MANHATTAN’S SIXTH AVENUE sounds so bland when compared to the other name it was given by Mayor Fiorello La Guardia in 1945, “Avenue of Americas,” as an expression of the “love and affection” New Yorkers had for our neighboring republics in the Western Hemisphere. For my family, with roots in Central and Latin America, it had special meaning because we’d often look for medallions on lamp posts with the national seals of our Cuban and Chilean roots whenever traveling along the avenue. We were New Yorkers and proudly represented along this almost 4-mile thoroughfare running through the heart of the city. Today, the few that remain, rusted from years of neglect, say the exact opposite. The city hasn’t replaced the medallions over time, and many came down for good during a lamp post replacement project in the 1990s. A promise to find a way to replace the medallions went unfulfilled, and a Department of Transportation spokesperson during the Bloomberg administration told The New York Times in 2008 there was no plan. Now an online petition, started by Miguel Perez, professor of journalism and Hispanic American History at Lehman College, is calling on the Adams administration to take action. Of the 300 medallions that originally graced the avenue, only 18 remain according to Perez. A spokesperson for the city DOT and Commissioner Ydanis Rodriguez, who is Dominican, did not have an immediate response when asked whether there’s any hope for saving the medallions. Sadly, if nothing is done, the so-called Avenue of the Americas may soon not have any, and these once elegant medallions that have represented New Yorkers will be lost.

LAWMAKERS APPROVE GUN SAFETY MEASURES

As they wrapped up legislating for the year, lawmakers in Albany agreed on a package of 10 bills meant to strengthen the state’s already tight gun laws and address

violent extremism online. Perhaps most significantly, the state Legislature approved a bill that would require licensing to purchase and use a semiautomatic rifle, effectively raising the age to buy one from 18 to 21. When signed into law, New York will join only a handful of states that have placed

a higher age requirement on the AR-15-style weapons, though other states have faced issues over the constitutionality of their laws. Another bill will, in most cases, prevent the sale to civilians of body vests – the type like the alleged Buffalo shooter wore that protected him from a retired police officer who was guarding the supermarket. Lawmakers also passed bills to strengthen the state’s Red Flag Law, which permits the confiscation of a person’s gun if they are deemed a threat to themselves or others by requiring law enforcement to file for an extreme risk protection order in those instances. Another piece of legislation will create a task force focused on violent extremist domestic terrorism fueled by racist ideology, with another making public threats of mass violence a crime.

DNC IN NYC? Mayor Eric Adams is hellbent on boosting the New York City’s economy, and what better way to do that than hosting the Democratic National Convention in one of the country’s bluest cities? At the launch of the city’s bid to host the 2024 DNC, keen observers noted that Adams was the only one out of the many distinguished guests to not don shoe coverings in the gleaming One Vanderbilt skyscraper. These, apparently, are the privileges afforded to mayors – and potential presidential candidates?

Supreme Court appears poised to overturn Roe v. Wade. New York had already codified the right to an abortion in state law in 2019, but the state Legislature approved several new bills that would protect abortion providers against miscondunct allegations and out-of-state legal action in cases where they offer care to out-of-state patients coming from areas where abortion may become illegal. Lawmakers also voted on other bills meant to strengthen the protections in the state, which were already among the strongest in the nation. However, a state constitutional amendment that would have codified various equality rights, including against discrimination based on pregnancy status and reproductive care choices, did not make it over the finish line despite strong pushes from advocates to get the ball rolling on the multiyear process to amend the state constitution.

Rounding out the national topics that lawmakers took up was voting rights as they approved the John R. Lewis Voting Rights Act of New York, named for its federal counterpart that so far has failed to pass in the U.S. Senate. The landmark bill would codify a series of voting rights protections into state law in the wake of the recent gutting of

the 1965 Voting Rights Act and subsequent rollback of national protections. If signed into law, the legislation would represent the most comprehensive and strongest state-level protections in the country, with its sponsors looking now to the Congress to act on its own version of the bill.

LATE NIGHT NEGOTIATING

In true Albany fashion, bills that seemed dead found new sparks of life in the waning hours of the legislative session. On the state Senate side, a two-year moratorium on upstate cryptocurrency mining that passed in the Assembly appeared to be a lost cause before a latenight update showed that

lawmakers had managed to reach an agreement. First came reports of its revival, then the actual passage of the legislation in the wee hours of the morning. On the Assembly side, the trajectory of the Clean Slate Act changed rapidly in the course of a day, with reporting revealing opposition from the state Education Department creating hesitancy among some members. By the evening, the bill sponsor revealed she had reached an agreement with education officials to get the legislation that would automatically seal the records of many New Yorkers with criminal convictions after a certain period of time. Once on its way to the graveyard, the bill suddenly was on the verge of approval.

New York City’s new gun violence czar New York City Mayor Eric Adams announced the appointment of a new gun violence czar on June 2 who will coordinate with liaisons from every agency and the city’s crisis management contractors “to address the root causes of gun violence and prevent shootings before they take place,” the mayor’s office said in a press release. The appointee, Andre T. Mitchell, is the founder of Man Up, a Brooklyn-based anti-violence organization that provides programs including mediating potential gang conflicts, youth counseling, employment services and hospital intervention. “We’ve been using the same tactics over and over again, and we’ve been getting the same results. So no one should have a problem with us trying something different. Give us a chance to prove ourselves,” Mitchell said at a press conference alongside Adams at City Hall. Mitchell, who told The New York Times he will serve in a “volunteer capacity,” will also co-chair the Gun Violence Prevention Task Force that Adams installed via executive order in January. NYPD Commissioner Keechant Sewell, along with the deputy mayors of several departments, is also on the task force. The

group was charged with coordinating with the “anti-gun violence liaisons” that Adams instructed each city agency to appoint. Mitchell’s experience, Adams said, gave him a unique understanding of the range of issues that contribute to gun violence in minority communities. “I think we often dismiss it, because the victims of handgun violence for the most part are Black and brown and in the inner cities all across America, so we’ve normalized it and stated that is just the way it has to be. And we’re saying today, you’re damn right it’s not the way it has to be,” Adams said. Adams defended Mitchell after reports surfaced earlier in the day highlighting alleged financial mismanagement at Man Up. A Department of Investigation probe in 2019 found that money from Man Up, which receives millions of dollars in taxpayer funds, ended up in Mitchell’s personal bank account. The DOI also reported that Mitchell hired several family members to work for the organization. “The DOI did their investigation, they came up with recommendations. He followed the recommendations,” Adams said of Mitchell. – Sara Dorn

WILD THIS YEAR’S END-OF-SESSION BEAR IS THE LATEST OF NEW YORK’S NONHUMAN INTERLOPERS.

