At FC&A we try to reflect that in our case studies and features. In this month’s Sustainability in Development we look at CoRE, Stoke-on-Trent’s Centre of Refurbishing Excellence, which marries the innovations in technology with ensuring there’s a trained workforce to install and maintain them - a truly sustainable idea! In Voice of the Industry this month Scott Sinden of ESG takes a look at how the glazing industry has responded to rising crime against property and the threat of terrorism, and we stay on the glazing theme in Doors & Windows with Giles Willson,Technical Director of the GGF who offers advice on regulatory requirements. As the sun’s come out (although by the time we go to print it may well have gone back in again!) we have a Hotel & Leisure Focus, a look at the Close House Hotel & Golf Club, and a study in to the link between effective play areas for children and their uptake of sports into adulthood – fitting for next year’s Olympics maybe? And talking of the Olympics, the tickets are now sold – although it would appear most of them will be going back in to second sale in July – everyone I know either had too many or none! Et tu Brutalist?

Stoke Newington School and Sixth Form was redeveloped as part of the Building Schools for the Future (BSF) programme. Architects Jestico + Whiles not only bought the 1967 Brutalist building up to today’s exacting educational standards, but ensured its proximity to the Conservation Area caused no local problems.
T
he client’s brief was to utilise the Hackney BSF programme funding to refurbish and expand the striking original building, in order to provide state of the art, inspirational spaces for learning, allowing the school to continue to thrive as an “Outstanding” educational provider. Other key priorities included resolving congested and confusing circulation; a secluded entrance; and accessibility problems that resulted from numerous changes of level across the site.The brief also included the provision of various new facilities such as a new centralised dining hall, and a dedicated block of teaching accommodation. As a media arts and science specialist school, creativity is at the core of its vision and this was carried through to the approach the

school brought to the project. The existing school building, completed in 1967, is a Brutalist building designed by the distinguished architects, Stillman and Eastwick Fields, and is generally highly regarded by architects today.Whilst not listed, the building is located on the edge of the Stoke Newington Church Street Conservation Area (which in itself contains a number of listed buildings), and as such, the local planning authority involved the Urban Design and Conservation department in the planning negotiations. The local planning authority was keen to ensure that the architectural language used throughout any new-build additions remained sympathetic to the existing Brutalist design, in order to preserve and

enhance the aesthetic achievement of the original building. Indeed, the design of the new entrance building and entrance forecourt were the central to the planning discussions. Environmentally responsible The original building is comprised almost entirely of red brick, bush-hammered concrete and, prior to refurbishment, single glazed sliding sash timber windows.These poor performing windows have now been replaced with double glazed composite windows, closely following the sight lines of the originals.The same composite windows have also been used for the new entrance building, but the cladding used here consists of cortensteel.This robust and contemporary material was

Reclaimed materials from areas of demolition, such as oak balustrades, have been reused extensively in the refurbishment of the main building. To inject new life into old buildings is also one of the most environmentally responsible strategies that can be employed. Jestico + Whiles became involved in the project at competitive bid stage in late 2006, but the local authority and school had been involved in the gestation of the Hackney BSF programme since 2005.

Greenhouse Completion was achieved in June 2010, ready for the new 2010-2011 academic year, as planned. Budget constraints Early investigations concluded that the school should be refurbished and extended, and not demolished and rebuilt. Considering the substantial size and accommodation of the existing school (which included a theatre, two multipurpose gyms and a sports hall) it was not permissible for a new-build school of this specialism and number of pupils, so the decision to refurbish and extend the building was relatively straightforward. However, with the resultant 80% to 20% proportion of refurbishment versus new build, some difficult decisions had to be made with regards to the level of refurbishment, since unfortunately, the budget did not stretch so far as to cover the building in its entirety. As a result, window replacement was not possible to all areas (some double glazed windows were retained where these existed), and the Design and Technology department was untouched since it had recently benefited from refurbishment from separate funding.

However, notwithstanding the budgetary constraints, the completed building is proving to be a real success story with pupils, staff, stakeholders, governors and parents alike.

Getting to the CoRE of refurbishment Sustainable refurbishment and retro-fitting is a growing market. FC&A take a look at the Centre of Refurbishment Excellence; led by Stokeon-Trent City Council in partnership with private industry and Stoke on Trent College, it’s the first partnership in the UK supported in this way by the BRE.

n the UK 22 million homes have been identified as in need of upgrading over the coming years - making retro-fitting an industry estimated to be worth £3.5 to £6.5bn a year.This pioneering project, which is already gaining support from top industry figures, is taking the lead in meeting this demand and is set to become a centre for the emerging market - the first of its kind in the UK. The Centre of Refurbishment Excellence (CoRE), in Longton, Stoke-on-Trent, is on the site of a former pottery works. A purpose-built 6,000m² facility will not only showcase the latest refurbishment trends but become a focus point for delivering cost effective innovative solutions at a time when the Government is encouraging the construction sector to take the lead in

