It's hard to believe that we are now halfway through the year and heading into the summer already. Despite how 2021 has shaped up, where you live around the world will likely dictate the level of normality you are now experiencing. On the UK side, things have been looking up. But after attending a Zoom conference call a couple of days ago with another party in Asia, it brought a stark reminder that not everywhere is as fortunate. And that, in fact, we are still some way off from reaching any form consistent, equilibrium on the global front. That said, growth in confidence and lowering Covid cases has kickstarted sporting events with crowds again. This development is sure thrill and entertain spectators. Euro 2020, the Olympics, and Wimbledon are some of the ones I'm looking forward to. Undoubtedly, the events will still involve social distancing. However, to feel once again the thrill of watching athletes compete in the arena brings with it an air of positivity and hope of better times to come. At the Circuit, we continue to push out content to help you keep your finger on the pulse with informative news and views from around the globe across our different media channels. Our recent event the "Protected Mobility for EP Forum" brought together a range of subject matter experts who shared their valuable knowledge and expertise with working operators across the industry. 4

US FOREWORD Welcome to the latest edition of The Circuit, the magazine for the close protection professional. With the worldwide pandemic easing up somewhat, and the world beginning to open back up, this has lead to increased opportunities for protectors around the globe. My hope is that everyone has used their forced downtime (to whatever degree that was) to prepare, coming out on the other side stronger, more marketable and better equipped. Education and information are two things that no one can take from you, — not even a global pandemic. While we have had over a year of travel restrictions, social distancing, and new “norms,” that are anything but normal, the ability to learn can happen at any time regardless of proximity or geography. The virtual world, be it E-books or online classes, puts training at your fingertips, And has actually removed some of the cost barriers they may previously have held some back. We like to think that The Circuit has also played a small part in providing a consistent stream of news,
information, and resources that are “pandemic proof.” From updates on the latest topics of interest in the cyber security realm, to discussions about vehicle dynamics & security drivers, we try and make sure that information is accessible to whoever wants it, whenever they want it. To do this we produce the the magazine, The Circuit Podcast, and even a newsletter the highlights some of our favorite articles. What we would ask from you is if you enjoy our efforts, help us spread the word by telling others in the industry so they can also take a look. Kevin Durant's personal bodyguard reportedly charged the court and shoved P.J. Tucker Kevin Durant's personal bodyguard appears to take his job very seriously. An argument between the Brooklyn Nets star and Milwaukee Bucks forward P.J. Tucker got heated during the third quarter of Game 3 on Thursday, with the two players arguing face-to-face before a shoving match erupted around Tucker. The group of shovers included teammates trying to placate teammates, officials and coaches trying to preserve the peace and ... one fellow clad in all black who charged in and pushed Tucker

away from Durant. That fellow turned out to be Durant's personal bodyguard, according to The Athletic's Joe Vardon, and you've really got to appreciate how both Tucker and an official both turn their attention to him with expressions of "Who is this guy?" What may be of interest to the NBA is that the bodyguard is reportedly on the Nets payroll. The league probably doesn't want team employees rushing the court to push opposing players, so we'll see if it takes any action against the Nets. Source >

Cape Town paramedics allegedly forced to pay protection money to extortion rings

Community Safety MEC Albert Fritz said they had noted with concern the way in which the issue of extortion now extended to the EMS workers and health services.

Emmanuel Macron slapped as he greets bystanders on latest outing Police in France have arrested two people after President Macron was struck across the face by a protestor while he mingled with the public during a visit to a town in South-eastern France. Footage captured the moment the blow landed catching the French President utterly by surprise. Mr Macron was protected by metal barriers separating him from the crowd but the assailant managed to strike the world leader with his palm. Mr Macron's close protection team can be seen rushing in as the French President reeled from the blow.
He is quickly escorted away by a bodyguard while the gendarmerie moved in to evict his attacker. The protestor was heard yelling "down with Macronism!" as he struck. Macron's political rival, Marine Le Pen of the National Rally party has condemned the assault. Ms Le Pen released a statement saying: "It's inadmissible to physically attack the President of the Republic. "it's a profoundly condemnable gesture." It comes as Frexit Campaigner CharlesHenris Gallois warned the French President his popularity is collapsing. Source >

Severed heads and inactive grenades thrown in polling stations during violent Mexico elections
On Saturday, five election volunteers were ambushed and killed on a country road while transporting voting materials.
A man has thrown a severed human head at a polling station in the Mexican border city of Tijuana.
A government electoral agency worker was shot dead in Tlaxcala state, near Mexico City.
Plastic bags filled with body parts, including human hands, were also found nearby as Mexicans voted in midterm elections on Sunday.
An inactive grenade was thrown into a voting station in Mexico State and armed men stole electoral material from a polling place in Sinaloa.
The man ran away, police said, and his objective is not clear.
Most of the violence is due to gangs trying to influence the election results and clear the way for their drug trafficking and other organised crime.
Mexico's election has been one of the most violent in its history, with 97 politicians killed and 935 attacked, according to security consultancy Etellekt. ISWAP militant group says Nigeria’s Boko Haram leader is dead The Islamic State West African Province (ISWAP) militant group said in an audio recording heard by Reuters on Sunday that Abubakar Shekau, leader of rival Nigerian militant Islamist group Boko Haram, was dead. Shekau died around May 18 after detonating an explosive device when he was pursued by ISWAP fighters following a battle, a person purporting to be ISWAP leader Abu Musab al-

Attack in Afghanistan Kills 10 From Charity That Clears Land Mines KABUL, Afghanistan — At least 10 people were killed and 16 others wounded in an armed attack on staff members of a British-American charity in Afghanistan that has been clearing land mines in the country for decades, officials said on Wednesday. The Islamic State claimed responsibility for the attack, according to the SITE Intelligence Group, which monitors announcements by the terrorist organization. The assault occurred late Tuesday at a demining camp in the northeastern province of Baghlan and targeted employees of the charity, the HALO Trust.

Tariq Arian, a spokesman for the Interior Ministry, said that the victims were all Afghan citizens and that the wounded had been transferred to hospitals. Jawid Mazlomyar, 30, who has worked with HALO for more than a decade, described the bloody and chaotic scene that unfolded around him in Baghlan. He said that the armed attackers had rounded up those in the demining camp and cut off the power before ransacking the occupants’ belongings and taking their cellphones and money. “They were screaming and insulting us and saying, ‘Who is your manager? Success In EP: What does it mean to you?
Sweet success! Just the sound of that single word “success” can make most feel accomplished, fulfilled, strongwilled, and advantageous. The word success by its definition means: the accomplishment of an aim or purpose; the attainment of popularity or profit. While it seems simple enough, there aren’t too many other words in the English language that can mean so many different things to so many people. How do you define success in the executive/celebrity protection 14
industry? How do you know when you are a success or successful? Is your success helping move you forward or is it hurting you? As I stated earlier, success has a different meaning to every individual, including myself. “Success is 1% Inspiration and 99% perspiration” Thomas Edison

CIRCUIT MAGAZINE ISSUE 58 Without inspiration there will be no success. Inspiration is one of the things that drives and motivates us. You must be inspired by someone, something, somehow, to embark on this journey in EP. For most, if not all of us, this profession is either totally new to us, or one in which we got into after another, similar career. Everyone has a different reason for joining our ranks, and every individual has the chance to become a member of a group or team bigger than our individual selves.

