n my view nothing enhances the strength and beauty of architecture better than a crystal clear sky and the summer sun. With more and more glass structures being erected – possibly trying to emulate their great leader, The Shard – we are seeing a growing cluster of structural stars forming a glistening city skyline.

These beacons bring a great sense of pride to all those in favour, but even more so for the project members involved.Yet reaching this point is no mean feat. During construction, workers are subject to high risk on a daily basis therefore it is imperative that safety procedures are followed. Since the introduction of Construction Design & Management Regulations in 1994 and its revision in 2007, teams have been able to implement management of risk in order to prevent accidents and fatalities. However, according to HSE, changes are afoot. In this month’s issue, FC&A hears from Edward Goddard, Executive Director of the Guild of Builders and Contractors, who believes that the proposed 2014 Regulations, if adopted, will set the building industry back over 30 years. The iconic seaside town in the north west of England, home to the ‘kiss me quick’ hat, the illuminations and the eponymous tower that celebrates its 120 year anniversary this year, Blackpool can no longer sustain its economy on the tourist trade alone.

transport interchange.” Also key to the overall success of the scheme is Talbot Plaza, a large, hard landscaped public space which links the office, parking, retail and public transport elements of scheme.With seating areas and feature lighting, the plaza is a new focal point for the town and creates a new social area away from the seafront. its core development scheme is Number 1 Bickerstaffe Square, a 126,000ft2 commercial office building located opposite the railway station. Designed by Manchester-based architect, Aedas, following a competition run by Muse and Blackpool Council, the five-storey building will provide the new base for Blackpool Council’s back office functions, while front line services will continue to be delivered from the Town Hall and Municipal Buildings. Explains Dominic Manfredi from Aedas: “The office scheme plays a central role in the whole development as three storeys

will be occupied by the council, enabling it to rationalise its accommodation in one place, generating operational efficiencies and enabling disposal or redeployment of seven property assets. “The fourth level provides high quality, centrally located office accommodation to let, which will help attract businesses into the town, while on the ground floor there is 15,000ft2 of retail space and a council operated public gym.”

The energy performance of the building has also been designed into the fabric of the building with clever design touches that reference the town. Dominic Manfredi explains: “Part of the design brief was to ensure that the building was relevant to Blackpool’s heritage so we have included design features that answer both that creative requirement and the drive to minimise energy consumption. “A key example is the brise soleil on the south east and south west elevations of the building where it is most susceptible to solar gain. Designed as undulating vertical fins, they reference ripples in the sand created by wave patterns, while improving the energy performance of the building by reducing the air conditioning load.” Control of the building’s solar gain has been further enhanced by a mix of fritted, part-fritted and clear glass panels on all the building’s fully-glazed elevations, which, once again, serves both a practical and aesthetic purpose. Sustainable environment Aedas helped the council to develop the business case for the new office building as part of its operational cost reduction programme and regeneration strategy. As a result, the design was focused on aesthetic improvements to the location, practical requirements and running costs. Andy Barton continues: “The brief for Number 1 Bickerstaffe Square was to create a building that could accommodate the council’s need for space while creating a sustainable environment that would be both energy efficient and provide flexibility for agile working and flexible working practices. “The result is a BREEAM ‘Excellent’, BCOcompliant building which has also achieved an EPC ‘A’ rating, the highest that can be awarded.” A number of green elements have been introduced into the building’s design to achieve these environmental accreditations, including 150m2 of photo-voltaic panels on the roof, rainwater harvesting, a cycle store with the capacity to house 80 bicycles and

supports that create interest at the building’s ground level, meanwhile, echo the aesthetics of Blackpool’s landmark super structures, including the iconic Tower, the Pier and the Pleasure Beach. Constructed as a kite-shaped building with a central kite-shaped courtyard, Number 1 Bickerstaffe Square continues the theme of openness inside. The fit out is largely open plan, with meeting rooms for Blackpool Council centred around the three cores and only a handful of cellular

offices for the chief exec and the directors. Adjacent to Number 1 Bickerstaffe Square is a new 58,000ft2 Sainsbury’s. Designed by Leach Rhodes Walker, the scheme is one of the largest Sainsbury’s stores to open in 2014.

phone shop, a dentist and a Timpson’s shoe repair and key cutting outlet. “Creating business communities rather than simply office buildings is central to our approach at Muse developments,” Andy continues. “We don’t want Blackpool to be a place where people commute to, spend a day in the office and then catch the train home; instead we’re creating a built environment with lifestyles in mind. “To that end the social and public spaces are very important and the retail, hospitality and leisure elements of the scheme provide a reason to spend time in town before and after the working day and at weekends.” The Sainsbury’s store provides 600 parking spaces on site, while the nearby multi-storey car park refurbishment, designed by Potter and Holmes, offers 450 parking spaces and 25,359 ft2 of ground floor retail space. Andy adds: “As an urban regeneration specialist we know that parking facilities need to be incorporated into any scheme that aims to bring businesses and consumers into an urban centre, along with improvements to public transport and infrastructure. “We believe that Talbot Gateway gets the mix right, with a world class office building and a focal point public area at its heart.”

Flexible architectural skin

A

rchitectural copper is protected by its patina against corrosion in any atmospheric conditions, making it durable and problemfree with no maintenance. Its exceptional, indefinite lifespan has been demonstrated over hundreds of years and, as a light weight and flexible covering for any building elements, it saves on structure and delivers

lower carbon buildings and ‘whole of life’ costs. Copper is easily formed at any temperature without becoming brittle in cold weather, while low thermal movement and a high melting point avoid stretching in hot weather. It is non-toxic and safe to work, with inherent antimicrobial qualities ideally suited to touch surfaces inside buildings.