The final days of this year’s legislative session got off to a bit of a … hairy start. A black bear managed to wander into Albany and was spotted just a few blocks away from the state Capitol as lawmakers worked out deals on legislation. For several hours, the bear captivated politicos as it attracted news crews, rubberneckers and even Albany’s mayor. When wildlife officials managed to get the bear out of the tree it had climbed up, video spread quickly on Twitter as onlookers awaited the climax of the animal interlude. This was hardly the first time that a wild animal managed to capture the hearts and minds of the political class in New York – and hopefully it won’t be the last. They keep things interesting and have even had lasting cultural impacts for the wonks among us. The end-of-session bear joins a pantheon of other animals that have become minor celebrities.

N TRAIN GOATS

Before goats shut down the subways, kittens held that distinction. In 2013, two tiny straphangers somehow found themselves on the tracks rather than in a train, attracting the attention and sympathy of New Yorkers – well, except for GOP mayoral hopeful Joe Lhota, who said he wouldn’t have stopped trains to save the felines.

In 2018, two goats found themselves on the N train tracks in Brooklyn. No one knew where they came from, but they wound up being helped by former "Daily Show" host Jon Stewart, who took them to animal sanctuary upstate.

BUDGET COYOTE

A coyote was found on the fourth floor of a museum near the Capitol during the 2018 budget negotiations – and people loved it. It was caught and released back into the wild, but not before someone created a Twitter account for it.

LONG ISLAND BULL

This one is truly a saga. A bull escaped slaughter on Long Island in 2021 and managed to evade capture for an entire two months. Daily updates came out on the status of the bull, named Barney, for his many fans. Luckily for him, he was sent to an animal sanctuary when his time in the wilds of the suburbs came to an end.

PIZZA RAT

No list is complete with New York City’s biggest animal celebrity, the pizza rat. The subway dweller entered our hearts when video caught him dragging an entire New York slice down the stairs, and he never left. Imitators have emerged since then, like the egg roll squirrel, but none truly compare.

It looks like you won in a landslide in the Assembly District 58 special election. To what do you attribute your success? The people. Knowing that the power was in the people. I had a grassroots campaign where the community members supported the vision and mission, and they’re the reason. I had a lot of great endorsements, but the best endorsement was the people in the community believing in the mission and vision, and coming out and voting.

You campaigned without the official support of the

Brooklyn Democratic Party. Is it correct that you didn’t receive any kind of support from the Brooklyn Democratic Party or Chair Rodneyse Bichotte Hermelyn? That’s correct. But the people spoke, and they chose who the best candidate was. I was glad to receive the Democratic line from a group of my peers from the county committee who know the work that I’ve done. You also had the mayor endorsing your opponent, Hercules Reid, at the eleventh hour. Were you surprised by that? I’m not surprised by

what anybody does nowadays. It doesn’t affect us one way or the other because what’s most important is the voters in the community. And you can’t deny the fact of the body of work that I’ve done, and the evidence of work I’ve done in the community, well before there was an election. I was born and raised in East Flatbush my whole entire life – educator, health care worker, community organizer, fighting to reduce gun violence. Those things didn’t just pop up because of the election. It didn’t matter who endorsed who, it was about who did the work.

I had a lot of great endorsements, but the best endorsement was the people in the community believing in the mission and vision, and coming out and voting. What are some of your goals in Albany? We have to continue advocating for true affordability when it comes to housing, income-targeted housing. If you don’t have proper housing, if you don’t know where you’re going to sleep at night, how can you function as a human being? You can’t go to school, you can’t go to work if you’re not stable in a house. So that’s one of the biggest issues. Then you could go to the public health crisis we have – gun violence, substance abuse, getting access to proper health care, mental health. There are a lot of social determinants

of health that affect us in our community. And of course, equity in education. Do you support “good cause” eviction? Yes, I do. I want to make sure that our renters are protected, our tenants are protected, and make sure that there’s a carve-out for our homeowners as well. Because there are small landlords who are doing great things, and who are part of the community as well. So we just want to make sure everybody is considered when it comes to “good cause” eviction, which (the bill) does. – Annie McDonough

EMOCRATIC LIEUTENANT governor candidates Ana María Archila and Diana Reyna faced off in a debate, answering questions about gun violence, housing, New York City’s post-pandemic recovery, the nature of the lieutenant governor’s role and more. Reyna, the former Brooklyn deputy borough president who is running alongside Rep. Tom Suozzi, said her experience growing up in Williamsburg motivated her to jump into the race. She said she was particularly inspired by the community programs and leadership instilled in her by the church, along with the housing struggles she and her family faced. “These are the very (foundations of) why I got involved in politics – to be able to provide a better environment for families,” she said, while noting her time serving not only under Eric Adams when he was Brooklyn borough president, but also as a City Council member for 12 years. She added that her record negotiating the budget and serving as co-chair of the Council’s Women’s Caucus and chair of the Small Business Committee taught her to “ask questions.” Archila, a Queens activist and New York City Public Advocate Jumaane Williams’ running mate, said her organizing experience inspired her to become involved in public service. In the beginning stages of her career, she worked with “a community of day laborers who are mostly undocumented young immigrants who were getting their wages stolen (while working) 12-hour days,” she said. “I understand that people’s dreams are powerful, and the things that are hard in our lives are also the results of policies that compound inequality over time. … Those are the experiences that have shaped me.” Both candidates are Latina and spoke about their heritage. It was in New York that I found the safety to be queer and proud. It was in New York where my children were born, and it was also in New York where I found the power of people who fight for one another,” Archila said. City & State New York and PIX11, in partnership with the Coro New York Leadership Center, co-moderated the debate at the Craig Newmark Graduate School of Journalism at CUNY. City & State New York’s City Hall Bureau Chief Jeff Coltin and PIX11 reporter Monica Morales were the moderators. Lt. Gov. Antonio Delgado was notably absent from the event, one of several recent or upcoming forums where he has failed to show up at or confirm he will attend. Archila last week made a display of his repeated absences by delivering a schedule, reporters in tow, to his office in Albany of debates that he had been invited to leading up to the June 28 Democratic primary. Reyna twice referenced his absence on the debate stage. “The Hochul administration has failed in New York. It is no secret that Antonio Delgado, her lieutenant governor, her second lieutenant governor, is not even here,” Reyna said, while also noting former Lt. Gov. Brian Benjamin resigned after he was indicted in a bribery scandal. Here’s how the candidates responded to various debate questions. Gun violence and public safety Reyna denounced the “white supremacy” and “divisiveness” that inspired the mass shooting at a Buffalo supermarket on May 14 and said that she and Suozzi have a “15-point crime plan” that included battling the gun lobby for tighter firearm controls. She also said the plan would modify bail reforms and implement “prevention and intervention” programs. Archila said her team’s public safety plan demands a $1 billion investment in gun violence prevention and victims’ services. She also spoke out against the “white supremacist violence, facilitated by the free flow

