Cittaslow Report, it’s time to “recognize ourselves” and “make it know” Dear Mayors and Delegates, this is the result of the joint work between the Cittaslow headquarters in Ovieto (Italy) and all of you, in particular the national coordinations that spread Cittaslow ideas and projects country by country: once again thanks to you and to your communities. I think we needed to take “a group photo” and this paper Report which is also open to digital contributions through the QR code, is a representation of what we are and what we do today. It is true, as mayors, councilors, municipal administrators and technicians, entrepreneurs and citizens of the slow cities around the world, we usually curate our actions more than our communication... Less words, more facts in the Cittaslow, said Paolo Saturnini in 1999, and today our President Mauro Migliorini repeats this concept. It is the image of a Cittaslow that is stronger and more alive than ever, as evidenced by the numbers and the projects that are being carried out. The last one, Cittaslow Metropolis, commits us to the transfer of “good living” to the neighborhoods of metropolises: it is neither easy nor obvious, but the positive piloting of Izmir (Turkey) which tested the new approach created by the Cittaslow International working group, opened up a new world perspective for us. Like Cittaslow, we certainly did not need a pandemic or war to accept the environmental challenge, promote the circular economy or decarbonization, commit ourselves to social justice or decolonization: we have always been peacemakers. Cittaslow is today a “community of destiny” for all good-willed and intellectually honest Earthlings. We must be aware and proud of it. Happy 2022 Assembly! The Secretary General,
Pier Giorgio Oliveti
Editorial Report 2021
MAURO MIGLIORINI the President of Cittaslow International, the Mayor of Asolo
CITTASLOW INTERNATIONAL
After 23 years of activity, it is time to introduce moments and tools that can, on the one hand, clearly capture the progress we are making in Cittaslow, and on the other hand, help us identify and solve problems and let us all improve in favor of the planet. Promoting ideas and projects is key, communicating the wonderful initiatives that Cittaslow proposes in such a prescient and advanced way is also fundamental, but above all, we need to act: the concreteness of the facts “for good living” without elites is one of the characteristics of the “slow” Mayor, as our founder, Paolo Saturnini, has taught us. To sum up, this is the intention of Cittaslow’s annual digital and paper report, which from 2022 onward will record the experiences of our association every year. On this occasion, I thank all my fellow Mayors, delegates, citizens of the global Cittaslow for the commitment, creativity and dedication they put into carrying forward Cittaslow.

HEART AND SOUL The Slow Mayor’s Manual
Paolo Saturnini is the founding father of Cit- taslow. As Mayor of Greve in Chianti (Tuscany, Italy), he was the first person to have the intuition of the value of positive slowness linked to the local government of cities and territories. He was the honorary President of Cittaslow, but he suddenly left us on a warm summer evening in 2020, causing great sadness in all those who were lucky enough to have met him. Today Cittaslow International, with the Municipality of Greve and with the precious contribution Giulio Saturnini (Paolo’s son), is publishing a posthumous book. This publication was also made possible thanks to the caring commitment of many collaborators. This way, we can ensure that Paolo’s ideas will be appreciated by people all over the world. The book is made up of twelve short chapters, the first ones are biographical and describe Paolo’s initial contacts with the Tuscan countryside. A countryside that is made up of balances and secular knowledge but also of the hard work of its inhabitants. The following chapters explain why and in what context the idea of Cittaslow was born, what is happening today and above all what we can and must do to “save the world” and improve it for the new generations. It is the fundamentals of “good living” and an important contribution for the future we are trying to build.

CITTASLOW EDUCATION PROJECT In many Cittaslow there is an active cooperation between the Municipalities and schools of various types to exchange experiences and carry out educational projects. In Europe some of these are co-financed by the Erasmus Plus Program. The basic idea is: “Implementing the ideology of Cittaslow in schools”. Over the years, between the Cittaslows of the different countries, a network of relationships has been built that connects teachers, school directors, students, families. More partners are involved to create a connection between schools with the aim of exchanging good practices of learning by doing method of education, to promote a sustainable way of living and convey slow values. All types of schools are covered by kindergartens to the primary schools, to secondary schools and liceums. In this way, following the Cittaslow Education projects, citizens has been involved in school projects especially the ones planned to discover territory and local traditions whit the aim to make children aware of the environment and cultural / historical heritage. Main goal is to enhance the person both on the cognitive and cultural level, to promote educational success of students, to support differences (form of diversity, disability or disadvantage), to create a welcoming place where respect and cooperation are a lifestyle. To underline the importance of the connection with the European eTwinning platform, managed on behalf of Cittaslow by Sabine Storme, Cittaslow di Silly (Belgium).

