y the time this issue is published the festivals have begun! Mini-cities are being constructed all over the country for temporary populations of, in some cases, over 100,000 people. And it’s not all mud – the demand for ‘glamping’ (glamorous camping) has necessitated some quite high-end bathroom and dining areas at these events. Pre-fabricated structures really come in to their own at these events. Talking of festivals, the London Festival of Architecture took place over 19th June – 4th July. LFA is a celebration and exploration of buildings, streets, spaces and places in the capital and highlights London’s reputation as an international creative hub. Let us know if you went – we’d love to see your photos. So, councils in England will soon have greater powers to stop developers building homes on gardens. Currently gardens are in the brownfield category, but will be reclassified to stop “gardengrabbing”. Is it just me, or should the owners of the houses, if they have a huge garden and wish to get something back from their investment by building on part of it, be entitled to do that? “Garden grabbing” sounds as though the developers move on in regardless of the owners wishes! Surely councils are already able to refuse planning permission if they consider the site to be unsuitable, regardless of whether it’s a garden or an ex-factory site? Farewell: Architect Shusaku Arakawa died on May 18 aged 73 – despite his belief that he could live forever. Arakawa and his wife Madeline Gins had “decided not to die” as “death is old-fashioned” they announced.Their ‘Reversible Destiny’ brand challenged normal positioning of windows, furnishings, and services, claiming that comfort causes life-shortening anxiety.The “owner’s manual” for one property instructed: ‘Try to maintain two (or more) separate tentativenesses, that is, two (or more) distinct areas of indeterminacy.’ Realistically, an architectural design that may lengthen your life would be a longer walk to the kitchen instead of placing it at the heart of the house! A recent project in Yorkshire has combined the use of the Passivhaus methodology with traditional British cavity wall construction – enabling traditional British construction methods to be used to help reach tough low carbon building goals. Green Building Store’s Chayley Collis outlines the key features of the Denby Dale Passivhaus project.

he British construction industry is geared towards cavity wall construction but on the continent Passivhaus buildings are typically built using timberframe construction or block work wall with external render.The Denby Dale Passivhaus is the UK’s first cavity wall Passivhaus and received its official Passivhaus certification at the end of April this year.The project, built by Green Building Store’s construction division Green Building Company, has pioneered the combination of low energy Passivhaus methodology with standard British cavity wall construction and building materials. Why cavity wall? Most British builders are familiar with

the technique and materials could be sourced easily from any builders’ merchant. Cavity wall met West Yorkshire planning requirements for stone exteriors and was affordable for clients. Masonry construction, including cavity wall, offers a ‘cave effect’ which acts as a thermal mass, helping to keep temperatures stable in winter and summer”. The Denby Dale project has proven that Passivhaus design can be easily adapted to British building techniques. Airtightness is not a myth – the rules of physics are the same everywhere – and wet plaster offers an excellent airtightness barrier for cavity walls, if applied to all surfaces of external walls and connected properly at the joints.” Design detailing To get cavity wall to perform to Passivhaus standards the building team had to develop unique design details. Although there are some cavity wall Passivhaus projects in northern Germany, there is little technical documentation readily available about them. So, in effect, the team had to start from scratch.To meet the airtightness requirements of a Passivhaus, cavity wall construction relies on wet plastering as the airtightness barrier. It might have been more straightforward to go down the timber frame route, which can achieve airtightness by lining with vapour barriers and airtightness tapes etc. By using cavity wall we needed to work out new detailing particularly around the junctions of elements such as floors and roof to walls. Minimising thermal bridging Understanding and modelling thermal bridging is becoming absolutely critical to accurately predicting the heat loss of a building.

Measures include: Use of 300mm insulation in the cavity going right down to the strip foundation, so that any heat lost from the concrete floor slab will have a longer thermal transfer path. Use of lightweight aerated block below ground level, which does not transfer heat as readily as standard concrete block. Use of basalt and resin cavity wall ties (instead of the usual steel ties). Positioning of windows and doors at the centre line of the insulation layer.

was set into the wall. An adhesivebacked airtightness tape was then attached to the plywood with a fleece wrapped into the wet plaster, making the junction between the plywood and plaster airtight. Another airtightness tape was used to seal the gap between the window and the plywood box.