Here’s the question: “how do you inspire an individual to lay down $1,200 - $3,000 for training with no promise of fulltime employment? The answer is, “you can’t!” How do you inspire someone to lay one’s life down in defense of another? Again, you can’t! If the inspiration is not deep rooted in you when you embark on this journey, then you are already defeated. Your inspiration or aspirations have to be well defined for you to be successful. Only then, can you start
SUCCESS IN EP to put in the preparation and work needed to meet your goal. Because in this industry, it’s in the doing, not the dreaming. “Success in life could be defined as the continued explanation of happiness and the progressive realization of worthy goals” ~ Deepak Chopra Fresh out of the training academy or school, you get a few gigs because of your understanding of the craft or the networking you conducted. You got your feet wet. As they say, “nothing too spectacular,” but you are learning and becoming more competent in the understanding of all the different movements and motions that take place on a detail. You’re feeling good and starting to learn the lessons of what it is you’re doing right and what you’re doing wrong. You start to feel a part of something bigger and are eager to get to the next detail. Then the phone doesn’t ring for 6 months. Now how are your feelings of success? Still inspired? Happy with what you’ve accomplished? Then you start to feel the pressures of your family, friends, spouse, all telling you that this is going nowhere fast. You take menial jobs to make an income while you wait for, “the call.” Is this 17
CIRCUIT MAGAZINE ISSUE 58 success or not? I say yes because it puts you closer to being, not a success, but successful. Then the phone rings: a big detail, you have to fly to another state to work with an agency that has a well-known artist that’s doing a concert! Your amped up, nervous, you’re the FNG (effin new guy) and you want to do well. You get the plan from the Detail Leader (DL), and you start the movement getting the principal from the hotel to the amphitheater. The crowd is massive, and you can hear and see them from backstage. It’s now “GO Time.” You’re moving, winding your way through the darkness of backstage with your client, up the stage stairs and BOOM the crowd goes crazy! As you stand stage left, every hair on your body stands up and you take it all in. You say to yourself, “I made it! I’m a success!” Are you? Or is it just a “realization of a worthy goal?” Don’t get the two confused, because more than likely you will be going home to await yet another call and this is one of the pitfalls to beware of. “Sometimes success can be your worst enemy, because it makes you think you’re smarter than you really are” Mark Cuban 18

SUCCESS IN EP If you are afraid of failure or afraid to fail, how are you going to win? We are taught coming into this field that ‘failure is not an option.” While I agree with that statement as it pertains to our protection of our clients, not all failures are fatal. For instance, (I don’t know why I’m sharing this!) I had a detail early in my career where I was a security driver. I brought three suits and accompaniments with me. Driving for the weekend, I changed suits every day. On the second to last day, I decided to wear a black suit. The problem was it was a tuxedo! (Minus the bow tie and cummerbund). At the end of the detail that night, the DL said, “by the way, tomorrow leave the tux at home!” Epic failure on my part, Not knowing fully, the ins and outs of this profession and the attire expectations for that particular detail, I got it wrong. What I did do though, is to learn and each through my mistake. And while that experience while painfully embarrassing, it drove me to be better the next time.

We’ve all seen them: the “successful ones.” The I’m better than you guys, the “super ninjas.” The guys that are on the detail that like to give instructions even if they don’t have any no more authority than you. This is where you go from success to failure in short order. Why? Because anyone worth his or her salt in this profession knows that it is an ongoing learning process. For anyone to stand up and say or act like, “I know it all or I’ve done it all” is just flat out wrong.

others to be just as successful as you are. There will always be the “haters,” and the ones that never want you to be as successful as them. But they are the same people that will be calling you one day for help. Trust me. In order for us to reach our goals, we must adapt, we must find a way to internally remain on a relevant course to success. There is one thing in this business that you have full control of one thing that nobody can take away.
Something that you, and you alone, can control and that is your effort. You level of effort and how you use your successes will determine your success rate. Use what you’ve had by helping another brother or sister in the industry. Success in the profession shouldn’t be used to stand on your soapbox and brag. It should be used for the greater good, pushing the craft forward and just by its sheer velocity, carrying you along with it.

Training for the Next Generation of Female Protectors Women in protection can be a broad category encompassing female security officers, executive and personal protection professionals, bodyguards, and corporate security professionals. 22

This industry has been predominantly male-dominated, with women in the industry having been traditionally something of an anomaly. However, it is clear the
need for women in the security field has been on the rise. In 2017 Chinese billionaire Xiao Jianhua, a Chinese Canadian businessman, decided to hire an all-female 23
CIRCUIT MAGAZINE ISSUE 58 bodyguard team. Going back further to the 1980s, Mu’ammar Gaddafi had established an all-female bodyguard team; however, many questioned his true objectives in doing so. Time has led to more acceptance, and now there is even a company that caters specifically to families with children, known as NannyGuards. According to the Department of Labor, the top 10 occupations employing women as of 2018 were schools, nursing, retail, and sales; however, there is no mention of women in security or women in protection. This puts women in a unique and advantageous position to specialize in executive protection and personal protection. This is the perfect time to cultivate confidence in women who aspire to start a career in protection and elevate those already in the industry. Women must do their part by learning how to market themselves in a professional and progressive manner. The problem is not a shortage of women in protection. There are entire networks of women in protection at different levels, with broad skill sets encompassing both hard and soft skills. The challenge has more to do with the number of women who can perform at a high tactical level while still utilizing their soft skills. Women 24
NEXT GEN OF FEMALE PROTECTORS typically do not showcase their abilities on social media or to their male counterparts for the mere purposes of showing they have the skills required to perform. Women tend to be more conservative and methodical. A Harvard Business Review published “Why Don’t Women Self-Promote As Much As Men" in 2019 by Christine Exley and Judd Kessler. The report states a significant gender gap in selfpromotion, with men rating their performance at 33% higher than equally performing women. The factors that influence someone to self-promote has a lot to do with self-image, confidence, and strategic incentives.
Women in protection tend to lack confidence in their abilities or do not want to be in the spotlight with all eyes on them. Women tend to fear they may fail in the presence of their male counterparts, which is hugely detrimental to growth or advancement in the industry. In essence, that self-promotion could potentially lead to future job and pay opportunities. Dr Leonard C. Holifield is the president and founder of The Phalanx Training Academy, the International Academy of Executive Protection Agents, and the Sikaron Karate Federation. He has an impressive background

CIRCUIT MAGAZINE ISSUE 58 with a combined 30 years of law enforcement, military, and executive protection to include 50 years of martial arts training. Dr Holifield has trained several women to create an all-female executive protection team named Onna Bugeisha. Going back to 200 AD in Japan, “Onna Bugeisha" literally means "Woman Warrior" trained in martial arts. These women fought alongside the samurai to defend their homes, families, and honor. He believes that women have an innate ability to sense dangerous situations and have the gift of discernment and premonition. With the backgrounds of the protectors consisting of law enforcement, military, security, physical fitness, and investigations. When asked why they got involved with the program, one woman said that due to her past brush with being victimized, she decided she would take on a more direct approach and become a protector rather than being the protected. Another woman and a close friend agreed that together they would take the course. One of them is a reserve police officer, and her friend is in martial arts. Another woman is from Europe, and although all the women train in Georgia, where 26

The Phalanx Training Academy is headquartered, the women have worked assignments throughout the southeast. The women were also asked what advice they would give to other women interested in pursuing a career in protection. The primary response was echoed by most of the women 1. Do the research, 2. Know what you are getting into, and 3. Be prepared to be away from family. Another woman stated, “Do the research because it is not for everyone, and you want to make sure you know exactly what you are getting into.”
The Onna Bugeisha clearly love what they do and are confident in their abilities. This team of women are ready to impact the greater security world at large, showcasing their abilities to new potential clients. All women in protection should feel confident that this is their time and feel comfortable promoting their skills and experience to the same degree as their male counterparts. Understanding that women can change both the optics and the dynamics of a security team, they can blend into the environment and remain hidden assets embedded in plain sight.

Ransomware, Insurance, and Backups Most people are not aware of the real impact and threat of ransomware campaigns going on almost constantly. Most people are not aware of the real impact and threat of ransomware campaigns going on almost constantly. While I'm sure everyone knows of the ransomware attack on the Colonial pipeline and the more recent similar attack on JBS, these are only the latest and most visible in a continuous stream of attacks. These are just the tip of the iceberg. The true scale is hidden not only by the media but also
by a reluctance to talk about the problem. In the Colonial pipeline case, a ransom payment was made of $4.4 million. It sounds sizable. Estimates of the worth of ransomware as a global industry range between $1 to $10 trillion. That means if every single ransomware attack received the same payment as the Colonial pipeline, we would be looking at a 29
CIRCUIT MAGAZINE ISSUE 58 minimum of 200 000 such attacks each year, more than 500 per day. The vast majority of attacks do not even come close to that level of fine, so we are looking at a lot more incidents, impacting a huge number of people every day. So what is ransomware? The layman's view of ransomware is software that encrypts some files then demands payments to decrypt them. However, modern ransomware organisations are becoming more sophisticated. The encryption of files still happens, though attackers will often exfiltrate information and threaten to publish it if payments are not made. Partial publications are often made to back up the threat. And quite frankly, there is no guarantee that on payment of the ransom, the victim will receive their data back, let alone prevent future threats and publication. What is guaranteed is that they are now marked as a potential income source for future attacks. It's also important to note that much of today's ransomware is effectively a commercial product. Criminals can license the software or purchase it as a managed service and deploy it where they've already gained access. Alternatively, and growing more and more common, a group may license the core 30

Even some who have been subject to small incidents assume that they will not be affected by anything larger, despite often not even understanding how the malware got onto their systems in the first place. What can businesses or individuals do? There are two parts to dealing with ransomware attacks. The first is prevention, and often that's simply being above the exceptionally low bar set by other businesses in terms of security. Ransomware groups are well-resourced and technically skilled, but they are eager to extract maximum profit for minimum effort as with any other profit-minded organisation. Closing down the easy holes, carrying out just basic security hygiene, requires them to expend more effort, so they will often move on to another victim. Until the entire world has got up to a basic level of security, this tactic will keep working. The second part is to ensure
thorough backups and a disaster recovery strategy is in place and tested. While ransomware exists that will hibernate, making sure to infect backups, this is rare as it requires additional effort and thought. In addition, knowing that you can restore operations within a few hours after losing systems removes the threat of ransomware. How about insurance? AXA recently announced that they would no longer be making payouts for ransomware as part of their cyber insurance policies. Unfortunately, others may follow suit, as ransomware is one area where insurers seem to have misjudged the risk. Worse, there are known cases of companies with insurance policies being targeted, but the ransom payments are set at a level known to be covered by the insurance policy. In effect, insurance companies have been subsidising the ransomware industry, driving up payments by making payouts available to their affected customers.