CITTASLOW TOURISM PROJECT Cittaslow Tourism is a new way to look at the “productive activity” TOURISM with new eyes, respectful of the identity of places and communities, and respecting the natural environment. The main challenge is: “to transfer the concepts of: - ECONOMICS OF RESILIENCE - THE SENSE OF LIMIT - RESPECT FOR WHAT YOU HAVE AND WHAT YOU ARE - IMAGINE A FUTURE VISION OF OUR COMMUNITY / PLACE Among the innovative key elements applied in Cittaslow Tourism are: experiential and seasonal tourism, active community, involvement of voluntary associations, schools, artisans, farmers, artists, tourist services, sustainable transport, etc. Professional tour operators compose the different tourist offers by country, target and type, and finalize them for promo-marketing in catalogs and online. A special Technical Office for Cittaslow Tourism Outdoor activities has been established since June 2020 by Cittaslow International at Cittaslow in Chiavenna (I).

CITTASLOW METROPOLIS PROJECT Even more and more large metropolises are interested in the theme and projects of Cittaslow, so the “quality of life” is coming out of the confined areas in many small towns and villages to become a strategic element in the metropolis: “slow” is a necessity, no longer a choice or a fashion, as scholars such as Barry Commoner or Enzo Tiezzi reminded us, due to the interactions between ecosystems, the production system and the economic system. The “slow” approach positively interferes and supports a new way of conceiving a sustainable city where you live well. Thus Cittaslow Metropolis was born, a project by Cittaslow International started about six years ago with some experiments in Barcelona E, Busan KOR and Brussels B, Taipei TW and today in Izmir TR. A lifestyle focused on speed and consumption is less and less effective not only in society but also in cities. The goal of Cittaslow Metropolis is to create neighborhoods where children can play in front of their homes, where we can reach school, work, health center, market, local shops, green areas and public transport with a 15 or 30 minutes on foot. One of the biggest advantages of being able to meet the basic needs of people in their neighborhoods is reduced mobility. As seen in cities developing similar neighborhood-scale practices, hours spent in traffic, carbon emissions, air pollution, noise and stress decrease as mobility decreases.

TARGETS: Act concretely by everyone, administrations and citizens, in favor of bees, the conservation of the biosphere and sustainable economic production chains connected to the world of bees and the safeguarding of the melliferous potential of plants, the promotion of the culture of health, biological and human . PROJECT OPERATIONAL INDICATIONS Actions for Municipal Administrations • Sowing of flowers and melliferous essences along road edges, sidewalks, squares, urban parks, etc. • Planting of native plants in urban parks, publicly owned land, squares, etc. • Free use of public areas for the installation of apiaries. • Compliance with local phytosanitary protocols. • Additional municipal-based protocols. • Ban on the use of herbicidal phytosanitary products in public areas or areas open to the public. • Cooperation with local beekeeping associations. • Courses for the population and stakeholders in environmental education and biodiversity protection. • Organization of thematic and didactic walks in the municipal area. • “Bee education” programs in schools of all levels (Cittaslow Education and eTwinning EUplatform) with the involvement of managers, teachers, beekeepers, experts in the sector, trade associations. Actions for citizenship - Gardens and flowered balconies, refuge for bees To stimulate the private citizens of the Cittaslow to plant flowers and essences that attract and nourish the bees in their garden, balcony or vegetable garden. The vegetables that bloom, as well as different types of herbs, exert a great attraction on insects and bees.
8
CITTASLOW BEE PROJECT The bee is the queen of biodiversity. If a single bee visits around 7000 flowers a day, the bees in a hive can collect and store food in an area of about 7 square km, and on their body covered with hair they can retain particles of various kinds: for this reason the ape is the bio-indicator par excellence of our ecosystem. The Cittaslow International CittaslowBee Project develops the key points of the Manifesto “CittaslowBee: concretely for bees, sentinels of biodiversity”, approved by the Coordinating Committee of Cittaslow Int’l on March 25, 2021. On the occasion of World Bee Day and world biodiversity, on 20 and 22 May of each year, all Cittaslow participate in the Project by promoting the awareness campaign for the protection of bees, “CittaslowBee, the bees sentinels for life.” The Cittaslow communities are committed to the following actions: 1. promote all sustainable agricultural practices, defend biodiversity and strengthen regulations, including on a voluntary basis, and municipal directives to ban the use of pesticides that endanger pollinating insects; 2. cooperate with any other associative, institutional, scientific subject involved in the world for actions in defense of bees; 3. to promote, through the “Cittaslow Youth” and “Cittaslow Education” projects, the direct involvement of young people in specific projects to protect bees, in schools and in society; 4. setting up of municipal apiaries; 5. activate communication and awareness campaigns, internal to the citizenry and external on the mass and social media. 6. propose a worldwide alliance with all the stakeholders interested in the “CittaslowBee, bees, sentinels for life” initiative: beekeepers, universities, the world of research, international organizations, local authorities, governments, associations and civil organizations.