of guns in our state” that led to the Buffalo shooting. “So we need to make sure that we slow down the flow of guns … that we make sure that we’re not selling weapons of war,” Archila said, while also noting that the alleged shooter targeted a historically Black neighborhood. “But also we have to understand that that violence comes after decades and decades of segregation and redlining and disinvestment in the communities of Buffalo that were targeted by white supremacist violence.” Both candidates called for tighter restrictions on social media companies in the wake of the shooting, after the accused gunman allegedly used multiple platforms to livestream his actions and publish a racist manifesto. “We have to fund the police and work with law enforcement so they have the specialized units to monitor these social platforms,” Reyna said. Archila blamed social media companies and elected officials for proliferating “white supremacist ideology.” “Let’s start with Trump and others who have legitimized white supremacist discourse and sometimes have legitimized white supremacist violence, so we need to understand that as well,” Archila said.

Housing Archila emphasized the rising cost of rent and the increasing frequency of evictions, while also denouncing wealth inequality. “We also need to make sure that we expand the availability of housing instead of giving billions and billions of dollars to real estate developers to build a little bit of affordable housing and subsidize a lot of luxury housing,” she said, noting she and Williams have a plan to build and preserve 1 million units of affordable housing. The plan also includes foreclosure prevention and eviction protection initiatives, she said. When asked how she would improve public housing, Archila said she would “push the governor to sign a check (for) billions and billions and billions of dollars,” while requesting more federal funding to pay for capital repairs. Reyna focused on getting families out of public housing and increasing home ownership. “There’s 25,000 families that earn $100,000 in income or more living in public housing,” Reyna said. “There’s an opportunity here to provide the tools and invest in them becoming homeowners,” she said, adding that she would seek to create a Mitchell-La-

COVID-19 Reyna said she was strongly opposed to “shutting down the economy again,” while Archila said “we have to be ready to make sacrifices if necessary.” However, both spoke about the need to continue raising awareness. “We need to make sure that we are following medical guidelines. That we are making sure that vaccines and boosters are available to everyone. That we are shoring up our health care system, that we are also making sure that the most vulnerable amongst us are not more exposed,” Archila said, while also highlighting the Cuomo administration’s failure to protect nursing homes from the virus – and what she characterized as inaction from Hochul while she was serving as his lieutenant governor. “I would have never stayed quiet when the governor made a decision that turned out to be deadly for residents of nursing homes,” Archila said. The LG’s role Both candidates promised that they would shift away from the historically ceremonial nature of the lieutenant governor’s role and be more proactive in making policy decisions alongside the governor. If she were to assume the role of governor, Reyna highlighted her decades of experience in public service. “The opportunity to be able to serve as deputy Brooklyn borough president is a perfect example of how people considered that role to be ceremonial. It wasn’t for me,” she said. “Kathy Hochul has not provided us (with) that leadership. What we have seen is (a) failed administration under her leadership, a failed lieutenant governor who doesn’t even show up.” Archila described the typical New York lieutenant governor as someone “who rounds out the ticket, and then they disappear into the background.” She said the role should be for “someone who functions more like a public advocate than a ceremonial role.”

Celebrating 30 years of LGBTQ representation By Annie McDonough

I

N 1991, a year after Deborah Glick became the first out gay state legislator in New York, gay New York City Council candidate Tom Duane stood on the precipice of a potentially risky move. He was running in the Democratic primary against Liz Abzug – who was also out gay – in a newly created council district that included the West Village, Chelsea and Hell’s Kitchen. Duane had a good chance of becoming one of the first out gay members of the council. The new district was one of several drawn with an eye toward giving underrepresented minority groups a voice in the council, with one of those groups being LGBTQ New Yorkers. The neighborhoods in the new district have been central to the gay rights movement in New York – both before and after the Stonewall riots. The district was considered “gay winnable,” Duane said. But he also faced what he referred to as a personal “calling” to disclose that he was HIV-positive, even though some warned against it in light of the ignorance and discrimination toward gay people during the AIDS epidemic. “There were a lot of people who thought that it was a terrible idea to tell anybody,” Duane recalled to City & State recently. “But I was determined. I was going to do it no matter what, and however people were going to react, they were going to react.” Inspired to disclose his status in a letter to constituents by Brian Coyle, a Minneapolis City Council member who disclosed his own HIV status in a similar way, Duane went on to win the council seat. Along with Antonio Pagán, another openly gay politician, Duane was one of the first two out gay members of the council. This year marks three straight decades of representation by a gay or lesbian member in City Council District 3. Thirty years after Duane first joined the council,

the seat has now been held by two openly HIV-positive members – Duane and Corey Johnson – and has given the council two of its most recent speakers – Christine Quinn and Johnson. Its current occupant, Erik Bottcher, came up as a council staffer, most recently working in Johnson’s office before being elected last year. Duane’s reminiscence of his 1991 campaign and his seven years in the council – some of which were spent joining advocates in fighting then-Mayor Rudy Giuliani to maintain social services for people with HIV, particularly low-income people – served as a reminder of how much has changed for the better. “At the height of the AIDS epidemic, before protease inhibitors or any other antiretroviral drugs existed, he came out as an HIV-positive gay man,” Johnson said of Duane, adding that Duane was one of the first people to whom he disclosed his own HIV status years later. “I don’t think it would have been not just … possible for me to run, but probably wouldn’t have been possible for me to be alive if it weren’t for people like Tom Duane and (gay rights activist) Allen Roskoff, and so many other people who really blazed the trail for people like me.” “His office was used more or less like a gay community center,” Roskoff, president of the Jim Owles Liberal Democratic Club and a longtime resident of the dis-

trict, said of Duane’s office. Owles, the late gay rights activist and Roskoff’s former partner, ran unsucessfully to represent the area in the council in 1973. David Rothenberg, another gay rights activist, came close to winning election in the area in 1985, but fell short. Speaking to City & State a few days ahead of the start of Pride Month, each of the four occupants of the council seat reflected on the strides made for LGBTQ New Yorkers in the past three decades. Duane was elected at the height of the AIDS crisis, before same-sex marriage was legal in New York and before discrimination based on sexual orientation was explicitly prohibited in state law. But each of the four former and current council members said they were more focused today on what hasn’t yet changed for the better. “Always take a moment just to look back and see how far we’ve come. Because we really have come a very long way,” Duane said. “And then, ‘OK, enough of that.’ Now you have to look forward.” THE WAR HASN’T BEEN WON After same-sex marriage was recognized by the U.S. Supreme Court as a fundamental right in the 2015 Obergefell v. Hodges ruling, LGBTQ advocates faced a risk that elected officials – at least those open to listening to the community – would pat themselves on the back and consider the