In this short article, I want to address the main questions that many people looking for a career in close protection have in the early stages of their careers. To clarify, the commercial close protection industry is challenging for most people to enter, mainly because it is a very small and 'cliquey' world where doors usually open for people if they know the right people. So, to start
with, networking is a valuable key to opening the doors. My personal experience and opinions come from working over 30 years within the security, close protection and risk management

CIRCUIT MAGAZINE ISSUE 58 industry in various African countries and Europe and Asia in operational and management positions. These days, most people’s career paths usually start with some close protection training, whether mandatory licensing courses or privately-run companies. Everyone needs to be trained, but the issue I see these days is that what many courses are teaching has little or no relevance in reality. An overemphasis is put on selfdefense or firearms training, and little time is spent honing the skill sets that people will be relying on daily. It's a sad fact that one major problem with close protection training companies is that many instructors do not have the relevant close protection experience to be able to deliver realistic course content. Most are just re-teaching what they were taught on a similar course without understanding how those tactics could be applied in reality. Many theories that sound good in a classroom do not work when working with clients and can quickly lead to issues and contract terminations.
were told that they must take control of their client's passport, the client must do as they are instructed and not be ordering their security team around, etc. This might be good for the instructor's ego when talking in front of his students, but he clearly has no real experience of working with clients. First off, why would you want the client’s passport? Sure, have a copy for the client profile, but to have their actual passport is not required. If there is an issue and you get separated from the client for whatever reason, how can they travel without their passport?
You can guide and educate your clients, but they are paying the bills. You are part of their staff, like the nannies, cooks, and gardeners. And if you start to order them around rudely, you will quickly be looking for a new job. For students who attended this school, their careers have started on the wrong footing, and they will now require a lesson in professional etiquette. Most people’s career path these days usually start with some type of close protection training, whether it’s a mandatory licensing course or from a private run company.
Another question I hear asked often is whether it's necessary to have military or police experience to get work in protection. In my opinion, the benefits of military or police experience are that those who have served understand discipline can work within a team and follow orders. Some of the skills are transferable to the close protection industry, but many have no relevance. One thing I've observed with former military or police is that they can find it challenging to adapt to working with clients in more informal commercial work environments because they are accustomed to working in a more rigid structure. The big question for most people is that they are told they need to have experience to get employed, but how can they get experience if no one will give them their first job? You have to be persistent, and if you're serious about your chosen career, you must gain experience in other relevant areas of the security industry. Like every industry, you need to start at the bottom and work your way up. Unless you are very fortunate, you will not be walking into a full-time CP job straight after completing your basic training. And if you do, I would question whether you have the experience to perform your duties without supervision. 37
CIRCUIT MAGAZINE ISSUE 58 Many people do not understand that most close protection jobs are short term, so you have to think about how you will be earning a living and supporting yourself between contracts once you're on the circuit. I will now list a few areas within the security industry where you can learn skills relevant to close protection. Here you can widen your knowledge and gain foundation skills that cannot be learned on courses or via webinars.

Door Supervisors (Bar/Club Bouncer) For some reason, many people in the security industry look down on the world of club and bar security, but it is a place to learn vital skill sets. As long as you are working with professionals, you will learn good people skills, be aware of your environment, read people's body language, and deescalate confrontations and potentially deal with violence and its medical and legal aftermaths. Use of force is always a last resort,
ESTABLISHING YOUR CAREER PATH IN CLOSE PROTECTION but even if you eventually end up working with high-end clients in luxury environments, you need to know how to deal with physical threats and confrontations. An associate recently told me that he had regular calls from people he knew who often required door supervisors at short notice and were paying good money. Yet, many of those who had approached him for CP work would turn down offers of a night or two of well-paid door work. My associate said that many of these 'CPOs in waiting' would tell him they would not risk getting glassed or bottled, but if he offered them a “high-risk" CP job, he's sure they'd eagerly take the job even if the pay were well below par. But, in reality, it's unlikely he'd trust any of them with a decent CP job. If they're too afraid to work in a club, how could they be trusted in a hostile environment or with a client under an active threat? Until we've gained realworld experience of dealing with potentially violent incidents, we are untested and inexperienced in this area. Event Security If you are working in the close protection industry, it helps if
you understand how things work in the environments you will be attending with your clients. Many CP jobs are specifically for escorting clients when they attend events or business meetings. So, understanding how the general security for such things work is essential to ensure your procedures and protocols do not clash with those of the venue security Suppose you spend some time working with a professional event security company. You could be learning the basics of access and crowd control, customer service, fire safety awareness, situational awareness, conflict resolution and how to deal with emergencies and all types of crime. These skill sets are valuable in the close protection world, especially later in your career, as you move on to managing security teams or the client’s general security. Hotel Security In the close protection business, you will spend an awful lot of time operating in and out of hotels. You must understand the basics of hotel security procedures and how their staff operate. This is particularly useful when carrying out an advance if you're tasked to select and secure hotels and venues for future client visits. 39
CIRCUIT MAGAZINE ISSUE 58 Working in quality hotels, you will learn people skills and customer services while dealing with a variety of customers with a wide array of problems. Highend hotels are also excellent places for finding business as the guests are also potential clients who may need close protection services. There is also the opportunity to see how visiting close protection teams work with their clients and exchange business cards, being sure to let them know that if they need any help in the future, you're available. Manned Guarding/ Cash in Transit The manned guarding industry is always looking for decent personnel but finding reputable companies to work for can be difficult as the pay can be low, the hours long, with less than favourable conditions. There are reputable companies out there, and a lot can be learned from working in this particular sector. Understanding the security and working of offices or industrial sites will add to your knowledge and benefit you throughout your career. If your client works from an office building, shouldn't you, as his close protection, know how the building is secured and 40

Warning Signs to Look for in Violent Extremism/ Active Killer incidents Many people spending more time online this past year due to COVID-19 lockdown and isolation has created limited options of socialization, forcing people to a record amount of screen time on the internet and social media. Much more than ever before.
A report from We Are Social, Digital 2019 stated that the internet and social media have transformed the way in which people communicate. In early 2019, global internet penetration reached 57% or 4.4 billion users. And the overall number of mobile social media users reached 42% or 45
CIRCUIT MAGAZINE ISSUE 58 3.2 billion people, with an average time of 6.5 hours a day. Online radicalization to violence is the process by which an individual is introduced to an ideological message and belief system. It encourages movement from social norms toward extreme views, primarily using online media, including social networks from Facebook to Parler and other social media platforms. Unfortunately, the propaganda of radicalization and recruitment online has never been higher and more active. We are just beginning to see the possible implications of the 2020 pandemic with the most recent national highlighted incidents: March 16, 2021 - Atlanta, Georgia – 8 dead, 1 injured A series of mass shootings occurred at massage parlors in Atlanta and its suburb Acworth, about 30 miles away. Eight people were killed in the incidents, and one person was wounded, including six women of Asian descent. Robert Aaron Long was arrested in Crisp County, about 150 miles south of Atlanta. Authorities said Long told them he was planning to continue the spree in Florida. March 22, 2021 - Boulder, Colorado – 10 dead, 1 injured 10 people were killed, including a 46
Boulder police officer, in a shooting at a grocery store. The suspect, Ahmad Al Aliwi Al-Issa, was shot in the leg and has been charged with 10 counts of first-degree murder and one count of attempted murder. April 2, 2021 - U.S. Capital – 1 dead, 1 injured 25-year-old Noah Green deliberately rammed a car into the north barricade outside the United States Capitol in Washington, D.C., along Constitution Avenue. One Capitol Police officer was killed, and another officer was injured. Investigators believe Green's attack was caused by a combination of his mental health issues and an ideological cause which he believed justified violence. April 15, 2021 - Indianapolis Indiana - 9 dead, 7 injured A shooting occurred outside a FedEx facility near Indianapolis International Airport. Nine people were reported dead, including the shooter, who committed suicide. The shooter has been identified as 19-year-old Brandon Scott Hole, a former employee of the FedEx facility. To put this into perspective, these 4 attacks occurred within 30 days involving 28 killings, to include 2 law enforcement officer deaths and 10 injuries.

