o, around the time this issue lands on your desk the election will be all but over. Bar the shouting, that, in the case of the widely suspected hung result, will go on for the next, oh, four or five years.
I love the old adage of “no matter who you vote for, the government always get in!” But there’s also the one that goes “we get the government we deserve” – so it’s up to all of use to not only vote at elections but to pester those who sit in Parliament about issues we feel strongly about. FC&A don’t have any political leanings, apart from to look out for our own industry, so if there are any issues you want us to take up on your behalf, let us know. United we stand and all that... This March’s budget now may, or may not, be relevant. Decisions like removing the stamp duty on first time purchases of below £250k will have only temporary, and, in my opinion, minimal effect. Stamp duty is a tax on something that kicks off several business transactions. Apparently brought in to control prices at the higher end of the market, and therefore initially affecting very few buyers, it’s now payable by most. And considering that a great many properties are bought because of essential job moves, or family requirements (moving nearer older parents or example), or to downsize to save money, this tax on relocation is ridiculous. Not that I’m bothered by it, obviously. The expenses ‘scandal’ changed many voters’ opinions of their MP. Hopefully all caught over-claiming will be investigated by HMRC and have the full weight of the Inland Revenue and VAT on them. Can you imagine a small construction company or an architectural practice getting away with overinflated claims, no receipts etc? And this is cross-party; I’m not picking on anyone in particular. I hope you enjoy this month’s issue of FC&A, we really enjoyed putting it together.We are sent some great case studies, but there’s always room for more. arnegie Village, a £26 million 479 bedroom student accommodation scheme, received a BREEAM ‘Excellent’ rating earlier this year and was built using UPP’s pioneering Eco Residence model. UPP created the Eco Residence model in response to the need for improved environmental performance alongside affordable rent levels. Carnegie Village, on Leeds Metropolitan University’s Headingley Campus, leads the way in sustainable campus infrastructure and was designed by GWP Architecture.

One townhouse block within Carnegie Village achieved Passivhaus certification in March, which is a landmark project for the sector.This building was designed and built using innovative energy efficiency techniques, meaning that conventional heating systems are not required. PassivHaus buildings are widely recognised as meeting the world’s leading standards in energy efficient construction and have been shown to typically achieve an energy saving of 90% compared to existing housing. Initiatives such as this, which reduce carbon emissions, are increasingly relevant for universities because the Higher Education Council for England (HEFCE) has set out that future capital funding for universities will be linked to carbon performance. Nigel Moore, Project Leader, Shepherd Construction talks to FC&A about their involvement: Can you tell us how meeting sustainability/energy efficiency targets affected your choices? Whilst the materials and products used on this contract were of a standard form, the methodology used was different.To reach the energy efficient targets for the Passivhaus standard, a greater quantity of materials was used; for example insulation in floors, walls and ceilings. Also, during the construction phase hold points were installed at critical stages of the build to check the quality of finish. An example of these hold points is the timber frame the timber frame was foil lined and then insulated, then an air test performed before the plasterboard was fitted. Did you use any materials/ methods that were new to you, how did you get on with them? Construction of this building was a learning curve for all of the team in both understanding timber frame construction and also the complexity of the Passivhaus requirements. Regular collaborative workshops with dedicated site operatives were held to explain the processes involved and ensure the required air tightness was achieved.

Being built off-site, were there any difficulties getting it onto site? Whilst the following products were manufactured off-site they still needed final finishing on-site: The timber frame elements were manufactured in Preston UK, by Prestoplan, and delivered to site in the build sequence to our ‘just in time’ requirements. The bathroom pods (5 types) were manufactured in Poland and transported to site to coincide with the timber frame build sequence. Prior to the start of works the timber frame & pod manufacturers joined us in a number of logistics workshops to ensure that a coordinated approach was implemented.This ensured all deliveries arrived exactly when needed and assisted the smooth running of the project. Can you tell us a bit more about the energy efficiency techniques incorporated? The main cluster block utilises rainwaterharvesting tanks for grey water use and also supplements its electrical usage by

utilising suites of solar panels, which are located on the roof.The Passivhaus utilises heat recovery units, which recycle warm air contained within the house with fresh air drawn from outside, thus providing fresh warm air throughout. This system negated the need to install any traditional mechanical type of heating. Were there any difficulties in meeting the clients brief? As this was the first Passivhaus in England and also the first one for the BRE, the main difficulty to overcome was understanding the build requirements of a Passivhaus, which were set out in Germany for implementation in the UK. We worked collectively with BRE, Leeds Metropolitan University, and UPP to gain an understanding of these requirements and once this was completed it was just a case of fulfilling these requirements. What were you particularly proud of in this project? This project was a collective team effort from start to finish and we can safely say we are all very proud of the development given the complexity and especially proud to be associated with the first Passivhaus to be constructed in England.

tate-of-the-art design and building techniques have enabled a new “underground” home in Cheshire to satisfy stringent planning regulations while creating the 15,000 square feet of living space required by its prospective owner.The architectural challenge was met by Liverpool-based design and construction specialist RJ Lewis Projects Ltd after local planners decreed that the visible part of the hillside home should mirror the footprint of an old cottage formerly occupying the site. The result has been the creation of a futuristic, four-storey property where 85% of the development – including the vast majority of living space, a luxurious swimming pool and parking for multiple vehicles – is carved into rock.The completed home, whose location at stunning Helsby Hill falls within Green Belt as well as an Area of Special County Value, was due to be handed to its new owner early 2010. RJ Lewis Projects’ Director Simon Lewis explained. “The plot’s owner had been looking to create a large family home that caused minimal environmental impact, both on the surrounding countryside and in its day-to-day running. He called on RJ