Cittaslow Network Report 2021
AUSTRALASIAN
The Australasian Cittaslow Network has comprised 3 original members since its inception in 2007: Goolwa, Alexandrina in the state of South Australia, Katoomba, Blue Mountains in New South Wales, and Yea, Murrindindi in the state of Victoria. Echuca-Moama, was in the process of preparing its application prior to the pandemic Australasia presents several distinct challenges that determine the capacity for Cittaslow commu- nities to develop an active regional network. Within Australia alone, the wide distances separating communities (a ‘tyranny of distance’) ensures a strong sense of separation. Coupled with the fact that we are governed by three levels of government dictating different priorities and needs in each of the 8 states and territories, this serves to inhibit travel and communication despite our efforts. Cittaslow towns and regions are linked inherently to their local government authorities, but driven, resourced and staffed by community volunteers. Naturally each community applies the principles of Cittaslow according to local personality, issues, needs and commitments, with a natural tendency to focus inwards on immediate demands. In the past two years, the world-wide Covid 19 pandemic has compounded this sense of separation, with its periodic lockdowns, state and international border closures, activity restrictions and isolation
CITTASLOW INTERNATIONAL
mandates. Across Australia the visible impacts of Climate Change have doubly compounded this ef- fect, with communities experiencing a sequence of catastrophic natural disasters in the form of bush- fires and floods resulting in unprecedented loss of homes and livelihood, and human deaths. In short, we have been living through a time in which the lo- cal demands on volunteers in terms of survival have been so extreme that reaching out to far-flung com- munities to join a national and international network is harder than ever to achieve. Recognising the barriers, in 2021 the Board of the national network crafted a new tool for encouraging towns and regions to work towards Cittaslow ac- creditation. The tool, titled ‘Let’s Connect’, presen- ts the argument for becoming Cittaslow in simpler terms, stream-lining the process for application and articulating more clearly the kind of support that the network can provide. In particular the tool is writ- ten in the regional vernacular which will hopefully appeal to potential members.

AUSTRIA Every decision we make in Enns is made by us according to the Cittaslow principles. Not only in the areas of culture, social affairs or events, but also with our project for the innercity revitalization, up to the greening of the main square. The project Zeitgeist -POP UP Stores in Enns was selected for the Cittaslow best Practices Award, the EU Rural Inspiration Award and the EU CLLD Award in 2019. This project deals with measures to improve the quality of life in cities because a vibrant city center is an important part of a livable city. The concept we offer potential renters contains a choice of two options for testing their business idea: A shortterm use option for a few days or a long-term use option for approximately 1 to 6 months are provided. The system is designed to be set up quickly and flexibly, regardless of room size and layout, creating a “room within a room”. This allows the facility to be customized to the tenant’s needs without having to make changes to the existing structure of the property, saving the landlord additional costs. This project has allowed us to combat the vacancy rate in downtown Enns and attract numerous new businesses. We are constantly working on various innovative projects in Enns, with which, for example, we are breaking new ground