Looking at the litany of incidents, the first thing of note is to identify what type of domestic violence acts are being committed. These incidents fall under what is classed as the Homegrown Violent Extremism (HVE), better known as Domestic terrorism, or (Lone Actor) Active Killer situations. While they are easily grouped together, it is important to see what the differences are. And it is even more important to take note of what the similarities are in behavioural cues and mobilization between the two. One of the hottest topics and questions is: "how can we prevent HVE or Active Killer incidents?" The majority of training organizations receive is the "Run, Hide, Fight" or a variation thereof. The problem with this type of training is that it is a reactive state that comes into play only after an incident occurs. In these life or death situations, if we wait for an incident to occur, we have already failed. Therefore, the first step to help combat these HVE/Active Killer incidents is to change the culture to become more proactive and emphasize prevention before reaction. So, the natural next question is how do we recognize an Active Shooter situation before it happens? We hear and see in the news that we must be vigilant and have increased situational awareness. But how does one do that? 47
CIRCUIT MAGAZINE ISSUE 58 Understanding Situational Awareness First, it's important to know that there are two types of situational awareness. One type of situational awareness is called the OODA loop, which comes into play during an existing threat. The OODA Loop is the decision process of Observe, Orient, Decide, and Act, developed by military strategist and United States Air Force Colonel John Boyd. Boyd applied the concept to the combat operations

process, often at the operational level during military campaigns. This process is a great tactical response as a complement to the decision process to the Run, Hide, Fight of an active threat situation when it occurs. The second type of situational awareness is during the moments before an active threat. We call this type of awareness Situational Awareness Threat Assessment (SATA). SATA provides real-time threat assessment of

Fig. 1 an existing environment. This type of situational awareness is designed to detect a threat before it becomes a threat. SATA was created on the premise of being able to read, understand, and establish a baseline for your environment. An environmental baseline is the ability to establish the environment's current conditions and identify the current "norm" of your surroundings. By doing this, you are establishing a starting point for the environmental baseline. Establishing An Environmental Baseline To properly establish an environmental baseline, we need to understand two main elements in the environment. One is the physical environment, and the other is the human factor. There is a third subelement which is special events. Special events directly correlate and influence how the first two elements (physical environment + human factor) interact. Figure 1 shows how the three elements come together to create an environmental baseline.
Physical Environment: This is the part of the environment that includes the physical factors such as the immediate surroundings to include the physical layout of indoors or outdoors spaces. Things to consider in the physical environment are whether there are structures such as office buildings, theatres, or malls in the surrounding area. Are you in a public area such as a shopping center, concert, amusement park, beach, city street or just out in public? What about tangible, miscellaneous items such as equipment, parked vehicles, traffic flow or that unattended bag or package that has no explanation for being there? Also, consider the time of the day, day of the week, or what the weather is outside. Human Factor: This is the study of how humans behave physically and psychologically in relation to a particular environment, situations, physical actions, or services. Although human factor is a large area of study, including responses in relation to emotional and other sensory stimuli, we will 49
CIRCUIT MAGAZINE ISSUE 58 concentrate on the human factor of Deviant Behavior Detection (DBD) or the ability to identify high-risk individuals. Deviant Behavioral Detection in threat assessment terms is also known as Behavioral Threat Detection (BTD). DBD or BTD is used as a real-time threat assessment tool in law enforcement and security operations. It identifies highrisk individual(s) and analyzes deviant behavioural patterns that may predict deceptive or violent behaviours not conforming to social norms, including criminal activities such as acts of terrorism or active killer situations. Both homegrown Violent Extremist and lone actor, Active Killer Situations can exhibit the same mobilized behavioural cues moments prior to an attack, so it is crucial to identify high-risk individuals that give off such signals. Detecting High-Risk Individuals Human Factor Warning Signs: When an individual is being deviant and is trying to hide something, such as stealing, smuggling, or conducting pre-attack operations such as surveillance, the moments before committing a crime is called the "fear of discovery." Fear of discovery is the individual's emotional state when they have increased anxiety of being 50

BEHAVIORAL ANALYSIS discovered prior to completing their mission. During the fear of discovery phase, a person will have behaviour leakage that gives off signals of their deviant conduct or ill will. Behavioural leakage occurs when psychological stress manifests in emotional and physiological reactions that are experienced by an individual confronting the demands of the situation, which goes beyond their coping capabilities. The effects of the stress can be emotional, psychological, and physical such as excessive sweating, fidgeting,
shifting, or uneasiness, or being overly nervous and stuttering when speaking. An individual that reaches the peak of their coping capabilities will create leakage in such anomalous behaviour. It is these behaviours that can be noticed and observed in order to assess a high-risk individual. Physical Environment Warning Signs: Another important factor to consider when assessing one's behaviour is the interplay between an individual's physical appearance relative to the environment. Physical appearance indicators to consider are

CIRCUIT MAGAZINE ISSUE 58 individuals that might be wearing improper attire for climate, loose, bulky clothing, or unusual bulges in clothing. Does such an individual appear to be in disguise or attempting to cover their physical appearances to conceal their identity? Are they wearing a lowlying hat or hoodie, or sunglasses? How about that individual who appears to be taking photos or video in an unusual area or has a covert demeanour? These are important factors when comparing the physical appearances of an individual to the environment and how they interact with each other. Special Events: Special events can also have a direct effect that can change or influence the environmental baseline. For instance, special events could increase the population density within an area, such as large gatherings like concerts. Other special events could draw the attention of outside rallies or protests, such as political venues where there is a higher risk of incidents. When assessing a crowd, you need to recognize the crowd composition, namely what type of crowd do you have, what is the overall demeanour of the crowd? What is the crowd flow of movement, are there any restrictions? What is the overall age range or age profile of the crowd? Is there controlled entry and egress? 52

We all have smartphones that are basically minicomputers with super computing power to match in the palm of our hand. We want easy and safe solutions. So, in homage a fast-moving world and little time on your hands, I will make this article precise and concise by giving you with 1 CP situation and a few very valuable OSINT tips to get you started. Situation: Security Advance Party (SAP), aka the “Recce” Depending on the principal, the budget, the risk/threat, having the luxury of an SAP as part of the EP/CP assignment has become rare in the private security industry. But as an individual bodyguard, you might be tasked with carrying out the overt or covert reconnaissance of routes, RVPs (rendezvous points), offices, hotels, shops, restaurants, and any other location the principal(s) will go to. Many principals understand the need to communicate a schedule prior to arrival. However, this is not always the case as some principals can be on a “spur of the moment thing.” 56
There is no way you can a recce, but with some OSINT knowledge and a smartphone, you have gold in your hands.
OSINT ON-THE-GO “Let’s go to this place just after my meeting in 10 minutes as I have another meeting. Please make sure the driver is ready in 10.” You now have 10 minutes to get to the other side of a capital city to do the recce and back, which is virtually impossible because it usually takes 25 minutes one-way if traffic is good. There is no way you can a recce, but with some OSINT knowledge and a smartphone, you have gold in your hands. Assess the Operation 1. You need actual and current intelligence. Current means now. 2. You need to know where you are going, how the street looks, what the door looks like in the building your principal wants to go to 3. You need to know the state of traffic, if the street is blocked or currently good to go. Again, the state of traffic means live information, not that the road had roadworks 1 week ago. 4. You need to know if the doors of the building are open or if one needs to call prior to entering, whether there is a code to get in the building, or a specific name on the buzzer to call. 5. You need to know if there is anything sensitive on that street (Embassies with CCTV, potential high value targets, terrorist targets, history of problems, or if the street will have surveillance detection operatives or police?). This is
good to know so that you know what to do once on that street. For instance, do you loiter around standing up in front of the building or would you rather remain covert in the car and avoid any unwanted attention or questions being asked? The last thing you want is for your principal to come out, waiting for you to finish being checked out by local police. 6. You need to take swift action to prepare for the next location. You don’t have your computer as its too heavy to have on the task. You have only your smartphone which now becomes your primary tactical intelligence tool to ensure smooth running of this CP operation. Just make sure you have a portable smartphone battery charger always on you, even 2, and you can even have another small smartphone in case. When you think tactical, we always say: 1 is none 2 is one. Things can break, things can get lost. Don’t be left stranded. decide which part is bigger than the other by dragging the middle line. Up to date with the most up to date map data from 2021. You can share the location by sending the link to other EP/CP team members. You can choose satellite view or map view. Can sometimes get an inside view of some buildings.
The UK Embassy, Paris. (The blurry part is the French Presidential Palace) As a reference, we’ve used the UK Embassy in Paris, France as an example. You now know where you are going, how the street looks, that it’s a well-guarded street in the embassy area of Paris close to the French presidential palace, with heavy CCTV in the area, and probably more
OSINT ON-THE-GO IMSI catchers in the area than you can dream of. You know you will be able to do the drop-off in front of the embassy, but you also know that with the police presence in the area, there is no way the Principal’s vehicle will be able to remain in front of the embassy. They will probably ask you how long it will take to get there, so make sure you have 2 apps downloaded on your phone that can give you good live intelligence on the state of traffic. Other OSINT tools you might use include: • WAZE • GOOGLE MAPS (don’t forget to click on Traffic on the left side to get the live trafic situation) Using these simple these OSINT tools, you now already have some pretty good knowledge and intelligence without having moved from the security vehicle, all in a matter of a few minutes using your smartphone. You know the area, you know what to do upon arrival, which side to do the drop off on, that’s it’s a one-way street, and where to do the drop off. You know the state of the roads and which route to take, as well as secondary routes. And you know if one of the streets leading to the area is blocked or closed. 59

