lthough in this country we rather pride ourselves on our historic buildings, and spend masses of money ensuring they retain their olde-worlde charm, this effort sometimes goes over the head of visitors. I was told a story the other day of a visitor from afar (I’m not naming the country for fear of stereotyping!).When shown a thatched cottage they were amazed – but not in the way the owner expected. “Why on earth would you use that on the roof when there are so many advanced building materials available?” they asked. And indeed, there are many, but that’s not the point is it? Although he did have a point… Get Britain Building have launched their ‘Plan B’. Campaigners have been at each of the three party conferences to raise awareness of the importance of investment, in the biggest part of the UK economy. “It has never been more important to hammer home the message that every £1 invested generates £2.84 in economic activity - 92% of which stays in the UK” pointed out Mike Leonard, Get Britain Building’s spokesperson. GBB supporters include The Builders’ Merchants Federation, Precast Concrete Federation, Construction Products Association, Federation of Master Builders, Home Builders’ Federation and Modern Masonry Alliance.You can join them at www. getbritainbuilding.org Odd story of the month has got to be the MGM Mirage Vdara Hotel in Las Vegas. Its beautiful curved glass façade does a bit more than shimmer in the Nevada sun – it’s been claimed that the curvature of the south side concentrates a beam of sunshine, dubbed the ‘death ray’, which arcs across the swimming pool area, melting plastic bags and ‘slightly singing’ the hair of one guest. The architects had foreseen this “solar convergence phenomenon”, and have fitted windows with a solar reducing film. I’m looking out of my office window and wondering what concentrated sunshine would be like! This issue will be with you around bonfire night - do keep safe! Regards,

A feature called Greenhouse was surely, at some point, going to include a project called Greenhouse! Citu’s development in Leeds has all of the sustainability elements its name suggests.

itu discovered Shaftesbury House in 2004. Formerly a lodging house that accommodated seasonal workers in the area, this 1930s building used methods of construction and modern housing concepts considered revolutionary at the time, improving the standard of living for thousands of people during its time as a hostel. It seemed fitting to make this legacy an integral part

of Greenhouse: a project which offers an enhanced way to live and work and is one of the UK’s most pioneering sustainable developments. Located in the Beeston Hill and Holbeck area of south Leeds, it posed many potential difficulties, not least the social and economic problems within the immediate area. Citu worked closely with Leeds City Council over the

following three years to develop a scheme which served not only to champion the regeneration of the area but to create a benchmark for sustainable development nationwide. For the first time residents have a landmark sustainable building within their community - the building now stands out for all the right reasons! Located in the South Leeds regeneration area known as Beeston Hill & Holbeck, Greenhouse is a landmark development in the area and will ultimately deliver substantial regeneration benefits. Citu had also been particularly careful to ensure the new development includes the local community through considered design principals and retention of certain homes for local first time buyers. Citu liaised closely with Leeds City Council Urban Renaissance Team relating to improvements to Beeston Road and wind turbine installation and urban design.

A much-needed financial boost Sustainability is not just about delivering carbon neutral living; it is about developing communities and establishing permanency. Citu wanted to create a sense of community and to motivate all inhabitants to establish a thriving community, and to ensuring that Greenhouse benefits its surrounding area. Greenhouse will be home to a number of businesses that will bring a much-needed financial boost to the local economy. Similarly, its inspirational design is attracting local and national attention to and raising the profile of the surrounding neighbourhood. When deciding on the materials, suppliers and technology used, the focus was on delivering carbon-zero living for its future residents.

A striking and distinct addition A two storey box of accommodation has been inserted on the top of the existing six-storey building.This simple, contemporary, dark grey box is in contrast to the white façade beneath.The contrast in window styles and wall colours highlight the change between old and new elements.The new ‘box on a box’ is a striking and distinct addition.The splashes of varying green panels around the dark grey box were inspired by green landscape colours and they are also reminiscent of the colours of art-deco glass designs of the 1930s. A new build central accommodation core was inserted into the centre of the building to form a new peaceful courtyard which has a European feel.The courtyard has a contemporary, clean, white rendered façade. Around the courtyard there are random panels of varying greens to further enliven the courtyard atmosphere. The existing courtyard brick walls, window openings and concrete cills have been left exposed within the new corridor areas, creating an interesting juxtaposition of old

implemented.These include leading energy efficiency in building design for both new build and refurbishment, aiming at giving a 60% overall percentage reduction in carbon dioxide emissions over building regulation requirements and saving 25,000 litres of water per home, per year. Energy is supplied by a borehole system with Ground Source Heat Pump and VRF heating and cooling distribution system, with solar thermal technology to distribution hot water system. Particular

Water managements systems (rainwater harvesting & grey water recycling) mean that c.80ltr of potable water per person per day is saved.With an EPC Level A, carbon is reduced by c.1 tonne per apartment per annum; the DER (Dwelling CO2 Emissions Rate) is c.57% less than TER (Target CO2 Emissions Rate). Swindon sets the standard

he £28 million Swindon Academy, run by the United Learning Trust and constructed by the Leadbitter Group, is a building that fulfils much more than just a narrow teaching brief. It is one of a very few educational establishments designed to serve the widely varied needs of pupils all the way through their education from four to 19 years old. To meet all these needs, a state-of-theart environment was created to support the learning aspirations of all 1,700 pupils. Designed by Aedas, the result was a paperclip shaped campus, comprising seven separate but interconnected buildings, with

Paul Abson, Main Board Director of the Leadbitter Group, explains how major projects such as Swindon Academy demonstrate best practice in the use of renewable energy solutions and sustainable building techniques. a nursery at one end and the sixth form and sports hall at the other. In particular, the client’s brief was to create an environmentally sustainable, userfriendly building with low maintenance and energy costs.The challenges of bringing this architecturally and environmentally ambitious scheme to fruition were considerable, not least due to the health and safety demands of working on a live school site with restricted access, situated next door to approximately 150 homes. Delivering a bespoke solution All of this meant that an active dialogue between all members of the design

team and supply chain was required from the outset.This provided the opportunity for Leadbitter to advise on factors such as buildability and value engineering in order to deliver a bespoke solution, incorporating a wide range of environmental measures. To minimise the environmental impact of the development from the start, Leadbitter initiated a ground modelling exercise and developed a waste management solution to retain all excavated material on site by increasing the levels of the playing fields. As one of the first signatories to WRAP (Waste & Resources Action Programme), which is committed to halving the amount of waste sent to landfill by 2012,

Leadbitter also strove to improve waste management and recycling levels further, ensuring all waste and recycling was segregated where possible.The impact of this was huge, with 120m³ of waste recycled during the first month of the project alone.