Maximising airtightness Passivhaus buildings require very high levels of airtightness (0.6 ach@50pa).The Denby Dale Passivhaus’ design and construction pays particular attention to junctions, which are always difficult for airtightness because of the differential movement between different materials. Measures include: Wet plaster coating to interior walls. Concrete floor slab is carried across the top of the blockwork of the inner leaf of the wall to minimize shrinkage cracking between the wall and the floor Attention to airtightness detail around window and door openings and junctions between floors, walls and roofs, including use of airtightness membranes and tapes. Greenhouse Various details at first floor junction to avoid penetration of the inner leaf blockwork including: use of timber wall plate; parging of the blockwork behind the wall plate; use of-anchored stainless steel threaded bar to carry the 302mm timber I-beam structure. Use of I-Beam for first floor had the added bonus of allowing us to use void for MVHR ducting and all other services, further helping with airtightness (and aesthetics). Super insulation Super insulation is fundamental to Passivhaus construction, along with close attention around junctions of these elements. Measures include: Walls: 300mm fibreglass batts Under groundfloor: 225mm polyfoam insulation Roof void: 500mm fibreglass quilt Windows and doors: triple glazing with insulated thermal break in frame. Mechanical ventilation with heat recovery (MVHR) system MVHR is an absolutely integral component for achieving the necessary performance levels needed for Passivhaus buildings. It allows for sufficient and comfortable ventilation to all areas of the house whilst minimizing the loss of heat gained from the sun, human activity, cooking, showering, electrical appliances etc.This is achieved by use of a sophisticated heat exchanger driven by two very efficient fans.The incoming air is blown past the outgoing air and is used to heat the incoming air.This has the effect of saving over 90% of the heat that, due to uncontrolled ventilation and draughts, would be lost in a more ‘conventional’ house. Minimising ‘thermal bypass’ Thermal bypass refers to air movement through or around insulation, which can reduce its effectiveness. Although not a requirement of Passivhaus design, addressing thermal bypass – by reducing air movement through or around insulation – is becoming good building practice. Sustainability in Development Today’s schools face an ever-growing list of demands on the facilities they offer. They must meet the needs of today’s students – with flexible design and technology that enable a wide variety of teaching methods –yet be adaptable to meet the as-yet-unknown needs of students far in the future. FC&A look at Newport High School, which proves these demands can be met.

rom both an environmental and operational point of view, schools must be sustainable, offering low maintenance and running costs. They are also called upon to be resources for the local community, offering educational and leisure facilities not just to students during the school day, but to residents of the area during the day, evenings and weekends. And in many cases, schools are acting as catalysts for community development and cohesion, helping to address social issues in deprived areas. Is it possible for any school to meet such a diverse list of requirements? Newport High School, located in Bettws, Newport, is proving that the powerful combination of innovative design, building expertise, effective partnership and a comprehensive programme of community engagement can deliver a school which meets all these demands and more. Designed by HLM Architects and constructed by the Leadbitter Group for

Newport City Council, Newport High School offers advanced teaching facilities, include classrooms, science labs, ICT suites, a fully-equipped design technology wing, SEN areas and a vocational training learning and resource centre. In addition, it includes an Active Living Centre featuring stateof-the-art leisure facilities, such as a 25 metre swimming pool, fitness suite, full size artificial turf pitch, multi-use games area and sports pitches.

Located in a deprived area of Newport, designated a ‘Communities First’ area by the Welsh Assembly Government, it was critical that the school be an educational facility and community hub.The new school was purposely located at the front of the site with a welcoming piazza-style frontage providing a public open space. An open environment with plentiful natural light was achieved via a curved main circulation hallway with five wings. Each fullysecure, two-storey wing features flexible classrooms and a central atrium, allowing the spaces to adapt to various subjects and

Close collaboration The student population is segregated from community users by the placement of all community-accessible facilities in one wing. Students enter via the main entrance and are funnelled to their classrooms, while users of the Active Living Centre are directed to a separate reception area at the entrance to the sports wing.

Leadbitter’s site team regularly met with the Client representative and the school’s headteacher and transition coordinator throughout the project. Haydn Ames, Secondary Schools Redevelopment Client Project Manager for Newport City Council, was working full-time on the project and involved in everything from selection of specialist subcontractors to finalizing the detailed FF&E requirements, as well as liaising with the school staff. The project itself was selected as a Constructing Excellence in Wales demonstration project for being a real life example of the Constructing Excellence principles at work. Community engagement This spirit of partnership and close collaboration was particularly important when the Council lost funding part way through the project due to the recession - meaning that funds were insufficient to cover all fitting out costs. Leadbitter worked closely with the client and design team to make specification savings and simplify construction details, which reduced construction costs and released money to pay for essential fit-out items. Educational and leisure facilities are not just for students during the school day, but to residents of the area during the day, evenings and weekends

Another key to the success of the project was the high level of community engagement Leadbitter sustained throughout. Every feeder school received Leadbitter’s Safe Play At All Times presentation and visited the site at least twice, utilizing a specially-constructed viewing platform to safely observe the site. Quarterly newsletters, monthly surgeries and a dedicated community room kept students, staff, parents and the local community apprised of progress. Special events such as time capsule burial, future students signing a steel beam used in construction and topping out were held at key milestones. Leadbitter also held an open briefing meeting for potential subcontractors and suppliers, targeting over 100 local companies with direct mail shots and adverts in local papers. 33% of all subcontractors appointed were employed as a result of this initiative, leading to an average of 45% local labour employed across all trades throughout the contract (reaching as high as 52% in month 13 of the contract).

Sustainability in Development Optimum efficiency In terms of sustainability, Newport High School is the first secondary school in Wales to achieve a BREEAM ‘Excellent’ rating, scoring 73% overall. Developed for optimum efficiency, the building is air-tight, which required bespoke detailing of the envelope, and exploits natural ventilation. The school’s heating and power needs are met using a combined heat and power (CHP) system, solar water heating and thermal storage, resulting in 20% improvement above the CO2 emissions performance required by building regulations. Other sustainable features include rainwater harvesting, grey water recycling and sustainable drainage systems. Panels mounted in the main corridor display the amount of savings generated by the solar and grey water facilities. Partnership was again critical to delivering such a sustainable building, with Leadbitter organising an inaugural workshop for the project team, including the novated design team, to present information on sustainable energy systems, which enabled informed decisions made by the team. In addition, Newport High School was the pilot project for Leadbitter’s industryleading Project Waste Management Plan (PWMP), which identified actions to reduce waste, reuse materials and segregate waste streams to facilitate recycling, such as finding local outlets for damaged bricks, timber off cuts and pallets that were no longer needed on site and reusing all topsoil and large quantities of excavated material on site. Only 10% of the waste generated throughout construction was sent to landfill. As a result of these efforts, the project received a Constructing Excellence In Wales Award for Waste Minimisation and Management. Overwhelmingly positive feedback Even the existing Bettws High School is being recycled.White goods from the old school were donated to organisations in Africa, with Leadbitter sponsoring the shipping, and recycled materials from demolition will be used to build another new school in Newport. Using a two-stage NEC target cost contract, the entire process took only two