Impressive credentials The impressive sustainability and environmental credentials of copper have been clearly demonstrated in the past. Although the copper industry is well known for recycling, Aurubis’ architectural range is exceptional with 97% coming from recycled material over the last few years. This material includes internal processing scrap (around 50-60% of the recycled material). Embodied energy and global warming potential figures are therefore less than half those for copper generally – themselves already significantly lower than for stainless steel or aluminium. Copper can provide a complete external skin, wrapping around complex building forms with material continuity. Alternatively, it can give distinctive character to individual facades or roofs, particularly when used

in conjunction with other high quality materials. In addition, there is growing interest in the use of copper for interior design. We have witnessed a transformation from its historic role as a durable roofing material to a flexible architectural skin over any surfaces including facades. The malleability of copper sheet allows it to be used as a covering for architectural elements of all shapes with minimal constraints. Architects continue to exploit this capability today, fired by the complex shapes enabled by CAD and BIM techniques. But many architects are also exploring new manifestations of copper with a real sense of design freedom.

Extensive protection The natural development of a patina is one of copper’s unique characteristics. Within a few days of exposure to the atmosphere, the surface begins to oxidise, changing its colour from the ‘bright’ mill finish to a chestnut brown, which gradually darkens over several years to a chocolate brown. Continued weathering can eventually result in the distinctive green or blue patina seen on older roofs. The patina film provides

extensive protection against corrosion and can repair itself if damaged, defining the exceptional longevity of copper cladding. Some rainwater is needed for the patina to form and its rate of development will depend on the water ‘dwell time’ on a surface. So, vertical cladding and sheltered surfaces will take much longer to patinate naturally than exposed roofs and a complex combination of factors determines the nature and speed of development of patina. Not surprisingly, factory applied surface treatments have grown in popularity for some time to provide straightaway oxidisation and patination of copper, particularly for facades.

oxide layer determines the colour, with lighter and darker versions available. Pre-oxidised copper minimises hand and other construction marks which can occur for a short time after installation with ‘bright’ mill finish copper. But light and dark versions can also be combined – perhaps

Natural living material Over the last few decades, Aurubis has developed a range of treatments where the processes involved are very similar to those taking place over time in the environment and utilise copper mineral compounds, not alien chemical actions. Essentially, they bring forward the environmental changes without taking away the integrity of copper as a natural, living material. All these surfaces form an integral part of the copper and are not coatings or paint, and ongoing changes will continue over time depending on the local environment. For example, Nordic Brown products are pre-oxidised at the factory to give straightaway the same brown surface that otherwise develops over time in the environment. The thickness of the

The same flexibility is offered by Nordic Green and Blue pre-patinated copper, enabling designers to determine the type and intensity of patina for each project with ‘Living’ surfaces. Here, the factory process can be accurately controlled so that, as well as a solid patina colour, other intensities of patina flecks can be created revealing some of the dark oxidised background material. The material is easily bent and formed, and there are no limitations on the length of pre-patinated copper sheet or strip because whole coils are treated on the production line, not just restricted size sheets. The most common compound found in natural patinas all over the world is the copper sulphate mineral brochantite. Aurubis’ factory-applied patinas have been developed with properties and colours based on the same brochantite mineralogy. Brochantite is a light blue colour but in many locations impurities and other components in the air add a yellow tint to give the naturally developed patina a green hue. In the same way, Nordic Green is produced with a hint of iron sulphate yellow, replicating the natural green. In marine climates, the natural copper patina contains some copper chloride giving it more of

a blue colour and this is emulated with Nordic Blue using 100 % brochantite.

Architectural alloys Of course, copper alloys have been used throughout history and coils or sheets of Bronze and Brass – which is also available

embossed and pressed shapes, and profiled sheets to add an extra dimension, as well as with perforated or expanded sheets and mesh for transparency. Copper is also being used to form discrete elements such as slatted or louvred systems. And there are more installation techniques as well, in addition to traditional and long-strip fully supported techniques, including prefabricated and self-supporting systems, cassettes, panels and shingles. These systems give an extra visual ‘grain’ and structure to the external skin of a building, helping to define its character.

pre-weathered – are available from Aurubis for architectural applications. In addition, the innovative Nordic Royal is an alloy of copper with aluminium and zinc, giving it a rich golden through-colour and making it very stable. The surface retains its golden colour and simply loses some of its sheen as the oxide layer thickens with exposure to the atmosphere to give a protective matt finish. It behaves differently to other copper products over time and does not develop a blue or green patina. One of the most exciting developments in metals generally today is the use of new material forms, enabling modulation, texture and transparency for architectural surfaces – and copper is well-suited to this approach. Designers are now working with

Voice of the Industry The annual rate of fatalities on construction sites has reduced by 62% since the introduction of the CDM Regulations 1994

Recently the Health and Safety Executive (HSE) published their proposals to replace the Construction (Design and Management) Regulations 2007 and issued a consultative document. Here, Edward Goddard of The Guild of Builders and Contractors believes that the proposed 2014 Regulations, if adopted, will set the building industry back over 30 years in terms of fatalities and serious injuries to those working on construction projects.

he HSE said in a statement published a short while ago: “There have been significant reductions in the number and rate of injury over the last 20 years or more. Nevertheless, construction remains a high risk industry. Although it accounts for only about 5% of the employees in Britain it still accounts for 22% of fatal injuries to employees and 10% of reported major injuries”. However it is a fact that the annual rate of fatalities on construction sites has reduced by 62% since the introduction of the Construction (Design and Management) Regulations 1994. Over the same period the rate of major injuries on construction sites has reduced by 38%. In the light of these facts, why is the

Government about to make fundamental changes to the CDM Regulations? The only positive change proposed is that, for the first time, domestic projects will be included in the Regulations. Almost all of the changes will result in significant reductions in the safe planning and co-ordination of building work and the safe use and maintenance of completed projects.