Other than the Academy’s IT suite, the Academy has no air conditioning, which is typically an intense source of energy consumption. Instead, wind catchers

provide ventilation and cooling throughout the building, while the windows are controlled by a building management system in order to modulate temperatures.

Whole life cost Moving onto the main design and build stage of the project, Leadbitter’s experience shows that many schools prefer ‘fit and forget’ technologies that are simple for the end user to understand and contribute to eventual energy savings.Viability is also a critical factor.The use of renewable energy resources needs to be determined by whole life cost, payback and lifetime CO2 offsetting. So it is vital to review the overall carbon footprint of the project to understand the energy streams and how the available technologies might best respond. As a result, Swindon Academy now utilizes a biomass boiler as the lead base supply and solar panels for pre-heating domestic hot water supplies to the sports area.

Significant thermal mass Under floor heating was installed within the structural slab, providing significant thermal mass and an even temperature throughout. Insulation was also increased over and above the current building regulations, thus enhancing the insulation values of the walls, floors and ceilings to significantly reduce the carbon footprint of the Academy. Brise soleil were used to reduce solar gain. Proximity sensors for lighting, waterless urinals, porous paving and attenuation tanks for drainage were also included. The internal finishes were also significant to the environmental quality of the project, with priority given to materials from recycled sources that minimized waste. Chosen for functionality and performance in use, materials included painted hard plaster on solid block walls (except on the acoustic partitions to the music suite), carpeted floors and ceramic tiling areas to the washrooms, dining area and the ‘street’; plus resin floors to the science block and design and technology areas. Extensive use of ash joinery, including glazed screens and doors, skirtings, architraves and cills, provides aesthetic continuity throughout.

Creating new wildlife habitats Local ecology projects are vital to the overall sustainability of any scheme. Extensive planting schemes, the creation of new wildlife habitats, produce growing areas and rain water recovery for sanitation and irrigation all play their part, as can new community cycle ways and footpaths which help reduce the carbon footprint of the school run. Sustainable drainage systems (SUDS) were utilised, with a combination of a pond, soakaways and “eggcrate” and stone attenuation tanks

with hydrobrakes to restrict the flows entering the sewerage system. Today, Swindon Academy offers an unparalleled range of facilities and Leadbitter’s engagement with the entire school community means that the administration, teachers and pupils have learned along the way how to get the most from their “green” school – ultimately ensuring it achieves its true potential for reducing the environmental impact of our public buildings.

‘L’ is for lower Hilson Moran designed the building services for the fit-out of the new Southampton headquarters of Carnival UK, the parent company of some of the most famous names in shipping.

Changes to Part L of building regulations in 2010 are a great step forward in the journey towards zero carbon. Matt Kitson, director of sustainability at international consulting engineers Hilson Moran, looks ahead at the challenges of achieving energy efficiency – both in individual buildings and the wider infrastructure.

T

hese changes to how we conserve power in buildings are just part of the bigger picture of change required, which should ultimately be aiming for decarbonisation of the entire grid.

While the precise percentage savings required and method of achieving this will be different for residential and commercial buildings, there’s no doubt that the construction industry will face considerable challenges in meeting these new targets.

The new CO2 emissions target set out by Part L 2010 aims to reduce building CO2 emissions by a further 25% when compared to the previous 2006 targets. For dwellings, this is a flat percentage reduction, which must be achieved, regardless of the dwelling type. However, for non-domestic buildings, which have a much more varied range of energy end uses, this is to be applied using an aggregate approach, meaning that some building types will have to achieve more than 25% and others less. The idea behind this is that all building types will pay roughly the same amount towards CO2 abatement.

Thermal bridging factors A much more integrated approach to energy savings throughout all aspects of the building’s design will be required during the initial stages of a project to ensure it complies with the new regulations. For residential buildings, target U-values have been reduced, whilst relevant system efficiencies for boilers and air distribution systems have increased. It is likely that designers will have to exceed the new U-value targets to meet the new 2010 emissions standards, especially if electric heating is proposed.The Target Emission Rate (TER) will be calculated using a new version of SAP (SAP 2009), and design

stage SAP calculations will have to be provided to Building Control, along with a list of the specifications used in these calculations, to assist Building Control in identifying design features which provide the building with its pass margin.The frequency of air tightness testing has also been increased in an effort to ensure that what is promised on the drawings board is delivered on site. For the non-domestic sector, U-values remain unchanged but system efficiencies have been significantly tightened. Again, it is probable that designers will have to improve on these efficiencies even further to meet the emissions reduction requirements. The Accredited Construction Details (ACD) scheme has also been extended in order to minimise heat loss through thermal bridging.This means that designers can now claim a credit in CO2 calculations

Voice of the Industry needs to be more joined up thinking on the overall infrastructure. Decarbonisation of the grid must be stepped up in order to meet the aim of achieveing an 80% reduction in national CO2 emissions by 2050.

for specifying ACDs, or must assume worst case thermal bridging factors if they are using unaccredited details. Solar gain tests Other measures may also have to be taken by the design team to achieve compliance with the latest requirements. Additional plant and riser space may be necessary, while low energy lighting and daylight dimming can also contribute towards significant emission reductions and should be considered where possible. Additionally, all non-domestic buildings will now have to undergo solar gain tests, which will place limits on glazing type and height. Although the 2010 regulations will mean buildings will have to work harder to meet energy efficiency requirements, it is unlikely that designers will have to implement renewables to meet the new targets. While this gradual tightening of Part L of the building regulations is definitely another step in the right direction, to make the wholescale improvements required to conserve power in buildings, there still

