To celebrate the UK’s 85% reduction in fatal accidents since the introduction of the Health and Safety at Work Act in 1974, the country’s leading health and safety bodies have recently united with the launch of Health & Safety Week 2014. Coinciding with this year’s Safety & Health Expo, the celebration marked the achievements of companies that have put safety at the forefront of their sustainability and CSR initiatives. As the campaign builds momentum, it is hoped the industry will focus its attention on the next challenge – the reduction of deaths from work related illnesses. According to the organisers of this annual exhibition and conference – and the driving force behind the week – too many people die each year from illnesses that they have developed as a result of their work. It is therefore imperative to encourage employers to ensure a worker’s life is not put in unnecessary danger. The risk of working with asbestos, for example, has been the subject of many discussions and the awareness is gradually improving; yet there are still questions unanswered. In this month’s issue, Derisk UK asks whose duty is it to manage asbestos in domestic premises? Turn to page 24 to find out more. Other highlights include a look inside the new Dean Street Express – a walk-in selfservice sexual health clinic in the heart of London’s Soho. Wales' first Passivhaus School obtains approval Carmarthenshire County Council Planning Committee today released the official result that a pioneering merger of Burry Port Schools is to be given the green light, following a compelling proposal and plans submitted by lead architects, Architype and the WRW Group. Set to become the first Welsh Passivhaus and brettstapel school buildings in Wales, the amalgamation unites the town’s infant and junior schools, accommodating a total of 210 pupils and a 30-space nursery class on the existing Elkington Road site, under the common name of ‘Burry Port Community Primary’. The approved addition has predominantly been designed for use by key-stage two pupils, and comprises of four new classrooms, as well as two further teaching spaces, a staff and meeting room, and sanitary facilities. In addition, landscape architects Mackley Davis has taken the outdoor areas into special consideration within their landscape proposal. A sensory garden aims to establish an ambiance with the children, engaging them with their newly designed environment.

London hospitals wear hearts on their green sleeves Forward-thinking hospitals in London have recently piloted BRE’s new BREEAM In-Use (BIU) scheme for the healthcare sector with excellent results, demonstrating their commitment to healthier patient & staff environments, lower running costs & sustainable buildings and management practices. As part of an on-going campaign on green issues across the whole of the NHS (www. nhssustainabilityday.co.uk) both Bart’s & Great Ormond Street Hospitals have recently piloted the BREEAM In-Use methodology on their buildings.

BREEAM In-Use is designed to support building managers, owners and occupiers in reducing the running costs and improving the environmental performance of their existing non-domestic buildings. Recently adapted for the healthcare sector, BIU allows clients to find out how well they are doing currently in terms of sustainability and then have a clear pathway for improvements. “The major benefit is to the Trusts in terms of running costs and the patients in terms of a more comfortable, healthy environment in which they can heal and recover. Surely this kind of assessment can only be a good thing for patients and this has been recognised by Bart’s & Great Ormond Street Hospitals,” said James Fisher, who leads the Existing Buildings Team within BREEAM.

Brewster Bye to deliver 935 affordable homes Leeds-based Brewster Bye is reinforcing its position as one of the UK’s leading architecture practices operating in the affordable housing sector after winning contracts to deliver 935 affordable homes over the next 12 months. Brewster Bye works across all sectors of the property industry but its work in the affordable housing sector has been a major growth area recently. In the last two years alone, the firm has worked on more than 1000 affordable homes on behalf of housing associations throughout the UK. This trend looks set to continue following a number of new contract wins including 54 new affordable homes at Hob Moor in York on behalf of Yorkshire Housing and a new development in Northwich that consists of 42 units for Strategic Team Group. In April, planning permission was also granted for a £5.8m development that will consist of 47 new homes on Maltings Road in Halifax that will be developed by Home Group. Earlier this month Brewster Bye won the prestigious residential category at the RICS East Midlands Awards, for its work on

Greenwich Gardens in Derby. The innovative scheme consists of 98 one and two bedroom apartments for older people as well as being a valuable community facility with a restaurant, lounge, bistro cafe, library and fitness centre.

GCS to announce 2015 construction pipeline The third annual Government Construction Summit, the UK’s most important annual construction event, will take place in London this July to announce what the government envisages for the construction industry to help stimulate and grow the economy over the coming year – ahead of the 2015 general election. The one day event will see Rt Hon Dr Vince Cable MP, Secretary of State for Business, Innovation and Skills, Peter Hansford, Government Chief Construction Adviser, Sir David Higgins, Chairman of HS2, Lord Young, Enterprise Adviser to the Prime Minister, Rt Hon Michael Fallon MP, Minister of State for Business and Energy, Lord Deighton, Commercial Secretary to the Treasury and Andrew Wyllie, Chief Executive of Costain address attendees to provide the construction sector with an update on the Government Industrial Strategy and issues around it including spend and sustainability.

ISG hosts Transformational Change Debate ISG has teamed up with the British Council of Offices (BCO) and Trafford Council to host a wide-ranging debate focusing on how transformational change in the public sector is affecting the demands of the built environment. Held at Trafford Town Hall in Greater Manchester, ISG’s North West Debate was attended by a broad spectrum of delegates, with 45 attendees representing a number of public and private sector organisations, including local authorities, universities, architecture practices, consultants and main contractors.


News Following a welcome from ISG, the event featured three case studies from public sector organisations that have faced significant transformational challenges and cultural shift; Bolton Council, Rochdale Metropolitan Borough Council and Trafford Council. The forum provided an impetus for debate on the current and future implications of these trends on large public sector organisations and their constantly evolving property requirements.

Work starts on new sports centre Work has started on the University of Derby’s new £10.8m sports centre at its Kedleston Road site. The new multi sports centre, which will be open to students, staff and other community organisations, has been designed and engineered to be built into the natural slope of the site, which retains the existing rugby pitch next to Kedleston Road in Derby. The centre will enable users to stay fit, active and healthy thanks to its impressive facilities which include eight badminton courts, sports hall, gym furnished with the latest equipment, dance studio, squash courts and a climbing wall. Derby-based contractor, G F Tomlinson has been awarded the project. Barry Sewards, Group Chairman, said: “We are really excited to work on this project and thank the University for giving us an opportunity to create such a fantastic new facility in Derby. This new centre will be visually appealing with a green curved roof and will be built within the existing grass bank, minimising its visual impact on the environment.

