INTRODUCTION

BREAKDOWN OF ANALYSIS

For the completion of the degree studies in Advanced Urbanism and European Studies, the Project Development course is meant to introduce key terminology in the area of Real Estate Development. Our group comprises of 6 students, two of which are in the Advanced Urbanism degree, three of which study in European Studies and one PhD candidate in Urban Heritage.

BACKGROUND ANALYSIS: In this section, we will provide key research that defines the goals of the IBA, as well as a series of case-studies in a timeline format. We will summarize our case for bringing the IBA to Weimar Nord.

The site given to us, directly northwest of the Central Train Station of Weimar Nord, is a region with vast real estate opportunities. This report will demonstrate some of the key strategies for future development. Furthermore, our group was tasked with researching the Internationale Bauaustellung - a key player in the development of resilient regions in Germany. The reason for this analysis is that Thuringia will host the IBA 2019. Our hopes is that our regional analysis will aid future developers and investors in including Weimar Nord as a region of opportunity.

LOCATION FACTORS: In this section, we will provide a thorough analysis and prognosis of key location factors in district, demographic and macro scales. More specifically, we will demonstrate methods of accessing our site, and different realms and typologies that currently exist in our region. MARKET FACTORS: In this section, we will analyze the existing trends of the creative class, as well as understanding the potentials within the weimar region. Finally, research will be conducted to address the cultural/tourism industry in Weimar. POTENTIAL TARGET GROUPS: In this section, we wil l explain how the Internationale Bauaustellung and Film Industries are our primary target groups, as well as providing research on small businesses, such as a Welcome Center, and a Cafe.

CONCEPT AND STRATEGY: In this section, we have selected a site for further investigation based on a prognosis of location factors, as well as developed guidelines for a preliminary design. Finally, we will exhibit a few examples of building precedents that closely resemble our design intentions. URBAN AND ARCHITECTURE DESIGN: In this section, more in-depth analysis will be conducted that showcases why our proposed design would be successful on our site. We will provide a rough masterplan of our proposed solution for our site over the span of 20 years.

PRELIMINARY COST ASSESSMENT: In this section, we will provide the Preliminary Cost Assessment, a tool used to assess the financial feasability of our proposed design. Usually, the acceptable deviation from the actual cost using the preliminary cost assessment is 18%.

1.0 Internationale Bauaustellung (IBA) 1.1 Guiding Questions What is the International Bauaustellung? What is the Role of the IBA? Why is the IBA important for Weimar? How can the history of the IBA help us? What is the structure of the IBA?

1.2 Definition of the IBA The IBA is a Germany-based, nontraditonal, and large-scale building exhibition that focuses on spatial innovation, regional restructuring, fosters to develop new cultural landscapes, and appeals to an international audience. Each IBA has its own focus, initiatives and goals to the particular site chosen. The IBA cooperates with different governmental structures, such as the “Ministry of Urban Development and Environment,” which leads the IBA projects in Hamburg. The International Building Exhibition (IBA) plays an integral part of Urban development in Germany by providing an important momentum for architectural and technical innovation and the development of an urban region.

1.4 Methodology The IBA combines creative and technical innovation, creates relationships between science and art, and draws attention to design and planning. Its core aim includes the hope to generate regional economic growth and provide jobs to local inhabitants. At the same time, the IBA is at the heart of a network which uses a planned objective to connect stakeholders (planners, inhabitants, government officials, educators, private and public industries, etc..) within the affected sites as well as with national and international experts.

1.5 Timeline of IBA In order to further understand the opportunities of the IBA in Thuringia for 2019, we have provided a series of examples of other IBA‘s throughout Germany. We will conclude with the opportunities of IBA in Thuringen in 2019.