Lack of training It is undoubtedly a grave error to remove the “competence” requirement from the Regulations. There is overwhelming evidence that the lack of training and experience and pure incompetence is the root cause of the majority of accidents. It is not acceptable for the HSE to refer to the balance between

costs and benefits in the competence arena as a reason for omitting a requirement for a high level of competence of all individuals and corporate bodies involved in the construction process. Proof of competence need not be excessively bureaucratic if it is engrained in the policies of corporate structures of any size. It is untrue for the HSE to say that competence is most effectively promoted through cultural change and leadership in the industry rather than regulation. Anyone involved in small- and medium-size building projects will have seen evidence of a lack of training and knowledge and simple incompetence resulting in avoidable and unnecessary accidents and injuries. The CDM Regulations were originally introduced in 1994 and created the role of Planning Supervisor. The Regulations were then redrafted in 2007 and these changed the Planning Supervisor’s role into the current role of the CDM Co-ordinator that is a familiar part of the construction industry today. The CDM Co-ordinator is a trained and competent health and safety professional and is the principal advisor on health and safety matters to the entire design and construction team. The proposals to remove this role and incorporate the responsibilities in the new role of Lead Designer will mean removing the independent and professional role in health and safety planning and the continuity of responsibility from initial planning to practical completion of the construction process. The costs of instructing an independent CDM Co-ordinator are grossly overstated in the consultation document and the benefits are more appreciated

Under the CDM 2007 Regulations, the CDM Co-ordinator often identified omissions in the Construction Phase Health and Safety Plan and therefore the removal of this requirement will undoubtedly lead directly to an increase in accidents and injuries.

Key to prevention

When it comes to the lives and well-being of workers on building sites what should be the criteria of Government represented by the HSE? Should it be to do as much as possible or as little as they can get away with? We hope that the answer is clear. The construction industry has worked hard to reduce the appalling rate of accidents in construction – we hope that Government does not accept the current proposals by the HSE and set the construction industry back 30 years in terms of the number of fatal and serious injuries. We owe it to the hardworking men and women working on construction sites to do all in our power to keep them from preventable and sometimes fatal accidents. Removing the CDM Co-ordinators role, or the competence requirements will be a disaster and will be seen as throwing the baby out with the bath water.

and acknowledged by architects and clients. This is the most irresponsible proposal that the HSE has made in the consultation document. The second most irresponsible proposal is to replace the Approved Code of Practice with a suite of targeted guidance.We believe that regulatory requirements create the motivation for achieving higher standards and continuous improvements in health and safety leading to innovation and best practice. Omit regulation and standards will fall and fatalities and serious accidents will increase. Guidance should assist in the understanding of regulations not replace them.

Increased responsibility The intention of introducing a new role that of “Principal Designer” is the third most irresponsible proposal. Only people who are competent and experienced enough to act as CDM Co-ordinators could possibly carry out the role effectively. However the title indicates that a person who is a designer is capable of performing the proposed duties. The training of an architect does not currently cover fully the duties envisaged in

the consultation document. Many architects do not want to take on the role as it would involve additional training and increase their workload for which they may not be able to seek additional payment from clients. The HSE state that “two thirds or more of fatalities now occur on small sites – sites where fewer than 15 people work”. The EU Directive requires the UK regulations to include building work for domestic clients much of which constitutes “small sites”. It is totally illogical to change the requirements for notification of a project to one that will have more than 20 workers working simultaneously at any point in the project as well as lasting longer than 30 working days. The current requirement 30 working days or 500 person days is more logical and likely to be more effective in ensuring competent management of smaller projects. The removal of the requirement for a competent duty holder to advise clients on the suitability of the Construction Phase Plan is the fourth most irresponsible item. This requirement was effectively a final preconstruction check that ensured that the principal contractor had considered all of

– a new qualifying route What is the MCIAT Professional Assessment?

The MCIAT Professional Assessment is a flexible, rigorous, robust and quality assured qualifying process, based on performance and designed to recognise the diversity of Architectural Technology. Candidates must provide an in-depth critical analysis clearly summarising their professional experience. This should be a reflective report and should refer to challenges and successes encountered whilst working on projects and how any issues were resolved. Applicants should also undertake a self-evaluation highlighting their strengths and weaknesses in relation to their area(s) of practice. The Professional Assessment process is based on four core competencies: • Designing • Managing • Practising • Developing (self)

Who can apply for the MCIAT Professional Assessment? Any applicant working in or on, for example, academia, general practice, component design, refurbishment, small residential projects, large commercial projects etc within Architectural Technology, should be able to apply their own experience to the Professional Assessment process, but they must hold one of the following membership grades: ACIAT, TCIAT or profile candidate. Each application will be assessed on its merit. However, each applicant will need to demonstrate a sufficient level of knowledge and understanding and professional competence/experience in relation to their sphere/s of practice and demonstrate to the Institute they can meet the expectations of a Chartered Architectural Technologist, MCIAT.