war won. “I think many people outside of the LGBT community, and even some people inside the community, thought the battle has been won,” Johnson said of the Supreme Court decision. Bottcher was eager to draw attention to the need to address the challenges that remain – including ones that have become more urgent on a national scale this year. “The idea of prosecuting parents of trans kids and it being endorsed by mainstream Republican lawmakers, I think there’s a fever pitch to that right now and an edge to it that we haven’t seen in years,” Bottcher said, referring to states that have passed laws allowing child abuse investigations into the parents of transgender children. And like the leaders of the historically diverse LGBTQ Caucus, of which he is a member, Bottcher intends to focus on the city’s most vulnerable people. “There are many people in New York City in the LGBTQ community who are still forced to live on the margins, who are still subjected to vicious discrimination,” he said. “Particularly the trans community, trans women of color – they are significantly more likely to die of suicide, they’re more likely to be victims of violence, they’re far less likely to be employed.” He said higher rates of homelessness among LGBTQ youth and providing mental care were other areas the council could address with “funding and policy.” When asked to elaborate on specific actions the council could take, Bottcher pointed to the council’s oversight role. “We have to ensure that every city agency is adequately serving the LGBTQ population in a culturally competent manner, that they are affirming people’s identities and delivering them services,” he said, noting that some progress has been made at historically problematic agencies like the city Administration for Children’s Services – citing instances of LGBTQ youth being placed in discriminatory foster homes. Working with city agencies to provide better services for the LGBTQ community was also one of the areas Duane said he would focus on if he were still on the council. That included working with city agencies to provide better care for the aging population of openly gay New Yorkers, starting at senior centers. “I remember working with commissioners of aging – and this has to go on still today – (saying)

that, ‘Yes, there are senior citizen centers that focus mainly on LGBTQIA elders. But there is also the challenge to make sure that LGBTQIA people feel welcome in every senior center.” Quinn highlighted the needs of queer youth in the city. “The situation for young LGBT people is still very dangerous,” she said. “Extremely high suicide numbers, off the charts bullying in school, not enough beds for homeless and runaway youth.” Quinn also warned that the seemingly likely rescission of the right to abortion secured in Roe v. Wade could portend a similar rollback by the U.S. Supreme Court of the right to same-sex marriage.

And then there are the strides left to make in representation. Even as the council’s LGBTQ contingent has grown in size and diversity across the city, District 3 has been held only by cisgender white people. (The district is roughly 67% white, 13% Hispanic, 12% Asian and 5% Black.) “It’s not OK that we haven’t elected a transgender person to the City Council,” Bottcher said. “It’s not OK that we haven’t elected a trans person to the state Legislature.” RINGING IN 30 YEARS Looking back on their time in office, the three former occupants of the City Council District 3 seat – Duane, Quinn and John-

son – pointed to distinct achievements for the LGBTQ community. During the Giuliani administration, Duane fought to keep the mayor from cutting or altogether shutting down what was then called the Division of AIDS Services, which helped people living with the disease access benefits including transportation to medical appointments and rental assistance. The division is now called the HIV/AIDS Services Administration and is codified in city law. Quinn, who served as Duane’s chief of staff at the time, pointed to that example too when asked about her own achievements. Johnson said one of the first bills he passed as a new member in 2014 made it

easier for transgender people to change their birth certificates, and a few years later, he helped secure dedicated funding for transgender groups in the city. “There’s a lot of things that didn’t get an enormous amount of press attention and may not have been headline-grabbing, but really made a difference in the lives of LGBT New Yorkers,” Johnson said. Despite their many connections – in addition to all occupying the same council seat, Quinn worked for Duane and Bottcher worked for Johnson – you won’t find them gathering regularly to talk about the old days or advise Bottcher on his current term. But while they aren’t ringing in the 30-year his-

tory of LGBTQ representation in the district with tons of fanfare, the four members might yield to a little celebration. “We should all go out to dinner or something,” Quinn said. The significance of his 1991 win wasn’t lost on Duane. “I’ll never know whether someone on the City Council or whether a staff member didn’t want to get too close to me because they didn’t really understand how HIV was passed,” he said. “But I think that many more people felt comfortable approaching an openly gay person, or a person with HIV, that I made it possible for them to grow in not just their tolerance and acceptance, but embracing who I am and who I represented.”

EW YORK CITY Council Members Tiffany Cabán and Crystal Hudson are looking to shake things up as co-chairs of the council’s LGBTQ Caucus – starting with its name. “We’re finalizing our bylaws, but the name of the caucus is formally being changed to the LGBTQIA+ Caucus,” Cabán told City & State recently. Transitioning to a more inclusive name might not achieve material gains for the community, but it’s indicative of the approach that the two co-chairs are taking to lead the caucus. While the co-chairs wouldn’t talk much about a package of bills that the caucus is working on, Cabán and Hudson said they were “unapologetic” in their intention to focus on the most at-risk members of the LGBTQ community, including transgender youth and seniors as well as queer people of color. City & State caught up with Cabán and Hudson recently to talk about their goals for the caucus, their focus on the most marginalized of the LGBTQ community and what they want to see from a mayoral administration that has left them disappointed so far. The responses have been edited for length and clarity.

What role is the LGBTQ Caucus going to play in the City Council? Have you convened to talk about common goals or what you are going to focus on? Crystal Hudson: We have a clear mandate from among the caucus members, and also community members and advocates, that we should be focusing everything on the members of our community that are most marginalized. That includes Black and brown trans women, in particular. LGBTQIA+-identified youth who are experiencing homelessness, who don’t feel safe in their schools or at home. That’s sort of the lens with which we’re leading all of our efforts moving forward. Tiffany Cabán: And I would add taking care of our queer elders. Filling those gaps that historically haven’t been filled. The intentional decision to be called the LGBTQIA+ Caucus, rather than the previous name, the LGBT Caucus, is just understanding where our focus is on. And it is on the members of our community that have historically been most marginalized, most exploited. It’s the difference between – and this is a little bit reductionist – but having these battles around marriage equality versus affirming health care for trans youth. Addressing the fact that our community is criminalized at higher rates, that we experience homelessness at higher rates, and who amongst our community bears the brunt of those inequities the most. Whether it’s health care for trans youth or higher rates of homelessness, what specifically can the caucus – and then the City Council – do to address these issues? Is it drawing attention to these issues? Starting initiatives? Passing certain laws? Cabán: All of the above. Hudson: I was just going to say the exact same thing. Making it clear what our priorities are to the speaker and to the rest of the body. That includes investing in terms of the budget and council initiatives. That also means talking about it, elevating the issues that people are experiencing.

munity in all of those conversations. Are there any specific initiatives you’re going to be focusing on or pieces of legislation you’re going to be introducing that you can tell us about? Hudson: Without giving too much away, we are working on a package of bills. That would be a collection from all caucus members to address the issues pertaining to LGBTQIA+ New Yorkers.