in cultural activities. This is how the idea was born to expand a classic city tour with augmented reality content. The Hololense compatible city tour will be launched in May and should give a better insight into the life of ancient times. The result is a digital archive of experiences in which the dialogue between the old and the new mixed reality will provide visitors with an unforgettable experience. We are also permanently working to maintain and expand the stock of traditional local suppliers in order to provide people with sustainable products. Weekly, seasonal markets further enrich the quality of life through decelerated shopping and genuine encounters, whether with people or with natural products typical for the region. Every summer, the main square of Enns, one of the most beautiful city squares in Austria, is covered with music and all that without fee. No wonder that this musical event is a fixed highlight in the annual calendar and on top of that also has something to offer culinary for everyone. The cittaslow principles help us to make Enns a little more livable and lovable every day.

Created in 2017 at the initiative of the municipality of Silly, the Cittaslow Belgium network currently has 7 municipalities, 6 of which are in Wallonia, the French-speaking part of the country, and 1 in Flanders, the Dutchspeaking part. The network will soon welcome a new municipality and others are interested The Cittaslow Belgium Network has been working for 6 years now and has created many projects of which here are some examples. The Cittaslow Cooking Book realized in 2020 proposes original recipes which combine good cooking and good products and which are composed of local products. It also lists all the local Belgian Cittaslow producers in order to promote the dynamics of local trade. Visitors can discover the new Cittaslow interactive terminal in the municipal park of Silly. They can now discover the Cittaslow philosophy via the touch screen of the terminal and explore the latest quality of life and well-being projects, events, local producers and tourist attractions in the 7 Belgian Cittaslow cities. Since 2020, all sustainable initiatives and actors of the Belgian Cittaslow municipalities are compiled on the new eco-responsible platform «beeslow», created in the framework of a provincial call for projects. 300 Belgian initiatives are listed so far on the themes of soft mobility, local economy, waste reduction, energy consumption and environment, leisure and social/political. Cittaslow Belgium has responded to the “Cittaslow Bee Manifesto” call of Cittaslow International in 2021. During the Cittaslow Week from 20 to 26 September 2021, the network mobilized for the protection of bees and the preservation of biodiveristy. Various awareness-raising activities were organized: a “Beekeepers” corner, an exhibition of melliferous plants, a Slow Food lunch based on honey, etc. Then, the realization of video capsules is in preparation. These videos will present the local cultural events and educational projects of each Belgian Cittaslow commune. Their release is planned for the end of 2022. They will be broadcasted on the internet and social networks. Finally, the commune of Silly has the project to develop a cultural and environmental project with the Quebec town of Lac-Mégantic.