Lewis after traditional architects had been unable to offer the space and features he required while protecting the area and satisfying planning regulations.This needed anything but an off-the-shelf solution.”
To protect the area, the construction team avoided traditional techniques such as blast charges. Instead, they cut into the hillside using “breakers” – huge rockcutting wheels.
Negotiating a planning minefield “Having previously worked on everything from offices and laboratories to retail centres and leisure complexes, RJ Lewis Projects is extremely experienced in marrying innovative design with the exacting requirements of planners,” Lewis added.“However, at Helsby Hill, we’ve needed to create completely new design features while also negotiating a planning minefield.We’ve worked extremely closely with the local authority to design and create a 15,800-square-foot home that offers the expansive, low-energy living space required while having minimal impact on the surrounding countryside. Local councillors, planners and neighbours have all been involved in the consultation process.”
A truly 21st century living experience The main structure of the new building is a steel frame, with timber-framed and panelled walls then being used to create four levels of stunning living space, two of which are below ground. Features include a swimming pool and family space on the lower-ground floor and a large lounge area and open-plan kitchen in the heart of the house on the ground level, with two additional floors of en-suite bedrooms.
Workers from RJ Lewis Projects first began clearing the site on Hill Road North in February 2009.The existing home, Hillside Cottage, was demolished before thousands of tonnes of rock were removed from the sandstone hillside during a complex three-month process.

The highly innovative features introduced by the RJ Lewis team include an internal courtyard which allows light into the ground floor without being visible from the surrounding area.There are also antiglare windows, a vertical “light tower” to carry natural daylight below ground, a specially designed energy-free ventilation system and a cutting-edge security system. A cave surrounds the whole property The house is served by its own water borehole, uses bio-fuel energy and features its own waste-water treatment plant. Its environmental impact has also been reduced by using sustainable building materials and, by being below ground, incorporating a lawned roof.The building is enveloped underground within an epic quarry, where the building sits truly independent of the original excavation. A cave surrounds the whole property underground and provides a subterranean service access to every room, as well as outstanding insulation. An existing orchard forms a backdrop to the site while established trees and
hedges are being retained and developed to provide additional screening. “Over the 30 years RJ Lewis has been in business we’ve tackled many unusual assignments but the project on Helsby Hill has been unique.The design and construction work has been nicknamed Project Ijsberg because most of the house is hidden below the surface,” Lewis concluded. “The design has enabled us to base the visible area of the new building on the dimensions of the old cottage it replaced.The elements of the new home above ground are also broken up into smaller sections, again to reduce the overall impact.”

won’t gain points for originality by saying that the most urgent issue facing us is the environment. However, the retrofit programme the country so desperately needs is in danger of losing its way before it’s even en route. It needs to be properly harnessed and financed if it is to be successfully delivered – and we have to play our part in being ready to deliver to very high standards. To me, while funds and leadership are vital, standards are the Number One priority. And we are a long way from agreeing and implementing them. The various retrofit initiatives currently
underway around the UK are laudable, but the problem is that they are disparate and we need one single body to grab hold of the entire retrofit agenda to make it happen properly.We need to agree standards, funds and timescales. We also need to agree whether or not we are actually ready to climb this mountainous task. Of course we are all under great pressure to hit emissions targets and any construction company not taking this seriously will lose business due to their lax attitude. Apollo is involved in a number of retrofit projects that meet the urgent

However, without universal standards in place, the emissions performance of our projects is likely to differ greatly from that on others which are being carried out to fit a budget rather than meet the need. This is the key to the other main issue: budgets are dictating the scope and nature of retrofit projects when it really ought to be entirely driven by the urgency of our environmental situation. I have been asked to describe the standards that we would roll out nationwide for retrofit schemes. They would have to include measures for improving thermal performance and

Voice of the Industry then, they will need to face the uncertainty of exactly what treatment is required to meet the Government’s sustainability targets.
increased used of natural ventilation to reduce mechanical intervention in heating and cooling of properties. Neglecting these would mean ignoring huge contributing factors to our carbon footprints. Educating householders Beyond this, industry can contribute to standards through firmer controls on heating systems to increase efficiency and through far greater use of renewable energies and alternative fuel supplies.The Government’s role would include the thorough education of householders to change current living practises. The problem with budgets driving the retrofit movement is that the funds available vary from project to project; town to town, and county to county. Therefore, to achieve a uniform, high standard we need central funding available to all on an egalitarian basis. Energy companies have a role to play here, in developing greener sources of power and in continuing to provide funding for projects that will result in less of their own product being used. Fit for the job This might sound perverse, but the fact is that energy suppliers are duty-bound to develop an infrastructure whereby their products are used carefully and economically, which means stopping heat leaking away from all buildings through the walls and roofs. Of course, we are already working with energy suppliers on the design of new homes to improve their heat retention, though this pre-supposes that the supply of energy is fit for the job.

The move to encourage families to fund their own upgrades will be difficult, I suspect, simply because people are likely to be unable to relate to the long-term risks of not doing so. Many families will invest though the majority will put it off, which will have further negative impact on the Government’s targets for one million homes to be upgraded annually. The availability of cheap loans may have little impact on the market as we would then have to check that they are being spent on further carbon reduction measures, as opposed to something more immediately appealing to the householder such as a new kitchen. Are we ready? The final problem with this entire movement is something the industry has to think carefully about: do we as contractors really have the capacity to deliver to the Government’s targets? It is all very well to bemoan the lack of standards (which I do) and the uncertainty over funds (which I also do) but we have to look in the mirror and ask: are we ready as an industry to take on this task? Ask anyone in a boardroom working in the regeneration sector and they will say they are crying out for work – any work.This is especially the case with Decent Homes coming to an end coinciding with the most severe economic downturn since the 1980s. This poses another challenge, however, entering the realms of relatively unproven technology. Only those companies ready to invest in the equipment, the workforce and the training will succeed. And even

Driven by standards The leading companies already putting their hands in their pocket to take the projects forward need to work with leaders such as Sir Bob Kerslake, chief executive of the HCA, whose sample projects can be used as a benchmark, as well as with DECC and the local authorities which are endeavouring to raise the bar. However, that again only serves to highlight the lack of centralisation, with everyone ploughing their own furrow when we need standards setting centrally (as high as possible) and the channelling of the funds into one central pot. I would say that if the construction sector wants one issue addressing it is retrofit: we need a focus, a determination and a leader with vision. And we need the entire movement to be driven by standards. It’s not a pretty project. It won’t be winning many awards. But it is vital.