Cabán: We often talk about how everything is a queer issue, right? Housing is a queer issue, health care is a queer issue, education, the criminal legal system. So when we say that we have a housing crisis and we need to expand transitional housing and safe respites and all these things, then you better believe that part of the plan should include trans housing, making sure that those beds are available. When we say that we are a union town and we need to expand union opportunities, it means exploring things like the Pride at Work initiative to make sure that there is understanding that there is workplace discrimination against queer folks, gender-nonconforming folks, trans folks.

This caucus has party diversity, racial and gender diversity, generational diversity. Do you expect there will be differences of opinion on policy – particularly with Republican City Council Member David Carr? What are the pros and cons of that diversity? Cabán: I see positives. This might be the organizer and former public defender in me, but a diversity of experience, opinion, politics, theory of change, makes for really good, robust conversation. It sheds light into shadowed areas. And I welcome tension. I think navigating tension is not just good, but really, really necessary. Hudson: Agreed. I think the more diversity we have in terms of perspectives, opinions, experiences, the better off we all are. But I’ll also just add that this is a caucus that’s led by two queer women of color. It’s a caucus that’s majority women. So it’s a new caucus in terms of what we’ve seen in the past. I think maybe with the exception of Rosie (Méndez) some years back, it has almost exclusively been led by cisgender men. We certainly welcome all of that diversity, but I think also our leadership is a different type of diversity in leadership. Cabán: I think Crystal and I are both very unapologetic in who we are, who we’re fighting for, and what we want to accomplish.

Can you explain the Pride at Work initiative? Hudson: It’s to get more LGBTQIA+ folks into unionized jobs – funding to nonprofits and city agencies that can specifically recruit folks who identify as LGBTQIA+, prepare them for unionized jobs in a number of sectors, including apprenticeship programs. But I think to Tiffany’s point, it’s just the general advocacy for inclusivity. We can’t talk about access to quality and competent health care, access to deeply affordable housing, access to job opportunities with livable wages if we’re not actually including the LGBTQIA+ com-

Cabán: It was deeply upsetting. Hudson: It was. I think what was not lost on us was the fact that the apologies, the excuses, the sort of doubling back, was too little, too late. The folks had already been appointed, the decision had already been made. There was no real or genuine effort to make amends with the community, to sit down with the community. Obviously, we’ve seen that the mayor hasn’t reversed

So we’ll have to wait to see that? Cabán: Yeah. And (we’ll be) exploring initiatives. There’s Pride at Work. There’s HIV prevention for Black men and other populations. There’s LGBT immigrant initiatives. So lots of things to dig into.

his decision. I think what we need coming out of that whole experience is action. Action speaks far louder than words. What we’ve heard a lot of is, “This administration is a pro-LGBTQIA+ administration, is a supportive administration.” The mayor has said he has a history of supporting the community. But we haven’t yet seen any deliberate actions from the administration in terms of supporting Black and brown trans women, supporting LGBTQIA+ youth or seniors. We haven’t seen a specific initiative rolled out – and I don’t just mean like a budget initiative – I mean a campaign initiative. We haven’t seen the launch of any specifically focused work with the community, for the community, on behalf of the community. And I think that’s what we’re waiting to see from this administration. Cabán: It starts from within. You can’t say that you are going to build a city that is safe for our community, but then not model that within your administration. Culture matters. That continues to be concerning and disturbing, quite frankly, to me. But those are fights that we’re going to continue to have. Were you a part of the meeting in March with the mayor about LGBTQ issues? Cabán: Yeah, we were there.

and consensual sex work. Hudson: I think just real, genuine, meaningful and deliberate investments and efforts around supporting our community. In terms of housing, we need supportive housing, we need housing that’s specifically geared towards the LGBTQIA+ community that’s been marginalized. Tiffany mentioned earlier housing for trans folks, housing for LGBTQIA+ youth who are experiencing homelessness, and also elders who are experiencing homelessness or any other sort of type of hardship. Thinking about mental health services is certainly another big one, particularly for our community. And then, the sort of low-hanging fruit. Thinking about the curriculum that we see in our schools. How are you engaging with school communities around the topic? How are you empowering and showing that you’re seeing all students in our school system? This might not be something at the top of your agenda, but do you support removing former Mayor Ed Koch’s name from the Queensboro Bridge – something the Jim Owles Liberal Democratic Club has called for, citing his handling of the AIDS crisis? Hudson: I think we’d have to have a broad-

Do you feel like anything productive came out of that meeting? Hudson: Well, that’s sort of what I was referring to. We had that meeting, the mayor told us how much of a supporter of the community he’s been, what he’s done in the past as a senator, how he will continue to support the community. But we haven’t seen anything yet. We haven’t seen a single initiative or investment. This is a time when we need to see what are you doing that is unique to your administration? What steps are you taking as the new mayor of this city where trans folks are not safe, where LGBTQIA+ youth and older adults are not safe? What are you doing? What specific steps would you like to see the mayor take, perhaps particularly focused on the most marginalized in the LGBTQIA+ community? Cabán: There are so many things. I’m going to start with the thing that nobody will be surprised that I start with – that our community experiences high levels of violence. And I’m not just talking about hate violence in the community, because actually our community experiences more sustained, higher levels every day, of state-sanctioned violence. That includes criminalization. I would like to see us protecting our sex workers and disbanding (the NYPD’s Vice Enforcement Division), and the practice of criminalizing survival

er conversation with the caucus. We’ve all been through the endorsement process with Jim Owles. I know I was endorsed by Jim Owles and have expressed my personal views. But I think as far as the caucus is concerned, we’d have to take the temperature of all of the members and figure out where we stand together as a caucus. Cabán: The only thing I would add to that is I think it matters, right? It matters when we look at the vestiges of statues, bridges – all of these things that exist that are reminders of and uplift these very painful moments – and tell a certain part of the story, while erasing or pushing to the margin some really important parts of our story in history. To Crystal’s point, I think it’s a part of a larger conversation on what to prioritize. We’re in the midst of what feels like a continuing but acute crisis, and our people are struggling. We are struggling to get by at the intersection of a pandemic, an economic crisis – Hudson: A racial reckoning – Cabán: Yes. All of it. So I think about how we use our capacity, because it is finite. How we use the tools in our toolbox to make sure we are focused on doing the things in this moment that are going to have the most material benefit to our people, who need things right now.

