Chung Wah Chinese School Council
Established in 1974, Chung Wah Chinese School (CWCS) Council operates three teaching campuses situated in Leeming, Morley and Rossmoyne with more than 1,000 student enrolments from pre-kindergarten, kindergarten, pre-primary, Year 1 to 12 and adult classes. In addition to Year 11 and 12, CWCS caters for Hanyu Shuiping Koashi (HSK) or Chinese proficiency test in CWCS Leeming and offers the Western Australian Certificate of Education (WACE) achievements that complement mainstream school requirements in CWCS Rossmoyne. Qualified teachers with current WA Education Department Teachers license and relevant qualifications conduct these classes. CWCS is equipped with experienced and skilled teaching resources to conduct classes in both background and non-background Chinese language.
Highlight of the Year – School App
Cultural Extra-Curricular Activities (ECA) CWCS coordinates co-curricular activities in arts and crafts, Chinese cultural dance, Chinese musical instruments, Chinese rhymes singing, diablo, drama, calligraphy, painting and drawing, sketching, abacus, performance arts, table tennis and martial arts to supplement language learning and promote culture. Over three hundred CWCS students participated in Chinese cultural activities after classroom lessons reciprocated with the ability to interact in Chinese Mandarin during ECA. CWCS continues to cultivate cultural talents through festivities such as Chinese New Year, Dumpling Festival and Mid-Autumn Festival. Celebrations of major Chinese festivals such as these are a part of that culture and tradition which is evident by the large scale community participation. In collaboration with the West Australian Football Commission (WAFC) ongoing development of junior football programs have been introduced to Chung Wah kids. In February 2018, CWCS Leeming implemented its school app which was a milestone achievement and enabled a fast and convenient way to communicate with users to enhance connectivity with school parents. Communication insofar as announcements, newsletters, events calendars and important messages to parents utilises push alert notifications. Parents can access children’s homework directly from the school app especially the lower primary classes. Furthermore, parents and guardians are able to complete e-forms such as absentee form, change of details and can invite a second parent to join the app including online enrolment such as the recent WAFC multicultural footy classes. CWCS Leeming school app is free for school parents and guardians to download from the app store. The school app operates on IOS, Android and Windows phones and tablets. Phase two of the CWCS Leeming school app will incorporate library management. Teachers and staff will undergo familiarisation training in the use of the app. So far, in excess of 300 users have installed the app with more than 2,000 app contents being viewed by users/parents since implementation. It is intended that the school app will be gradually rolled out to CWCS Morley and CWCS Rossmoyne in 2019 under the supervision of Wee En Chu. The school app project is the brainchild of Wee En Chu with CWCS Leeming School Management Committee (SMC). Planning discussion work commenced with CWCS Council since 2017. The school app project in CWCS Leeming is led by Wee En Chu, SMC Chairman supported by Clarence Sin, Enrolment Officer and Caroline Tay, Assistant Enrolment Officer.
Professional Development Program
Principals and teachers were involved in development programs during internal staff training meetings and external workshops and seminars. Principals and teachers attended the Professional Learning Program organised by Office of Multicultural Interests (OMI). Teachers attended annual OMI training courses and some attended multiple sessions. Teachers were encouraged to join the WA Chinese Teachers Association (CLTAWA) and participated in the Professional Development Programs. All teaching staff joined online conferencing “Perfect Chinese Teaching Training Course” organised by Chinese Language and Culture Education Foundation.
Teacher of the Year Awards (TOTY) Academic Related Activities
TOTY was launched two years ago in 2016 in CWCS to encourage and reward productivity and quality of Chinese language teaching. The recipients of the exemplary TOTY awards demonstrated excellence in their roles to support Chinese language education and uphold Chinese culture and traditions. CWCS Morley parents were welcomed to sit in with their child’s class for observation. To stay connected and to communicate effectively with parents, CWCS Morley Newsletters were published each term. The Newsletters updated parents with important information and news such as school events and competition results. CWCS Rossmoyne Junior School “Chinese Wall” program enabled students to produce a poster which displayed Chinese characters that they learnt. These posters were displayed in school assemblies and the “best and most improved” students of each class received an award in the assembly. Preprimary classes “Little Dragon Boat Racing” with parents celebrated the Dragon Boat Festival. Preprimary classes “Little Panda Picnic” party with parents celebrated Christmas. 2017 CWCS Teacher of the Year Winners Chung Wah Chinese School Leeming 中华黎明中文学校 All CWCS campuses individually celebrated Chinese New Year and Dragon Boat Festival in their own special way involving students and parents. All CWCS campuses conducted class open days for visiting parents. CWCS exposed students to practical opportunities such as competitions in speaking and writing skills. These exercises enabled students to apply students literacy skills learnt during classes and to present what they learnt in front of audiences.
Competitions
CWCS students participated and excelled in numerous competitions in the state Chinese background students Chinese poet recitation. Other competitions included WA State Chinese Background Students Story Telling Competition, “My World” WA State Chinese Writing Competition, CCCA Cup WA Chinese Reading Competition, Chinese Reading Competition, Mid-Autumn Festival’s Calligraphy, Painting & Drawing and Lantern Making Competitions and reading, handwriting, singing competitions during school assemblies and classroom settings. Other opportunities included a series of live radio interviews and broadcast with Mandarin Beats Perth 95.3fm radio station which was participated by students and Principals.
Issues & Challenges
High classroom rental costs at government high school venues are an ongoing threat. Restricted use of classroom facilities meant a financial investment on the part of CWCS in equipment to facilitate teaching. . Intruders were experienced during CWCS Leeming operational hours which posed a safety threat. Implementation of CWCS Leeming wardens to patrol the school compound and around the lavatory units at times put a strain on available resources.
OMI Per Capita Grant
CWCS received OMI’s Community Languages Program (CLP) per capita grant of $120 per student in 2018. WACE students received a further subsidy of $120 per capita amount to compensate for additional classroom hours and curriculum. HSK students do not qualify for the per capita grant bonus. CLP per capita grant helped to subsidise fixed costs such as rentals, salaries, insurances, audits, advertisements, MYOB subscriptions and other administration.
CWCS Council & School Management Committees
Parental involvement and commitment continued to play a fundamental role in supporting CWCS operations including recruiting and welcoming new parents and students. CWCS remains committed to set good standards and develop operational efficiencies to deliver quality teaching and learning. Each CWCS campus has its own unique characteristics and all provide an environment that identifies with the concept of shared resources in training and teaching tools in the pursuit of achieving the best for students. Selfless community leaders and unpaid resources have contributed significantly to the long-term establishment and development of the CWCS. The low tuition fee structure is sustained over time due to the non-profit nature of the community Chung Wah Chinese School.