reducing carbon emissions from existing housing stock. Like many other cities across the country Stoke-on-Trent is focusing on refurbishing existing housing stock to meet the Government’s target of reducing carbon emissions by 30% before 2020 and 80% by 2050.To meet targets thousands of construction workers will need to look at innovative ways of refurbishing existing properties as building eco-friendly new homes is no longer enough to meet the carbon emission targets. A striking design In the West Midlands alone that means 140,000 homes a year being transformed by 2018. As demand for experienced retro-fitters increases there will also be
the opportunity for people to start on a new career path learning the skills to take advantage of the emerging market. This is where CoRE is designed to help. Built in Longton, Stoke-on-Trent – a city currently embracing large scale regeneration – the project will be a living demonstration of how old structures can be transformed and updated into modern energy efficient buildings. Mixing the old with the new, the project the first training and demonstration site of its kind in the country - will be a national focus for pioneering techniques and materials needed to refurbish old housing stock to the highest modern standards. It will provide a vision, leadership, innovative

solutions and training to enable sustainable products and services to be better implemented and communicated. At the heart of the striking design will be four historic bottle kilns with the 1,000m² BREEAM-standard demonstration facility built over two floors around the heritage features. A knowledge transfer platform will provide a network to share best practice and a vast exhibition space will provide a showcase for sustainable refurbishment products with demonstration space for ‘house size’ constructions as well as areas where manufacturers can launch new products, components and materials. Further conferencing facilities will enable the city to host national and international events and industry-focused seminars. Transforming the retro-fit industry “CoRE truly is a unique project”, said Councillor Mark Meredith, Stoke-onTrent City Council cabinet member for economic development, “It will transform the retro-fit industry. No where else in the country is there a facility which provides such a dedicated resource and I

am both proud and excited to have that focus here in Stoke-on-Trent.While every construction related company is firmly focused on meeting the Government targets this will be the first centre of excellence dedicated to the pursuit of sustainable refurbishment becoming a coordinated hub for the industry. “It is an honour not only for our city as it shows the skills and resource available within Stoke-on-Trent to deliver such a unique project but also the industry as a whole as a facility is created which can focus on delivering first class training and support to the sector.” The first phase of the project is due to be completed by the end of the year and will focus on delivering the training side of the project. Funded by the Department for Children, Schools and Families (DCSF) the 1,500m² modern building will provide state-of-the-art training for students and the opportunity to train for a variety of courses linked to sustainable refurbishment. Trent College, Keele University and Staffordshire University the training facility will be the first of the site’s three developments and will be the focal point for young learners across the city of Stokeon-Trent. Up to 10 learning rooms will provide state-of-the-art teaching facilities to enable up to 400 students a year to be trained on site in courses linked to retrofit and refurbishment. An online web training portal will also complement the site training facilities enabling students to access reading materials and course work on line. This will enable the training courses to be provided in bitesize modules which can be accessed across the country creating a distance learning facility. Working with the Sector Skills Councils the CoRE project is also looking to develop its own unique apprenticeship scheme to offer specialised training specifically in sustainable refurbishment – something that currently isn’t available in the UK. “With so many firsts for the project,” said Cllr Meredith, “the dedicated apprenticeship course would truly complement this unique scheme

A dedicated apprenticeship scheme would enable local students to be at the forefront of the emerging market and gain a specific qualification allowing them to lead on sustainable refurbishment across the country. A pioneering nature Ken Burgess who co-ordinates the work of CoRE at Stoke on Trent College is excited by the prospect. “As a city we will be the first to develop pre-apprenticeship programmes, apprenticeship frameworks and skills top-up training relating specifically to sustainable refurbishment. Preparing and up-skilling learners of all ages for careers in the growing refurbishment industry,” he said. “Stoke-on-Trent has a varied and ‘first class’ mix of education establishments and by working in partnership we are able to focus on delivering a truly inspirational scheme.” Despite not opening this first phase until the end of the year the project has already gained interest and support from leading industry figures such as GS4, Skills2learn and Siemens. Recognising the pioneering nature of the project many companies are keen to be a part of the scheme, acting as a partner to deliver the unique training opportunities or use their products to lead the industry in sustainable refurbishment. It is an exciting time for the project and the CoRE website is receiving numerous

It is a prospect which excites many of the industry’s leading figureheads. In recent years, with an understandable wish to save energy, natural light has become a valuable asset, encouraging more expansive use of glazing in buildings requiring a substantial level of security. However, with rising crime against property and the threat of terrorism, Scott Sinden, Managing Director of glass processors ESG, takes a look at how the glazing industry has responded and the likely impact on today’s architect.
I
t was not so long ago that demonstrators stormed Millbank Tower in central London, home of the Conservative Party headquarters, smashing windows and causing disruption within the building. Many industry commentators were surprised at how easily the glass panels of the building were damaged. It is not the purpose of this article to examine whether Milbank Tower should have been better able to resist damage. It does, however, bring up an interesting point;
in light of such physical damage caused by a modest protest by all accounts, should other organisations reassess their level of security glass as a precautionary measure? The answer is almost certainly yes. The need for increased security measures at the design stage of a project is a trend quickly gathering pace across various sectors. One only needs to take a look at some of the schemes emerging as a result of an increase in safety concerns. As I speak, the NHS are working in partnership with the Design Council in a self-described ‘design rethink’ in terms of looking at