Exhibition Review Although the 2009 show was cancelled amidst concerns about the economy, kbb Birmingham which took place 21st to 24th March 2010 was a huge success, with an overwhelming number of exhibitors reporting a ‘fantastic show’. ompanies had gone to a lot of effort to make their stands look incredibly impressive, leaving the judges of the inaugural Stand Awards, Martin Allen-Smith and Victoria Redshaw, with the difficult task of choosing three winners.The final decisions were Abode (Best Stand over 150m²), Scavolini (Best Stand between 50-150m²), and Westin (Best Stand under 50m²). Darren Holliday, Managing Director of Abode Home Products Ltd was delighted. “Judging by the crowds on our stand from start to finish each day and the number of people at the show in general, KBB2010 proved a great success.The exhibition attracted large numbers of retailers wishing to address the poor market conditions actively through change – positive changes in their product mix, displays, retailing options and attitudes. Our new range of kitchen sinks certainly received a positive reaction from all stand visitors”.

Foundation course The tasks of decreasing surface water run-off whilst increasing car-parking facilities don’t often appear compatible! Hauraton look at what can be done to improve both.
W
ith house building growing apace in many parts of the country, a favourite ploy of many developers is to demolish a few homes that have large gardens then build say, twenty or so dwellings with accompanying car park. In addition, new large housing estates are being built that obviously reduce the capability of the ground to absorb rainwater. Generally the increased density of dwellings inevitably leads to other major building projects in a locality including roads, schools, supermarkets offices and industrial complexes. All of these can have a potentially detrimental effect on the natural flow patterns of surface run-off, exacerbating the potential of local flooding, whilst reducing infiltration into the sub-soil and the replenishment of aquifers.To avoid overloading existing drainage pipes, attenuation schemes are being demanded by planning
authorities as an integral part of developments, especially where there are not separate grey and rainwater sewers. A convenient and cost effective way to ensure drainage for a given area is to install a surface reinforcement polyethylene/polypropylene grid system with a grass or gravel infill. Given a correctly specified foundation, current products on the market can have load capacities of up to 400 tonne/m², this easily allowing the weight of a fully laden fire engine. Providing the correct foundation is critical if the grid system is to achieve the intended load capacity. How many times have you seen installed systems where the wheels of vehicles have crushed the grids into the surface making mowing of the grass infill impossible?

Creating a sense of wellbeing Recent research carried out by nef (the new economics foundation) in collaboration with Marshalls plc, the UK’s leading hard landscaping transformation company, has found important links between an individual’s wellbeing and the external environment in which they live.
E
veryone likes to feel good. However, evidence is mounting that psychological well-being is more than just ‘nice to have’ but can instead bring real and lasting benefits. Effectively measuring people’s well-being is a new way of assessing true socio-economic performance; it can lead to increased self-confidence and resilience; broader community and societal value; higher engagement and happiness; potential to increase performance; and sustainability – doing more with less.
‘external conditions’ up to ‘good feelings’. The concept of well-being comprises of two main elements: feeling good and functioning well.
So what is wellbeing? For the 2008 UK Government Foresight Project, nef conducted a review of Mental Capital and Well-being and produced an evidence based definition of well-being as “…a dynamic state in which the individual is able to develop their potential, work productively and creatively, build strong and positive relationships with others, and contribute to their community.”

The Model of Wellbeing captures the interconnected nature around the concept of well-being. The key thing to understand is that well-being is not just the top circle but the ‘dynamic’ interplay between all four. Within this model, the different domains (work, home life, and living environment) of an individual’s life constitute external conditions, which together provide a variety of challenges and opportunities. When you look at the model, it is important to recognise that people are not made happy by things, but by doing things. That’s why there is no direct arrow from

pened during 2008, it was conceived and extensively planned by the Berlin-based architects KSV Krüger Schuberth Vandreike. For the production of the exterior laminated glass panels, used in the building’s double glazing, the facade specialist Vega Systems, in cooperation with the architects and the engineering office Studio Cattivelli, chose strong and stiff DuPont SentryGlas interlayers, well-known for their ability to create highly resilient laminates and their postbreakage performance. Such properties have enabled the creation of relatively thin glazing, reaching up to 25 meters high and, in sections, acting as an overhead installation, which is able to meet rigorous safety requirements and requires only small, unobtrusive point fixtures to securely hold the panels in place – even at high wind forces. SentryGlas interlayers are considerably

stronger and approximately 100x stiffer than those made with PVB. As a consequence, there is almost perfect load transmission between the laminated glass sheets – even at higher temperatures – which actually behave similarly to monolithic glass. This is a byword for the excellent flexural behavior of the laminate under load, even under direct sunlight during mid-summer. Accordingly, laminates with SentryGlas demonstrate only half of the deflection rate of comparable PVB laminates when the same load is applied, and is thereby similar in its behavior to monolithic sheets of the same thickness. Further benefits are its high, crystalclear transparency, its virtually universal resistance to yellowing and excellent edge stability. The structural designer Fausto Cattivelli commented, “The immense resilience of laminated safety glass made with SentryGlas is still greatly unknown. Public