years and three months from appointment to handover and was completed on time and within the target cost. In fact, through strict cost control and focus on achieving ‘best value’, Leadbitter was able to reduce the overall build cost by over £1m, savings that are going back into the Council’s education budget and will benefit a second school planned for construction, by Leadbitter, on the other side of Newport. Most gratifying is that completion of this new facility, which officially opened to students in November 2009, has transformed the school from one with a variety of social issues and declining student population into an oversubscribed school where the building itself furthers the innovative methods employed by the teaching staff. Feedback has been overwhelmingly positive, with additional awards bestowed on the school, such as the 2010 Newport Building Excellence Award for Public / Community Buildings and a Highly Commended certificate at the 2010 National Built In Quality Awards for South Wales.

The last few years have seen terms linked to the environment and climate change becoming general currency in political and media circles, which, in turn, has led to many different interpretations as to the definition of these terms, says Tim Pollard, Head of Sustainability, Wolseley UK Ltd.

W

e have heard about ‘greening’ the housing stock which rather reminds me of how some of our athletes ‘medalled’ at the last Olympic Games. Home Improvement

Packs have probably come and gone by the time this piece is published. New products and techniques have risen (and fallen) with alarming regularity as more conventional products are sacrificed at the altar of sustainability with little or no regard for practicality or even, in some cases, evidence of efficacy. Please don’t imagine me as an opponent of change or a denier of the need for more sustainable outcomes in the built environment. Quite the opposite, I have dedicated the last five years of my career to establishing the Wolseley Sustainable Building Center and convincing customers, colleagues and supply partners that the only way forward will depend on more sustainable solutions. I am of the opinion that we are entering a period of disruptional, transformational change which will challenge many traditional practices and business models which will be enormously exciting for some and fatally uncomfortable for others. It is certainly

true that the pace of change is no longer in our control with the dynamic nature of economics, resource depletion, fuel security and climate change setting the agenda for regulatory change and national strategies. We have seen adoption curves steeper than Mount Everest as the headlong rush

Voice of the Industry for progress drives markets forward. However, if we are to match the scale and pace of change set by legislative mechanisms like the Climate Change Act we must provide solutions which are mass-market and suitable for retrofit installations using the skill sets of our existing workforce (or with a minimum of re-training). As the old joke goes, “I wouldn’t start from here”, we have the oldest building stock in Europe with 50% of our houses being more than 50 years old and 25% of homes being over 100 years old. Many of these buildings are ‘difficult to treat’ and until the invention of ‘magic wallpaper’ we are stuck with some of the downsides of internal or external insulation products. Nonetheless, we must adhere to the hierarchy of action providing the most effective solution. 1. Make the envelope of the building as efficient as possible using insulation in roofs, walls and floors; high performance glazing; draught proofing, etc.The rule should be ‘insulation before installation’. 2. Then look at the principal energy consumption and subsequent source of carbon which in almost all cases will be the provision of space heating and hot water.There are many excellent products with proven track records like heatpumps, solar thermal and photovoltaics available from reputable suppliers. 3. Lighting and lighting controls can offer some very quick environmental and economic wins at relatively low levels of investment. 4. Water efficiency can be improved immeasurably through the use of low flow taps, aerated showers and low water flushing w.c. suites. 5. Products containing recycled content will help us to be more efficient in resource utilisation, provided that the recycling process is also efficient. 6. Sourcing products with proven good stewardship, such as sustainable timber, will enable us to live within our means without compromising future needs. The move is now towards a better understanding of product impact throughout the life cycle including the raw materials and energy used in manufacture and transport, the operational aspects and, increasingly importantly, the disposal

implications.This means that care should not only be exercised in product choice but also in the supply chain delivering the product.We must be demanding in terms of information and transparency. Postoccupancy testing and independent case studies should be the norm. Durability will certainly be a consideration.The longer a product lasts then we delay the need for its replacement and since we have already ‘invested’ resources in producing the product it stands to reason that we should maximise its efficient life. Of course there may come a point where the resources consumed in operation outweigh the benefits of extended use at which time replacement is the more logical choice. Most importantly we should never forget that the primary function of a building is to provide a comfortable environment in which to live, work, learn or play. Sustainability should NOT be an unpleasant experience but it may be a DIFFERENT experience.The single most complex components in any buildings are the people within them and our biggest challenge is the cultural change necessary to help people understand how more sustainable

behaviours and products need not compromise lifestyles. Many in the heating industry would argue that simply educating people in the use of the controls and plant that they already own would provide us with some very significant savings. There is little point in building Code Level 6 houses and putting Code Level 1 people in them! I believe that if we are to successfully achieve our goals then we will have to have engagement of the whole community and to do this we must encourage people to make changes even in the smallest ways. I know that small changes will not deliver the necessary improvements in carbon emissions, energy use and water consumption but I also know that without us all pitching in and understanding the reasons for supporting such changes then we will surely fail. Taking a Step Back to Move Forward Heat pumps may appear to offer the perfect solution for increased energy efficiency as they use natural, ‘free’ energy from the air or the ground. However, design and supply company Nu-Heat is fully in support of ethical sales and states that heat pumps can only live up to the hype if insulation levels in an older building are up to scratch.