1.5.1 Berlin The International Building exibition 1984 (IBA) was an architecture exhibition that showcased urban planning concepts to redevelop the rundown neighborhood of Kreuzberg in West Berlin into a residential area. The strategies employed included refurbishing existing buildings and adding new infrastructure in Berlin’s 19th century grid. The project was vast, and provided new and renovated housing, self-built projects, schools, kindergartens, landscaping, street-scaping and parks. 1.5.2 North Rhine-Westphalia The International Building Exhibition Emscherpark (IBA Emscherpark) was a ten-year project to envision the future and redevelop the North Rhine-Westphalia region; an old, heavily industrial and unwelcoming zone. The task at hand of the International Building Exhibition was to envision ideas and projects for urban, social, cultural and ecological innovation, with hopes to obtain economic results to revitalize the area. 2.0 Location Factors 2.1 Macro Analysis Situated at the heart of Europe, Thuringia, Germany’s green heartland, is home to a rich cultural history. At the heart of this history lies Weimar, home to Goethe, Schiller, Liszt, and Bach, among others. Weimar was home to Henry Van de Velde and Walter Gropius, as they founded the Bauhaus Movement within the confines of the city. Upon the completion of WWII, Weimar lied behind the Iron Curtain of Soviet dominion, and as a result one can see relics of Soviet rule in the northern industrial region of Weimar Nord. Weimar’s central location makes it a tourism hub and a source of national pride for the German people. Connected by the DeutschBahn rail system, it is only 270 KM from Berlin and Frankfurt, a trip that can be completed within a 2.5 hour train ride. It also holds relics of a grim past, including the nearby Buchenwald Concentration camp 8 kilometers north from the city of Weimar. Geographically, Weimar is situated between Erfurt, Thuringia’s capital, and Jena, a college town famous for optics research. The city center and the Bauhaus School buildings have been named UNESCO World Heritage Sites. In 1999, Weimar was named the European Capital of Culture. 2.2 District Level Analysis The existing site has generally a poor image. The Plattenbau buildings from the GDR are symbolic to identity-less structures, and as a result denote occupants with low acquisitive power. To the north of our site exists a wasteland of space. CONFLICTS ON THE DISTRICT LEVEL SCALE: The northern portion of our site is scattered with few buildings. The lack of amenities on the northern boundary make it difficult for development. Although the allotment gardens are used sporadically during the summer time, it is a private institution with little room for innovative development. The former industrial site adjacent to the railway line is an eyesore, especially due to its proximity to the residential sector. Finally, the rail track forms a clear boundary to the connection of the inner city. The existing tunnel and the uphill slope detracts pedestrian traffic, and the velocity of traffic further impedes bicycle traffic.

ASSETS ON THE DISTRICT LEVEL SCALE: One of the strong qualities of our site is that there is already a strong foundation of institutional facilities on our site, such as schools, kindergartens, elderly homes, supermarkets, and a surplus of on-street parking. The quantity of parking spaces denotes this area as a car-oriented region. The existing space between the GDR Platenbau buildings suggest a strong connection of nature to occupants in the site. Furthermore, between 1994 and 1998, a massive redevelopment/modernization of the GDR buildings was conducted. In the EXPO Hannover 2000, this site was home to an architectural intervention, linking the Altstadt to Buchenwald. The majority of the assets of the district are situated in proximity to the old GDR buildings.

There is a decreasing trend in population in the Nordstadt, whereas an increasing trend in the Weimar Region. The average age is 44 years old. When looking at the age distribution, we see that there is a relatively low population of 0-18 year olds, and again a decrease in 25-30 year olds. There is a general decreasing trend in unemployment within the greater Weimarer Land.

2.4 Access Weimar Nord feels gloomy, abandoned and the buildings are in disrepair. The gateway functions as the transition that separates the historical UNESCO World Heritage Old City Center from Weimar Nord. The existing bridge feels dangerous, as the steel sections are rusty and the concrete is weathered. Weimar Nord has an inclining topography, making pedestrian travel difficult. Bus line 1 loops around the entire site, while bus line 5 makes a smaller loop around the GDR developments. Parking lots lie parellel or perpendicular to the prefabricated GDR flats and apartments. The new roads make it easier for the commuters to reach supermarkets and other amenities from other areas.

2.5 Realm There are numerous gaps between buildings, and these gaps are used for public greenery and privacy between buildings during the summer. The wooden barn and the abandoned Villa in the South-East corner of our site showcases the disrepair of the existing commercial building stock. The Villa has not been used for decades, whereas the large barn has been used as an art gallery and a Papieraufkauf. Playgrounds are spread at the edges, whereas parks are integral to the fabric of the neighborhood. Private Gardens are included. Weekend farms are situated on the southwest portion of our site. Open green areas were sometimes covered with garbage and glass; however an advantage included the sheer number of green spaces and corridors between buildings. There are also numerous play spaces for children on the site. 30% of the whole site is not developed, and only a quarter of it is used as recreation which consists of park and open space. Residential areas are surrounded by recreational and green spaces, whereas not much land is allocated for commercial, industrial and memorial uses.