Evergreen funding awarded to Chester scheme The North West Evergreen Fund, Evergreen, has provided Muse

Developments with a £4.8m development loan to part fund its 70,000ft2 first phase of the City Place scheme in Chester – a scheme that will deliver thousands of new jobs to the local area. The new loan was structured by CBRE’s Investment Advisory team. Muse has also secured a further £1.4m grant funding from the European Regional Development Fund for the development. City Place is a 3.5 acre development site, which will form Chester’s new Central Business District as part of the wider Central Business Quarter. Muse Developments was granted planning permission for the first phase of City Place in March 2013, which will ultimately provide a six-storey BREEAM ‘Excellent’ office building on the land adjacent to Chester railway station. The development will be complemented by the public realm, which will link it to the station and Shropshire Union Canal.

Community Health Benefit category of RICS and was shortlisted for a further three awards at the North West Construction Awards.The RICS Awards showcase the more inspirational regional initiatives and developments in land, property, construction and the environment. The awards are decided based on the impact the project has on the community, how the end user feels about the scheme and what makes it stand out from the rest.

City landmark reaches completion Work has now completed at Nottingham One, the most iconic residential development seen in the city for decades. The city’s most talked about mixed-use development project, which comprises 237 apartments and 55,000ft2 of office space, has already attracted eager buyers and overseas investors. Nottingham One, situated off Canal Street, is a pivotal part of the city’s regeneration plans and is a major focal point along one of the main arterial routes in and out of the city. Construction firm Willmott Dixon has brought the landmark waterside development to completion – with apartments and commercial space being marketed by FHP Living. Willmott Dixon started on site in February 2013, turning the site into an exciting waterside scheme that had always been intended for the city. Residential sales at the site have been booming since the release of 73 apartments in the Terrace and Pavilion in October, more than 75% have been sold or are currently under offer.

Liverpool and Sefton Health Partnership (LSHP) has won the regeneration category at the Royal Institution of Chartered Surveyors (RICS) North West awards. LSHP along with construction partners Galliford Try and architects IBI Taylor Young, were presented with the award following their work on Kensington’s Neighbourhood Health Centre on Edge Lane, Liverpool. The development was delivered by LSHP as part of the NHS Local Improvement Finance Trust (LIFT) programme, to create a modern, innovative health and community facility. Kensington’s Neighbourhood Health Centre was also shortlisted in the

Hounslow Council in west London, has begun a multi-million pound expansion and improvement programme to deliver those much-needed facilities. hilst rising demand for school places is not unique to London, the country’s capital is coming under increasing stress as population levels continue to rise. The recession has also had a notable impact. More and more people are choosing to remain in the capital due to the higher number of job opportunities available to them compared with the regions, and the number of children being educated privately has reduced, putting additional strain on the state education system. In December 2012, Hounslow Council penned a deal with multi-disciplinary management and design partnership, Pick Everard to provide project and cost management and design services under the Government Procurement Services Framework, to deliver multiple new primary, secondary and special education needs school places over a five year period within challenging cost parameters.

following schools is due for completion in July; Norwood Green Infant and Nursery, Norwood Green Junior, Springwell Infant & Nursery, Springwell Junior, Sparrow Farm Infant and Nursery, Sparrow Farm Junior School, Feltham Hill Infant & Nursery, Feltham Hill Junior, Grove Park Primary and Crane Park Primary. Unlike many traditional school expansion

and improvement projects, these schools have presented the borough and Pick Everard with a series of unique acoustic challenges due to their location under the flight path for Heathrow Airport. At its busiest times, approximately one plane a minute lands or takes off at the airport – a challenge which has been relished by the firm.

Before work began on site, Pick Everard’s expert acousticians conducted a series of detailed surveys at each school to determine exactly what impact the aircraft noise has on each site and what measures must be employed to mitigate this to provide a high quality learning environment. A ‘heavy weight’ construction strategy is used to ensure that buildings are sufficiently soundproofed to minimise the impact of plane noise in learning spaces, in addition to improved window specifications including triple glazing. In addition to issues with soundproofing, providing sufficient ventilation to learning spaces where you cannot simply open the windows, has given engineers another challenge to overcome. Pick Everard has taken a ‘fabric first’ approach with its design and ventilation strategies – similar to that used when adopting a PassivHaus standard – to ensure the minimisation of energy expenditure and CO2 levels. A series of sophisticated heat recovery ventilation systems have been installed at the majority of schools, which allow for the mechanical supply of fresh air and improve environmental control, helping to reduce the building’s CO2 emissions and enhancing energy credentials. In those schools where a single-storey extension has been installed, the

Community regeneration As well as providing a number of muchneeded school places across Hounslow, Pick Everard is committed to enriching the communities within which it is working. Community regeneration is an important part of this schools programme as both the local authority and Pick Everard strive to give something back to local people in

addition to excellent education facilities. For example, it is hoped that planned sports facilities at school projects within the borough will be available for wider community use outside of school hours in addition to pupils and teachers during term time. Providing excellent facilities to local people is a key strand of the work being undertaken by Pick Everard, with a focus on benefitting not only school children but their families and the areas in which they live. Future school projects involving Pick Everard will also work hard to benefit their surrounding areas and cement education at the heart of local communities.

2016 and beyond Work on the initial 10 schools is due for completion in July, with additional places already required for September this year, but Pick Everard is already looking to the future. Indeed, feasibility studies have already been completed for schools needed for September 2016 and even beyond that. The second phase of the schools programme will commence later this summer, at a combined value of £30m with schools to be completed by

September 2015. Pick Everard boasts a wealth of experience in the education sector, particularly within the Greater London area. During the past four years alone, the firm has completed an impressive 176 school projects within the M25 – equivalent to around one per working week. This programme is of major significance to Pick Everard and has allowed the firm to take advantage of the national experience it has in delivering projects to the education sector. Having carried out work across several boroughs in London at a range of primary, secondary and special education needs schools, Pick Everard was perfectly placed to undertake this challenging programme of expansion and improvement in Hounslow. Beginning in the London Borough of Richmond, where the firm completed ten primary school expansions and five master plans, Pick Everard has worked on a series of significant education projects in London. These include the £2.8m expansion of Hampton Wicks Infants School in Richmond upon Thames, which provided additional teaching accommodation to

concrete soffits, required for acoustic attenuation, have been exposed internally to allow for the use of a night cooling system. By passing air over the concrete used within the ceiling overnight, a cold thermal mass is created which helps to cool the building throughout the following day, mitigating the need for air conditioning. Pick Everard has also adopted a standardised design process, aimed at improving the environmental credentials of the entire project – something which is key due to requirements laid out by the London Plan for buildings of more than 1000m2 in size to meet BREEAM standards. These innovative construction techniques and energy efficient ventilation strategies, ensure the provision of high quality learning environments for children’s education.