W

hen considering a heat pump for retrofit projects, it may be useful to call on the services of a SAP assessor. Rd (reduced data) SAP has been created specifically for existing buildings where SAP is not appropriate due to the difficulty in assessing U-Values (a measure of thermal conductance) of insulation and so on. RdSAP complies with the UK Building Regulations 2000 Part L1B for existing dwellings. A SAP assessor called to such a property measures the overall dimensions and windows and look at the roof, wall and floor constructions.There are preset U-Values to be applied to specific constructions, such as stone, brick or unfilled cavity walls. Heat loss calculation example 1.70 (HLP) x gross internal area of 286m² = 486.2 486.2 x 23°C (design temperature differential) = a load of 11.1kW 11.1kW ÷ 286 = 39.1 W/m² In order to give a constant temperature, the requirement for this building would be an 11 kW heat pump.

The resulting survey can run to 15 – 20 pages of information and includes the heat loss parameter (HLP), the information that enables design companies like Nu-Heat need to evaluate the feasibility of a heat pump installation. If insulation levels are not sufficient, the SAP assessor may act as a consultant to provide information on the level of improvement needed and whether this is achievable in a particular building, through double glazing, cavity wall insulation and loft insulation.The assessor can also recalculate the heat loss data when improvements have been made. Many buildings lend themselves to heat pump technology, but there will be occasions when a heat pump is simply not an option. Nu-Heat believes that this scenario doesn’t have to be negative but instead presents an opportunity to investigate alternative options. Solar thermal, for example, offers ecofriendliness, lower hot water bills and eligibility for the proposed Renewable Heat Incentive scheme. Another option is underfloor heating working with a condensing boiler.The low system water

temperatures of underfloor heating enhance the efficiency of condensing boilers and give a degree of fuel savings. I

n recent years there has been an increasing interest on the part of developers and building designers to understand more about the sustainability of building materials and the environmental impacts of products and materials utilised in the built environment. Using methodology developed by the BRE and BERR (The Department for Business, Enterprise and Regulatory Reform), PermaRock has carried out whole life cycle assessments (LCA) on two of its key insulated render systems.The LCA measures the environmental impacts of the systems during their economic life, from the extraction of the raw materials and components to the disposal of the product at the end of a 60 year life cycle (i.e. cradle to grave). The data obtained from the LCA was then analysed and weighted, using the BRE methodologies, and an Ecopoints rating for each system was established.The lower the Ecopoints score, the lower the environmental impact. As a benchmark, it has been determined that 100 Ecopoints represents the impact of one UK citizen on the environment for one year. The results achieved by PermaRock are very impressive. Ecopoints scores of 0.10 per m2 and 0.15 per m2 on PermaRock’s Mineral Fibre External Wall Insulation System and Phenolic External Wall Insulation Systems respectively were achieved.

Such extremely low Ecopoints scores reflect the hard work that PermaRock has put in to environmentally engineering its products, including reducing the energy costs associated with sourcing and transporting raw materials, manufacturing the products themselves, and delivering the products to construction sites throughout the UK. Significantly, PermaRock’s drive towards the incorporation of recycled content into its products has also had a beneficial impact on the Ecopoints score.

The process enables manufacturers to demonstrate the credibility of their products and also help designers and specifiers identify materials that will best fulfil a sustainable brief.The use of low impacting products, such as PermaRock’s external wall insulation systems, can allow the designer more flexibility in terms of overall product/material specification of a building, allowing to off-set high impacting products with lower rated materials in other areas.

How can Environmental Profiling be used? Environmental Profiling information is used in environmental impact estimation tools such as Envest 2 and allows for both environmental and financial tradeoffs to be made in the design process, allowing the client to optimise the concept of best value according to their own priorities. Results are also used in the Green Guide to Specification and to complete BREEAM assessments and Code for Sustainable Homes calculations. At its simplest level, the profiling method can assess the impact of a single building product. However, to make valid comparisons, designers and specifiers need information about a

A building element is likely to be made up of several products. For example, the external envelope of a building could be constructed using a ‘single leaf’ approach with blockwork and external wall insulation, or using traditional cavity wall construction. The Environmental Profile takes this into account by adding together the contribution of the component parts, allowing comparison between one construction element and another.

ith the MOVEO® and Variflex walls separating the second floor entrance and lobby from the Bewick Hall performance area, public access had to be available to the hall even when the walls were in place. DORMA were specified by Ryder Architecture and came up with a unique solution where they installed an ED 200 automatic swing door operator within one of the panels. Not only does this enable full access to the hall at all times, but also meets the requirements of the DDA, ensuring disability access is also maintained. When the Bewick Hall performance area is in use the sound insulation provided by the MOVEO® and Variflex movable wall systems stop noise escaping to the rest of the library. This £24 million building designed by

Tender touch What does it takes to win BREEAM contracts in the private sector? To date only a handful of private commercial builds are top BREEAM rated, but that’s all set to change. BREEAM veterans Read Construction Holdings Ltd and JIG Architects explain how the construction process differs and what contractors need to know to successfully tender for these jobs.