a greater degree of choice in security glass, the need for advice is even more essential. In fact, RIBA guidelines on ‘Designing for Counter-terrorism’ states ‘undertaking detailed design of such features should involve specialist advice from security advisers and engineers who can provide analysis to ensure a design or product is effective against the identified risk.’ The introduction of the Loss Prevention Certification Board’s (LPCB) new security glass standard LPS 1270, represents a major step forward for the security glazing industry. LPCB, which is part of BRE Global, has launched the new glass standard to enhance the current level of security offered by glass tested to European Standard BS EN 356:2000 (Glass in building, Security glazing,Testing and classification of resistance against manual attack). For the first time, this enables independently proven glazing systems to offer the higher levels of security compatible with LPS 1175, LPCB’s leading standard used for medium and high level security products and systems.
need for practical unbiased guidance from glass processors will be critical. Similarly, guidance from organisations taking a proactive role in pushing the need for ‘designing-out crime’ is advice today’s architect cannot afford to ignore. It always pays to consider security implications at the earliest possible opportunity. Initiatives such as Secured by Design, launched by the Association of Chief Police Officers (ACPO), which is aimed at designing crime out of the domestic and commercial built environment by introducing products which inherently resist deliberate attack, can be a useful reference point. Glazing that complies with the crime prevention standards of ‘Secured By Design’, offer the architect peace of mind that the product reaches specific technical standards required under the scheme. Similarly, RIBA are urging practitioners to be better equipped to think about ‘designing-in’ security features from the outset, within their 22-page document ‘Designing for Counter-terrorism’ which guides architect, specifiers and planners. In particular, it takes a look at ways in which professionals are responding to the tricky

challenge of creating secure spaces that are both open and welcoming to the public. The document examines damage limitation through materials used, including blast and ballistic-resistant glass and the deployment of glazed facades to limit intrusion.The emphasis is clearly being placed on the need to take a serious look at the types of glass used; especially since over 90% of all injuries from a bomb blast are the result of flying glass. Enhanced security Of course, it’s a fine balancing act delivering good design that creates a sense of security without a siege mentality. RIBA are absolutely right in the sense that it is important our built environment continues to demonstrate a commitment to an open and inclusive society and that security measures should not jeopardise that objective. New, highly technical glass products can provide enhanced security, privacy, added personal safety, sound attenuation, and even a combination of all these things.This has given the specifier far more scope to solve several problems at once, without compromising on aesthetics. However, with

Intruder resistance The standard was developed because the previous method of classifying the attack resistance of security glazing (BS EN 356:2000) was considered to be incompatible with LPS 1175: Issue 7. This was because BS EN 356: 2000 does not classify glass according to its resistance to different levels of attack based on the tools and time available to an intruder. Tests contained within BS EN 356: 2000 do not evaluate how susceptible the glass is to attacks involving the creation of small holes through which locking hardware may be manipulated. Moreover, it has been demonstrated that glass panels rated to BS EN 356: 2000 could seriously undermine a glazed system’s ability to offer intruder resistance conforming to security ratings under LPS 1175: Issue 7. Glass processors such as ESG are working successfully in partnership with organisations like BRE to develop products that meet the needs of a constantly changing society.These advances will allow manufacturers and specifiers a greater degree of flexibility when designing-out crime, enabling the glazing industry the opportunity to make its mark in the fight against crime!

Keeping equipment, valuables and important or sensitive paperwork safe is important for any organisation, but with many premises still using mechanical locking systems where keys can easily be lost or stolen, security installers and building owners are starting to embrace electric solutions. Electric locking solutions The most effective electric locking can be delivered with either solenoid or motorised locks. Solenoid locks work by controlling either the latch or the handle, and are suitable for internal doors of public buildings, offices, schools or hospitals, and external doors of apartments and detached houses. These handle operated locks are ideal for use in medium traffic areas where security and accessibility are important. These locks can be easily controlled by an access control system or through remote control equipment like a push button, keypad or timer. Motorised locks work by motorising the bolt back once a proximity card is presented or a request to exit device is used. Without a handle, which is the most vunerable part of a door, motorised locks are hands free making them a more reliable alternative to a solenoid. Why not an electric strike? While electric strikes can be a cost effective solution for some applications, they cannot offer the level of compliance that solenoids and motorised locks achieve, which is particularly important when looking at securing public buildings. Electric strikes are also more susceptible to the build up of side load pressure that can cause door misalignment and, ultimately the locking function to fail resulting in a security breach. Motorised locks and solenoids offer aesthetic benefits compared to electric strikes, with no unsightly surface mounted components. Energy saving benefits Electric locks also offer an energy saving compared to door magnets as they use less energy and are more environmentally friendly. Richard and his team of 16 employees know that with Sadolin they’re using high quality, hard-wearing products because they occasionally get to see their playhouses many years after they’ve been installed, when the refurbishment service is used. pace group has been working on the project for two years, creating a 1,000m2 purpose built luxury golf clubhouse and new 6,540 yard championship 18 hole golf course, which was opened by world renowned golfer Lee Westwood in May 2011. Called No.19, the £2m club house development has seen _space group successfully transform a very challenging site into a space fit for the world’s top golfers and those who dream of being one. The Close House grounds comprise an area of designated green belt land with an historic garden landscape, are a World Heritage site for the nearby Hadrian’s Wall and a wealth of ecologic value including badgers, birds, bats and botanical species, not to mention the Grade II* listed Close House building itself. Remaining sensitive to these factors during the scheme’s design and build has been vital and the rich

historic context, outstanding natural beauty and green belt designation meant that being awarded planning approval was not without its challenges. _space group associate director, Andrew Grounsell, delivered the scheme. “For us, the key to success was to deliver a high quality design appropriate to the historic landscape setting,” he said. “We undertook early and detailed investigative site surveying work and established a strong team made up of a range of specialists in order to do this, including a Garden Historian, Building Historian, Aboriculturist, Ecologist and Visualiser.The result is a building that has an inspiring presence, but yet is a modest size, so can open up new vistas within the landscape and be part of a contemporary, eye-catching composition, a modern set piece sitting in front of Close House’s ornamental pond and framed by 200 year old oak trees.”