At Hilson Moran, we are increasingly being asked to develop overall energy strategies for entire schemes, rather than just for individual buildings. As clients start to look at the bigger picture, centralised cooling and heating systems are being considered more and more. A good example of this is the Wembley masterplan, which has a centralised CHP system and waste collection infrastructure. The bigger picture Another exemplar scheme is the Kings Cross development, where a centralised district heating system has been installed, right at the beginning of the scheme. In this case, the developer has been far sighted enough to invest in an energy efficiency infrastructure, long before any capital return from the buildings on the development. It’s a bold move which will deliver huge benefits in the long term: a sustainable infrastructure that will attract more tenants with strong CSR policies, who will also enjoy the rewards of high quality, energy efficient buildings. Hilson Moran is also consulting on the first two major developments on the Greenwich Peninsula masterplan. Both schemes are being designed to the highest engineering

servicing and sustainability standards with BREEAM Excellent for the commercial project and an aspiration of Level 4 Code for Sustainable Homes for the residential project.The schemes have a combined passive and renewable strategy to achieve greater than 25% below the 2006 regulations. At Hilson Moran, we assist clients in understanding the many factors involved in sustainable masterplanning, through the use of the Sustainable Built Environment Tool (SuBET), which offers a comprehensive assessment framework for the sustainability of a major masterplan. Incorporating over 80 indicators of a scheme’s environmental, social, cultural and economic impacts, SuBET ranges from the micro to the macro – including considerations specific to a particular building or project, together with wider urban and regional planning issues, right up to the impact on sustainability at national and international level. This fully integrated approach to sustainable masterplanning incorporates a wide range of considerations into the masterplanning mix, including the influence of urban form on climate, energy, water and waste impacts, optimised land use and the development of multi-functional landscapes and mixed-use centres. Only by assessing the bigger picture in this way can we apply the new requirements of Part L to the best effect.

Renewable Energy

Predictor: predicting performance A

s the recent Energy Saving Trust report highlighted, the best performing heat pump systems are ‘sensitive to design and commissioning’, underlining what competent suppliers have been saying for some time. In order to ensure an efficient system, the heat pump must be sized correctly, and Predictor is an extra tool to ensure this happens. Published data from manufacturers is given in many diverse formats, making it difficult to compare the performance of different models. Predictor takes this data into a common platform, so performance levels of any model of any make can be compared easily. For an individual property, once heat loss has been assessed (through SAP or Nu-Heat’s Optimiser software), Predictor runs a simulation of performance over an average year, based on local monthly weather data from the Met Office and taking account of the changing seasons. Performance levels Predictor uses the daily temperature cycle for the simulations (represented in steps of 1°C and times of day in steps of 4 hours) meaning that it includes cold nights and warm days, unlike other simulation programmes that look at average temperature for a day and ignore the fact that the heat pump has to respond to increases and decreases in temperature. Predictor also takes account of the timing of domestic hot water requirements

Nu-Heat Senior Development Engineer Richard Champernowne has recently completed a software project called Predictor that facilitates precise evaluation of heat pump performance to ensure that the right heat pump is offered at quotation stage. Champernowne explains how it works. which can have a major effect on the performance levels of the heat pump. For example, heating hot water in the evening when the heat pump has to work harder anyway will have an impact on energy efficiency.The software helps to work out what time is best to heat the water, indicates what tariff is best to run the heat pump on and produces comparisons with other fuel options such as gas and oil. Each simulation takes approximately one minute to process one year’s performance. It is an ideal tool for Nu-Heat to choose the right heat pump for any domestic property in the UK. Outputs include graphs of monthly electricity consumption or the implications of colder than average weather conditions. Precise settings When a heat pump is being integrated with underfloor heating, Predictor is used a second time, once the underfloor heating design is completed. It uses the more accurate design data then available to double check that the heat pump chosen is still appropriate.

Additionally, Predictor’s simulations can also be used to generate the commissioning procedure.This helps to set up the parameters of the heat pump and should also aid economy by facilitating more precise settings. Heating

Improvements are in hot water Domestic Hot Water (DHW), also called Sanitary Hot Water (SHW), means any hot water used for normal hygiene uses. Kevin Potter, Business Development Manager of Hamworthy Heating says it’s a big mistake to think of DHW in terms of existing technology, when systems are undergoing continuous improvement and investment by the industry.

T

raditional direct fired water heaters using atmospheric combustion are giving way to modulating burners with condensing heat exchangers. Better insulation and modern construction methods, required by the Building Regulations, mean less energy is needed for space heating. Since the energy demands of DHW are likely to outstrip those of the space heating system, it is vital to make the right choices when replacing DHW systems. Modern hot water systems Hot water installations should be designed to reduce the cost of water heating and ensure safe and reliable operation. More efficient hot water production reduces carbon emissions and environmental impact. It is still common practice, however, to replace atmospheric water heaters like for like.While this minimises the replacement cost, the efficiency of such units falls below their modern condensing equivalents, meaning initial savings are overtaken by years of higher energy costs. This raises the issue of whether replacement costs should come from capital or maintenance budgets. Energy costs come from operating budgets; and so good decision making can fall by the wayside. However these factors will become difficult to ignore

given the need to reduce emissions and rising energy costs. Traditional atmospheric water heaters operate at 77% gross combustion efficiency. Modern condensing gas fired storage water heaters with modulating burner control, such as our Dorchester DR-FC Evo range, operate at over 96% gross efficiency. By upgrading, annual fuel savings could drop by 30% so the higher cost of a condensing storage water heater will soon be recovered. Ongoing savings with lower emissions and a smaller environmental impact will be realised over the life of the product. Reducing risk of legionella Water temperature is significant as regards legionella infections, as optimum conditions for bacterial growth occur between 20°C and 45°C. Bacteria are eliminated above 46°C with survival time just minutes at 60°C. A good way to reduce the risk is to maintain delivery temperatures at 60°C or above with protection against scalding at all outlets. Integrated controls Our Dorchester DR-FC Evo range incorporates an anti-legionella function, which can run regular purge cycles by operating at over 60°C for one hour, usually during the night.Where hot water temperature is the primary control measure, recirculating circuits should