2.6 Typologies The rundown house of Ettersburgerstr. used to be a place for students’ gathering and art gallery in 1990s. There is also a strong visual connection to Weimar’s old city center and Buchenwald. Facilities such as the school, health clinic, hotel/restaurants, services, and shops tend to lean on the south east border, while the recreation facilities are situated in the northwest. Marcel-Paul Str. is planned, car-dominated, commercial corridor that supplies conveniences for the residents in the entire site. Few pedestrians were visible upon our visit to the site. Some of the commercial amenities found on this street included a hairdresser, a stone shop, numerous supermarkets and dollar stores, an insurance company and a carpenter’s workshop. The dominant building typology in our site is a prefabricated residential building that is 5-8 storeys. This cluster of the medium-density flats can be considered the dominant building typology of our site. Furthermore, adjacent to our site are a series of converted military bunker units converted to residences as well as a new, award-winning residential unit.

3.1.2 Weimar Land and Creativity Weimar is in a position to develop the center of creative industries in East Germany (architects, designers, artists, musicians, arts managers, creative engineers, etc.). The Ministry of Economy „intends to include a Thuringian incubator close to the Bauhaus University.“ This structure will be an important milestone for future development in the pulse region Erfurt-Weimar-Jena. Weimar is in an outstanding location for cultural and creative industries. In a study of cultural and creative industries in Thuringia, Germany, revealed that all cities except Weimar had declines in social insurance contributions for cultural industries in the years 2003 through 2008. Weimar had a 6% growth rate, higher than the national average. Prof. Dr. Ivo Moss from Bremen determined characteristic „location effect“ is Weimar (1.055) in the so-called „Alpha Category“: Berlin (1.012), Hamburg (1.046) and Munich (1,083). The Thuringian Ministry of Economy expects to see synergies and potentials to improve the Weimar Economy through the creative industry. Recently, it was announced that the Foundation for Technology, Innovation and Research Thuringia (STIFT), a national incubator for commercial creative businesses will be built near the Bauhaus University campus. 3.2.1 Cultural/Tourism Industry in Weimar Cultural industries are best described as an adjunctsector of the creative industries. Cultural industries include industries that focus on cultural tourism and heritage, museums and libraries, sports and outdoor activities, and a variety of ‚way of life‘ activities that arguably range from local pet shows to a host of hobbyist concerns. The Weimar Classics Foundation, Germany‘s second largest cultural foundation, encompasses 25 museums, palaces, and historical estates including the Dutchess Anna Amalia Library, which holds one million books. To the right, one can see the existing hotel infrastructure in Weimar. As one can see, there are three hotels/hostels/guesthouses within 500 meters to our site. (Light Pink marks the 500 meter distance). Most hotels are situated either near the Hauptbahnhof or in the Altstadt.

4.0 Potential Target Groups 4.1 The Internationale Bauaustellung The Free State of Thuringia will host an International Building Exhibition (IBA) in 2019. Chief personnel in the IBA met on November 16, 2010 at Ettersburg Palace, headquarters of the Foundation for Building Culture, to discuss the feasibility of IBA Thuringia. The project group consisted of representative from government, industry, science and culture. The committee spoke about courage, creativity and commitment for the execution of this endeavor. They analyzed the IBA strategy and generated ideas for the future of Thuringia.„ Collaborators in this meeting included: the CEO of IBA Pückler country, Prof. Rolf Kuhn, Prof. Wulff Bennert from the Schloss Foundation Ettersburg, Rector Prof. Gerd Zimmermann and Prof. Max Welch Guerra from Bauhaus University-Weimar, staff from the Technical University of Ilmenau and Erfurt Universities, architects, the Chamber of Engineers, and craft and industry specialists. Representatives of social groups - associations, clubs, communities, churches - are to be included in a second step in the planning. „A resilient network,“ said minister Carius , „and strong partnerships are the foundation for a successful IBA. 4.2 Film Industry

CITIES IN GERMANY WITH FILM FESTIVALS

Cinema in Germany can be traced back to the very beginnings of the medium at the end of the 19th century. German cinema has made major technical and artistic contributions to film. On November 1, 1895 Max Skladanowsky and his brother Emil demonstrated their self-invented film projector the Bioskop at the Wintergarten music hall in Berlin. This performance pre-dated the first paying public display of the Lumière brothers‘ Cinematographe in Paris on December 28 of the same year, a performance that Max Skladanowsky attended and at which he was able to ascertain that the Cinematographe was technically superior to his Bioskop. By the early 1900‘s, the German film industry became the largest in Europe. Due to the complicated German history from 1919 to 1989, one can trace significant trends and relationships of the film industry to German culture. Today‘s biggest producers include Bavaria Film, Constantin Film, Studio Hamburg, and UFA. Apart from the international releases, a number of intimate German films have enjoyed critical success in France, where the term Nouvelle Vague Allemande has been applied to smaller productions mostly coming out of Berlin. The new decade has also seen a resurgence of the German film industry, with bigger-budget films and good returns at the German box office.