Carefully crafted The luxury clubhouse with contemporary interior has been designed to sit in harmony with its surroundings.Thoroughly embedded within the landscape, the building is set amongst mature specimen trees and ornamental ponds.The design of the building is organised around four natural stone walls and nods to the 18th Century ha-ha walls dotted around the site. “A ha-ha wall is a sunken wall which was created to prevent livestock from wandering near to estate lawns whilst retaining an uninterrupted view of the landscape,” continued Andrew. “As promoting the spectacular landscape in which the clubhouse was to sit, and ensuring the historical context of the site was heeded were two of our key concerns during the scheme, continuing this idea seemed natural.We ultimately

Seen in the round within the landscape, the detail design of the building had to be carefully crafted to ensure external plant, condensers, boilers and refuse storage did not become visually obtrusive. An external plant area was designed in to the building itself and underground ducts installed to link the building to a remote condenser compound and bin store.
“It has been a real pleasure to work with Graham Wylie and his team at Close House over the past few years and see the estate evolve into a wonderful leisure complex for golfers,” continued Andrew. “The iconic grounds are the perfect place to spend relaxation time and the new golf club house is a special place for club golfers, corporate golf events and the hospitality requirements of the hotel complex.We have worked alongside Turner McPherson
_space group has been working on the Close House Estate for approximately five years, which has seen them undertake refurbishment, conversions, new design work and landscape design to support the rejuvenation of the site. Close House Hotel has steadily grown in reputation and an additional 12 bedroom suites are soon to be complete in the converted Stable Block on the site.
‘Floating’ roof The material palette comprises naturally pigmented zinc roofing, stainless steel baulstrading and Brazilian hardwood decking, which has ensured a sharp contrast between a contemporary building which remains complimentary to the older listed buildings and ha-ha walls of the Close House Estate, and random rubble stone walling drawn from the locality, as well as materials already prevalent in the estate. Colours and textures too, take this route, as clean lines and enormous panes of structural glazing, the decking and baulstrading contrast against hand hewn, hand rolled textures, presented in earthy colours. The overall effect is a contemporary building with a naturalistic edge, ensuring it is rooted in the landscape. The natural stone walls, Brazilian hardwood flooring and other features carry through to the interior encouraging the external landscape in to the building and ensuring a gentle transition between the two environments.

A key design detail is the continuous glazed clerestorey that sits between the massive stone walls and the zinc wing roof. The frameless glazing of the clerestorey is almost completely transparent creating the illusion that the roof floats over the walls. White plasterboard ceilings are carried externally as white Eternit clad soffits illuminated at night with a halo glow from concealed LED pelmet lighting. Although not a primary driver, sustainable features have been built in, with glass louvres for natural ventilation whenever practical and a sustainable drainage system for the external hard surfaces.

Play the game Play is a serious industry – Deborah Holt, Association Manager of the Association of Play Industries (API), explains to FC&A how it not only keeps children fit whilst learning social skills, it can lead to a lifelong love of sport.
N
ew materials, technical innovation and consultation with children - all make a huge difference to play today. Well researched, and even more easily observed, children like swinging, sliding, climbing, running, jumping, balancing and bouncing, make believe and imaginative play, building dens and hiding in houses and play provision must reflect this with increasingly holistic designs that incorporate a variety of play equipment aimed at different age groups and abilities. Perhaps the greatest shift in the play industry has been the rising popularity of natural play spaces. Modern play area design involves blending play equipment with and enhancement of the surrounding environment, be it an urban streetscape,

a public park or woodland dell. Designs may include ground mounding to change levels, planting to create interest and a different visual and sensual experience with pathways of different gravels, earth, grit and other materials to create variation. Fitness and fun Developments in consultation that engage communities at all levels continue to develop. From these engagements with children, families, residents, schools and stakeholders of every kind, can come an exchange which is able to richly inform the play design process. Interestingly, there is sometimes a lag in public knowledge, experience and understanding of just what modern play areas and equipment can offer. Adults often base their perceptions of play on their own experience as children. One

of many useful outcomes of consultation is for the public and local authorities to engage with play designers who can explain the design ideas behind the play area. Public spaces, sports and play areas are now seeing the arrival of outdoor fitness equipment designed to be unsupervised which may well have its origins in a gym as part of a work out circuit.Whether this is play or sport or exercise may remain undecided.What is certain is that is it popular and set to become even more so. It supports agenda objectives of more fitness through exercise, hidden or not, for every age. On-the-ball, with a MUGA (multi-use games area) is a new ball-court with sound deadening rubber technology built into the mesh panels to keep the sound down for nearby residents.