CHINA
Give full play to the role of the China Cittaslow Coordinating Committee to enhance the influence of Cittaslow in China In the past year, while maintaining friendly online exchanges between cittaslow cities, Cittaslow China has focused on the development of domestic cittaslow cities. First, build China’s first international cittaslow exhibition hall and add cittaslow exhibition window In October 2021, Cittaslow Story officially opened to the public. Cittaslow Story is China’s first cittaslow exhibition hall, located in Gaochun, where China Cittaslow Coordinating Committee is located. The total area is about 293 square meters, divided into two floors. The first floor is divided into popular science area, exhibition and sales area, experience area and water bar. The second floor is the reception & rest area, with seats, bookshelves and multimedia equipment, which can accommodate more than 40 people, provides small meetings, business negotiations, film watching, reading and leisure services. Cittaslow Story Exhibition Hall embodies the concept of Cittaslow through detailed data, pictures and products, and tells people what cittaslow is, what it has and what it does. Second, developed China’s first international cittaslow sales mini program and promoted the cittaslow market project. With Yaxi Cittaslow as the pilot, we started to build a service platform on the whole China cittaslow tourism line -- travel
12
in cittaslow mini program. The mini program is based on Wechat, an instant messaging software similar to Skype and Line. The monthly active users of Wechat had exceeded 1.2 billion, making it the largest social networking platform in China. Travel in cittaslow mini program was officially launched in September 2021. In the future, we will make effective use of the mini-program to gradually build a bridge for cultural exchange, resource circulation and goods transfer between cittaslow cities, realize friendly cooperation covering the domestic and connecting the foreign, and form a situation of openness, sharing and win-win cooperation between cittaslow cities. Third, release China’s first international Cittaslow special promotion film to amplify the sound of cittaslow China Cittaslow insists on “using festivals as the media to spread cittaslow”, and continues to expand and strengthen the brand of Cittaslow with the help of various festival activities, such as cultural and sports activities, folk customs activities, so as to promote Cittaslow cities. FRANCE
The French Cittaslow Network now consists in 12 cities that have been certified and several applications are being prepared. It is a network in full expansion that since 2011, date of its creation, has largely developed. All towns do their best to improve their quality of life and their environment The French Cittaslow Network works very regularly with all the media to promote the philosophy of our label. • Eiffage’s Transverse Innovation Sustainable Development Department, which organized a series of 10 radio broadcasts called «Des Villes et des Hommes» with RADIO IMMO in August 2020. This series dedicated to sustainable development applied to the construction trades, was intended to give a global view, both comprehensive and concrete, of a sustainable development topic by questioning the entire value chain. Several programs had already been recorded: The show was a success with an average audience of 9,000 listens and downloads. Eiffage wanted to question the representative of the French Cittaslow Network in order to highlight the message carried by our label. • The Occitanie Product Offer and Structuring Qualification Division has asked the French Network to produce its Qualification Guide in order to present the Cittaslow approach. • The well-known French Magazine «Marie-France» was preparing in August 2020 a topic on «slow cities» and
CITTASLOW INTERNATIONAL
therefore asked the French Network to obtain information on Cittaslow. The article appeared on September 28, 2020 under the title: «Cittaslow, those cities where we take the time to live». Universities and students got in touch with the French Network in order to know the impact of the label on urban development and resident participation. The Lycée of Seferihisar in Turkey contacted the French Cittaslow Network to propose, as part of an Erasmus project, an exchange to share experiences related to Cittaslow practices. Unfortunately, the pandemic blocking all international exchanges, the project couldn’t be successful. At the moment in Mirande, the European section of an agricultural High School is working on the theme of slow movement and in particular on Cittaslow criteria that the students wish to apply to their school when it is possible: school restaurant, waste treatment, water management, vegetable garden, awareness raising. Thanks to the Cittaslow Poland Network, an exchange could be possible with a Polish high school on this topic.

THE NETHERLANDS
Lessons we have learned from Covid-19 The pandemic has shown the added value of our philosophy. People, the planet and profit are central and 3 can be strengthened by Cittaslow via the SDGs. - Corona has increased loneliness and at the same time shows the need for social contacts. Perso- nal contacts at home; healthcare and social encounters in public spaces. - Corona shows the importance of short supply chains. High-quality and reliable food produced in our own living environment. Due to the limited space for movement, there is a revaluation of the recreational values of nearby landscapes. - Corona shows the value of sustainable pro- duction. The most economically profitable production shifts social and environmental costs to other countries. At the same time, transportation of essential products was not always possible and this led to shortages of basic products. Network The Dutch network consists of 10 municipalities. Due to a municipal reorganization, the municipality of Vianen is no longer a member of Cittaslow.

GERMANY
Annual Report 2022 Cittaslow Network Germany The German Cittaslow network currently consists of 23 cities and municipalities that meet regularly to exchange ideas on sustainability issues and projects. The focus is on the realisation of the Cittaslow goals according to the catalogue of criteria and on the integration of the UN’s 17 SDG’s into the daily work of administrations as well as public life. In 2021, numerous press appointments and interviews of journalists and students took place again. The highlight was the certification of Clerf, the first Luxembourgian Cittaslow, which was carried out by the German network. Stollberg in Saxony was the 23rd municipality in Germany to receive the membership certificate. In addition, a local network was
16
founded with Maikammer, Deidesheim and the city of Neustadt an der Weinstraße. With this network, the Cittaslow philosophy was carried into the area and a city with over 50,000 inhabitants was won as a supporter. 2021 also succeeded in inspiring a number of businesses and kindergartens with the Cittaslow idea. Some of them were awarded specially created supporter badges. Two book projects (for children and adults) are currently being prepared, with the help of which the Cittaslow idea is to be further spread. The German network’s greatest wish for 2022 is an early end to the war in Ukraine.