authorities and architects, coming across it for the first time, are always astounded by its performance. It was the same case when we, in partnership with Vega Systems, proposed the material for the facades of the ‘Museion’, including the overhead sections. Indeed, we only received regulatory permission for the material to be used following extensive testing, some of which was carried out independently, which included the glass panels being loaded with bags of sand until they actually broke.The loads achieved were to the ultimate satisfaction of all parties, as well as the fact that, post breakage, the laminated safety glass with SentryGlas was still able to provide long term support to high loads.The broken panels show very low deformation, even after 24 hours at 50°C, and the glass fragments remain securely adhered to the interlayer.” Ultimately the team decided on a laminate consisting of a 12mm thick sheet of tempered glass, a 1.52mm SentryGlas interlayer and a 12mm heat strengthened glass sheet in the lower, perpendicular sections. For the upper, overhanging sections, a laminate consisting of two 12mm heat strengthened glass sheets with a 1.52mm SentryGlas interlayer was used. The cost of compliance
R
esearch carried out by the Forum of Private Business (FPB), a not-for-profit business support and lobby group, found that complying with regulations costs the UK’s small construction companies a combined £1.1 billion every year, a significant slice of the £12 billion paid annually by SMEs in order to meet all of their legal obligations. According to the research construction firms in the North West face the biggest bill for overall compliance with legislation at £175 million. Small companies in the South East are hit with the second largest bill, at £163 million, followed by Eastern England (£118 million), the South West (£110 million), the West Midlands (£108 million), and Yorkshire and Humberside (£91 million).The cost for both the East Midlands and London was calculated at £85 million, followed by £81 million for Scotland, £53 million for Wales, £51 million for Northern Ireland and £37 million for the North East. The figures, drawn up using feedback from the Forum’s UK-based members, are based on the amount of company time, and therefore money, spent on bureaucracy. In all, small businesses spend an average of 37 hours per month simply filling out forms. Health and safety was eclipsed only by the cost of employment law. The persistent problem of overregulation Complying with health and safety legislation alone leaves small construction firms a total of £277 million out of pocket each year. However, surprisingly this means that small construction firms face the smallest bill out of the four industry sectors investigated.

SMEs in the services sector pay around £832 million per year.The TRAD sector, encompassing businesses related to retail, hospitality, transport, storage and vehicle services is hit by red tape costs of £606 million, while smaller businesses in the manufacturing industry face annual costs of around £357 million. One argument behind this is that risk management is often administered by main contractors. Another is that even the smallest construction companies are so used to jumping through each and every health and safety hoop that they have become adept at doing so. Despite the time and money clearly involved in legislative compliance, the implication is that businesses in the construction sector are better placed than most to be able to control health and safety costs as the economy enters sustained recovery. But this will require a helping hand from political policymakers.Whichever party is elected to power in the imminent General Election will need to address the persistent problem of over-regulation. More openness and clarity There have already been some positive steps. Representatives from the Better Regulation Executive have been in discussions with businesses groups, including the Forum, hoping to meet a target of saving £3 billion per year by reducing bureaucracy. The Government has launched its new ‘forward programme’, which will be introduced over the next 12 months, to create what it says will be “more openness and clarity in the regulatory process” in a bid to simplify the regulatory procedure.

Mounting health and safety regulations are heaping more pressure on small construction firms including many struggling with poor credit conditions, late payment and a slump in trade. But, perhaps contrary to expectations, other industry sectors are suffering even more under the burden of red tape, says Phil McCabe of the Forum of Private Business. However, many firms fear these measures do not go far enough.The Forum of Private Business is calling for a comprehensive regulatory review to be established. In the spirit of the Comprehensive Spending Review (CSR) this would involve looking at new and existing workplace legislation from the perspective of businesses tasked with complying with it and removing or simplifying problematic areas wherever possible. But for construction companies comprehensive support on health and safety is already available.Via its new Health and Safety Director solution, the Forum of Private Business provides a health and safety telephone advice line, insured health and safety advice, an annually-updated health and safety guide and ‘comply-as-youcomplete-downloadable health and safety templates. Nu-Heat gets behind Rainwater Harvesting
A
round 18,000 litres of water is used annually by an average person just to flush toilets and wash clothes, so from the environmental perspective of saving water, rainwater harvesting is a logical choice. Nu-Heat’s RWH system can replace 30% to 50% of the mains water consumption, making a significant difference to an average family in terms of water bills where water is metered. After researching available products, NuHeat has chosen to work with German manufacturer Roth. Nu-Heat already has a successful relationship with Roth for manufacture of the company’s solar panels. The user-friendly Nu-Heat RWH system incorporates the latest technology and is easy to install and maintain. It has been developed to provide the homeowner with a ‘fit-and-forget’ system, ensuring an automatic supply of harvested rainwater

The calculation for each installation is dependent on factors such as local rainfall, roof area, drainage efficiency and anticipated occupancy. Nu-Heat will assess each project individually and recommend the appropriate size of tank and pump to meet demand. Tanks are available in two sizes, 3500L and 5000L. If required, two tanks can be fitted together very simply to increase storage capacity to 7,000 or 10,000L.

ustralia is one of the most urbanised continents on earth, with 93% of people living in cities. Depicting cities 40+ years in the future, the final selection of entries from the national “Designs for Australia’s Cities 2050+” competition will be exhibited in the two-part “NOW + WHEN Australian Urbanism” at this August’s Venice Architecture Biennale.These architectural ideas comment profoundly on urban density and sprawl and will act as a catalyst for debate. The ‘NOW’ element highlights six of Australia’s most interesting urban and antiurban regions as they are, and futuristic urban environments from the competition imagining ‘WHEN’ we reach 2050 and beyond. Seventeen proposals were shortlisted, led by the Australian Institute of Architects’ 2010 Venice Architecture Biennale Creative Directors, John Gollings and Ivan Rijavec. Rijavec and Gollings see future urban transformation in Australia being driven as much by political and economic imperatives as by technology and design. The competition was intended to liberate architects from planning and design constraints to encourage hypothetic,