What a difference play makes! Where provision of children’s play areas has been successfully embraced by communities, a picture of change in the lives of the children and families that live there begins to emerge.
O
ne of the areas that has benefited from this new way of consultation through direct community involvement is the parish of Belvedere & Erith, in the London borough of Bexley, and their Noah’s Ark
project.
Rev. Mark Evans who describes himself as a minister, youth worker and soft-play centre organiser at Belvedere & Erith Congregational Church, said “Our indoor play area has contributed to an amazing transformation in the community. People meet and make friends. The success of what we’ve been doing has shown that when children come here to play, their parents and carers interact with each other.This also happens inter-generationally. Some older members become like surrogate grandparents to the younger families.There is a high number of young single mums in the area, who appreciate having a friendly person to chat to them about any of the normal worries of raising a child.” A natural desire to play The community’s indoor play is working with the local college to help some of the young mums who dropped out of education gain an NVQ in child care and regain their focus.Through their kitchen facility they encourage mums and children to adopt healthier eating habits. Mark Evans and the community have gradually raised funds totalling £150,000. Now they have some 60-80 children a day with their parents and carers enjoying the soft play, taking part in arts and crafts and enjoying healthy snacks. As these numbers grow, so do the community ties. Children will always have a natural desire to play and they need little encouragement in this. In designing and creating places and equipment for play, API members are a key part of all new thinking and fully in support of agenda-focused approaches. It is what they do and deliver, every day. The Noah’s Ark project is just one of the community lead stories published in a booklet by the Association of Play Industries. Through a series of case studies, the booklet demonstrates how inspirational and beneficial children’s play can be and has been for a variety of communities. Play keeps getting bigger (and better!) The API is the voice of the UK play industry. Founded in 1984 it represents approximately 85% of the market; with more than 80 members, it represents the interests of the play industry: from play space designers, through to manufacturers, constructors and distributors of both outdoor and indoor play equipment and play area surfacing. There is a large range of products that can be specified for your glazing project
The Glass and Glazing Federation works closely with many building professionals as well as the general public, guiding people to the regulatory requirements for their project. Giles Willson, Technical Director of the GGF, offers some advice to FC&A on glazing for windows and doors.
A
s a starting point, the building regulations are a mandatory requirement for both new build and refurbishment of domestic and non domestic buildings.The following key areas have to be taken in consideration when specifying or installing windows and doors within all buildings:
Scotland in 2010; they will be updated for Northern Ireland later this year. Due to the Governments’ carbon reduction targets, the thermal performance regulations are next due to be updated in 2013, when it is expected for new build and replacement markets the performance requirements will be improved.
Thermal performance requirements – windows are unique because they both are an insulator (keeping the heat in the building) and a heat generator allowing solar radiation to provide free heat to the building; when the balance is used correctly this can make a significant contribution to make an energy efficient building.The regulations for thermal performance were updated for England,Wales and
Energy efficiency For new build, glazing is an important contributor to achieve the overall thermal performance of the external envelope of the domestic or non domestic building. Through the SAP or SBEM calculation the U and g value of the glazing needs to be specified. As well as the thermal performance requirements of the glazing for new build; you do need to ensure there

is sufficient natural light for the building. If there is not enough glazing and artificial lighting is required during the day; this is not energy efficient. For extensions and replacement windows and doors the Window Energy Rating scheme (WER) is used as a method to show compliance as well as U value; this rates a standard sized window (1.23m X 1.48m) to enable products to be compared and takes into consideration the thermal loss, solar gain and air leakage.The energy balance figure known as the energy index is measured in KWhr/m²/year; negative values (B rated and lower) mean the window on average will loose more heat over a year than it will gain, unlike a positive A Rated window which gains more solar radiation heat than it loses.The principle scheme operator for WER’s is British Fenestration Rating Council, more details and suppliers of WER windows can be founds at www. bfrc.org Superior performance The Glass and Glazing Federation are often asked if you must use triple glazing to achieve the most energy efficient t

Doors & Windows without obstruction ensuring that the surrounding open area is at least 0.33m² and be at least 450mm high and 450mm wide (the route through the window may be at an angle rather than straight through). The bottom of the surrounding area should be not more than 1100mm above the floor. For replacement windows; the replacement window should not make the egress any worse (smaller egress area) than the original window or egress size can be reduced to the standard new build size detailed above. Where you need an egress window: for ground floors, all habitable rooms except kitchens should open directly onto a hall leading to a final exit or they need to have an egress window installed. For upper floors not more than 4.5m above ground level, all habitable rooms except kitchens in upper floors served by one stair case should have an egress window installed, or have direct access to a protected stairway.

windows? Triple glazing is very energy efficient and can have numerous added benefits including superior acoustic performance. However, there are many double glazed energy efficient windows with an A rating; these will use low emissivity glass, warm edge spacer bar and be gas filled. So the choice is yours – look at the performance and the budget. Safety-glass can break if impacted; in critical locations of a building if glass were to break it must break safely.This why safety glazing (e.g. thermally toughened, laminated or filmed glasses) must be installed in critical