All of this is great. It saves the day. You won’t be caught out or red-faced. But you still have a few minutes on your hands as the principal hasn’t come out yet. So, let’s take it even further. Our brains are powerful tools if we use them well and exploit them to full potential.

The Anatomy of a Bank Robbery With the onset of the pandemic, and many workers around the world finding themselves furloughed, displaced, or classified as “nonessential”, many security experts predicted the potential for an uptick in crime including bank robberies. Even as banks deal with the fallout of the pandemic, bank robberies on the whole since Covid-19 are actually down. And while banks have always denied access to people wearing masks, the challenge posed by mask wearing during the pandemic has invited a greater security risk to banks, according to Paul Benda, Senior Vice President for Risk
and Cybersecurity Policy at the American Bankers Association. Banks across the nation have had to adapt to this longstanding policy and rule against mask wearers inside their lobbies. However, with mask mandates and other PPE suggested protocols like cleaning (sanitizing) public spaces regularly, patrons wearing gloves, the new 65

As many retail business and security experts cautioned these new policies to curb COVID would indeed allow criminals to hide in plain sight. In many instances, bank robbers across the country are making use of the opportunity and are donning traditional Covid-19 face coverings. However, the response time can be greatly influenced by the bank’s location and whether it is in a major commerce center, police substations or other items of municipality importance/ significance. In most heists, the robbers are not looking to hurt patrons. Most bank robberies are not like the movie HEAT with guns a blazing. Only 3%
of bank robberies result in violence. Instead, roughly 60% are simple “note jobs.” A robber stands in line, waits to see a teller, then quietly passes a note at the counter. It’s possible that most patrons are even unaware a robbery is taking place. When violence does take place 52% of the time the injures are sustained by bank employees, 31% of the time to customers, 10% of the time it is to the perpetrators, and 7% of the time it is to the guards. Time is on Your Side Try to keep both yourself and your

Movement attracts attention and attention may attract gunfire or some other unwelcomed response in the form of violence. Stay calm this will be over sooner than you think, and the odds are without injury. Be a Good Witness If you can observe the robber without putting yourself in danger, be a good witness. Be extremely careful the robbers may have an accomplice mixed in with the other bank patrons. Make a mental note of what they are wearing, their features including race, age, height, hair, eye color, tattoos, or scars. Is there anything distinctive about their gait, speech, or mannerisms? If they have a weapon, was it a long gun or handgun. Did you see a vehicle, if so what type: car or SUV, color, make and model could you remember any of the numbers on the license plate or the state? Did it have a distinctive sounding muffler? Did you notice if they wore gloves,
and do you recall what they touched which may aid in law enforcement dusting for prints? Your client’s and your personal safety are your top priority. After the ordeal is over if you don’t feel the area is secure, get your client out of the environment and to safety. This may also help you or your client from being an identifiable witness on the news if you are working with a high-profile client. You can always file a report at the police station later. Also, between the other witnesses, the bank cameras, retail store cameras, traffic light cameras etc., rarely do criminals make a clean get away. The likelihood of catching a bank robber is higher than most crimes because bank robberies are reported quickly. In spite of the initial anxiety the odds are in your and the banks favor. In fact, 75% of bank robbers are caught, tried, and imprisoned. Situation will always ultimately determine the tactics, however the best way to guarantee winning a confrontation is to not have one. The Threat Posed by Fixated Individuals
Just a few days after the funeral of Prince Philip, a fixated person, who had flown to the UK from Spain, arrived at the Royal residence using the name Irene Windsor (the surname of the British Royal family).
The woman, who claimed she was engaged to Prince Andrew managed to persuade the security officers at the Royal Lodge to pay for her taxi fare. She then spent 20 minutes wandering around the Royal gardens before entering the home of Prince Andrew, Duke of York, where she was finally detained, and subsequently sectioned under the Mental Health Act. According to published research, people who pursue the rich and famous pose a greater risk of death or serious injury to their targets than do terrorist groups or criminals. (James, 70

CIRCUIT MAGAZINE ISSUE 58 2010) Research has also identified that physical protection measures alone have not proved to be a sufficient defense against the fixated. (Mullen et al., 2009) Despite this fact, there is a distinct lack of understanding and training within the security industry of the threats posed by the fixated both towards the person subject to the protection and those within the security detail. This article will seek to raise awareness of this threat. It is helpful to define what is meant by a fixated person. We all experience periods of being fixated in life, whether it is when we are in a new relationship, a new position at work or an issue that is stressing us out. That is not what is meant by fixation. Fixation is an increased pathological preoccupation with either a person or an ideology or cause. When that fixation then consumes your every waking moment and becomes obsessive, it becomes pathological and is often linked to stalking behaviour. From a security perspective this can be difficult to identify, however an unnatural volume of interest may be an indicator. The impact of mismanaging a fixated threat may include: • Violence/Death to the person being 72

protected or those tasked with doing the protection. Psychological distress to anyone involved. Embarrassment to the person being protected or to the individual or organisation responsible for the protection. Disruption to an event or life in general. Adverse media attention to all involved. Reputational harm to the person being protected or those tasked with doing the protection. Dissipation of resources of the security team.
An important consideration is not to confuse those afflicted by mental health illness with lack of intelligence or capability. One of the risks attached to such fixation is
the need for close proximity by the fixated person. When this desire for close proximity is frustrated, it can metamorphise into strong emotions of anger and can then emotionally hijack the lives of those involved. This desire for close proximity is key and is why proper debriefs following events are so important. Failure to conduct an inclusive debrief will leave the close protection professional unaware that a fixated person has now been seen at multiple events together with the evidence of escalation in behaviour. On June 5, 1968, Sirhan carried out the planned assassination of Senator Robert F. Kennedy. Sirhan hid in the pantry at the Ambassador Hotel in Los Angeles, California and waited until Kennedy walked past. He then

shot Kennedy multiple times. In the 5 months leading up to the date, Sirhan made at least four approaches— perhaps failed attempts or efforts to see how close he could get to Kennedy in a public venue, none of which were reported. This desire for close proximity encourages fixated people to conduct extensive, obsessive research of the person they are targeting. They 74
will seek to find out where they live, what events they are going to attend, who their family and friends are and how they are protected. Any security review of a protected person must include an audit of their private information publicly available. This should highlight areas of vulnerability and enable opportunities to either reduce this exposure or improve the security arrangements.