LGBTQ political clubs have become a nexus of organizing power in New York City. We sat down with the leaders of four clubs to discuss their goals.

HE BEST WAY for an LGBTQ New Yorker to get involved in politics with the community? Joining a political club. And that’s now been true for five decades. The Gay & Lesbian Independent Democrats, or GLID, was founded in 1972 as the city’s first gay political club, at a moment when the LGBTQ community was finding its political voice. GLID has faded away, but other LGBTQ political clubs have grown around the city and are thriving. Now, efforts to secure – and maintain – rights for the LGBTQ community, and especially transgender people, have taken on a new urgency in the year 2022, amid a rash of homophobic political rhetoric and an uptick in anti-LGBTQ legislation getting taken up across the country. Ahead of Pride Month, City & State brought together some of the leaders of the city’s preeminent LGBTQ political clubs at the Stonewall National Monument in Greenwich Village. Justin Sanchez, a gay man from the Bronx, has been president of the Stonewall Democratic Club of New York City since February. Derek Gaskill, a queer trans man, has been co-president of Lambda Independent Democrats of Brooklyn since January. Allen Roskoff, a gay man,

founded the Jim Owles Liberal Democratic Club in Manhattan, and has been its president since 2004. And Michael Czaczkes, a gay man from Queens, sits on the board of the Lesbian and Gay Democratic Club of Queens, as well as the board of Jim Owles, and is a former president of LID. It was the first time they’d all been together, but it won’t be the last. They talked about organizing a women and femme+ outing for club members. And weeks after getting together, three of the clubs collaborated to boycott New York City Mayor Eric Adams Pride reception, unless he would fire anti-gay appointees and stop sweeps on homeless encampments, among other asks. After meeting at the monument, they moved to the sun-drenched patio outside of The Duplex, a gay bar across the street, for a warm, friendly and poignant meeting of the minds. That included the sometimes contentious history behind their groups, their legislative and political priorities for New York and advice for candidates seeking to avoid Andrew Yang-like flubs when seeking their endorsements. The conversation below has been edited for length and clarity. CITY & STATE: Just an hour ago I saw the Assembly just passed

the bill that allows nonbinary folks to run for party positions. ALLEN ROSKOFF, president of the Jim Owles Liberal Democratic Club: Lambda worked very hard on that. DEREK GASKILL, co-president of Lambda Independent Democrats of Brooklyn: I sued the Brooklyn Democratic Party, for county committee! This is for district leader. ROSKOFF: I mean, we all support it! It emanated from Émilia (Decaudin, a trans Democratic district leader in Queens). GASKILL: Two years ago I ran for county committee in Brooklyn. I was denied a seat on county committee, me and six other folks, because I didn’t declare my gender as male or female. The seats were divided between male and female seats for no reason. And I was running in a district that, to my knowledge, has never been filled. We ended up suing the Board of Elections and the county party. But that’s for county committee! This bill is for district leaders, but same thing applies. C&S: Was anyone else involved in the litigation? JUSTIN SANCHEZ, president of Stonewall Democratic Club of New York City:

Not personally, but working up in Albany (as chief of staff to Assembly Member Nathalia Fernandez) and seeing those conversations, it’s really great! A lot of work happens behind the scenes, and one of the really important things is that a lot of the staff is from the wide plethora of the LGBTQIA+ community. Having all these folks behind the scenes helps a lot of these bills push through and helps a lot of the work actually get done, but it does come down to folks bringing these issues forward and putting them on the map, which is exactly what happened in this situation. This was JGR’s (Assembly Member Jessica González-Rojas’) bill and it is the combination of the inside and outside game that helps this legislation and these achievements move forward. GASKILL: I think that’s where LGBT political clubs come in right now. They’re not going to celebrate this at Pride, right? There’s not going to be a We Passed This Bill float. This is wonky and internal stuff, but has real consequences. And using these clubs as access points for folks that want to get involved with local politics or have aspirations for bigger office, whatever purpose we serve, we’ve eliminated one barrier. Not going to get a parade, but this is why we exist, to keep eyes on these things and point them out. MICHAEL CZACZKES, board member of the Lesbian and Gay Democratic Club of Queens: Clubs serve a perfect purpose – we have all the elected officials and candidates that come before the clubs. To be able to ask them where they are on issues, why haven’t they done something, why aren’t they doing more, if they’re going to support it. Every person that’s come before Jim Owles, for instance, has been asked about (whether they support renaming) the Ed Koch Bridge, and it’s on the record. It seems mind-numbing, it’s thankless work to organize these meetings and facilitate them with elected officials that are cranky and sometimes won’t answer a question. But it’s getting them on the record and (asking), “why aren’t you a sponsor of the Trans Equity Bill” or whatever it is, and having them answer in front of people that they probably don’t think about until, every two years, when they come before the Lesbian and Gay Democratic Club of Queens or Lambda or whatever. SANCHEZ: At the same time – you said that’s one of the benefits – I also think that’s

one of the drawbacks of our political clubs. The fact we operate in such political circles that it’s a hard time expanding to folks who are not necessarily politically tapped. I think this is where our leadership needs to reach the next level. Because if we look around this table, we have no Black people. We have no women. There are communities like the ballroom scene, all of these places where community is thriving but they haven’t been tapped into politically. And I think that is where we really need to take this next step. If we were able to take communities of color that have been disenfranchised by the systems that we are fighting to open the doors to and really get them engaged and energized, I think we would be taking our clubs to the next level. While we’re so connected politically, I also think it’s a drawback of our clubs because it almost isolates us from the wider, broader community that deals with so many issues. The majority of the folks that we’re looking at when we’re talking about homelessness are people of color, are people from the LGBTQ+ community, and we have yet to really find ways

to integrate all sides of the community. GASKILL: 100%. ROSKOFF: I think where we’ve reached a level of great success is that Jim Owles is multi-issued. Like Bella Abzug served on the women’s commission for Jimmy Carter and got fired because she considered all issues women’s issues. We’re actually responsible for changing policy on clemency. We got live people out of prison, out of their cages. And I believe we’re going to have a great many more out after the election, unless we’re going to have a Republican governor. C&S: What’s the history of your clubs? How’d they start, when and why? SANCHEZ: Stonewall has a very illustrious history. Stonewall was born out of what all gays love, petty drama. But not really. (Now-Assembly Member) Deborah Glick took over GLID (Gay and Lesbian Independent Democrats) and there was a whole schism and then in 1986, Stonewall was born out of that schism.

tory that should be told, with all due respect. C&S: And when was Jim Owles founded? ROSKOFF: Jim Owles was founded 2004. And when we formed, I wanted to do everything within my power to not make it about one person. So we got a 100-person board of governors. Every lefty politician, lefty celebrities, lefty activists, lefty this. We had an incredible base of support because people knew who Jim Owles was and who I was and Bella Abzug was. What we fought for in the ’70s and we continued to have that energy and that voice, and I think Jim Owles still has that totally progressive, 1960s liberal, progressive, radical voice.