futuristic visions. Shortlisted proposals include: New cities housing between 50,000100,000 people in current desert areas to address our expected population growth. Cities in which urban development is concentrated in ‘peripheral’ areas, such as large landholdings on university campuses, ‘big box’ shopping centres, business parks, industrial estates, recreational reserves, and market gardens to establish a series of interlinked, self-sustaining districts dispersed along a transport ring. The ‘Fear Free City’, based on the belief that ‘any design for a good, sustainable city for the 21st century will demand a theory of hope and the desirable’. Cities which address issues such as: what if a city grows not out, but up or down? What if a city’s growth boundary is not on its periphery but at its heart? What if new planning initiatives were introduced governing the use of air space? Cities ‘woven into the landscape’ – balancing dense human settlement with flora and fauna biodiversity, with major roadways converted into natural landscape corridors. Island Proposition 2100 (IP2100) The Island Proposition 2100 embodies hyperconnectivity, the IP2100 spine contains a system of hybrid infrastructures, which will link future urban centres and their territories. The spine will transport people and goods using magnetic levitation (maglev) technology, carry energy, water and agriculture goods, convert ‘waste’ to resources, and provide living, industrial, and commercial spaces along the network. Melbourne-based architect and CoCreative Director Ivan Rijavec said, “In what promises to be the Urban Century, the design and planning of our cities is fundamental to our prosperity and survival.The overarching message of the Venice Biennale Exhibition is that Australian identity has gone ‘walkabout’, it has come out of the bush and bedded down in our urban centres.Though outback and bush myths remain seminal to our culture, there is no doubt that the Australian collective consciousness is now urban.” Rijavec explains that Venice itself is a pertinent reminder of the threats facing our urban environments. “Venice itself has shown how a city might blossom in a global context, but also how the vicissitudes of a changing world can turn it into a caricature of itself – some 60,000 people live there, while more than 20 million visit it annually. It floods 50 times a year and, saving protective measures, by 2030 it will be under water.” The exhibition gives expression to Australian ‘urban dreaming’, and in Venice it will be presented in a completely new state-of-the-art, three dimensional format that will change the way Australian urbanism is seen.
Ocean City A new underwater city, Syph, spawned from a rise in interest in biomimetic practices and materials in the advent of climate change. The migration of the Australian population from land to sea because of the sky-rocketing value of disappearing land, provided an opportunity to develop a new cityscape. New corridors supporting the migration of biodiversity are interwoven through urban centres, and reclaimed road infrastructure to ensure no loss of species this century.

Timber in construction has become a firm favourite with designers and contractors for a fast completion of a project. But can the use of timber increase the risk of an accidental or malicious fire becoming out of control? The statement below from a senior fire fighter highlights the problems associated with unprotected timber.

bout 4 years ago I attended a four storey block of timber framed flats under construction.We could see the smoke as we approached, so I ordered the crew to don BA. I got a glimpse of the building in between existing houses as we approached, flames were rapidly spreading up all four floors, so fast in fact, that the scene had changed some 10 seconds later as we entered the construction site to one of almost complete involvement, the building collapsed in on itself approximately 14 minutes after arrival, our efforts being mainly confined to (successfully) defending the buildings either side, also timber framed under construction, the speed of fire spread in these buildings (under construction) has to be seen to be believed. “Following that incident, I have often wondered what will happen in years to come, when the flat owners remove walls, re-plumb or make any of the host of alterations to property that people make? Considerate construction! The refurbishment of aging social housing estates brings many challenges, not least the careful re-housing of residents to the satisfaction of the community. However, the Leadbitter Group was hailed as “Exceptionally Good” by the Considerate Constructors Scheme for its refurbishment of the historic Radford Estate in Prince Rock, Plymouth. Paul Munro, Regional Manager of Leadbitter’s South West Housing Division, looks at the special measures taken to ensure the project’s outstanding success.

T
he Radford Estate in Prince Rock, Plymouth, is one of the earliest examples of local authority housing in Europe. Some of the homes are 100 years old and are amongst the few in the area that escaped bombing during the Second World War.Today, it still has a vibrant and strongly established community, with one tenant being in residence since 1943. The estate is made up of houses and flats, which are home to an ethnically diverse mix of residents, both young and old. But the time had come to replace outdated internal and external fixtures, while still sympathetically maintaining the character of the estate. Leadbitter undertook the refurbishment of 192 of the estate’s properties on behalf of UK housing provider Sanctuary Group, which owns and manages the estate, following its transfer from Plymouth City Council in September 2008. A challenging project The work was scheduled to be completed in five phases, running from November 2008 until May 2010 and involved fitting new kitchens and bathrooms, installing new windows and doors, upgrading central

heating systems and completing necessary rewiring, as well as re-pointing brickwork and carrying out other external repairs. It was a challenging project that would mean working closely with Sanctuary residents throughout the time their homes were being refurbished. However, regardless of when their home was scheduled for refurbishment, Leadbitter gave all the residents the option of having the interior work on their homes completed before Christmas 2009. As a result, 153 properties - 80% of the total were completed by then. The Leadbitter site team also implemented several key measures to help minimise the disruption that residents would experience while work was carried out in their homes. With the site office based in a former doctor’s surgery on the estate, Leadbitter was able to establish a ‘respite flat’ where residents could stay during the day while their homes were being worked on and use shower and toilet facilities.Three further fully-furnished decant flats were also made available for residents whose homes required more extensive works. Leadbitter even provided a quiet flat for residents who were working night shifts, so that they wouldn’t be disturbed by building
work during the day. Community engagement In addition, the former waiting room of the doctor’s surgery was turned into a ‘show room’ where residents could view various kitchen and bathroom finishes, from which they could select the preferred choice for their homes.This also doubled as a meeting area which Leadbitter made available to the estate’s two residents’ committees.

Renovation & Refurbishment This focus on residents’ well being was just one of the reasons why the Radford Estate ultimately received a Considerate Constructor Scheme score of 37.5 - one of the highest scores in the UK in recent months and a score that compares very favourably with the average score nationally of 31.5. But in the final analysis, there were many reasons why this particular site scored so highly, and it was undoubtedly as a result of the combined hard work and dedication of the entire site team. From the start, Leadbitter implemented a comprehensive strategy of community engagement, with Resident Liaison Officer Janet Gibbons, Sanctuary’s senior regeneration officer Justin Cartwright, and Site Manager Giles Staines aiming to reach out to each individual resident. It was a strategy that was fulfilled admirably. In all, direct contact was made with 191 out of 192 residents. Residents’ Charter Throughout the various phases of refurbishment, Janet and the site team maintained regular contact with Sanctuary staff and the residents’ committees and supplied them with support and materials to manage any resident complaints and provide this all-important feedback to Leadbitter. Quite notably, there were no serious complaints registered. To provide a further forum for residents to provide feedback, at the end of each phase

the site team would host a coffee morning for the residents whose homes had been completed. It was these kinds of activities - together with the development of an excellent Residents’ Charter - that led the CCS inspector to comment on Leadbitter’s great efforts to look after both residents and its work force. Other community engagement activities that further pushed the CCS score into the exceptional scoring range included clearing debris intended for council collection, working with the community police officer to help reduce problems with graffiti and theft on site and delivering a Safe Play At All Times (SPLAAT) presentation at the local

