Ger is married to Ann Marie and the couple have three children, Michael, 5, Daniel, 3 and baby Erin. He works as an Advanced Paramedic with the HSE stationed in Wexford General Hospital. He was conferred with a Graduate Diploma in Emergency Medical Science from UCD in December 2015. The son of the late Councillor Leo Carthy, a public representative in Wexford for fifty years, Ger was elected to Wexford County Council at his first attempt in 2014, topping the poll in Wexford. He was elected as Mayor of Wexford in June 2015. As a Minister sitting at the cabinet table I have worked tirelessly to ensure that County Wexford has felt the early stages of the recovery. Ireland has the fastest growing economy in the EU; the deficit that we inherited has been slashed, 135,000 jobs have been created since 2012, but our recovery remains fragile and the loss of political stability could put everything we have achieved at risk. Only a strong economy that supports people at work can pay for the services needed for the type of just society we all want. Fine Gael’s Long Term Economic Plan will get our economy working for the benefit of all. Our ambition is that we will create

200,000 jobs by 2020, reducing unemployment in Wexford to below 7%. Our ambition is that we will reward work by abolishing the USC and increasing the minimum wage. Our ambition that we will invest in services, providing additional frontline staff such as Gardai, Nurses & Teachers. In County Wexford we are already investing in the Enniscorthy and New Ross Bypasses that will make both towns attractive destinations for FDI, businesses and consumers. We are, and will continue, to invest in projects that will secure quality education for our children - one of my key priorities for the next term will be the establishment of a Technological University for the South

East. We are investing in public capital projects in Wexford including the Garda Divisional HQ, Courthouse and new A&E in Wexford, the Fire-station in New Ross, Flood Defences in Enniscorthy and Social Housing across the county. We are investing in primary care centres to make health services more accessible for all. With so many yet to feel the recovery, it is imperative that we have stability. New Year sees big drop in burglaries

Gardai in Co Wexford are winning the battle against crime, particularly burglaries, since the start of the year, it was revealed this week Countywide concern over the dramatic increase in the number of burglaries in 2015 sparked a focus on the problem with the authorities putting a

particular emphasis on dealing with the issue. And the targeted action is paying dividends with a dramatic drop in the number of these crimes in the first six weeks of the year. Burglaries have dropped from a high of 172 over January into the start of February last year

to 80 in the current year. That is a reduction of 51%. Chief Supt. John Roche said Gardai in the county had adopted a targeted approach to the problem paying particular attention to what he described as burglary ‘hot spots’. Thefts from cars, shops and other thefts have also been re-

duced, a meeting of the Joint Policing Committee heard on Monday. However, there has been an increase in the number of drugs offences detected and this may be due to the fact that there has been a strengthening of the drugs squad in recent months.

Public Order crime up as people start going out again Despite claims that the ‘recovery’ was not being felt in Co. Wexford there is evidence that people have more money in their pockets and are using it to ‘go on the town’ at the weekends. During the years of the recession there was a big reduction in public order offences as people did their drinking at home, but this week it was revealed that Public Order crime is on the way up again as people return to the pub and club

scene at weekends. In the first six weeks of the year Gardai dealt with thirty eight public order offences, up from 23 in the same period last year, an increase of 65%. The figures were revealed by Chief Supt. John Roche at a meeting of the Joint Police Committee where he cited the increased number of people going out at night as the reason behind the increase.

Courtown problems to be tackled The problem of anti social behaviour in private housing estates in Courtown and other associated crime in the area is to be tackled by a special sub-committee of the county’s Joint Policing Committee Public representatives have been expressing

concern over problems in Courtown, including the lack of adequate Garda resources, for several years. Now an action plan is to be prepared to deal with all issues in the area which has the largest population outside the main towns.