The unit provides an in-patient Forensic Psychiatric Service to adults who are unable to be treated through General Psychiatric Services, working closely with the Criminal Justice System. Lincoln Security installed 800 of UNION’s KeyULTRA masterkey cylinders, throughout the development, to help manage the facility’s security and access control requirements. In addition, to standard single and double Euro Profile cylinders, euro thumbturn with clutch release functionality were also installed at Arnold Lodge for added patient safety. Ideal for mental health applications, the clutch release function prevents a patient from barricading themselves in their room. The clutch is disengaged by inserting a key from the outside, granting access to authorised, key-holding personnel, regardless of whether the door is locked or being held from the inside. The Theater Tower Building in Amstelveen, Netherlands, has recently been the subject of a major restoration and renovation, masterminded by Benthem Crouwel Architects. Located in the centre of the city and dating back to 1975, the building's new facade concept utilises hydro-formed etalbond, designed to create an architecturally striking skin.

M

odern theater demands sophisticated equipment and a lot of space for stage design. The height of the old theater building was extended and the internal space reconfigured to a ceiling height of 7m so that new scenography equipment, ladders, gangways, nettings, and light support beams could be accommodated. The Tower building envelope used a ventilated facade support system, which allows full air recirculation between the facade and the insulated substructure and much improved building energy performance. The substructure is made out of pre-cast concrete slabs which are supported by a steel frame. The outer skin of the facade consists of aluminium composite panels etalbond, with a fire retardant core and are coated with a 3-layer PVDF coating for superior weathering resistance. The cassette dimensions are 1.5 x 1.5m, where a spherical shape has been hydroformed. Etalbond panels are supported by

a hanging ventilated facade system that allowed fast installation and reinforced the aesthetic vision of the architect. Going for green Householders could claim over £1000 on improvements such as new boilers, insulation and windows

Energy efficiency remains front of mind for Registered Providers (RPs) following the 2014 Budget. There have been many schemes introduced by the Government to assist with their 'flagship' energy efficiency retrofit initiative, Green Deal, but these do not exist without their own specific disadvantages. David Kemp, Sustainability Manager at Procure Plus and Re:allies, discusses the current state of play.

E

nergy Company Obligation (ECO) was introduced in 2013 to complement the Green Deal and as a successor to the Community Energy Savings Programme (CESP). The scheme places increased legal obligations on the UK’s large energy providers to deliver measures that improve efficiency for domestic energy users. ECO was also designed specifically with hard to treat homes and vulnerable consumer groups in mind. RPs were ideally placed to access the Carbon Emissions Reduction Obligation (CERO) element of ECO which supported installations of Solid Wall Insulation (SWI) measures. The Government also launched the Green Deal (GD) Cashback scheme in January 2013 to help address energy consumption in UK housing stock and support uptake

of Green Deal. Available to home owners, private renters and registered providers, the scheme enabled users to claim back money on their energy related home improvements. After completing a Green Deal Advice Report (GDAR) and obtaining quotes from Green Deal Providers (GDP) for the work, householders could claim over £1000 on improvements such as new boilers, insulation and windows. The main disadvantages related to the GD Cashback scheme for RPs are restrictions on cost, time and provider choice. The user must pay to have the GDAR report carried out, which then takes time to complete. Alongside this, the choice of providers who can carry out the work is limited solely to companies that are approved by the Green Deal scheme. However, changes to ECO which were

announced in the Chancellor’s Autumn Budget Statement in December 2013, including reducing the CERO obligation and allowing cheaper cavity and loft insulation measures to count towards CERO targets, mean that RPs that were once set to receive funding for SWI schemes are now caught short as funders choose to walk away or significantly alter the offers that had once been available.

Proposed solutions The Government has recognised the inadequacies associated with both existing schemes and has attempted to remedy them through first changes to GD Cashback and then the creation of the Green Deal Home Improvement Fund (GDHIF), which is due to go live imminently. However, it can’t be denied that there are many similarities between GD Cashback and GDHIF. As with GD Cashback, funding is on offer to those implementing energy improvements in their properties but the options available to receive this are restricted. Through GDHIF, funding may only be accessed for SWI and/or at least two other measures in a bid to diversify the improvements being made

and achieve efficiencies via multiple means, rather than through one single tactic such as installation of a new boiler or double glazing. Incentives available through GDHIF include payments to the value of 75% of SWI installation costs (a maximum of £6000) which represents an increase of 50% on what was previously offered through the Green Deal. For the two measure bundle, 100% of funding to the maximum value of £1000 is available for two or more approved solutions or systems including: condensing gas boiler (on mains gas); fan-assisted storage heaters; double/triple glazing and cavity wall insulation. Homeowners are then offered additional monetary incentives depending on the nature of the works undertaken and duration of residence within the property. Regardless of the type of resident, all measures installed must be recommended on the basis of an Energy Performance Certificate (EPC) which is less than 24 months old or a GDAR report.

measures. However, given the maximum funding available, GDHIF is unlikely to kick-start SWI schemes we’ve seen stall in recent months. It is, at this stage, certainly not the solution required for effective funding of large scale energy improvement works.