ROSKOFF: Justin, can I chime in, because you’re a lot younger than me. SANCHEZ: Oh yeah. ROSKOFF: I lived through the conception of Stonewall. And Stonewall was formed because the progressive gay Democrats were supporting Mario Cuomo. And the Stonewall Democrats – and this has nothing to do with the people today, but this is history – the Stonewall Democrats were for Ed Koch. C&S: How do you feel about Ed Koch? ROSKOFF: (Laughs.) Our favorite straight ally! The whole invention of Stonewall was their supporting Ed Koch, that is what invented Stonewall. And proof of the pudding – back then, no reflection now – but Stonewall endorsed Rudolph Giuliani over Ruth Messinger (in 1997). GLID was taken over by Deborah, so the people I was associated with weren’t in GLID, but we also couldn’t go to Stonewall because of the conservatism of the founders. It was repugnant when Stonewall came out for Giuliani. That’s part of the his-

C&S: Tell me about Lambda. GASKILL: LID. Not Lambda, not Lid. L-I-D. There’s too many Lambdas out there. L-I-D! So LID was founded in 1978 in Gary Deane’s basement after Gary Deane, Virginia Apuzzo and Robert Mehl, they tried to get a city gay and lesbian civil rights bill passed. And then Gary Deane ran for a City Council at-large seat and very narrowly lost. They gathered together in a Boerum Hill basement, it was about 20 folks, and LID was born. My mentor in the club, the only person whose opinion I truly care about, whose approval I seek, is Renée Cafiero, who organized the first gay protest in New York City pre-Stonewall. I’ve had feelings about being involved in the Democratic Party, with everything going on, and one of the reasons I’ve stuck around is that this nitty-gritty work is important. To bounce back to Justin, our clubs look the way they do for a reason, and this sort of inner political work is really inaccessible to folks. Who knows what a district leader is? Who knows what county committee is? No one. None of my friends did. I barely knew and I have a master’s in urban policy. We talk about criminal justice, we talk about economic justice, but our clubs don’t reflect the people that are living these experiences. And it trickles up, too. I’m the first trans president of LID. We have no trans City Council folks. What’s up with that? Why have other cities gotten to the jump before us? It’s bringing people into this process that they might have resistance to, but you can’t really escape. ROSKOFF: I just want to say Alan Fleishman, who LID meant everything to, was a great leader.

GASKILL: One of my favorite lines from Renée Cafiero – again, the only person whose approval I seek – is, once in a while she’ll pull out: “When I was a McGovern delegate, when I was one of five out LGBT delegates at the National Committee.” And you’re like wait, there’s only five gay folks there? And like now, how many are there? There’s probably after-parties.

ROSKOFF: Me, me and him! It was his first arrest! We were in the police station putting on the captain’s hat and taking pictures of each other.

CZACZKES: I don’t think we can be having this conversation without the (former New York City Council Member) Danny Dromm version of history. In the early ’90s, Julio

SANCHEZ: It was in black and white, you didn’t notice (laughs). GASKILL: Stories like that make it important to keep these places alive. SANCHEZ: I think you bring up a really great point, and I think that’s why there is such a diversity of thought in Stonewall. You have to meet people where they are, and not everyone is where, necessarily, everyone wants them to be. So it’s finding those people that are in all these different places but with a common goal of equity. And if you can have a baseline of saying we all deserve equity – and not equality, equity – and find ways to get people there, I think it brings together such a diverse group of thoughts and minds and feelings that can frustrate the shit out of you. But at the end of the day it takes everyone all together, and it really is a microcosm of what it looks like not only in New York state as a whole but the country as a whole. Getting everyone together on one bandwidth to push for certain fights really is a hallmark of what people try to do at Stonewall. It goes to your issue (Derek) that all clubs have: Where are we incorporating the larger community, especially Black, brown, trans femme – GASKILL: Elders! SANCHEZ: – into our political world? And yes, there’s a huge problem with ageism, that a lot of the older members feel that they’re afraid as they get older their standing in the club doesn’t have as much strength. But I think one of the things older members fail to realize is they teach us so much history about where we are and where we came from to un-

Rivera was murdered in Jackson Heights. Danny was a public school teacher. And at the same time, a couple years later, the city tried to implement some sort of curriculum about equality in general, and it included LGBT issues. And there was significant pushback in Queens. It was similar to what you’re seeing with Don’t Say Gay, where there were people saying, “Oh my God, you’re going to indoctrinate my children and make them gay.” It was also at a time where communities like Jackson Heights were opposing the AIDS Center of Queens County. So Danny started the Lesbian and Gay Democratic Club of Queens but he also started the Lesbian & Gay Pride Committee, which has the second-largest Pride parade in the city now and runs through Jackson Heights and the most diverse neighborhoods in the most diverse county in the country. I think it’s really interesting to see where we’ve come and where we have to go. I think it’s three steps forward and two steps back.

We’re proud (of) the work that all the clubs have done and now that we’re the four that are working together on issues and on candidates and making sure that we have the right people in office. GASKILL: But we also exist with our core purpose which is to push gay policies, LGBT policies in particular. Which, if you talk to folks from outside of New York, outside New York City, they’re like, “What could New York be doing more?” And the answer is: a lot. Comprehensive sex ed, LGBT history in schools, pushing for funding for trans equity, money going to trans health in particular. We’re there to make sure those show up to. C&S: I’m thinking back to Andrew Yang’s famous appearance before the Stonewall Dems and I’m wondering how politicians – members of the LGBT community or not – can be friends and allies. SANCHEZ: Listen. Listen. Literally, listen. I think this happens in so many progressive spaces. A lot of folks love stepping up but few people love stepping back. What my advice to any candidate, any person outside of the LGBTQ community that really wants to understand the issues, is step back. Listen to those folks. And if you really want to learn, find some folks from the trans femme community that are Black and brown, and listen to their struggles and understand what’s it like to live a single day in their shoes. They’re fabulous shoes, but they are hard to walk in. GASKILL: My favorite ally has a loud checkbook and a quiet voice. (Laughs.) ROSKOFF: You know way back when in the early ’70s, we knew our friends, we knew who really got the issue. Now it’s really difficult to tell because it’s to everybody’s advantage to be pro-gay, to be supportive of the community. You often think about elected officials, where they would be if they represented an area of Long Island, whether or not they would be taking the same positions. No matter how supportive you are of gay rights, if you’re not pro-choice, if you’re not for people having second chances, if you’re not good on so many other issues, if you’re for the death penalty, we won’t talk to you. Can’t just be good on gay rights and get our support because the world doesn’t revolve around us.