Prince Rock Primary school. Historically significant Leadbitter also worked in conjunction with the Shekinah Mission, following consultation with Sanctuary Group. Shekinah Mission is a Plymouth-based charity that supports people who are homeless or have been socially excluded due to a variety of circumstances - and Leadbitter was able to provide them with work experience and training on site during the refurbishment works. The volunteers were employed as though on a commercial basis and treated as part of the work force, having been given the same induction course, high visibility jackets, and facilities, as the mainstream staff.While some volunteers had previous relevant experience but had been out of the workplace for a while, others were taught new skills by their trainer. Each team had a fully qualified trainer on site, provided by the Shekinah Mission, who acted as a mentor and took instructions from the site team. As the refurbishment programme draws to completion, it will be interesting to see just how great an impact the modernisation of the Radford Estate will have, now that 192 homes on the estate are much better suited to today’s lifestyles. It is hoped that the successful and satisfactory refurbishment of this historically significant social housing estate will continue to offer attractive homes to yet another generation of residents.

Garden buildings have come a long way from merely housing the lawnmower! Ecospace partner Lee Town talks to FC&A about his career path, and the development of their sustainable modular buildings. Name: Lee Town Age: 37 Family: I’m married to Amira Idris-Town who is also my business partner.Together we have one baby son, Samil-Antwan Town of residence: London Position/Company: Architect & Partner, Ecospace What was your first job, and when did you join the industry? Whilst studying my post graduate diploma in architecture at university in 1996, I was one of a small group of students who worked for our architecture tutor assisting to build his contemporary timber framed eco house in surrey. This was a great opportunity for me to combine theory with practice, where I gained hands on experience of making a building from the structure to the final finishes. After graduating I worked for two architectural practices prior to establishing my own practice, IPT Architects, with my partner Amira Idris-Town in 2001, which then led to forming our sister company Ecospace in 2002 with our third partner, Matthew Kettle, specialising in the design

and production of sustainable modular buildings. Did you have plans to achieve this, or was it a series of ‘lucky’ events? Yes, I always wanted to be an architect running my own practice as a business and contributing to the creation of our built environment. However, we didn’t plan to start so soon, only 3 years after graduating from architecture school. At that time my partner Amira, now wife who I was also at university with, and I were approached by a developer with whom we secured a 7 storey live work project which was quite ambitious for our first commission and enabled us to set up our practice, IPT Architects.Whilst working on various residential projects from house extensions to multiple housing projects, we soon realised that the modest bespoke house extensions were too time consuming for our growing practice and not financially viable for us compared to the larger multiple unit housing projects.We then challenged the idea of the traditional house extension and using the practical experience gained so far, developed a

generic modular building that could be easily adapted and reconfigured to particular contexts.This fuelled an interest in developing ourselves beyond the role of consultant architects only, where we would also be responsible for the procurement of the building using a system build developed by us. What happened along the way that helps you in your position today? A friend, Matthew Kettle, who ran a design and build company shared our enthusiasm for our modular building concept and proposed that we test the market with a view to collaborating to market and produce these buildings.We then established Ecospace in 2002 and exhibited a prototype at Grand Design Live to test the market.We had a very positive response from the exhibition and secured our first projects.We established good relationship with our clients who were happy for their Ecospace buildings to be used as marketing buildings. From there we organically expanded the business and are now designing a diverse range of

Following further marketing, through a creative marketing agency who were recommended to us, we have gained publicity throughout Europe and have been approached by organisations who we are partnering with to build Ecospaces across Europe with the first projects completed.We have learned that as much as having a theoretical business plan is essential, as much happens though chance situations. Do you think that industry new comers have the same opportunities as you had? Yes, but it is more competitive in this current economic climate with the architecture practices being able to select staff from a high volume of applicants. For a young architect considering starting their own practice, there seem to be opportunities for new small practices with low overheads to secure small projects at competitive fee levels. I believe there are opportunities for architects to take on a wider role and challenge traditional procurement methods and become more engaged with the commercial aspects of delivering quality building projects on time and to budget. How much has your industry changed since you have been involved? We see more and more architects diversifying into other areas of the construction industry, including the design and manufacturing of modular buildings.This is in response to current economic, space and sustainability issues where we see more clients require cost certainly and fast track construction. What advice do you wish you’d been given at 25 (or 35!)? As a young architect entering the profession with a passion for architectural and technical design, I believe I would benefited from advice about running a practice as a commercial operation, particularly in relation to marketing and building relationships with others to gain further exposure. I also think that being aware of how our profession can diversify, particular in this current economic climate and not being afraid to challenge what is considered to be the ‘norm’. I believe it is important to channel your energy and focus on any unique qualities you have. Do you think advice can be given to people, or does everyone have to make their own mistakes? I believe both are important for our continual development. As an initial foundation advice is always a good thing, but I think you have to evaluate advice whether it is appropriate to each particular situation. We continually learn through experience and mistakes, while also listening to advice from all levels. It’s about being mature enough to be able to form your own judgment from advice and use the elements of advice that you consider relevant. Where do you see yourself in the future? As a business expands, it is very easy to become more distanced from the core of the business, in our case designing and producing sustainable buildings. As an architect I will always continue to have a direct involvement exploring new architectural and procurement ideas using modern methods of construction that can be adapted to different contexts. I see myself continuing developing relationships internationally with forward thinking partners to create further innovative and exciting projects.