Such storylines often point to the existence of secret plots by powerful actors working behind the scenes, the “Deep State," for example, either to cause real chaos or to fabricate it. The anger felt toward these “powerful actors” can be accompanied by an intense need to intervene, increasing the likelihood that someone will take action, possibly involving the use of violence. Operators need to understand this changing landscape and appreciate the risk posed by a “true believer” of one or more interrelated conspiracy theories. Paranoia and Violence Potential Paranoia is an established risk indicator for targeted violence; that is not news. The individual or group who is convinced that your principal presents an imminent risk to their individual or collective safety or survival may act preemptively to protect themselves, or others they believe are in danger. Many instances of violence have
been motivated by paranoia; some have been fatal. Paranoia can be a character trait or a symptom of a mental health disorder and a byproduct of substance abuse. Someone who is paranoid harbors excessive distrust, without justification, and may believe that sinister plots are swirling around them. Sometimes paranoid people feel compelled to use violence to stop a threat, real or perceived. When speaking with a paranoid individual or assessing the risk of targeted violence, it is often apparent that the individual of concern is a “true believer," with no doubt in their mind about the correctness and urgency of their views. While their description of the conspiracy against them may seem odd, even bizarre to others, the paranoid person is thoroughly convinced that it is real and often presents examples or evidence supporting their beliefs. It can be difficult and frustrating to try to reason with someone whose beliefs range from extreme to delusional or to try to refute their evidence, especially if hundreds of thousands, perhaps millions of others, support the same conspiracy theory. In a poll conducted in September 2020 for a U.K.-based anti-racism advocacy group, “Hope not hate, Ltd.”, more than one-third of 81
CIRCUIT MAGAZINE ISSUE 58 Americans thought it possible that Hollywood elites, government and the media were secretly engaging in large scale child trafficking and abuse. These views, along with the belief that the same elite group of Satan-worshipping, child-trafficking pedophiles rules the world, form the core beliefs of QAnon. QAnon is a fringe conspiracy theory that in 2019 the FBI labelled a domestic terror threat, stating that such conspiracy theories can encourage both groups and individuals to carry violent acts targeting specific people, places, and organizations. QAnon is just one of many conspiracy theories that have blossomed in the current climate of uncertainty and fear. QAnon: A Brief Background On October 28, 2017, a user on the 4chan website calling themselves “Q” posted a series of cryptic messages saying that they worked in a key position in the U.S. federal government with a high-level security clearance and have access to classified information about the “deep state” that they would covertly disclose to inform the public about the crimes of the elites. While some followers believe that “Q” is, in fact, a high-ranking government insider, others claim that they are John F. Kennedy Jr. who faked his death or that it is former U.S. President, 82

CONSPIRACY THEORIES Donald Trump himself. Through more than 4,000 subsequent “Q-drops”, the author or authors of these posts crafted an intricate conspiratorial theory linking together issues ranging from antiSemitisms to the death of George Floyd, 5G, vaccines, and immigrants. The QAnon belief system holds that the “Deep State,” also referred to as “the Cabal” controls not only the U.S. government, but all world governments, the banking system, the Catholic Church, the agricultural and pharmaceutical industries, as well as the media and the entertainment industry, all in an effort keep people ignorant, poor, and enslaved.
To date, most QAnon activity has occurred on the web on Facebook, Instagram and Twitter, as well as in the less policed 4Chan and 8Chan spaces.
QAnon theories were both promoted by and directed at a number of celebrities, which has helped keep the ideas in the news. So it is understandable that in the witch’s brew of current world events, people would try to seek meaning and understanding, even with evidence that that may otherwise seem farfetched. Many adherents to conspiracy theories are “true believers," some of who promote violence to foster a necessary sea change in society. Violent true believers (VTBs) are those committed to a belief system that accepts or encourages violence as a legitimate means of advancing their goal. They are convinced that their truth is absolute and that no acceptable alternatives exist. Hard-core true believers motivated by deeply held, rigid beliefs feel wholly justified in using extreme means to achieve their goal. Such true believers can also seem paranoid and may have an irrational fear that others are plotting against them. They also often see themselves as warriors, willing to engage in battle against their perceived enemies. Once a true believer identifies a target, it can be tough to dissuade them; they can be extremely tenacious and creative in their drive to approach and harm or eliminate the person or people responsible for their grievance. 85

In many places, access to firearms is very restrictive, and ammunition can be costly. In the United States, people have been spoiled with how accessible and affordable firearms and ammunition are. Still, the new Biden and Harris government could all change very quickly for the worse. In most other places outside the U.S. where firearm ownership and defensive carry is available for private citizens and security personnel, the price of guns and ammunition can be very costly, and the application processes to own and carry guns can be a bureaucratic nightmare.
In many places, it’s mandatory to belong to a gun club or shooting association who are the ones that have control of the shooting ranges. Personally, I have little time for clubs and associations as they tend to be very cliquey and attract people trying to compensate for a lack in other areas. Many gun clubs and public shooting ranges have strict rules on what live-fire drills can be done on their ranges; withdrawing from a holster and rapid-fire are banned in many places for safety reasons. I understand why they do 89
CIRCUIT MAGAZINE ISSUE 58 this, as many that seek to practice drawing a live pistol from a holster have zero training and can end up shooting themselves or others. And those rapid-firing tend not to be able to control their firearms and end up shooting the range ceilings, floors, walls, and target carries, which all cost the range owners money to repair. It can be tough to find ranges

where you can adequately train for carrying a pistol, shotgun or carbine for defensive purposes and finding locations where you can run close protection and team drills is even more of a challenge. So, how can you continue to train and stay up to speed? The only option is dry fire training. I have always practiced dry fire drills, even when I had access to

You need to learn the trigger of the gun you are using and the only way to do this is to practice pulling the trigger. The trigger pulls on various guns can differ significantly; shooting a doubleaction revolver and then a single action 1911 are two completely different shooting experiences. 92

DRY FIRE TRAINING
Dry firing some guns can damage the firing pin, so always use snap caps or at least a spent cartridge casing. • Holster Drills: On most days for many years, I would practice drawing and pointing my carry pistols for at least 100 draws left and right-handed in the different configurations I was carrying at that time. This should be an essential part of your pistol kata and is the only way to build up the required muscle memory if you're serious about carrying a pistol. You must conduct these
drills repeatedly until you're not thinking about them, and they are just one smooth movement. Dry fire training is essential in all firearms training programs, especially if you do not have ammunition to waste for correcting accuracy issues etc., on the range. However, even where you do not have access to real firearms and live-fire ranges, you can still develop the required muscle memory essential and help you get up to speed a lot faster when you start training with live firearms.

Despite the Cease-Fire, Gaza Remains Primed for Another War
Israel and Gaza militants may have agreed to end their latest flare-up, but without a political solution to the greater Palestinian-Israeli conflict, grassroots violence and miscalculations by factions on both sides could still escalate into another war.
On May 20, Israel and Gazan militants approved a cease-fire ending over a week of fighting after a military escalation erupted on May 10. The latest flare-up saw unrest in the West Bank 94
and Jewish-Arab communities in Israel, as grassroots anger spread beyond the more traditional conflict zone along the Gaza-Israeli border. But as Gaza and Israel return to an unstable detente,
GAZA REMAINS PRIMED FOR ANOTHER WAR anchored by a mutual desire to avoid an expensive conflict and held together by aid-for-peace arrangement, the underlying social drivers of another war are already in play. • Significant social unrest broke out in reaction to the Gaza conflict as far-right and ultranationalist Jews and Israeli Arabs clashed and rioted across the country in communities like Lod outside of Tel Aviv, Jerusalem, Haifa, Tiberias, Acre and Beersheba. The fighting had no national leadership and was organized largely on social media. • The conflict was sparked after Palestinian protesters in the Al-Aqsa Mosque in Jerusalem were forcefully cleared by Israeli police May 8-9. The police action provoked outrage throughout the Muslim world and was cited by Hamas as the rationale for the rocket and missile attacks on Jerusalem that followed. The most recent conflict did not substantially reframe relations between Israel and Palestinians, leaving the drivers of more violence in place. Israeli officials have stated they believe they have restored deterrence with Hamas, which Israel claimed was the primary goal of its recent airstrikes in the Gaza Strip. But
beyond that, Israeli officials have given no indication that they want to change the relationship with Hamas to something more stable by engaging in serious peace talks, which haven’t taken place since 2013. Meanwhile, the fighting did not improve Palestinian unity, another major factor that will keep Israeli-Palestinian tensions high. The Palestinian ruling party Fatah’s decision to avoid a military confrontation with Israel will likely damage its political credibility among Palestinians. This will, in turn, reinforce Fatah’s decision to delay potentially unifying elections for fear Hamas could win. Internationally, despite a shift in some media sentiment toward favoring the Palestinian cause, there appears no political desire to restart Israeli-Palestinian peace talks. • The United States, the traditional mediator for Israeli-Palestinian peace talks, has not signaled it will appoint a special envoy for the conflict. This indicates that U.S. President Joe Biden has chosen not to prioritize the decades-long struggle that has defied multiple attempts by his predecessors to bring about peace. • Other countries like China and Russia have signaled interest in seeing the conflict end, but lack the economic and political 95
CIRCUIT MAGAZINE ISSUE 58 leverage over the Israelis and Palestinians necessary to force concessions. The last major breakthrough in the peace process in 1991-93 that produced the Oslo Accords came about in part because the United States was willing to hold up aid to Israel to force talks. Gazan militants will likely want a period of relative calm to reconstruct damaged buildings and restore aid, though the traditional triggers for another conflict remain. Damage to the Gaza Strip, not yet quantified in official estimates, will likely run into the millions of dollars and

require Israel’s acquiescence to allow flows of humanitarian aid and construction materials — pushing Israel and Hamas back into their previous aid-for-peace relationship. Continued attempts by each side to pressure the other to change their behavior, however, have made this relationship unstable and could create accidental escalation paths. • From 2017-2021, Hamas would use protests and rocket attacks to pressure Israel into unlocking aid, expanding the economically essential fishing zone for Gazans offshore, and/or loosening border controls for trade. These escalations always carried the risk of accidental war.