allow for a return temperature of 50°C or above, in normal operation. In operating a condensing storage water heater, it may be desirable to allow stratification, delivering set-point temperature from the top of the cylinder, whilst the cold water supply is introduced at the bottom. During the antilegionella purge cycle, it is important to mix the contents of the cylinder to ensure 60°C is achieved throughout. Waste less and comply Wastage of both energy and water can be reduced by using re-circulating systems and avoiding long dead legs. Mandatory regulations insist on insulated pipework where runs exceed specified lengths. It is important to minimise draw off times, so that little water cools in the spur pipes that connect sinks, basins or showers to the hot water ring main. The distribution pipe work design should enable the hot water to reach all outlets at 50°C within one minute of turning on the tap.Thermostatic mixing valves should be used to comply with regulations and manage the risk of scalding. Bryn Williams, quality manager at rainscreen cladding manufacturer Steni UK, discusses the findings of an ecological comparison of facade renovation systems. Cladding in corporate colours can help to ‘brand’ a building

ainscreen cladding systems are something of a modernday wonder product given their ability not only to transform the aesthetics of a building but also appreciably upgrade its performance, specifically in the area of thermal insulation. Not only can such systems breathe new life into tired, badlyperforming buildings such as offices and residential tower blocks, they are also a highly effective method of branding buildings, given their availability in a wide range of colours and finishes.

The principles of ventilated rainscreen cladding systems are governed by BS 8200. The cladding is fixed back to the main support structure, forming a relatively lightweight, colourful weather-resistant overcoat.The benefit of this system is that any moisture, either ingress or humidity, is ventilated out of the cavity, ensuring the insulation and the inner leaf of the building are not affected by condensation. A range of different cladding systems are available in the UK, from thin film aluminium or steel cassettes to fibre

cement and glass fibre reinforced polyester composite panels. Fixing systems also differ – designers can select from wood, aluminium or steel stud in different thicknesses. But which cladding system to choose? Environmental credentials A study carried out by the Tampere University of Technology (Department of Civil Engineering, Institute of Construction Economics and Management) in Finland considered the environmental performance of the different cladding


Cladding systems and fixing methods in renovation projects, concentrating on the impact of manufacture and use and maintenance. Its report, ‘Ecological Comparison of Façade Renovation’ helps designers understand the environmental credentials of systems and therefore make better-informed design and specification decisions. And its conclusion is unequivocal – glass fibre reinforced polyester composite rainscreen panels ecologically outperform competitors in a number of tests, ranging from Global Warming Potential (GWP) to Photochemical Ozone Creation Potential. The study states “The comparison shows that of those façade coating products examined, glass fibre reinforced polyester composite has the least impacts on environment, measured by the LCA factors.” The study was conducted using mainly Life Cycle Analysis developed by the Society of Toxicology and Chemistry (SETAC) - transportation and the effects of the energy required for renovation work were not taken into account. Global Warming Potential The investigation considered seven different system materials - glass fibre reinforced polyester, fibre cement, brickwork, concrete panel, plastering, thin film steel cassette and thin film aluminium cassette. Insulations studied were glass wool and expanded polystyrene. Framing systems were aluminium, steel, wood studs and punctual fastenings.The Global Warming Potential, Acidification Potential (AP), Nutrification Potential (NP), Photochemical Ozone Creation Potential (POCP) and Critical Air Volume (CAV) were compared and in each category glass fibre reinforced polyester panels recorded the lowest – and therefore most advantageous – readings. Indeed, in most cases, its results were less than half of its closest rival.

Sound environmental performance As mentioned previously, these results were mirrored in all but one of the categories studied.Take the POCP results – 8mm glass fibre reinforced polyester composite panels returned a score of 5mg CO2/m² of wall surface. Its closest rival was again, 8mm fibre cement board with a score of 17mg CO2/m².Thin film aluminium cassette (1.5mm thick) scored 5,800mg CO2/m² and thin film steel cassette (1.5mm) 7,700mg CO2/m². Acidification Potential results also reinforced the sound environmental performance of glass fibre systems, which scored 15g CO2/m² of wall surface. Fibre cement board (8mm thick) was the next closest with a rating of 35g CO2/m². Other results included 1.5mm-thick thin film aluminium cassette – 136g CO2/m²; 85mm thick brick façade – 197g CO2/ m² and 130mm thick brick façade – 274g CO2/m² of wall surface. When Nutrification Potential was studied, glass fibre reinforced polyester systems were virtually matched in performance by 30mm of plastering [0.6g (phosphate)/ m² of wall surface and 0.7g (phosphate)/ m² of wall surface respectively]. Fibre cement board scored 1.3g (phosphate)/ m² and 40mm concrete panel returned a reading of 2.5g (phosphate)/m². Brick

façade (130mm thick) topped the NP scale with 10.5g (phosphate)/m², with thin film aluminium cassette of 1.5mm thickness scoring 9.1g (phosphate)/m². Framing materials Glass fibre reinforced polyester systems also performed well in tests measuring the energy contents of façade materials, registering the lowest score of 80MJ/m² of wall surface.The highest was 130mm-thick brick façade, with a reading of 750MJ/m². The study also demonstrated that framing materials have an impact on environmental performance. In every category, wood stud was the most ecologically-sound fixing medium. For example in GWP tests, wood stud (30mm) scored 560g CO2/m² of wall surface, compared with 30mm aluminium stud (8,800g CO2/m²) and 30mm steel stud (7,600g (CO2/m²). To conclude the report, scientists looked at the ecological impacts of a modernised wall structure during a period of 25 years from renovation. As would be expected, the better insulated the property, the less ecological impact it caused.The report stated “The most ecological alternative of those studied proved to be a ventilated structure supported with impregnated long length wood, insulated with 100mm thick glass wool and covered with glass fibre reinforced polyester composite.” Cladding transforms not only the look of a building, but improves its thermal properties

Take for example the GWP results. Glass fibre reinforced polyester rainscreen cladding panels 8mm thick returned a reading of 2,400g of CO2 per m² of wall surface.The next closest was 8mm-thick fibre cement boards at 5,800g CO2/m². An 85mm brick façade was rated a massive 28,000g and a 130mm brick façade even greater at 39,000g CO2/m².