ITALY Currently the Cittaslows of the Italian Network are 86 with three candidates (Norcia, Pineto and San Giovanni a Piro) who are completing the certification; at least 5 other cities have initiated operational contacts to associate. Therefore, despite the criticalities mainly due to the major global crises in progress, climate, health and conflicts, in the course of 2021 it grows and strengthens its action at local and national level. The promotion and communication action on social media and in the press has also strengthened Cittaslow’s image and content in the country where it was born. The Italian Network in particular has relaunched the Cittaslow Market projects in many squares, participates in Cittaslow Education through schools, promotescommercializes the offers of Cittaslow Tourism in particular

for food and wine and outdoor. Strategic commitment in Italy for Cittaslow Metropolis with the mayors of large cities, for the CittaslowBee Manifesto in defense of bees, for the “Energy Communities”. Joint planning is important: at the local level between individual Municipalities, in European programs, and at the Next Generation EU (NGEU) / Recovery Fund: in the period 10 cities co-designed with Cittaslow to participate in tenders. Furthermore, with AMODO / Alleanza soft mobility, Cittaslow Italia promotes innovative forms of sustainable mobility and the “Cittaslow Stations” as hubs. Great and immediate effort to support Ukrainian refugees in collaboration with Cittaslow Internazionale and the Polish Network: Tirano, Asolo, Orvieto in particular stood out.

POLAND
15th Anniversary of Polish Cittaslow Network The idea of slow towns of ”good quality of life” was born in Poland in Warmia and Mazury – 26 out of 35 members are located in this region. The rest are scattered all over the country - from the Opole region on the south, through Mazovia and Łódź in the center, and to Pomerania and Western Pomerania on the north. The accession of the first Polish city - Reszel - to the Cittaslow International began in 2004. A year later, the city councils of this city, as well as Biskupiec, Bisztynek and Lidzbark Warmiński adopted resolutions on joining the network, which finally happened in 2007. At the same year the founding cities established the Polish Cittaslow Network. Since 2008, her work has been coordinated by Cittaslow Office established in the Marshal’s Office of the Warmian-Masurian Voivodeship. Promotional activities in the year of 2007-2014 resulted in the accession to the network by other cities. In 2021 Węgorzewo, Olecko, Morąg and Szczytno joined the network. Currently we have two more candidates. In 2015, the “Polish Cittaslow Towns” Association was established, which made it possible to obtain funds from the EU. The association unites 21 Cittaslow cities from Warmia and Mazury region. During the financing period 2014-2020, the implementation of the “Revitalization program for the Cittaslow towns” began. Within this program, 92 projects will be implemented in 19 cities (the total value of cofinancing from the EU was EUR 51.1 million). Currently, the implementation of the entire program
18
is advanced at 80%, the last projects will be completed this year. A lots of elements of the urban space were revitalized (including green areas and historic buildings) by giving them useful functions for city residents and tourists. In 2021, the members of the Association worked intensively on the preparation of a new program: “Cities of Good Life 2030”, which includes strategic projects from 20 Cittaslow towns. One of them, called “There is no good life without clean air”, worth around EUR 56.5 million, has been pre-qualified for funding from the new EU budget. After 15 years, the Cittaslow brand has become recognizable throughout the country. It has also become the subject of scientific research and studies are being written about it. As part of the celebration of the jubilee year, Polish Cittaslow towns have prepared a series of events to celebrate the anniversary and to implement the ideas of Cittaslow in practice. Among more than twenty events of the 15th Anniversary Calendar, you can find sports, cultural and scientific events. There will also be knight tournaments, culinary festivals, fairs and city days. The Jubilee events will culminate in the presentation of the “Social Effects of the Revitalization Program” in Brussels, which will take the form of posters exhibition.

The true cittaslow will be realized essentially when the citizens take the lead. A tree cannot make a forest, but the participation of citizens will wield a strong influence.