Standard practice RPs have come under fire for apparently utilising all funding schemes available with little regard for the long term benefits or efficiencies at stake. However, the manner in which these incentive schemes are marketed to RPs means they are understandably doing their best to secure as much funding as possible to alleviate the financial burden of combatting fuel poverty, as well as improving the health and wellbeing of their tenants. RPs must not be underestimated as they’ve proven through asset management programmes such as Decent Homes that they’ve the capability to improve their stock in a prescribed time-frame and within budget. Looking ahead, it’s crucial that RPs look beyond the financial incentives and implement carefully considered schemes which achieve long-term goals, benefit tenants, and reduce energy consumption.

the threshold of EUR 200,000 (approx. £160,000) over three fiscal years due to the requirements of the EU State Aid De Minimis Regulation. Furthermore, because GDHIF is covered by this legislation, if an RP is receiving over £160,000 in other state aid over a three year period, they may not be able to claim at all. The Feed in Tariff (FIT), Renewable Heat Incentive (RHI) and Social Housing Grant were all counted as state aid for GD Cashback and may do so again for GDHIF. Therefore, it is advisable that RPs seek legal consultation on where they stand on this particular regulation. The ability to go direct to the Green Deal Installer without having to go through a Green Deal Provider is nevertheless an important development and frees up valuable resource across RPs. Most contractors working with RPs on this type of work will already be Publicly Available Specification (PAS) 2030 and Green Deal accredited, allowing RPs to conduct their own procurement exercises either through Official Journal of the European Union (OJEU) compliant frameworks or via their own systems. GDHIF could be a welcome source of funding for those with no state aid concerns, no ECO (as GDHIF cannot be claimed with ECO) and with relatively small programmes of energy efficiency

Dundee makes a splash The £31m Olympia Sports Centre is making waves around Dundee's waterfront boasting four flumes and a 50m six-lane FINA standard competition pool complete with 4m deep diving section, a large free-form wave pool and a separate toddlers' pool. The complex also houses a gym and a cafe.

T

he Olympia’s pool has a 15.4 x 11.3m moveable floor system which can be raised or lowered for training sessions or aqua-fitness classes. There is separate seating for competitors and spectators and the pool can also be split into two via a traversable boom system; a submersible boom can section off the diving pit; and there are two disabled access platform systems to assist bathers with mobility impairment. There are four exhilarating GRP tubular water flumes ranging in diameter and resultant ride speeds; three of these terminate within poolside aquacatches but the fourth, nicknamed ‘the

Cannonball’, terminates at 3.5m above the diving section of the main competition pool. This was designed to replicate the slide in the original Dundee Olympia built in the 1960s. To enhance the flumes, there are a number of sensations including crystal clear tube sections, daylight rings and a ‘Splash Encounters’ system which projects 3D images onto a mist within the tube; users choose an image that will appear in front of them as they descend – one of the options is a shark’s widen open mouth! This technology is unique in the UK. The wave pool contains a pneumatically operated wave machine providing a

number of exciting wave patterns which run to the beach area of the pool. In addition, this pool contains a river ride system and various water features such as base geysers, water cannon and sprays. The toddler pool has been designed with a large play structure with multiple interactive sprays, jets, a small tubular slide and a large tipping bucket. There are also a number of additional water attractions to keep the children busy.

The filtration system is based on traditional medium rate pressure sand filtration; water treatment is via sodium hypochlorite solution and hydrochloric acid which are separately injected into the pool water return-lines before final delivery to the various inlets. The hypochlorite maintains a minimum chlorine residual and the hydrochloric acid corrects the pH levels. There is also provision for adding an ancillary chemical if needed such as sodium bicarbonate for alkalinity correction. Poly aluminium chloride solution is also injected pre-filtration to provide a flocculant on top of the filter bed; this solution aids the removal of fine colloidal matter and suspended solids.

Time must be allowed to carry out the assessments and inspections required by Regulation 5 of the Control of Asbestos Regulations 2012

Regulation 4 of the Control of Asbestos Regulations 2012 requires duty holders to manage the risks from asbestos in 'Non-Domestic Premises', but where does that leave those that manage domestic housing stock? Derisk refers primarily to Local Authorities, ALMOs (Arm's Length Management Organisations), and Housing Associations.

O

n the face of it the statutory requirements of Regulation 4 do not apply to domestic housing stock but care should be taken with this approach, particularly when the ‘domestic property’ becomes a ‘workplace’. Regulation 5 of the Control of Asbestos Regulations 2012 states that – An employer shall not undertake work in demolition, maintenance, or any other work which exposes or is liable to expose his employees to asbestos in respect of any premises unless either – (a) he has carried out a suitable and sufficient assessment as to whether asbestos, what type of asbestos, contained in what material and in what condition is present or is liable to be present in those premises; or (b) if there is doubt as to whether asbestos is present in those premises he – (i) assumes that asbestos is present, and

that it is not chrysotile alone, and (ii) observes the applicable provisions of these Regulations. In other words Regulation 5 clearly states that the statutory requirement applies to any premises which includes domestic premises.

Added pressures Derisk works very closely with a number of organisations that manage domestic housing stock and the common theme appears to be that the highest risk of asbestos being disturbed through work is where the external pressures are at their highest and where the timescales for delivery are the shortest. This is often during the turnaround of ‘void’ properties where it is critical that the property is re-let as quickly as possible to minimise the period of time that it is empty and not attracting rental income. At this time of economic downturn the pressures to return the properties to occupied stock

are even higher which is resulting in the refurbishment work allowed timescales being dramatically reduced. However, time must be allowed to carry out the assessments and inspections required by Regulation 5 of the Control of Asbestos Regulations 2012 and time allowed to disseminate the information to the contractors to ensure that suitable and sufficient risk assessments and plans of work are formed to avoid working on asbestos containing materials. One of the ways that Housing Organisations are getting ahead is to carry out management level inspections to their domestic housing stock, but there is still a requirement to ensure that the refurbishment inspection element (as described in HSG264) is carried out. It is essential that a competent party is engaged as early as possible to ensure that the correct information is provided in the correct medium as quickly as possible to reduce the risk of incidents. Neptunus's Flexolution system, which has a 20-year plus life span, is made from re-useable and recyclable materials

A new concept in temporary housing has been created in the Netherlands in an innovative project which designers say could be adapted to provide much-needed affordable housing in the UK.

O

riginally Neptunus was founded to provide temporary structures for short-term rental to the events and exhibitions industry. However, its sophisticated technology has evolved extensively over recent years with the flexibility for buildings to host a vast range of long-term uses including supermarkets, warehouses, sports halls, theatres, offices and much more. Indeed, the advancements in technology means Neptunus can now provide buildings that can be adapted to accommodate almost any space requirement. Now the creative team at Neptunus has designed an innovative state-of-the-art apartment block which in appearance and quality is virtually impossible to distinguish from a permanent building, yet has the capability to be dismantled and re-erected at other locations. Neptunus, which has its headquarters at Kessel in the Netherlands, came up with the concept after being challenged by local authorities in Holland to find a solution to meet the country’s affordable housing crisis. It took just 14 weeks to construct the building at Panningen, Limburg – a small town about 30 minutes from the city of Eindhoven. It has 16 two-room and four three-room apartments which are all fully equipped and has been developed

All 20 apartments were snapped up within weeks of the housing association opening a ‘hotline’ for people urgently needing living space.