hilst we must not underestimate the impact of these fires on the local community, shouldn’t we now be tackling the need to cut energy use and place the emphasis on using sustainable building products for the benefit of the entire planet? When considering the benefits of utilising timber frame as the core building envelope we should look past the obvious ‘green’ argument. By now, just about everyone from architects to builders understand timber frame’s unrivalled sustainability and green credentials. However, to become the number one construction method of choice, timber frame must face its rivals head on, looking at more than just the environmental factors. We must think about how timber frame works in real world situations; its thermal performance, the financial benefits, and

how easy it is to work with, if we are to truly understand why timber is not just the future of the construction industry, but the here and now. Putting the fabric first Timber frame is going to win the argument, not with rhetoric or vitriol aimed at highlighting the deficiencies of its competitors, but with cold, hard, indisputable figures; so lets start with a few.Timber frame’s share of the construction market continues to increase year on year, currently the share of the market reads as 25% – 1 in 4 of all new builds utilise timber frame.This figure alone indicates timber frame must now be considered a mainstream method of delivering quality construction. A two year continuous assessment of timber frame homes built at the BRE Innovation Park has shown unequivocally that timber frames are ideally suited to the Code for Sustainable Homes (CfSH). It is no surprise that the first homes

reaching Code levels 5 and 6 were timber frame buildings.Timber frame is a perfect fit with the low carbon agenda and more and more architects appreciate its benefits, finding it much easier to achieve very high insulation levels, fewer defects, and increased air tightness, all with extremely low embodied energy. The priority now is getting the fabric of a building right – which is great news for timber frame. Forget about sourcing fancy renewable energy systems to bolt onto leaky, poorly built buildings with high embodied carbon – the emphasis should now be on putting the fabric first. Financial implications The CfSH is shaping the future of construction along with the government’s target to see all new homes reach Code level 6 by 2016.This will only be possible if the right choices are made now.To achieve the right amount of credits to demonstrate compliance with the Code, the construction method chosen by

To uplift from the current building standard to Code level 5 will cost 8-24% more in timber, but 10-30% in masonry; a not inconsiderable amount when multiplied by tens of thousands of new buildings.
A report commissioned by the UKTFA and ‘Wood for Good’, revealed a barrage of technical benefits in choosing timber over masonry when aiming for Code compliance.The ‘Comfort and Cost’ report based on research by ESD and Buro Happold, explains how to gain credits in relevant sections of the Code, particularly heat loss parameters.
The bigger picture This report also highlights that timber frame dwellings generally show a lower additional cost to achieve compliance with a Heat Loss Parameter (HLP) of 1.3, 1.1 and 0.8 than a typical masonry dwelling, with the cost differential assumed to be in the order of 2.2 to 5.2%, depending on the type of building.

Firstly, it has to be stated that most constructions site fires, irrespective of construction method, are treated as arson and therefore the problem is not an inherent issue with timber as a construction material. It would be easy for the detractors to invent reasons to reject the use of timber, but that would be missing the point and show a lack of appreciation of the bigger picture.This is about more than them losing sector share, it’s about the wider implications for the global community and the need to cut energy use and focus all our efforts on using sustainable building products for the benefit of the entire planet – it’s about time.

Built on a north-south orientation, both the interior of the building and the outdoor recreation pools make the most of the daylight available to them. Seamlessly adapted to its immediate

environment, the core structure of the building is made from concrete. The entire leisure centre is clad in an interior shell of laminated timber, which also helps to define the rounded shape of the façade. The risk of flooding has always been an important consideration for any new development however in recent times changes in the world’s climate have sharpened the focus on this very real and increasing problem – evidence shows that over the next few decades milder, wetter winters and hotter, drier summers are likely in the UK, and sea levels will continue to rise.

esponding to this increased threat, Pinnacle offers a comprehensive Flood Risk Assessment (FRA) service to help developers mitigate the risk of flooding and protect their buildings and structures for years to come. Increased and new risks of flooding within the lifetime of existing infrastructures have acted as a driver to shift the thinking from flood defence to flood risk management. As a result, the planning system in the UK has been overhauled to reflect this changing dynamic. FRAs are an integral part of the new management approach and Pinnacle’s team of experienced consultants advises clients on this process to ensure compliance with UK policy and, more importantly, that their developments are at a decreased risk from flooding. One key aspect of the new approach is that proposed developments are required to be sustainable and steps are taken to reduce risk. sing methodology developed by the BRE and BERR (The Department for Business, Enterprise and Regulatory Reform), PermaRock has carried out whole life cycle assessments (LCA) on two of its key insulated render systems, to measure the environmental impacts of the systems during their economic life, from the extraction of the raw materials and components to the disposal of the product at the end of a 60 year life cycle (i.e. cradle to grave). The environmental impact is determined by 12 categories, including Climate Change, Acid and Ozone Depletion, Pollution to Air and Water, Mineral Extraction and Waste Disposal. Ecopoints To improve the usefulness of the environmental data and make it easier to understand, the BRE developed the Ecopoints rating.The lower the Ecopoints score, the lower the environmental impact. As a benchmark, it has been determined that 100 Ecopoints represents the impact of one UK citizen on the environment for one year. The results achieved by PermaRock are very impressive. Ecopoints scores of 0.10 per m2 and 0.15 per m2 on PermaRock’s Mineral Fibre External Wall Insulation System and Phenolic External

Wall Insulation Systems respectively were achieved. PermaRock’s environmental engineering of its products include reducing the energy costs associated with sourcing and transporting raw materials, and manufacturing and delivering the products. PermaRock’s drive towards the incorporation of recycled content into its products also had a beneficial impact on the Ecopoints score. To put the results into context, assessments have also been made on other construction products, for example, a traditional brick cavity wall construction achieves a score of 0.48 per m². How can Environmental Profiling be used? Environmental Profiling information is used in environmental impact estimation tools such as Envest 2 and allows for both environmental and financial tradeoffs to be made in the design process, allowing the client to optimise the concept of best value according to their own priorities. Results are also used in the Green Guide to Specification and to complete BREEAM assessments and Code for Sustainable Homes calculations. At its simplest level, the profiling method can assess the impact of a single building product. However, to make valid

comparisons, designers and specifiers need information about a building element, such as a wall. For example, the external envelope of a building could be constructed using a ‘single leaf’ approach with blockwork and external wall insulation, or using traditional cavity wall construction. The Environmental Profile takes this into account by adding together the contribution of the component parts, allowing comparison between one construction element and another. The process enables manufacturers to demonstrate the credibility of their products and also help designers and specifiers identify materials that will best fulfil a sustainable brief.The use of low impacting products, such as PermaRock’s external wall insulation systems, can allow the designer more flexibility in terms of overall product/material specification of a building, allowing to off-set high impacting products with lower rated materials in other areas.