Browne wants to see a community led economy

News Recovery man Enda’s message to the people of Wexford

Don’t go digging up the crops a week after sowing them, or send a man from intensive care straight to the All Ireland

It’s your choice really, the people have the final say, they can vote for who they like, that’s their entitlement, but if they want to keep the ‘recovery’ going they know what they have to do. To do anything other than re-elect the current government would be like a farmer digging up the crops before they are half grown or expecting someone in intensive care to play in an All Ireland final the following week. These were the descriptions used by Taoiseach Enda Kenny

Enda arrived in Wexford on Monday evening to meet party faithful in the Talbot Hotel but prior to that there was the little matter of some nourishment and a pretty brief meeting with local media. Enda is a nice guy and very personable on a one to one basis but on Monday night he didn’t really get a chance to play to his strengths, at least not during the formal press briefing. To say he was on-message would be a terrible understatement. Bill Clinton used to say ‘it’s the economy stupid’. Well for Enda replace ‘economy’ with ‘recovery’ and you have his message for this campaign. and creating the money to employ more public servants and to invest in better public services. Not that there hasn’t been investment in this county during the difficult years, with new schools, road bypasses and the like. So it’s simple really ‘put Enda back and keep the recovery going’ or be a bit simple yourself and risk throwing it all away. And if people needed reminding of the type of horror story that could lie ahead Enda was quick to point out that the spectre of some sort of Fianna Fail/Sinn Fein alliance was beginning to emerge and if that happened you could certainly wave goodbye to the ‘recovery’. It was the people’s choice, of course, Enda stressed, but the message he was hammering home was that really there was no choice at all. The Taoiseach is often accused of not being good on detail. Well he was certainly well prepared for his Wexford visit, managing even to give a mention to places like Carnsore, Taghmon and other parishes across the county. A question on a recent suicide brought sympathy and what seemed a genuine understanding of the trauma involved for families faced by such a loss. And he was on top of his brief listing out all the investment in mental health in the area and the various facilities that had been provided. The presence of Gardai in the

The protestor is never far away and security now plays a much more important part in the campaign of a Taoiseach. Enda did not plan any street walkabout in Wexford, stopping off just in Enniscorthy and Gorey at the offices of Paul Kehoe and Michael D’Arcy on Tuesday before heading on to Wicklow but he denied that this was in any

way a controlled visit or that he was not taking the opportunity to communicate his message directly to the people of the county. At that very moment he was communicating to the people through the local media, he insisted and he had a point of sorts. Throughout the press briefing Enda was flanked by his Wexford, D’Arcy, Kehoe and Hogan. Enda wants you to vote for all three and when you have done that continue your support for Labour. And if you follow his advice, just like the prosperous farmer you will

harvest a great crop of barley when the days are long, the nights short and we all bask in the sunshine of a continuing ‘recovery’. With such a good story to tell it seems a pity he didn’t share it with people on the Main Street, in the restaurants, pubs and supermarkets or maybe he was scared he would meet too many people who feel that their wonderful ploughed field has turned into a bog over the past few years and is now in such a mess that it is difficult to ever see anything growing in it again.

New Ross Bypass Sod Turning There were big celebrations in New Ross last week with the official sod-turning of the long awaited by-pass of the town. The long tail backs of traffic from the Waterford side of New Ross have been a feature of life on Barrowside for two decades but the solution is now on the way. Minister Paul Kehoe, TD, along with Minister Brendan Howlin turned the sod on the Ross Bypass, and they were joined by public representatives from both Wexford and Kilkenny for the event. This road project includes ll not just build 14km of dual carriage way but also a new 900 metre bridge spanning the River Barrow and linking

The process of planning, land purchase and construction can be frus-

Wexford's newest theatre group, Raven Theatre will be back on the Arts Centre stage later this month with a production of Jez Butterworth's haunting play 'The River'. The play will be staged at 8 p.m. on February 18, 19 and 20. 'The River' is the latest play by Award Winning playwright Jez Butterworth ('Jerusalem', 'Mojo') and was performed on the West End and Broadway in 2012 and 2014, starring Dominic West and Hugh Jackman respectively. Described by critics as “endlessly mysterious”, 'The River' focuses on a nameless male character who has brought his new girlfriend to his woodland cabin for a romantic weekend. The play explores the effect that past relationships can have on the present. It is a reflection on

love and truth, on possession and violence, set as a hauntingly poetic piece which will go deep under the skin. Raven's production features an all-star cast of local talent with Lee Kelly in the lead role while Lauren Corish Wallace and Jessica Walker portray the two strong female characters. Oylegate bypass ready ‘soon after Enniscorthy’