REEAM has been a core part of public sector building for some time, but, as the recently completed £2m headquarters building for wind energy developer West Coast Energy in Flintshire demonstrates, more private commercial builds are adopting the standard. It’s appropriate that the first private commercial build in the UK to achieve a BREEAM Excellent rating was commissioned by an eco-friendly wind energy company, but the architect and contractor on the project believe that BREEAM is already gaining traction in the private sector.

West Coast Energy development shouldn’t be underestimated. “Fortunately we have a lot of experience in major public sectors projects in health and education where BREEAM has been a requirement for some time, but I would advise any contractor who hasn’t to really study the different approach needed before they consider tendering,” advised Richard Heaton, MD of Read.

“The evidence is that as the long term cost savings become better understood, more and more private commissions will be BREEAM rated,” explained Simon Kay-Jones of JIG Architects. “In addition the widespread belief that BREEAM is expensive isn’t accurate as we’re confident that it’s possible to build to these standards without significant extra cost to the client.”

So how does the tendering process differ? For a start according to Simon Kay-Jones, it’s more rigorous with the West Coast Energy project involving sending PQQs to 12 contractors instead of the usual 9 and interviewing 9 contractors rather than a more normal 6.There’s also a more indepth focus on the contractor’s experience, particularly with BREEAM projects, but also increasingly their membership of schemes like ‘Considerate Contractors’ which private clients embarking on BREEAM like to see. Probably the most important thing for contractors to understand is that post tender, the design and development phase is usually much longer than in a traditionally built project. “The longer design and development phase is very positive, but it does have an impact and it’s vital that contractors are aware of this so they can account for it in their original tender,” said Heaton.

But the BREEAM standards are stringent and the challenges and standard of finishing required to achieve results like a 2.65m³/ hr/m² rating on air tightness tests faced by award winning contractor Read on the

2010 RIBA T Awards Last month RIBA announced the winners of their 2010 RIBA Awards. RIBA Awards for architectural excellence were presented to 102 buildings throughout Europe, 93 of which are in the UK. FC&A take a look at our favourites.

Regent’s Place Pavilion PROJECT TEAM: Client: British Land Project Manager: M3 Consulting Architects: Carmody Groarke Engineering: Arup Landscape Architecture: EDCO Lighting design: Maurice Brill Lighting Design Contractor: BOVIS Carmody Groarke’s winning concept for the pavilion presents a pavilion as an open field of slender columns which supports a canopy eight metres above the landscape of the street.Visible from Euston Road, the pavilion reveals various clustered densities of the vertical columns beneath its canopy, that shimmer in sunlight by day and contain intense projected ‘gold’ light by night, generating a visual moiré effect for passersby.The pavilion’s design has been the product of an architectural / engineering collaboration between Arup and Carmody Groarke. Holding the 3mm plate stainless steel canopy aloft 8m, extremely slender vertical elements stand without any cross-bracing, joined only at the top with a decorative structural lattice.

restoring mosaics damaged by post-war interventions and brickwork that had suffered through years of weathering. A number of interventions, discreetly executed to meet modern requirements: disabled access, improved heating and appropriate artificial lighting, do not detract from the original character, but rather add important comfort and amenity for the benefit of the congregation.They also draw attention to the beauty and humanity of the original building.

roof captures the traditional roof type of such a structure, as well as, integrating with the dark green vegetation that surrounds the building.The walls are enveloped with timber lining that surrounds the envelope, creating a bark like effect on which the roof lies.Within the walls are a series of potential openings that permit the owner to open the inner space, for ventilation and practicality, allowing the owner to enjoy the splendour of the Loch.The foundations are a new concept for structure, they comprise of a rock armour wall with cantilevering platforms for access to the ‘parking’ space within the ‘grotto’.The effect of this type of construction is a cavern-like structure embedded into the landscape.

A tall order Architects and specifiers in a range of related professions are being put under increasing legal pressure to consider fire safety at the building design stage. James Fisher of Bilco UK tells FC&A that there is a raft of legislation threatening penalties for companies and individuals who fail in what the law regards as their duty to the future occupiers of buildings.

he regulations are particularly strict in setting standards for multi-storey buildings where, for obvious reasons, occupants are much less able to escape from a blaze than in single or two-storey homes. In England and Wales, the Building Regulations set out fire safety requirements in Approved Document B: Fire safety which came into effect in April 2007. Other responsibilities of builders, designers and owners of buildings are set out in the Construction (Design and Management) Regulations 2006 and the

Regulatory Reform (Fire Safety) Order 2005. In Scotland, the safety of buildings is dealt with by the Fire (Scotland) Act 2005. Smoke control and ventilation is crucial to preserving life in the event of a fire – and fire is unfortunately more common than you might think. In 2008/9 there were around 75,000 building fires in the UK (excluding 12,000 chimney fires) and 335 people were killed by fire in ‘dwellings’ (including high rise apartment blocks and hotels) and 35 in other buildings. Another 12,100 people were injured. Most of the deaths and injuries were caused not by flames but by the effects of heat and

smoke. Integrated systems Effective smoke control systems help to keep escape and access routes free of smoke, facilitate fire fighting operations, protect building contents and reduce structural damage. At the heart of many smoke control systems is nothing more complex than an opening in a roof or wall to let smoke escape. Complexity arrives with the control systems needed to ensure that the opening opens when it needs to but otherwise remains shut to keep the building weather-tight and secure against intruders.