A victory for common sense?

The recent Scottish Appeal Court decision in the long-running dispute between City Inn and Shepherd Construction addresses and perhaps gives the industry some clearer guidance on how the Contractor’s extension of time entitlement is to be worked out. Richard Hildrick of RJH Consulting examines the decision.

T

he higher court’s endorsement and enhancement of the principles established in the previous first instance decision now gives those principles a solid footing. The decision in particular addresses the age-old issue of how extension of time entitlement is to be approached in a situation where delays with different causes are experienced concurrently. Contention often arises when one of the causes of delay is a Relevant Event under the Contract (Employer’s responsibility) and the other cause is the Contractor’s own delays. In this case, City Inn argued that the “but for” test applied, whereby the Contractor would only be entitled to an extension of time if it could be shown that “but for” the Relevant Event, the project would not have been delayed. So if there was a concurrent delay for which the Contractor was responsible, the delay would have been suffered anyway and hence no extension of time would be due. “fair and reasonable” The appeal court Lords essentially rejected this argument, all three of them appearing to emphasise the need to reach a “fair and reasonable” decision on extension of time entitlement. Lord

Carloway, using the Relevant Event example of adverse weather, said “it is of no moment that there was a contractor default before, during or after the weather conditions…What the architect is tasked to do is to look at what the contract required…and to allow the contractor such additional time as was fair and reasonable taking into account the… relevant event”. This approach indicates that the decision maker under the contract must consider the relevant event in isolation, and if he considers that such event would delay the completion date, then he must award a fair and reasonable extension of time; the contractor’s own delays being of no relevance.This principle is emphasised by the Lords’ disagreement with the previous decision in Royal Brompton Hospital NHS Trust v Hammond, in which the judge held that there would be no extension of time entitlement where a pre-existing delay, for which the contractor was culpable, would have caused a delay to completion in any event. Common sense principles The Appeal Court decision is also notable for its consideration of the correct approach to be taken in considering whether or not a relevant event delay will

cause the completion date to be delayed. The key elements of the judgement focus on the application of common sense principles in order to decide if and to what extent a delay to the completion date has been suffered, and establishment of the principle that the absence of a critical path analysis to demonstrate delay is not a prerequisite to the Contractor’s extension of time entitlement. So, as in this case, where it is not possible to accurately establish a critical path through the programme and therefore to demonstrate the delay effect through critical path analysis, a common sense approach should prevail in approaching the question of whether or not the relevant event has caused delay to completion. Whilst critical path analysis is still going to be beneficial in many cases, this decision now makes it clear that its absence will not necessarily cause a Contractor’s claim for time to fail. Common sense will be applied to the facts and…all will be well? Prima Plus is a great piece of equipment that meets my needs.” David, currently studying for his ‘A’ levels, has spina bifida, a developmental birth defect that affects up to one in ten people. It occurs when one or more vertebrae in the spine do not form properly, leaving the spinal cord exposed and unprotected.This leads to damage of the central nervous system. Symptoms include mobility difficulties and in severe cases paralysis. “I lead a happy, active life”, continues David. “This is thanks to supportive family members, friends and teachers. My advice to other disabled children, especially those about to start school, is do not be afraid to get involved. Education is great fun and highly rewarding!” Day to day life can be challenging for disabled pupils and it is up to schools to support them whenever necessary, as well as make premises accessible to wheelchair users.

ohn Pedersen Fox Associates’ (KPF) Tour FIRST skyscraper in La Défense Paris has reached its highest point as the final ‘plumes’ (facade oversail panels) have been dramatically lifted into place and a new landmark emerges on the Paris skyline. Located on a prominent site near the Neuilly Bridge,Tour FIRST stands as a striking symbol to La Défense. Developed by AXA Real Estate IM, Beacon Capital Partners and ALTAREA COGEDIM,Tour FIRST will be the tallest office building in France, at 231m, when it completes next February. KPF’s competition-winning design involves a complete refurbishment of the original 1970s tower designed by Pierre Dufau, which at 40 storeys and 152m tall, was one of France’s first skyscrapers. Dufau’s building was conceived as three identical wings around a central core. KPF’s design retains the integrity of the original whilst providing a modern interpretation of the concept and vastly improving environmental performance, internal conditions and circulation. A huge challenge Ranieri Fonatana-Giusti, Project Architect/ Design Principal explained how it felt taking one of France’s first skyscrapers, and making it the tallest building in

France. “The tower was very ‘1970s’ in style which is now completely obsolete. However, as it is one of the most famous towers in La Défense refurbishing it was a huge challenge. Dufau was one of the great French post-war architects and he designed the tower to the standards of the time.” So what does FonatanaGiusti think Dufau would make of the improvements? “If he was still living, I think he would be pleased that it was being brought up to date. Dufau would, I think, have been appreciative of the respect given to the structure of the building.We have, for example, highlighted the geometry of the structure with our ceiling layouts at ground whilst increasing height. He would have applauded our effort to modernise the use and aspect of the tower with relatively discreet interventions (widening of floor plate, remodelling of top). He would have therefore been pleased with the added flexibility we provided to his building.” The new scheme integrates the building into the surrounding dense urban context, improving the quality and accessibility of public areas, strengthening the connection between the building and the Grand Esplanade located at the heart of La Défense, and enabling access to the public space to the rear, Place des Saisons, also in the process of major refurbishment.