Security is currently not covered by regulations within England and Wales, however Scotland does include this within their Technical handbook. All windows and doors offer a standard level of security to resist entry by an opportunist burglar however, if there is a vulnerable location it is prudent to install an enhanced window or door.Windows are tested to BS 7950 ‘Specification for enhanced security performance of windows for domestic applications’ and doors to PAS 24 ‘Enhanced security performance requirements for door assemblies’; these products will prove greater resistance to illegal entry for a longer period and have been particularly successful in reducing crime. Outlook outline Outlook Place is a low density example of a development that has been built with sensitivity so that it complements its surroundings - winning Pollard Thomas Edwards architects a bronze award in What House? Awards 2010: Best Shared Ownership Development.
The essence of the design was to retain and enhance this very special wooded and leafy setting
M
ature trees surround Outlook Place, and are reflected in the timber cladding used in the design to align the building with its surroundings. There are large windows, often floor to ceiling, which invite the greenery of the outside into the apartments.The block is only three stories, so sits comfortably within the tree line and doesn’t impose itself on the horizon. The key to this redevelopment was to capture and enhance the magnificent setting of the site with its mature trees and landscape.The houses have private gardens and the apartments have patio gardens, balconies or terraces.The accommodation comprises 9 four-bedroom, six person houses for general needs; the western block of apartments with 16 one-bedroom supported housing units for affordable rent. The former building on the site was purpose-built as a hostel for the YWCA in the 1960s, and remained in use as a hostel until its demolition in 2008. Circle Anglia undertook an options appraisal exercise to explore the viability of the building and the site and to consider potential future uses. Due to the building’s age, construction and the accommodation offered (ie bedsits) the existing building was deemed to be no longer fit for purpose. A planning

Affordability is key The building forms are simple; pitched roof buildings and turrets, evocative of tree-houses and barns.The materials complement the forms and the setting; timber cladding and slate tiles and cladding. The apartment blocks have a maximum of four flats per floor, arranged in a pin wheel around the lift and stair core.The internal layouts are spacious and the living spaces make the most of southerly and westerly orientations. All the homes are at least dual aspect.The houses have south-facing private rear gardens and the apartments have balconies or terraces, each of which has been orientated to take advantage of views and aspect.The houses have kitchen diners with separate living rooms.They also have a study room which can be used as a home office. To maximise the re-development potential of the site, the new buildings are set in a linear arrangement along the longest dimension, the east-west axis of the site. The 4-storey apartment blocks book-end a terrace of 3-storey houses and address both site entrances. The development offers a small range of one and two bedroom apartments aimed specifically at first time buyers, either couples or singles or households with one child, looking for their first rung on the property ladder. There are 12 ‘New Build Homebuy’ apartments in a mix of one and twobedrooms in the easterly block. Affordability has been key to all aspects of the development. Firstly shares as low as 25% have been offered to enable those on low incomes to purchase a home on the

Model agency From October 2011, the rights of agency workers are to be radically enhanced by the implementation of the Agency Workers Regulations 2010. Edward Goodwyn, Partner, Pinsent Masons LLP, asks ‘will using agency workers cost you more?’
T
he new regulations give effect to the Temporary Agency Workers Directive, published by the European Union in 2008. The intention of the Regulations, set to come into force on 1 October this year, is to provide basic working and employment conditions for agency workers which are no less favourable than if such workers had been recruited directly by the employer. New rights from day one From day one of their appointment, the Regulations provide that agency workers will be entitled to some basic employment rights as permanent staff. From 1 October 2011, from the start of a worker’s assignment (not the end of the 12-week qualifying period which needs to be completed for the right to equal treatment in relation to basic working and employment conditions to apply), an agency worker has the right to be treated no less favourably than a comparable employee or worker in the hirer’s establishment in relation to “collective facilities and amenities”, unless less favourable treatment is objectively justified. What are collective facilities and amenities? A canteen or other similar facilities; a workplace crèche; transport services (in this context, local pick up and drop offs, transport between sites; not company car allowances or season ticket loans); toilet/ shower facilities; staff common room; waiting room; mother and baby room; prayer room; food and drinks machines; car parking. An agency worker also has the right to be told of any relevant vacancies in the hirer during their assignment, in order

to be given the same opportunity as a comparable employee or worker to find permanent employment with the hirer. Rights after 12 weeks of the assignment Agency workers will also receive enhanced employment rights after 12 continuous weeks of an assignment with the same hirer, including the right to receive the same pay, holiday entitlement, overtime, commission and, in some cases, bonus payments as permanent staff doing the same job. Employers should note that whilst the obligation to pay the workers equivalent to the comparator employees, the additional cost borne by the agency company is likely to be passed down to the end user company. So what should employers do? As the Regulations will often result in an increased cost to the end hirer, either because of the need to engage agency workers on the same basic working conditions as their permanent counterpart after a 12 week qualifying period, or the cost of allowing access to certain on site facilities from day one; employers need to undertake its own due diligence to identify any increase in costs and, if appropriate, consider alternative resourcing models which may help mitigate against these additional costs. Employers should seek to engage with their agency suppliers to agree a joint approach to the Regulations, especially insofar an information sharing to understand which worker may be entitled to an increase. Employer should undertake a due diligence exercise to identify what existing agency relationships are in place and what

the impact of the Regulations will be in the light of those relationships. They should review their existing contractual relationships with their agency suppliers and consider changes to contractual terms to protect their business. Act now for October The administrative resources now required may in some cases negate the benefit and convenience of using a temporary workforce in the first place. With basement construction having solid walls to withstand the water pressures in the surrounding earth, the task of achieving a dry, warm, ‘homely’ interior might seem a little daunting. Brian Davison of Delta Membrane Systems looks at how this can be done.
I
t may seem an odd statement to make, but when it comes to ensuring basements become useable spaces, it is better practice to allow penetrating water into the property rather than trying to hold it back from the inside. The obvious thought is to stop the water from entering the building.To achieve this we would have to put a barrier on the wall – either on the external (or positive) face of the building, or the internal (negative). Both have disadvantages. Hydrostatic pressure is the pressure exerted by a liquid when it is at rest.The main factors influencing it are the density of the liquid (in this case, water) the effects of gravity, and the depth, or ‘head’, of the amassed water. Drainage conditions in the land abutting the wall will also have an influence.