Recently, films such as „A Mighty Fortress,“ „October Spring,“ and „White, White World,“ have received numerous awards nationally and internationally. „White, White World‘s“ actress Jasna Duric received the Leopard prize at the Locarno Film Festival. At the Film Festival in Cottbus, „White, White World“ received the top prize, the Lubina. Ostlicht filmproduktion, based in Weimar, received the Audience Award for the short film „The Pig“ and are now completing their third future film, „For Elise.“ Ostlicht Filmproduktion was founded by Hagen Keller, director and screenwriter, and producer Guido Schwab in 2003. Marcel Lenz, who also acts as producer, joined the company in 2004. ostlicht filmproduktion focuses on the development and production of feature films as well as advertising and image films for Cinema and TV. 4.2.2 Film Industry at Bauhaus University In 2008, Bauhaus-University Weimar launched the Bauhaus Film Institute (BFI). The BFI is the result of years of rigorous research and the creative interaction with the medium of film at the Bauhaus University. The rent rate will continue to increase in the Altstadt in both the residential and business sectors. As the next frontier of Weimar‘s growth, Weimar Nord seems like a viable solution for expansion. Furthermore, the Ministry of Economy „intends to include a Thuringian incubator close to the Bauhaus University.“ Weimar Nord seems apt for this challenge.

Vital to the survival of neighborhoods is the need for small business. Given that our existing site contains a wide variety of GDR residential buildings, we see a series of buildings with rentable 1st floor retail and flexible office space on the upper floors. Given the fact that rent prices are quite low in the area, there is market for small businesses to blossom in our region. Finally, there simply is not enough housing in the Altstadt to supply the student demand.

4.4 Welcome/Information Center Based on a GIS Mapping exercise conducted by a group of colleagues, Juan Carlos Mejia, Sebastian Weber and Diljana Daskalova, their analysis provided us with some cues as to the optimum location for a new welcome center. The factors analyzed included: Hotels within a 500 meter radii, food within 400 meters, 1 km from the Hauptbahnhof, 2 km from the university, and 6 km from the Autobahn.

4.5 Prognosis of Market Factors 1. Connect with the local occupants: The design must be socially conscious and must aid in the improvement of the existing urban fabric. The design must be cost-effective while simultaneously improve the urban image of Weimar Nord. As with the Expo Hannover 2000, we wish to activate the industrial wasteland as a location of culture and service. 2. Bring new commuters and tourists into the region: Logistically, the existing Tourist map needs to include Weimar Nord. Landmarks and heritage sites must be included in the tourism map. Our proposed space must work as a catalyst to bring a fresh group of tourists into our site. 3. Improve technology facilities for the city of Weimar: Currently, Weimar is ranked last out of the 20 cities with potentials in the TTT-Index, with a 0.01 result. Therefore, new spaces for creative explorations are necessary for the future prosperity of Weimar. 4. Bring new ‘creative class’ into the site: The creative economy in Weimar is one of its greatest assets. The Internationale Bauaustellung can potentially revitalize this area as an experiment for urban and architectural scales. Furthermore, new academic programs at the Bauhaus University are bound to expand, requiring new spaces for students to explore professionally the creative fields.

5. Rent rates are bound to increase in Weimar Altstadt: Land prices in Central Weimar are continually increasing, as it is a growing city. Students will inevitably be required to move more toward the periphery of Weimar. Adjacency to Train station could host Inter-Thuringia Students. Existing residential area detracts us from creating more residential facilities, as the existing rent rate is quite low in the region. 6. Use IBA as a catalyst for the development of new small business core: Business Sector Structure is in optimum condition for small, low-cost businesses. Handcraft stores, such as the table manufacturer and the stone quarry person suggest that handcraft creativity is already active in the region.

5.0 Concept and Strategy 5.1 Location Factors Prognosis Primary Corridors: Ettersburger Str. is one of the two main arteries of Weimar Nord, and Marcel-Paul Str. offers opportunities for commercial development. At the intersection of these two streets exists a 2 buslines, facilitating the availability of access to the historic city center. Ettersburger Str. is considered a heritage road, linking the historic city of Weimar to the Ettersburger Estate, Buchenwald, and other relics from the GDR period.