Visual impact Fonatana-Giusti admitted that there were some planning problems regarding surrounding buildings. “There was a long consultation period on this issue.The tower is 70m lower than it could have been (defined by the airport corridor). However, the original competition brief, asked that the building be slightly lower or higher (which is the case) than the adjacent tower GAN, in order to relate to it but break the ‘wall effect’ it created with it.” He added, “There were already derogations in respect to height with the existing tower (the existing did not meet urban codes with regards to proximity). It was proved that the visual impact was improved with the cutting of the low wing, and that overshadowing was only marginally increased. Also, the development of the tower was to spearhead the future development of La Défense 1 district so special arrangements were made to extend the derogations.” The new tower and podium reorganises the entry levels of the building, reinvigorates the entrance hall and improves circulation connecting social spaces. Seven sky gardens, double or triple height volumes, are created in strategic positions and provide informal meeting and breakout spaces.The floors of the tower are extended along the building’s perimeter to improve the circulation between the wings and to comply with the

Design & Desire At 231m,Tour FIRST will be the tallest building in France

standard 18m office floor size. Visually, KPF’s design breaks the ‘wall effect’ of the existing tower in the skyline by cutting and stepping up its wings in a clockwise direction and opening its interiors to light and views.To achieve this KPF has raised the original tower by adding 10 storeys - removing all opaque end walls and increasing the surface of glass by extending the envelope outwards, using a combination of double and single skin facades in response to the environmental demands of each elevation.

Dynamic twist The double skin is a ‘passive’ breathing façade with special solar coating, and was subjected to substantial empirical testing. The shiny and seamless double skin wraps as a ‘shield’ around the textured single skin, with its folded aluminium spandrels, reinforcing the dynamic twist of the building even further whilst responding to the climatic and acoustic constraints. At the top of the building, a surface of aerofoil louvers cover the plant spaces, whilst the façade fragments into a composition of folded and transparent panels filled with stainless steel tubes or individual triangular glass pieces to finally ‘disintegrate’ at its apex.The spandrels and opaque panels, painted with two shades of blue, further distinguish the skins appearance to reflect and merge into the skyline, helping the building to integrate into its context. Tour FIRST will be the largest fully HQE certified office tower in France. Upon completion, although 10% larger than the former AXA tower, it will reduce energy consumption by five times below the French average (from 400kWh/m2/ yr to 80kWh/m2/yr) and reduce the C02 footprint by 50%, in comparison to the original tower.

Redefining the skyline “Energy is always a must, especially for achieving a HQE certification, so the facade played an important part in reducing cooling load requirements,” said FonatanaGiusti. “The existing facade was permeable to air and water, so this part of the work became the first challenge.The movement of the plant space from 27th floor to the top of the building also allowed us to add large energy recovery machines like heat recovery pumps and boilers. Given that it is the refurbishment of an existing heavy structure polluted by asbestos and with significant air leakage on a very tight site, the choice of targets (context, site low impact, recycling of materials, improvement of air quality and energy) seemed a logical follow up.” So with many features to be proud of, what are the particular favourites? “For me, it is the lobby of the tower which is now in proportion to the scale of the building,” said Yrieix Martineau, Project Manager. “Being French, I am proud to have participated in a project which redefines the skyline of La Défense which hasn’t changed during my lifetime.” Ranieri Fonatana-Giusti chose the “The shape of the building’s very distinctive appearance on the skyline given by the envelope and the general re-configuration of the podium at street level.”

It’s in the balance Many building managers would agree that the symptoms of indoor climate problems cause complaints from tenants; living or working spaces are too cold in winter, too hot in summer or a combination of both extremes. David L. Hudson, senior product engineer at Victaulic explains the importance of circuit balancing.

A

ll too frequently, ‘fixes’ to HVAC systems prove both costly and ineffective. Costs may include the installation of larger pumps, the resizing of components, the changing of night-setback and morning startup times, and flow adjustments in mains, branch lines and circuits. For example, the resetting of a workplace HVAC system startup time from 7:30am to 5:30am leads to a plant operating at capacity two additional hours per day. This equates to a 25 percent increase in energy consumption, cancelling any energy savings that night setbacks are designed to achieve. Additional consequences include increased wear on pumps and HVAC components and reduced control-valve authority. Indoor temperature and climate problems are not typically caused by control malfunctions or sizing errors. Often, they

can be traced to incorrect flow rates attributable to improper terminal-unit balancing. Engineers normally design HVAC systems with excess capacity in mind, so that the ability to provide necessary heating or cooling energy is present. Transferring that energy to terminal units and air-handling units (AHUs) is the challenge.Therefore, the key to HVAC-system effectiveness and efficiency is properly controlled flows from production and delivery units to terminals. Hydronic balancing Balancing valves maintain flow conditions so that control valves may function properly, providing correct flows to the heat transfer coils, which results in the correct output of energy to a space. HVAC-system flows are dynamic, changing throughout a typical 24 hour period.

Because of heat gain from the sun and changes in building occupancy, the demand for heating and cooling varies, not only throughout the day and night, but also by building sector. An effective and efficient HVAC system must provide correct energy output when and where required, and proper hydronic balancing is the key to proper performance in the most costeffective way. Circuit balancing is essential to ensuring that heating and chilled-water systems deliver correct flows to all terminal units in an HVAC circuit. In an unbalanced system, sectors of a building have underflow or overflow conditions that impact control-valve authority and therefore indoor climate. For instance, areas closest to an energy-production and delivery source could receive excess flow, resulting in excessive heating or cooling.

issues can be identified during building commissioning and before tenant move-in. In addition to providing a comprehensive record of specified and actual flows, circuit balancing helps simplify the setup and monitoring of control equipment.This reduces capital costs, as well as the time needed for commissioning.

On the other hand, areas furthest from an energy-production and delivery source could receive insufficient flow, resulting in inadequate heating or cooling. For every single degree temperature is increased above 20°C there is an eight percent increase in heating costs, whilst each and every degree of cooling below 23°C adds on 15 percent to costs. By properly applying circuit balancing techniques to each balancing valve it is possible to achieve proper balance throughout a system so that all circuits receive specified design flows for optimal

performance.When pumps, chillers and other components operate at the lowest possible load, owners benefit from less wear and tear, longer equipment life, and lower energy and maintenance costs. Diagnostic analysis An improperly adjusted balancing valve, clogged strainer/coil or other system issue that changes the specified flow rate through a coil or AHU typically causes insufficient or excessive heating or cooling. Diagnostic analysis can be performed readily by checking the rate of flow through a balancing valve. Moreover,

