6th Annual Union City Young Artist Faire
Calling all young artists! If you are artistic and would like to display your creations, then please submit your work to our 6th annual Young Artists Faire! This FREE event is open to all Bay Area youth ages 6-17 years old. We will be accepting all art mediums, including: drawing, photography, painting, sculpture and lots more. The collection of artwork will first be displayed at Paddy’s Coffee House in April and then be displayed at the Union City Civic Center and the Union City Sports Center later in the year. In an effort to keep the event affordable and accessible to all families in our community, we are seeking the support of local businesses and merchants. Tom Cain lived in Union City for most of his life and loved to take pictures! He took his camera with him wherever he went and was known in the community as Union City’s RESIDENT PHOTOGRAPHER. Our annual photo contest and exhibit has been renamed to honor Tom’s memory and his love of photography. Mayor Green’s 21 Years of Service to Union City Mayor Mark Green has served Union City for the last 21 years – 19 years as Mayor and two years as a City Councilmember. Mayor Green has been an advocate of redevelopment, transportation, and waste management for our community. He has served on various committees in leadership roles such as the Metropolitan Transportation Commission, Alameda County Congestion Management Agency, the Association of Bay Area Governments and the Alameda County Transportation Commission. He has also been an outstanding supporter of sports, and parks and recreation programs in Union City. We thank Mayor Green for his dedication and service to the City.
City Welcomes Carol Dutra-Vernaci as First Female Mayor-Elect and Congratulates Re-elected Councilmember Jim Navarro Union City voters have elected Carol Dutra-Vernaci as the first female Mayor and re-elected Councilmember Jim Navarro. Mayor-elect Dutra-Vernaci is a lifelong resident of Union City, James Logan High School alumna, and had served on the City Council for three consecutive terms. Councilmember Jim Navarro will serve his third and final term on the City Council. Navarro has served on the New Haven Unified School District Board of Trustees and is a delegate for the Association of Bay Area Governments and the League of California Cities, East Bay division. The City of Union City also congratulates Union City resident and former Councilmember, Richard Valle, as the District 2 Alameda County Supervisor. The project was a vision for over 15 years and the result is a robust, transit-oriented community that encompasses approximately 100 acres around the Union City Bay Area Rapid Transit (BART) Station. Developments to the east and west sides of the station bring residents and businesses together with local and regional transportation systems.

Emergency Alert System
The Union City Police Department (UCPD) utilizes an Emergency Alert System to allow for quick and effective communications about emergencies such as missing/at-risk persons, evacuation notices, safety concerns, etc. UCPD will contact residents via landline phone with a time-sensitive recorded message. UCPD will always identify themselves first then provide detailed instructions and contact information. Emergencies may happen at any hour of the day, and UCPD will only contact you if it is an emergency. Your contact information remains private and will only be used for emergency notifications. Please listen to the entire message as it has important information that could help you or someone in our community.
Business Licenses
Business licenses are an important part of the City’s operations. Primarily, the tax dollars that come from business licensing help pay for public service programs such as police and fire services, transportation and economic development. Business licenses insure compliance with the City’s municipal code, by identifying and registering your business.
Favorite Projects: Thomas enjoys projects that involve working with citizens directly, such as the sidewalk and tree replacement for Becket Drive. This project required coordination with 19 property owners, each of whom were very cooperative and was “a pleasure to work with”. Other Interests: Thomas enjoys traveling, and has visited Taiwan, mainland China, England, Ireland, Mexico and Canada as well as most of the 50 states. He also enjoys doing research on his family genealogy, and even discovered that his ancestors first arrived from Ireland to America in 1697.

The City of Union City and the Union City Chamber of Commerce recently launched the Shop Local campaign, an effort to raise public participation in the businesses that drive our city. Shopping local has many benefits, both for you and our community.
Job Responsibilities/Duties: Thomas plans, organizes, assigns, reviews and evaluates staff and activities in two major Public Works areas: Engineering and Streets. He also represents the City in meetings with representatives of governmental agencies, professional, business and community organizations, contractors, and the public.

These classes are recreational classes that expose children ages 3-4 years old to shapes, colors, numbers, the alphabet, science, developing fine motor skills and gross motor skills. Your child will experience self-expression through crafts, drama music, playing, storytelling and sharing. This is an active program; it is recommended that parents dress their children in comfortable clothing. Your child will encounter such items as sand, dirt and paint. It is recommended that children wear closed toe, rubber soled shoes (No sandals). Fun and adventure await your child in the Tot Time Program! ABC & 123 class will introduce children to kindergarten readiness skills. The children will enjoy a well-rounded and developmentally appropriate curriculum which will include exploring the alphabet, numbers, colors and shapes through a variety of table and art activities that will develop fine and gross motor skills, as well as story time and music and movement. We will also focus on developing the social skills and self-help skills that are critical to their successful transition to kindergarten.