Short term solution Dorrie Eilers, Neptunus Director, says: “The Netherlands has a shortage of housing accommodation which particularly affects young people who are new to the housing market, people who find it difficult to afford a mortgage or people who are going through a divorce. The local authorities were unsure about building a permanent apartment block but Neptunus was able to offer a semi-permanent solution. It can either be removed when it is no longer required or can be dismantled and transferred to another location, depending on demand. “The accommodation is ideal for people looking for a short-term home such as ex-students or even people who may have sold their house and need a temporary home before moving into permanent accommodation. The building is likely to be located at Panningen for the next 10 years but with the ability to be dismantled and re-constructed at a new location, if required. April Trasler, Managing Director of Neptunus’ UK operation based in Northampton, says she hopes the innovative housing solution created in Holland could be adopted in the UK. She said: “Holland is not alone in facing a shortage of affordable housing and we believe this solution could also be attractive for local authorities in the UK to meet the growing demand for accommodation. “The Queen’s Speech in June highlighted that housing is a critical element of the UK Government’s programme and there will certainly be pressure on local councils and housing associations to find cost-effective and speedy solutions. We believe our Flexolution system offers the perfect answer to this problem.” Neptunus is a family-run business that was launched in 1937 when Anton Eilers, grandfather of Dorrie Eilers, found a chest washed up on a beach. walk-in self service sexual health clinic with a design inspired by the aesthetics and themes of the local area, Dean Street Express is just a stone’s throw away from its sister clinic 56 Dean Street, where the brand colours of bright orange and crisp white originated from. With an iPad registration system for new and old patients alike the entire testing process has been automated, which fast tracks everything from how long it takes you to get into a screening room to how long it takes to get your results. The process remains automated even after patients have gone through to the screening rooms, with a pneumatic vacuum system which shoots completed samples through tubes in the ceiling and pops them out in the testing laboratory. Even the lab is one of a kind, where the scientists can be watched from the reception through a large window and where the world’s first on-site Infinity machine has been put into action to enable all results to be received within six hours. The four screening rooms each have a different design inspired by the various unique shop fronts, store decor and neon signage in the area – the reception even has its very own bit of neon, making it an official member of Soho. At the bottom of the winding fluid staircase the waiting room is made up

of space-saving cinema seats and the adjoining consultant rooms are decorated with vintage movie posters, paying homage to the theatrical history that runs through Soho’s veins.

Making a statement With bright orange bouncing off the mirrored walls, black and white patterns covering the ceiling, and artwork of hundreds of images of Soho taken by one of the clinic employees, this project has ended up looking as little like a hospital as possible. Funding for the NHS is constantly getting tighter so everybody has to adapt, but working to a shrewd budget and still delivering a space that makes a statement is one of our specialties. Working out a low cost plan from the beginning meant that at the end Penson was able to unveil one of the most radical clinics the NHS has ever seen. Comfortable, luxurious and bright areas replace cold, clinical and claustrophobic spaces, with the added freedom to feel as relaxed as possible. In fact, if you were to ask somebody to guess whether this space is an NHS clinic or a nightclub from the year 3000, its almost certain 100% of them would choose the latter.

Social housing providers need to look at different ways to adapt to the changing housing landscape

Fighting fuel poverty A recent survey for the National Housing Federation on welfare reform, found that housing associations estimate that nearly one in five of their working age tenants in receipt of Housing Benefit are affected by the size criteria, and on average, more than a quarter (29%) have fallen into arrears since its introduction on 1st April 2013. Steve Matner, UK Residential Key Accounts Manager for Hager UK explains more.

hese figures have sparked debate across the country with Channel 4 airing its own documentary ‘How to get a council house?’ which delved into the changes to the welfare state, aiming to answer the question: How do councils cope with a lack of properties and a surplus of people in need of homes with affordable rent? Social housing providers now need to look

at different ways to adapt to the changing landscape and become less reliant on increasingly scarce government funding and more self-sufficient in finding value in existing relationships with suppliers to retain resident’s comfort and business viability. As public sector organisations meet their borrowing limits development will grind to a halt, which is why Hager has developed a strategy to provide electrical solutions that are cost efficient, robust, and reliable. National Energy Action (NEA) and Energy Action Scotland (EAS) recently reported in the UK Fuel Poverty Monitor that the number of British households living in fuel poverty now stands at almost 4.5 million. By investing in energy efficient products which control and reduce usage, housing associations and local authorities will be helping tenants avoid falling below the breadline. A simple way to limit energy usage is through wiring accessories that control lighting, for example occupancy sensors and dimmer switches. Dimmed lights not only consume less power but can also extend the lifetime, while offering a stylish alternative to

the traditional light switch. The benefit of occupancy sensors is that they can be set to ‘absence detection’, which is activated when a person enters a room and makes a conscious decision to switch a light on, consequently avoiding nuisance detection. This is different to ‘presence detection’ where the light will automatically come on when it detects movement, potentially unnecessarily. The light is then turned off after a certain time period from when the infrared sensor no longer senses movement. This is an innovative solution for housing associations when considering energy saving solutions and particularly popular in children’s bedrooms, downstairs toilets and garages. Introduced in 2002, the ‘Decent Homes Standard’ set housing associations with a target of ensuring that all social housing meets set standards of decency. As an innovator in the electrical industry Hager has worked to develop its products to provide particular benefit to the affordable housing sector. Electrical solutions are the veins of any home, and when it comes to social housing, where there is a high turnover of tenants, solutions need to be resilient in saving energy, providing electrical safety, security, and meeting legislation. Essentially properties need to be designed for rent, and equipment durability is even more important in ensuring that products last longer and ultimately reduce maintenance costs. Often lower priced goods can have a reputation for being of a poorer quality which can subsequently provide a false economy if frequent repairs need to be carried out. Because of this safety standards are also taken extremely seriously at Hager. This is demonstrated via a dedicated facility at the manufacturing plant in Telford responsible for assessing various Hager products from sites across the world due to its rigorous testing process. By pre-wiring and pre-testing products, Hager significantly reduces the labour costs as well as safeguarding from damage which is a key requirement when tenants change on a frequent basis. It is by sourcing from reliable and proven manufacturers that housing associations can ensure that risk is minimised in their properties. Arguably there are different ranks of product testing, and we go beyond the basic required level of testing by considering all potential scenarios and repeating the process multiple times. The pull of demand in this sector means that projects, more often than not, have tight completion deadlines. With the pressure mounting, housing associations need to be choosing suppliers that have a proven track record in consistence of supply and product availability. Public sector housing design will often incorporate specific requirements to meet the needs of tenants in order to make sure the property is absolutely fit for purpose. As a result of the reforms we have seen more housing associations and local authorities