It has not taken building specifiers long to realise that controllable openings which allow smoke to escape can also be a key component in ventilation systems - particularly as architects and engineers move towards utilising natural ventilation to reduce building operating costs and ‘carbon footprints’. A recent report from the Building Services Research and Information Association (BSRIA) identified the environmental advantages to be gained from this dual approach. In addition, openings that permit smoke to escape can also provide an exit route for building occupants.That could be either in an emergency or (since these openings are typically at the top of buildings) to provide maintenance access to roofs and the equipment that is placed on them. In some circumstances, therefore, architects and designers are looking to combine three requirements in a single system – natural ventilation to control temperatures and air quality during normal building operation, heat and smoke ventilation during a fire, and emergency or routine egress. Design principles In apartment buildings a fire is most likely to start in one of the apartments. Each apartment should be built as a separate fire rated compartment (between other apartments and the corridor) and should contain smoke/heat detectors with integral sounders.The principle is for the occupant of the apartment which is on fire to escape and the other residents to stay put (they may not even know there is a fire). As the occupant of the ‘burning’ flat escapes, it is probable that some smoke will get into the common corridor or lobby. It is important to ventilate this smoke to prevent it getting into the common stairway and thus impeding fire fighting and evacuation of the building if this becomes necessary. Approved Document B of the Building Regulations sets out detailed requirements for sizes and locations of automatically opening smoke vents depending upon the number and location of exit routes, the distance from apartments to stairs or other exits, etc.The document does not specify the nature of the smoke vents but it does make reference to BS EN12101 standards. By specifying and providing

products which meet these standards the designer and builder will be complying with Regulation 7 of the Building Regulations which requires building works to be carried out with proper materials and in a workmanlike manner. The EN12101 standards specify such things as how swiftly the vents should open when they are triggered by the alarm system and how far they should open – single leaf vents should open to at least 140 degrees to reduce the possibility of wind forcing smoke back into the building.The vents need to be capable of regular testing and – although it is not a requirement of EN12101 – it therefore makes sense to ensure that vents on larger systems can be automatically closed as well as opened, to avoid the necessity of manually closing a large number of vents. System requirements Typically, Approved Document B requires the corridor or lobby adjoining the escape stair to be provided with a smoke vent or vents and there should also be a vent from the top storey of the stairway to the outside. In single stairway buildings the vents on the floor where there is a fire and the vent at the head of the stairway should be actuated automatically by smoke detectors. In buildings with more than one

stair the vents may be actuated manually. Where manual actuation is used the control system should ensure that the vent at the head of the stairway opens either before, or at the same time, as the vent or vents on the floor where there is a fire. Where the system operates automatically upon detection of smoke, the vents on the floor where there is a fire and the vent to the stairway should open simultaneously. The vents from the corridors/lobbies on all other storeys should remain closed unless smoke is detected on other floors. Approved Document B sets out locations and minimum sizes for the vents that should be installed as well as specifying the performance of the control panel(s), power supplies and associated components. It also specifies where smoke detectors should be located – typically in the common access space in a single stairway building. Once the building is completed and ready to hand over to its occupants, the system should be tested and certified as complying with the design specification. The Regulatory Reform (Fire Safety) Order 2005 requires (in England and Wales) requires the builder to hand over to the occupier fire safety information related to the building design and construction.

This should include full details of the smoke ventilation system.The Order also requires the occupier to regularly test and maintain the system once it has been handed over. Engineered systems The legislation permits buildings to be designed and constructed other than in accordance with Approved Document B if the designer can demonstrate that the fire safety provisions are at least as good as if the requirements of the document had been applied. Typically, buildings with such ‘fire engineered solutions’ have smaller vents than required by Approved Document B but are equipped with smoke shafts and powered fans to ensure effective smoke removal.The additional expense is

worthwhile if the fire engineered solution makes it possible to make financially productive use of floor space that would otherwise be occupied by the heat and smoke ventilation system. Although vents may be smaller they will, of course, still be required – and in order to ensure that the system is at least as good as one designed to the requirements of Approved Document B the vents should meet EN12101 standards. Overall, fire engineered solutions as well as individual components such as vents must generally meet the requirements of BS9999. Energy conservation Of course, for much of its life a smoke vent is closed and forms part of the building envelope. As such it must

conform to other aspects of the Building Regulations.The latest revision of Part L of the Building Regulations introduced lower limits on building permeability in 2010 and will require further improvements in 2013 and then again in 2016.The aim is to retain heat, cut energy losses and reduce fuel bills and CO2 emissions. Good thermal insulation, proper sealing gaskets and an effective closing and latching system are essential requirements of a vent to meet these needs. Poorly insulated and/or badly installed vents at the tops of stairways can not only lose enormous amounts of heat but can be a source of condensation that drips down onto the stairs. At the same time that smoke vents must help the building meet the requirements of Part L of the Building Regulations, they must also help to meet the requirements of Part F which sets standards for ventilation and air quality. Smoke vents can play a part in natural ventilation when the control system is appropriately integrated into a building management system. The consequences of failing The consequences of failing to meet the required standards for fire safety in tall buildings can be severe. ‘Cutting corners’ or sheer ignorance of the legal requirements can lead to building control officers refusing to ‘sign off’ completed buildings until expensive retrofitting is carried out.There can be expensive and professionally damaging legal action – even prison sentences. Drainage & Waste Water Fats, oils and greases for food production and preparation has more than trebled since the 1960s