How much does it cost? To apply for the Professional Assessment, applicants are required to pay £300 for the assessment of the application and the Professional Assessment Interview.

Life on another level Hardly any other roof shape allows for such a variety of uses as the flat roof. Depending on the design, a green roof offers a new habitat for fauna and flora and utilisable open and an open, recreational space for people. The more densely populated an urban area the more invaluable is such space. As a pioneer in matters relating to green roofs, ZinCo discusses how to achieve permanently reliable green roof systems.

W

hether it’s a typical flat roof with a 2% slope, a 0° roof, a pitched roof (A-framed, butterfly, shed or sawtooth roof) or a vaulted roof (barrel roof), a green roof can be installed on roofs with a pitch of up to approximately 35°. Companies such as ZinCo can supply the system build-up that is most suited to the roof shape, the roof structure and the green roof requirements. There are basically two types of green roof: intensive and extensive.

A further advantage of an extensive green roof is the very manageable upkeep thanks to the fact that natural precipitation is sufficient for the plant communities used which include renewable succulents (sedums), mosses, grasses and herbage. As is the case with all flat roofs, they only have to be accessed once or twice a year in

A green roof system basically consists of a number of layers, each with a different function. The base layer is always a professionally waterproofed roof. This means that the waterproof layer must be root-resistant or this must be ensured using a separate root barrier. The first layer of the build-up is a high-grade protection sheet which protects the waterproof membrane from mechanical damage. This is followed by drainage elements that retain rainwater in their water retention cells and drain surplus water through the underlying channel system to the roof drains. Depending on requirements and the type of green roof required, the drainage elements will vary in terms of height, weight and material. Where the drainage elements are installed across the whole area to be greened, this allows for drainage of the entire area, even the area beneath pathways and terrace areas. This can also serve as a lost formwork for anchoring stone walls or play equipment, for example, if necessary. The rest of the build-up consists of a filter mat installed over the drainage layer, which retains fine particles from the overlying substrate layer. This substrate layer is composed of mineral clay tile chippings and organic materials specifically adapted to suit the planned vegetation. The plants provide the final layer. Sedum cuttings, seed mixtures or pre-cultivated vegetation mats are available for extensive green roofs in addition to plug plants. Perennials, shrubs or

Combined with solar energy In addition to its use for conventional extensive and intensive green roofs there is yet another use for the flat roof: using a combination of green roof and solar energy. Synergy effects are already achieved here with the equipment through the use of base plates that are compatible with greenroofs and that secure the solar mountings in line with the load principle and without the need to penetrate the roof waterproof membrane. During operation, the extensive green roof provides for a comparatively low ambient temperature and therefore for increased performance of approximately 4% of the photovoltaic module.

Added value Green roofs balance the temperature differences on a flat roof and in this way help to increase the longevity of the roof waterproof membrane. They retain rainwater (between 40% and 90% depending on the type of green roof) and therefore reduce the burden on the drains. The system build-up enhances the structural sound proofing and also functions as additional insulation, i.e. requires less heating in the winter and generates a cooling effect in the summer. The plants absorb fine particles and bring greenery to urban areas again. A green roof is both a practical space and an area for recreation. It is also an architectural highlight, as can be seen from the many examples from around the world. However, this is all only sustainable if green roof success is guaranteed in the long term by building-specific planning, reliable technology and the professional execution of each project.

Peter Trebilcock, BIM Programme Director of Balfour Beatty Construction Services UK, talks to Future Constructor & Architect about the debate around COBie and the system’s impending arrival.

T

o COBie or not to COBie? That is the question. In the past I’d have given more or less a no to that interminable question in the BIM world. COBie, a system of data collection which could help manage a building down to the last millimetre or watt has been around for a while now but it has been more or less ignored. Indeed, it is not letting any secrets out of the bag to say that at Balfour Beatty we have over 60 live BIM projects, but not one of our current clients have previously required COBie data drops. However that could be about to change as there has been a recent surge of interest in COBie.We currently have over a dozen submissions, which if successful, will require the full COBie data compliance. But are we ready, at Balfour Beatty or anywhere else for COBie? There are many obstacles in the way and for all the talk, recent conferences and seminars, including those sponsored by BuildingSmart held at the Academy of Engineering indicate COBie is not an easy nut to crack. The reassuring aspects of the report on COBie Field Trials were the extent of consultant and contractor engagement with the specialists and Academics and the rigour in which they demonstrated their processes. The disconcerting aspects for me outweighed the achievements by a factor of 10 when not one party was able to report that their COBie outputs were flawless. Now you might be thinking that it is just a matter of learning the rules of this new data game. However the fact is there are no

rules – yet! It is one thing to have read, understood and cross-referenced PAS1192:2 but it is another thing to successfully deliver fully populated and accurate Excel data. There is a lack of consistency and methodology when it comes to designing COBie friendly buildings.This inconsistency starts with designers who use the same software tool, but in different ways to achieve the same end result. And if they have not constructed their model arrangements in a COBie friendly manner they may well end up with lots of blanks or error messages in the output spreadsheets.The process may have far reaching implications on the way designers design, their scope of service as well as how the contributions from the wider supply chain are integrated and as a community we have barely scratched the surface in this area. The issue of nomenclature is also at large. We all need to talk the same language and I don’t mean which Uniclass codes are applied. It will come down to the provision of a consistent set of data. How do you indicate half hour fire resistance? Is it FD30 or Half Hour FR or something else? We also need to accelerate the process and widen the participants and there needs to be more consensus in CAD standards. There is terminology far beyond that defined by PAS 1192:2 and we cannot rely on Solibri or something similar to model check, thinking that as the models are populated correctly so will the COBie output. Until we have ‘swim lanes’ fully defined and