turn to us for bespoke engineered solutions designed in collaboration with the customer to manufacture to their specific needs. For example, Hager has previously supplied local councils with a series of bespoke full metal distribution boards for durability, and expects a general trend to follow across the country. We also believe that having a UK manufacturing base is essential to our public sector customers in meeting tight delivery schedules. When the 17th Edition of the Wiring Regulations came into force in 2008, social housing providers were faced with further regulations around protection, control and distribution needs, including the protection of every socket in a house, protection to cables

buried in walls and protection to circuits in special locations such as bathrooms. In response, Hager adapted its consumer unit portfolio to encompass the Hager 17th Edition Consumer Unit which was developed closely with contractors and housing developers providing an aesthetic design that would fit into both new and existing properties. In retaining a high level of protection for the equipment, it improves installer and tenant safety reducing number call-outs. To aid customers in the affordable homes arena in comprehending these changes, Hager offers technical training into the 17th Edition Wiring Regulations including the amendments. The regulations point out that consideration should be given as to whether all circuits can be connected to a single residual-current device (RCD), since this could lead to the loss of supply for the entire installation if there is a fault on just one circuit. Protection for smoke detector circuits is also likely to require special consideration. Delivering affordable and quality public housing solutions that meet the ‘Decent Homes Standard’, as well as other regulations, is a mission in itself. It is therefore imperative that housing associations and local authorities pay attention to the vast scale of electrical solutions on the market and that they consider sustainability, safety, security, longevity and efficiency at every level.

As Bristol's £430m Southmead 'super hospital' prepares to open, attention has turned from the construction project itself to the finishing touches that complete this showpiece NHS hospital.

T

he hospital’s contemporary design is all about openness and accessibility, with three large atriums creating a light and airy feel and providing social and relaxing spaces for staff, visitors and patients. That openness, which involves balconystyle corridors on five floors and balconies on all five storeys of the atriums, makes way-finding easier and moves the hospital away from the claustrophobic institutions of the past. That space has to be balanced against the need to ensure safety, as staff, visitors and patients move around the hospital, which is why the balustrades have been such an important aspect of the specification. Balustrade specialist, Delta Balustrades, was responsible for designing and installing the balustrades and handrails across both the public and staff only areas of the hospital. Howard Cooper from Delta Balustrades comments: “The extensive use of balustrades

through the atriums. A total of 300m of balustrades was required for the three staircases, with stainless steel handrails and fixings and fritted glass panels. Howard continues: “304 grade stainless steel was used for the feature staircases with a 240 grit stain polish, which is a very high grade and durable material. The specification was designed to ensure that the handrails, which are in high traffic areas, will continue to look great for years to come and that the whole system has the durability to withstand heavy usage and support safety.” The glass panels used were also of a high specification and specialist manufacture. The lower section is fritted with a subtle dot matrix pattern which fades as it rises up the panel. This means that each panel is almost opaque at the base and gradually becomes more transparent until it becomes completely clear towards the top. “The panel design is largely aesthetic,” comments Howard, “but the mix of obscured and clear glass also ensures that the overall effect keeps the open feel of the interior while providing modesty screening between the lower and upper storeys.”

Howard explains: “The brief called for concealed fixings which creates cleaner, more aesthetically pleasing lines on the balustrades and also removes any risk of fixings snagging on skin or clothing and protects the fixing system from damage. “To achieve this the design incorporated folded stainless steel pressings along the continuous length of the balustrades which were folded over the fixings. “This enabled us to position the glass panels flush to the floor for maximum safety and a neat aesthetic. It also contributes to the hospital’s infection control by preventing dust from becoming trapped under the panels.”

Back of house Not all the safety considerations of the balustrade installation affect the public areas at Southmead Hospital: the staff dining area on the roof terrace also required expert design and safety specification. Here the specification of the handrails

and twin flat uprights has been reduced to mild steel rather than stainless steel as it is not a high traffic area and is not required to meet the same aesthetic standards as the hospital’s interior. However, the mild steel was powder coated in grey to match the roof and provide weatherproofing protection. While the glass on the roof terrace was designed to meet strict loading values and was taller than required for additional safety, here, again, the specification was scaled down to plain glass to manage costs in non-public areas. The specification in the six clinical core staircases was similarly down scaled to reduce costs while maintaining high safety standards. For safety and durability 304, grade stainless steel was used for the handrails and up rights, which were fixed to the concrete staircases using standard fixings. Plain glass panels were used in these areas, however, reflecting the need for serviceable rather than aesthetic specification. Howard Cooper adds: “Southmead hospital epitomises the very highest standards of hospital design and has already become a benchmark for a hospital environment that is both welcoming and easy to navigate. The balustrade specification supports those design aims while ensuring that high usage areas are both safe and durable.”

The same specification of stainless steel balustrades with concealed fixings and custom-designed glass was used for each of the hospital’s corridors, which radiate out from the atriums on five storeys. For all the public areas, loading calculations were an important element of the design and manufacturing for the balustrades. In the atrium areas, the loadings were high because of the number of people that the public space has been designed for. However, the requirements were even more stringent for the corridors. chools can apply for funding for repairs which will be available in 2015. By installing sliding door hardware, educational spaces can be transformed, not just repaired, explains Fergus Pickard, Product Development Director, P C Henderson. The latest initiative allows schools to apply for funding to repair and improve buildings. As reported in ‘Coalition boosts English schools building programme with £2bn’, The Financial Times, 29th April 2014, this may pre-empt a long-delayed survey on the scale of work needed to be done on the UK’s schools. With new builds accounting for around only 1% of each year’s building stock (as reported by Sustainable Development Commission), refurbishment and repairs of facilities across the country should be considered for ongoing value and