• Israel is likely to end up under a right-wing government regardless of the ongoing political impasse. A new rightwing government may be quicker to respond to future provocations by Hamas with military action after the experience of May 2021. • The Gaza government’s media office on May 18 estimated that $244 million of reconstruction aid would be needed to begin rebuilding damage caused by the latest fighting with Israel, though that number is expected to increase. Without a peace process to defuse social instability, both Israeli far-right and Palestinian grassroots violence could also trigger another conflict. The legacy of the Arab-Jewish riots and the elevated unrest in the West Bank will create new resentments that activists and extremists will seize upon to justify violence. Israel’s far-right movements will likely attempt to provoke more clashes with Palestinians and Arab Israelis in the hopes of both pressuring Arabs into leaving parts of Israel and forcing retaliation by the Arab community that radicalizes Jews. Palestinians activists, shorn of formal political leadership to push back against evictions and new settlements, will also likely attempt 97
CIRCUIT MAGAZINE ISSUE 58 The Obstacles to Palestinian-Israeli Peace The 2002 Saudi-led Arab Peace Initiative was the latest serious attempt at resolving the Palestinian-Israeli conflict. The agreement offered Israel full normalization with the Arab world in exchange for a Palestinian state along the lines of the pre-1967 borders. But the initiative floundered during the Second Intifada (20002005), which pushed Israel to the right and undermined faith in a negotiated solution to the conflict. The Palestinian political party and militant group Hamas also remains a major obstacle in peace talks. The group has not moved away from its charter calling for the destruction of Israel; if it did so, Europe and the United States might be more willing to see Hamas as a Palestinian negotiating partner rather than a terrorist group. Hamas, however, controls the Gaza Strip and rules over 40% of the Palestinian Authority’s total population, meaning their exclusion from peace talks leaves out a significant portion of Palestinians.

to carry out strikes, protests and even riots to try to slow down Israeli expansionism. Those tactics will include the potential of repeating the unrest seen at AlAqsa Mosque that triggered the most recent war. • The Sheikh Jarrah evictions that helped spark the tensions that led to the May 2021 conflict have not been canceled and could still go forward — raising the risk of another round of unrest, possibly around holy sites in Jerusalem. Even without those evictions, however, other settlements are likely to be expanded in the West Bank and East Jerusalem. Settlers will also continue to try to build illegal outposts in the West Bank when they are unable
to get backing from the Israeli state. For Israel, more clashes between Palestinian and Israeli citizens would risk damaging the country’s relations with the United States. The May 2021 war revealed splits in the U.S. Democratic Party between pro-Palestinian legislators and their more traditionally pro-Israel peers. Progressive Democrats in Congress attempted to block a $735 million arms deal to Israel, with Senator Bernie Sanders and U.S. Representative Alexandria Ocasio Cortez particularly vocal in their criticism of Israeli actions in Gaza. These splits in Washington might be a place where Palestinian activists hope to exploit by creating new confrontations with Israel.

I then blocked the entrance advising others the bathroom was unavailable and I would point them in the direction of another bathroom. That bathroom is on lockdown. If I saw a person approach with something concealed under her jacket I may stop, identify myself as security (not saying I'm store security) and mentioned that items not paid for are not allowed in the washroom. Biden’s revisions will further specify criteria for investment bans, supporting his rules-based approach to diplomacy. The changes will also give his administration more leeway in implementing the bans amid early signs of U.S.-China trade talks. 103

What to Make of Belarus’s Brazen Arrest of a Journalist In Belarus, the controversial arrest of a prominent opposition activist will force a Western reaction, but the beleaguered opposition still faces major challenges, likely enabling the Belarusian regime to sustain its power.
On May 23, Belarusian authorities arrested the wanted opposition journalist Roman Protasevich after forcing a passenger plane that he was on to divert and land in Minsk, using the pretense of a bomb scare. The diverted Ryanair flight was headed to the Lithuanian capital of Vilnius, where Protasevich, Tikhanovskaya and a number of other Belarusian opposition figures are based. • Ryanair said the flight was nearly in Lithuanian airspace before it turned east toward Minsk after Belarusian air traffic controllers notified the plane’s crew of a potential security threat and instructed it to divert. According to Belarusian state media, President Aleksander Lukashenko personally gave the order to send a fighter jet to force the plane to land after authorities reportedly received a threatening email purporting to be from the Palestinian militant group Hamas. The alleged email, however, was sent three days after Hamas reached a cease-fire agreement

with Israel to end their latest flareup in Gaza, raising questions of authenticity. • Emerging reports also suggest that members of the Belarusian security services surveilled Protasevich in Athens, boarded the flight and tried to convince the crew there was a bomb on board. At least one likely intelligence officer reportedly instigated a fight with crewmembers to insist on the claim’s validity, although it remains unclear if or how this interaction played a role in diverting the plane. • Six passengers — including Protasevich and his partner, who was also detained — did not return to the plane after Belarusian authorities searched luggage and cleared the flight to continue to Vilnius after a seven-hour delay. This lends credence to the claim that four intelligence officers were on the Ryanair flight and deplaned in Minsk. The seemingly unprecedented incident adds to the Belarusian government’s expanding crackdown on dissent, which has increasingly targeted journalists in recent months, illustrating Lukashenko feels no compunction for blatant normbreaking. Protasevich fled Belarus in 2019, but was added to the country’s most-wanted list last fall for supposedly inspiring terrorism and mass unrest during the demonstrations that roiled the country in the wake of the Aug. 9 fraudulent presidential election.

Israel The ideological differences within Israel’s new unity government will likely lead to its early demise — leaving open the potential of a more strongly right-wing Israeli government to take its place that would risk stoking more unrest in the Palestinian territories and further straining Israel’s relations abroad. Iraq A resurgence of protests risks destabilizing the country’s oneyear-old government ahead of October elections, but is unlikely to unseat Iran’s deeprooted influence in Baghdad. Colombia Widespread protests and congressional hesitancy will likely either significantly scale back or completely stop the government’s proposed tax reform, threatening the economy’s post-pandemic recovery.

Israel: Israel to Request Iron Dome Resupply During US Visit Jun 2, 2021 Israeli Defense Minister Benny Gantz will visit the United States on June 3 to meet with Defense Secretary Lloyd Austin and request a $1 billion resupply of the interceptor missiles used in Israel’s “Iron Dome” defense system. Why It Matters: The United States will likely approve the resupply of interceptor missiles, which Isreal leaned on heavily during the latest conflict with Palestinian militants. But this time, such support will prove more controversial among American legislators and voters, with likely greater media and political scrutiny. Helping Isreal replenish its Iron Dome system could also inspire more congressional pushback from Democrats who have become more vocally critical of U.S.-Israeli ties in the wake of last month’s violence. Pakistan, Tajikistan: Countries Sign Defense Pact Amid Afghan Security Concerns Jun 2, 2021 Pakistani Prime Minister Imran Khan and Tajik President Emomali Rahmon signed a series of agreements, including a defense cooperation pact, during their June 2 meeting in Islamabad. 106

Why It Matters: For neighboring countries like Pakistan and Tajikistan, the withdrawal of U.S. troops and uncertainty surrounding peace in Afghanistan pose severe security threats, particularly from terrorism, drug trafficking and organized crime. This is particularly true for the regions near the Afghan border, where militant activity is already high in both Pakistan and Tajikistan. U.K..: British Bid to Begin CPTPP Accession Process Accepted Jun 2, 2021 The members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on June 2 accepted the United Kingdom's bid to begin the accession process to join the trade bloc. Why It Matters: The move represents part of the United Kingdom's post-Brexit strategy of signing free trade agreements around the world. While this will create new trade opportunities for the United Kingdom, the CPTPP countries are very distant from it and are currently not among its main trading partners. If it does join, however, it will gain the power to veto the incorporation of new countries, such as China. China: U.S. Allies Join Calls for Wuhan, Xinjiang Probes Jun 1, 2021 The British intelligence agency MI6 is investigating the origins of COVID-19 in the Chinese city of Wuhan in coordination with similar U.S. probes. Why It Matters: Western calls for Wuhan and Xinjiang investigations are likely to fall on deaf ears in Beijing. If these calls spread to more neutral areas like Africa, Latin America, Eastern Europe and Southeast Asia, however, China will feel pressure to respond with more than a dismissive tone. But even then, Beijing is not likely to allow objective thorough investigations into the origins of COVID-19 or the treatment of Uyghurs, as they would threaten Beijing’s narratives of effective Chinese governance.