is the word! Fats, oils and greases are a key ingredient and by product of the restaurant, hotel and catering industry. Inevitably, once used the waste product has to go somewhere – usually down the drain. As a result, it is our drainage infrastructure that bears the brunt, causing sewer blockages and widespread pollution. There are, however, measures that can be taken to address the issue, says Peter Jennings, Technical Director for ACO Building Drainage.

I

t is always easy to blame consumption and consumerism on any number of things but in the case of food production it is hard to see what else can be held responsible. Driven equally by both populace and economic growth, catering companies are now mass producing more than ever before and the trend towards endless choices in what and when we eat has grown dramatically in recent years. Predictably, the manufacture of fats, oils and greases for food production and preparation has more than trebled since the 1960s, with hundreds of thousands of litres now being used every week. However, this doesn’t come without its problems, with the disposal of such fats, oils and greases being a significant and growing issue that places a considerable burden on the sewerage infrastructure and the environment in general. Although a percentage of this material is

recycled or disposed of through waste collection services, a huge volume is generally flushed straight down sink wastes and drains directly into public sewers. Over time, these waste materials coagulate into a solid mass that gradually builds up, trapping other solids in the drainage system to eventually restrict the flow. As would be expected, this problem is considerably more severe in built up towns and cities, where there is typically a far higher concentration of catering establishments, including fast food outlets, restaurants, hotels, schools and hospitals. As a result, the disposal of fats, oils and greases into public sewers is a growing concern for local councils and water companies. Indeed, it is generally estimated that these materials are to blame for 75% of the 200,000 drain blockages that occur throughout the UK every year, with one water company claiming that it removes 1,000m³ of solidified fats, oils and greases annually. Most critically, this

results in approximately £15m being spent each year on reactive blockage clearance nationwide, not to mention the additional costs associated with the clean up process following flooding incidents. Clearly defined legislation In an effort to tackle the problem, clearly defined legislation has been introduced to help food processing and production companies, in particular, make conscious and responsible decisions about the disposal of fats, oils and greases. For example, the Water Industries Act 1991 and the Water Resources Act 1991, which makes it an offence to impair the operation of a sewer and to prevent pollution of controlled waters respectively, have both been introduced to help govern the waste water source, while Building Regulation Part H1 (2. 21) advises that commercial hot food premises should be fitted with a grease separator complying to BS EN 1825.

To meet the demand following the implementation of such legislation and to help alleviate the problems of disposing of fats, oils and greases, leading manufacturers, such as ACO Building Drainage, have developed a new generation of advanced, reliable and easy to use grease separators, which allow the waste materials to be separated from wastewater, and then safely passed to waste, using a method that is both safe to users and the environment. Essentially, this latest technology capitalises on the relative density differentials naturally present in kitchen wastewater and many devices are designed to BS EN 1825 Part 1 Grease Separators Principles of Design, Performance and Testing, Marking and Quality Control.While the density of fats, oils and greases varies from one product to the next, they will always be less dense than water and will float to the surface of the water within the separator unit. Similarly, solid particulate matter that is common in most cooking processes is typically denser than water, causing it to sink to the base of the separator. As a result, the separated fats, oils, greases and solids are retained within the body of the units, allowing a relatively clean wastewater stream to pass through the separator via a submerged outlet. Periodic maintenance or cleaning is then carried out to remove the entire contents of the separator, which is normally sent for processing at a sewage treatment plant by a specialist waste contractor.

Responsible practices Given the task of specifying and installing this latest technology, it is critical that you establish the most appropriate size of grease separator required in relation to the application for which it is to be used. This can be determined according to the methodologies stated in BS EN 1825 Part 2, which considers either the type of kitchen equipment in use or assesses throughput.Therefore, it is essential to understand the nature and number of kitchen appliances in use. If, however, this information is unobtainable you must then consider the establishment type, how many meals are produced and the number of hours the kitchen is operational each day, or in the case of abattoirs, the volume of

Design for Disability

An inclusive approach Disabled people need to be able to enter freely, move around and leave public buildings unaided. This requires architects to design new buildings so that there are no physical barriers that may impede easy access. Ian Page, Product Manager of Kee Safety Ltd., takes a look at the obligations the Disability Discrimination Act (DDA) and Building Regulations place on architects to improve access for all users on new public buildings.