As all of these are variable, and other influences may have a bearing (such as local temperature conditions), each individual job will have different figures to work to. BS 8102:2009 tells us that at the design stage the important factors that should be assessed are the likely highest level of the water table, the drainage characteristics of the soil and other site-specific properties. Water infiltration The barrier methods include a trowelapplied asphalt-based material, ‘peel and stick’ bitumen sheets, cementitious slurry, multi-coat render systems or plastic cavity drain membranes. If work is to be carried out on the positive face, this would almost certainly involve a significant amount of excavation work.

Again, BS 8102:2009 states that a risk assessment should be carried out which considers the long-term water pressures, the effects of surface water infiltration and the use of external drainage and cut-off walls. The British Cement Association has produced a design guide on basement waterproofing, which emphasises the fact that free-draining soils present fewer problems than clays, which tend to be impermeable.The guide tells us of the importance of determining soil type and, in particular, its drainage characteristics. Some soils contain chemicals that may harm both the structure and the waterproofing system, and the recommendation is to check the ground for materials that are detrimental, such as peat and sulphates. Hydrostatic pressure Perforated land drainage pipes should be fitted to evacuate any water from the site. Depending on the soil type, it may be necessary to include a geotextile above the pipe to ensure the water gets through, but soil and other fines remain in place to avoid blockages. t

There is also the option of connecting the pipes to a chamber that has a pumping facility which may be demanded by the soil type or the position of the pipe’s outlet compared with the rest of the nearby ground levels.Whatever method is employed, it must be maintainable.

Once backfilled – with permeable aggregate being placed immediately above the perforated pipe to ensure effective drainage – the earth and any remaining hydrostatic pressure have a positive effect on barriers, as they would push the material against the wall to give enhanced performance to the installation. If fitted on the internal faces, another skin has to be created for these damp proofing materials to work properly.This additional skin would include a cavity that would be filled with a lean-mix concrete to put suitable pressure on the waterproofing system to help prevent it peeling from the substrate through the effects of hydrostatic pressure. Drainage channel However, this is an involved method of construction with significant reliance on the abilities of the operatives carrying out the work.With the cavity drainage membrane system, which actually allows water to penetrate to the internal face of the wall, the biggest risk factor – namely the preparation of the substrate – has been eliminated.There is no reliance on a chemical or adhesive bonding to the structure, as the membrane is mechanically fixed, and any imperfections in the structure are irrelevant. Water penetrating the wall meets a plastic sheet featuring dimples that act as a drainage channel. Gravity then takes the

A typical product for walls is the Delta MS-500 which is made from high density polyethylene.While the membrane itself is just 0.6mm thick, it features 8mm studs on the wall-side and it is these studs that create the drainage channel.The drainage capacity is 135 litres/minute/metre or 8,100 litres/hour/metre – well in excess of the likely demands.The construction provides more than 1,800 dimples/m2, giving an air volume between the studs of about 5.3 litres/m2.This dimpled sheet offers a compressive strength of greater than 250kN/m2. Early warning systems The sumps and pumps come in a variety of sizes, capable of handling differing quantities of water, from 6,000 litres per hour to some 20,000+ litres per hour.The selection

process depends on the ground area of the basement, and the likely amount of water that will penetrate the walls. The bigger the pump, the bigger the sump.The rising water into the sump lifts a float arm on the pumps which, in turn, activates a switch to start the pump. For added peace of mind, alarms, telemetry systems and emergency power supply can be fitted to all Delta’s sumps to give a very early warning of any problems with evacuation. All the waste water that finds its way to a sump unit is then pumped to a suitable drainage outlet which may be a soil vent pipe with a non-return valve, boss or saddle clamp, or just pumped into an outside drain or soak away. Schlüter® DITRA shaped by perfect geometry After nearly two and a half decades in the market, Schlüter®-DITRA remains the leading unsurpassed uncoupling membrane for tiled and natural stone installations.

ut rather than just its name or distinctive orange colour, it is the unique geometry of this product that has really shaped its success over the past twenty years. For centuries tiles have been successfully installed by incorporating an uncoupling layer between the tile assembly and the substrate, however this alone does not ensure a high-performance tile installation. The tile covering must be well supported so that loads can be distributed through
the assembly to the base substrate without damaging the tile covering. This is where Schlüter®-DITRA comes in. It is a polyethylene membrane with a grid structure of square cavities, each cut back in a dovetail configuration and an anchoring fleece laminated to its underside.The tile adhesive mechanically locks with the cut-back indentations on the topside of the matting, eliminating the need for further anchoring mesh, which would inhibit the movement capabilities of the mat.This unique, patented geometry allows Schlüter®-DITRA to absorb lateral movement in each direction, something that other products cannot reliably achieve. f a building is structurally sound and of an appropriate design, one of the most logical, cost effective and sustainable ways to overcome its failings is by overcladding with a Sureclad ceramic granite ventilated facade system.