populated with who is doing what and how they are to do it – we may find ourselves in panic mode. Are you ready for Data Drops 3, 4 and 5 for example? If the design community are still unclear and all these processes are unresolved, how can we expect our supply chains to implement it? So I have a wish list of the working groups I think should be set up, the working groups would establish, number one, a consistent set of nomenclature (jargon if you will), working group two would look at the critical CAD methodologies, working group three, the likely contributions of contractors and delivery supply chain members, four, the clients’ input and finally, working group five would look at FM input. So it’s over to you. However, it is clear to me that compliance will have wide reaching implications on our industry and in particular the resources we employ to create and handle the data so we’d better get going and quick about it.

o 1 Embankment Place, the nine-storey post-modern office designed by Sir Terry Farrell that spans the railway tracks of Charing Cross station, is the headquarters for PwC, which is updating and retrofitting its estate in line with sustainability targets having achieved a BREEAM Outstanding rating for its More London office near Tower Bridge – the first building in London to do so. Knauf GIFAfloor has been installed to replace part of the existing raised access flooring by TFA Interior Projects as part of a complete overhaul of the building’s internal infrastructure, including refurbishment and fit-out of the offices, decommissioning of existing plant and installation of new central plant and engineering infrastructure, along with a new entrance area. Non-combustible with an A1 fire rating, Knauf GIFAfloor’s high thermal conductivity makes the panels ideal in underfloor heating systems and optimises the benefit of air and ground source heat pumps over timber or cement base floors, reducing CO2 emissions as a result. areas requiring continuous finishes such as sheet vinyl or hard finishes such as stone and large format porcelain. The 1200 x 600mm panels are installed on a conventional 600mm grid access floor under structure. Due to the tongue and groove design the GIFA floor system is flat and smooth once installed, with the further advantage that joints will not track through the applied finish. As a result finishes can be applied directly without having to screw fix panel to the pedestals and then fixing plywood – a necessity with traditional raised access flooring installations. Access to the floor void can be incorporated with conventional access floor panels or access frames.

Social core The building is located at the centre of the site with parking to the south. The campus comprises four connected elements which form a U-shape around a central atrium space running on a north-south axis. Compact floor plans minimise external wall area to reduce heat loss through the facade and high floor to ceiling height encourages natural daylight penetration from the outside and atrium. All agencies share the atrium space – it is the social core of the building, the place where employees meet, interact and circulate. This interaction will also encourage the dissemination of ideas and help create a sense of community. The atrium space can be used for large gatherings, multiple breakout and informal meetings, as well as allowing overflow space from the canteen if desired. It is aligned to offer the best open views of the Campsie Hills to the North. The atrium is used to foster a clear inside outside connection, with glazing taken down to the


Design & Desire formed a base internally embodying and enclosing secure spaces. Rootedness, Security, Stability, Confidence, Intelligence, Vision, Meaning, Legibility, Quality were all essential characteristics of the brief which required to be embodied in the building’s design solution.

Initial concept

development of a design strategy, with the solution following many discussions with all the client bodies. Context, precedent and metaphor were combined with these analyses to develop a semiology which would be capable of being read at various levels and provide users with a way to understand the nature of the building. The idea was developed for a series of buildings, whose ground plan was based on the legs of a chromosome, arranged around a common space sitting above the exposed geology of the site, which

The dynamic nature of the plan evolved from the geometry of the site boundaries, such that the principal entrance would be on a diagonal route, parallel to the railway, as is the secondary entrance to the east allowing connection to future expansion wings. A strong design ethos was established based on technologies used in crime detection, with DNA and chromosome biology being selected as main themes. The primary circulation is at the centre of the building, at the point where the two chromatid shapes would touch. Connecting bridge elements through the atrium were also initially inspired by DNA chain connections. These concepts were the starting point for iterative processes whereby design options were tested in terms of accessibility, legibility, internal ambiance, environmental performance and structural expression which ultimately permitted a solution with some depth and purpose. These ideas generate the form of the building. The discrete functions in each wing of the building are set against one another as blocks in the personification of the chromosome form. A limited palette of standardised bands of deep solid masonry are repeated in sequences around the facade in arrangements which reference the male and female chromosome sequences. These waves are more dense at closed elements of the facade and provide contrast at large glazing areas.

Exceeding requirements The Scottish Crime Campus design has achieved an exemplary B+ Scottish EPC rating. The specification of the building’s fabric and services allows the CO2 associated with the running of the building to be reduced by 40% compared to a normal Building Regulations compliant development. The project is on course to achieve a BREEAM Very Good rating to demonstrate overall sustainability. The project includes a 900kW Ground Source Heat Pump (GSHP) installation which is believed to be one of the largest in Scotland. The system will extract carbon free thermal energy from heat exchangers buried up to 140m deep. The energy which is captured throughout the year is then upgraded and converted to cooling or

heating to meet the building’s demands. This is done via electrically driven heat pumps. The GSHP system reduces the operational carbon associated with the building’s air conditioning by 650 tonnes every year. A full Lighting Control System (LCS) automatically adjusts illumination levels in line with the amount of sensed daylight. The LCS also provides automatic time channel control and presence/absence detection. Sub metering of substantial energy uses, high energy load installations and tenancy area allow monitoring of the building’s energy consumption. 30m2 of solar thermal panels are provided to meet the annual domestic hot water needs, reducing demand on the boilers. The annual water consumption is significantly reduced as a result of low flow sanitary fixtures. This is also supplemented by rainwater harvesting, where reclaimed rainwater will be used to flush over 50% of the WCs within the facility. Heat recovery systems in the air handling units exchange hot ‘stale’ air with fresh incoming air, warming the fresh air as it passes through the system, reducing the heating load. The Scottish Crime Campus is an innovative building which uses design excellence to deliver a unique facility which will assist in tackling serious organised crime. The building facilitates the ideas of collaboration, exchange and dissemination of information allowing cooperation between partner organisations.