Introduce your young child to preschool activities! This program meets once a week and allows young children to experience preschool activities with the guidance of their parent or caregiver. Children will enjoy movement activities, arts-n-crafts, games, snacks, circle time, singing and play. If you combine a love for soccer with an interest in the way children think, learn, and grow, you get King Kickerz Soccer Academy. Through KKSA children ages 18 months to 5 years will have the opportunity to have fun while learning the game of soccer. For some children this will be their first experience with soccer, so we will be playing age-appropriate games that will have your young soccer players smiling ear to ear. Come out and have some fun!

In this class young soccer players have the opportunity to participate on their own. They will learn how to dribble, pass, trap, shoot, and play games while having tons of fun. The Holly and Kennedy Preschool program begins at 7:00 AM and ends at 6:00 PM. We are licensed for 19 children at Holly and 15 children at Kennedy. The program is designed to educate the whole child, socially and emotionally, physically and cognitively, giving the children opportunities through a variety of experiences to acquire the skills necessary to enter Kindergarten. The program provides children with snacks, gross and fine motor skill play opportunities, outside activity time, small group time, rest periods, low adult to child ratios, exposure to a print rich environment to encourage language development and future literacy, and activities that include art, crafts, science, music, drama, cooking, sports and games, with time for socialization. Many new parents are looking for new and fun ideas to enjoy with their children. Join UCLS for our Parent and Me Literacy Jamboree. Our program will introduce you and your child to the importance of literature exposure at a young age, while providing socialization with other young children and families. Accompanied by a parent/caregiver, your toddler and/or preschooler will be introduced to an educational program focusing on kindergarten readiness and enhancing your child’s social and emotional development. Throughout the session you and your child will experience fun learning activities, art projects, constructive play time, music and story time. Our goal is to help you learn how critical your child’s social/emotional development is to their academic success, as well as providing information and/or tools necessary to support them through this phase of development. Parents and caregivers will enjoy informative adult conversations and learn about the community resources available through workshops. This new FREE program meets twice a week for 1 hour and 15 minutes.

The Youth Commission is an energetic and committed group of teens, who want to play an active role in their community, represent their fellow teens and have some fun in the process. Representatives are from James Logan High School, Alvarado Middle School, Cesar Chávez Middle School and Our Lady of the Rosary School. The Teen Workshop survives from community donations and the basic repair work that we do.

Buy a reconditioned bicycle or learn how to build a bike. Volunteer as one of the workshop repair persons. After school options (#1 or # 2), are available for full week registration (Monday through Friday) or just select days (i.e. Monday, Wednesday and Friday). The morning program is only available for full week (Monday-Friday) registration. Club Une operates for the 2012-2013 school year from Wednesday, August 29 through Friday, June 7, and registration is broken into 3 sessions: Fall: August- November Winter: December- February Spring: March- June Parents may register for each session separately or for the full school year. Session fees have been equally divided through the school year and have been adjusted for minimum days, no-school days, holidays and school vacation periods. The City of Union City feels that it is important for all of the youth in our community to have the opportunity to experience the various recreational programs that are offered by the Leisure Services Department. The S.O.K. Scholarship Fund offers a limited number of special scholarships for Union City youth 18 years and under who wish to experience a Leisure Services program but are unable to, due to financial hardship. Scholarships provide 50-75 % of the registration fee, up to a maximum of $200. Scholarships are limited to one program per youth, per year as long as funds are available and families meet the financial qualifications. For more information and a scholarship application, please call the Holly Community Center at 675-5488 or the Kennedy Community Center at 675-5357. We also would like to encourage the members of our community to help support the S.O.K. Scholarship program by making contributions with their Leisure Services registrations. Donations can be added on the Leisure Services registration form. Every dollar counts and is appreciated.

Our primary goal is to facilitate your child's development of peer relationships through play. Activities include: gross motor games, table top board games, thematic art, sensory activities creative movement, singing and much more. Enrollment is open to children of ALL abilities between the ages of 3-12. Within each large group, children will be broken into smaller groups to target age appropriate skills. Typical peers will constitute up to 30% of each group, providing many social opportunities to participants. Special Olympics basketball will begin in early January and practices will be held on Saturday mornings from 10 am-NOON at Barnard White Middle School. Special Olympics track and field will begin in mid –March and practices will be held on Tuesdays from 5-6 pm at James Logan High School. Special Olympics Aquatics will begin in late March and practices will be held on Saturdays (location and time TBA). Leisure Services Summer Day Camps offer children and teens an opportunity to enjoy a traditional summer day camp experience which includes a variety of fun activities geared towards the interest and age of the campers. Each week offers a different theme, recreational swimming and a special field trip. Most day camps are held primarily outdoors, and all are supervised by trained recreation staff. All field trips and swimming costs are included in the weekly registration fee. Each camper will receive 1 Day Camp T-shirt to be worn on field trips. This non-competitive, instructional camp is a great opportunity for youth to learn athletic fundamentals while having fun. We maintain a 1:8 leader to camper ratio during camp hours. This camps is located at the Kennedy Community Center and Kennedy Park.