This approach allows for dramatic aesthetic improvements to be made, matching any new build project in terms of style and finish, and can extend a building’s life expectancy by several decades. Slabs of just 12mm thick offer outstanding building protection. Loadings on the substructure and building
exterior therefore compare very favourably with naturally quarried stone. Quality certified Any ceramic cladding panel with a surface area greater than 0.1m2 used externally above first floor level must be mechanically fixed (BS 5385 Part 2). Shackerley’s Queen’s Award winning Sureclad system enables prefabricated ceramic granite slabs measuring up to 1.8m x 1.3m to be mechanically fixed to a high grade (T6) aluminium substructure using a patented undercut stainless steel anchor system, resulting in an exceptionally strong stressfree fix. HVAC Passivent’s unique solution to noise transfer
Meeting the challenge of replacing the existing air conditioning and heating system in a 5-star Covent Garden hotel certainly required a high level of careful design and planning, in a quick timescale… and road closures!
In any large, busy building, noise transfer from one area to another has always been a problem, but no more with a revolutionary yet simple product by Passivent developed in association with Arup.
Space Airconditioning plc, the UK Daikin Distributors, were nominated to supply the replacement air conditioning systems at a top class hotel in Covent Garden, London as part of an extensive refurbishment programme; a project that involved a number of interesting challenges! The 137 bedroom, 5-star hotel’s existing air conditioning system had to be fully decommissioned and removed in various phased works for the major strip out, which necessitated road closures for craneage access.
WhispAir significantly reduces sound transmission from one area to another, whilst enabling low resistance airflow- essential in naturally ventilated buildings.This can help reduction in energy consumption as part of the continuing drive for zero carbon buildings, without compromising acoustic performance targets as described in British Standards and Building Bulletins.
Space Air supplied Daikin’s air-cooled stepless screw chiller, EWAD320AJYNN, with total heat recovery option. 193 FWM 4-pipe fan coil units were installed throughout the hotel, serving not only the bedrooms but also restaurants, bars, conference facilities and back of house. Space Air pre-fitted valve sets and controls and configured all the fan coil units for left or right hand connection as required, to simplify installation. The FWM fan coil units were selected for their low noise levels and ease of installation as they fitted perfectly into the bedroom bulkheads.The 300kW Daikin chiller operates in conjunction with a second Daikin chiller supplied by Space Air at an earlier stage in the project. Twelve Daikin VAM1000 heat recovery ventilation units provide ventilation throughout the building.These units were installed externally so Space Air fitted their unique VAM weather proofing kit, just one of a comprehensive range of accessories they design and manufacture in-house. marketing@spaceair.co.uk

Access & Safety Stannah reach the top note The spectacular new workshop where magnificent sets and scenery for the Royal Opera House, Covent Garden are built also features a Stannah lift. The 13-person, traction-drive Stannah Xtralift is installed to provide easy access within the office section of the Bob and Tamar Manoukian Production Workshop, situated on the High House Production Park in Purfleet, Essex. At its highest point the Workshop building boasts a height of 19m in the set up area so that the sets and scenery can be put together before leaving the Workshop to ensure that everything is perfect. They are then deconstructed and transported to the Royal Opera House in central London. Clos-o-Mat change travel with Changing Places When travelling by rail, the most important priority for improvement for both able and disabled passengers according to latest data is the station toilets! Under the Department of Transport’s Access for All programme, part of the Railways for All Strategy, funding is available for improving accessible routes and associated works. A survey into The National Station Improvement programme Putting Passengers First found that toilets were the top facility most in need of upgrading at stations, but also that they were the most important priority for improvement. Furthermore, BS8300:2009 Accessible Building Design for all new build and refurbish buildings used by the general public advocates inclusion of a ‘Changing Places’ toilet. A Changing Places toilet is larger than a standard accessible toilet and also includes a height adjustable changing bench, hoist, peninsular toilet and privacy screen and space for a wheelchair user and two carers. Changing Places toilets meet the needs of an estimated ¼m people who need the help of at least one carer to undertake basic personal hygiene so that they can make more use of the rail network, safe in the knowledge they can toilet with dignity, in an appropriate environment. Security & Safety, Access Plumis solves design problem When Macbryde Homes embarked on designing a terrace of 21/2 storey homes with open plan kitchen/dining and living room in Llandudno Junction, they were faced with the problem of installing cost effective yet appropriate fire protection. For their contemporary open space design the Building Regulations demand that a protected staircase is provided or alternatively, they require the use of sprinklers as a compensatory measure. MacBryde Homes were already aware of an innovative residential fire protection solution which would overcome these potential problems. Automist from Plumis uses a high pressure pump to generate a fine water mist from nozzles mounted under a standard monobloc mixing tap.The innovative system can also be mounted stand alone on a work top or even a wall. In an extensive BRE test programme, Automist was found to render a lethal environment survivable and reduce damage. Advantages also include rapid and automatic fire suppression, neat and economical installation with the need for significantly less pipework than a traditional sprinkler system, and greatly reduced water damage to the fabric of the property, fixtures and fittings. Automist was the ideal solution for the contemporary open plan design of the project; complying with building regulations and the RRFSO. Automist is available as an inconspicuous wall mounting version to protect stairwells or escape routes and a unique mixer tap version for higher risk kitchen fire protection.