The judging panel took into consideration feedback gathered during the public consultation process and consider that the winning design represents not only the choice of the panel but also the local community. Crucial to information transfer and share, designing with Building Information Modelling (BIM) is a collaborative way of working, underpinned by the digital technologies which unlock more efficient methods of creating and maintaining assets.

Insulation for the pitched roof insulation to achieve the same values as previously specified with fewer materials and reduced costs. Installed between the rafters, 50 and 80mm thick Celotex GA4000 was specified to achieve a U-value of 0.21 W/mK. As a result of the new partial-fill cavity wall and pitched roof insulation specification – as well as the installation of 100mm thick GA4000 in the floors – Cumbrian Homes was able to meet its energy efficient requirements with a high performance insulation solution.

Fulfilling the criteria Located close to one of the South Cumbria’s most picturesque market towns, Sedbergh, Cumbrian Homes’ Howgill Skies development will contain 12 new homes. Designed and built to the latest standards and finished in local natural stone, a high standard of specification is common throughout the development – making the homes the most energy efficient the developer has built to date.

N

ew homes developer Cumbrian Homes required high performance insulation for its new 12 home development to achieve target U-values of 0.26 W/mK in the cavity walls and 0.21 W/mK in the pitched roofs – whilst reducing the amount of insulation required and subsequent costs. Appointed to review the project’s cavity wall requirements, Celotex Energy Assessments (CEA) and the Celotex Technical Centre worked closely to produce thermal performance calculations that would achieve spacesaving requirements whilst simultaneously delivering improved U-values. After running comparative Standard Assessment Procedure (SAPs) calculations, CEA was able to change the previously specified full-fill external wall insulation to Celotex CW4000 partial-fill solution – with 3000m2 supplied in a thickness of 50mm. Meeting strict levels of energy efficiency, CW4000 has been awarded an A+ rating when compared to the

Successful outcome Celotex was appointed to review the cavity wall requirements for the Howgill Skies development. Set to use full-fill insulation to meet the 2010 regulations with a fabric first approach, the company was able to reduce Cumbrian Homes’ requirements by increasing the standards on thermal bridging. After successfully running two SAP calculations – one with full-fill and one using partial fill – Celotex recommended a high performance solution which delivered a reduction in insulation levels without the need for renewables. Utilising its ability to offer a service on thermally modelling, Celotex managed to adjust the thermal requirement for the cavity with the specification of Celotex CW4000. With its quick and efficient sustainability services, Celotex removed the hassle from the contractor whilst delivering the cost optimal insulation solution. With the specification of Celotex CW4000, Cumbrian Homes was able optimise costs and make significant savings on the overall construction programme.

Health & Safety The CDM Regulations 2007, when implemented correctly and proportionately, have been proved to bring considerable benefits to the construction industry

Time to think again? James Ritchie, Head of External Affairs and Deputy Chief Executive for the Association for Project Safety, talks to Future Constructor & Architect about the industry’s current objections to the new CDM proposals.

T

hroughout the months of April and May the Health and Safety Executive (HSE) have been running their consultation process on proposals to revise the Construction (Design & Management) Regulations 2007. During this time various construction industry organisations have been holding seminars for their members and providing feedback to the HSE. None more so than the Association for Project Safety who held 16 seminars in three weeks across the United Kingdom for over 1600 delegates. If the feedback is anything to go by, it is beginning to look like the HSE might have more of fight on their hands than they first thought and not just from CDM Coordinators who are lined up to be abolished. Other sectors of the industry have also raised serious concerns about how these regulations are going to work. The HSE have set six policy objectives for the CDM 2015 proposals: • Maintain or improve worker protection • Simplify the regulatory package • Improve health and safety standards on small construction sites • Implement the Temporary or Mobile Construction Sites Directive (TMCSD) in a proportionate way • Discourage bureaucracy • Meet better regulation principles These objectives are all admirable and I would have thought that everyone within

construction would agree with them. The Consultation Document seems to have generated a lot of discussion and the main areas of concern to the industry seem to be: • The watering down of health and safety standards leading to a possible reduction in worker protection • The over-simplification of the regulations raising concerns that some sectors of the industry will take advantage of the lack of clarity • The likely increase in bureaucracy with the introduction of a requirement for coordinators and principal contractors on many more, smaller, projects • Worries about the way responsibility for discharge of domestic client duties are being thrust upon contractors • The placing of health and safety coordination duties upon designers who might not want to do this • That the proposed revisions appear to be driven primarily by Government ‘better regulation’ cost reduction policies rather than a need to make a significant improvement in construction health and safety. The HSE will not like these comments as their principal aim is to maintain or improve worker protection however, industry appears to be saying “CDM 2007 isn’t broken, it just needs tweaking to make it even more effective and better integrated”.