Monica Duperon Rodriguez is a seasoned professional protector who has worn many hats as she navigated a path to success through two maledominated career fields, in both law enforcement and
executive protection. Having the opportunity to speak with her, I realized that the adversities that she faced were simply fuel for the engine that has driven her to accomplish her goals time and again. 109
CIRCUIT MAGAZINE ISSUE 58 What drew you into law enforcement and how was your experience? I was a facility manager at a recreational center and the police would periodically check up on us. One day an officer brought me an application and told me to apply. I had nothing to lose, and they needed a bilingual female officer. In law enforcement, I learned to become a multifaceted chameleon, someone who can be fluid in maneuvering on how to do things. I worked for the Clearwater police department and Pasco sheriff department on several special assignments such as hostage negotiations, SWAT, undercover narcotics & gang units. How did you transition to Executive Protection and what type of EP details did you work? In my law enforcement career, I made contacts in the EP industry, and I was contacted by a fellow colleague and was asked to send my resume. However, I didn't think much of it. However, the client flew to me and interviewed me. After a few months passed, I was told the client wanted to meet again and make me an offer. That's when I realized I have more to offer. I can do more than shake drugs off a dealer or patrol the streets. It was then I realized my niche. I was sought after because I was a female who was bilingual with a background in law enforcement. Most would think that being a female in a male-dominated industry would be hindering, but I 110
I was working with ICON for 3-4 years and it was my time there got me ready for my own client. I leveraged my mentorship to aid me in my longevity, and paid homage to my mentors and the industry. A lot of guys take shortcuts and don't last very long.
FOOT STERPS used that to my advantage. After all, I was already used to working twice as hard in law enforcement. I knew I could do it again in executive protection. What type of EP details did you navigate yourself through while in the profession? My very first detail was a book tour which took me to Africa, Canada, Mexico and several states in the U.S. I worked with antipoaching and food sustainability programs. But my very first stop on the book was in an area that had a lot of protests going on and there was more V.I.P.s than just my client. It was chaotic and it was a crash course into EP in which I had navigate through the chaos and show no fear. Growing up in Chicago instilled that into me. I've also had 4 or 5 medical trips to Guatemala where I doubled as an interpreter and security. How did you transition into EP? I know once you get on a contract you have to get the ball rolling yourself and keep busy. Networking, Networking, Networking! I would network with other protectors, exchanging info, asking questions, and always remembering to being sincere. I would say that is critical when it comes to networking. My objective is to make them remember me. After my first client, I got a call for a 1-month detail that turned into 4. I've work some overseas details and royal family details for royal princesses of Abu Dhabi, Saudi
Arabia, and Dubai. I also did a short tour with an artist. What is your most memorable detail? And what were some hurdles and obstacles and the end result of it all when the assignment was finally completed? I worked for National Geographic protecting crews while filming in El Salvador and Mexico. I am particularly proud of that and two of the most dangerous assignments I’ve been on. They were filming a documentary on abortion in El Salvador where abortion is illegal. In Mexico they were filming about cartels, poppy seed harvesting, and American pharmaceutical companies. In El Salvador our biggest consideration was government perception and MS13. I can’t go into too much detail, but we had a few tense moments. Mexico was a bit different. We were in different states, and it was a bit touch and go at times. But the biggest hurdle to overcome was making sure to we were not perceived as security or worse the Drug Enforcement Authority. We were asked a couple times. However, this is one great example of being able to disarm with words and making others feel comfortable. Only in Acapulco did we have the military police with us. When we went through Guerrero and into Mexico City, we were on our own. No police presence or assistance. However, we did have contingencies in place for immediate rescue and extraction if needed. We had no local support as it was too dangerous for the 111
CIRCUIT MAGAZINE ISSUE 58 mission. Abortion is illegal and carries stiff penalties, so much so that it is dangerous to even have a conversation about that subject. On a positive note, that documentary won a film award. Looking back, I was proud of the entire crew for this one. What are some lessons that you learned while working in the Executive Protection industry? I learned to become a minimalist, to always be available. This career taught me to make selfassessments. I learned that being a female isn't always advantageous. Sometimes clients don't want a woman. I learned not to take anything personally, but instead make a recommendation on who else would be a better fit for that detail. This in turn helps build stronger relationships with your networking. What is one of your strongest traits in EP and what is one notable difference from law enforcement to executive protection? For me, it's communication. I know how to talk and relate to people and make them feel comfortable. Law enforcement doesn't teach you how to interact with corporate executives. Others who have found it hard is because they're still in law enforcement mode. They exude ‘police’ by the way
they stand, talk, and interact. In EP, there's a time and place for it. Soft skills are very much needed when it comes to working with a high net-worth family. How was your experience as a woman in law enforcement and in executive protection? It wasn't a cake walk in law enforcement. I had to break the stereotype of the perceived notion they had of a woman. Because of this, most woman have to work twice as hard to have a seat at the table. With that said, it's okay to be yourself. Be feminine, demonstrate both your soft and hard skills. It's that mixture that makes it’s easier to blend in. What are you doing these days? I am a Safety Security Manager for a tech company in Silicon Valley. I manage offices in Canada, Mexico City, Brazil, Columbia and the U.S. I cover EP for some events and connect with security companies to make sure we have enough staff. If someone were to follow your footsteps what is some advice you would give them? I would tell them to never give up. Learn as much as you can and have thick skin. Don't get discouraged. People will judge you. Always network and stay concrete.

Keeping Your Edge: Action vs. Reaction

This is not so much by the overt actions we take in close proximity to the Protectee, but by the intentional maneuvering of chess pieces behind the scenes, in the form of risk analysis, advancework and logistics. With the exception of very high profile, or high threat assignments, our default state could be described 116
in many cases as, invisible. This mindset has successfully shepherded many throughout the profession, being passed on from generation to generation to the benifit of the craft. However, what many struggle with is balancing that ethos with the need to make yourself known
KEEPING YOUR EDGE or stand out in a crowd. While this is not as much a challenge to protectors with established long-term employment, with newcomers the circumstances change dramatically. If no one knows who you are, how would they know to hire you? Oftentimes those new in the industry have trouble distinguishing themselves from the pact. In a highly competitive field such as Close Protection, even a prior career in military or law enforcement is not enough. It’s at that point they look to see what others are doing, to various degrees of both success and disillusionment. Making yourself known comes down to two essential things, networking and marketing. It’s the implementation of those things that many fall short of, or overshoot their intended target. One of the first recommendations I could make to someone asking me how to get into the field is not only get you some industry specific training in Executive Protection, but also take a general course on marketing, and see how you can apply it to our profession. I tell people you can have the best burger shop in town, but if no one knows you are there, they will go to McDonald’s every time they are
hungry. Not because McDonald’s has better burgers, but because everyone knows their name. By that same token, McDonald’s slogan is “billions & billions served,” and your burger shop doesn’t need billions because you don’t have the same amount of expenses and overhead. You don’t have to compete with a fast food giant, you could instead develop a niche of having an amazing food with specular customer service. You leave a positive impression in the minds of your customers and employees, and word will spread. Put your attention on your core audience (Hiring Managers, Detail Leaders, Potential Clients) and you will don’t need quantity, you’ll have quality. So since we know you aren’t aiming (at least right out of the gate) to be the biggest burger franchise in the word, then you need to next work on your messaging, and how to tailor that message to you audience. This takes us back to the shadows, since ours is a profession operating in the background, many think they can’t talk about themselves or their attributes. Historically we have been so “cloak and dagger,” that promotion, particularly, Self-promotion is frowned on. While this is correct 117