The by-pass of Oylegate village as an extension to the M11 Enniscorthy by-pass is not expected to open at the same time as the route from Clough to Edermine but should come on stream within a short period of the main work being completed, the Chief Executive of Wexford

Co. Council Tom Enright said this week. He gave details of what is now proposed following the roads authority’s decision to provide the money for the planning stage of the Oylegate work to go ahead. Compulsory Purchase Orders, layout and design will all

have to be completed before work can begin, Mr Enright told the February meeting of the Council. The motorway extension will run east of Oylegate village running from the end of the Enniscorthy by-pass at Edermine. In arguing that the project should go ahead now the

Council officials had pointed to the fact that it would be possible to get much better value at tender stage given that two other market projects were already underway in the county with work also starting on the New Ross by-pass. There were fears that one the M11 was extended to Eder-

mine there were be major traffic problems in Oylegate village with long delays being experienced by motorists. Councillor Paddy Kavanagh said the go ahead for the project was very welcome news. The whole purpose of having a motorway from Dublin to the centre of the county

No extra staff for roads The government’s recent announcement of extra cash for road repairs throughout the county has not been matched b y any provision for extra staff to carry out the work, it was revealed this week. There have been complaints that in many parts of the county, particularly North Wexford, t there is a serious shortage of outdoor staff to

carry out routine maintenance on rural roads and this causing the roads to deteriorate. At this week’s meeting of the Co. Council Sinn Fein councillor Fionntan O’Suilleabhain was told that that vacancies in the roads department could only be filled by taking from posts elsewhere in the local authority.

Derelict houses to be repaired Wexford Co. Council is to deal with the shortage of social housing in areas where no new houses can be built due to the lack of sewage facilities by purchasing derelict and boarded up houses and repairing them. Chief Executive Tom Enright said the lack of sewage

treatment facilities in places such as Duncannon meant that it was not possible to build new houses but the Council was now looking at taking over houses which had fallen into disrepair and refurbishing them for social accommodation

GER WALSH Another abuse horror story in the South East It is amazing how every so often a true horror story is uncovered which shocks the entire nation. Unfortunately far too many of these stories have involved abuse of vulnerable children and a considerable number of them have been in the South East of the country. The latest involves the sordid happenings at a Foster Care home which went on for decades and is only now to be the subject of a full enquiry. This shocking story has only really come to public attention since it started being probed by members of the Dail’s Public Accounts Committee and in particular by two members, John Deasy and John McGuinness. They deserve a lot of credit for their work on this. The question being asked by people everywhere is how this could go on for so long even after people in authority were made aware of some of the abuse that was happening in the Home. There really has been no

satisfactory answer to this yet and the senior HSE officials who have been answering questions appear to be doing the bare minimum in terms of providing necessary information. Members of the Public Accounts Committee were clearly angered by the efforts of the HSE to duck and dive their questions but to be fair to the politicians they did their best to get to the bottom of the story in so far as they could. It is hard to imagine any HSE personnel or staff of the old Health Board allowing this to go on but it seems there is no doubt that a number of people in authority had an awareness of the danger the residents of the house were being put in. One common strand which seems to be coming through is that the health Board was reluctant to do anything because officers believed they were constrained by law. In other words if they overstepped the mark and

were found to have acted outside the law they would be sued. On the other hand if they did nothing there was no danger of being sued, or so they thought. But this, of course, left the residents in terrible danger. It is truly a shocking state of affairs when the law in this country is such an ass that it acts in a manner which tends to put vulnerable children and adults at risk rather than protect them. On the face of it