We know that the UK Government has to change the regulations to meet the European Temporary or Mobile Construction Sites Directive (let’s just call it the TMCSD) otherwise they could face an embarrassing prosecution but changes could be easily made without incurring the disruption and cost that the HSE’s proposals look to bring to the industry. The bulk of the proposed changes to the regulations seem to be aimed at satisfying the current Government’s, sometimes controversial, approach to regulatory change.

Failure to comply The CDM Regulations 2007, when implemented correctly and proportionately, have been proved to bring considerable benefits to the construction industry and construction clients. The problem has been the abject failure by a proportion of the construction industry to understand and implement the regulations correctly and this has not been helped by what some see as the failure of the HSE to encourage, cajole and enforce compliance – particularly with regard to the early appointment of the CDM Coordinator. Let’s hope that the HSE take on board what the industry has been saying during the consultation process and, perhaps more importantly, that Mike Penning MP and the coalition government realise that, with this particular regulatory proposal, the industry seems to think they might just have got their priorities wrong. 8 www.aps.org.uk *

The hospital includes the latest, state-of-the-art equipment and has been praised for its comfortable and hotel-like environment. Completed at the end of 2013, the facade was installed by Astec Projects and manages to blend harmoniously with glass and wood elements around the building. 2000m2 of etalbond panels coated in a sparkling black finish were formed into cassettes and subsequently mounted onto a custom-made support frame to create a three-dimensional basket weave pattern. The alternating panel geometry allows light to be reflected in multiple directions creating a stunning visual outcome. The sparkling black coating for the etalbond panels was developed in the Coating Mixing Lab of ELVAL COLOUR, and coated

Avoiding exterior skin deficiency There are situations where it is preferable to approach damp control measures from a different direction. This is particularly relevant where partial or full fill insulation terminates horizontally (at plate level) across a gable wall. It also applies where any cavity impingement occurs, where the thickness of the exterior skin changes partway up the height of the wall or traditionally shaped cavity stops and barriers horizontally close the cavity. The Type CD Cavity Dropcloak manufactured by Cavity Trays of Yeovil provides an easy compliant approach accompanied with several benefits. It is a pre-shaped DPC cavitray moulded from Petheleyne, so it holds shape and does not distort. Supported in position by being partially built into the inner skin only, it functions as a protective cloaking section that drops downwardly and forwardly in the cavity, guarding against wet transference via the upper surface of any insulation, cavity barrier or impinging masonry under it. Because the Type CD does not build into the outer skin, the outer skin is not weakened by DPC presence through it. Accordingly use of the Type CD avoids the

commonplace accompanying cracking as a result of slip-plane movement that can occur across gables and similar (particularly visible with externally rendered finishes). The exterior skin in such situations is exposed to wetness both above and below the Dropcloak level. Thus it is acceptable for water within the skin to continue gravitating downwardly without the usual need for evacuation unless specific conditions exist. By eliminating the need to build and support into both skins, installation is speedy and the problem should skins not align is not of concern. The approved Petheleyne Type CD Dropcloak is manufactured only by Cavity Trays of Yeovil and is accompanied with a performance warranty.

A greener approach to housing schemes Telford Homes’ Parkside Quarter development on the outskirts of Canary Wharf, is the latest residential development to launch on Stebondale Street, E14 3DF, Isle of Dogs.

T

he 64 apartments in the development’s main five-story block will be marketed to private buyers by Telford Homes, while a separate four-storey block containing 17 apartments will be let by EastendHomes and the housing association will also offer five apartments in a further four-storey block for shared-ownership.While the target market for the private and social housing elements of the scheme may be very different, many elements of the specification are the same; including the green roofs that will feature on all three blocks. Designed by David Wood Architects, the Parkside Quarter scheme is named after the acres of parkland that lies adjacent to it on the Isle of Dogs, in an enviable location that is only a few minutes’ walk away from the banks of the Thames.The use of green roofs on all three apartment buildings, therefore, connects the residential scheme to its location, creating synergy with its green surroundings. The green roofs were installed by roofing contractor Cawston Roofing using the cold liquid-applied waterproofing membrane,

building movement and has a BBA certified service life in excess of 25 years.” Once the roofs had been waterproofed using the Kemperol V210 system, Cawston installed 240mm insulation directly on top followed by a 25ml deep attenuation layer; this enables rainwater to be stored to irrigate the green roof planting while allowing any excess water to drain off the roof. Finally the growing medium was installed along with plug plants to create the finished green roofs. Stuart Hicks adds: “Specification is extremely important when it comes to green roofs. Arguably the most important element is the waterproofing as the primary function of the roof is to protect the building.This must be robust enough to last as any leaks in the membrane can be difficult to access or repair once the green roof is established. “Choosing a cold liquid applied waterproofing system, such as Kemperol V210, overcomes the common failures of many roofing systems as there are no seams, laps or joints that can be compromised. Client preferences and aesthetics have a role to play in the choice of green roof plants, but a key consideration should always be the location and prevailing climatic conditions as these govern the amount of light, heat, shade and moisture the roof will receive.” 8 www.kempersystem.co.uk *