Far too many buildings are plagued by temperature variations that can lead to tenant complaints, high energy consumption and increased operating expenses. In most cases, these faults can be easily resolved through proper balancing of the heating or cooling system in conformance with original design performance specifications. ousebuilding today faces twin challenges from two very different directions. On the one hand, the Government’s imperative to achieve zero carbon homes across all sectors before the end of the decade; and on the other, the ability to respond to the economic recovery, when it arrives and to dedicate capacity to deliver new homes to consumers who want them within the same timescales. The truth is the recession has forced

the industry to downsize significantly and to cut its cloth, its banking facilities and its aspirations for a rapid return to profitable growth accordingly.The dilemma will be how best to invest impoverished resources and the budgetary case for R&D to meet the new regulations will have to be argued against a myriad of other good causes for access to scarce funds. Given the timescales involved until the new regulations begin to impact, it is clear that the winners will be those who are currently ahead of the game in innovation and developing new, sustainable products

that can not only be delivered to the mass market quickly, but which are both financially and aesthetically attractive to developers, housebuilders and consumers as well. It is true that many of the early-stage development R&D programmes in progress covering both materials and build systems are aimed directly at meeting the forthcoming Government targets. But with growing and significant demand for sustainable products already here, and only three years before the first immovable

deadline is upon us, the challenges facing the industry in terms of infrastructure and product development are substantial and there will inevitably be winners and losers. Consequently anyone not working diligently towards meeting at least Level Four of the Code for Sustainable Homes commercially is in danger of having missed the boat. ‘Can do’ attitude At its peak, the housebuilding sector was producing around 240,000 homes per annum, of which around 60,000 were built as social or affordable housing.The social and affordable sectors have fared better than others throughout the downturn, providing relatively consistent volume and a source of much-needed work for the industry.That is until recently and the introduction of the Government’s austerity measures and subsequent cuts to public spending.The private sector of course has been reduced to a shadow of its former self and these factors now conspire to provide a backdrop of pent-up demand, the true dimensions of which are yet to be realised. Estimates vary, but there is a view that the UK housing stock is short to the tune of between 200,000 to 250,000 homes per annum, around 10% of this in Scotland alone.Therefore, it is clear that not only is there demand, but when it arrives it needs to be met fast, to higher building standards, with improved control of costs and from a reduced pool of resources. Clearly the industry needs an absolute ‘can do’ attitude.

The key areas that these homes of the future will address include minimising the energy requirement (and thus carbon footprint) of the home by utilising a range of sustainable technologies that all have one thing in common - no need for user intervention. Put simply, the majority of the environmental performance of these homes will be incorporated into the fabric of the buildings, an approach where timber frame is well placed to deliver. As yet from a consumer perspective, there is not a huge understanding of what sustainability means for housing, but importantly, these homes will also be judged on the value-for-money they provide. Price premiums justified by the cost of embodied technology must deliver an enhanced user experience and a fast return on investment for the consumer (within their tenure in the building) or risk being eroded by market competition.This is hugely significant, as it will be the margin that the market is willing to support that will dictate the pace of growth or recovery for most operators in the sector. Feel-good factor My own view is that assuming a “level playing field”, as the next code supersedes its predecessor, it will be difficult to justify a premium over the previous generation in terms of market acceptance and we will have to engineer new products to ensure that the first version of the next code level costs no more on a like-for-like basis than the last version of the old code level. Timber itself is the only truly sustainable building material we have, being one of the lowest embodied carbon raw materials around, providing the structural kits for high quality homes.Timber frame will meet the Government regulations with ease and, indeed, is already doing so with Code Level Four being met by Stewart Milne Timber Systems’ Sigma II product which is already in production and being delivered commercially to the market. As well as the feel-good factor of using a natural and sustainable material, timber as a building material is proven – it works, has been around for hundreds of years, is in common use and it is low maintenance. In addition to its environmental credentials, it is commercially economical, supports improved health & safety, offers design

flexibility, provides high quality buildings as a result of being manufactured in a controlled factory environment and benefits from rapid speed of build. Cost-effective flexibility The argument for choosing timber is becoming increasingly apparent but despite the growing popularity of timber frame as a build solution, there remains a need to move it up the agenda and establish it on the psyche of the industry. With the growing need to shorten the cash-tocash cycle - and speed of build being a key enabler of this - the industry must be receptive to change. And let us not forget the consumer. With recovery forecast in the medium term, house buyers and tenants will have more influence than ever before, and choice, shorter lead times and fast delivery are all key motivators. Again, timber frame comes into its own in providing all of these at the same time as meeting the challenges of private sector sales models based on concluding off-plan, leaving around only 12 weeks to deliver a newbuild product. Closed panel, “fabric first” build systems are already well on the way to meeting the much-vaunted need for energy efficiencies and the ability to tailor production to market demand provides cost-effective flexibility. So for any architects sharpening their pencils to design a modern housing development, any developers looking for assured solutions for contented customers, and any consumers looking for energy-efficient homes that are easy to change and can be extended painlessly, timber frame really does what it says on the tin. What was your first job, and when did you join the industry you are currently in? I worked for my father whilst in college (Gloucestershire College of Arts and Technology), and my very first job was cutting a letter plate into a wooden door. It took me forever, and I made a complete hash of it. I seem to remember him replacing the door and getting someone else to cut a new plate! My first full-time job was as an assistant quantity surveyor for Nigel Rose & Partners in Cheltenham. I had the job of re-measuring measured term contracts for the PSA. In the main, these were decorating contracts on all the defence bases around Gloucestershire. I loved it. I could get out in my car and felt like I was my own boss. Nothing could have been further from the truth! It was great experience though and also gave me an insight to the military lifestyle (definitely not for me). I also had the job of making tea and folding drawings. I’m still a drawing folding nerd, having developed expert skills back in the ‘80s!

Did you have plans to achieve this, or was it a series of (lucky?) events? I wasn’t great at school, so I went to college to study construction management. This was mostly due to my father being a builder; I think subconsciously I wanted to follow in his footsteps. I did my OND and HND and in 1986 wrote over 100 letters of application in and around Cheltenham/ Gloucestershire. I had two interviews and got the job with NRP. My starting salary was £3,750, which was fairly average starting salary at that time.