This means people will be able to get debit cards and online banking from Credit Unions, and Credit Unions will be less restricted in the loans that can give to small businesses and individuals. More competition should mean the cost of banking should reduce. End Child Poverty Currently 130,000 children live in consistent child poverty, meaning they go without basics such as food, heat, clothes etc. We want to eliminate this by 2021 by investing in better education, childcare, school meals, parental support etc. Jobs Target 100,000 jobs by giving as much attention to indigenous businesses as we do to multi-nationals. We would give SMEs a better deal on rates and reduce administrative burden. Improve apprenticeships, broadband etc. Make Housing Affordable Immediately increase Rent Supplement/HAP, free up vacant ac-

commodation and sites through carrot and stick measures, and reintroduce a scheme for older people so that they can trade down more easily if that is their wish. In the medium term, we will create a new Ministry for Housing and set up a new body to act between public private sector providers, deal with planning and financing bottle-necks, and ensure the delivery of housing.

Drive Quality & Access in Education Reduce primary school class sizes progressively aiming for 20:1 ratio. Make primary education free. Re-establish role of guidance counsellors. People should feel safe in their homes. • A new co-educational secondary school for Wexford. • Technical University status in the South East, which would encourage tech & innovation startups in Wexford. • School leaver training programmes tailored specifically to local jobs market. • Full career guidance, and wellness and mental health guidance hours in schools. • Change the rates regime to stop discrimination against lower-revenue businesses (e.g. by including revenue & employee numbers, rather than valuation of premises based on potential future rent) • Incentivizing tourism - with our music, arts, beautiful scenery & artisan food Co Wexford should become a cultural hub

‘Hands off’ Credit Unions Attempts to introduce new rules banning credit unions from holding deposits of more than €100,000 for an individual have been strongly attacked by members of Wexford Co. Council. The charge was led by Independent member Davy Hynes who said the move was an attempt by the big banks who had cost taxpayers billions to stop Credit Unions competing in the marketplace. He described Credit Unions as the ‘poor man’s bank’ and said they provided a very valuable services for thousands of families across Co. Wexford. However, if unfair limits were put on their deposits then they would not have the money to provide loans to people for a whole range of things. At a meeting of the Co. Council on Monday he was supported by several colleagues with Deirdre Wadding saying she would not normally be to the fore in protecting people who had €100,000 to put on deposit but it was very important to protect Credit Unions

Lifestyle News ’16 Lives’ remembered in Gorey The election count that was over before it started It was an election like no other with the result being declared before a single vote was counted; a newspaper cutting being sent in the package with the ballot paper to all electors and everyone having to sign their name and address on the ballot paper for it to be valid. This was the poll to ask residents of George’s Street in Wexford town to change the name of the street to Brennan Street in honour of Robert Brennan a key figure in the 1916 Rising. The move had been proposed by Fianna Fail councillor Tony Dempsey ,early last year and there had been a pretty active campaign in support of the change. However, the move fell at the first hurdle when less than half of the eligible voters on the street actually cast their votes. For the vote to be valid the turnout out had to be 50% plus one which enabled Mayor Ger Carthy, who observed the early morning count in the Wexford Council Chamber, to declare the vote lost before a single ballot had been counted. But the papers had to be counted and it soon became obvious that this name change was to fall at the second hurdle as well. The half a dozen

observers included Brian Cleary and Gregg Walsh who had been prominent on the ‘yes’ side and they quickly realised that suggesting a second running of the vote to get a 50% turnout would not do much good. This was not just being defeated, it was being demolished. With just over fifty votes to be sorted and counted the whole thing was over in a quarter of an hour. In all there were six rejected papers, three because the postman could not deliver the ballots and three because the person voting was not the same as the individual the paper was addressed to. Fine Gael’s number cruncher Paddy Power was on hand to view the count but he was not using the event as a refresher

for the general election count later this month. He was actually entitled to vote but did not receive a ballot paper. Co Secretary Pat Collins was dragged down from County Hall to oversee the proceedings and it fell to him to make the formal announcement. The valid poll was fifty one with forty two voters saying no and just nine in favour. Mayor Carthy was quick to explain that the whole thing was proposed during the term of the previous Mayor, George Lawlor and was put forward by Tony Dempsey. Neither man turned up for the count. Carthy said the people had spoken and he suspected it would be a long time before any councillor would suggest changing the name of a street in Wexford town again.