年度亮点 - 学校应用程序
2018年2月,中华黎明学校实施了学校应用程序,这 是一项具有里程碑意义的成就。学校可以借此快速方便 地与家长沟通,增强与学校家长的联系。发布公告,新 闻通讯,活动日历及向家长发送重要信息。家长尤其是 低年级班父母可以直接从学校应用程序进入孩子的家 庭作业页面。此外,家长和监护人可以填写电子表格,如 缺席表格、更改学生信息,进行活动在线注册,如最近 的WAFC多元文化足球课程,并可以邀请第二位家长加 入该应用程序。中华黎明学校应用程序免费供学校家 长和监护人从应用程序商店下载。该学校应用程序可在 IOS,Android和Windows手机和平板电脑上运行。

学术相关活动
今年实施的中华黎明学校应用程序在紧急通知和新 闻方面实现了与家长的快速链接。 中华摩利欢迎家长进入他们孩子的班级旁听。为了 保持联系并与家长进行有效沟通,中华摩利每学期都会 发布校讯。 向家长发布重要信息和新闻,如学校活动和 比赛结果等。 中华乐思小学部“汉字墙”活动让学生以制作海报 的方式,练习和展示他们学到的汉字。 参加活动的学生 在全校大会上展示他们的“汉字墙”海报,每个班级的“ 识字小能手”也在全校大会上得到奖励。学前班组织了“ 小龙舟赛”以及“小熊猫野餐”会,让父母与孩子们一起 参加的端午节等中华文化及其他班级活动。 所有校区都组织学生和家长用各种方式庆祝中国新 年和端午节。并且共同进行了向公众开放的大型中秋节 庆祝活动。

问题与挑战