future flexibility. By using innovative ways of dividing rooms, creating storage and allowing temporary concealed areas for offices and study, will help to meet future demands should the requirements of the room change. In the office sector flexibility is now key for layouts and this may translate to future education environments. Certain types of hardware allow rooms such as assembly halls to be divided into extra classrooms or used for different purposes when needed. Other sliding hardware is ideal for heavy duty light commercial use and can be used for standard or cupboard doors eliminating the room needed for a swing door to function. Sliding doors are also the safer option as they eliminate the intrusive swing door. One classroom innovatively used a sliding whiteboard to reveal vital storage behind to increase space. also be utilised in school gyms. A curtain system can be installed to divide the area to allow two classes to use the space at the same time. Education and confidence. Both the Government and Save the Children offer guidance on designing schools for children with Special Educational Needs (SEN) and disabilities. Basic, cheap and tested guidance is to have wide door openings to accommodate wheelchairs and to have handles low enough for children in wheelchairs to reach. In the case of the Ruskin Mill College, an independent specialist further education college based in Gloucestershire, accessibility is a key aim. When its woodland kitchen was built, doors were intelligently installed to create an open and welcoming foyer or an extra enclosed and warm classroom, when required, for versatility. As part of the Ruskin Mill Trust, the College provides residential education for 16-25 year olds from all over the UK with severe learning difficulties, including autism, Asperger’s Syndrome and developmental delay. During festivals, conferences and special events the kitchen is used to serve food and drink to the public. The folding hardware installed helps create an even more welcoming environment with ability to fold completely open in summer and create an indoor/outdoor experience. C Henderson’s Lift and Slide hardware was installed helping create a dramatic entrance to the playground. The 900m2 block is comprised of four classrooms, a hall, a kitchen, an ICT suite, staff room and support rooms. The sliding doors operate with a simple turn of the handle. This unlocks the door, lifts the door up from its weather tight position and allows it to slide easily on the carriages with minimal friction. Once open, the door can be lowered at any position and locked by moving the handle down. This simple operation is achieved with the confidence that the system offers superior weather resistance and; with the combination of the multi-lock mechanism and concealed position of the carriages, excellent security. The system can hold doors up to 300kg and is available in three CE rated weather levels.

Future demands

It is essential to consider flexibility of the interior when refurbishing a school. Building Information Modelling

Building on BIM Building Information Modelling (BIM) represents a major transformation for the management of construction and post construction maintenance, explains Dr Martyn Kenny, Director of Sustainability, Lafarge Tarmac. At its heart lies the drive for a more coherent design platform to support the delivery of outputs, improve specification and supply chain collaboration, whilst reducing duplication, and detecting clashes.

T

o date, there has been a strong focus on BIM’s data-rich way of working, and early adopters have put it to excellent use to map cost, delivery schedules and technical information about building components. BIM creates the opportunity to demonstrate outcomes by modelling new or improved approaches to project delivery. We should extend this functionality to encourage more sustainable construction. With the information we now have, BIM can aid our understanding of the whole-life performance of buildings, by examining how different materials affect key performance criteria, such as thermal mass, energy use in operation, or end of design life scenarios. BIM also delivers visibility of the sustainable credentials of the specific materials being

used in a building. This means that clients can build sustainability into the fabric of a structure through improved understanding, enabling project teams to identify the right product for the job and determine its implication on specification. This can include things like environmental product declarations or sustainability credentials – responsible sourcing, embodied water and carbon, recycled content and recyclability. These are critical factors that allow us to adopt a long term approach and improve the whole-life sustainability performance of buildings. Despite their importance, these factors are often being overlooked. Of course, the information required will vary depending upon your position in the supply chain, and the phase of the project. However, we often get asked about a material’s sustainability credentials after the design process is completed or, worse, following construction. We must stop this retrospective approach. BIM helps specifiers to take a ‘fabric-first’ approach to incorporating sustainability into a structure by providing information to support more informed up-front decisions about the choice of materials and understand their impact upon sustainability performance. These attributes can also be built into the deliverable project information, typically COBie, which is sent to the project team. This information is valuable for facilities management, as it enables the maintenance schedule and sustainability performance of

the building to be managed and monitored throughout its lifecycle. For this process to work most effectively, it’s essential for clients to engage with the supply chain early in a project. BIM objects can be important catalysts for driving early engagement across the supply chain and bringing specialist insight into the specification process. Specification of high performance, innovative products with sophisticated attributes is a specialist skill and a key reason for getting manufacturers on board early. BIM objects enable design teams to harness this knowledge more easily, by taking into account the full implications of specifying different products – thereby ensuring that factors like the impact on whole life sustainability performance can be understood from the outset. BIM will clearly be central to the future of construction, thanks to its project efficiency benefits and increasing client demand. In addition to the transparent, identifiable benefits it brings to the build process, sustainability should absolutely be part of this narrative. There is already clear support within the supply chain to enable this transformation to take place, so it’s crucial we unlock this as a golden opportunity to improve the whole-life performance of our buildings.

Make space for cladding expertise A key feature of the Southwater Regeneration project in Telford is the construction of a 600-space multi-storey car park with potential for expansion by a further 350 spaces in future years.

restaurants, an energy centre, an 83-bed Premier Inn, a visitor centre and new restaurants to the front of the existing Ten Pin Bowling Alley and the recently refurbished Ice Rink. The regeneration of the Southwater area is a partnership between Telford & Wrekin Council, Southwater Event Group, private sector investors and is part funded by the Homes & Communities Agency. Phases 2 and 3, in future years, will add residential properties as well as more commercial units plus the car park extension to ensure that the facility maintains the capacity to support the total development.

By involving a car park specialist early in the specification process, significant benefits can be gained and savings achieved with a more efficient perimeter solution. For example, Berry Systems can advise on how to achieve the required level of ventilation through the cladding as well as how it could be rated for pedestrian loadings, as was the case at Southwater. Berry Systems is based in Bilston, near Wolverhampton and have been the leading producer of car park safety barriers since they introduced the spring steel buffer in the 1970s. Since then the product range has grown to cover a wide array of industrial and commercial situations. More recently it has added car park cladding and TopDeck modular car parks to its product portfolio, all benefiting from many years of market experience. Products are independently tested to meet the relevant requirements of BS6399 and the new BS EN 1991 -1-1 2002 Annex B, the European Standard that has superseded BS 6399 Part 1 1996. In addition, Heavy Duty designs are available for up to 40 tonne vehicle impact. Berry Systems is part of the Hill and Smith Infrastructure products Group.

