I know, Mandarin is complicated. 布拉班特火腿（Brabantse Plaatham）意大利有帕爾馬火腿，西班牙有塞拉諾火腿，比利時有阿登火腿，但荷蘭有Brabantse Plaatham（布拉班特火腿）！布拉班特火腿是用豬後腿下部的肉做的，上部的肉是用來做豬派。布拉班特火腿配方與帕爾瑪火腿不同：把火腿埋在裝滿海鹽的桶裡醃製兩個星期後，還需要將火腿懸掛在開放式壁爐中晾乾，並進行低溫煙熏。因為煙熏也是一種保鮮方法，所以醃製過程中可少放鹽（帕爾馬火腿不進行煙熏，需要加更多鹽，結果其味道咸一點，口感乾一點）。用櫸木或橡木煙熏10至14天后（溫度20至25攝氏度），還需要在肉店懸掛幾個星期。 1998年還有30個肉店會做布拉班特火腿，今天只剩下幾個肉店銷售布拉班特火腿。

Costa Rica-China cooperation benefit both countries SAN JOSE, Oct. 26 (Xinhua) -- Costa Rica-China cooperation has transformed into concrete projects in the Central American nation, President Luis Guillermo Solis has said.

The capital is transforming its coal-fired boilers, which produce about 7,000 tons of steam per hour, to make them more environmentalfriendly. After completion at the end of this year, the green equipment is expected to help reduce use of coal in Beijing by 2 million tons.

The reasons for this go beyond technical matters. There are broader risks in having the general electorate involved in every political decision, as opposed to delegation, as well costs for the public related to obtaining enough information to constructively contribute to every decision — not to mention the risk of having ill-founded and populist decisions. Such sets of algorithms could potentially even have unlimited access to the physical activity and the things that any given citizen would own. To complete this imaginary dystopian scenario, a massive big data processor could then calculate the optimal mix of policies ranked according to the behaviors and choices of people everyday. What would be governments’ reactions? Plausibly to dismiss all elected officials. Act via spokespersons with simple job descriptions. To announce daily the results of the calculations of the algorithm. To dispatch them to the director generals of ministries. To smile at cameras. To look good. Could this be the case of our governance systems in, let’s say, 20 years? Wait, what? This makes me think again about the early 1990s. We truly thought then, at some point, that we would have been flooded by MiniDiscs and Digital Compact Cassettes. But we weren’t.

And that’s when youth should get up Young activists involved in these matters will have to keep these changes in mind in order to retain their influence over the way policies will be drafted, decided, implemented and evaluated in the future.