T

HE GAY RIGHTS MOVEMENT has its roots in New York, where the Stonewall uprising occurred more than 50 years ago. Decades later, New York has made its mark as a leader in passing legislation protecting and supporting the LGBTQ community. After repealing the “walking while trans” ban in 2021, state legislators and the governor set aside $12.5 million for LGBTQ health and human services and created a $1 million fund for organizations helping transgender New Yorkers in this year’s budget. And New York’s political landscape has also been increasingly representative of the LGBTQ community. The New York City Council, for example, boasts an expanded, more diverse LGBTQ Caucus.

But while progress has been significant, anti-LGBTQ backlash has been on the rise nationally, translating into state-level legislation that largely targets trans people. New York has the dual challenge of combating anti-LGBTQ measures introduced elsewhere, while also fighting back against hate and prejudice that still proliferates locally. City & State’s 2022 Power of Diversity: Pride 100 – written by Tim Murphy and Jason Abrams in partnership with City & State’s Kay Dervishi – highlights the LGBTQ New Yorkers who serve in local and state government as well as lead the organizations, nonprofits, companies and other institutions shaping the region’s landscape, in the LGBTQ community and beyond.

While a New York City Council member, Torres led oversight of the New York City Housing Authority and pushed local and state leaders to do more to improve conditions for public housing residents. Since heading to Washington, D.C., as the first gay Afro Latino person elected to Congress, Torres has pushed for greater federal funding for public housing.

1 BRAD HOYLMAN STATE SENATOR State Sen. Brad Hoylman, who represents much of lower and midtown Manhattan, has advocated successfully for legislation like the Gender Expression NonDiscrimination Act, which protects transgender people, and a ban on gay conversion therapy for children. Hoylman was the only out gay person in the state Senate until Jabari Brisport’s election in 2020. The father of two daughters via a surrogacy arrangement, he also pushed hard for years to end the state’s ban on commercial surrogacy, finally getting it overturned in 2021. The prolific lawmaker recently opted against a bid for Congress.

2 SEAN PATRICK MALONEY MEMBER OF CONGRESS When Rep. Sean Patrick Maloney was elected chair of the Democratic Congressional Campaign Committee in late 2020, things were looking up for him. But now, the Hudson Valley lawmaker is contending with the president’s unpopularity, the tossing out of Democraticfriendly congressional maps

in his home state and a furor over a newly drawn district that pitted him against fellow Democratic and LGBTQ Rep. Mondaire Jones. Maloney’s abrupt announcement that he’d run against Jones rankled some Democrats. And while Jones ultimately opted to run in a different district, Maloney will still face battles in the primary and general elections.

3 RITCHIE TORRES MEMBER OF CONGRESS Rep. Ritchie Torres’ time in the New York City Council and in Congress has been informed

5 JABARI BRISPORT STATE SENATOR Universal child care access was top of mind for state Sen. Jabari Brisport during this year’s budget negotiations. Those efforts bore fruit, as the state budget significantly expanded child care subsidies, though Brisport expressed disappointment that undocumented children wouldn’t have access. The Democratic Socialists of America-backed legislator – who is the first out gay Black member of the state Legislature – joined other leftleaning legislators in criticizing public safety measures included in the budget.

6 DANIEL O’DONNELL ASSEMBLY MEMBER Assembly Member Daniel O’Donnell, who spearheaded New York’s historic law legalizing same-sex marriage about a decade ago, has recently focused on supporting transgender and nonbinary New Yorkers. Last year, the Gender Recognition Act he sponsored was signed into law. The measure allows people to change the gender

Glick, who made history as the first out LGBTQ member of the state Legislature, will face off against a primary challenger this year who has criticized her past opposition to the full decriminalization of sex work.

9 7 HARRY BRONSON ASSEMBLY MEMBER Economic growth and workforce development are among Assembly Member Harry Bronson’s priorities. The Rochester lawmaker helms the Committee on Economic Development, Job Creation, Commerce and Industry, and also has spearheaded legislation fighting child poverty and expanding mental health support. Bronson, the first out gay upstate legislator, also recently sponsored a bill that would expand labor protections for freelancers in New York.

8 DEBORAH GLICK ASSEMBLY MEMBER Assembly Member Deborah Glick has kept a close eye on developments in higher education. Glick has pushed for increased funding for teaching hospitals under the State University of New York

The past year has seen Weingarten take a leading role in developing standards for opening schools in the wake of the COVID-19 pandemic and opposing the Florida legislation dubbed the “Don’t Say Gay” law by critics.

TIFFANY CABÁN & CRYSTAL HUDSON CO-CHAIRS New York City Council LGBTQ Caucus The New York City Council’s LGBTQ Caucus is helmed by two first-term members with long track records as progressive advocates. Tiffany Cabán, who made headlines for nearly winning the Queens district attorney race in 2019, has taken strong stands in favor of more funding for housing, education and social services, and against incarceration and Mayor Eric Adams’ desire to beef up policing. Previously, she was a public defender and an organizer with the Working Families Party. The other cochair is New York City Council Member Crystal Hudson, a

BRIAN DOWNEY PRESIDENT Gay Officers Action League A New York City Police Department officer since 2008 and a detective since 2015, currently assigned to the Criminal Intelligence Section, Brian Downey became head of the Gay Officers Action League in 2016. He led the group’s successful recent effort to make it optional for NYPD cops to include their sexual orientation on their employment record as a way to increase LGBTQ visibility within the NYPD. Last year, he spoke out against the NYC Pride March’s decision to ban NYPD officers from marching in uniform.

88 MARTI ALLEN-CUMMINGS FOUNDING PRESIDENT Hell’s Kitchen Democrats Marti Allen-Cummings fell short last year in a bid to become the first out nonbinary member of the New York City

Liz Krueger and Assembly Member Charles Lavine passed a bill that bans New York law enforcement from participating in legal proceedings launched in states with abortion prohibitions against New York abortion providers who serve out-of-state individuals. Another bill, not sponsored by this duo, enshrined the rights of people who travel here seeking abortions.