ssociated Architects of Birmingham discussed the cladding requirements with car park specialist Berry Systems at an early stage in the project’s development. This enabled Berry Systems to demonstrate its ‘in depth’ expertise by designing a cladding system that met the pedestrian loading requirements of BS 6180 and so removed the need for additional pedestrian handrailing on exterior faces. The expanded metal mesh cladding was then produced and installed by Berry Systems’ own team for contractor Morgan Sindall. It also installed vehicle safety barriers at the split levels inside the car park from the extensive range of floor and column mounted barrier systems. Installation was completed in April 2014 in good time for the planned August launch event for phase 1 of this £250m project. Council specifies Thrutone for school refurb Marley Eternit’s Thrutone fibre cement slates have been specified by Milton Keynes Council for a striking 2000m2 school roof replacement project in the historical town of Newport Pagnell, which also used the company’s Cedral Weatherboard to replace existing cladding. Marley Eternit’s Thrutone fibre cement slates were chosen for the refurbishment project because the blue black colour closely matched the original slates on the roof and the surrounding buildings, meeting both the council’s and school’s requirements. Fans help landmark project turn waste to energy A total of 23 axial fans supplied by Elta have been installed throughout the first large Energy from Waste (EfW) facility to be built in the Lincoln area. Striking refurbishment by Remmers Located in the historic Eyre Square, the focal point of Galway, is Dunnes Stores. The Georgian facade of the building required extensive repair and refurbishment. Repairs to the render were carried out using Betofix RM. This advanced cementitious repair mortar is designed to be easy to use and fast curing, which allows it to be applied and built up in several layers within a short period of time prior to application of the coating system. Finally, to protect the facade from further damage, Remmers Elastoflex system was chosen for its excellent crack bridging, anti-carbonation and waterproofing abilities and to give a high degree of finish to the exterior. Quality, function and appearance were major factors when choosing rainwater goods to renovate Wayout Lodge, a listed property which has undergone a major transformation by owner and interior designer James Gostelow. ROCKFON transforms Leeds City College campus Leeds City College, the third largest further education college in the UK, has opened a new city-centre campus to offer modernday vocational study programmes. Being a refurbishment project, the build had a number of challenges. Flowfast helps hospital helipad The 1100 bed Uppsala University Hospital, which is Sweden's oldest university hospital, was seriously concerned about a leak that was sending water from the helipad to the building's top floor. A robust flooring solution was required that would stop this leak and also provide a safe surface for the helicopter during take off and landing. A series of paints had already been applied by the hospital, but all of them failed to withstand the on-site conditions and quickly deteriorated. To overcome this problem, global resin-flooring specialist Flowcrete supplied approximately 3500m² of its methyl methacrylate (MMA) floor coating, Flowfast. This solution was tailored to meet the specific demands of the helipad, ensuring an impermeable finish in the face of the challenging conditions. Jukka Kaikkonen, Managing Director for Flowcrete Sweden, says: “The Uppsala University Hospital was facing quite a complex problem with its helipad, as the coating on the structure needed to meet a long list of criteria, with some of the demands being very difficult. “A permanent fix was required to stop the water leaking into the hospital and creating a potential hygiene problem. Redlynch Ward at Salisbury District Hospital comprises two separate units, and having been in use for over 20 years they were due for modernisation. Phase one of the project was to refurbish one of the units, and specifying the walls and floors to meet the variety of complex requirements was the task of the hospital’s

Marmoleum Dual tiles inject fun into floor scheme Marmoleum Dual tiles from Forbo have been installed in refurbished areas of Darland High School in North Wales as part of a multimillion pound remodelling project. Wrexham Council wanted to use sustainable flooring that would provide pleasing aesthetics, cater for heavy footfall, be easy to clean and that would deliver a healthy and safe interior environment for pupils. In conjunction with the school, the council chose to give corridors a facelift using a backdrop of smoky grey Marmoleum Dual

tiles with splashes of vivid colour injected in random clusters to achieve the bright and modern appearance required.

Kawneer systems help to inspire students Elements of the whole portfolio of Kawneer systems have been used on a new school with indoor and outdoor teaching spaces that achieved a BREEAM “Very good” rating. Kawneer’s AA 110 and AA 100 (sloped) curtain walling were used on the main entrance and corridors of the predominately naturally-ventilated Spires Academy in Canterbury. Company restructure to drive business growth Energy Assets, one of the largest independent providers of gas metering services to the UK industrial and commercial (I&C) sector, has appointed Vickie Gibson to the new position of Managing Director to drive operational excellence and growth across its core business portfolio. First solar O&O Barriers installed at Warwick Hospital

New changing facilities for Desborough Desborough Recreation Ground in High Wycombe is to receive brand new changing facilities to service the park’s tennis courts and football pitches. Kent-based Green Gate Access Systems, has installed the UK’s very first solar O&O barriers at Warwick Hospital. Two O&O ‘up and down’ car-park barriers were installed at the main entrances, operated via a key code for known users with a GSM intercom linked to the facilities office, should visitors require use of the car-park. Celotex bus stops for the final time After three months, 50 locations and over 1000 bookings, the Celotex pink double-decker bus has parked up for the final time at the company's headquarters at Hadleigh in Suffolk - signalling the end of the insulation specialist's hugely popular 'Insulating Britain' roadshow.

Setting off from London in March, the 50-date roadshow saw Celotex take part in live webinars and deliver a series of one hour technical presentations to provide expert advice and guidance on UK Building Regulations changes – Part L and Section 6. The Insulating Britain campaign has seen over 2500 industry professionals educated on the UK Building Regulations.

From Southampton to Glasgow, Cardiff to Norwich, the bus offered a 12-seat presentation area where Celotex Technical Consultants educated architects, contractors and distribution partners to simplify their route to Regulatory compliance. Fencing specialist brightens school

Novus opens the door to fire safety Maintenance and refurbishment specialist Novus Property Solutions has replaced 172 communal fire doors across three Luton Borough Council accommodation blocks in work valued at £289,000. In just seven weeks, a team of operatives removed and replaced doors across the 14-storey blocks on the Park Town estate. Directly employed Novus operatives and subcontractors upgraded doors and frames to increase the amount of time in which fire would be contained. The doors and frames now give 30 minutes of resistance to the travel of fire, with all materials and products used by Novus being either fire resistant or fire intumescent. 8 www.novussolutions.co.uk * (

City Heights Academy will be opening its doors to students in September this year with a brand new, purpose-built campus featuring uniquely designed fencing. Fencing specialist CLD Fencing Systems has purpose-made the decorative fencing to add an aesthetic affirmation of the connection between the primary school and academy, as well as to provide safety and security for the students.