Kemperol V210, from Kemper System.This was used to waterproof the concrete deck and provide an ideal base for the inverted roof insulation and green roof elements of the project. Explains Kevin Cawston from Cawston Roofing: “Kemperol V210 is the ideal base for a new build green roof because not only can it be applied quickly in a single process, saving time and labour, but it is also certified as root resistant so the planting used in the green roof will not compromise the integrity of the waterproofing.” Cawston Roofing began by applying Kemper System’s EP primer to the substrate to seal the concrete and provide the ideal key for the liquid waterproofing membrane to bond to. Once cured, the installation team then applied the Kemperol V210 resin to the primed substrate, completing the roofs one section at a time. Military museum shown in the best possible light A new, purpose-built home for a military museum has made unusual use of Armstrong Ceilings. The new £2.3m Soldiers of Oxfordshire Museum features 29 of Armstrong’s 1800 x 2400mm Axiom Knife Edge aluminium canopies with Tegular 2 metal tiles under the exposed concrete soffits throughout the display and office areas. In this case, the main runners of the standalone canopy – an easily-relocatable modular system designed to create ceiling “clouds” for acoustically-challenged or exposed structure spaces – have been specially adapted to carry recessed spot lights to meet the museum’s requirement for illumination at any point within the gallery space. Armstrong’s technical department worked with Oxford Architects to adapt the standard components to allow the ceiling canopy design to incorporate lighting tracks into the main runners without the need for bespoke fabrication. Specialist sub-contractor

Berkeley Integra then produced a sample raft complete with the lighting installation. Oxford Architects has used Armstrong Ceilings system for the past 30 years and specified the Axiom canopies to meet the visual design requirements of the museum, a charitable trust colloquially known as SOFO. The ultra microperforated metal 600 x 600mm Tegular 2 tile perforations are practically invisible miniature holes less than 0.5mm in diameter. Incident sound waves are absorbed without the need for any acoustic infill. They are also manufactured from 30% recycled content and feature 83% light reflectance.

Armstrong Ceilings reign at Kings Engineering students at the University of Edinburgh are getting a little extra help with their studies from Armstrong Ceilings. Wood lay-in tiles and a customised wood canopy are helping to define and soften a new student work/social area as part of the interior refurbishment of the university’s Hudson Beare Building on its Kings Buildings campus south of the city centre. The 50m2 canopy comprises 1200mm x 600mm US cherry veneer plain wood planks, some containing smoke detectors and movement-sensitive lighting, with a Vector edge detail which gives a narrow 6mm reveal for a sleek, monolithic look, within a Prelude 24 XL2 grid. This is complemented in the same room by three rows of 600 x 600mm plain US cherry MicroLook lay-in tiles, installed between plasterboard, on a Prelude 15 XL2 grid, as well as 16m2 of these tiles in circulation areas. In addition, the main lecture theatre,

which is one of the early purpose-built concrete lecture theatre structures and Grade B listed, featured 180m2 of Armstrong’s 1200mm x 600mm Ultima OP tiles installed on a Prelude XL2 grid. These mineral tiles perform acoustically to Sound Absorption Class A. The £330,000 project was the subject of a “Pimp my school” project to improve the student social/break out study space. This resulted in the opening up of a larger room to create an additional such space. There were also cosmetic improvements to teaching rooms and toilets, with a

third phase comprising the removal of a small unused servitor’s box and lobby to accommodate a mobile staffed coffee bar and some lounge seating. Tarkett LVT installation goes swimmingly A King’s Lynn swimming centre that has almost a quarter of a million visits each year has revamped its viewing area with the help of Tarkett flooring. The 100m2 area of the Norfolk St James’ Swimming and Fitness Centre, which includes catering facilities and vending machines, has been installed in Tarkett’s iD Inspiration 70 luxury vinyl tiles (LVT). The installation was carried out by Featherby Flooring, also based in the town, and users and staff at the centre are delighted with the finish. The company has never used Tarkett flooring before – but Managing Director Dean Featherby says

they certainly will from now on. Dean says: “We came across Tarkett’s LVT range and really liked the look of it, so we thought we’d give it a go. We opted for iD Inspiration 70 in Antik Oak and the client is overjoyed with the result. We loved the

product too – it lays really well. The way it’s cut gives a consistent accuracy, and the ease of keeping the planks true is the best we’ve seen from any LVT.” Manufactured with a 0.70mm transparent PVC wear layer, the flooring is hard-wearing so ideal for areas that experience heavy footfall – like sports centres. He said: “The lodge is built mainly of stone and had always been painted, but over the years the walls have been poorly repaired using conventional cement and paint. It also had a 1970s red brick extension which looked out of place and we wanted to blend that into the original building as much as possible. “We used a hot pressure steam wash to remove all the old paint, removed all the cement repairs and added in new sections of stone as necessary. It is important that masonry walls are allowed to breathe, rather than locking in damp using conventional materials, so we specified putty based lime mortar and Earthborn’s Ecopro Silicate Masonry System.” The system is water based and VOC free, so it has strong environmental credentials. In appearance, it gives a classic matt finish that will not yellow over time. It even helps prevent algae growth. Peter added: “Ecopro Silicate Masonry Paint and Primer have a lot of body, so they provide excellent covering power.We just needed one coat of primer and two coats of paint to give complete cover across both the stone and brick.We chose the Portland Stone shade of paint and it works really well in unifying the extension with the main lodge building.” Ecopro is Earthborn’s trade paint range. Evinox simplifies underfloor heating control To simplify underfloor heating control for communal/district installations, Evinox has launched an UFH control kit for its ModuSat HIU system. This provides individual room or zone temperature control when combined with Evinox room thermostats. The Evinox UFH control system connects to the ModuSat Heat Interface Unit and the ViewSmart room controller, which then operates as the time programmer. The UFH control system sends a run signal to the ModuSat when there is a demand for heat from any of the room thermostats or a run signal from the ViewSmart controller during the timed period.