C

urrent regulations, such as Part M of the Building Regulations, have helped to promote this need for improvement in access, stating ways in which accessibility can be tackled at the design and build stage of a public area. Other legislation, including the Disability Discrimination Act (DDA), must also be considered. Since the act came into force in 1995, architects are obliged to design non-discriminatory access to new buildings. Under the DDA, “Reasonable steps” must be taken to ensure disabled users are not at a disadvantage when accessing a public

building. Access requirements should be considered at the design stage for new projects, while existing facilities should be regularly reviewed. Bats for architecture! The Wildfowl & Wetlands Trust (WWT) is urging architects, builders and developers to design for wildlife as well as people. Answering the call is London’s first architect-designed home for bats, which opened last September at the WWT London Wetland Centre in Barnes, marking the centenary of the birth of its founder, Sir Peter Scott.

he Berkeley Bat House is named after The Berkeley Group, which has been a major supporter of the WWT London Wetland Centre ever since it began.The building results from a RIBA competition, initiated by the Turner Prizewinning artist, Jeremy Deller and supported by a partnership involving Arts Council England, the Bat Conservation Trust, the Mayor of London, Plus Equals, the RSA Arts and Ecology Centre and WWT, with sponsorship from The Berkeley Group. The giant white cube (4m high) of the Berkeley Bat House features layers of sculptured branches leading to dark, safe roosting spaces inside. It uses sustainable materials and techniques. Among the building’s innovative features is its use of Hemcrete, a climate-friendly alternative to concrete, which is made from hemp and lime and ‘breathes’, so keeping the roosts at the right temperature.

The bat house is based on designs by Jorgen Tandberg, of Oslo, and Yo Murata, of Tokyo, who met while studying at the Architectural Association’s school in London.Their design was chosen by expert judges from over 200 international entries. Advice on the best designs and materials came from the Bat Conservation Trust. Its bats and built environment specialist, Carol Williams, said, “Many of Britain’s bat species are declining and a major factor is the loss of roosts.What we like about the Berkeley Bat House is that it showcases the best in sustainable building materials and provides a potentially valuable new home for bats without compromising on architectural quality or aesthetics. It sets an exciting example for the building industry to follow.” With the house now complete, Jeremy Deller said “I’m very happy that these amazing creatures have such a stunning and

practical place to live in. Ceramic granite makeover for Shackerley HQ Shackerley has demonstrated the transformative benefits of its Queen’s Award winning Sureclad ceramic granite ventilated facade system by giving its national headquarters a makeover. The company’s 100-year old, two-storey office and showroom building in Chorley, Lancashire is now unrecognisable in its new ‘overcoat’. Some 350m2 of 1m2 highly polished black ceramic granite facade panels were used, most of which required bespoke cutting.This was carried out using specialised equipment just a hundred metres away under IS0 9001 certified quality controlled conditions in Shackerley’s main production facility, where the panels were also prefabricated for installation with the Sureclad Hang On carrier system, which caters for the heaviest ceramic granite panels in Shackerley’s range. Before

Stonhard keep Nexus on track Breaking out old Terrazzo tiling is both expensive and time consuming. Project managers faced with removing old, cracked tiling are forced to contemplate a limited range of options. Nexus operate Tyne and Wear Metro and are currently managing a £350m ‘all change’ programme to modernise the Metro over nine years. A £20m redevelopment of Haymarket Station is now complete.Working with Tolent construction the original single storey building was demolished and replaced with a 3 storey facility. All concourse and platform areas including street level were refurbished. The original Terrazzo flooring was high noise, unsightly and had poor slip qualities. Tiles were well bonded however and removal costs to enable new flooring were extremely high.Time was also an issue with limited closures and most works needing to be completed around public and train timetables. Safety issues remained critical throughout the project. A solution was found with an overlaid product, Stonres RTZ. Over 1200 m2 of Stonres RTZ resin floor was laid over the original tiles and sealed with matt slip resistant coatings.The system allows for minor movements under the flooring. Stonhard UK worked with Tolent Construction to plan works over 9 months, coping with only one 10 day closure in May 2009.Trains continued to pass through the station during works. The working environment was unheated calling for the erection of tents within which the resin product could be heated prior to laying.The finished product is a heavy duty, good looking floor surface that provides excellent noise absorption, particularly within the tunnels. Historic Royal Palaces commissioned Chilstone to recreate the pieces from drawings that still exist in the royal archives. HVAC Unique fan coil developed by Advanced Air The EPIC range of fan coil units launched by Advanced Air can achieve specific fan power (SFP) as low as 0.15 w/l/s making them the most energy efficient unit in the European market.The unique fan deck arrangement has a single horizontally mounted ec motor driven fan which can achieve these very low SFP at a relatively low premium in price compared to ac driven fan coil units. In fact the payback period is measured in months rather than years making the EPIC fan coil an extremely cost effective system with the benefit of significant savings in carbon emissions. When installed into a building designed to meet or exceed the 2010 regulations the saving in carbon emissions can in most cases exceed 15% of the total carbon emissions of the whole building. Diaverum A recycled modular building has been selected by Eggborough Power Station to provide a new Outage Control Centre.The purposedesigned facility was supplied by Foremans Relocatable Building Systems in just ten weeks from receipt of order to handover, ready for the start of the power station’s intensive maintenance season.The centre near Goole comprises eight fully refurbished pre-owned building modules, and provides a range of facilities, including a fully equipped first aid room, offices and meeting rooms, shower and changing areas, reception and industrial kitchen. Technal helps create ‘dazzling’ facade Architectural aluminium systems specialist Technal has helped to create a distinctive and complex façade for a new campus building at the University of Sunderland, using three variations of its MX curtain walling system. The highly engineered solution used two options from Technal’s MX curtain wall suite, giving the appearance of bespoke façades but with all the cost, lead-time and performance advantages of a proven aluminium system.