Friday Night Lights! Youth Flag Football Program
(April 16- June 8)
The Friday Night Lights Union City Youth Flag Football Program will focus on teamwork and sportsmanship while participants learn fundamental football skills, including passing, catching and play execution. Player positions are rotated every game and no special equipment is required. Practices are held once a week with games played the last 40 minutes of each practice. REFUND/TRANSFER POLICY
Anyone may withdraw from a course at any time, however, they will be charged for the classes that they have taken up to that day. If a participant wants to get their money back for a program there will be a $10 processing fee for this transaction If you want to have the money put back onto your CLASS account as credit, there will be no fee. Anyone may transfer from a course before the first day of the lesson. Transfers will only be allowed during the first half of a course however, there will be a $10 fee. Only one transfer is permitted per class per person.

The Leisure Services Department operates one OUTDOOR, HEATED pool at 80ºF which is the required temperature for public pools. It is mandatory that you wear a swimsuit and if you are wearing a T-shirt it must be either white or grey. We recommend that you wear sunscreen with an SPF of at least 30 and bring a towel to dry off. Rash guards are suggested for cooler weather. No flotation devices or life jackets are allowed.

Lifeguard Training • Ages 15+
The American Red Cross Lifeguard Training class provides lifeguard candidates with the skills & aquatic knowledge necessary to keep patrons of aquatic facilities safe in & around water. This course teaches lifeguarding skills, first aid & CPR for the Professional Rescuer (CPR/FPR). Upon successful completion, students will have the skills & knowledge to prevent, recognize & respond to emergencies & to provide care for injuries & sudden illnesses until advanced medical personnel arrive & take over. The American Red Cross will issue certificates upon successful completion. Prerequisites: Must have the ability to swim 500 yards continuously & retrieve a 10-pound brick from the bottom of the pool; must be at least 15 years of age by the last day of class. Drigon Dog Park offers some of the best equipment available for our four-legged friends. These special features include: fake fire hydrants, doggie watering stations, scooper dispensers, a dog bone shaped walkway, dog jumps, dog tunnels and a dog climbing platform. Drigon Dog Park has a small dog area designed for dogs weighing 29 lbs or less and a large dog area designed for dogs weighing 30 lbs or more. Most grocery stores, convenience stores, liquor stores and pharmacies in Alameda County will no longer provide single-use plastic bags for your purchases.
The new ordinance does not include restaurants, take-out food establishments, retail stores that don’t sell packaged food, or charitable thrift stores.
The goal is to reduce litter, keep plastic bags out of local waterways and encourage the use of reusable bags. Similar ordinances have been passed in San Francisco, San Jose, Los Angeles County and other communities throughout California.
Having trouble remembering to bring your own bag? Try keeping reusable bags in your car, so they are always on hand when you shop. It’s also helpful to store bags near the front door, the door leading to the garage, or wherever you keep your grocery list. he City of Union City, Allied Waste Services and Tri-CED Community Recycling are proud to announce the winners of the 2012 Recycling Poster Contest. The competition was open to all Union City students. Winning artwork was selected based on creativity, imagination and the ability to inspire a healthier environment. The artists will be honored at an upcoming City Council meeting and presented with a $50 award for first place , $30 for second place, $15 for third place, and $10 for honorable mention. The nutrient-rich compost is produced from yard trimmings and food scrap material gathered via Union City’s residential curbside organics collection service. Thank you for using your green cart every week and supporting our composting program.
While you’re in the neighborhood, drop off your electronic waste! Since Tri-CED also accepts electronic waste, residents can also drop off that old TV, computer, monitor, laptop, keyboard, printer, telephone, DVD and other e-waste. There is no charge! Simply bring any of the above items and we’ll unload it for you. The e-waste drop off also takes place from 9 am to 3 pm.
Returns for Alameda County Residents Alameda County residents now have the chance to win prizes year round by keeping recyclable and compostable materials out of their trash, and in the correct bins. During regular garbage collection days throughout the year, the Ready Set Recycle Prize Crew will select random garbage bins and separate the contents into three categories: recyclables, compostables and garbage. Households with the least amount of recyclables and compostables in their garbage relative to the whole bin could be appointed a ‘Star Sorter’ and receive $50 prizes in cash or gift cards. Alameda County residents can also participate in the contest and win prizes by playing the Speed Sorter Game and pledging to recycle at www.ReadySetRecycleContest.Org. Names will be chosen at random and monthly winners will receive a $15 gift card from Peet’s Coffee, Jamba Juice, Safeway and more. The Union City Sports Center offers a full state-of-the-art fitness center, aerobics room, locker rooms, child care center and a 12,000 square foot gymnasium offering new adult sports programs. Open gym time for basketball, volleyball, badminton, table tennis and family fitness programming are also available to members. Health and nutrition classes, personal training, small group specialty exercise programs and fitness therapy is available. The UC Sports Center is also available for private rentals on Saturday afternoons and evenings. The gymnasium can accommodate up to 500 persons banquet style, 600 for assembly style. Union City parks may be reserved for picnics. Reservations can be made 3 calendar months in advance for Union City residents and 2 calendar months in advance for non-residents. Reservations can only be made at the Kennedy Community Center in person or by fax. Reservations must be made at least 10 working days in advance of your scheduled event (2 weeks notice). Reservation fees vary depending upon the site capacity of the picnic site. Payment in full is due on the day the reservation is made. All site fees are doubled for all Non-Residents and Holidays. All checks must be made payable to the City of Union City. For Park and Facility rentals, non-residents are charged an addi-
tional fee. You must live, own a business, or pay Union City Property
taxes in order to receive the resident rate. Proof may be required. Inflatable bounce houses are only allowed in designated areas and require a generator. You may not have a bounce house at any Union City park without a park reservation. Sound amplification permits may be issued only for the use of Kennedy Park’s Amphitheater, and Old Alvarado/Cesar Chavez Gazebo. Amplified music is allowed only when a picnic area is reserved and an amplification permit is obtained. The fee for an amplification permit is $50.