Based on a medieval church in Salonica, St. George’s in London’s Tufnell Park dates back to 1861. Like many places of worship, St. George’s has had an interesting and varied career, including a spell as a Shakespearean Theatre. More recently the building was purchased by the Protestant evangelical church organisation, “House on the Rock”. Now totally renovated and renamed “The Rock Tower”, the building provides a multi-functional centre and will regularly be used for live music events and theatrical productions. Selectaglaze, the UK’s leading designer and manufacturer of secondary glazing systems, was called upon to resolve the problem of noise break-out via the windows, the majority of which were gothic arched headed stone mullion with stained glass.The windows to the Nave, measuring 4.5m high x 2m wide, some being 11m from floor level, required a composite arrangement of shaped units for the heads with either side hung casements or vertical sliding units below for ease of access and maintenance. As part of the refurbishment process, a mezzanine floor was added to provide a seating balcony; this dissected several of the windows required to be fitted with secondary glazing. Selectaglaze treated a total of 60 windows, many utilising their Series 40, 41 and 45 Side Hung Casements, all produced with 6.4mm laminated safety glass. This project is the latest undertaken by Selectaglaze involving church refurbishment or change of use, including the Grade II*

Listed St. John the Evangelist Church, Hammersmith which, having been decommissioned by the Church of England, was taken over by the famous Godolphin and Latymer School and is now a state-ofthe-art performance centre. Purpose designed secondary glazing can be unobtrusive, sympathetic to the building and, in addition to noise insulation, markedly improves the window’s thermal efficiency and increases levels of security. Shackerley clads new Lancaster University building Wilson Mason & Partners have specified Shackerley’s ceramic granite ventilated facades for Lancaster University’s new £7.6 million Information System Services (ISS) Building, seeking to provide protection from the elements and improve its thermal efficiency and BREEAM rating with the minimum structural loading on the building frame. Sureclad ceramic granite cladding was specified for reasons of overall cost, quality of materials and the design and installation flexibility offered by the Queen’s Award winning system. Taking advantage of the extensive choice of ceramic granite colours and finishes available in the Sureclad range, the architects have combined light and dark grey ceramic granite panels in a ‘riven stone’ finish with a highly polished, reflective black panel, delivering a building which looks different from every angle. Although the architects specified Shackerley’s most popular and cost effective 1200x600mm ceramic granite panel format for use on all the elevations, by orientating the cladding panels horizontally and vertically and by staggering the joints, they have created contrasting facade styles and supported the random fenestration design. The ISS building was constructed by main contractors John Turner & Sons and the ventilated facades were installed by ECL Contracts.The environmentally efficient building has achieved a BREEAM rating of ‘Excellent’. The two coats were applied in opposite directions, so as to avoid any pinprick holes which may have allowed moisture/water ingress to the structure below. The secondary waterproofing layer was provided by the application of Platon
Specialist waterproofing contractors, Barker Goodwin, have used Triton systems to provide dual layer waterproofing at a luxury terraced property in Surrey.Triton SBR admixture, liquid applied Triton TT Vapour Membrane and Platon Doubledrain cavity drain membrane have been used together to waterproof the surface of a 250m² block and beam concrete terrace constructed over a basement. By sourcing all the above materials from Triton, Barker Goodwin were able to avoid the split responsibility issues which are often encountered in dual layer waterproofing projects and, at the same time, provide an effective, fasttrack solution for their client, Leander Construction. The specification included the incorporation of Triton SBR latex admixture to the initial screed which was laid to falls/suitable discharge drainage points, to overcome potential problematic joints within the block and beam sections. Then, as the primary waterproofer, two coats of Triton’s liquid applied TT Vapour
Doubledrain cavity drain membrane, which provided a tough, drained protective covering to the surface. Mortar and slabs will eventually be laid over the dual waterproofing system to provide an attractive and useful terraced area over the watertight basement.

Separating quoins reliably secured To prevent the decorative quoins at Woodlands Children’s Home in Huddersfield, owned Kirklees Metropolitan Borough Council, from becoming unstable and further separating from the main structure as a result of rotational movement, stainless steel HeliBars from masonry repair specialist Helifix were installed. Bonded between every quoin on the front four corners of the two storey property, the concealed HeliBars were bent around the corners and extended 500mm beyond the end of each quoin to rapidly, reliably and economically secure the structure and stabilise the corners. Door closers are most commonly used on fire doors, which need to be closed in the event of a fire in order to prevent spread of the fire and smoke. Choosing a door closer can involve the consideration of different variables, such as where the door is located and the environment it is situated in. But remember, in addition to the door closer’s performance in fire situations, other considerations may also include resistance to opening forces (for use by disabled or infirm), as well as health, safety, durability, risk of vandalism/ligature and aesthetics. Here are my top three choices for a safe and reliable entry level fire door closer, suited to medium traffic areas such as dwellings and offices. ill we see you at Safety & Health Expo at the NEC in May? Although FC&A are not there with a stand, I’ll be visiting. It looks as though it’ll be a really good show, and essential for most sectors of the construction industry. Hopefully by next year the industry will be back to a full programme. Don’t say we don’t take you anywhere! This month we went underground in Cheshire, into the future in Switzerland, and back to college in Greenhouse.We’ll be travelling in our next issue too, to the Fair Isle Bird Observatory, to the north-east to look at a housing development for local residents of Holy Island, and to Peterhead to see a great development which has utilised off-site construction. Also coming up in June we have a great Public Sector supplement, covering education, healthcare and housing. Featuring some great case studies, we’ll also talk to people working in this sector, and look at some of the products specified to meet some pretty tough sustainability targets.