Nodes

Nodes of Commerce: The intersection of MarcelPaul Str. and Ettersburger Str. offers a commercial node for the region. Various low-cost stores and supermarkets are available within a 5-minute walking radius of our chosen site. With cheap rent prices and adjacency to the GDR Plattenbau buildings, we found it unnecessary to design for residential development. Addressing the Edge Condition: Directly to the south of our site lies the railroad track, forming a boundary of the historic city center to Weimar. The existing tunnel is one of two existing access routes into Weimar Nord. Furthermore, there exists a 1.5 m drop intersecting our site. This separates the existing parking lot currently owned by the Hauptbahnhof with Wiemar Nord.

5.2 Addressing Cultural Heritage Cultural Heritage Landmarks: Currently a brownfield wasteland with the Otto Hetzer Werk mansion situated at the center. Otto Hetzer‘s company was first to patent the curved timber element on this very site. To the West of our site is the Viehauktionshalle, initially utilized for livestock actions, later as a collection site for Buchenwald prisoners, and today a culture center for activities and events, including events like “Kunstfest Weimar.” Directly southeast to our site exists the Güterbahnhof, the major repository for the majority of the prisoners condemned to go to Buchenwald.

5.3 Creating a Central Place for the IBA Creating a ‚Central Place‘: Based on our observations, our design intervention needs to improve the image of Weimar Nord, with a design that takes into account Cultural Heritage Sites, the Environment, and provides a space with Urban Flair that can serve as a catalyst for future development. It needs to serve as a visible symbol for incoming passenger traffic from the Hauptbahnhof, and aid in the future growth of small businesses. We believe the site we selected has a historical significance, and an ease of access that can attract festivals and tourism to the Weimar region. This central place will integrate a mixture of Culture, Leisure, Retail, Office, and Public Green space.

Connection to the Internationale Bauaustellung: Weimar, a city geographically central to Thuringia, could be host to the IBA headquarters for the IBA 2019. By having the IBA headquarters in our site, one could use the building as a catalyst to bring people into Weimar Nord. The train station, situated within a 5-minute walking distance, offers the opportunities of the IBA Headquarters to connect to the rest of Germany. Historically, the IBA has been a catalyst for improving existing infrastructures,buildings, cities and regions. All the regions the IBA has previously selected had specific challenges. Weimar Nord is situated in a prime location, and could potentially host the future growth of the city of Weimar. Bringing the IBA to Weimar Nord could serve as a tool to revitalize the local area of Weimar Nord.

5.4 Small Business Incubator & Connector Develop a Small Business Incubator Region: The site selected is in proximity to all the major businesses in our designated district, such as REWE, Netto and Aldi. Therefore, we find it apt to invest in our suggested region to serve the function of mixeduse retail spaces for Weimar Nord. Based on our location analysis, Marcel-Paul Str. and Ettersberger Str. could potentially be a business powerhouse in the Weimar Nord region. Serve as a Regional Connector: Due to its prime location at the intersection of Ettersburger Str. and Marcel-Paul Str., one is connecting Weimar Nord to the old historic city. The location suggests an-almost perfect ‚straight line‘ connection to Goetheplatz. Our site is at the Crossroads of Four German Periods at our site- Buchenwald (North), GDR Buildings (West), Old Weimar (South), Post-Industrial Landscapes (East). Opportunities exist in the future development of alternative modes of transportation and future expansion in the Weimar Nord Region. Its proximity to the Stadtring and the national roads make this site beneficial for strong intercommunication between Jena, Erfurt and beyond.

5.5 Design Inspirations View of Weimar from the Sky

Adventure Park: the London Eye or the Reichstag in Berlin are symbols that attract tourism. Therefore, we propose a Hot Air Balloon site as a new symbol of Weimar Nord. Lighthouse: Representative of IBA as a catalyst for future investment, we see the existing ruin of the Hetzer mansion as a night symbol for the IBA. The lighthouse serves as a symbol for Weimar, demonstrating its strong culture, and its next push for technological innovation. Sculpture Park: The existing Seattle Olympic park revitalized the waterfront in an undesirable area in Seattle. We see this precedent as inspirational for Weimar Nord. The space needs to be children-safe. Post-Industrial Landscape: The remants of the existing rail lines have been covered by asphalt and forgotten in our site. Rather than forgetting the tragic history of the Guterbahnhof, we saw the High Line project in New York City as an excellent precedent of engaging a post-industrial landscape and readapting it for the future.