What has happened along the way that helps you in your position today? Generally really good experience and working alongside great people. I generally learn more from the people I work with and get inspiration from them. As proved by my performance in school, I’m not the most academic of people and have always had to work really hard to achieve my qualifications. However, I became a qualified member of the Royal Institution of Chartered Surveyors in 1996, which is my proudest academic moment.


Profile Do you think that industry newcomers will have the same opportunities as you had? If they work hard and apply themselves.There’s a real shortage of young talent in the industry, so anyone who is fully committed will shine through. In my experience, success comes through hard work and being absolutely, Russell Houghton, Regional Director of fully committed to what you Leadbitter Group’s Western Housing Division are doing.Whether this is cutting a letter plate for your Dad or running a business unit, the same basic principles apply. When I originally qualified, we were led to believe that we would join the industry as business leaders.You have to work your way up, but hard work and commitment will always be recognised and rewarded. How much has your industry changed since you have been involved – and have you caused any of these changes? I believe communication and IT are the biggest changes in the construction industry.The use of emails to communicate has made everyone immediately available, but unfortunately, the volume of emails is not consistent with the amount of mail we used to get in the good old days! The other down side of emails is the default to send a mail rather than speak to someone. Personal communication is always the best way! Social responsibility and health and safety are also hugely different now.The importance placed on being a Considerate Constructor and also working sensitively and collaboratively in the community has a huge bearing on our daily activities.We wouldn’t have thought of that in 1986. I’m also very glad that our industry has taken huge strides forward in health and safety, and I’m interested as to how that will developed further in the next 24 years. What advice do you wish you’d been given at 25 (or 35!)? Work smarter not harder! Do you think advice can be given to people, or does everyone have to make their own mistakes? You have to make your own mistakes, but don’t be frightened to make decisions.You can paralyse your career by not being a decision maker. However, you always learn in business, and there is a lot you can learn from good advice and good people.There are many talented and experienced people in our industry, who I have found are generally very happy to lend support and help. Where do you see yourself/your industry in five/ten years’ time? You can never tell; I just hope that I’m enjoying what I’m doing! FFE employ protective cages from STI on a number of detectors within the Fireray range. With the introduction of the Fireray 5000 model, a motorised auto aligning infrared optical beam smoke detector, no cage was available from the standard STI range to accommodate the detector and the control box, FFE therefore worked with STI to jointly design a new cage. Another first for Space Air!

The very first VRVQ system delivered to the UK was installed in the Guildford offices of Space Airconditioning plc, Daikin distributors since 1980.

D

aikin’s unique VRVQ system has been specifically developed to replace the outdoor and indoor units of similar systems, originally designed to operate with HCFC R22 (or HFC R407C) refrigerant – without the need to replace the interconnecting pipe work!

Space Air ensured that the first VRVQ system available to the UK was earmarked to replace a VRV ‘K Series’ R407C system. In this example, the existing refrigerant pipe work and ceiling cassette fan coil units were retained. Only the outdoor condensing units and internal branch selector boxes were replaced.

Traces of old refrigerant and oil mixing with new refrigerants and oils can cause equipment malfunction.Typically, when upgrading to new equipment, it is recommended that all existing interconnecting pipe work be replaced at the same time as the outdoor and indoor units.This can be extremely costly and cause great disruption within the building.

Commenting on the installation, Space Air’s technical after sales manager, Sibat Butt said “It is quite usual for new Daikin equipment to be installed in our own premises, but normally it would be destined for our training suite or a showroom. Shackerley: not all rainscreens are monolithic! Shackerley is urging architects to explore the many different aesthetic styles that can be achieved using the company’s Queen’s Award winning Sureclad ceramic granite ventilated facade system. “There’s a widespread assumption that ceramic granite ventilated facades will automatically deliver a monolithic appearance”, says Shackerley Chief Executive Brian Newell, “However, ceramic granite is an exceptionally versatile material, supplied in many different styles, colourways and finishes.There’s no reason why every panel in an elevation has to be the same, and it’s exciting to see what happens when specifiers express their creativity and take a less conventional approach.” One such project is Darwen Leisure Centre, Blackburn & Darwen Borough Council’s £12.7million flagship sports and leisure facility. Like the majority of cladding schemes supplied by Shackerley, this uses the most popular and economically sized 1200x 600mm panel format. However, the facades have been created using panels in three different colours, randomly distributed, resulting in ‘patchwork’ effect.These panels have all been specially manufactured with a surface finish that resembles weathered metal, with all its visual texture, variation and reflectivity.

The cladding has been designed using colours prevalent in the local townscape with its many steep terraces of stone houses. Blackburn & Darwen Borough Council was an active participant in the design criteria and selection, having previously commissioned a borough-wide colour study to assist in more sympathetic development in this strong Pennine landscape.The main contractor was Galliford Try Northern and the cladding was installed by Baris Limited.

Bombardier Aerospace plant chooses Oventrop The installation of Oventrop differential pressure control valves (DPCVs) and matching double regulating valves (DRVs), as well as butterfly isolation valves and strainers, has been completed at Bombardier Aerospace’s new CSeries aircraft plant in Belfast.These components will simplify system balancing and commissioning of the factory’s giant clean room for aircraft component

manufacture. This installation represents one of Oventrop’s largest orders for this type and size of valves in Northern Ireland. One feature looks at how IT is influencing our lives more and more every day – from fun elements like MP3 players and Kindles, to internet on phones which makes your office mobile, and international conferencing on design issues – the architect, client, and contractor don’t even need to be on the same continent now to look at a project and make team decisions! Whilst I find the improved communications that today’s IT allows is brilliant in so many ways, it also means you get very frustrated if you don’t receive an almost immediate response to queries! We all expect instant answers nowadays, and when you know someone has their email on a smart phone you automatically think they’re ignoring you if they don’t get straight back. Maybe they were just having a lunch ‘hour’. Remember them? And the Christmas stuff is in the shops! The team here at FC&A are making their lists which were going to be available on our website, until I read the content of December’s Legal & Business piece on the Bribery Act and what constitutes a financial advantage. Oh, well.