Did you know that new smoking regulations have been adopted by the City of Union City? Union City promotes a healthy living environment & protects non-smokers from exposure to secondhand smoke where they live, work, & play. In November, 2010, the City Council restricted smoking in rental complex units, unenclosed common areas, & outdoor dining spaces. Tobacco retailers also need to obtain a local Tobacco Retailer License.
No alcohol is allowed at any of our parks!
There is no exclusive use of any Union City park. Park permits only reserve picnic areas and BBQ units. There may be other events going on at the parks simultaneously.
Key Requirements:
• Smoking is prohibited in all rental complex (2+ units) common areas (enclosed & unenclosed). • As of Feb 23, 2012 smoking in any rental complex, including balconies & patios, is prohibited. • Smoking is prohibited in all outdoor dining areas of restaurants & surrounding 25 feet. • Smoking is prohibited in parks, public events, and service areas (i.e., bus stops, ATMs). • Clear, conspicuous, and unambiguous “NO SMOKING” or “SMOKE FREE” signs are required in places where smoking is not permitted. The Holly Center is a versatile facility where a wide range of events can be held including weddings, large banquets, meetings and conferences. The Auditorium holds 250 people for dining. The Senior Room holds up to 90 people.

The Sports Center has a variety of amenities ideal for a wide range of events, including a 12,000 square foot gymnasium available for group activities and team building exercises. Our meeting room can accommodate up to 100 people, and has additional business services and catering available. The Union City Sports Center is conveniently located within minutes of Hayward, Newark and Fremont city borders and easily accessible from the 880 freeway, as well as the Dumbarton and San Mateo Bridges. Facility Rental and Deposit Fees:
A deposit is required at the time of reservation. It is refundable approximately eight weeks after the event, assuming no damages or additional fees were incurred. For more information and rental fees, please call or visit the community center office. The Leisure Services Department and the Police Department may require you to hire State Licensed private security guards from a licensed firm. It is your responsibility to hire and pay for required security and/ or Union City Police Officers. Additional fees may apply.

The Union City Community Garden is located on Venito Avenue in the 7 Hills Development off Mission Boulevard. It consists of 17 plots measuring approximately 15 feet by 25 feet. Union City residents have priority for memberships. The annual fees are $50 for the plot including water and $20 for compost, sand and horse manure. A one time deposit of $35 is required to assure plot cleanup at season end. A rototiller and garden tools are available for member's use. Members are required to maintain their gardens in good order and to assist with the maintenance and upkeep of the common areas. If you are interested in a garden plot, contact Garden Coordinator, John Haley at 510-489-7396 to place your name on a waiting list.