A major programme of events is planned right across the county to celebrate the centenary of the 1916 Rising and one of the first events in North Wexford took place recently when a group of noted authors from the 16 Lives series of biographies on the 1916 Easter Rising’s 16 executed men travelled to

Gorey. John Gibney, Lorcan Collins, Mary Gallagher, Conor Kostick and Helen Litton took part in a panel discussion at Gorey Library where the topics discussed included ‘planning of the Rising, the organisation involved in the Rising, the women of 1916 as well as literature and the rebellion’.

The authors who attended in Gorey wrote the books on Sean Heuston, James Connolly, Eamonn Ceannt, Michael O’Hanrahan, Thomas Clarke and Edward Daly. The event was well attended and there was an interesting discussion on the night.

His book brings to life seven pivotal years in Irish history, when the campaign for Home Rule seized the nation and brought Ireland to the brink of a negotiated settlement with Britain. The architect of this campaign was

John Redmond, the shrewd and assured leader of the Irish Parliamentary Party. This talk will challenge some of the myths about John Redmond, for example that he was naïve and allowed himself to be strung along by the British government, that he was ineffectual as a politician, weak on the question of partition etc, all of which this author will argue is contradicted by the evidence.

A Chairde On the inside pages I have highlighted what I believe are some of the main issues which face the country and most importantly Co. Wexford. I have tried my best to identify the issues and problems which are the priorities for people in Co. Wexford based on the many conversations I have had with people in all parts of the county. Both as the father of three young children and as an Advanced Paramedic with the HSE attached to Wexford General Hospital, working on the front line of the health service, I am only too well aware of the difficulties and challenges faced by people up and down the county. The past few years have been very difficult for everyone in Co. Wexford and many families have really suffered with some losing their jobs, their homes - everything. While people feel betrayed by a Fianna Fail party which inflicted such misery on the country, they feel equally betrayed by the current government and particularly the Labour Party who promised so much before the last election only to break every single promise they made. There is a genuine belief among the public that the Labour Party members of government turned their backs on people who had supported them all their lives. It was as if Labour decided to make a virtue of breaking as many promises as possible and to attack in a most savage way ordinary working people and those dependent on welfare payments. In seeking your support I am conscious that people feel so let down by the politicians they voted for five years ago. Many are truly disgusted by what they have witnessed over recent years and believe that some of their representatives have really lost touch with the people who elected them. I offer myself to the electorate as someone not attached to the policies of the mainstream parties which have so badly let down so many people. I also offer an alternative to the populist and in many respects irresponsible policies of those who are on the far left of Irish and Wexford politics. I wonâ&#x20AC;&#x2122;t make many promises but I will guarantee one thing------------if elected to Dail Eireann I will never forget the people I represent. People struggling in isolated rural communities and those trying to make ends meet in the towns, people with jobs and those without employment and the many people working so hard in small businesses to provide employment right across the county My late father Leo Carthy represented the people of Wexford at Co. Council level for fifty years. He taught me many things, but in particular he instilled in me the need for people always to keep their feet on the ground. As an Independent I am not weighed down by the party system which has failed so many hard working Wexford families in recent years. In politics I believe it is the people and not the party that are important and if elected a TD the people of Wexford and their genuine concerns will always be top of my agenda and I will work tirelessly in a positive manner to strengthen the Co. Wexford economy and to bring about the infrastructural developments which are vital to ensure economic progress and prosperity for the people of the county into the future.
